The paper analyses Ukraine’s geopolitical position and argues that Ukraine is slowly gravitating towards West. The paper gives a small hint of approximation process of Ukraine within EU and NATO, and argues how this approximation process is opposed by Russia, who wants Ukraine back to its influence. Occupation off Crimea by Russia violated international order, opening way to unstructured international ties out traditional UN bodies. Based on a multivariate analysis of the involvement of post-Soviet republics in UN and NATO peacekeeping operations, the author explores the integration of New Independent States into UN and NATO international organizations. Chronology of some peace-support and peace-enforcement operations is given. Of special focus is participation of special units of armed forces in such operations. Logical sequence of intrastate agreement on engagement of the military of independent Ukraine in international operations under the mandate of the United Nations Security (...) Council is traced. A respective decision-making process of the Lithuanian Parliament is examined for comparison purposes. Specific laws of Ukraine, which regulate such decisions, are indicated. The author offers concrete examples and describes the role of the North Atlantic Treaty Organization in implementation of the UN peace-support mission. The paper cites Russian legislation governing cooperation with the UN and NATO in peacekeeping operations. By the example of formation of interstate military units between Ukraine, Poland and Lithuania ('Ukrpolitbat'), the Baltic Republics (the 'Baltic Battalion') and Central Asian Republics ('Kazbat'), the author shows the initiative of post-Communism republics in preservation of peace and stability in the world. Specific examples of involvement of the armed units of such post-Soviet republics as Ukraine, Lithuania, Latvia, Estonia, Georgia, Kazakhstan, Uzbekistan and Kirgizia in UN international operations are given. The paper describes the operations in Kosovo (1999), the Mediterranean Sea (2001), Turkey (2003), Iraq (2004), Bosnia and Herzegovina (1996-2004) as well as Sudan (2005). Attention is drawn to reorientation of the NATO from the collective defence strategy to that of common security and execution of mostly international operations with domination of police functions, technical assistance in the postwar period and coping with technogenic catastrophes. Some of our most fundamental moral rules are violated by the practices of torture and war. If one examines the concrete forms these practices take, can the exceptions to the rules necessary to either torture or war be justified? Fighting Hurt brings together key essays by Henry Shue on the issue of torture, and relatedly, the moral challenges surrounding the initiation and conduct of war, and features a new introduction outlining the argument of the essays, putting them into context, and (...) describing how and in what ways his position has modified over time. The first six chapters marshal arguments that have been refined over 35 years for the conclusion that torture can never be justified in any actual circumstances whatsoever. The practice of torture has nothing significant in common with the ticking bomb scenario often used in its defence, and weak U.S. statutes have loop-holes for psychological torture of the kind now favoured by CIA in the 'war against terrorism'. The other sixteen chapters maintain that for as long as wars are in fact fought, it is morally urgent to limit specific destructive practices that cannot be prohibited. Two possible exceptions to the UN Charter's prohibition on all but defensive wars, humanitarian military intervention and preventive war to eliminate WMD, are evaluated; and one possible exception to the principle of discrimination, Michael Walzer's 'supreme emergency', is sharply criticized. Two other fundamental issues about the rules for the conduct of war receive extensive controversial treatment. The first is the rules to limit the bombing of dual-use infrastructure, with a focus on alternative interpretations of the principle of proportionality that limits 'collateral damage'. The second is the moral status of the laws of war as embodied in International Humanitarian Law. It is argued that the current philosophical critique of IHL by Jeff McMahan focused on individual moral liability to attack is an intellectual dead-end and that the morally best rules are international laws that are the same for all fighters.Examining real cases, including U.S. bombing of Iraq in 1991, the Clinton Administration decision not to intervene in the 1994 Rwandan genocide, NATO bombing of Serbia in 1999, and CIA torture after 9/11 and its alternatives, this book is highly accessible to general readers who are interested in the ethical status of American political life, especially foreign policy. Il confronto proposto verte sul tema delle inclinazioni naturali e, segnatamente, sul loro rapporto con il bene e con il diritto naturale. Si presentano in sinossi su tre colonne il testo di Aristotele (nella traduzione latina di Guglielmo di Moerbeke utilizzata dai due commentatori), il commento di s. Tommaso ed il commento di Pietro d’Alvernia. (...) Alla fine di ciascuna sezione ho sviluppato alcune considerazioni conclusive di taglio teoretico. L’elemento teoreticamente più interessante introdotto da Pietro è costituito dall’affermazione che l’uomo “è nato per perfezionarsi” quanto al corpo e quanto all’anima ed ha a questo una esplicita in-clinazione naturale: “[Homo] natus est perfici et naturaliter inclinatur ad hoc quod perficiatur”. Qui si riecheggia l’ontologia tommasiana delle inclinazioni naturali e la metafisica del bene che le è sotte-sa. Bonum est quod omnia appetunt, ma le sostanze appetunt quella perfezione a cui sono inclinate in virtù della loro propria forma, cum unumquodque sit id quod est per suam formam. Il bene è dunque ciò che viene richiesto dalla forma dell’ente, per giungere alla piena realizzazione del dinamismo insito nella forma stessa, dinamismo che si placa solo nella piena attualizzazione di sé, ossia nella perfezione dell’ente. Bisogna notare l’attitudine di Pietro ad usare la categoria dell’inclinazione naturale, anche quando il testo aristotelico non la contiene. È necessario indugiare un po’ su questo tema, giacché in esso - a nostro giudizio - è possibile leggere il fondamento dell’etica classica, così spesso frainteso dai moderni. L’uomo è una creatura strutturalmente “indigente”: homo pluribus indiget. Quest’indigenza, per usare la terminologia di Hume contro lo stesso Hume, è un is da cui consegue rigorosamente un ought. L’indigenza è un fatto, è una carenza costatabile empiricamente; ma costatare una carenza significa scoprire nell’essere fattuale il dover essere: lo stato in cui la carenza è tolta. L’uomo, imperfectus et ex parte animae et ex parte corporis, in ragione della sua stessa imperfezione, rimanda all’uomo “perfetto”, come la potenza rimanda all’atto ed anzi è preceduta dall’atto. Fraud in medical publications is an increasing concern. In particular, disciplines related to perioperative medicine—including anaesthesia and critical care—currently hold the highest rankings in terms of retracted papers for research misconduct. The dominance of this dubious achievement is attributable to a limited number of researchers who have repeatedly committed scientific fraud. In the last three decades, six researchers have authored 421 of the 475 papers retracted in perioperative medicine. This narrative review reports on six cases of fabricated publication in perioperative (...) medicine that resulted in the paper’s retraction. The process that led to the unveiling of the fraud, the impact on clinical practice, and changes in regulatory mechanisms of scientific companies and governmental agencies’ policies are also presented. Fraud in medical publications is a growing concern that affects perioperative medicine requiring a substantial number of papers to be retracted. The continuous control elicited by readers, by local institutional review boards, scientific journal reviewers, scientific societies and government agencies can play an important role in preserving the ‘pact of trust’ between authors, professionals and ultimately the relationship between doctors and patients. Following an introduction to international law regarding the use of force, the author examines the impact of post-9/11 practice, focusing on the right of self-defence. After critically reviewing operation Enduring Freedom, the U.S. National Security Strategy, the ‘Yemen strike’ and the war in Iraq, including the justifications offered for these actions and the international responses to them, as well as developments in NATO and the EU, he concludes that there is a tendency towards a broader interpretation of the right (...) of self-defence, in that this right may be extended to attacks by non-state actors and such attacks may be more easily attributed to states that support such actors. However, the author submits that this interpretation has not yet been sufficiently affirmed to have changed the law, that the rules of the UN Charter still accurately reflect the law and that there is insufficient support for a right of anticipatory or pre-emptive self-defence. Finally, he recommends strengthening the effectiveness of the Security Council and regional organizations such as the EU and NATO to avoid the risk of a true deregulation of the use of force. After the death of Prophet Muhammad (p.b.u.h), one of the most significant debated topics of Muslims was the institution of caliphate. This institution caused crucial argumentations through the ages from Abu Bakr to Abd-al-Majid who was the hundreth khalifa. Some prominent issues in that regard as follows: How khalifa comes to power, who becomes khalifa, whether he is descended from Quraysh or not, which kind of traits khalifa should have, and how khalifa should behave in certain circumstances. While these arguments (...) were going on, caliphate was maintained based on the reign under some certain dynasties’ responsibilities after the Rashidun (rightly guided) Caliphs. Umayyads, Abbasids and Ottoman Dynasties were the most well-known ones of these dynasties. Throughout history, even though caliphate passed in one another’s hands among aforementioned dynasties, none of them did attempt to abolish this position. However, Turkish Muslims who became defeated with European occupation of non-western territories decided to abolish caliphate for the sake of modernization activities within the period of transition from imperialism to nation state. This decision brought about a trauma, which was much more critical than former argumentation around the position in Muslim world. Many congresses were organized in Islamic world in order to recover from this trauma. While this kind of quests were continuing, Muhammad Hamīdullah proposed “High Caliphate Council” in relation to rearrangement of caliphate in accordance with the conditions of Islamic countries. This proposal offers an applicable model to today’s modern nation states by establishing unity among them and leaving aside their conflicts and differences. This proposal offers a resolution of much-discussed matters of the position within the limits of principals. It also draws attention by showing a possibility of Islamic union in contemporary Islamic thought. Summary: The matters of who undertakes the management of societies, how rulers come to power and in what manners the rulers maintain the management have been discussed throughout history. It is seen that rulers adopted kingdom as regime before the period of the Prophet Muhammad (p.b.u.h). There was also two-person management. The discussions about this matter were also seen around khalifas who were the rulers of Muslims after the death of Prophet Muhammad (p.b.u.h). Some debated issues in that regards as follows: Who becomes khalifa, how he is elected, which traits he should possess, and so on. Caliphate continued its existence despite the discussions until the first quarter of the 14th Hijra era. Abolition of caliphate was a trauma for Muslims undoubtedly. From Anatolia to Egypt and from India to the Balkans, many attempts were carried out to recover from this trauma. However, this matter was oversimplified in the conditions of that period since it became a topic which was hushed over in just congresses and conventions. One of the people who wrote on this topic, which maintains its vitality even today was Muhammad Hamīdullah. He was an important Islamic scholar, a lawyer and a historian in Indian geography. Hamīdullah did deal caliphate by indicating its history broadly. The distinctive feature of Hamīdullah from others who wrote on this topic is that he also presented a considerable offer to solve the matter. In this sense, Hamīdullah experienced the trauma in his own life as all muslims did it with the abolition of caliphate. Hence he mentioned this matter in his writings in the mood of care and dignity of a scientist and also in feeling of a heartbroken muslim. Hamīdullah made clear that the method of election of the ruler differed throughout history. Indeed, the verses of Holy Qur’ān, the applications of the Prophet Muhammad (p.b.u.h) and the differences of Four Great Chaliphs on coming to power testified this claim. According to Hamīdullah, it is quite normal that the method of regime can vary according to the conditions of societies. He recommended acting based on timeless rules rather than the changes that vary according to conditions and places. He also stated that the regime which Islam approves is a combination of kingdom and democracy in his lines dealing with methods of regime. To him, kingdom is the method of regime of empire. Empire is the regime in which various nationalities live together with all their differences and interact with one another intensely and in which the rulers rule over wide borders. On the other hand, Islamic world lost its edges of empire, changed its regime and divided to nation states after the decline of the Ottoman Empire and Mughal Empire which were established by Muslims. On the contrary, westerners attempted to establish a head empire several times after building nation states in Europe. Some of them are UN, NATO, EU, to name but a few. In our opinion, in the transition process of Muslim rulers from empire to nation state, Hamīdullah made an offer to accomodate Islamic law in state law, Islamic politic and administrative principles in politics and administration practices, Islamic education system in education system, and principles of Islamic economics in economic decisions of government using the Prophet Muhammed’s life as a base. He also explained to Muslims that the method of regime can be changed and the essential matter is to apply Islamic management principles in such a new situation. He played a role in clearing the way for Muslims by indicating that the method of Islamic regime can be changed according to conditions but the principles of Islam are unalterable. To the writer of these lines, Hamīdullah intimates that it is not so true to stick to the form of the process in Muslim territories in which a compulsory transition from the empires or multinational social structures to the nation state structures have been experienced for the last two ages. However, the first matter to dwell on should be whether the ruler of the government behaves in accoradance with the principles of Islam or not. To Hamīdullah, the second matter is that even though Muslim countries had to enter in the process of becoming nation states, Muslims should make an effort to establish supra-state associations as required by Islam. In this respect, Hamīdullah’s proposal is “High Caliphate Council”. This council is a considerable offer presented to Muslim countries in the age when a universal caliphate is not possible and Muslims head towards a unified state form all over the world. Today, this offer recommends countries of which great majority is Muslims and in which Muslims are minority to meet on a common ground rather than conflict because of differences among them. The High Caliphate Council is an institute consists of presidents or hereditary administrators as leading and regular members and so it avoids regional competition. It is established by Muslim presidents who shares the chair alternately. Based on this, all Muslim presidents play a role altogether in this council without need to be Sunni, Shia, or from Quraysh. The High Caliphate Council is a reflection of a dream, which started a century and half a century ago but is required more today. It is also a reflection of the discourse of “Islamic Union” in Contemporary Islamic Thought. The Caliphate Council and International Islamic Legists’ Association, which is the first practical step of the council can be seen as the theory of a new world order based on the unity principle of Islam. Hamīdullah does not consider this order not only in the range of belief but also with the aim of institutionalizing ‘ijmā (consensus of Islamic legists) and qiyās(legal analogy). He stated that International Islamic Legists’ Association, which is a scientific institution could not be established beforetime by Muslims spread on three continents due to lacking of communication among them. However, thanks to today’s possibilities, the establishment of such association is easier today. Hamīdullah found dynamic solutions such these two institutions for the realization of caliphate, which is a religious necessity. He marked an era for Muslims in the period of time when they are on a quest. (shrink)

The deployment of the Albanian admirative as well as the evidential particles kinse ‘allegedly’ and gjoja ‘supposedly’ in Kosovar electronic news sources to render either dubitative or neutral reports — depending on both the source and the timing — contributed to the project of an independent Kosovo. The usages can be divided into three periods: 1994–1997, 1998–1999, and post-1999. During the first period, usage was exclusively dubitative and deployed for Serbian news sources. During the second period, which corresponded to the (...) intensification of the armed uprising, usage shifted to neutrality, and during the third period, after the NATO bombing campaign, it returned somewhat to dubitativity, this time aimed at UN and NATO sources. The discussion demonstrates how pragmatics and grammatical categories contribute to the construction of political narratives and argues that a socially informed linguistic analysis is crucial to understanding how politics is performed in the world. In the past two decades, Ukraine has significantly deepened its relations with NATO. Following Russia’s seizure of Crimea and instigation of conflict in the eastern Ukrainian region of Donbas in 2014, Ukraine’s interest in NATO entry has particularly intensified. According to public opinion polls in Ukraine, membership in the Alliance is critical to the country’s security. On the other hand, Russia presents the further expansion of NATO to the east as the main threat to its national security. (...) The current developments on the ground and the ongoing war between Ukraine and Russia will affect NATO’s attitude towards Ukraine’s membership prospects in the Alliance. The potential for further escalation of the war in Ukraine is significant, although it is more likely that the war will flare up and target Ukrainian forces and the civilian population, but the likelihood of the involvement of the Western Allies in the conflict is also more certain. Ukrainian authorities will have to limit their expectations for NATO membership and focus only on maximum cooperation with the Alliance. (shrink)

Highlighting early modern medicine's program of explanation and intervention, I claim that there are two distinctive features of the physician's naturalism. These are, first, an explicit recognition that each patient had her own individual and highly particularized nature and, second, a self-conscious use of normative descriptions when characterizing a patient's nature as healthy (ordered) or unhealthy (disordered). I go on to maintain that in spite of the well documented Cartesian rejection of Aristotelian natures in favor of laws of nature, Descartes (...) and his most important medical disciple accepted both features of the physician's naturalism where human medicine was concerned. Thus, in this article I critically engage with standard portraits of Cartesianism and naturalism by integrating the histories of science, medicine and philosophy, but especially medicine and philosophy. The article is devoted to identifying the concept of the meaning of life in the critical philosophy of A.I. Vvedensky, where special attention is paid to the methodological foundations and the historical and philosophical context. The formulation of the question about the meaning of life is one of the ultimate questions in philosophy, the answer to which makes it possible to determine the motives of human activity. In Vvedenskyʼs philosophy, the problem of goal-setting in life is revealed in the prism (...) of a key research intention – the construction of a scientifically revised worldview based on the principles of criticism. As a result, the question of life and its purpose is reduced to the formulation of the question of the logical permissibility and boundaries of questioning. The article attempts to reconstruct the philosopherʼs reasoning and identify the most significant definitions, which include morality, mental life, and the purpose of life. The disclosure of the concept of life in Vvedenskyʼs philosophy invariably requires consideration of the context in which the development of the philosopherʼs ideas takes place. Based on a comprehensive analysis, it is concluded that the concept of life is an extension of the main goal of Vvedenskyʼs research – the disclosure of the conditions for the formation of a reliable worldview, focused on the principles of scientific knowledge in accordance with moral values. Another important consequence is the provision on the priority of morality in relation to scientific and philosophical knowledge. The foundations of morality, to which the meaning of life belongs, can be presented only in a special form of applicability of critical reason – critical faith. Thus, the question of the specifics of critical metaphysics and the importance of differentiation of types and forms of faith in the work of the Russian neo-Kantian are clarified. (shrink)

This article presents a Kuyperian critique of ideological uniformity and political integralism in Europe and Indonesia. The background of Kuyper’s articulation of the principle of sphere sovereignty was his struggle with the liberals, the French Revolution, and the German idea and application of state sovereignty. Kuyper struggled with the liberals because he rejected ideological uniformity. He struggled with the ideals of the French Revolution because he rejected popular sovereignty and, later on, political integralism. Kuyper’s rejection of ideological uniformity and political (...) integralism resulted in the articulation of the principle of sphere sovereignty. Such uniformity and integralism also characterized Suharto’s leadership in twentieth-century Indonesia, especially his doctrine of Pancasila as the only basis for the state and civil society and his ideology of the integralist state of Indonesia. I criticize those doctrines from the perspective of Kuyper’s principle of sphere sovereignty. (shrink)

Theorists often conceive of forgiveness as “wiping the slate clean” or something of the sort with respect to the offender’s moral infraction. This raises a puzzle concerning how (or whether) the relevant wrongdoing can continue to play a role in the forgiver’s deliberations, attitudes, and practical orientation toward the offender once forgiveness has taken place. For example, consider an agent who forgives her offender for an act of wrongdoing only to later blame her again for that very same act. Is (...) the relevant agent morally criticizable for breaching a commitment internal to her earlier forgiveness? When, if ever, is “un- forgiving,” justified? In brief, I argue that sometimes, we can genuinely forgive a wrongdoer for a particular transgression and at some later time, justifiably un-forgive her for it. Though the act of un-forgiving is underexplored, I argue that attending to this phenomenon will not only illuminate an important, often overlooked aspect of moral life, but it will also help to inform extant accounts of the nature and ethics of forgiveness. This article focuses on what it means to generate actionable but non-sharable information, and how this might relate to our understanding of what counts as knowledge, which typically entails some form of explanation. As automated systems sort and classify us for the purposes of dating, education, employment, health care, security, and more, we are going to want to know how and why these decisions are being made. Or, failing that, we will at least want to know, with as much clarity (...) as possible, under what circumstances and to what uses, automated systems are being put to use. In either case, the role of narrative is inseparable from the call for transparency. (shrink)

Japan created in 1992 to provide a legal framework for international peacekeeping activities, following its financial involvement in the Gulf War of 1991. This paper argues that the PKO Law imposed certain restrictions which complicated the missions of the Japanese Self Defence Forces (SDF) and civilian personnel in operational fields. In our increasingly interactive and interdependent world, we are confronted almost daily with issues in international law: think, for instance, of the recent Pinochet and Öcalan cases, the crises in Iraq, Kosovo and East Timor, or the banana and hormone disputes in the WTO. Add to this continual reports about the activities of international organizations, from the UN to the European Union, and it becomes clear that international law is the order of the day. Whoever follows these international developments, as (...) I do, and whoever is committed to the construction of a solid legal order for the international community, finds himself constantly torn between hope and despair. Signs of hope in recent years include the approval of a statute for the International Criminal Court in Rome on July 17, 1998; the Pinochet decisions of the House of Lords of November 1998 and March 1999; and the coming into force of the Ottawa agreement on anti-personnel mines in March of 1999. Yet who could witness the course of events during the NATO bombing campaign in Yugoslavia, and the long period of UN inaction against the violence that broke out in East Timor following the referendum, without feeling some sense of desperation? The mood of the present day, however, should not prevent us from taking a long-term perspective. What kind of international legal order are we moving towards on the threshold of the twenty-first century? Building up a solid international legal order is probably one of the greatest challenges facing humanity at present. Our national legal systems are strongly developed and during the last fifty years, Western Europe has succeeded in constructing an EU legal order which has made possible a peaceful society, welfare and the integration of peoples in Europe. But where do we stand on the world level? Is international law not all too slowly limping behind globalization? And yet, the century we are looking back on has been the century in which international law and the law of international organizations flourished: in the framework of the League of Nations, and then the UN, we have succeeded in codifying, consolidating and developing international law in numerous multilateral treaties ranging from human rights and maritime law to international labour, trade and environmental norms. Never before had the world witnessed such an extensive network of international organizations . Never before did states make such intensive use of treaties for arranging their mutual concerns: more than 30,000 are registered at the UN. (shrink)

These systems are criticised as not only "technically inept and ineffective against criminals" but also liable to "undermine the privacy, safety and security of law-abiding citizens and businesses". Their work is all the more valuable as governments either, at best, merely explain that any IT activity leaves traces and that people are monitored in any case or, at worst, pass laws on "security" that reinforce cybersurveillance systems, thus helping to create a climate of fear that can only undermine the trust on which a democratic society relies. A common assumption in the selection of nonhuman animal subjects for research and the approval of research is that, if the risks of a procedure are too great for humans, and if there is a so-called scientific necessity, then it is permissible to use nonhuman animal subjects. I reject the common assumption as neglecting the central ethical issue of the permissibility of using nonhuman animal subjects and as being inconsistent with the principle of justice used in human subjects research ethics. (...) This principle requires that certain classes of individuals not be subjected to a disproportionate share of the burdens or risks of research. I argue for an extension of this principle to nonhuman animal research and show that a prima facie violation of the principle occurs because nonhuman animals bear an overwhelmingly disproportionate share of the risks of research without sufficient justification or reciprocal benefit. How do we know the degree of imagination involved in knowing a reality? This is essentially an epistemological question. This essay discusses first the role of imagination in Polanyi’s epistemology since it is used here as the basis of integrative reality. The essay then discusses the degree of imagination involved in three types of integrative reality that are found respectively in technology, science, and humanities. It concludes with a discussion on the role of imagination in education.

This article considers Descartes? doctrine of eternal truths, in connection with the status of the principle of no contradiction. It is shown that the rear created and uncreated eternal truths; the former are eternal truths about creatures and the se truths are the object of divine will, while the latter are the truths about God him self, which are founded in his existence, so he can not change them. Concerning the question whet her the principle of no contradiction is a (...) created or a no created eternal truth, different Descartes? claims on this subject, potentially incongruent, are pointed out. Based on the fact that this principle does not have absolute validity, the conclusion is that in Descartes? metaphysics the status of the principle of no contradiction is not relevant, because God?s infinite power is in different to ward it. U tekstu je razmatrana Dekartova doktrina o vecnim istinama, s obzirom na status principa neprotivrecnosti. Pokazano je da kod Dekarta postoje stvorene i nestvorene vecne istine; prve jesu vecne istine o stvorevinama i jesu objekat Bozje volje, druge jesu vecne istine o Bogu samom, temelje se u njegovoj egzistenciji i on ih ne moze menjati. U vezi sa pitanjem da li je princip neprotivrecnosti stvorena ili nestvorena vecna istina, ukazano je na razlicite, potencijalno nesaglasne Dekartove tvrdnje o ovom problemu. Na osnovu cinjenice da on ne vazi vise apsolutno, izveden je zakljucak da u Dekartovoj metafizici njegov status jeste irelevantan, zato sto je Bozja beskonacna moc prema njemu indiferentna. (shrink)

Religious education (RE) has often found itself at the centre of debates about education's role in promoting social cohesion in contemporary multi-religious societies. The paper considers RE's relationship to religious plurality within the broader context of politics of curriculum and debates on pluralism. Drawing upon the recent works on the history of religion and using the teaching of the histories and cultures of Muslims in RE as a case study, it argues that RE has yet to fulfill its potential in (...) this regard. The conditions for development of a regional system of national security in Central Asia in the post-Soviet period are reviewed in a new geopolitical context. The emergence in the region of new political actors of the first echelon - the USA, the European Union and the People's Republic of China as well as the second echelon - Turkey, the Islamic republic of Iran, India and Pakistan is emphasized. The role of the above countries in ensuring political and economic security is (...) traced. The regional integration situation is analyzed. Available regional threats, some of them of global nature, are looked into, their characteristic features described for each New Independent State. Interstate conflicts and their resolution potentiality in the current situation are investigated. The unity of the region in combatting international terrorism and extremism is pointed out. Regional threats which endanger the West are identified. Special attention is given to politicization of Islam, radical fundamentalism and their belligerent manifestations which took place in Central Asia. The membership of Central Asian countries in such security-focused interstate organizations as the Collective Security Treaty Organization and the Shanghai Cooperation Organization as well as relations with the UN and the NATO are laid stress on. A great military and technical dependence of the armed forces of Central Asian countries on the Russian factor is pointed out. Some facts of the geopolitical confrontation between Russia, the EU, the USA and China are referred to. Conclusions are drawn as to incapability of countries of the Central Asian region to stand up to current geopolitical challenges on their own and the lack of a regional security system. The necessity of multi-vector foreign policy as a form of guarantee against external aggression is brought into focus. (shrink)

Uno storico tedesco giunse ad affermare nella Historz'sche Zeitschrift del Sybel, concludendo una sua recensione molto severa, che l'n nico merito delle memorie del Croce era quello di aver dato occasione a un certo libro, che io ho dovuto giudi care, a malincuore, assai duramente per voler essere giusto; dove io afi'ermerei, che l'unico merito di questo libro ' di esser nato in occasione di quegli scritti suggestivi del Croce. Ethics training is becoming increasingly common in pre-professional contexts to address ethical misconduct in business, medicine, science, and other disciplines. These courses are often taught by philosophers. The question is whether such ethics training, which involves philosophical reflection, is effective in cultivating ethical behavior. This paper takes a closer look at the goals of teaching ethics and how our current methods are ineffective in achieving the affective and active goals of teaching ethics. This paper then suggests how experiential learning and, (...) specifically, service learning may be one way forward in achieving these goals. While some pre-professional programs have implemented service learning, the ethics courses offered by philosophers also may be improved by giving students more opportunities to engage their communities through service learning. Predmet ovog rada su eticki aspekti agresije NATO na SRJ, odnosno Srbiju, sprovodjene od marta do juna 1999. godine. Rad je koncipiran kao svojevrstan kriticki dijalog sa J. Habermasom, odnosno njegovim stavovima iznesenim u tekstu?Bestijalnost i humanost - rat na granici prava i morala?. Nakon kraceg prikaza Habermasovog stanovista, u uvodnom delu rada autorka razmatra moralne implikacije njegovog stava o hirurskoj preciznosti bombardovanja i principu postede civilnog stanovnistva kao karakteristikama ove agresije od, kako tvrdi ovaj autor, visokog legitimirajuceg znacaja. Potom se usredsredjuje na kljucni, deklarativno moralni argument kojim se agresija opravdavala - zastita ugrozenih ljudskih prava kosmetskih Albanaca i sprecavanje humanitarne katastrofe kojoj su, kako se tvrdilo, bili izlozeni. Temeljnom analizom ovog argumenta, koju autorka sprovodi u nekoliko koraka, ona zakljucuje da agresija nije bila, kako je Habermas tvrdio, rat na granici prava i morala, vec s onu stranu i prava i morala, situirana duboko u domen interesno motivisanih oruzanih akata americke spoljne politike.
