I highlight several aspects of current and future developments of the internet, in order to draw from these in turn specific consequences of particular significance for the ongoing development and expansion of informa-tion ethics. These consequences include changing conceptions of self and privacy in both Western and Eastern countries, and correlative shifts from the communication technologies of literacy and print to a \secondary orality.. These consequences in turn imply that current and future information ethics should focus on developing a (...) global but pluralistic virtue ethics - one that may offset the anti-democratic dangers of such secondary orality. At a symposium held at the 11th World Congress of Bioethics in June 2012 (Rotterdam), (...) organized by the International Association of Bioethics, these challenges were presented for three different areas in which these so‐called ‘new genetics’ technologies are increasingly being applied: newborn screening, prenatal screening strategies and commercial personal genome testing. In this article, we build upon the existing ethical framework for a responsible set‐up of testing and screening offers and reinterpret some of its criteria in the light of the new genetics. As we will argue, the scope of a responsible testing or screening offer should align with the purpose(s) of testing and with the principle of respect for autonomy for all stakeholders involved, including (future) children. Informed consent is a prerequisite but requires a new approach. We present preliminary and general directions for an individualized or differentiated set‐up of the testing offer and for the informed consent process. Quantum Information Theory and the Foundations of Quantum Mechanics is a conceptual analysis of one of the most prominent and exciting new areas of physics, providing the first full-length philosophical treatment of quantum information theory and the questions it raises for our understanding of the quantum world. -/- Beginning from a careful, revisionary, analysis of the concepts of information in the everyday and classical information-theory settings, Christopher G. Timpson argues for an ontologically deflationary account of (...) the nature of quantum information. Against what many have supposed, quantum information can be clearly defined (it is not a primitive or vague notion) but it is not part of the material contents of the world. Timpson's account sheds light on the nature of nonlocality and information flow in the presence of entanglement and, in particular, dissolves puzzles surrounding the remarkable process of quantum teleportation. In addition it permits a clear view of what the ontological and methodological lessons provided by quantum information theory are; lessons which bear on the gripping question of what role a concept like information has to play in fundamental physics. This paper takes up a suggestion made by Floridi that the digital revolution is bringing about a profound change in our metaphysics. The paper aims to bring some older views from philosophy of mathematics to bear on this problem. The older views are concerned principally with mathematical realism—that is the claim that mathematical entities such as numbers exist. The new context for the discussion is informational realism, where the problem shifts to the question of the reality of information. Mathematical (...) realism is perhaps a special case of informational realism. The older views concerned with mathematical realism are the various theories of World 3. The concept of World 3 was introduced by Frege, whose position was close to Plato’s original views. Popper developed the theory of World 3 in a different direction which is characterised as ‘constructive Platonism’. But how is World 3 constructed? This is explored by means of two analogies: the analogy with money, and the analogy with meaning, as explicated by the later Wittgenstein. This leads to the development of an account of informational realism as constructive Aristoteliansim. Finally, this version of informational realism is compared with the informational structural realism which Floridi develops in his 2008 and 2009 papers in Synthese. This paper locates information-theoretic approaches historically, philosophically and pragmatically. Advantages and disadvantages are identified by examining (...) such approaches in themselves and by contrasting them with standard transformation-theoretic approaches. Transformation-theoretic approaches analyse validity (and thus implication) in terms of transformations that map one argument onto another: a given argument is valid if no transformation carries it onto an argument with all true premises and false conclusion. Model-theoretic, set-theoretic, and substitution-theoretic approaches, which dominate current literature, can be construed as transformation-theoretic, as can the so-called possible-worlds approaches. Ontic and epistemic presuppositions of both types of approaches are considered. Attention is given to the question of whether our historically cumulative experience applying logic is better explained from a purely information-theoretic perspective or from a purely transformation-theoretic perspective or whether apparent conflicts between the two types of approaches need to be reconciled in order to forge a new type of approach that recognizes their basic complementarity. Searching for information is critical in many situations. In medicine, for instance, careful choice of a diagnostic test can help narrow down the range of plausible diseases that the patient might have. In a probabilistic framework, test selection is often modeled by assuming that people's goal is to reduce uncertainty about possible states of the world. In cognitive science, psychology, and medical decision making, Shannon entropy is the most prominent and most widely used model to formalize probabilistic uncertainty (...) and the reduction thereof. However, a variety of alternative entropy metrics (Hartley, Quadratic, Tsallis, Rényi, and more) are popular in the social and the natural sciences, computer science, and philosophy of science. Particular entropy measures have been predominant in particular research areas, and it is often an open issue whether these divergences emerge from different theoretical and practical goals or are merely due to historical accident. Cutting across disciplinary boundaries, we show that several entropy and entropy reduction measures arise as special cases in a unified formalism, the Sharma–Mittal framework. Using mathematical results, computer simulations, and analyses of published behavioral data, we discuss four key questions: How do various entropy models relate to each other? What insights can be obtained by considering diverse entropy models within a unified framework? What is the psychological plausibility of different entropy models? What new questions and insights for research on human information acquisition follow? Our work provides several new pathways for theoretical and empirical research, reconciling apparently conflicting approaches and empirical findings within a comprehensive and unified information‐theoretic formalism. Contemporary Information Systems management incorporates the need to make explicit the links between semiotics, meaning-making and the digital age. This focus addresses, at its core, pure rationality, that is, the capacity of human interpretation and of human inscription upon reality. Creating the new real, that is the motto. Humans are intrinsically semiotic creatures. Consequently, semiotics is not a choice or an option but something that works like a second skin, establishing limits and permeable linkages between: human thought and human's (...) infinite world of imagination; and human action, with its correspondent infinite world of intentionality, of desire and of unexplored possibilities. Two instances are contrasted as two reading lenses of current business reality: IS governance and industry 4.0. These phenomena correspond to the need to take accountability, transparency and responsibility into account, when designing IS and when using such systems through the ecology of connectivity, Big Data and the Internet of Things. Political, social and cultural dimensions are brought into the equation, when addressing the question of the relevance and adequateness of IS theory and practice to respond to contemporary challenges. The message is that what has already been achieved is but a shadow, a pale vision, of what might be achieved in the age of the new Renaissance. (shrink)

Recently, the pandemic caused by COVID-19 is severe in the entire world. The prevention and control of crimes associated with COVID-19 are critical for controlling the pandemic. Therefore, to provide efficient and convenient intelligent legal knowledge services during the pandemic, we develop an intelligent system for legal information retrieval on the WeChat platform in this paper. The data source we used for training our system is “The typical cases of national procuratorial authorities handling crimes against the prevention and (...) control of the new coronary pneumonia pandemic following the law”, which is published online by the Supreme People’s Procuratorate of the People’s Republic of China. We base our system on convolutional neural network and use the semantic matching mechanism to capture inter-sentence relationship information and make a prediction. Moreover, we introduce an auxiliary learning process to help the network better distinguish the relation between two sentences. Finally, the system uses the trained model to identify the information entered by a user and responds to the user with a reference case similar to the query case and gives the reference legal gist applicable to the query case. Meaning is a central concept of (bio)semiotics. At the same time, it is also a word of everyday language. Here, on the example of the world information, we discuss the “reduction-inflation model” of evolution of a common word into a scientific concept, to return subsequently into everyday circulation with new connotations. Such may be, in the near future, also the fate of the word meaning if, flexed through objectified semantics, will become considered an objective concept usable in semiotics. (...) We argue that reducing meaning to a technical term essentially synonymous to code and stripped of most of the original semantic field is not a necessary prerequisite for a meaningful application of the concept in semiotics and in biology. ‘New media’ information technologies were recently thought to be so intrinsically different from ‘old,’ mass media, technologies that fascism would no longer be possible. Through new media information and communication technologies, the political ‘mass’ was supposedly replaced by the ‘crowd’ or the ‘swarm,’ and an old mass media replaced by a new media serving individual ‘information needs.’ However, extreme right-wing political populism and encroaching fascism today are world-wide phenomena in developed countries, not only despite new media, (...) but partly because of it. Discussion of the posthuman has emerged in a wide set of fields through a diverse set of thinkers including Donna Haraway, Ray Kurzweil, Nick Bostrom, N. Katherine Hayles, and Francis Fukuyama, just to name a few. Despite his extensive critique of technology, commentators have not explored the fruitfulness of Heidegger's work for deciphering the various strands of posthumanism recently formulated in response to contemporary technological developments. Here, I employ Heidegger's critique of technology to trace opposing visions of the posthuman, visions (...) that are both tied intimately to new information technologies. For those seeking to extend humanist ideals, information technologies are employed to extend the vision of an ultra-humanist view of a ‘scientific posthuman’ that dangerously understands the body to be a forfeitable nuisance, rather than an inherent aspect of being human. Along Heideggerian lines, thinkers such as N. Katherine Hayles and Thomas Carlson have developed an alternative trajectory related to Dasein's Being-in-the-world. This trajectory posits the self as constituted by a lack or abyss, enabling the formulation of a ‘mystical posthuman,’ celebrating, rather than forfeiting, humanity's embodied existence. (shrink)

Perceptual representations have distal content: they represent external objects and their properties, not light waves or retinal images. This basic fact presents a fundamental problem for ‘input-oriented’ theories of perceptual content. As I show in the first part of this paper, this even holds for what is arguably the most sophisticated input-oriented theory to date, namely Karen Neander's informational teleosemantics. In the second part of the paper, I develop a new version of informational teleosemantics, drawing partly on empirical psychology, and (...) partly on philosophical considerations. I shall argue that this version has all the virtues of Neander's original theory, but also the further crucial advantage of being able to account for the distality of perceptual content. (shrink)

The diffusion of digital information and communication technologies is strongly supported by many countries of the world. Today, as well as in the past, new technologies are charged with high expectations, but at a closer look one can see that these expectations then are very different from now. Today they depend on the various interests of different groups of people. Globally acting enterprises see DICT as essential stra-tegic instruments in gaining competitive power; some governments hope to reach military (...) hegemony, others to control terrorism and crime, while grass root movements expect to become more influential on some aspects of society. The paper identifies and analyses basic tendencies which promote the various hopes: the effects of DICT on reducing production and transaction costs, and the possibility to transform information goods into marketable services or commodities. The final part of the paper is devoted to a few examples of how the potential of DICT can be used for social improvements. (shrink)

The task is to formulate aninformation ethics that can treat the world of data, information, knowledge and communication as a new environment, the infosphere. The implications of the role of information in natural systems are fundamental for the health sciences. The maintenance of health in the organism is above all a matter of maintaining its coherence, and this depends on the information that codes the organism. Organic malfunctions are indications of a flaw in that information. Experience shows that correcting the flaw in the information can be more effective than interfering with the biochemical processes resulting from the flawed information. (...) A new kind of medical science has appeared on the horizon: “information medicine.” The Austrian scientist Erich Körbler was one of the most important pioneers of the new information medicine. Substantial efforts have recently been made to reform the physician-patient relationship, particularly toward replacing the `silent world of doctor and patient' with informed patient participation in medical decision-making. This 'new ethos of patient autonomy' has especially insisted on the routine provision of informed consent for all medical interventions. Stronly supported by most bioethicists and the law, as well as more popular writings and expectations, it still seems clear that informed consent has, at best, been received in a lukewarm fashion (...) by most clinicians, many simply rejecting what they commonly refer to as the `myth of informed consent'. The purpose of this book is to defuse this seemingly intractable controversy by offering an efficient and effective operational model of informed consent. This goal is pursued first by reviewing and evaluating, in detail, the agendas, arguments, and supporting materials of its proponents and detractors. A comprehensive review of empirical studies of informed consent is provided, as well as a detailed reflection on the common clinician experience with attempts at informed consent and the exercise of autonomy by patients. In the end, informed consent is recast as a management tool for pursuing clinically and ethically important goods and values that any clinician should see as meriting pursuit. Concurrently, the model incorporates a flexible, anticipatory approach that recognizes that no static, generic ritual can legitimately pursue the quite variable goods and values that may be at stake with different patients in different situations. Finally, efficiency of provision is addressed by not pursuing the unattainable and ancillary. Throughout, the traditional principle of beneficence is appealed to toward articulating an operational model of informed consent as an intervention that is likely to change outcomes at the bedside for the better. The modern information age brings changes to all phenomena of human life. For example, the natu re of wars change. They are transferred from the actual battlefield to the information space, i.e. they become hybrid. The winner is the one whose narrative becomes dominant in the global information space. The Russian-Ukrainian war is a vivid example of the latest confrontation. It takes place between two absolutely opposite positions, a compromise between which is impossible. This conflict is deeply (...) existential, because Russia sharply denies the existence of Ukraine as an independent state and as a nation in general. This is evidenced by the rhetoric of the aggressor state and numerous war crimes. However, this war is not only between two sides. By denying Ukraine its existence, Russia is also at war with the values that Ukrainians uphold and on the basis of which they strive to build their own country. And these are the values of the free democratic world. Therefore, Russia opposes not only one country, but all those who also share them. That is why the information war begins to reach far beyond the borders of Ukraine. Already today, we can see the influence of Russia, whose propaganda influences the agenda of many leading Western countries. Using both classic mass media (newspapers, radio, television) and new ones (communities in social networks, bloggers, etc.), it intervenes in the global information space. The Internet only further complicates the dissemination of reliable information and promotes propaganda, because now there is almost no control over the flow of information. Habermas states this problem, noting that everyone is now a potential author without editorial control. Therefore, in conditions where the mass media gravitate towards entertainment and most of the information flows in an uncontrolled stream, there is a war for human minds. That’s why the current situation becomes a challenge for communicative theory, which has learned to make a correct diagnosis, but has not yet offered its option for exiting the crisis. Habermas’ post “War and In dignation” is so far only a testimony to the failure of his philosophy in the face of real challenges. Therefore, modern war is also a direct test for communicative theory, which must either find a way out of its limits or confirm its defeat. (shrink)

The subject deals with the analysis and new results of an Aristotelian information ethics theory, which is a theory first proposed to the world of thought in the field of the philosophy of information. A comprehensive review of empirical studies of informed consent is provided, as well as a detailed reflection on the common clinician experience with attempts at informed consent and the exercise of autonomy by patients. In the end, informed consent is recast as a management tool for pursuing clinically and ethically important goods and values that any clinician should see as meriting pursuit. Concurrently, the model incorporates a flexible, anticipatory approach that recognizes that no static, generic ritual can legitimately pursue the quite variable goods and values that may be at stake with different patients in different situations. Finally, efficiency of provision is addressed by not pursuing the unattainable and ancillary. Throughout, the traditional principle of beneficence is appealed to toward articulating an operational model of informed consent as an intervention that is likely to change outcomes at the bedside for the better. Histories of communication are still relatively rare birds, but this one is distinctive on several grounds. The two authors are/were undisputed giants in the field. Ken Cmiel, the originator of the book, still unfinished when he suddenly died in 2006, was a cultural historian of communication; his best friend, John Peters, is one of the world leaders in the intellectual history of communication. In completing that unfinished manuscript, Peters has performed astonishing prestidigitation here in creating an effective hybrid: he (...) retains the core of Cmiel's account, while creating a unique book that, courtesy of Peters, brilliantly spins out the solid Cmielian core and its material traces into gorgeous reflections on aspects of how we make our way through a world of images and information. Promiscuous Knowledge constructs a cultural and intellectual history of information, images, and conceptions of knowledge since the 17th century, with an emphasis on the American context since the 19th century. Cmiel/Peters sketch the way in which various containers for information-knowledge, expertise, abridgment, books, digests, encyclopedias, museums, etc.-have variably organized gluts of information, and how these containers have eroded since the 1970s. A parallel throughline traces social attitudes and practices around images and key media for circulating and experiencing them. Cmiel envisioned the largest contour of the book as a contribution to the history of truth and truth-making. His protagonists are pictures and facts, images and information. They enact a process of gradual dismantling, erosion, or collapse of the mass culture system from last century into the present. Promiscuous knowledge has a new face, courtesy of the online universe full of filter bubbles, echo chambers, and fake news. Google offers a single portal to a churning mass of confusion; it lacks a principle of inclusion/inclusivity, it has no way of framing the whole. Peters has shaped what Cmiel started out with into a better Trump-era book than an Obama-era book. And he has retained its core: a brief history of how we left the world of fact for the world of information. (shrink)

Informatization of postmodern society is a promising path to economic, social and educational development. The G7 should address new, unprecedented and highly disruptive issues that characterize our complex world, rather than well-understood international problems that fit into existing categories. We argue that the G7 can do this by playing to its strengths – informality and like-mindedness in particular – in addressing emerging and transversal issues such as Artificial Intelligence (AI) and cryptocurrencies.

The surprising aspects of quantum information are due to two distinctly non-classical features of the quantum world: first, different quantum states need not be orthogonal and, second, quantum states may be entangled. Non-orthogonality leads to the blurring of classical distinctions. On the other hand, entanglement leads via non-locality to teleportation and other ``entanglement-assisted'' forms of communication that go beyond what is classically possible. In this article we attempt to understand these new possibilities via an analysis of the significance (...) of entanglement for the basic physical concepts of a ``particle'' and a ``localized physical system''. Classical particles can be individuated on the basis of qualitative differences in their sets of properties. But in entangled states the ``particle labels'' of the quantum formalism usually do not pick out such sets of individuating particle properties. It is sometimes nevertheless possible to think in terms of individual particles, which may be localized; but we argue that in general the structure of quantum mechanics is at odds with such a particle interpretation. This finally leads us to the conclusion that quantum mechanics is best seen as not belonging to the category of space-time theories, in which physical quantities are functions on space-time points. The resulting picture of the quantum world is relevant for our understanding of the way in which quantum theory is non-local, and it sheds light on the novel aspects of quantum information. (shrink)

The information-hierarchical approach is used to analyze the evolutionary developed organization of mankind. This organization is shown to be hierarchical, from molecular hierarchical levels to the religious ones. Time cycles of each level operation are included in the greater cycle of the next level according to the specific schemes defined by the common information principle of natural system development. Time cycles of levels have duration of 1 second, 6 seconds, 42 seconds, 24 hours, 11 days, 1 years, 33 (...) year, 1,000 years, 3,000 years or 6,000 years and all together make up the mankind clock that is similar to the formerly ascertained biosphere clock. The cycles of duration from 1 second to 33 years form the human biological clock, so the information-hierarchical organization of cell metabolism manifests itself as the key mechanism of the clock. The new scientific field has been characterized. It is the management of sustainable development of the states as evolutionary developed systems with the use of information relationships of their functioning. In the case of Christianity adoption by any large ethnos the next 1,000-year cycle of the Christianity-Judaism system will start. (shrink)

This paper addresses one of the fundamental problems of the philosophy of information: How does semantic information emerge within the underlying dynamics of the world?—the dynamical semantic information problem. It suggests that the canonical approach to semantic information that defines data before meaning and meaning before use is inadequate for pre-cognitive information media. Instead, we should follow a pragmatic approach to information where one defines the notion of information system as a special (...) kind of purposeful system emerging within the underlying dynamics of the world and define semantic information as the currency of the system. In this way, systems operating with semantic information can be viewed as patterns in the dynamics—semantic information is a dynamical system phenomenon of highly organized systems. In the simplest information systems, the syntax, semantics, and pragmatics of the information medium are co-defined. It proposes a new more general theory of information semantics that focuses on the interface role of the information states in the information system—the interface theory of meaning. Finally, with the new framework, it addresses the debate between weakly semantic and strongly semantic accounts of information, siding with the strongly semantic view because the pragmatic account developed here is a better generalization of it. In the realistic world, various individuals have distinct personalities, preferences, and attitudes toward new information and behavior acceptance, called population heterogeneity. It is seldom taken into account and theoretically analyzed in information propagation on a weighted network. Therefore, we divide individuals into fashionable and conservative individuals according to their passion degree and willingness for novel behaviors acceptance. Then, we build two behavior adoption threshold models corresponding to fashionable and conservative individuals on the weighted network to explore the (...) effect of population heterogeneity on information propagation. Next, a partition theory based on edge weight and population heterogeneity is proposed to qualitatively analyze the information propagation mechanism. The theoretical analyses and simulation results show that fashionable individuals promote information propagation and behavior adoption. More importantly, the crossover phenomena of phase transition appear. When the fraction of fashionable individuals is relatively large, the increasing pattern of the final adoption size shows a second-order continuous phase transition. In comparison, the increasing pattern alters to first-order discontinuous phase transition with the decrease of the fraction of fashionable individuals. Moreover, reducing weight distribution heterogeneity promotes information propagation and slightly accelerates the change of the phase transition pattern from the first-order discontinuous to the second-order continuous. Besides, increasing the degree distribution heterogeneity accelerates the change of the phase transition pattern. Finally, our theoretical analyses coincide well with the simulation results. The recent development of the research field of Computing and Philosophy has triggered investigations into the theoretical foundations of computing and information. This thesis consists of two parts which are the result of studies in two areas of Philosophy of Computing and Philosophy of Information regarding the production of meaning and the value system with applications. The first part develops a unified dual-aspect theory of information and computation, in which information is characterized as structure, and computation (...) is the information dynamics. This enables naturalization of epistemology, based on interactive information representation and communication. In the study of systems modeling, meaning, truth and agency are discussed within the framework of the PI/PC unification. The second part of the thesis addresses the necessity of ethical judgment in rational agency illustrated by the problem of information privacy and surveillance in the networked society. The value grounds and socio-technological solutions for securing trustworthiness of computing are analyzed. Privacy issues clearly show the need for computing professionals to contribute to understanding of the technological mechanisms of Information and Communication Technology. The main original contribution of this thesis is the unified dual-aspect theory of computation/information. Semantics of information is seen as a part of the data-information-knowledge structuring, in which complex structures are self-organized by the computational processing of information. Within the unified model, complexity is a result of computational processes on informational structures. The thesis argues for the necessity of computing beyond the Turing-Church limit, motivated by natural computation, and wider by pancomputationalism and paninformationalism, seen as two complementary views of the same physical reality. Moreover, it follows that pancomputationalism does not depend on the assumption that the physical world on some basic level is digital. Contrary to many believes it is entirely compatible with dual quantum-mechanical computing. (shrink)

This passion extends beyond the irrefutable evidence of the fossil record to the familiar claims of 'survival of the fittest 'and random mutation. Yet the theory of natural selection has,to the knowledge of the present author,never been tested against the alternative hypothesis that evolution is, in fact, the ongoing development of a single, world-spanning super-organism. Just what kind of evidence would (...) settle this question is not clear, so this paper is intended to begin the discussion. It does so by suggesting how a new, quantitative theory of 'pragmatic information' could analyze the widespread temporal and inter-species connections that a developmental view of evolution would imply. Although the concept of information is an inherently qualitative entity implying the capacity for meaning creation, in the historical development of this concept there has been a consistent emphasis on quantitative aspects. The generalization of the information concept from a specialized military term to a concept of broad social application occurred during the period when society as a whole became militarized in the 1930s and 1940s. After the Second World War, with the development of systematic information (...) theory and the spread of computers in society, the military associations of the information concept gradually became obscured. But the popularity of information society theory in Japan and the USA indicates a need to review the military associations of its key concept. Today, with the development and spread of numerous global and local media, the information phenomena are experienced in a manner that far outstrips the narrow confines of the concept's history. So the concept of information needs to be understood as a field of struggle in which different definitions confront each other leading to the creation of new practices and alternative concepts. The distinction between knowledge-how and knowledge-that has long been debated in the epistemological literature. This distinction can, arguably, be better understood in terms of a more fundamental distinction between information-how and information-that. Information-how is prescriptive and informs a cognitive agent about which action can be performed to achieve a particular outcome. Information-that is descriptive and informs the agent about events, objects, and states of affairs in the world. Since the latter has received more attention in (...) the epistemological literature, this article focuses on the former. In this paper I apply an old problem of Quine's (the inscrutability of reference in translation) to a new style of theory about mental content (causal/nomological/informational accounts of meaning) and conclude that no "naturalization" of content of the sort currently popular can solve Quine's "gavagai" enigma. I show how failure to solve the problem leads to absurd conclusions not about one's own mental life, but about the non-mental world. I discuss various ways of attempting to remedy the accounts so (...) as to avoid the problem and explain why each attempt at solving the problem would take the information theorists further from their self-assigned task of "naturalizing" semantics. Informal logic offers a radical new perspective on the evaluation of arguments. But little work has been done on how deep concepts in the logical foundations of argument need to be modified in light of such efforts. This paper offers an indication of what might be done by sketching a new approach to the theory of entailment, truth and relevance.

This article, first of all, supports the idea that the undeniable process of ICT-based technological convergence implies the social, cultural and business unification of the world of media and culture. The poor performance of the megamerger is a clear indicator of the unstable ground of the convergence hypothesis. Secondly, it argues in favour of cooperation between different expertise, skills and cultures to make multimedia products or to supply multimedia services, instead of creating from scratch a brand new class of (...) hybrid skills and professions. Thirdly, a variety of new possible and realistically achievable professional profiles in cultural industries and institutions are illustrated. Informed consent is recognized as a primary ethical requirement to conduct research involving humans. In the investigations with the use of human biological material, informed consent (IC) assumes a differentiated condition on account of the many future possibilities. This work presents suitable alternatives for IC regarding the storage and use of human biological material in research, according to new Brazilian regulations. Both norms – Resolution 441/11 of the National Health Council, approved on 12 May 2011, and Ordinance 2.201 (NATIONAL GUIDELINES (...) FOR BIOREPOSITORIES AND BIOBANKS OF HUMAN BIOLOGICAL MATERIAL FOR RESEARCH PURPOSE) of the Brazil Ministry of Health, approved on 14 September 2011 – state that the consent of subjects for the collection, storage and use of samples stored in Biobanks is necessarily established by means of a Free and Informed Consent Form (ICF). In order to obtain individual and formal statements, this form should contain the following two mutually exclusive options: an explanation about the use of the stored material in each research study, and the need for new consent or the waiver thereof when the material is used for a new study. On the other hand, ICF suitable for Biorepositories must be exclusive and related to specific research. Although Brazilian and international regulations identify the main aspects to be included in the IC, efforts are still necessary to improve the consent process, so that the document will become a bond of trust between subject and researcher. Background: how mind functions is subject to continuing scientific discussion. A simplistic approach says that, since no convincing way has been found to model subjective experience, mind cannot exist. A second holds that, since mind cannot be described by classical physics, it must be described by quantum physics. Another perspective concerns mind's hypothesized ability to interact with the world of quanta: it should be responsible for reduction of quantum wave packets; physics producing 'Objective Reduction' is postulated to form the (...) basis for mind-matter interactions. This presentation describes results derived from a new approach to these problems. It is based on well-established biology involving physics not previously applied to the fields of mind, or consciousness studies, that of critical feedback instability. -/- Methods: 'self-organized criticality' in complexity biology places system loci of control at critical instabilities, physical properties of which, including information properties, are presented. Their elucidation shows that they can model hitherto unexplained properties of experience. -/- Results: All results depend on physical properties of critical instabilities. First, at least one feed-back or feed-forward loop must have feedback gain, g = 1: information flows round the loop impress perfect images of system states back on themselves: they represent processes of perfect self-observation. This annihilates system quanta: system excitations are instability fluctuations, which cannot be quantized. Major results follow: -/- 1. Information vectors representing criticality states must include at least one attached information loop denoting self-observation. -/- 2. Such loop structures are attributed a function, 'registering the state's own existence', explaining -/- a. Subjective 'awareness of one's own presence' -/- b. How content-free states of awareness can be remembered (Jon Shear) -/- c. Subjective experience of time duration (Immanuel Kant) -/- d. The 'witness' property of experience – often mentioned by athletes 'in the zone' -/- e. The natural association between consciousness and intelligence -/- This novel, physically and biologically sound approach seems to satisfactorily model subjectivity. -/- Further significant results follow: -/- 1. Registration of external information in excited states of systems at criticality reduces external wave-packets: the new model exhibits 'Objective Reduction' of wave packets. -/- 2. High internal coherence (postulated by Domash & Penrose) leading to a. Non-separable information vector bundles. b. Non-reductive states (Chalmers's criterion for experience). -/- 3. Information that is: a. encoded in coherence negentropy; b. non-digitizable, and therefore c. computationally without digital equivalent (posited by Penrose). -/- Discussion and Conclusions: instability physics implies anharmonic motion, preventing excitation quantization, and totally different from the quantum physics of simple harmonic motion at stability. Instability excitations are different from anything hitherto conceived in information science. They can model aspects of mind never previously treated, including genuine subjectivity, objective reduction of wave-packets, and inter alia all properties given above. (shrink)
