Recent military coups in West Africa have put the continent’s democratisation itself into question. In some places, for the moment, these coups appear to have popular backing. Nigeria, where radicalism is firmly rooted in democratic values and a human-rights framework, the radical grassroots opposition to the Buhari government’s creeping authoritarianism lies drenched in blood. The roots of this development go back to the history of Nigeria’s radicalism in the twentieth century. Much has appeared on the global 1968 recently, including (...) that of Africa. 1970s/1980s-style radicalism is reappearing today with Omoyele Sowore’s 2018 presidential candidacy, with the African Action Congress party, the #EndSARS protests and the tragic Lekki Toll Gate massacre (2020) in Nigeria. The shift towards radicalism is palpable with protest music such as Falz’s This is Nigeria, and Burna Boy’s Monsters you Made, both explicitly targeting neocolonialism and police brutality. Contrary to Achille Mbembe’s sweeping dismissal of African radicalism, the movement with very deep roots under study is meaningful once again, and is gathering momentum in West Africa’s giant polity. This article applies Walter Benjamin’s and also Nigerian radical thinkers’ conceptualisation of political, social and artistic radicalism, while it frames the Nigerian version via the movement’s history, in which marxisant theory and praxis, feminism, human rights and pro-democracy movements interact with emancipatory strands of Islam, Christianity, Igbo Judaism, and animism. In the context of Nigerian radicalism, even expressly pro-capitalist art theory performs a radical social function by stressing the African’s right to make universal statements (Olu Oguibe) in its de facto defiance of the neo-colony. As these different strands of protest meet, ethnic uprisings (amongst them IPOB) find ways to establish common cause with social radicalism, posing a composite threat to the prebendalist oligarchy that rules and oppresses the country via a militarised neoliberalism. Understanding the selves, situations and actions of Africans can never be comprehended outside kinship. Local and foreign worldviews are first pigeonholed into culture and defined within kinship realities in Nigeria and Africa. There have been studies on kinship in Africa. However, the findings from such studies portrayed the immutability of African kinship. Thus, as an important contribution to the on-going engagement of kinship in the twenty-first century as an interface between the contemporary Diaspora, this article engaged kinship within international migration. (...) This is a major behavioural and socio-economic force in Nigeria. Methodological triangulation was adopted as part of the research design and primary data were collected through in-depth interviews (IDIs), and life histories of international migrants were documented and focus group discussions (FGDs) were held with kin of returnees. The article found and concluded that while returnees continued to appreciate local kinship infrastructures, the infrastructures were liable to reconstruction primarily determined by dominant support situations in the traditional African kinship networks. This paper examines the strategies for the legitimisation of power in courtroom encounters. It focuses on how discourse becomes the instrument for power and control during the judicial process of witness examination in a Nigerian courtroom context. Legitimisation, as used in this study, therefore, provides more insight into how language use within an institutionalised setting becomes the locus of social interactions designed to achieve specific social goals. Critical Discourse Analysis (CDA) was adopted as the theoretical framework to undergird the (...) description and discussion of the data. The data for this study was drawn from the proceedings of two regional Election Petition Tribunals in South-western and North-eastern Nigeria in 2007 and 2011 respectively. The legal contexts provide the adversarial space for the use of discourse as power and control. The findings reveal that various legitimisation strategies such as confrontational move, circumlocution and pleading forgetfulness along with such traditional strategies as authorisation, moralisation and rationalisation are deployed by the discourse participants to legitimise and delegitimise power in this institutional setting. The paper shows that language is crucial in the judicial process and should be carefully handled so that litigants can have sufficient confidence in the process and be reassured of effective resolution to their legal matters. The study investigated the supervision of undergraduates’ degree projects in Nigerian universities following the general allegation that the present day projects do not contribute to any knowledge because students copy past work and project supervisors do not have time for supervision. The population of the study was 27 federal Nigerian universities. A random sample of 9 federal Nigerian universities (33.3%) was used for the study. The instrument used in gathering the data was the questionnaire designed by the (...) researcher titled Students’ Project Management Inventory (SPMI). The validity of the instrument was done by both experts in educational administration and planning. Test-retest method was used to ascertain the reliability of the instrument. A Z-Test and common percent were the statistics used to analyze the data. The major finding was that the increased population of degree students with decreased number of supervisors have made it difficult to have good supervision of projects. Based on this finding, it is recommended that degree project requirement should be optional or elective and not compulsory. (shrink)

This paper took off recognizing the zeal of the African Church specifically the Nigerian Church. The relationship between communication and the community was discussed in this paper, good communication is very essential for the growth of every human community and where this is lacking there will be a problem as in the Nigerian Church. In discussing the communicative nature of the ecclesial community, it clearly said that the church is born out of the communication of the “Word” of (...) the father that took flesh in the world (incarnation). This paper further explored the basic communication problems of the Nigerian Church and also offered some recommendations. The Catholic Church in Nigeria needs to “purge itself of non-communicational practices and implant within its fabric, the christo-centric model of a participatory communication”. (shrink)

This paper, therefore, ploughs the furrow of postcolonial history, memory and the poetic imagination deploying the poetry of the Nigerian poet Joe Ushie.In particular, the paper negotiates the Rwandan genocide as a tragic foreground of the imperial process through its indulgent, artificial fixing of boundaries to accomplish its empire-building project in Africa. But beyond the colonial mediation in, and onslaught on, the cultures of others, the paper argues that African societies have also been complicit in their agonistic and (...) violent history as the Rwandan genocide amply demonstrates. The paper concludes that a martial culture reminiscent of Civan, the warmonger, which manifests itself in private and especially public domains will only entrench intolerance, ethnocentrism, communal wars and violent death on the continent. The new mass media technologies now make information processing and distribution more accessible to people globally. Marshall Mcluhan’s “global village” has given birth to a “global palour”. However, perpetrators of crimes now bask on the philosophy of communication media practitioners that people have the right to know what is happening within and outside their environment. This stance is rapidly dismantling, in an amazing fashion, the hitherto accorded respect for media ethics. Neil Postman, a New York media analyst, describes the creator (...) of technology as the list judge of its consequences, especially with regards to the technology of the media. True, every communication medium is potent with the possibility of occasioning other consequences not directly intended by it. This paper, therefore, attempts to bring to the fore the way communication media are inadvertently promoting crimes and terrorist activities globally. It is the stand of this paper that a global overhaul of mass communication media is needed for balance reportage that would bring about global and meaningful developments of human and material resources under an atmosphere of peace and mutual tolerance. A functioning state benefits a lot from cultural products of cultural studies. Thus for any state, like Nigeria, to reap from cultural studies and policies, its basic democratic institutions should be strong and effective. The theoretical framework for this research is symbolic interactionism proposed by Stryker (...) and Denzin. This is because it enables the understanding of how cultural products are translated into policies that shape the society. In this paper, we demonstrated that Cultural Studies is instrumental to the development cultural policies that take seriously national identity and social integration of the Nigeria society. ON DECEMBER 10, 1991 Charles Shonubi, a Nigerian citizen but a resident of the USA, was arrested at John F. Kennedy International Airport for the importation of heroin into the United States.1 Shonubi's modus operandi was ``balloon swallowing.'' That is, heroin was mixed with another substance to form a paste and this paste was sealed in balloons which were then swallowed. The idea was that once the illegal substance was safely inside the USA, the smuggler would pass the balloons (...) and recover the heroin. On the date of his arrest, Shonubi was found to have swallowed 103 balloons containing a total of 427.4 grams of heroin. There was little doubt about Shonubi's guilt. In fact, there was considerable evidence that he had made at least seven prior heroin-smuggling trips to the USA (although he was not tried for these). In October 1992 Shonubi was convicted in a United States District Court for possessing and importing heroin. Although the conviction was only for crimes associated with Shonubi's arrest date of December 10, 1991, the sentencing judge, Jack B. Weinstein, also made a ®nding that Shonubi had indeed made seven prior drug-smuggling trips to the USA. The interesting part of this case was in the sentencing. According to the federal sentencing guidelines, the sentence in cases such as this should depend on the total quantity of heroin involved. This instruction was interpreted rather broadly.. (shrink)

Chinua Achebe, the contemporary Nigerian novelist, is considered as one of the prominent figures in African anti-colonial literature. What makes his works specific is the way he approaches the issues of colonization of Africa in an objective manner and through an innovative language which aims at providing a pathology; a pathological reading meant to draw on the pre-colonial and colonial history without any presumptions so as to present the readers with possible alternative African discourses in future. His first (...) novel Things Fall Apart can be taken as the best representative of such a penchant in Achebe. The present study seeks to approach Things Fall apart by reflecting on those discursive features which have provided the ground for constructing such a pathological reading and an alternative to the colonial discourse. To this end, some key terms introduced by Homi Bhabha and Mikhail Bakhtin such as ‘hybridity’, ‘otherness’ and ‘polyphony’, constitute the cornerstone of this study. Presumably, such an innovative reading of Achebe’s Things Fall Apart is to lead to a better understanding of his discourse and the efforts made by him to help the African readers figure out how to piece together what once fell apart; what they can rely on for building an independent future in the so-called postcolonial era. Paired masks described as beautiful and grotesque express complementary values in several southern Nigerian art traditions. Beautiful masks represent humans, often women, and serve as metaphors for things associated with civilization and culture. Grotesque masks represent animals or men, and tend to be linked with notions of masculinity and nature. Analysis of masks falling into these categories provides us with a set of formal criteria for this imagery. Mask types that fall into this continuum are used by the Okpella, (...) a northern Edo people living north of Benin City in southern Nigeria: a female character commemorating specific women of status and described as beautiful, a more ambiguous character that serves as the festival herald and messenger of the Dead Fathers described as grotesque, and a third masquerade that combines elements of both the beautiful and grotesque is described as fascinating. Why and how these forms communicate to their Okpella audience is the focus of this paper. It is based on qualitative research on the history and meaning of these masks carried out among the Okpella, survey research on aesthetic preference in which 400 individuals were interviewed, and with a panel study in which 100 participants from the original sample were re-interviewed. Resumen Las máscaras emparejadas descritas como ‘bellas’ y ‘grotescas’ expresan valores complementarios en varias tradiciones artísticas del sur de Nigeria. Las máscaras bellas representan a los humanos, frecuentemente mujeres, y se emplean como metáforas de aspectos asociados con la civilización y la cultura. Las máscaras grotescas representan animales u hombres, y suelen vincularse con nociones de masculinidad y de naturaleza. El análisis de las máscaras que entran en estas dos categorías proporciona un conjunto de criterios formales para comprender este imaginario. El grupo étnico Edo del norte que vive al norte de Ciudad de Benín en el sur de Nigeria, los okpella, usan máscaras de este tipo. Existe un personaje femenino descrito como bello, un personaje más ambiguo descrito como grotesco y un tercero que combina elementos del bello y del grotesco y que se describe como fascinante. En este artículo nos interesamos en qué y cómo comunican estas formas con los okpella. Nuestro trabajo se apoya sobre una investigación cualitativa realizada entre los okpella, una encuesta sobre preferencia estética en la cual se entrevistó a 400 personas y un estudio en el cual se volvió a entrevistar a 100 personas de la muestra anterior. He articulates concerns about both the limitations of the science to offer satisfying, accurate, and meaningful results, and the ability of individuals to make real, life‐altering sense of these results. This article explores how US legal expansions narrow justice possibilities. Drawing from Joan Scott's work on experience, echo and reverberation, the article puts forth a method for reading the convergence of historical absences within legal subjectivity. In particular, it traces the denial of one Nigerian woman's US political asylum claim within the context of US handlings of Nigerian human rights cases focused on petroleum violence alongside the expansion of political asylum to include gender and sexual violence. The article (...) accounts for the production of gender within a larger context of colonial state violence and questions how gender becomes a viable legal category through a variety of violent histories that implicate the US. By reframing questions of feminist justice within the site of law, the article argues for a deeper engagement with discontinuous narratives, which read against our common sense understandings, as a first step in divesting in US legal privilege. Peter and Paul Ibadan, Nigeria Introduction W:HAT POSSIBLE connection is there between the hought of Aquinas and that of Awolowo? We must first observe a sharp difference in personality and approach to politics between the two men. Obafemi Awolowo ( 1909-87) was a recent Nigerian philosopher and politician whose works on politics include The (...) People's Republic (1968) and Thoughts on the Nigerian Constitution ( 1970), among others.2 St. Thomas, on the other hand, was a medieval Italian priest who, because of his intensive academic pursuits and religious calling, did not engage in practical politics. In fact, it has been said that St. Thomas was the greatest philosopher that ever lived after Plato and Aristotle, but one without a political theory. This opinion is drawn from the fact that he has left no complete work on politics to which we can turn as we do to the Politics of Aristotle or to the Social Contract of Rousseau. Thomas never completed his Commentary on the Politics of Aristotle or his treatise De Regimine Principum (De regno). There is another good reason to say that St. Thomas does not provide his readers with an adequate political doctrine. Aquinas's political reflections did not arise from any practical issue. The impact of philosophy was the determining factor. His views on state and government were part of a philosophical system. The approach of Awolowo to politics is quite different. It is empirical and practical. For, as D'Entreves says, modern man, unlike his medieval counterpart, has " become so entangled in particulars, in the practical side of politics, that it is only with an effort that we can be brought to realize the existence of the more general issues which lie behind our immediate predicament." 4 Nevertheless, one can relate the political thought of both men. History is already filled with cases of scientific discoveries made at the same time by men in different places without any prior knowledge of one another's achievements. For instance, the controversy over the discovery of calculus was resolved by crediting both Newton and Leibniz with the discovery at the same time, each in his own country. Perhaps we can add that fundamental ideas about man and society can be shared, because of their universal nature, by people in different ages, places, and circumstances. This is the basis for the present comparison of Awolowo 's and St. Thomas's socio-political philosophies. This position is favored by the fact that, whichever way one looks at it, both have a political theory, a set of propositions systematically related to one another in such a way and manner that it is meaningful and realistic for us to talk of a "theory." Perhaps the contribution of this paper is to demonstrate that Awolowo and Aquinas do share many basic ideas and concepts about reality, about religion, and especially about polity. This view is supported by the fact that, even though Awolowo wrote no treatise on metaphysics,5 as Aquinas did, he nonetheless built on sound 3 A. P. Historical analysis confirms the home-grown character of Nigeria’s conflicts and the complexity of their peaceful resolution. Religious leaders have traditionally contested political space with other actors and continue to do so. But the religiosity of popular culture is such that Nigerian religious leaders can make a substantive contribution to peace building and countering religious extremism if given the time, space and tools to do so. Elections have been critical moments in the evolution of religious tensions and conflicts owing to (...) the country’s geographical demographic and history, and the popular hope of correcting injustice that they evoke. There is a need to distinguish between genuine religious conflicts and conflicts that are essentially socio-economic or about competition for political power which become “religionised.” The evolution of the terrorist organisation, Boko Haram, can be traced back to intra-Muslim conflicts and anti-Sufi movements. But it reflects no less the underdevelopment and poverty of the Northeast and the impact of corruption on the perception of state and national government. The crude and violent narrative of Abubakar Shekau, its leader, shows a deterioration beyond that of its founder Malam Yusuf, who was able to offer financial and economic inducements over and above a rejection of most aspects of modernity and Western education. Increasingly, efforts are being made by religious leaders at both national, and local levels through formal, and grassroots networks to build better understanding and awareness between faiths to change and challenge narratives. With the appropriate support, these networks have great potential for improving communal relations and overcoming Boko Haram’s narratives of hate. (shrink)

The culture of mass education has become an enduring tradition in Western Nigeria. The root of this culture is traceable to the mid-nineteenth century when the Christian missionary bodies began a process of systematic evangelization, using Western education as a medium and an indispensable tool. Early converts were taught how to read the Bible in vernacular – a measure that helped produce the first widespread literate class in Western Nigeria. Thereafter, mass education was promoted through the opening of primary and (...) secondary schools as well as teacher training colleges and trade schools. The pioneering missionary efforts, complemented in later years by the colonial government, received an accelerated boost, reaching a peak in the mid-1950s during the era of internal self-rule when the Western Nigerian government introduced the Free Education Programme in the region. In spite of the termination of the government that introduced the Free Education Scheme following the military take-over in 1966, the rising trend of popular education continued unabated. Military and civilian governments alike have, ever since, remained committed to mass education such that popular Education remains to this day, the greatest industry in Western Nigeria. The contention in this Paper is that the culture of mass education in Western Nigeria, even to this day, and in spite of occasional modifications, is a logical conclusion to an established culture of mass education, the root of which is traceable to the Christian missionary era. The paper concludes with an analysis of the impact, which the various phases of the evolutionary process have made on the history of education in Western Nigeria in particular, and the country as a whole. What my article attempts to articulate is the role of literature in constructing, ́inventinga national identities that are the base for the claims of a nationís existence. To achieve this, I first provide a short definition of the concepts of nation-building and na- tional identity. I argue that literature is an important tool in the process of building a nation and creating a national identity. I further focus on the writings of Chinua Achebe, a 20th Century Nigerian author, in (...) an attempt to exemplify the theory of literature as tool in nation building. I argue that, through the use of legends, mythic histories, and folklore, literature suc- ceeds in creating patterns of meaning and in contextualizing the issues of national identity. These patterns and contexts enable and undergird the cultural values that enable the reconstruction of national identity. Achebeís writings are part of a large sphere of practices meant to recover and reconstruct a Nigerian national identity and through this, build a nation. (shrink)

This book features writing by 17 authors from Germany and from African and Latin American countries on highly diverse aesthetic phenomena as seen from their own different points of view. The texts in this volume all deal with the imperative of ‘decolonization’: they try to highlight aesthetic strategies for the (re)discovery of unthematized, misappropriated, transcultural and even transcontinental histories and memories and aesthetic practices that are absent from or too little perceived within national consciousnesses. Novels, poems and musical performances from (...) the East African region are analysed as intertwined histories of the Indian Ocean and its different languages. Artworks of the Black Atlantic and perceptions of Africa are discussed from, for example, Brazilian perspectives. Within the German context, decolonisation strategies in exhibition practices in ethnological or art museums developed by Nigerian artists are evaluated; new terms such as ‘dividuation’ are proposed to describe these contemporary composite-cultural entanglements, and so on. Originating in disparate fields, each article in this cluster presents examples of how new meanings of gender are produced that defy dominant definitions. Xavier Livermon examines the cultural and political context of postapartheid South Africa, arguing that redefinitions of “tradition”—not just (...) legal rights—have led Black South Africans to “queer” marriage practices. Busi Makoni pushes the boundaries of feminist linguistics to consider how young women creatively relate to the prevailing lexicon of body parts in southern African languages and, in doing so, how they challenge normative gender identities. Cheryl Toman offers an account of writer, playwright, and performer Werewere Liking’s distinctive lifelong fusing of performance art and social activism in Côte d’Ivoire and Mali and how Liking’s plays, prose, and poetry enact decolonization in unique ways. Nigerian artist Peju Alatise, whose work is featured in our art spread, presents an array of ideas, materials, and genealogies that deeply question European and US aesthetics, as the art essay by Moyo Okediji explains. Concluding “Africa Reconfigured” are critical perspectives on Euro-American gender orders found in Olumide Popoola’s except from a novel and the poems by Gabeba Baderoon. Two articles in the second half of this issue reconsider a specific moment of US women’s history: women’s liberation in the 1960s and early 1970s. Sara M. Evans challenges the stereotyping of the women’s liberation movement as white, middle class, and antisex, arguing that this is a myth fostered by academic theory, the movement’s opponents, and the mistaken notion that women ’s liberation rejected its New Left roots. Complementing Evans’s argument, Agatha Beins addresses the issue of racism in that same historical moment of women’s liberation in the United States by revisiting images 8Preface of revolutionary women of color in US feminist periodicals of the time, arguing that we have to understand the use of these images in the context of mainstream and New Left portrayals that demeaned feminism as being not serious about politics. Also in this issue is Mark Schuller ’s analysis of gender-based violence in Haiti in the aftermath of the earthquake of 2010, in which he examines how international humanitarian organizations are not always fully aware of how structural violence operates in the country. In our forum “Teaching about Ferguson,” Feminist Studies offers our readers reflections on the pedagogical challenges and opportunities in taking up the issue of state-sanctioned violence against people of color in the United States. All the articles and essays in this issue emphasize that the specificities of transnational, historical, and political contexts—rather than abstract invocations of globalization —are essential for understanding the changing meanings of gender identities and hierarchies as well as the political goals of women ’s organizations. The first article in our cluster on “Africa Reconfigured” takes on a popular Western assumption about South Africa, which is that the constitutional changes that acknowledged and legalized same-sex partnerships replaced intolerant “traditional” practices among Black South Africans. Xavier Livermon challenges this assumption by demonstrating how Black South Africans engage tradition in creative nonheteronormative ways. He closely follows how Black South Africans redefine autochthonous cultural practices in order to create new meanings and practices for marriage. Just as the very definitions of gender have been continuously in flux, so have the definitions of marriage, and Livermon demonstrates how marriage and long-standing coupling practices have become queered and reconstituted in contemporary Black South Africa. In line with Livermon’s interest in redefinitions of sexuality and gender in a postapartheid context, Busi Makoni explores the relationship between the naming of genitalia and gender positionings. Studying both men’s and women’s uses of the lexicon for body parts in multiple Southern African languages, Makoni concludes that women engage in a process of dis-identification with, and reappropriation of, socially inscribed language for their bodies. Women use the same name labels, but assign them completely different meanings, thereby creating counternarratives of feminine identity. The present political structure of Nigeria has proved unfavourable to Nigerians. This has led to catastrophic situations in Nigeria. This article evaluates the role of the Church in the fight to curb these catastrophes in the form of rising spates of insecurity, corruption, separatist agitation and marginalisation. These challenges have led to serious underdevelopment, poverty and unemployment, mostly in South-East Nigeria. Nigeria’s inefficiency as a nation stems from a long history of poor leadership from the time of colonial rule (...) until today, partly because of the unbalanced political structure in the country. The history of poor leadership has denied Nigerians the opportunity of achieving a new Nigeria like other countries of the world. The study uses a descriptive historical approach to investigate this challenging situation. As a result of the lack of true federalism demonstrated in the lack of a proper political structure in the country, the study advocated for restructuring the country’s political structure to meet the immediate and long-term needs of all, especially in South-East Nigeria.Contribution: Many Nigerian scholars have researched on the need to restructure Nigerian polity, but there is a paucity of literature on the role of the Church to achieve this, leading to a dire want of research materials in this regard. Things Fall Apart, No Longer at Ease, Arrow of God and A Man of the People, the first four novels by Chinua Achebe, the contemporary Nigerian novelist, are among the most outstanding works of African postcolonial literature. As a matter of fact, each of these four novels focuses on a different colonial or postcolonial phase of history in Nigeria and through them Achebe intends to provide an authentic record of the negative and positive impacts of ‘hybridity’ on different (...) aspects of the life of native subjects. Briefly stated, Achebe is largely successful in taking advantages of variable discursive tools he structures based on the potentials of the hybrid, Igbo-English he adopts. Thus, it might be deduced that reading these four novels in line with each other, and as chains or sequels of Tetralogy, might result in providing a more vivid picture of the Nigerian (African) subjects and the identity crises emerging in them as a result of colonization. To provide an account of the matter, the present study seeks to focus on one of the discursive strategies Achebe relies on in those four novels: Igbo Naming Cosmology and Name-symbolization. In the decade since Al-Qaeda, led by the late Osama Bin Laden, attacked America, there has been a resurgence in the debate about the relationship between religion and politics. The global Islamic terrorist networks and their successful operations against various targets around the globe increasingly draw attention to what constitutes the core values of Islamic extremism: the logic of evangelistic strategy, the import and relevance of its spiritual message and consideration of the composite view of life that does not distinguish (...) between sacred and temporal mandates. Suspicions have been fuelled that Islam is incompatible with modern democratic systems and pluralist outlooks. The real cause of Islamic militancy is at once universal and particular. The Nigerian experience of this radical Islamism-Boko Haram-brings home the once “distant” threat to global peaceful co-existence. While there exist arguments regarding the raison d’etre and means or methods of the operations of Boko Haram, the end has been normative; to achieve a purely religious nationalistic system on the basis of the sharia code of ethics. This paper, therefore, critically analyses the historical and philosophical interpretations of Islamic history constructed as an infallible corpus, and how it has been impacted by the democratic vision in Nigeria. It concludes with a consideration of the possibility and practicability of a liberal system at once free and religious in a pluralist and global society. (shrink)

Like elsewhere in Nigeria and Africa, the imposition of colonial rule on Batombuland and the incursion of western ideas produced profound socio-cultural, economic and political changes in the Batombu society. However, unlike several Nigerian and African peoples whose histories have received extensive scholarly attention, the history of the Batombu has attracted very little scholarly attention. Thus virtually neglected, the Batombu occupies a mere footnote position in the extant historiography of Nigeria. This is the gap this article seeks to (...) fill. It examines the impact of colonialism and western civilisation on Batombu’s political, social, economic and cultural institutions and concludes that as profound and far-reaching as these changes were some important aspects of the indigenous institutions and traditional practices of the people survived. Asylum seekers who claim asylum in the United Kingdom flee from a diverse range of threats of persecution, particularly in the MENA (Middle East & North African) region. These threats may comprise of war, tribal violence and trafficking to honour-killings, female genital mutilation and witchcraft. Some of these threats may be alien to Western immigration tribunals as they either do not occur in their respective countries or are not understood, particularly because of the intricate religious and cultural nature of the (...) threat in question. For example, a single woman who has had sexual relations outside of marriage would be regarded as having insulted tribal and familial honour in some regions of MENA countries. Here, the word ‘tribe’, which in Arabic is _‘qabilah’_, has a distinct historical, cultural and lexical meaning that lawyers, judges and policy-makers may not be aware of; the same may be said of _‘nikah’_ (marriage) or _‘Voodoo’_ (a type of witchcraft) and many other terminologies. These terminologies are intimately linked to the experiences of immigration applicants and asylum seekers who desire to express their fear of persecution to lawyers, judges and policymakers. Using two real-life case studies involving a Yemeni immigration applicant and Nigerian asylum seeker respectively and my practitioner experience as a country expert having written 140 reports, I will critically explore the value of a primary, semiotic understanding of key religious, cultural and linguistic dimensions in asylum claims (as opposed to secondary source evidence). I argue that the UK’s immigration tribunal system should place more value on how language is embodied within the MENA regions. I do not wish to just highlight this issue but semiotically analyse immigration and asylum procedure, the arguments of the Home Office and tribunals in accepting or rejecting claims and suggest substantive reform by broadening the nature of evidence. Using Peirce’s framework of semiotics, a sign (representamen) is the fundamental entry point to comprehend an object—an object being the referent of a sign. Once we understand a sign and its object, we arrive at the interpretant which is the sense or meaning derived from the object. This triad relationship of sign, object and interpretant constitutes semiois. Here, I argue that analysing the nature of a sign and what it purports to represent can provide us with a theoretical basis by which to reformulate the mechanisms which judges and lawyers use to understand religious, cultural and linguistic evidence in asylum claims. It is through signs that we can arrive at a deeper meaning and the larger picture of the intricate components of an asylum seeker’s claim thereby accessing their semiotic code. (shrink)

The study investigated the conduct of university’s congregation election following the general complaints by university staff of poor organization and conduct. The population consisted of all principal officers and all graduates employed by the various universities in the three geo-political zones of Nigerian federation: North-Central, Southeast, and Southwest. From these zones, a sample of two federal and two state universities were selected by stratified random sampling method for the study. A stratified random sampling method was used to select 200 (...) (100 academic and 100 non-academic) staff from each of federal government universities while 100 (50 academic and 50 non-academic) staff was selected from state universities. A total sample of 900 academic staff (450 males and 450 females) and 900 administrative staff (450males and 450 females) participated in the study. The data of the study were collected using questionnaire. The questionnaire was titled Management of Congregation Election Inventory (MCEI). It was made up of two parts – Part A was demographic while Part B contained 12 questions bothering on organization of previous elections, management and outcome of previous election results. The validity of the questionnaire was made by the experts in educational administration and planning and also in political Science. The reliability of the instrument was tested using a Split-Half Method. The Correlation Coefficient was corrected by the use of Spearman Brown Formula. The Pearson Product Moment Correlation was .75 and final Spearman Brown Formula yielded 0.82. The major finding was that election was poorly organized and conducted, Based on the findings, the major recommendation was a surgical change in the organization and conduct of congregation election. St Anselm is one of the major thinkers of the medieval epoch of the history of philosophy. Interest in Anselm usually focuses on his discussion of the problem of the existence of God especially as contained in the Proslogion. Indeed Anselm is mostly known for his attempt to proof the existence of God in the Proslogion. The argument he advances here which goes by the name ontological argument has been a point of reference all through the history of (...) Western philosophy and is usually viewed as his most substantive contributions to philosophy of religion, with Hume and Kant criticizing it in the eighteenth century and thinkers such as Hartshorne, Malcom and Plantinga endorsing it in the Twentieth century. Like Augustine before him and Aquinas after him, Anselm did not see any opposition between faith and reason, or again, between philosophy and theology, as he was concerned with providing rational ground for the doctrines of Christianity which he already accepted as a matter of faith. Indeed as commentators rightly note, Anselm’s thought can be summed up in the Augustinian dictum, “faith seeks understanding”, so that he is arguably one of the early pioneers of Christian theology, so far as he sees certain solidarity between faith and reason, with reason providing the excellent service of rational clarification of what we accept by faith. The inter-play Anselm sees as subsisting between faith and reason is one we must take into account if we must appreciate his contributions to theology and metaphysics, for this consideration permeates the whole of his thought. For him clearly, that there is no divorce between faith and reason means concretely that “I do not seek to understand in other that I may believe, but rather I believe in order that I may understand”. This article argues for the recovery and re-incorporation of lost voices and debates into the history of political thought by focusing on the issue of sovereignty. It begins by examining why such a narrow understanding of the canon has come to dominate the sub-discipline and argues for critical approaches that treat the past as a “contested terrain” rather than an unfolding plot. It then turns to early twentieth-century Britain as an example of an era when thinkers who have been (...) largely forgotten by today’s political theorists argued loudly about the future of state sovereignty. It next focuses on a 1916 exchange of essays entitled “The Nature of the State in View of Its External Relations” by Delisle Burns, Bertrand Russell, and G.D.H. Cole, as an example of some of the most innovative and radical ideas to emerge from the period. The article concludes by arguing that re-engaging the work of these forgotten thinkers can broaden our conceptual horizons about sovereignty, speak to some of the most urgent issues of our time, and force open the concept of “the political” to radical reinterpretation. Some biologists now argue in favour of a pluralistic approach to plant activities, understandable both from the classical perspective of physiological mechanisms and that of the biology of behaviour involving choices and decisions in relation to the environment. However, some do not hesitate to go further, such as plant “neurobiologists” or philosophers who today defend an intelligence, a mind or even a plant consciousness in a renewed perspective of these terms. To what extent can we then adhere to pluralism in (...) the study of plant behaviour? How does this pluralism in the study and explanation of plant behaviour fit into, or even build itself up, in a broader history of science? Is it a revolutionary way of rethinking plant behaviour in the twenty-first century or is it an epistemological extension of an older attitude? By proposing a synthesis of the question of plant behaviour by selected elements of the history of botany, the objective is to show that the current plant biology is not unified on the question of behaviour, but that its different tendencies are in fact part of a long botanical tradition with contrasting postures. Two axes that are in fact historically linked will serve as a common thread. 1. Are there several ways of understanding or conceiving plant behaviour within plant sciences and their epistemology? 2. Can the behaviour of a plant be considered in the same way as that of an animal? The working hypothesis defended in this article consists in showing that the current opposition between growth, development and reductionist physiology on the one hand and the biology of behaviour involving sensitivity and choices in plant activity on the other hand has been built up through the history of botany. John Christman, in 'Autonomy and Personal History,' advances a novel genetic or historical account of individual autonomy.1 He formulates 'the conditions of the [i.e., his] new model of autonomy' as follows: (i) A person Pis autonomous relative to some desireD if it is the case that P did not resist the development of D when attending to this process of development, or P would not have resisted that development had P attended to the process; (ii) The lack of resistance (...) to the development of D did not take place (or would not have) under the influence of factors that inhibit self-reflection; and (iii) The self-reflection involved in condition (i) [sic] is (minimally) rational and involves no self-deception. Relations can thus be called historical and can be recognized as historical only if they are determined by neither necessity nor chance, and if their causality is of a different order than the mechanical. The temporal structure of history can therefore be characterized on the one hand by the distinct connection of its elements—and on the other hand by the dissolution of all connections that do not assist these elements in achieving their independence.A temporal nexus that clearly does not satisfy these conflicting requirements has been characterized in one of the oldest texts of occidental philosophy as the time of guilt. A central figure in Victorian science, William Whewell held professorships in Mineralogy and Moral Philosophy at Trinity College, Cambridge, before becoming Master of the college in 1841. His mathematical textbooks, such as A Treatise on Dynamics, were instrumental in bringing French analytical methods into British science. This three-volume history, first published in 1837, is one of Whewell's most famous works. Taking the 'acute, but fruitless, essays of Greek philosophy' as a starting point, it provides a history of the (...) physical sciences that culminates with the mechanics, astronomy, and chemistry of 'modern times'. Volume 2 focuses on the rise and development of modern mechanics in the seventeenth century. Whewell shows how Galileo's laws of motion exemplify a paradigmatic shift from 'formal' to 'physical' sciences - a new approach concerned with explaining causes rather than merely observing phenomena.
