The average lifetime of people in advanced countries is significantly increased in the XXI century. The number of old and dependent people is rising due many innovations in health care: new technologies, medicine, and a lot of innovative devices that allow people to monitor their health and consult with a doctor in case of problems. In the last years, a number of information systems have been developed in the health-care area to assist people in living. Modern systems increase their mobility (...) by using personal mobile devices that allows them to interact with the system at any point of time. Smart space is a technology that allows developing such systems. It is an aggregation of devices that can share their resources and cooperate with each other. Sharing personal information between different devices requires ensuring privacy support. For these purposes, a dynamic access control support for information that is shared by devices is needed. In particular, a new access control model for accessing resources is needed. The model should describe the current situation via a context. This paper proposes a model of the context-aware access control for smart systems based on smart space technology. (shrink)

The book first presents the main ideas of Hermann Lotze’s philosophy (Part (...) I), and then traces his influence on the descriptive psychology of Franz Brentano and Carl Stumpf (Part 2) and Cambridge analytic philosophy (Part 3). The article examines the problem of correlation between the “knowledge society” and “knowledge practice,” based on analysis of the phenomenon of security expertise as a part of political expertise. In the article, we consider the relationship between politics and security and demonstrate under what circumstances security becomes politics. It is noted that at present the concept of security has become very multifaceted and includes various spheres, from military-political to informational and humanitarian. We defines security expertise, list its key parameters, origin, (...) its institutionalization and practices. Special attention is paid to the characteristics of the main schools in the study of security expertise problems. Their general ideology and inherent problems are analyzed, including the correspondence of the quality of the expertise to recognized standards of scientific knowledge. We explain why security issues appeal to experts and result in numerous studies. We raise an issue of causes that may lead to possible deprofessionalization of security expertise. We identify a number of institutions with an expert status in the field of security and explain the global growth of analytical centers specializing in security expertise. A brief description of such analytical centers and their main features is given. We look into examples of practical impact of expertise on political decision-making, and possible mechanisms of expert support. It is concluded that expert analysis can exercise direct impact on political processes, and the experts become influential shadow participants. On the one hand, this may contribute to adopting more balanced decisions, but, on the other hand, it may result in deprofessionalization of experts who will try to adjust to the demands of politicians. Thus, in the sphere of security expertise, one of the results of the formation of a “knowledge society” is a decrease in the autonomy of the scientific sphere, which has a side effect in the form of deprofessionalization of knowledge. This is a review of the book Mozg - kultura - socium. Kantianskaya programma v cognitivnykh issledovaniyakh by Bazhanov V.A. The author`s main aim is a reconsideration of some fundamental principles of epistemology and philosophy of science in the light of state-of-the-art advancements of neurosciences. According to the author of the book, social and cultural revolution in neurosciences has been crucially modifying the initial Kantian program of consciousness research and the modes of linguistic representation of its results. In particular, in (...) epistemology the universal concept of transcendental subject has been altered with regard to neurobiological and social data, which concern some preconditions of cognitive activity. In philosophy of science such a shift of research perspective allows to implement a naturalistic interpretation of natural sciences, clarifies the problem of empirical foundations of mathematics and sheds a new light on the problem of apriori elements of mathematical thought. The analysis of evolutionary and neurobiological preconditions of logical thought leads to the sort of revival of psychologism program in logic, which enables author to put forward an original interpretation of the problem of plurality of logical systems. Finally, some topics of social sciences as well as problems of genesis of art, ethical and religious systems, can acquire new interpretation with respect to modern investigations in cognitive science. Hermanns Lotze (1817–1881) hat nachweislich einige der bedeutendsten Philosophen des fin de siècle beeinflusst: (i) die britischen „Neo-Hegelianer“; (ii) Husserls Phänomenologie; (iii) Diltheys Philosophie des Lebens; (iv) die Neukantianer; (v) die frühere analytische Philosophie. Das angegebene Ziel seines dreibändigen Mikrokosmos (1856–1864) war „die Reflexion über den Sinn unseres menschlichen Daseins“. Die Aktualität dieser Aufgabe war eine Folge der wissenschaftlichen und industriellen Revolution Mitte des 19. Jahrhunderts. Sie veränderte die Art, wie sich die Menschen das Universum vorstellten. Lotze sah Gefahr in (...) den zahlreichen Versuchen seitens einiger philosophisch interessierter Wissenschaftler in Deutschland, zu beweisen, dass das menschliche Sein nur mechanisch und materialistisch zu verstehen ist. Er machte es sich zur Aufgabe, den Menschen das Gefühl von Heimat in dieser stark veränderten Welt zurückzugeben. Dies erklärt auch, wieso Lotze seine Untersuchung in „völlig populärer Form“ darstellte. Lotzes Mikrokosmos war jedoch nicht nur ein Werk der populären Philosophie. Sie fußt auf fundierten theoretischen Überlegungen. Man kann Lotzes Werk als einen gewagten Versuch betrachten, die sich abzeichnende Spaltung zwischen akademischer und populärer Philosophie zu überwinden. (shrink)

The article discusses the significance of the figure of Adam in the artistic philosophy of Acmeism. Particular attention is paid to the functioning of the image of biblical Adam in the works of Nikolay Gumilyov and Osip Mandelstam. Their texts present the first man not only as the epitome of the poet and bearer of an unclouded view of the world but also as a symbol of the balance between the earthly and the heavenly principles. For Gumilyov, Adam is (...) also an example of manhood and fortitude. The poet creates an original Adamic myth re-evaluating the Fall as a test given to man by God. According to the plot of the myth, the purpose of human life is to seek and attain Paradise. Mandelstam turns to the image of Adam much less often encoding the ideas of Adamism by various means. The poet openly distances himself from the version of Adamism created by Sergey Gorodetsky sharing implicitly the ideas presented in the works of Gumilyov. (shrink)

Aristotle first investigated different modes, or ways of being. Unfortunately, in the modern literature the discussion of this concept has been largely neglected. Only recently, the interest towards the concept of ways increased. Usually, it is explored in connection with the existence of universals and particulars. The approach we are going to follow in this chapter is different. It discusses Wittgenstein’s conception of higher ontological levels as ways of arranging elements of lower ontological levels. In the Tractatus, Wittgenstein developed his (...) ontology of ways (Art und Weise) in six steps: (i) Constructing states of affairs out of objects; (ii) Constructing propositions out of states of affairs; (iii) Constructing propositional signs; (iv) Constructing thoughts with the help of propositional signs; (v) Constructing truth / falsity; (vi) Constructing works of art. In Philosophical Investigations he added further five ways of producing new ontological levels: (vii) the meaning of a proposition is the way in which it is verified; (viii) the child gets command on language/calculus in the way it replicates demonstrations of the teacher; (ix) the products of mind are ways of doing something; (x) an action is a way of carrying out the instructions for acting. The article is dedicated to the early, Paris period of life and literary work of Nikolay Gumilyov (1906–1908), which is still insufficiently studied and understood by scholars. The paper aims to study the influence of this period on shaping Gumilyov’s personality and his spiritual values and aspirations, polishing of his literary taste, gradual gaining of an independent ideological and aesthetic platform and development of his inimitable poetic style. – The research for the paper was based on the comprehensive historical (...) and cultural approach, with application of literary and historical analysis techniques. This approach was used to consider the memoirs of his contemporaries, Gumilyov’s letters to Valery Bryusov, as well as his poetry, prose and art criticism during that period. Particular attention is paid to the history of publishing Sirius magazine and to such poorly studied aspects as the symbolic meaning of the magazine name and the first manifestations of acmeism in its aesthetic platform. The authors emphasize the fruitful and creative character of Gumilyov’s friendship with Sirius co-editor, artist and art critic M.V. Farmakovsky, whose name is unfairly forgotten. – They come to the conclusion that the “first Paris period” was not only the novice time for Gumilyov but also the start of his personal and creative self-identity. It was in Paris that the strong and persistent character of the poet was formed, his skills honed and his inimitable style created, with the colour-sound synthesis of the striking romantic picturesqueness and a clear strong word. Paris was the place of polishing the artistic taste, developing a comprehensive system of views, finding main poetic motifs and setting life goals of Gumilyov, a rising star of the Silver Age. The international scientific-practical conference under this name took place on May 19-21, 1995 in Ostroz, Rivne oblast, on the basis of the Ostroh High College. The conference summed up the domestic and foreign experience of educating the younger generation on the basis of Christian morals, developed theoretical and practical recommendations for the establishment of Christian morals in everyday life of man. Professors Vyacheslav Briukhovetsky, Helen Barker, Vilen Gorsky, Victor Malakhov, Peter Yarotsky, Nikolay Kovalsky, Ihor Pasichnyk, teachers, employees of educational (...) institutions and scientific institutions of 18 cities of Ukraine took part in the conference. The conference was attended by representatives of five Christian denominations. As a result of the work of the conference, a collection of abstracts of reports delivered therein was published. The publication of the Critique of Pure Reason by Immanuel Kant marked the beginning of an intellectual revolution not only in Philosophy, but also in other spheres of intellectual activity. Every year interest to this work is only growing up, especially in the context of the development of cognitive sciences and technologies related to the development and implementation of artificial intelligence systems. However, both Kant’s contemporaries and subsequent generations of researchers had questions about the basic concepts, outlined in the first (...) Critique. Nikolay Lossky became one of such outstanding experts in Kant’s philosophy, who carried out a metacritique of transcendental idealism. His analysis is interesting because it is characterized by consistency, depth and inclusiveness, despite the fact that he was not a supporter of Kant’s philosophy. The proposed article explicates the main points of the metacritique of pure reason carried out by Lossky. The aim is to systematize the advantages and disadvantages of transcendental idealism highlighted by him in order to assess the validity of objections and identify points that paradoxically escaped Lossky’s attention. In particular, it is shown that the highest evaluation of Lossky is awarded to Kant’s efforts to create an epistemology that does not rely as presuppositions on any other branches of human knowledge; the resolution of contradictions between Empiricism and Rationalism; the creation of the doctrine of synthetic rationality and transcendental logic; the idea of the need for the immanence of knowledge to consciousness. Lossky identified as the key shortcomings of transcendental idealism a range of contradictions grouped around such concepts as the things in themselves, affection, experience, inner sense, transcendental schema, and unity of apperception. At the same time, it is shown that such a key concept for Kant’s theoretical philosophy as transcendental reflection has disappeared from the Lossky’s field of consideration. The study is preceded by a brief description of Lossky’s characteristics, including personal ones, as a meta-critic of pure reason. (shrink)

Nikolay Kondratieff is known primarily for his theory of long cycles. However, it is worth recalling that he was among the first who started to investigate the nature of different economic cycles and their systematic interaction. Actually the primary classification of cycles into short, medium and long belongs to Kondratieff.

This article is the Opus postum of the author, who passed away in September 2023. Volodymyr Verloka is the author of numerous translations of philosophical classics from English, worked in various academic institutions, including the Institute of Philosophy of the National Academy of Sciences of Ukraine and the V. I. Vernadskyi National Library of Ukraine. He received his philosophical education at the beginning of the 1990s and personally witnessed the Soviet period of Ukrainian philosophy. The author’s critical reflections offered here (...) are largely the result of his own experience of participating in the work of various academic institutions of independent Ukraine, and are also an honest expression of his sincere desire to change the situation with Ukrainian science and higher education for the better. In the article, the author addresses the reconstruction of the specific understanding of science in the USSR, revealing such features as ideological, partisan, and bureaucratic. The author analyzes the documents of the era – the publication of texts by Friedrich Engels, Vladimir Lenin, Volodymyr Vernadskyi, Nikolay Bukharin, Petr Kapitsa regarding the role of science in society. The author also turns to the analysis of the key philosophical texts of the era, which are direct evidence of the open position of Soviet philosophers on various issues, such as the definition of science, truth, and practice, and also finds out the specific influence of the doctrine of communism on the idea of Soviet academicism as the only politically permissible and at the same time as supposedly the only scientifically possible academic position. For this purpose, the author primarily analyzes the texts of the Soviet “Philosophical Encyclopedia”. The author also refers to critical sources that analyze the Soviet era – the works of Alain Besançon, Nelli Motroshilova, Anatolii Yermolenko and Serhii Yosypenko, Evert van der Zweerde and others. The author also gives his own critical assessment of the presence of vestiges of Soviet academicism in the modern Ukrainian academic sphere. (shrink)

Synchronizing oscillations may be just one case of integration and/or coding, one which explains associations by concurrence. Understanding the sequencing of neural/behavioral events requires a clock mechanism that imposes structure behind mere associations, and may be best served by dissociating oscillations and synchronization in terms of physiologic and computational mechanisms.

Nunez's description of the brain as a medium capable of wave propagation has provided some fundamental insights into its dynamics. This approach soon reaches the descriptive limits of the brain as a physical system, however. We point out some biological constraints which differentiate the brain from physical systems and we elaborate on its consequences for future research.

Harry Frankfurt's famous examples of overdetermined moral agents who are nevertheless responsible for their actions and omissions have long been hailed as proofs that the ability and/or opportunity to do otherwise is not a necessary condition for moral responsibility. In this paper I use recent clarifications of some of these examples by Frankfurt himself to show that their force relies in part on tacit ceteris paribus assumptions concealing a reliance on PAP that concerns matters of fairness in assessing moral responsibility.
