Safety is defined as a state in which human activities are conducted in such a way that the realization of potential dangers is excluded with a certain probability. However, there is an established axiom: all human activities inherently carry some degree of danger. The criterion for assessing this danger is risk, which provides a quantitative measure of potential threats. Experience has shown that the previous concept of safety, which sought to eliminate all risks entirely (known as the "zero risk" concept), (...) is not practical. Today, the prevailing safety approach is the concept of justified risk—the idea that certain levels of risk are deemed acceptable, based on current economic capabilities and social conditions, for the average citizen. This study presents the development of a conceptual model—a model of communication channels—created through system analysis. This model captures the dynamics of information flows regarding the status of danger sources within a potential earthquake zone. The conceptual model is composed of functional operators: B1, B2, B3, B4, B5, B6, and B7. One key area of this research is the mathematical modeling of emergencies and the forecasting of their potential consequences. Despite the fact that in recent years there has been an active trend of growth of freedom of expression in Kazakhstan, domestic legislative and judicial practice lags far behind international standards. The purpose of the study is to examine the legal situation concerning freedom of expression in Kazakhstan, particularly with regard to the functioning of the media, and to find ways to effectively ensure and adequately regulate this issue in law. The methodological approach is based on the dialectical method used (...) to investigate the content and legal foundations of freedom of speech, synthesis, analysis, and comparative legal method. The results obtained provide an opportunity to analyse the state of national legislation in the sphere of implementation and protection of the right to freedom of expression, as well as to identify the largest gaps in this sphere and their subsequent resolution. The investigation of international legal experience and a comparative analysis allow identifying a significant difference between the legislations of countries with a high index of press freedom and freedom of speech, and Kazakhstan. This research is of critical importance for the development of the human rights and freedoms protection sector, as well as journalism, especially given the current situation in the Republic associated with strict state control over the activities of the media, the inability to express and publicly broadcast opinions and ideas that are unfavourable for the ruling circles. Air transport is playing an increasing role in the world economy every year. This is facilitated by technological development and the latest developments in the aviation industry, globalization. This paper provides an overview of artificial neural network training methods for airfare predicting. The articles for 2017-2019 were analyzed in order to determine the model with the most accurate prediction. The researchers conducted research on open data collected by themselves and set themselves the goal of creating a model that would advise (...) a user the best time to buy a ticket when the price would be the lowest. The review of the papers by similar themes revealed that the Bagging Regression Tree model has the highest results with an accuracy of 88% and the random forest method has an accuracy of 87%. Civil aviation plays an important role in the economy of each country. Aviation is the best way to cover long distances in comfort in the shortest time. Airlines offer customers a variety of opportunities to travel both within the country and abroad. The main problem of interaction between airlines and customers is the airfare: the former want to sell more at the higher price, and the latter want to buy cheaper. Therefore, companies use their own private algorithms for dynamic pricing and constantly monitor the market situation, responsive to changes in demand and the actions of competitors. This behavior allows them to achieve a balance between the desires of airlines and customers. Scientists are trying to invent a way to predict airfare so that air travelers can buy them at the lowest price. The results of the work in this area provide general rules for the best purchase. For example, according to the article thebest day to buy a ticket by expedia.com for a domestic flight on the United States is Sunday, and the best period is 57 days before departure. This article provides an overview of the works, the authors of which compared the models of machine learning. Achievements in this area are limited to direct flights of a certain domestic market and 88% accuracy of the forecast. The Bagging Regression Tree model described in the article can be considered the best result.
