Since Descartes “separation” of the Soul from the Body, we observe a complete confusion in their causal, functional, and semiotic relationships. However, in modern knowledge (about the informational activity of the human brain, the functional and causal properties of its neural networks, the functions of psychic phenomena during the processing of information in it, about the causal “ability” of information) it is time to put an end to this problem. Here, in order to explain what I am talking about, I (...) will use the notion of “information” (which had been unknown by Descartes) regarding the “dispute” between Mind & Body (the Physicality and the Mentality) for “the right” to be a more fundamental ontology of Reality. I will do this by introducing an “arbitrator” — the Objective Reality. This goal is achieved through the study of information activity of the human brain. In the process of this study, it turns out that the information activity of the brain in principle cannot be carried out without mental phenomena. That is, it turns out that the classical physical causality, which operates in the neural networks of the brain, is not able, by itself, without mental phenomena, to implement the information operations that the human brain actually performs. It also turns out that the functional inclusion of mental phenomena (at least, the phenomena of subjective evaluation and mental images) in the neurophysiologic (by and large, physical) activity of the brain explains the possibility and necessity of functional inclusion in this information processing the phenomenon of freedom of choice. After all, the processing information in the brain through mental phenomena allows more than one degree of freedom than it is “allowed” by any physical process. (shrink)

The paper examines the doctrine of understanding in Russian idealism from the late 19th to early 20th century. The author discusses the main ontological and epistemological concepts in the philosophy of V.S. Solovyov and his follower S.N. Trubetskoy. The paper offers a historical and philosophical reconstruction of the concept of understanding based on the analysis of V.S. Solovyov's Lectures on Divine Humanity and S.N. Trubetskoy's work On the Nature of Human Consciousness. According to Solovyov, the study of (...) understanding is possible if we presume an unconditional principle that premises being as the One. Based on this premise, it is demonstrated that the unconditional principle allows to know everything without having knowledge of each subject separately, and this, in turn, is understanding process. Trubetskoy's theory of understanding is premised on the concept of soborny mind, which defines mind as joint knowledge about all spheres of existence. The article shows that the main position shared by the Russian thinkers is the unconditional principle serving as the basis for life and mind without which the existence of either the universal or the particular is impossible. The author concludes that such a principle is a cognitive relation to the world, which unconditionality is the condition for understanding the reality as indivisible. Understanding, as presented by V.S. Solovyov and S.N. Trubetskoy, is the true understanding of the unity of existence in all its manifestations, that is, a synthesis of the sensual, rational, moral, and aesthetic. (shrink)

The development of Russian culture predetermined three propensities which form the intellectual framework of Russian national philosophy—historicism, mysticism and aestheticism. The most significant conceptions of Russian philosophy, united by the idea and image of Sophia, are defined by this framework.There is no contradiction in Russian philosophy between rational and mystical modes of thought because they are complementary in this tradition. It is, however, necessary to redefine the conception of rationality.I would like to finish with Solovyov's words: “The idea of (...) a nation is not what it thinks of itself in time, but what God thinks of it in eternity”. This article is dedicated to Nikolai O. Lossky’s intuitivism and personalism and their significance in the context of Russian philosophy. The author demonstrates how Lossky’s study of Russian philosophy influenced his work and allowed him to take a second look at a number of philosophical issues, indicating ways to develop them further. As a result of his research, Lossky discovered ideas close to his own in the works of various other Russian philosophers. Lossky became especially interested in two authors, Vladimir (...) S. Solovyov and Fyodor M. Dostoevsky. He created interpretations that examined Solovyov’s philosophy and Dostoevsky’s works from the positions of intuitivism and personalism. The study of Russian thought Lossky undertook in his book History of Russian Philosophy gave him a strong impetus for developing his own philosophical views, which were aimed at bringing philosophy and religion into closer proximity. Martin-Löf’s type theory stems simultaneously from Frege and Russell’s logic-ontological ideas and Husserl’s phenomenology. The article examines this intermediate status of type theory using as examples Martin-Löf ’s syntactical-semantic method and the role of evidence and canonical objects in his approach. Martin-Löf borrows the syntactical-semantic method from Frege and extends it drawing on Husserl’s theory of meaning. In type theory this method leads to the identity (isomorphism) of syntax and semantics (formal logic and formal ontology). Unlike traditional formal logic the (...) type theory is an interpreted system from the very beginning. Being intuitionistic, Martin-Löf ’s theory is based on the notion of proof, not truth. From the meaning theory point of view, it is a variant of proof-theoretic semantics (Gentzen, Prawitz, Dummett) which understands meaning as an object constructed according to certain rules. So understood, the proof is based on evidence, which allows us to associate it with the theory of intentionality by Husserl. The article compares Martin-Löf ’s type theory with Husserl’s intentionality theory, especially with the latter’s noematic component. We may consider type-theoretical rules for constructing objects and operating with them as a concretization and formalization of the phenomenological notion of noema. Both are explications of the more general concept of meaning. The article discusses the interrelation between notions of sense and meaning (Sinn, Bedeutung) in Frege, Husserl and Martin-Löf. This reveals the uncertainty of Martin-Löf ’s position in relation to meaning theories of Frege and Husserl. (shrink)

The main idea of the article is to define the role of imagination, violence and institutions in the formation of the modern state as well as to show that the important dimension of the state building is the image of the self, creative capacity of the individual to symbolic self-made activity and self-made reproduction. The symbolic world of the imaginary state is the product of the communities united symbolically, contingency and simultaneously the part of the social orders. The Nort conception (...) of the social orders as the structures that limit and control the violence takes the privilege place in the article. The first model of the social organization is defined as the “order of limited access”, and the second one as the “order of free access”. Thus the different state establishments are formed: “the natural state” that is formed in the natural way according to the violence restrain logic by means of limited access, and “the artificial state” by means of free access to the political and economic resources. In particular the impossibility of the automatic transition from the self-sufficient type of the natural state to the modern democratic state is emphasized. Nort conception is extrapolated on the experience of the Ukrainian independent state state-building after the abortive coup d’etat in 1991. The authors develop the tenet about the conservation of the institutional matrix of the soviet empire in the post-communist Ukraine. It deals with the institutional features: such as the authoritarian management, the secondary role of the law regulations, the supervisory instance uncontrolled by society. The transformation crises, accordingly to the authors approach, determined the conditions and the price of transitional countries entering not only the civilizational space of the contemporary Europe but also the system of global economic, political and social interrelations. This crises conditioned also the changes in the network of the international institutions. It determined the distinctive features of the national identity formation, legitimation strategies in the contemporary Nation-State, and primarily in the newest Ukrainian state-building. (shrink)

Modern cognitive approach represents the interdisciplinary branch of scientific reflection uniting researchers of knowledge, studying laws of purchase, transformation, representation, storages and reproduction of the information. People react to own experience, instead of "objective" reality. Cognitive map of the world according to which we operate, our feelings, belief and life experience create. We have no direct access to a "objective" reality, therefore our cognitive map is for us this unique "real" reality. Cognitive science widely uses methodology of synergetic approach successfully (...) describing processes of self‐organizing. On the other hand, the synergetic addresses to modelling cognitive systems both the separate individual and collective cognitive processes. The tendency to question the accuracy of sensory perception is found in various medieval theological traditions, including Franciscan and Islamic. In both these traditions, the source of the idea that we cannot trust our sensory perception seems to have been the Greek commentaries on Aristotle. However, both traditions go beyond ideas contained in Greek Aristotelian literature and independently develop similar arguments and come to similar conclusions about the reliability of sensory perception.

Les dynamiques sociales en évolution exigent une réévaluation de la logique et du discours utilisés pour soutenir les perspectives théologiques par rapport aux périodes antérieures. Les caractéristiques uniques du contexte culturel et historique russe contemporain introduisent des variations dans le rôle de la théologie et donnent une nature plus nuancée, incertaine et discutable à sa place et à son statut dans le domaine public. The article discusses the philosophical views and ideas of Ivan I. Lapshin in order to introduce him as an original thinker who plays an important role in Russian Neo-Kantianism. Lapshin applied Neo-Kantian ideas in the areas of creativity, art, and literature. He sought to develop aesthetics and proposed the idea of ​​aesthetic transformation [The Russian word is perevoploshchaemost’, which can also be translated as reincarnation.—Trans.]. Having investigated the idiosyncrasies of Russian culture, Lapshin produced a special phenomenology of creativity, which aims (...) to reveal the essence laid down in different works of writers and composers. The phenomenology of creativity is the foundation of Lapshin’s philosophy; it allowed him to remain faithful to the basic principles of Neo-Kantianism while dialectically combining various aspects of human activity to express his own aesthetic program. Our approach bases on the explication of Rosanov’s creativity as the special intention, that implements the unspeakable Self-Selfness of Vasiliy Rosanov. The ineffability of Self-Selfness can be dialectical expressed by Rosanov through phenomena, of that consists the Rosanov’s world. This ineffability actualizes by Rosanov by means of understanding as a filled emptiness, that determinates the specialties and the structure of the understood objects. The exposition of this emptiness conditions the antinomies of Rosanov’s creativity: one sides is understanding by Rosanov the (...) closed world, other sides it corresponds with the world of things. Rosanov mythically fills the void, using the intimate personal contact with the things. We consider the creativity of Rosanov as the synthesis of both this global directions of Rosanov’s theory: the vision of understanding through things, this vision causes the special perception of things by Rosanov. The things are by Rosanov neither material objects, nor the ideal essences. This are by Rosanov the givens, inherent to the understanding. At the same time Rosanov examines the things through understanding, including it with help of the carnivalisation in his own special world. This method defines in our opinion style and content of Rosanov’s works. The thinker realizes by means of the carnivalisation the understanding, according to the concrete things, creating the special world of life (reality). For Rosanov this world is the second world. In The Burning Bush, Glazov conducts a profoundly original inquiry into Vladimir Solovyov's attitude toward Judaism. Solovyov (1853-1900) was one of the most remarkable figures of the 19th century: He was the most important Russian speculative thinker of that century, publishing major works on theoretical philosophy, the philosophy of religion, and ethics; he also produced sensitive literary criticism and incisive essays on current political, social, and ecclesiastical questions. The eminent theologian Hans Urs von Balthasar designated Solovyov as (...) the greatest artist of conceptual order and organization--after Thomas Aquinas--in the entire history of thought, a thinker who borrows from all systems after purging them of their negations. Solovyov was also the first major Russian thinker to enter into ecumenical dialogue with Jewish scholars and theologians, and Glazov's main concern is (1) to translate as completely as possible all of Solovyov's writings on Judaism and to annotate these texts by identifying persons, places, and citations, especially in the Biblical and rabbinic literature; and (2) to synthesize the information gleaned from these writings with key recollections of Solovyov's attitudes toward Jews and Judaism by his immediate family, friends, and early biographers. Glazov collects, translates, and comments on all the relevant primary texts: writings, letters, pamphlets, protests, political documents, and prayers which relate to Solovyov's work on Jewish matters. We propose that a top priority of the cerebral cortex must be the discovery and explicit representation of the environmental variables that contribute as major factors to environmental regularities. Any neural representation in which such variables are represented only implicitly (thus requiring extra computing to use them) will make the regularities more complex and therefore more difficult, if not impossible, to learn. The task of discovering such important environmental variables is not an easy one, since their existence is only indirectly (...) suggested by the sensory input patterns the cortex receives – these variables are “hidden.” We present a candidate computational strategy for (1) discovering regularity-simplifying environmental variables, (2) learning the regularities, and (3) using regularities in perceptual and decision-making tasks. The SINBAD computational model discovers useful environmental variables through a search for different, but nevertheless highly correlated functions of any kind over non-overlapping subsets of the known variables, this being indicative of some important environmental variable that is responsible for the correlation. We suggest that such a search is performed in the neocortex by the dendritic trees of individual pyramidal cells. According to the SINBAD model, the basic function of each pyramidal cell is (1) to discover and represent one of the regularity-simplifying environmental variables, and (2) to learn to infer the state of its variable from the states of other variables, represented by other pyramidal cells. A network of such cells – each cell just attending to representation of its variable – can function as a sophisticated and useful inferential model of the outside world. (shrink)

The Crimea Conference is by all means an extremely complex historical event. Any attempt to estimate its role and significance without analyzing its ethical components would unavoidably result in unduly simplifying the historical reality of the time, as well as in forming erroneous assumptions that would necessarily be used in the analysis of the causes of Cold War. A thorough examination will show that as far as the ‘ethical’ issues are concerned, there are significant developments with regard to general methodology, (...) as well as its application to the sources. Generations of historians who have addressed the issue of Yalta Conference, although they have not been able to form a scientific, distinct ‘ethical’ tradition so far, have developed all the necessary prerequisites for its establishment. This is evident in the possibility of segmenting the issue in two parts on the one hand, and on the other in the availability of sufficient sources, structured databases, and selected outstanding works. Still, there are no studies about the Yalta Conference so far that address exclusively ethical issues concerning ‘good’ and ‘evil,’ ‘morality,’ ‘duty,’ and ‘honor.’ Although historiographical approaches are to a large extent dependent upon ethical viewpoints, in the case of Yalta agreements so far there have been no techniques available, so as to connect historical accounts with ideology, and historical facts with their philosophical background. In a sense, the situation is quite the same as it is with the study of prehistory: although there is an abundance of data and facts that can be primarily processed, there are no methodological guidelines, nor any devices to classify and explain them. The paper aims to prove the hypothesis that Sextus Empiricus’ Neo-Pyrrhonism is significantly influenced by the Cartesian meditation as a genre of philosophizing. It refutes theses about (1) the non-predicativity of Sextus’ language and about (2) Sextus’ epochê as an automatic result of the action of opposite things or statements, and it argues that both Sextus and Descartes distinguish between (a) internal (forced) agreement with clarity and (b) the personal acceptance of this agreement which depends on a volitional decision. Sextus’ (...) recognition of the clarity of appearance as appearance gives Descartes the only chance to refute the skepticism of Sextus, which is invulnerable to external criticism. Therefore, Descartes developed meditation as a special model of purely immanent criticism (the very word “skepticism” is never mentioned in the Meditations), focused on dealing with states of clarity and evidence. The author’s hypothesis is that the key elements to which this model appeals are the “history of a skeptic” set out in Outlines of Pyrrhonism and the conception of skeptical expressions. This hypothesis can be tested further by proving or disproving the thesis that the discourse of I, II, and at least partially of III Meditations is based on the pattern of skeptical expressions, focused on the internal states of the speaker, and not on clarifying the “objective” state of affairs (i.e. not on dogmatic inferences). The relevance of the research reflects the unity of the requirements of the Beijing Philosophical Congress "Learning to be a man" and the anniversary report of the "Rome Club" "Come On! Capitalism, myopia, population and destruction of the planet", which the transformation processes of the socio-sphere are revealed from the standpoint the need for a radical breakdown of the spiritual and moral world of man and his worldview. The foundation of these transformations is the transition in education, as the hippocrine (...) of our knowledge, the source that quenches thirst in them to the "new Enlightenment" as a decisive factor in the learning of a person to be him. This determined the purpose and objectives of the article. The purpose of the article is to substantiate the natural and necessary character of the formation of the "new Enlightenment", to reveal the architectonics of its content. Research objectives : in the context of the goal to uncover the factors that determine the need for a transition in education to the "new Enlightenment", its qualitative difference from the Enlightenment of the 17th-18th centuries; to characterize the new content of "connectedness" in education based on the use of new information technologies; analyze the process of formation of a new spiritual and moral outlook of a specialist on the universal values of humanity; focus the learner’s attention on focusing knowledge of sustainable development as a determining factor of the global problems of mankind through the interrelation of academic disciplines; an important component presents the demand for the formation of a new integral thinking, innovative in its essence and qualitatively different from the analytical one. It is noted that the transition to the path of integral thinking contributes to the connection, coordination and organization into a single whole of the fragments of the object under study. Such thinking is characterized by stability, reliability, variability; it is original in its connections with science and education, and methodological influence on individual and social consciousness. Integral thinking reflects a qualitatively new level of intelligence. Research methods: to achieve the stated goal and constructive solution of the tasks, the article used the method of abduction, analysis and synthesis, historical and logical, synergistic approach. The results of the research: a new paradigm of education is represented – the noospheric-information one corresponding to the factuality of the “new Enlightenment”, as its ability to reproduce itself on a changing scale. The change in the scale of the socio-sphere is due to its globalization processes. The content of the “new Enlightenment” is explicated as a qualitatively new level of formation of students' sustainable knowledge based on the integral innovative type of thinking based on the information resources of society, the use of modern educational technologies, as well as on the values of society, as the quintessence of its wisdom and public intelligence. Conclusions. Thus, the formation of a "new Enlightenment" is natural and necessary. This follows from the requirements of the “learn to be human” program, as well as from the development of an internally ordered education process. “New Enlightenment” also has an attribute of uniqueness, since it does not have anything to compare with, identify; it is an objective, essential, unique phenomenon; it is single, relative, determined by the previous development of education. It is based on the processes of intellectualization, innovation, informational content, humanism and is capable of solving constructively the tasks facing society. (shrink)

Introduction. The article examines the dynamics of electoral competition over four electoral cycles from 2005 to 2019 as exemplified by forming representative bodies of local self-government in the city of Chelyabinsk. Particular attention is paid to the impact that the transition of Chelyabinsk to a twotier model of forming local self-government bodies in 2014 had on the electoral competition. The purpose of the paper is to study the dynamics of electoral competition in municipal elections in Chelyabinsk before and after the (...) 2014 reform. Methods. The empirical basis of the study is the database “Electoral competition in the elections of municipal deputies of Chelyabinsk (2005—2019)”, which includes 414 observation units. The analysis of the empirical material is carried out according to the method of G.V. Golosov’s triangle of relative sizes, proposed for classifying party systems and adapted for analyzing elections in single-mandate constituencies. Scientific novelty. The author suggests a methodology for analyzing electoral competition in singlemandate constituencies. For the first time, the phenomenon of “controlled competition” is analyzed on the basis of 4 municipal elections cycles. Results. The analysis makes it possible to speak about fluctuations in electoral competition, its decline in 2009 and 2014 compared to the 2005 elections and increasing by the 2019 elections Conclusions. The “controlled competition” was formed in Chelyabinsk in the period preceding the reform of 2014. The reform introduced a level of local self-government, the effectiveness and necessity of which is not obvious with the existing design of the electoral system. In the course of the reform, the principal-agent model of relations between local self-government bodies and state authorities was finally consolidated. The reform contributed to conserving the “controlled competition”. (shrink)

The article proposes a universal dual-axis intelligent systems assessment scale. The scale considers the properties of intelligent systems within the environmental context, which develops over time. In contrast to the frequent consideration of the “mind” of artificial intelligent systems on a scale from “weak” to “strong”, we highlight the modulating influences of anticipatory ability on their “brute force”. In addition, the complexity, the ”weight“ of the cognitive task and the ability to critically assess it beforehand determine the actual set of (...) cognitive tools, the use of which provides the best result in these conditions. In fact, the presence of ”common sense“ options is what connects the ability to solve a problem with the correct use of such an ability itself. The degree of ”correctness“ and ”adequacy“ is determined by the combination of a suitable solution with the temporal characteristics of the event, phenomenon, object or subject under study. The proposed approach can be applied in the evaluation of various intelligent agents in different contexts including AI and humans performing complex domain-specific tasks with high uncertainty. In this paper, our analysis lays on two different levels. Firstly, we dis­cuss the central concepts of the early Russian structuralism within an epistemological framework focusing on the way in which linguistic knowledge is structured. In order to achieve this goal, we mobilize the concept of episteme developed by Michel Foucault in his works The Order of Things (1966) and The Archaeology of Knowledge (1969). This Foucauldian approach leads us to highlight a new epis­teme which is different from those that (...) Foucault described in the Order of Things. Secondly, we analyze the political and social impli­cations of this epistemological approach in the context of European and (post)colonial history. We highlight the material “action” of the linguistic knowledge under discussion. This second dimension of our approach is important insofar it represents a critic of the idea accord­ing to which the theoretical knowledge is separated from praxis. Our hypothesis is that the language constitutes a marker of particular so­cial interests, which are overdetermined by power relations. (shrink)

The democratic state and social development courses chosen by Ukraine have defined its religious diversity, where a prominent place in the spiritual life of society is the phenomenon of religious minorities, which play an ambiguously important role in forming a new system of value orientations. All these changes are taking place against the background of global transformations in the modern world, which is becoming increasingly open to interactions and interactions between its various elements, pluralistic and multicultural, in which different religious (...) traditions freely coexist. At the same time, it shows discrimination against certain groups of people called minorities. Franciscan thought in the 1300's, starting with Duns Scotus, is quite a revolution in terms of a shift to relying on sensory and phenomenal experience in the construction of cognitive theories.1 However, we do not yet understand the full extent of its convergence with modern and contemporary thought. Recently (2010–2011) new criminal legislation to combat illegal income and corruption was passed and publicly discussed in Lithuania. Within the list of the new legal measures, special attention should be paid to criminalisation of illicit enrichment, establishment of a model of extended property confiscation, reinforcement of responsibility for corruption-related offenses, a provision that not only property but also personal benefits may constitute a bribe. It can be seen from the explanatory letters attached to the draft laws and the political debate (...) that the new regulation is expected to achieve decisive breakthrough in the fight against corruption and illegal income. However, without any doubt as to the necessity to fight against those social evils, the author presents critical evaluation of the reform by applying the test of principles of criminal law, legal language and practical effectiveness. By making critical conclusions that the new criminal legislation deliberately lightens the prosecution’s goal of incrimination and the burden of proof, the author warns about the purposive instrumental nature of the new laws, which are balancing on the threshold of legitimacy. In the article the author reveals crucial shortcomings of the new legislation: in some aspects it lacks legal certainty, in other aspects it ignores the principles of guilt, presumption of innocence and proportionality as well as the conception of criminal law as a last resort (ultima ratio). As a result, the new legal means against illegal income and corruption leave space for applying inadequate repression beyond their intended purpose, in addition, they criminalise human conduct that is insufficiently dangerous and create preconditions for senseless criminal prosecutions and violation of human rights. Сучасні міжнародні відносини переживають глибокі трансформації, тому тісно пов’язана з ними дипломатія також зазнає ґрунтовних змін. її функції, які раніше були фактично прерогативою зовнішньополітичних відомств і здійснювалися переважно посольствами, нині реалізуються через численні державні та недержавні канали. Отже, пов’язана з процесами глобалізації перебудова міжнародних відносин, вихід на світову арену недержавних учасників міжнародних стосунків ставлять перед дипломатією завдання її активного залучення в процес створення нового світового порядку. Водночас силові розв’язання міжнародних проблем виявляються все більш недієвими та небезпечними. В цих умовах саме (...) багатостороння дипломатія є ефективним механізмом урегулювання міжнародних конфліктів і кризових ситуацій. (shrink)

While most scholars took Cicero's Stoicism to be reflected in the content of his theories, this article tries to examine the 'how' rather than the 'what' of his statements. The article starts with the privileging of the verb in what the Stoics termed lekta, then considers how the term res publica fared in full lekta, pronounced by Cicero and his republican contemporaries (first and second sections). Then a Stoic theory of definition is analysed to elucidate an incorporeal quality of the (...) res publica and stresses the particularity of Cicero's theoretical achievement (third and fourth sections). Section V compares the uses to which the term res publica was put in the speech acts of republican and imperial days, while Section VI evaluates the implications of the findings for our contemporary theory of the state.
