A child poverty rate of ten percent could mean that every tenth child is always poor, or that all children are in poverty for one month in every ten. Knowing where reality lies between these extremes is vital to understanding the problem facing many countries of poverty among the young. This unique study goes beyond the standard analysis of child poverty based on poverty rates at one point in time and documents how much movement into and out of poverty by (...) children there actually is, covering a range of industrialised countries - the USA, UK, Germany, Ireland, Spain, Hungary and Russia. Five main topics are addressed: conceptual and measurement issues associated with a dynamic view of child poverty; cross-national comparisons of child poverty rates and trends; cross-national comparisons of children's movements into and out of poverty; country-specific studies of child poverty dynamics; and the policy implications of taking a dynamic perspective. Friends of Wright-entitlement cannot appeal to direct epistemic consequentialism (believe or accept what maximizes expected epistemic value) in order to account for the epistemic rationality of accepting Wright-entitled propositions. The tenability of direct consequentialism is undermined by the “Truth Fairy”: a powerful being who offers you great epistemic reward (in terms of true beliefs) if you accept a proposition p for which you have evidence neither for nor against. However, this chapter argues that a form of indirect epistemic consequentialism seems (...) promising as a way to deal with the Truth Fairy problem. The relevant form of indirect consequentialism accommodates evidentialism but allows for exceptions in the case of anti-sceptical hypotheses. Since these are the kind of propositions to which Wright-entitlement is supposed to apply—i.e. cornerstone propositions—indirect consequentialism is entitlement-friendly. (shrink)

It is often thought that contemporary neuroscience provides strong evidence for physicalism that nullifies dualism. The principal data is neural correlates of consciousness (for brevity NCC). In this chapter I argue that NCC are neutral vis- à-vis physicalist and dualist views of the mind. First I clarify what NCC are and how neuroscientists identify them. Subsequently I discuss what NCC entail and highlight the need for philosophical argumentation in order to conclude that physicalism is true by appealing to NCC. This commentary examines the role of sustainability in the latest draft of the WHO pandemic accord, highlighting its notable absence from the official list of guiding principles despite being mentioned frequently throughout the text. It argues that sustainability should be explicitly acknowledged as a core principle and given a clear definition tailored to pandemic preparedness, and proposes defining sustainability as ensuring that immediate emergency responses don't compromise future pandemic preparedness and response capabilities. Including sustainability as a guiding principle would serve (...) two key purposes: validating the relevance of ethical principles in the accord's provisions and emphasizing the importance of long-term planning in pandemic preparedness. The commentary notes that while humans naturally discount future consequences, sustainable pandemic planning requires considering impacts beyond the next pandemic. It recommends coupling any reforms, such as intellectual property changes, with alternative innovation incentives to maintain a balanced approach to pandemic preparedness and response. (shrink)

This reissue, first published in 1980, is based on the experiences of the International Extension College in developing distance teaching. The volume begins by reviewing the world problems of educational quality and quantity, and then examines the ways in which print, broadcasts and group study have been used to train teachers, to improve classroom education, to teach by correspondence out of school, and to support rural development. It then considers how that experience can be used, perhaps by creating a network (...) of radio colleges, to supplement and extend existing schools and colleges. This is an examination of the effect that postmodernism has had upon sociological thought. Individual chapters address the topics of class, gender, race, criminology, deviance, law, culture, sexuality, emotion, medicine, science, and technology.

Until recently, philosophical scholarship has not been kind to Hume’s arguments in “Of scepticism with regard to reason” (A Treatise of Human Nature, 1.4.1). [1] Reid gives the negative arguments a pretty rough ride, though in the end he agrees with Hume’s conclusion that reason cannot be defended by reason.[2] Stove’s comment that the argument is “not merely defective, but one of the worst arguments ever to impose itself on a man of genius” (Stove 1973), while extreme, is not untypical. (...) Many important books on Hume (e.g. Stroud 1977) simply ignore it, though this may be because it is difficult to find any trace of the arguments in the Enquiry Concerning the Human Understanding.[3] Furthermore, when attention was paid to the arguments, it was devoted mainly to the second of the two negative arguments Hume puts forward, and that argument was held to contain an elementary mistake concerning beliefs about beliefs (McNabb 1951). This essay analyses Tully's approach to political philosophy and his arguments concerning the constitutional recognition of cultural diversity. It contextualizes Tully's approach within a discussion of Wittgenstein, showing how this approach illustrates and overcomes the limitations of analytic approaches to political philosophy. It then turns to show how this approach elucidates the character and significance of struggles for cultural recognition. The essay considers the form of civic education exemplified by this approach and some possible criticisms of Tully's arguments, before concluding (...) with a set of reflections on the tone of political philosophy. We argue that it is neither necessary nor sufficient for a mathematical proof to have epistemic value that it be “correct”, in the sense of formalizable in a formal proof system. We then present a view on the relationship between mathematics and logic that clarifies the role of formal correctness in mathematics. Finally, we discuss the significance of these arguments for recent discussions about automated theorem provers and applications of AI to mathematics.

There is an increasing suspicion that Multiple Personality Disorder is one extreme along a continuum of dissociative phenomena, ranging from children’s pretend play and dreams at one end, through borderline personality disorder, posttraumatic stress syndrome, dissociative disorders not originally specified to a severe and complete personality fragmentation at the other. In this essay, we address the questions of whether a continuum view is correct and how to characterize the differences among the various disorders through distinguishing multiplex from multiple selves. Walter Savage Landor's exasperated marginal comment on line 13 of Horace, C. 1. 4 has sent modern commentators scurrying to the poem's defence. The skirmish has been won for Horace, but at the expense perhaps of magnifying the importance of line 13: A. Y. Campbell insisted that pallida mors, far from being irrelevant, was ‘the focus of the whole poem’.

After rejecting traditional accounts in terms of reason, Hume presents his own explanation of how we are led from a present impression directly to an idea of something unobserved by the association of ideas set up by past experience. It is this that explains our most basic probable inferences. Hume also has to explain why and how the results of such inferences are believed. What distinguishes belief from mere conception is the very same thing as that which distinguishes impressions from (...) ideas, and ideas of memory from ideas of the imagination: force and vivacity. Once he has an account of these basic inferences and beliefs, he is able to explain how we manage to engage in more complex, reflective reasonings. Such reasonings make use of the uniformity principle and the causal maxim, and Hume is even able to explain how we get the idea of necessary connection. At the end of the story, we have an account of how we manage to perform really difficult and complex feats of reasoning. But this account requires his explanation of the simplest cases of probable reasoning as merely associative, and his account of belief as belonging more to the sensitive than the cogitative part of our natures. The Oxford Classical Texts, or Scriptorum Classicorum Bibliotheca Oxoniensis, are renowned for their reliability and presentation. The series consists of a text without commentary but with a brief apparatus criticus at the front of each page. There are now over 100 volumes, representing the greater part of classical Greek and Latin literature. The aim of the series remains that of including the works of all the principal classical authors. Although this has been largely accomplished, new volumes are still being published (...) to fill the remaining gaps, and old editions are being revised in the light of recent research or replaced. This response chooses as the sole topic for its concern the central question ‘how can Husserl's approach to consciousness be used to inform cognitive science?’ This paper is a response to the papers on phenomenology, in particular the one by Varela. The response makes brief comments on Husserl's phenomenology and the breadth of cognitive science is alluded to as well as its wide spectrum of phenomena. The authors are agreed that there could be a Husserlian cognitive science, but it would (...) take some compromises from both traditions. In general we find that there is some good neuroscience in Varela's approach, but he mixes the contradictory perspectives of natural science and Husserl's phenomenology without explaining or mentioning the major problems which could be entailed by this.
