This volume attempts to provide a new articulation of issues surrounding scientific realism, scientific rationality, the epistemology of non-classical physics, the type of revolutionary changes in the development of science, the naturalization of epistemology within frameworks of cognitive science and structural linguistics, models of the information technology revolution, and reconstructions of early modern logical systems.

My analysis here is an attempt to bring out the main through-line in the development of Bulgarian philosophy of law today. A proper account of Bulgarian philosophy of law in the 20th century requires an attempt to find, on the one hand, a solution to epistemological and methodological problems in law and, on the other, a clear-cut influence of the Kantian critical tradition. The academic review of the book “On Bulgarian Philosophical Culture” by Atanas Stamatov deals with the main areas and problems explored by the author. The book consists of various articles written by Atanas Stamatov over the past 30 years and the review evaluates their importance and significance. The text examines in detail the methods and main accents in Stamatov's works – the concept of “Bulgarian philosophical culture”, the philosophical concepts in the Old Bulgarian language, the philosophy (...) education, philosophy of history in Bulgaria, as well as the analysis of the key thinkers in the Bulgarian tradition. In the article, I outline the main layers that are fundamental to the construction of Bulgarian political culture. At the beginning of the text, I clarify the concept of political culture. The examined layers are four: geographical, Balkan, Orthodox, and national. These layers, in particular, have a determining influence on the character of Bulgarian political culture in the modern history of Bulgaria.

Speculations about Islam, Islamization and Fundamentalism proceed from the deficit of a serious historic study on the origin and activity of the Bulgarian Muslims (the Pomaks), which is due to both the politicization and ideologization of this theme through many centuries, and various national and chauvinistic interests. From the beginning of the 1890's and especially in the 1920’s and 1930's, the continuous campaign in the press encourages public opinion to differentiate religious affiliation from ethnic affiliation and to accept the (...) Pomaks as the part of the Bulgarian nation. In the 1960’s, there is a growing pressure to integrate the “Bulgarian Muslims” (the Pomaks) into the community of the ethnic Turks at the same time that the ethnic Turks use the privileges of communism,of which they were gradually deprived later. Twenty years after the change, the state continues to abdicate its responsibilities for this clearly Bulgarian compactmass of the population, whose mother tongue is Bulgarian. The state does not pay attention to the poor, to education, to the large unemployment rate, the lack of investments in these regions, the lack of infrastructure, the discovery of the adequate and transparent way of financing the religious education of these people, or to their need to participate actively in the processes of building civil society. Communist successor parties in Central and Eastern Europe have adapted to the new realities according to a popular model differentiating between pragmatic reform and leftist retreat. The Bulgarian Socialist Party, which succeeded the ruling Communists, seems to diverge from this model, neither fully transforming into a Western European social democratic formation nor remaining a Communist one while keeping elements of both. The reasons behind this ambivalent position are examined according to the party’s orientation toward its own past in its (...) three dimensions: program messages, voters’ attitudes and commemoration of Communist legacy. In cooperation with the Philosophical Faculty of Sofia University, the Bulgarian Philosophical Society organized the conference "Phenomenologies: the legacies of Edmund Husserl," which took place on 6 and 7 November 2015, and became the founding event of BFO-Fenomenologia – the Phenomenological Association as a community of the Bulgarian Philosophical Society. The Association offers a new home for Bulgarian scholars and groups from different phenomenological currents.

The article focuses on problems relating to the Jewish community’s origin in medieval Tarnovo, the reasons that provoked the Bulgarian-Jewish conflict from the 1350ies and its aftermaths. The hypothesis that Tarnovo Jews originated from Byzantine and appeared in medieval Bulgarian capital at the end of the 12th century as manufacturers of silk is proposed. The religious clash from the 1350ies is ascribed to the influence exerted by some Talmudic anti-Christian texts on the local Jewish community, to the broken (...) inner status-quo between Christians and Jews after the second marriage of the Bulgarian tsar Ivan Alexander and to the reactions of part of the Christian population against the breach of this status-quo. From the 1991 referendum on independence and the adoption of the Constitution up to date, Macedonian statehood has been going through several political transformations, of which, as key, we single out those of 2001, 2017 and 2018-19. All those turning points relate to the resolution of identity conflicts and disputes, both within the country and with neighbouring states. The purpose of this paper is to prove the hypothesis according to which the replacement of constitutionality as the foundation of the Macedonian (...) state with contractual relations, which are later constitutionalized, leads to statehood erosion. In other words, instead of the Constitution representing a relatively permanent social contract of the citizens in the political community, the three contracts turned it into its opposite. Constitutional changes brought about through coercion and blackmail, that is, from a position of power, through international state building, have gradually created an increasingly weak and unsuccessful state, that is, a provisional state. Such an entity cannot hope to be incorporated into the European Union. More precisely, identity concessions accompanied by the dysfunctional state institutions result in effects contrary to the basic democratic imperatives and the principles contained in the Copenhagen criteria. Bulgarian philosophical life is particularly poor and fruitless. As well as in all communist countries the development of Bulgarian Marxism-Leninism was marked by some very sharp controversies between dogmatics and revisionists. Bulgarian Orthodoxes are particularly militant and intolerant and on the contrary, revisionists are in reality very moderate and rather conservative. Therefore the deviations are insignificant and the degree of the destalinization is very small.

Campaign posters and printer billboards are reviewed in this article with a focus on the slogan. The main argument is that the analysis and the function of an ad slogan can be applied to political campaign slogans. Certain similarities can be found in the purpose of the two, but also similar techniques are used to engage the audience: by using salient expressions or conversational implicatures voters are engaged in a language game that increases the chances of the slogan fulfilling its (...) purpose. For this reason, the theory of implicatures and the Graded salience hypothesis are briefly reviewed. The message becomes easier to grasp and remember because it uses familiar expressions as it is shown in the evidentiary sample. (shrink)

As the EU implements measures to tackle the climate emergency on a continental scale, national governmental and economic actors haste to claim better positions in an eco-friendly low carbon market of goods and resources. With this gradual change, surprising factors hinder local community support for the de-carbonized promised future. In order to understand what inspires rural communities to contest and negate green economic action, I investigate a case of local unrest against the erection of an RES plant on public non-arable (...) agricultural land. Drawing upon in-depth interviews with local villagers, rebelling against the photovoltaic plant and municipal representatives, deciding the fate of the land, I outline three main axes of exclusion. These, I argue, fuel the opposition to the EU’s green acts: the symbolic exclusion of differing types of greenness (natural vs political); the geopolitical political exclusion of the local human for the benefit of the global one; the local exclusion, depriving some citizens of legitimate instruments for social claims-making. Azarya Polikarov was born in Sofia on October 9, 1921. Through the many stages of politics, economy, and culture in Bulgaria, he maintained his rational humanity and scientific curiosity. He has been a splendid teacher and an accomplished critical philosopher exploring the conceptual and historical vicis situdes of physics in modern times and also the science policies that favor or threaten human life in these decades. Equally and easily at home both within the Eastern and Central European countries and within (...) the Western world. Polikarov is known as a collaborating genial colleague, a working scholar. not at all a visiting academic tourist. He understands the philosophy of science from within, in all its developments, from the classical beginnings through the great ages of Galilean, Newtonian. Maxwellian science. to the times of the stunning discoveries and imaginative theories of his beloved Einstein and Bohr of the twentieth century. Moreover, his understanding has come along with a deep knowledge of the scientific topics in themselves. Looking at our Appendix listing his principal publications, we see that Polikarov's public research career, after years of science teaching and popular science writing, began in the fifties in Bulgarian, Russian and German journals. This article focuses on the views held by the early Bulgarian representative and interpreter of pragmatism Ivan Sarailiev on the two trends of this doctrine – the method for ascertaining meaning proposed by Charles Sanders Peirce, and the theory of truth propounded by William James. Sarailiev applied andpropagated the pragmatist ideas of the doctrine’s founders in Bulgaria in the 1920s, and is thus one of the first followers of Peirce in Europe and the very first in Eastern Europe. How (...) deep was Sarailiev’s understanding of the two types of pragmatism? How did they shape his philosophy and what was their role? This article will try to address these questions as well as presenting the overall reception of pragmatism in Bulgaria in the Interwar period through Sarailiev who was its only serious proponent both at the time and long aft erwards.
