My analysis here is an attempt to bring out the main through-line in the development of Bulgarian philosophy of law today. A proper account of Bulgarian philosophy of law in the 20th century requires an attempt to find, on the one hand, a solution to epistemological and methodological problems in law and, on the other, a clear-cut influence of the Kantian critical tradition. Bulgarian philosophy of law follows a complicated path, ranging from acceptance and revision of Kantian (...) philosophy to the development of interesting theories on the logic of legal reasoning. In the article, I outline the main layers that are fundamental to the construction of Bulgarian political culture. At the beginning of the text, I clarify the concept of political culture. The examined layers are four: geographical, Balkan, Orthodox, and national. These layers, in particular, have a determining influence on the character of Bulgarian political culture in the modern history of Bulgaria.

Communist successor parties in Central and Eastern Europe have adapted to the new realities according to a popular model differentiating between pragmatic reform and leftist retreat. The Bulgarian Socialist Party, which succeeded the ruling Communists, seems to diverge from this model, neither fully transforming into a Western European social democratic formation nor remaining a Communist one while keeping elements of both. The reasons behind this ambivalent position are examined according to the party’s orientation toward its own past in its (...) three dimensions: program messages, voters’ attitudes and commemoration of Communist legacy. The article examines the history of transactional analysis (TA) in Bulgaria. The presentation of the ideas of TA in the literature in the country is traced in historical terms. Emphasis is placed on the use of TA in different fields by different scientists and specialists who use it in these fields. Its institutional history related to the establishment of the Bulgarian Society for Transactional Analysis and the entry of TA in academic world is examined.

I detect a specific attitude to Byzantium (“the Byzantine Enlightenment”) in Ivan Kireevsky’ Slavophile article “On the Character of Enlightenment in Europe” (1852). I qualify this attitude as Byzantinocentrism. I take that as a focal point and, against this background, consider the image of Byzantium in Kireevsky and some thinkers of his social circle. It allows me to trace the most important lines of attitudes to Byzantium in the Russian historiosophical literature and opinion journalism of the nineteenth century. I detect (...) two opposite lines in perceiving Byzantium in Kireevsky’s early social circle: the anti- and pro-Byzantine ones. The first line goes back to an anti-Byzantine message, characteristic of the epoch of Enlightenment. It found its manifestation in G. W. F. Hegel’s Lectures on the Philosophy of History. I point to the traces of the implicit polemics with Hegel’s anti-byzantinism in Kireevsky and identify the context of these polemics in Arist Kunick. As well, I outline how these lines worked in Pyotr Chaadaev and Alexander Pushkin. Then I distinguish between how the image of Byzantium was presented, first, in Kireevsky’s earlier Slavophile article “On the Character of Enlightenment in Europe” and, second, in his last article “On the Necessity and Possibility of the new Foundations for Philosophy” (1856). In the latter article, which sees Byzantium as bipolar, I find another view on Byzantium. I suggest that this view on Byzantium as a bipolar entity goes back to Alexey Khomyakov’s Semiramis. My point is that this difference in the views on Byzantium is paradigmatic and it reflects a division that was present in the Russian Slavophile-conservative milieu of that time. I suggest that this division stands behind another division within the same milieu, which was politically oriented, the one in relation to the Greek-Bulgarian ecclesiastical question. I analyze how both monopolar (Byzantinocentric) and bipolar views on Byzantium were reflected in the Greek-Bulgarian question as it was considered by Alexey Khomyakov and Terty Filippov. I find a context for developing Kireevsky’s attitude towards Byzantium in François Guizot’s historiosophic scheme as well. (shrink)

The academic History of Philosophy in Lithuania in three volumes will be published by the Institute of Culture, Philosophy and Art. The first presented volume covers the development of Lithuanian philosophy from the 16th to the 18th centuries. It includes late medieval and Renaissance philosophy, the second scholasticism and modern philosophy. The first Lithuanians to be introduced to philosophy were young members of the gentry who studied in European universities at the end of the 14th century. The recently baptized Lithuania (...) strove to adopt Western culture and to present itself as a Western state. Some graduated from the universities as bachelors or masters of philosophy and returned to their country. At the end of the 14th century, Vilnius Cathedral School was founded. The elements of logic were probably taught there. The growth of the political and economic power of the Grand Duchy of Lithuania brought about the need for higher education. That need was significantly increased by the growing activity of various religious orders. In 1507 the Dominicans started teaching philosophy and theology to their novices. They were able to teach late medieval philosophy in its thomistic interpretation. We can regard 1507 as the year Lithuania benefited form a new phenomenon, professional philosophy, and the Dominicans as its initiators. They taught not only the disciplines of late medieval philosophy but also the basics of the other sciences. The Dominicans, and later the Jesuits, Franciscans, Bernardines, Carmelites, Trinitarians and other monastic orders, enriched intellectual life in Lithuania by teaching philosophy in their schools. The paper discusses the Anglo-American philosophy of law of the 20th century, more specifically the philosophy of law of Ronald Myles Dworkin and his criticism of the legal positivism of Herbert Lionel Adolphus Hart. The author presents the history of the criticism of legal positivism in Ronald Dworkin’s philosophy of law and distinguishes historical stages. The subject of the study is the critique of legal positivism but not the Hart-Dworkin debate itself, well known in Western philosophy of law. The reason (...) is that the discussion was conducted between Dworkin and Hart’s supporters but not between Dworkin and Hart by himself. The latter responded to the criticism only after twenty seven years. The article explains why Dworkin chose for his criticism Herbert Hart’s version of legal positivism. This is due to the fact that Dworkin highly appreciated Hart’s positivist theory of law and characterized it as the “most clear.” The article presents the methodological foundations of criticism of Hart’s legal positivism in Dworkin’s philosophy of law. It reveals a methodological divergence between the two legal theories, which directly affects the understanding of the concept of law and its content. Therefore, we can assume that the legal theories of Hart and Dworkin are two competing models of law: Dworkin’s model considers law as a set of rules and principles and Hart’s model acknowledges only rules and court decisions as a source of law. The article also presents the key principles of positivism criticized by Dworkin. These principles, firstly, interpret law as a set of legal rules determined through a special legal criterion, secondly, provide the judge with an opportunity to make a decision “at his own discretion” in a situation not regulated by law, and, thirdly, recognize only legal rights and obligations enshrined in legal regulations. It is important to note that in this article the author describes criticism as an independent phenomenon of legal philosophy with a particular focus on the history and foundations of this phenomenon. Different conceptions of social philosophy were divided and polarized in different variants: from biological reductionism (the attempt to explain social phenomena in terms of biology) to sociocentrism. The approach V. A. Vazulin’s conception of “The Logic of History” makes it possible to concretize the dialectic of the natural (including the biological) and the social. The creative development of the method of scientific investigation made it possible to reveal the inner systematic interconnection of laws and categories of social theory which reflect (...) the structure of developed society; it also made it possible to outline thetheoretical periodization of human history (the objective laws of its “ascent” from the very beginning, emergence, formation, to maturity) through a prism of interconnections of natural and social factors. The conception of “The Logic of History” opens a stage in the successive dialectical development of social philosophy by sublating historical materialism and the formation approach. The structure of society as a whole is a multi‐level, hierarchical and subordinated system, the organic whole of interconnected elements, relations and processes. The historical process is regarded as a gradual transformation of the natural (including the biological) by the social, i.e., as a social “sublation” of the latter by the former. The stages in the process of development are analyzed here: as theunity of the natural (including the biological) and the social; as a process of emergence of the social from the natural; as the transformation of thenatural by the social. In Fortschritte und Rückschritte der Philosophie, Leonard Nelson sets forth an interpretation of the history of philosophy from the perspective of his own philosophy. From this perspective, the history of philosophy properly begins with the work of Kant and his own teacher, Fries. In order to explain how he arrives at this striking conclusion, it will be necessary to note certain features of Nelson's position.

Philosophy of science emerged as a distinctive part of philosophy in the twentieth century. Its defining moment was the meeting (and the clash) of two courses of events: the breakdown of the Kantian philosophical tradition and the crisis in the sciences and mathematics in the beginning of the century. But what we now call philosophy of science has a rich intellectual history that goes back to the ancient Greeks. It is intimately connected with the efforts made by many thinkers to (...) come to terms with the distinctive kind of knowledge (episteme; scientia) that science offers. Though science proper was distinguished from natural philosophy only in the nineteenth century, the philosophy of natural philosophy has had almost the very same agenda that current philosophy of science has. Two articles by Lewis Feuer caught my attention in the '40s when 1 was wondering, asa student physicist, about the relations of physics to philosophy and to the world in turmoil. One was his essay on 'The Development of Logical Empiricism' (1941), and the other his critical review of Philipp Frank's biography of Einstein, 'Philosophy and the Theory of Relativity' (1947). How extraordinary it was to find so intelligent, independent, critical, and humane a mind; and furthermore he went further, as (...) I soon realized when I looked for his name on other publications. I recall arguing with myself over his exploration of 'Indeterminacy and Economic Development' (1948), and even more when I read his 'Dialectical Materialism and Soviet Science' (1949). More papers, and then the fascinating, sometimes irritating, always insightful, books. His monograph on Psychoanalysis and Ethics 1955, the beautiful sociological and humanist study of Spinoza and the Rise of Liberalism (1958), his essays on 'The Social Roots of Einstein's Theory of Relativity' (1971) together with the book on Einstein and the Genera tions of Science (1974), the splendid reader from the works of Marx and Engels, Basic Writings on Politics and Philosophy (1959) which was a major text of the '60s, the stimulating essays on the social formation which seems to have been required for a modern scientific movement to develop, set forth most convincingly in The Scientific Intellectual (1963). PREFACE. THE Author of this very practical treatise on Scotch Loch - Fishing desires clearly that it may be of use to all who had it. He does not pretend to have written anything new, but to have attempted to put what he has to say in as readable a form as possible. Everything in the way of the history and habits of fish has been studiously avoided, and technicalities have been used as sparingly as possible. The writing of this (...) book has afforded him pleasure in his leisure moments, and that pleasure would be much increased if he knew that the perusal of it would create any bond of sympathy between himself and the angling community in general. This section is interleaved with blank shects for the readers notes. The Author need hardly say that any suggestions addressed to the case of the publishers, will meet with consideration in a future edition. We do not pretend to write or enlarge upon a new subject. Much has been said and written-and well said and written too on the art of fishing but loch-fishing has been rather looked upon as a second-rate performance, and to dispel this idea is one of the objects for which this present treatise has been written. Far be it from us to say anything against fishing, lawfully practised in any form but many pent up in our large towns will bear us out when me say that, on the whole, a days loch-fishing is the most convenient. One great matter is, that the loch-fisher is depend- ent on nothing but enough wind to curl the water, -and on a large loch it is very seldom that a dead calm prevails all day, -and can make his arrangements for a day, weeks beforehand whereas the stream- fisher is dependent for a good take on the state of the water and however pleasant and easy it may be for one living near the banks of a good trout stream or river, it is quite another matter to arrange for a days river-fishing, if one is looking forward to a holiday at a date some weeks ahead. Providence may favour the expectant angler with a good day, and the water in order but experience has taught most of us that the good days are in the minority, and that, as is the case with our rapid running streams, -such as many of our northern streams are, -the water is either too large or too small, unless, as previously remarked, you live near at hand, and can catch it at its best. A common belief in regard to loch-fishing is, that the tyro and the experienced angler have nearly the same chance in fishing, -the one from the stern and the other from the bow of the same boat. Of all the absurd beliefs as to loch-fishing, this is one of the most absurd. Try it. Give the tyro either end of the boat he likes give him a cast of ally flies he may fancy, or even a cast similar to those which a crack may be using and if he catches one for every three the other has, he may consider himself very lucky. Of course there are lochs where the fish are not abundant, and a beginner may come across as many as an older fisher but we speak of lochs where there are fish to be caught, and where each has a fair chance. Again, it is said that the boatman has as much to do with catching trout in a loch as the angler. Well, we dont deny that. In an untried loch it is necessary to have the guidance of a good boatman but the same argument holds good as to stream-fishing... (shrink)
