The term dual use technologies refers to research and technology with the potential both to yield valuable scientific knowledge and to be used for nefarious purposes with serious consequences for public health or the environment. There are two main approaches to assessing dual use technologies: pragmatic and metaphysical. A pragmatic approach relies on ethical principles and norms to generate specific guidance and policy for dual use technologies. A metaphysical approach exhorts us to the deeper study of human nature, our intentions, (...) goals, values ideals and social relations when considering dual use technology. Use of science and technology (S and T) is determined by two components of human nature: human intentions and choices. We have drawn a distinction between specific measures, goals and intentions with respect to technologies in order to show that moral judgment about technologies must precede their use. Understanding of our intentionality and values, and our moral ideals, as a measurable, tangible part of the real world is important for the prevention of any possible harm from S and T. In the context of dual use technologies, we stress the importance of three main understandings of human nature: vulnerability, responsibility and narrative identity. These can become a strong ontological “antidote” to technology’s poisoning of modern man. Each new technology can be measured and compared with man’s values, traditions and societal norms. This can be done bearing in mind the concept that human nature is not dualistic, but pluralistic. A system of ethical principles that includes the principles of good intentions, the correspondence of goals and means, the balancing of risks and benefits, simplicity, and contextuality, will help ensure that technologies are more humanistic and friendly to human beings. Our study shows that 26 % of respondents believe that the End of the World will not arrive. Twenty-four per cent of respondents are skeptical about the likelihood of the Apocalypse, but they admit its possibility. Thirty-seven per cent of respondents believe that the End of (...) Time will not come soon and the remaining 13% expect the Apocalypse very soon. Some respondents indicate that growth in the rate of prophecies connected with the End of the World in recent years suggests that humanity itself seeks it, while 9 % of respondents state the religious point of view in their works. Also 9 % of respondents believe that there will be no destruction of civilization or destruction of the planet but there will be a mental transition to another level of being. The existence of correlation between creative thinking and eschatological expectations was also empirically established in our study, especially in the group of respondents with a high level of verbal creativity. There is no correlation between the index of non-verbal creativity, personal religiosity and eschatological expectations in the sample. These results confirm that our study is relevant and offers great prospects for further scientific research. (shrink)

The article highlights the theoretical foundations of information support of public administration. The paper considers and analyzes effective information and telecommunication systems for implementing information security in public administration, including the development and implementation of a scientific approach to it. The research focuses on the amount of information that moves in the information system of public administration activities and provides authorities received mutually reinforcing effect "economies of scale" that is traditional in costs by increasing the scale of production.

The work presents axiological aspect of tolerance formation under conditions when each culture comprehends its tradition uniqueness and strives to prove its competitiveness under globalization; basic features of tolerance have been outlined as well.

The topicality of the issue on communities being restructured as a result of migration processes, in particular in Europe nowadays, leads to academic discussions on identity transformations under the pressure of the migrations, as well as to integration rethinking. The approach to integration has changed significantly, and the idea of the Other as an individual or a group in need of being adjusted to the social-cultural space of We has faded away, while being substituted by the recent shift from diversity (...) to superdiversity, the nation-focused models of integration considered outdated. Integration emerges as a relation-based process aimed at communicative and discoursive discovering of the social and cultural markers disclosing the possibilities for citizens to reach social cohesion advantages, without the latter being instrumentally imposed through unifying efforts of those in power. The article dwells upon the questions, issues and conclusions of the recent discussion “Who needs integration?”; and the discoursive aspect of integration based on D- principle and migration-related aspects of its implementation has been paid due attention as well. Static and dynamic identity issues have been studied in the context of conflict-related migration situation in Ukraine. The challenges and practical discourses implying integration have been reviewed through the surveys’ data, 2017- 2019, on the protracted displacement, relations between displaced persons and host communities, tolerance and civic engagement. Post-conflict reintegration problems have been outlined in the conclusions, through the issues on “return vs. integration” choice, “red lines”, and educational means and limitations of influence on the restructured communities, – as the perspectives for further research in the framework of the study. Modern linguistics is characterized by the establishment and formation of a new promising direction, based on anthropocentric theory of speech genres. The popularity of this direction lies in the interest of the scientists in the phenomenon of virtual communication, which has a certain structure and differs in mechanisms of influence on the social content. The multidimensionality and richness of genre forms determine the need for a diverse approach to the study of speech genres in modern genology. The aim of the (...) article is to study and analyze the theory of speech genres in modern linguistics. The author presents the basic theoretical foundations of the study of the theory of speech genres. Taking into account the achievements of modern studies, the concept of speech genres is analyzed, features and functions of the visual elements of the speech genre are described. It is proved that the modern speech genre and its variety the virtual speech genre are an informational and communicative environment in which there is a certain styling, sphere of communication, speech behavior. The speech genre and the virtual speech genre belong to the written communication and rely on the fullest use of lexical, grammatical, graphic, and media means of speech, which foresees certain adjustments, as well as it differs by the form of dialogue and monologue. The article considers the features contemporary transformations narratives official Russian Orthodoxy in the years 2015-2016. At the end of 2015 and in 2016 narrative "Russian world" Patriarch and his entourage tried to upgrade using the ideal of "solidarity." The ideas of "solidarity" in the XX century evolved differently in Catholic social teaching and fascism. Spokesman of the Russian Orthodox Church sees the embodiment of the ideals of solidarity in the best manifestations of Soviet mentality. "Solidarism" in the rhetoric of the (...) Patriarch and his entourage are a means of legitimizing Russian nationalism and revanchism. According to the Patriarch of core values and "Russian world" is "faith, state, justice, solidarity and dignity." These values must be an alternative to liberal values - freedom, rights, human rights. According to Patriarch values should determine the policy, and especially value the unity of the Russian people and state. This means that the patriarch claim to symbolic power over the politicians of Russia and neighboring countries. Іn rhetoric of patriarch the West, with its core value of freedom, embodies evil. Russia tempted by Western values, and this is the cause of many crises. The role of savior in this narrative belongs to the church and its leadership. Present rated as the culmination of the struggle between good and evil. The future victory of good patriarch linked not only to preserve the unity and uniqueness of Russia, but the triumph of traditionalism in Europe, the adoption of the values of solidarity society. The article deals with certain aspects, risks, and ethical problems of technological improvement of human, namely the use of technologies for transformation his / her genome. At the present stage of civilizational progress of humanity, the scientific potential of society and the possibility of producing high technologies initiate technological transformation in the evolution of civilization. There have not yet been analogues of this transformation in the history of mankind. One aspect of this transformation is the transformation of the biological nature (...) of human. Human improves the art of his own qualitative transformation. Human is trying to spread his control over his own evolution. The main objects of technological influence on humans are the brain and the genome. Ethical aspects of human enhancement need philosophical understanding. J. Harris made a significant contribution to the development of this issue. The article presents his teachings of “enhancing evolution”, according to which human improvement is a reasonable way of development. The awareness of the ethical issues associated with the imperfections of these technologies and the problems associated with the perspective of their application to human embryos has contributed to the holding of International Summits on Human Gene Editing. The analysis of the results of their work gives us the opportunity to assert that there is a consensus among scientists to prevent the practical application of inherited editing of the human genome today. The article emphasizes that now, in the conditions of existential threats, risks that have an integrated manner, it is extremely necessary to focus on axiological, ethical and humanistic values in the system of scientific knowledge. Scientists should focus on the socio-cultural dimension of human improvement. In this context, bioethics, which has become the answer to many ethical questions and problems, becomes extremely important. Bioethics can become the basis for creating science-based balance between the practical application of technologies for human improvement and human rights, the principles of humanism and progress. Актуальність обраної теми статті зумовлена глобалізаційними процесами у різних сферах суспільного буття, їх конвергенцією, появою та розповсюдженням Інтернету у світі, який сприяв якісно новому етапу розвитку світу – загальної цифровізації економіки, політики, державного і муніципального управління, фінансової сфери, освіти, культури, медицини та інших сфер життєдіяльності суспільства. «Цифрова трансформація» набула ознак четвертої промислової революції. Технічні інновації визначають темпи розвитку сучасного соціуму. Цивілізаційні зміни у сфері цифровізації такі революційні, глибинні, що світ не уявляється нам без Інтернету речей, роботизації, штучного інтелекту, створення великих (...) даних, безпаперових технологій, 3D-друку, хмарного та туманного обчислення, безпілотних, мобільних, біометричних технологій тощо. Сучасні цивілізаційно-технологічні зміни формують певні особливості філогенетичного розвитку людини: по-перше, розвиток техніки спричиняє зміни у свідомості людини, «формується» «цифрова людина» – Homo digitalis, з іншим мисленням, світоглядом, доступом до знань у режимі реального часу, яка завдяки штучному інтелекту і робототехніки реалізує та вирішує значно складніші економічні, управлінські, освітні, естетичні, елітарні, творчі проєкти та задачі, змінюючи аксіологічні основи буття. По-друге, у цифровому бутті людина не лише отримує нові можливості для творчості, а й стикається із загрозами власного існування, зумовленими результатами її техніко-раціоналістичної діяльності, яка ігнорує буттєві основи людського роду та пропонує конструкції особливого світу людини – штучної віртуальної реальності, втрачається міжособистісне пізнання. У статті здійснюється історико-філософський розгляд контроверсійних підвалин комунікативних стратегій, де під контроверсіями розуміється принцип суперечності діалогу як такого, а під комунікативними стратегіями – діалог як «раціональна комунікація», тобто комунікація з наперед заданою метою. Показано зв’язок між морально-етичною настановою історичних періодів та принципом діалогу, притаманного цій добі. Виявлено, що принцип діалогу, запроваджений ще у добу Античності як спосіб знаходження порозуміння, знайшов своє продовження у диспутах середньовічних університетів та жанру діалогу доби Відродження. Водночас індивідуалізм доби Відродження, раціональна настанова Просвітництва та наукові дослідження (...) Нового часу усталили суб’єкт-об’єктний принцип взаємин; відновлення принципу діалогу як засобу порозуміння, пов’язується, зокрема, із працями представників комунікативної філософії. Svitlana Shkil’s article «Reception of meeting Patriarch Kirill and Pope Francis in the information space of the Russian Orthodox Church» examined reaction to a meeting of religious leaders in Havana speakers of the three trends in Russian Orthodoxy - conservatives, fundamentalists, liberals. This unprecedented event caused a wide resonance in the Russian information space of the church, caused a broad discussion on the future of Russian Orthodoxy.

This article aims to reveal the semantic dynamics of narratives on Rousseau in Kyiv academic philosophy of the 19th and early 20th centuries. through the separation of the informational layer from the rhetorical one in their content and the identification of hidden (unarticulated) elements that determined both the general nature of the narrative and the evaluative judgments of the narrators. Based on archival primary sources and printed editions (mostly bibliographic rarities), a historical and philosophic study of the narratives on Jean-Jacques (...) Rousseau and his philosophy of education performed, which were created and broadcast by professors of Kyiv Theological Academy and St.Volodymyr University Pamfil Yurkevych, Sylvester Gogotskyi, Markellin Olesnitskyi, Mykola Makkaveiskyi, Oleksandr Selikhanovych, and Vasyl Zenkovskyi. Keeping almost the same informational core, the narratives of Kyiv academicians on Rousseau differ significantly in terms of rhetoric. While the “older generation” goes into philosophical criticism of the pedagogical ideas of the Swiss thinker as the Stranger, the “younger ones”, limiting themselves to remarks about their controversial nature, represent him as the Self. This difference is due to both personal factors and institutional conditions for the development of Kyiv academic philosophy, as well as changes in the general political situation in the period of the late 19th and early 20th centuries. The article is devoted to philosophical and hermeneutic analysis of videogame player identity. The purpose of the study is to reveal the general features of the videogame player identity, to distinguish it from gamer identity and to define common levels of its formation, on the basis of which the further methodology of videogame philosophy may be formed without stereotypical views. To achieve it, the classification and systematization, as well as the analysis and synthesis, applied to the identity concept in general (...) and studies on gamer self-identity in particular, have been used. Considering player identity in hermeneutic terms, the authors have delineated the main levels of the player identity formation, namely: videogame preferences, manner of playing and character / personal profile identity. All this levels not only form player identity as an individual way to identify oneself, but also act as a ground for further creation of gamer identity. (shrink)

The article deals with the problem of possibilities of implementing the experience of transhumanism into the educational sphere. It is concluded that education, as a culturally creative component of society and human life, not only transfers the experience of the past, but also outlines the orientations of the future, preparing a person for life in a society where intellectual resources and innovations play a decisive role. Its effectiveness is predetermined by the degree to which a person is prepared for changes, (...) effective actions to solve the contradictions of social development. Methodological potential of the experience of transhumanism in educational development has been revealed in this research as the realities of the present form a number of new challenges to education. The concept of transhumanism focuses the educational process upon the need to find and create identical and cultural forms by the human being according to social requests; it points up the worldview-axiological and purposeful foundations of human objective reality. In the educational domain, the methodological possibilities of transhumanism are directed to the discovery of the individual nature of a human being. Educational activity is increasingly focused upon developing learning capacity which is considered as a process of self-knowledge, self-creation, self-building of the environment and a human being. Recent anthropological studies consider the corporal experience as an indispensable attribute of a person’s life world. They declare to go beyond the dichotomy of body and mind and present a modern person as a complex integrity of all systems and characteristics of a living organism. Body and mind are a union of vitality with different forms of their manifestation. The corporal is not regarded as an essential complement to the mental, the corporal is the mental, just in a different form (...) of its manifestation. The implementation of a methodological turn from a rationalcognitive approach to a holistic understanding of human nature and the peculiarities of cognitive processes outlines the problem of education transformation in both theoretical and practical terms. Taking into account the complexity and multiplicity of tasks in solving this problem, the guideline in defining conceptual ideas is the understanding of a person as a multi-temporal being who lives simultaneously in multiple hierarchical levels, ontological time and the scale of processes. It is a question of necessity to construct educational activity in semantic planes: mindbody- culture, mind-body-activity, body-consciousness-reaction and others. (shrink)

This article attempts to present the dialogue between 19th – century Kyiv academic philosophers and Kant regarding the issues related to the “pedagogical paradox” formulated in his Lectures on Pedagogy. The main finding is the specific contributions made by Kyiv academics to Kant’s reasoning about education. Such a peculiarity was defined by the educational paradigm based on the requirements of the Charters of the Russian theological academies, which mandated that all philosophical doctrines be considered from the perspective of Orthodox Christian (...) dogma. This approach led to the recognition of the child’s full right to humanity, thereby reinforcing Kant’s postulate on the universal significance of education. Simultaneously, it expanded the possibilities for overcoming the contradiction of the pedagogical paradox, allowing Kyiv academic philosophers to pose a fundamental question about how to create a space of freedom in education. By acknowledging the capacity for moral freedom as inherent in the child’s nature, the strategic logic of pedagogical interaction in the reasoning of Kyiv academics shifted from Kant’s “active expectation” – where the child intellectually matures to understand moral ideas – to a logic of “interactive support,” where educators assist the child in realizing their personhood through accessible forms of moral activity. Consequently, within the context of these discussions, the theme of pedagogical creativity emerged prominently in the Kyiv philosophical and pedagogical discourse of the 19th century, underscoring the impossibility of standard solutions in a field where freedom and necessity are constantly negotiated. The article considers the features of gender researches in the context of significant changes taking place in the technical and technological sphere of modern society. The authors considered it their task to trace the evolution of the gender issue starting with the actual ignoring of scientific and technological progress realities in early feminism to the natural synthesis of this issue with the achievements of technoscience and information technology. The most modern form of such a synthesis was cyberfeminism. The authors were (...) meticulous about the terminological apparatus of this problem, about the explication of the newest concepts, which, thanks to gender studies, have significantly enriched the modern humanitarian discourse. The peculiarity of this study is an attempt to identify the logic of gender research evolution, which adjusts to the formation of a new humanism, awareness of the identity of many strata of modern society and the search for the ways to struggle for their rights and their future. The article outlines the methodological principles of gender studies, because it is the methodology that allows you to productively develop these studies in the context of postmodern humanities. As a result of the study, the constructive possibilities of gender research, the prospects of their methodology, which allows to form the foundations of modern humanism, to find upgrades as to solve existing problems so to anticipate new challenges of the XXI century. Basing on foreign sources, where the gender problem is being studied quite actively and is developing rapidly, the authors of the article also analyze the state of gender research in Ukraine, which takes into account the realities of technoscience and information technology. The article is devoted to revealing the phenomenon of contemporary changes in the language space, in accordance with the processes of transition that take place in the economy of Ukraine in the context of knowledge representation, neuro-modeling and artificial intelligence. The relevance and expediency of the study are due to the uncertainty to some extent of innovative processes occurring in the development of the contemporary Ukrainian language in connection with the transitional processes in the economy. The relevance of the study (...) is determined by: 1) the importance for contemporary linguistics of identifying and describing the structural and typological features of the “dominant” lexical and semantic subsystems of the contemporary Ukrainian language, reflecting the most significant concepts of contemporary Ukrainian conceptosphere; 2) the importance of the lexical subsystem of public administration not only for the contemporary Ukrainian language and contemporary Ukrainian national consciousness, but also for the effective economic policy of the state; 3) a lack of special generalizing research on the problems of formation, development and current state of the Ukrainian vocabulary of state regulation of the economy; 4) the need to clarify and improve the methodology of complex analysis of lexical and semantic systems in the Ukrainian language, methods and techniques of describing lexical units in synchronous and diachronic aspects. 5) current needs in the use of artificial intelligence, based on the principles of neuro-modeling in the representation of knowledge in the conditions of transition economy of Ukraine. The essential factors of implementation of gender identification in the context of social and communication interaction have been considered in terms of the social and philosophical analysis. The author focuses on the achievements of postmodern philosophy in terms of the scientific analysis that focused on the problem of understanding gender marking subjectivity not as immutable biological forms but as socially constructed conducted by certain types of social and communicative strategies. The author indicates that different social aspects of biological sex of (...) the individual associated with the process of public perception and the system of established socio-cultural relationship. These require the individual to a particular type of gender communicative behavior, the most appropriate in a particular society, and language becomes from an external tool in a tool of external means of formation of subjectivity, begins to define the essential contents of the subject. Language appears not only a way of individuals communication, but it is also organic strategy "involvement" of the subject in contemporary culture system, it acts as the key to his self-expression and identity. The author emphasizes that gender role is a differentiation of activity, status, rights and duties of individuals based on their gender; it belongs to the category of social roles and expressing certain social expectations. The value-regulatory system family, which brought up a specific person, has an influence on the formation of gender roles. In terms of the communication gender display is means of gender roles implementation. Gender identity should not be seen as attributive property of the individual, but it should be seen as a model of social and communicative behavior, that enables selection of the most effective communication strategies for social interaction and social causes of self-identity. Quality education becomes a global value and a categorical condition for competitive strategic development of society. In the article, the scenario-moulding is evaluated through the linguistic and conceptual accessibility of the future and the moral challenges of doing and allowing harm to the future participants of the practical discourses rooted in the present-centered scenarios. The viability of the scenarios is suggested to be defined by the alienation from the present and past imaginative contexts, as well as by overcoming the projections of humanity exclusiveness through inversible forecasting with the shift from human power to vulnerability as the (...) key issue in scenario-making. The eccentric approach to the future makes it possible to review both intergenerational and intragenerational perspectives of the future through the chronological distance and yet-inexistent subjects’ expectations and needs simulation. Taking to account the impact of the past, present and future otherness implies the three-dimensional assessment model involving metaphorical evaluation of the past-rooted patterns as paradise lost, illusions of the accessible futures as paradise found, and refusal of the futurized present expectations for the yetunknown imaginative future contexts as paradise conceptually postponed. The paper looks into the phenomenon of criticism of the Russian World concept in contemporary Ukrainian religious, political and social discourses. It is shown that the propagandistic ideological narrative model, developed according to numerous historical analogs, is becoming a subject of critical analysis by specialists in many scientific areas. Experts' views coincide in many respects but there are also different stances on some disputable issues. The historical aspiration of Russia for domination and substantiation of its unique nature is considered the (...) root of the concept. This explains the use of such narrative constructs as "Moscow is the third Rome", "specific civilization" etc. Based on evidence of competent authorities, the author proves that the concept was most likely developed by a group of leading Russian ideologists in the late 20th century. It acquired the modern conservative and nationalist form only after it had become an object of interest of Russian clerical circles and started spreading through church resources. The symbolic figure in this respect is the current Moscow Patriarch Kyrylo who has been an active promoter of the Russian World concept from the early 21st century. After he had been voted into the Patriarch office, Kyrylo turned the Russian World into the leading church and political narrative. The wide use of the concept for political purposes was consistently criticized for undisguised militarism, aggressive and nationalistic ideas underpinning the Russian World. According to numerous experts, these ideas have no common root with Christianity, sometimes being in open contradiction with the latter. Critical studies also indicate that the basis of the Russian World is the belief that the Russian culture and language are culturally superior to historical achievements of numerous other peoples, including the Ukrainians. As historical experience shows, the use of such ideological concepts as the Russian World results in consolidation of society around one national idea and expansion of aggressive state policy to neighboring countries. У статті розглянуто тему сучасної критики православ'я в Росії. Представлена детальна картина феномену релігійної критики в умовах сучасного соціокультурного дискурсу, проаналізовано декілька провідних напрямків критики православ'я як із боку представників самої церкви, так і з середовища представників світського суспільства.

The article presents the study of the effectiveness of pedagogical conditions of organizational culture formation of future border guard officers, as well as the essence and features of its content. It has been found out that organizational culture is a professionally important quality of future border guard officers, which covers knowledge about the mission and values of the border guard agency, ability to maintain and contribute to the harmonized work of the border guard unit and is expressed through adhering to (...) professional standards in interpersonal interaction and in performing border security tasks, as well as in self-organization and mobilization. In the conditions of higher military educational institution it is recommended to intensify the value-motivational attitude of cadets to learn current issues of organizational culture of the border guard officers; to develop their abilities and skills of team work by introduction of social and psychological training; to apply modern dialogic forms, methods and interactive technologies of training for the development of skills of professional communicative interaction; to develop cadets’ organizational abilities, managerial decision making skills and leadership by gradually introducing into the educational process professionally oriented situational tasks, gradually complicating content with each course. The results of the pedagogical experiment regarding formation of organizational culture of future border guard officers in the course of their professional training are described in detail. (shrink)

У статті здійснюється розгляд соціокультурних трансформацій у добу глобалізації, провідним акцентом яких, як припускається, є примат публічності, що у дослідженні інтерпретується як залежність переконань громадян від інформації, що доноситься з публічного простору. Наголошено на позитивних наслідках глобалізації, зумовлених досяжністю різноманітних думок, що ускладнює появу тоталітарного режиму. Водночас ситуація появи надміру інформації виявила необхідність формування необхідних компетенцій, пов’язаних з умінням розрізняти достеменні дані від фейків. Досліджено вплив глобалізації на культурні ідентичності, зокрема з’ясовано, що переміщення окремих осіб між країнами суттєвим чином не (...) впливає на зміну домінуючої культури. Окреслено концепт «примат публічноcті» як прикметну ознаку появи глобального простору, що упроваджується значною мірою через ЗМІ. (shrink)

The Franco-religious scholar and Franco-philosopher still remains little known, despite the fact that his works on such issues have long been published. If in Soviet times he was considered a materialist, revolutionary-democrat, atheist, and anti-clerical, nowadays such topics are simply avoided. One of the most recent fundamental studies in the field of religious studies is the ethnology of religion. The author of the monograph and a number of publications on this topic, Lyudmila Fylypovych, states that Ivan Franko's contribution to the (...) study of ethno-religious problems is determined not only by the fact that he gave general theoretical definitions of religion, ethnicity, nation, ethno-confessionality, examined the history of ethno-confessional relations, and analysis, but also offered new methodological approaches to understanding the content and meaning of the historical process. Many scholars have already considered the interpretation of the Bible in the works of I. Franko, including Vera Sulim, Larisa Bondar, Oksana Zabuzhko and others. However, these studies touch upon some aspects of Frank's vision of the Bible, or consider individual works of thinkers written on biblical subjects, such as "Moses," "The Death of Cain," "The Legend of Pilate," etc. Let us try here to show that the work of Ivan Franko demonstrates not only a deep philosophical understanding of the (...) Bible, a new, not dogmatic reading of its ancient stories, but also an objective and scientific analysis of the knowledge about it that has accumulated in its time by world scientific criticism.
