Taiwan is a liminal site of modernity in Asia. It is a modern exemplar as a liberal democracy with a developed economy, but is mostly unrecognized as a nation-state in the international system. In its liminality, however, it traces contours of modern power and their epistemological expression. This paper presents an account of Taiwan as an object of knowledge and representation in instances of scholarship and policy, Taiwanese politics, urban development and art, arguing that the narratives through (...) which Taiwan is understood embed a lived experience as Taiwanese under forms of epistemological domination. The paper then explores Taiwanese responses of co-option and resistance in alternative sites of knowledge, and it concludes that the critical unexamined force in Taiwan’s experience of modernity is violence. This paper has two main objectives. The first, which could be said to be the ultimate objective, is to gradually introduce the research project of African philosophy to the philosophical scholars in Taiwan (as a case study) and by extension to Asia in general. The second is to expose the crucial role of contemporary African philosophy in the mental liberation and emancipation of the African peoples. And by the means of this role of contemporary African philosophy introduce it to (...) philosophical scholars and scholars in the humanities in Taiwan. It highlights the need and areas for a comparative or complementary research between African and Asia philosophies, with special focus on contemporary Taiwan philosophical scholarship. This work posits “mental liberation” as the end and motivation of African Philosophy. It maintains that, whereas the Western philosophical traditions, in most part, aim at mental liberation disinterestedly or strictly epistemologically, and the Eastern philosophical traditions, in most part, aim at mental liberation socio-ethically, the African philosophical traditions, in most part, aim at mental liberation socio-politically. This book contains short analyses of Ogyū Sorai’s most important works, as well as a biography and a number of essays. The essays explore various aspects of his teachings, of the origins of his thought, and of the reception of his ideas in Japan, China, and Korea before and after "modernization" struck in the second half of the nineteenth century. Ogyū Sorai has come to be considered the pivotal thinker in the intellectual history of Early Modern Japan. More research has (...) been done on Sorai than on any other Confucian thinker of this period. This book disentangles the modern reception from the way in which Sorai's ideas were understood and evaluated in Japan and China in the century following his death. The joint conclusion of the research of a number of the foremost specialists in Japan, Taiwan, and the West is that Sorai was and remains an original, innovative, and important thinker, but that his position within East-Asian thought should be redefined in terms of the East-Asian tradition to which he belonged, and not in the paradigms of European History of Philosophy or Intellectual History. The book represents up-to-date scholarship and allows both the young scholar to acquaint himself with Sorai, and the intellectual historian to compare Sorai with other thinkers of other times and of other philosophical traditions. As the world is transformed by a myriad of forces and events occurring simultaneously, its complexity intensifies insurmountably and we require clear and robust concepts, theories, methods, and tools to not only interpret it, but above all to attempt to change it in ways that are more beneficial to our collective co-existence while enabling the flourishing of those most at risk.Readers of Spatializing Culture will find plentiful theoretical constructs, lineages, diverse viewpoints, examples, and overall opportunities for reflecting on how the (built) environment, spaces, and places have been changing mostly due to our behavior. The interrelated thematic and distinct geographical scope of the cases is one of the book’s hallmarks. The illustrative case studies come from such faraway places as Latin America (San José, Costa Rica), Asia (Taipei, Taiwan), North America (New York City; Washington, D.C.; Philadelphia, Pennsylvania; and San [End Page 151] Antonio, Texas), Southern Europe (Smederevska Palanka, Serbia), and the Middle East (Beirut, Lebanon; Cairo, Egypt; and Tel Aviv, Israel).Spatializing Culture was first mentioned to me years ago by a former colleague at the University at Albany, SUNY. His ongoing work in Latin America, coupled with his ethnographic training and prior work in a region of the world also extensively examined by Low in other scholarly works, was likely the reason for bringing it up in a conversation about the latest developments in the field and potential research opportunities. I acquired the book when I was teaching Global Urbanism and Culture and International Urban Planning. I was pleasantly surprised with the book’s thorough conceptual lineage, historic characterizations, attention to detail, comprehensive ethnographic investigations, and implications for transforming reality as well as institutional processes. Spatializing Culture is a welcome addition to urban planning textbooks, which tend to be relatively less critical, are often covered with normative constructs and statistics, and are more institutional in their characterization of problems and recommendations for further action.For the most part, the ethnographic method is qualitative, participa-tory, detailed, and quite comprehensive in characterizing key variables as the researcher found them on the ground. This differs slightly from urban planning’s preoccupation with public policy, policy analysis, rules and regulations, institutionalized procedures, the public good, and overall positivist and rationalist concerns with documenting reality and helping to lead transformative planning processes, whether in the realm of land use, transportation, housing, economic development, infrastructure, or the environment. Although International Urban Planning was to be taught in a rather orthodox manner with recourse to understanding planning cultures, best practices, lessons learned, and implications for similar situations, the Global Urbanism and Culture course was slightly more aligned with the discussions put forward by Low. These included attention to postmodern ideals, the use of creativity in community planning, distinctions between popular and highbrow culture, and the building of iconic structures in contexts of urban regeneration and mega-event planning. People from all over the world could now hire Indian women to give birth to babies for them, for a fraction of the cost of surrogacy elsewhere and with no government regulations. After some digging (...) around, I quickly realized that there was scarcely any objective, academic research about this new industry, and so began my ethnographic journey to the first clinic in not just India but in fact in the entire Global South to have a flourishing trade in both national and transnational surrogacy.1Academic inquiry into surrogacy arrangements is adequately interdisciplinary and has generated feminist, ethical, legal, and social debates for more than three decades (see, for example, Andrews 1987; Anderson 1990; Bailey 2011; Brennan and Noggle 1997; Hochschild 2012; Markens 2007; Oliver 1989; Ragoné 1994; Pande 2011; and Teman 2010). While defenders of surrogacy advocate it as a manifestation of women’s freedom and choice, much of the scholarship has displayed intense anxiety about this practice (Corea 1986; Dworkin 1983; Harding 1991; Neuhaus 1988; Raymond 1993; Roberts 1998b; and Rothman 1988). One view is that surrogacy reduces women to a mere breeder class, to the class of prostitutes, and another is that it is just another form of baby selling. Others consider the development of such reproductive technologies as a form of class and gender-based exploitation of women’s bodies. Two additional trends in this scholarship are worth emphasizing. First, [End Page 50] much of the debating takes place in abstraction and is rarely based on the actual experience of surrogates.2 Second,much of this work is about surrogacy in the Global North. This is not altogether surprising, since commercial surrogacy is a very recent phenomenon outside of the Global North.In this essay, I address these two gaps in the literature by analyzing the birthing narratives of surrogates in a clinic in India. As the surrogates compare their experiences of giving birth as a surrogate mother to their previous pregnancies, they underscore the paradox of an industry based on pro-natal technology in an otherwise anti-natal state. As importantly, these narratives are a clear manifestation of a global trend of “stratified motherhood”—“the hierarchical organization of reproductive fecundity and birth experiences that supports and rewards the maternity of some women while despising or outlawing the mother-work of others” (Rapp 2001, 469).Surrogacy in IndiaThe moral and ethical ambiguity surrounding surrogacy has made many countries, including China, the Czech Republic, France, Germany, Italy, Mexico, Saudi Arabia, Spain, Sweden, Switzerland, Taiwan, Turkey, and some U.S. states ban surrogacy altogether. Some countries have imposed partial bans, for instance Australia (Victoria), Brazil, Hong Kong, Hungary, Israel, South Africa, and the UK. Canada, Greece, South Africa, Israel, and the UK permit gestational surrogacy, subject to regulations. Then there are other countries with no regulations at all, such as Belgium, Finland, and India (Markens 2007; Teman 2010). Apart from the recent spurt of surrogacy in India, commercial surrogacy is most prevalent in California, USA, and Israel, where surrogacy is tightly controlled by the state and restricted to Israeli citizens. The Indian structure is closer to the liberal market model of surrogacy in California, where surrogacy births are primarily managed by private, commercial agencies that screen, match, and regulate agreements according to their own criteria (Pande 2009).India is not the only country to experience a rise in transnational surrogacy. Couples from countries such as the UK, Japan, Australia, and Kuwait, where surrogacy is either illegal or restricted, have hired surrogates in the United States to bear babies for them. However, while the total cost of such transnational packages is roughly between $100,000 and $120,000, in India the package costs one-third of that amount. Another factor that explains the popularity of India as a destination for transnational surrogacy is the informality of the market. The impact of machine learning in healthcare on patient informed consent is now the subject of significant inquiry in bioethics. However, the topic has predominantly been considered in the context of black box diagnostic or treatment recommendation algorithms. The impact of machine learning involved in healthcare resource allocation on patient consent remains undertheorized. This paper will establish where patient consent is relevant in healthcare resource allocation, before exploring the impact on informed consent from the introduction of black box machine learning (...) into resource allocation. It will then consider the arguments for informing patients about the use of machine learning in resource allocation, before exploring the challenge of whether individual patients could principally contest algorithmic prioritization decisions involving black box machine learning. Finally, this paper will examine how different forms of opacity in machine learning involved in resource allocation could be a barrier to patient consent to clinical decision-making in different healthcare contexts. Taiwan is an island country situated in the northwest Pacific, close to the southeast of China. The land area is about 36,000 square kilometers. The population of Taiwan is about 23 million, and it consists of the majority Han ethnic groups and dozens of minority groups who are collectively called “Formosan,” an appellation for indigenous peoples in Taiwan. Formosans can be divided into Pingpu and Gaoshan by their living area. In recent years, marriages between Taiwanese, Mainland Chinese, (...) and Southeast Asians have increased significantly. Because of the genetic background of the Taiwanese people, it was thought to be highly beneficial for Taiwan to establish a biobank specifically designed for the Taiwanese population, as it would enable large-scale cohort studies to be carried out for common diseases occurring in Taiwan. Taiwan is considered to be one of the most progressive countries in Asia but has no asylum law. Does it need one? Many in Taiwan, including officials and politicians, claim that the regulations that are currently in place are sufficient. There are, however, some people in Taiwan who require protection, and the government is not able to respond effectively in the absence of an asylum law. The author has identified several different groups in Taiwan that would (...) benefit from an asylum law — from Hong Kong protesters facing persecution, through Chinese dissidents or descendants of the ROC army from the Thai-Myanmar border region, to Turkish people with revoked passports; grouped into two major categories — persons from the PRC, Tibet, Hong Kong, and Macau and persons from other countries. The draft of the asylum law has been sitting in the Parliament for 14 years, and the reason for it not yet having passed is the “China Factor.” The Taiwan-China relationship thus cannot be disconnected from this issue, and the article discusses the three most common concerns with regard to this in the Taiwanese society. While these are legitimate concerns, they could be solved by adopting a dual asylum system dealing with group 1 and group 2 separately. Compared to UN member countries, Taiwan is on its own when it comes to the asylum issue, although adopting an asylum law is part of a broader push to bring Taiwan’s legal system in line with international human rights law. The article provides a comprehensive description and analysis of the refugee situation in Taiwan; it is based on document studies and interviews conducted in Taipei in autumn 2020. (shrink)

In recent years, the long-standing questions of why, how, and which farm families continue farming in the face of ongoing changes have increasingly been studied through the resilience lens. While this body of work is providing updated and novel insights, two limitations, a focus on macro-level challenges faced by the farm operation and a mismatch between the scale of challenges and resilience measures, likely limit our understanding of the factors at play. We use the example of medical economic vulnerability, a (...) micro-level challenge traditionally confined to the household sphere of the agri-family system, as a way to call attention to these limitations. Focusing on United States farm households, we assess: To what extent are they experiencing medical economic vulnerability when using objective and subjective outcome measures? Which demographic and farm characteristics are associated with experiencing medical economic vulnerability? What is the association between institutional arrangements and medical economic vulnerability? Our analysis of over 900 surveys coupled with a conceptual framework merging complementary insights from three bodies of literature revealed seemingly large differences in the prevalence of medical economic vulnerability across the objective and subjective measures with the subjective measure indicating a general sentiment of medical economic vulnerability in a majority of respondents. Conversely, limited variations were noted in who experiences medical vulnerability on the basis of demographic and farm characteristics, with stronger associations being connected to the households’ health insurance arrangements. We conclude with three implications of our findings for the farm resilience literature. (shrink)

Taiwan has a complete semiconductor industry chain and is important in global semiconductor manufacturing. In addition to considering operational conditions, companies have also attached importance to corporate social responsibility (CSR) in recent years. This research thus takes 60 integrated circuit (IC) companies in Taiwan as a research sample and adopts the Meta Two-stage dynamic RDM DDF (range directional model directional distance function) under an exogenous CSR model to explore their market stage efficiency and production stage efficiency. This study (...) aimed to analyze whether incorporating a company's CSR performance into performance evaluations affects the production and profitability efficiency of Taiwanese IC companies. The findings are as follows: Most IC companies practice CSR and demonstrate good CSR performance. The end of the Cold War resulted in a diffusion of the level of threat worldwide and concluded the system of bipolarity in the world. Beside the European continent, where the rivalries were at the highest level, the consequences of the end of the Cold War were especially visible in North-East Asia. A decrease of military activities of Russia and China, and the retreat of the USA from the region, give way for improvement of political and economical relations between the (...) countries of the region. The end of hostilities produced by the Cold War no doubt have relaxed relations between countries in the region and opened ways for a new more peaceful co-existence. However, this does not mean that the region is not vulnerable to some of the hot spots such as North Korea, Spratly Parcels and especially Taiwan Strait. The latter is considered to be the most dangerous potential Asian zone of crisis in the twenty-first century. The East Asian countries such as China, Japan and other Association of Southeast Asian Nations countries are the world’s most growing economies and, at the same time, leaders in military acquisition; therefore, the potential for conflict and crises is current and real. This article examines one of these hot spots, namely the Taiwan Strait dispute, and assesses the possibility of this issue leading to a war between China, the USA and Japan. In order to have a clear view of the dispute the author will reveal some data in the introduction and then will explore relations, conflicts and interests between China, the USA and Japan vis-à-vis Taiwan and assess the risk that these countries might be drawn in potential war over the Taiwan Strait. Taiwan and Kurdistan appear to have little in common, but the progressive values of these two societies embedded within hostile regions make them both natural allies and important strategic assets in the U.S.’s and international community’s long-term fight against authoritarianism and radical religious theocracies. Instead, they have been ignored and/or exploited in the pursuit of short-term geopolitical and economic interests in the Asia-Pacific and Middle East regions, which comes at great cost to American and international values as well as (...) long-term strategic interests, so both citizens and policymakers must consider new approaches. This article systematically surveys the history of Anglo-American philosophy in Taiwan since the late nineteenth century. Contrary to conventional wisdom, it argues that pragmatism remained influential given the dominance of continental philosophy in Japanese colonized Taiwan, where the universal values assumed by pragmatists were used to resist the Empire’s ideology, after WWII, immigrated Chinese scholars brought in more novelty to Taiwanese philosophy than the Vienna circle diasporas brought to their Anglo-American counterparts, in which liberal scholars’ emphasis on science (...) and democracy challenged Chiang’s dictatorship and Chinese nationalism, and analytic philosophy thrived with the advance of democratizing in the 1980s, which, in turn, diversified the philosophy in 1990s Taiwan. Accordingly, Anglo-American philosophy was never confined to the academic ivory tower but had positive impacts on Taiwan’s centennial social transformation. (shrink)

ArgumentIn the 1920s the Soviet Union invested a group of talented, mostly socialist, occasionally Communist, Jewish writers and thinkers to use the power of the state to remake Jewish culture and identity. The Communist state had inherited a multiethnic empire from its tsarist predecessors and supported the creation of secular cultures for each ethnicity. These cultures would be based not on religion, but on language and culture. Soviet Jews had many languages from which to choose to be their official Soviet (...) language, but Yiddish, the vernacular of eastern European Jewry, won the battle and served as the basis of secular Soviet Jewish culture. Soviet Jewish scholars, writers, and other cultural activists remade Jewish culture by creating a usable Jewish past that fit the socialist present, reforming the “wild” vernacular of Yiddish into a modern language worthy of high culture, and transforming Jews into secular Soviet citizens. There has been a lack of research into candidate selection outside the developed world. In this paper we attempt to fill this gap, with a detailed examination of the factors leading to the introduction of party primaries, their operations and their future prospects, in a third wave democracy, Taiwan. Although Taiwan is a late democratizer, the high degree of party institutionalization makes it more appropriate to compare its nomination system with those of older political parties, we particularly contrast (...) it with the leading German and British political parties. Our discussion also finds many similar trends with developments of intra-party democracy in European parties, particularly in terms of a decentralization of candidate selection and reduced mediation between party centre and members. In addition, despite technical changes in electoral campaigning, parties in Taiwan have not abandoned the mass membership model. In Taiwan, direct primary elections have been a controversial subject. By analyzing relevant data, we argue that the core problem of the party primary was its lack of fairness, because party cadres tried to monopolize the candidate selection and thus failed to remain neutral. We find signs that leaders in all parties are wary of allowing inner party democracy to go too far and losing their control over nomination. When the party centre fears the wrong candidates will be selected, they are prepared to manipulate the rules in their favour or re-centralize the selection process. (shrink)

This review essay of Wolfson’s recent Heidegger and Kabbalah both praises Wolfson for departing from the historicism of his earliest writings on the kabbalistic tradition, and also critiques him for being unable to ground adequately his critique of the kabbalistic tradition’s ethnocentrism. Resolving the tension in this authorial position, stretched between commitment to a particular tradition and the liberalism of much of contemporary academia, entails acknowledging the limitations of scholarship in religious ethics.

As performativity within the academy continues to escalate, this paper considers the place for building research capacities through a scholarship in teaching and learning initiative at an Australian university. While the tensions that exist between discipline research and scholarship in teaching and learning remain, evaluation data for a central higher education research group suggests that an alternative research pathway is possible through collegial structures. The drive towards performativity is not unique to Australia and the evidence presented provides insights (...) that may be useful for a broader audience that may be considering research capacity building. This article responds to Jeffrey Perl's argument that, while there is a “paradigm shift” at Ise every twenty years, when the enshrined deity Amaterasu “shifts” from the current site to an adjacent one during the rite of shikinen sengū, the Jingū paradigm itself never changes and never ages. The author confirms Perl's conclusion by examining the politicized scholarship, written since the 1970s, maintaining that Shinto is a faux religion, invented prior to World War II as a means of unifying (...) Japan behind government policies of ultranationalism and international expansion. This article shows, instead, how emperors—who are not political but religious figures in Japan—and the Jingū priesthood have acted together over the past thirteen hundred years to sustain the imperial shrine at Ise and its ancient rites. The so-called Meiji Restoration actually continued an imperial policy of restoring and intensifying the observance of Shinto rituals that were threatened by neglect. Meiji intervened personally in 1889 to ensure the continuity of hikyoku, an unvoiced and secret serenade to Amaterasu, by extending its venue from the imperial palace shrine to performance at Jingū as well. The author's archival and ethnographic research at Ise and in the National Archives shows how the arguments that Shinto is a modern invention are punitive rather than dispassionately historical. The starting point for this paper is the ongoing debate about the relation between research and policy in education. Recent developments in England and Scotland are reviewed in the context of political and academic arguments about the nature and function of research activity. The defensiveness of the research community in the face of professional and political attacks is examined critically. A case study of the Higher Still programme is used to illustrate the complexity of the relationships between evidence, ideology, values (...) and professional practice. It is argued that the research community needs to become more politically sophisticated and to advance a clearer vision of its social function in advanced democratic societies if its potential contribution to educational development is to be realised. The dangers of a retreat to a narrow empirical role are highlighted. (shrink)

When feminist bioethicists express concerns about health‐related gender disparities, they raise considerations about justice and gender that traditional bioethicists have either not raised or raised somewhat weakly. In this article, I first provide a feminist analysis of long‐term healthcare by and for women in the United States and women in Taiwan. Next, I make the case that, on average, elderly US and Taiwanese women fare less well in long‐term care contexts than do elderly US and Taiwanese men. This paper summarizes the evolution of analytic philosophy in Taiwan, examines its impact within and beyond academia, and discusses the future of the discipline. The roots of modern philosophy in Taiwan can be traced back to the Japanese colonial era, and analytic philosophy was introduced to the country in the late 1940s when many intellectuals in China moved to Taiwan. However, massive curbs were imposed on philosophy during Chiang Kai-shek’s dictatorship, and the discipline began to thrive again (...) only after Taiwan’s democratization in the late 1980s. Nonetheless, since its introduction in the colonial era, modern philosophy has made significant contributions in Taiwan, encouraging interdisciplinary engagements, advancing civic education, and promoting the spirit of democracy and political liberation. Philosophy has played a key role in Taiwan’s remarkable transformation from an island colonized for hundreds of years to a country that recognizes democracy, freedom, and human rights. The themes of anti-colonialism and anti-domination seen in the works of modern Taiwanese philosophers not only reflect the discipline’s political and historical underpinnings but also signal how Taiwanese philosophy can acquire a distinct identity, despite being influenced by many other philosophical traditions. While still at a nascent stage, Taiwanese philosophy has the potential to join forces with other philosophical traditions in advancing the vision of decolonizing philosophy. (shrink)

Before World War II, Taiwan became the second-largest coca leaf production base in Asia, second only to Java, contributing to Japan's position as the world's largest exporter of cocaine. While Japan's opium empire has been the subject of extensive academic inquiry, its coca empire has received far less attention. This article explores Taiwan's role in Japan's dual empire of opium and coca, focusing on the environmental and historical factors that enabled the island to rapidly expand coca production. It (...) finds that, in addition to Taiwan's favorable climate for coca cultivation, the island's long-established tea industry provided mature techniques for harvesting and drying the coca leaves. Furthermore, the sugar company supplied the necessary equipment and capital for the extraction of cocaine, becoming a key resource in the industry's development. Learning from the limitations of the opium monopoly—where raw materials were increasingly constrained by international markets—the colonial government sought to promote self-sufficiency in coca production. This strategy not only ensured a stable supply of raw materials but also allowed the coca industry to balance for the declining incomes from opium as international controls tightened. From all angles, the coca industry met Japan's expectations as a “promising drug.”. (shrink)

Joining the dialogue on the role of management scholars, we propose to cultivate all-round scholars to fulfill the needs of our stakeholders; only by becoming responsible scholars can we achieve responsible scholarship.

This essay samples and describes the state of architectural scholarship across various platforms in the age of Cognitive Capitalism. The premise is that, much like scholarship in the Arts and Humanities generally, architectural scholarship suffers from the Either/Or schism between traditional academic research of a non-utilitarian form and the heavily mediatic practices of the mainstream – “mainstream” defined as both online and print publications that eschew the long-form essay or book in favor of the populist modality that (...) serves the neo-liberalization of the discipline. -/- The sampling includes the devolution of the thesis or dissertation to socio-cultural report and/or pseudo-scientific study, with speculative works relegated to the margins of architectural discourse. This shift, while emblematic of the “trade school” mentality of many architecture schools today, also signals a bias at large in the post-recession 2010s where research must be monetized to justify funding, or speculative work must adhere to a format that is dictated from the outside (from the regimes of capitalization imposed by publishers).
