Technologies can range from the simplest of shelters to keep us warm and dry, to the most complex bioengineering interventions. In this technologically mediated world we now inhabit, there is a growing need for human beings, and particularly young people, to be more critically involved in the discourse surrounding technology. In order to achieve a truly democratic world, any tensions or confusions between human beings, their environment, and their technologies must be resolved. Only then will people become empowered to improve (...) their world in a creative, sensitive, informed and above all, sustainable fashion. This collection offers a solid basis for defining this new technological literacy by bringing together theoretical work that ranges from philosophy, design, and pedagogy. (shrink)

An invitational workshop held in 1991 focussed on technological literacy for liberal arts majors -- current programs and resources, and planning for future developments. The workshop concentrated on several interrelated topics: curriculum development, courseware available, attraction of students, faculty issues/logistics, courseware needed, consortium approach, funding directions, and stimulation of programs. It was concluded that a sufficient base of previous development and materials exist upon which to build expanded future programs. Students today are habitual users of digital technology. However, they do not examine the nature of their relationship with technology. Even though we are all enduring severe environmental crises including the COVID-19 pandemic, our students do not appear to see the interrelated connections between the environmental crisis and themselves. A case in point is that they have difficulty drawing a connection between environmental crises and their participation in industrial civilization. This is why it is necessary to consider technological (...) class='Hi'>literacy seriously for our environmental education. This study seeks to investigate an alternative way to set up the relation of technology for the current environmental education by comparing the views of Heidegger and Latour on technology. Even though the question of the two thinkers starts from the same critics of the instrumentality of technology, their strategies to overcome it are quite different. While Heidegger suggests a human-centered relationship between humans and technology, Latour criticizes the limitation of this approach and maintains that more symmetrical relations with technology are needed as a form of a network between human and nonhuman actors. In this paper, I argue for the urgency of cultivating a sense of connection for our students’ technological literacy in this environmental crisis. For that purpose, I insist Latour’s advice for teachers and researchers to be considered more seriously to encourage students to take symmetrical relationship with technology in these aggravating environmental crises. Proposals for the democratization of technology imply a necessary condition of universal emancipatory technological literacy. However, in the literature on the topic, people’s willingness to assume the cost in time and effort involved in acquiring that knowledge is often taken for granted. In this paper, we apply Anthony Downs’s economic theory of political action in democracy to analyze the cost-benefit ratio of this literacy from the perspective of the individual subject who should acquire it. Our conclusion is (...) that the cost does not rationally justify in an instrumental sense a benefit that, being mainly of an indivisible nature, motivates individuals to avoid their share of the cost to produce it. As one of the Sloan Foundation's original New Liberal Arts grantees, Williams College has developed a variety of approaches to improve quantitative reasoning and technological literacy, including creating interdisciplinary courses, computer and mathematical workshops, and an STS program. Further development, however, depends critically on what technological literacy may mean in a liberal arts context. Attempts to promote technological literacy, whether in liberal arts settings or not, are likely to founder unless they take account of (...) the complexity and context dependent nature of technological literacy, as well as its history, and its relationship to scientific literacy. Technological literacy means far more than just the ability to use computers and other machines. It implies an understanding of the factors involved in the creation and development of technologies and of the impacts of technology on society, on individuals, and on the environment. Ignorance of any of these facets can have serious consequences in a future in which technology will play an ever more determinant role. Unfortunately, the importance as well as the intrinsically interdisciplinary nature of (...) class='Hi'>technological literacy have not yet been perceived by the educational system and used to enrich the content of school curricula and of traditional liberal arts college curricula. The technological literacy of students has recently become one of the primary goals of education in countries such as the USA, England, New Zealand, Australia, and so forth. However the question here is whether these educations - their long-term policy documents as well as the standards they provide in particular - address sufficient learning about the nature of technology. This seems to be an important concern that through taking advantage of the philosophy of technology (the arena which affords (...) a bountiful ground of various reflections on the nature of technology) is intended to be discussed throughout this study. In the first place, the paper presents a relevant framework based upon Mitcham's (1994) four-aspect account of technology, i.e., technology as objects, knowledge, activities, and volition. Then it categorizes the main relevant concepts and concerns put forward by many other philosophers of technology into this framework; this will yield a concrete model (tool) to analyze any intended standard such as the above mentioned ones. Afterwards, to show how this model works, the well-known case of the USA - Standards for Technological Literacy (ITEA, 2007) - will be used as an example for inspection; the results will disclose the points where the current American case needs to be modified. This paper describes a new course in Medical Technology and Critical Decisions, part of the Technology Studies Program at Wellesley College, established with the support of the Alfred P. Sloan Foundation's New Liberal Arts Program. The course uses the dramatic new options in medicine presented by technology to individuals and society as a vehicle for promoting general technological literacy in liberal arts students. The course motivates the study of the scientific principles on which the technology rests and the (...) mathematical principles of a methodology for making rational choices. A case in point is the decision of a pregnant woman whether or not to undergo amniocentesis, a procedure used to determine the genetic make-up of a fetus from cells in the amniotic fluid. The course introduces students to the underlying notions of genetics; the physical principles behind the ultrasound imaging technique used to position the needle that draws the fluid; the probability and statistics needed to understand the risks to the woman and fetus both of having and of not having the procedure; and the methodology of decision analysis, increasingly used by genetic counselors to help prospective parents incorporate their personal values into the decision-making process. New Zealand’s curriculum, in terms of its approach to technological literacy, attempts to deliver a sound, philosophy-­based understanding of the nature of technology. The curriculum’s main authors claim that it conforms well to Mitcham’s (2014) categorization of different aspects of technology’s nature. Nevertheless, taking advantage of the existing literature of the philosophy of technology, this paper will reveal that the intended urriculum, though an admirable approach, still has a number of points needing improvement, and there are also certain (...) gaps to be bridged in the claimed conformity. This analysis primarily makes use of the method initiated by Nia and De Vries (2016a), based upon Mitcham’s suggested framework and other philosophers’ opinions as to the nature and various features of technology. The Clinton administration has been characterized by numerous efforts to encourage the use of technology in public education, rooted in the conviction that such activities are a prerequisite for improvements in the econonomy, the environment, and the overall quality of life. Urban public schools face particularly difficult challenges to such technology implementation. The challenges include aged physical plants, extreme funding difficulties, high levels of administrative turnover, and inadequate professional development programs. This article examines the implications of attempting to integrate extensive (...) technology into such environments and considers the perspective that technology is best viewed as part of, rather than a competitor to, the implementation of a school reform model.
