Over the last decade there has been a noticeable increase in attention, on the part of public health scholars and professionals, to the important ethical challenges that arise in the context of public health policy, practice and research. This has arguably been a driver for the development of public health ethics as both a specialized field of study in bioethics and a subject for professional education. But how is PHE taught in public health programs and schools? Are current educational approaches (...) sufficient to provide future professionals with the necessary tools to address the diverse ethical challenges they will encounter? In this article, we examine the international public health and bioethics literatures regarding PHE education in public health programs and schools. Specifically, we 1) summarize the results from studies that describe PHE education in the United States, Europe, Canada and in some developing countries, 2) explore current attitudes and educational approaches toward ethics curricula in public health, and 3) identify and discuss reported barriers to PHE education. We conclude with some general recommendations and a research agenda to guide future work on implementing PHE into different public health programs. (shrink)

In Québec, the Act Respecting Access to Documents Held by Public Bodies and the Protection of Personal Information provides an exception to transparency to most public institutions where public health research is conducted by allowing them to not disclose their uses of personal data. BackgroundDealing with end of life is challenging for patients and health professionals alike. The situation becomes even more challenging when a patient requests a legally permitted medical service that a health professional is unable to provide due to a conflict of conscience. Such a scenario arises when Victorian health professionals, with a conscientious objection (CO) to voluntary assisted dying (VAD), are presented with patients who request VAD or merely ask about VAD. The Voluntary Assisted Dying Act 2017 (Vic) recognizes the (...) inherent conflict of conscience that may arise for some health professionals when asked to provide VAD and responds by affording broad protection to conscientious objectors who wish to refuse to take part in the VAD process.MethodsSeventeen semi-structured qualitative interviews were conducted with Victorian health professionals with a self-identified CO to VAD in the lead-up to the implementation of VAD in Victoria. Interviews explored how participants anticipated they would manage their CO in practice. Interviews were transcribed verbatim and analyzed thematically.ResultsOur results reveal that the way in which health professionals claimed they would approach CO conversations is variable and was dependant on the strength of their opposition to VAD. We categorized conscientious objectors according to their approach as either dissuasive non-referrers, passive non-referrers, facilitators or negotiators. Our study also explores the perceived difficulties of exercising one’s CO as identified by our participants.ConclusionThe broad protection offered by the Voluntary Assisted Dying Act 2017 (Vic) encourages a range of behaviors from conscientious objectors, due to the minimal obligations imposed. In order to assist conscientious objectors, more policy, institutional guidance, and education needs to be available to conscientious objectors explicitly addressing how to effectively manage one’s CO. Such guidance is imperative to ensuring that their moral integrity is preserved and that they are exercising their CO appropriately. (shrink)

There has been increasing attention to financial conflicts of interest (COI) in public health research and policy making, with concerns that some decisions are not in the public interest. One notable problematic area is expert advisory committee (EAC). While COI management has focused on disclosure, it could go further and assess experts’ degree of (in)dependence with commercial interests. We analyzed COI disclosures of members of Québec’s immunization EAC (in Canada) using (In)DepScale, a tool we developed for assessing experts’ level of (...) (in)dependence. We found great variability of independence with industry and that companies with the highest vaccine sales were predominantly associated with disclosed COIs. We argue that EACs can use the (In)DepScale to better assess and disclose the COIs that affect their experts. Going forward our scale could help manage risk and select members who are less conflicted to foster a culture of transparency and trust in advisors and policy-makers. (shrink)

Un manque de confiance de la population envers les acteurs de santé publique peut conduire à une méfiance accrue face aux interventions, pouvant ainsi compromettre l’atteinte des objectifs recherchés (...) par une intervention spécifique et, conséquemment, avoir un impact important sur les bénéfices attendus pour la population visée par cette intervention. Dans la production des avis d’experts, les membres des comités consultatifs d’experts en immunisation (CCEI) peuvent avoir une influence importante sur la prise de décision publique, notamment, sur la sélection par les décideurs de santé publique de vaccins en particulier et la façon dont les campagnes de vaccination seront déployées. En contrepartie de cette influence sur les décisions publiques, une indépendance et une transparence sont attendues de leur part puisque des mécanismes de divulgation et de gestion de conflits d’intérêts (CI) imparfaits peuvent affecter négativement la confiance du public à l’égard de telles décisions. Il apparaît donc important de s’assurer que des mécanismes de gestion des CI, transparents et robustes, existent pour ces comités. Dans cette étude, les avis ou rapports d’évaluation de la pertinence de la vaccination préparés par un CCEI au Québec ont été examinés pour quatre types de maladies évitables par la vaccination (infections invasives à méningocoques et à pneumocoques, coqueluche et virus du papillome humain). Le but était de : 1) identifier les CI divulgués par les membres du CCEI dans leurs rapports comparativement à ceux déclarés dans leurs publications scientifiques pour ces mêmes infections ; 2) analyser la nature des CI (réel, potentiel, apparent, personnel, financier, institutionnel, etc.) et l’impact potentiel (risque) sur la prise de décision impartiale et sur la confiance du public ; et 3) évaluer les mécanismes de gestion de CI actuellement utilisés par ce CCEI. Les résultats de cette étude montrent que très peu de rapports du CCEI contiennent une section sur les CI par rapport à la pléthore divulguée dans les publications scientifiques publiées par les membres du CCEI. De plus, les CI divulgués dans les rapports fréquemment ne correspondent pas à ceux décrits dans les publications scientifiques. Il serait donc important d’introduire des mesures visant à accroître la transparence des experts en immunisation et d’améliorer les mécanismes de divulgation et de gestion des CI afin de veiller à ce que la confiance du public envers les décideurs en santé publique soit maintenue et améliorée. During the debates about the legalization of Voluntary Assisted Dying in Victoria, Australia, the presence of anti-VAD health professionals in the medical community and reported high rates of conscientious objection to VAD suggested access may be limited. Most empirical research on CO has been conducted in the sexual and reproductive health context. However, given the fundamental differences in the nature of such procedures and the legislation governing it, these findings may not be directly transferable to VAD. Accordingly, we sought (...) to understand how CO operates in the context of VAD. Prior to the implementation of the VAD legislation in June 2019, we conducted semi-structured interviews with seventeen health professionals with a self-declared CO to VAD, to explore what motivated their CO. Participants identified multiple motivations, which can be broadly categorized as: concerns for oneself; concerns for patients; concerns about the current Victorian legislation; and concerns for the medical profession. Participants’ moral commitments included personal, professional, and political commitments. In some cases, one’s CO was specific to Victoria’s current legislation rather than VAD more broadly. Our findings suggest CO motivations extend beyond those traditionally cited and suggest a need to better understand and manage CO in the healthcare context. (shrink)

In this paper, we discuss some questions about compactness in MV-topological spaces. More precisely, we first present a Tychonoff theorem for such a class of fuzzy topological spaces and some consequence of this result, among which, for example, the existence of products in the category of Stone MV-spaces and, consequently, of coproducts in the one of limit cut complete MV-algebras. Then we show that our Tychonoff theorem is equivalent, in ZF, to the Axiom of Choice, classical Tychonoff theorem, and (...) Lowen’s analogous result for lattice-valued fuzzy topology. Last, we show an extension of the Stone–Čech compactification functor to the category of MV-topological spaces, and we discuss its relationship with previous works on compactification for fuzzy topological spaces. Background Victoria was the first Australian state to legalize voluntary assisted dying (elsewhere known as physician-assisted suicide and euthanasia). Some institutions indicated they would not participate in voluntary assisted dying. The Victorian government issued policy approaches for institutions to consider Objective To describe and analyse publicly available policy documents articulating an institutional objection to voluntary assisted dying in Victoria. Methods Policies were identified using a range of strategies, and those disclosing and discussing the nature of an institutional objection (...) were thematically analysed using the framework method. Results The study identified fifteen policies from nine policymakers and developed four themes: (1) extent of refusal to participate in VAD, (2) justification for refusal to provide VAD, (3) responding to requests for VAD, and (4) appeals to state-sanctioned regulatory mechanisms. While institutional objections were stated clearly, there was very little practical detail in most documents to enable patients to effectively navigate objections in practice. Conclusion This study demonstrates that despite having clear governance pathways developed by centralized bodies (namely, the Victorian government and Catholic Health Australia), many institutions’ public-facing policies do not reflect this guidance. Since VAD is contentious, laws governing institutional objection could provide greater clarity and regulatory force than policies alone to better balance the interests of patients and non-participating institutions. Many women wrote philosophy in nineteenth-century Britain, and they wrote across the full range of philosophical topics. Yet these important women thinkers have been left out of the philosophical canon and many of them are barely known today. The aim of this book is to put them back on the map. It introduces twelve women philosophers - Mary Shepherd, Harriet Martineau, Ada Lovelace, George Eliot, Frances Power Cobbe, Helena Blavatsky, Julia Wedgwood, Victoria Welby, Arabella Buckley, Annie Besant, Vernon Lee, (...) and Constance Naden. Alison Stone looks at their views on naturalism, philosophy of mind, evolution, morality and religion, and progress in history. She shows how these women interacted and developed their philosophical views in conversation with one another, not only with their male contemporaries. The rich print and periodical culture of the period enabled these women to publish philosophy in forms accessible to a general readership, despite the restrictions women faced, such as having limited or no access to university education. Stone explains how these women became excluded from the history of philosophy because there was a cultural shift at the end of the nineteenth century towards specialised forms of philosophical writing, which depended on academic credentials that were still largely unavailable to women. The Limits of Heroism: Homer and the Ethics of Reading. The Body, In Theory: Histories of Cultural Materialism. Ann Arbor: University of Michigan Press, 2004. x + 282 pp. Cloth, $65. Buchan's introduction challenges the critical consensus on the Odyssey as both "too teleological" and "not teleological enough." The epic's partisan perspective on its hero, with (...) an ethical universe designed to exculpate his violence, has been too long taken for granted. Meanwhile, critics do not take seriously enough the epic's insistence that Odysseus' return to his home is not the end he longs for. Buchan thus raises the hope for a genuinely new reading of the Odyssey, and to a great degree, the book lives up to its promise with close textual studies framed by Lacanian theory on human desire. Buchan's opening gambit of defining his ideas against a consensus grows less appealing, however, when it becomes a trope that cites only two or so scholars on any issue. The gesture conforms to Buchan's method of textual analysis, which exploits the provocative detail or juxtaposition, and his approach suggests how fruitfully psychoanalytic readings can expose a text's unconscious universe. But the lure of the big picture—the telos of the epic—irresistibly draws Buchan onto less yielding interpretive ground. Still, his results are illuminating for Homer and instructive about the limits of psychoanalytic interpretation.Buchan studies the "dangers of certain fantasies of the self" exploited by Odysseus in his return home (4). The fantasies that define the Phaeacians and Cyclopes are exposed and ruined through their encounters with Odysseus, in part because these peoples arrive at a correct interpretation of themselves too late. Odysseus has already gotten what he needs and left his victims with rocks hanging over them and a new sense of identity wrought by loss. Buchan's view of Odysseus is unexpected and provocative; it rejects his ethics and reads him purely as the agent of trauma that introduces those he meets to the human condition of desire. This style of analysis yields its best results in the early chapters on the "victims" of the returning hero: the Cyclops, the Phaeacians, and, with Menelaus, the sea-god Proteus.Each of these chapters reveals an artifact of human culture that comes into being at a moment of loss and thus marks an awakening to self-consciousness. These artifacts represent for the newly acculturated their loss as a predication of their humanity. Polyphemus' blinding causes the Cyclops to name him for the [End Page 309] first time, creating social language as a symptom of his loss and a concomitant desire for the Father as authority. Competition with Odysseus is the beginning of a truly human culture for the Phaeacians, who were formerly self-sufficient, never doubting themselves as contestants or fathers. When Odysseus defeats their athletes, they learn that their "games-without-loss" culture is no longer a sustainable system. Buchan's perspective yields arresting insights on both episodes, including a suggestive dialectic among the images of stone imperiling the Phaeacians, from the discus throw that opens an insurmountable gap to a mountain hanging over them when they vanish from our view. But Buchan's insights come at a cost of readerly indulgence, because they depend on a decidedly selective treatment of the text. For instance, he insists on Polyphemus' namelessness before he meets Odysseus and the lack among the Cyclopes of a father as an authority figure. His discussion of the Phaeacians requires the assumption that they have never lost a competition, although they compel every visitor to participate (197 and n. 29).Buchan's final study of a victim of an heroic nostos best illustrates the gains and costs of his method. The druids and their associates the bards had been described in their French setting by classical authors; William Camden, John Selden, and others transferred them easily to Celtic Britain. Where initially voice and hand had worked as extensions of one another, the voice serving to bring people together,3 the hand pointing to that which was voiced, the word as name now sounded alone.The story continues with the artistry of the storyteller. It was the artistry of a rhapsodist, one who used the voice to spin a tale of a "remembered present" from [End Page 42] the remnants of the hand's scratchings that had withstood the ravages of time.4 I say "remembered present" because the voice was valued for its expressive qualities and worked in and through a battery of memorized melodic embellishments that allowed it to stitch one image to the next on the basis of the storyteller's own experience and knowledge.5 It was a voice, consequently, that worked in the moment, a voice that drew energy and inspiration not only from the hand's scratchings but also from those that had gathered to listen. The first alphabets did little to change the dynamics of the event, they being nothing more than crudely assembled compilations of idiosyncratic phonograms (that is, z = buzzing bee) designed to define the possibilities of language as a vocabulary of names.6 Etched into bark, tree, stone, and parchment, however, they came to have a longevity that allowed the sounding codes they represented to be carried "word of mouth" from place to place. Where the spoken word had once been both fleeting and fluid, gone before it was fully sounded, it now had a repeatability that served to fix both its spellings and its meanings. Although research on corporate social responsibility has grown steadily, little research has focused on CSR at the individual level. In addition, research on the role of environmental friendly organizational citizenship behaviors within CSR initiatives is scarce. In response to this gap and recent calls for further research on both individual and organizational variables of employees’ environmentally friendly, or green, behaviors, this article sheds light on the influence of these variables on three types of green employee behaviors simultaneously: recycling, energy savings, (...) and printing reduction. An initial theoretical model identifies both individual and organizational variables that affect different types of green behaviors as a stepping stone for further research. The results reveal managerial implications and future research directions on the design of effective social marketing interventions that motivate different types of OCBs in the workplace. In particular, the results suggest that creating separate interventions for each type of environmental behavior, as well as for each organization, sector, and type of organization , is necessary. In addition, this research illustrates patterns of attitudes, perceptions, and behaviors by exploring individual and organizational variables and behaviors across seven different organizations belonging to different sectors. In jurisdictions where voluntary assisted dying is legal, eligibility assessments, prescription and administration of a VAD substance are commonly performed by senior doctors. Junior doctors’ involvement is limited to a range of more peripheral aspects of patient care relating to VAD. In the Australian state of Victoria, where VAD has been legal since June 2019, all health professionals have a right under the legislation to conscientiously object to involvement in the VAD process, including provision of information about VAD. While (...) this protection appears categorical and straightforward, conscientious objection to VAD-related care is ethically complex for junior doctors for reasons that are specific to this group of clinicians. For junior doctors wishing to exercise a conscientious objection to VAD, their dependence on their senior colleagues for career progression creates unique risks and burdens. In a context where senior colleagues are supportive of VAD, the junior doctor’s subordinate position in the medical hierarchy exposes them to potential significant harms: compromising their moral integrity by participating, or compromising their career progression by objecting. In jurisdictions intending to provide all health professionals with meaningful conscientious objection protection in relation to VAD, strong specific support for junior doctors is needed through local institutional policies and culture. One of the most characteristic features of Comparative Literature in terms of methodological practice is that of operating in “in between” spaces. Not only does this feature suggest the comparative approach as something which originates through movement, thus making it imperative for the researcher to deal with the notion of mobility, it also characterizes many of the concepts with which it operates. Considering the possibility, as well as the fertility, of practicing this methodology in the analysis and critique of contemporary (...) visual art, we understand that it fits the analysis of any enterprise regarding the in-betweens of visual and verbal texts. These fundamental aspects were elected for a comparative analysis of two visuals artists whose œuvres operate in in-between spaces between the visual and the verbal as much as between the self and the Other. José Leonilson (Brazil 1957-1993) and Louise Bourgeois (France/EUA 1911-2010) reveal, through a comparative analysis, creative and constitutive actions which elaborate a space we could best understand through the image of a seaside landscape where the line we try to draw to divide the saltwater from the sand never stands. But, in what manners could the constituted poetic space created by them be of significance for a broader spectrum than the literary interest? In our understanding, Leonilson’s and Bourgeois’s poetics operate through a silent hearing of the Other, might that be their loved ones, the stone or cloths. This conceptual notion, required for the creative action, thus establishes a particular notion of balance between them and the Other. It is this precise aspect that also operates the mobility of the notion of love through their œuvre, and through the election of personal emotional narratives as the thriving force for creation. And what could be more needed nowadays, here as elsewhere, than considering together with Leonilson’s and Bourgeois’ images that love shall be the perpetual moving space that at times nears, and later distances us from each other? Biocentric individualism, the position that all life has intrinsic value, is of no practical help in policy-making contexts. Examples commonly used in discussions of biocentric individualism are themselves alienating and threaten to make environmental philosophy appear irrelevant to policy decisions. Hence, both biocentric individualism and typical discussions of it are problematic for those wishing to make environmental philosophy useful in policy. A recent article by Jason Kawall, in which he attempts to defend biocentric individualism, demonstrates these points.

One of the numerous characterizations of a Ramsey cardinal κ involves the existence of certain types of elementary embeddings for transitive sets of size κ satisfying a large fragment of ZFC. We introduce new large cardinal axioms generalizing the Ramsey elementary embeddings characterization and show that they form a natural hierarchy between weakly compact cardinals and measurable cardinals. The paper analyzes the final proof with Greek mathematics and the possibility of intermediates in the Phaedo. The final proof in Plato’s Phaedo depends on a claim at 105c6, that μονάς, ‘unit’, generates περιττός ‘odd’ in number. So, ψυχή ‘soul’ generates ζωή ‘life’ in a body, at 105c10-11. Yet commentators disagree how to understand these mathematical terms and their relation to the soul in Plato’s arguments. The Greek mathematicians understood odd numbers in one of two ways: either that which is (...) not divisible into two equal parts, or that which differs from an even number by a unit. Plato uses the second way in the final proof. This paper argues that a proper understanding of these mathematical terms within Greek mathematics shows that the argument for the final proof is better than previously thought. Such an interpretation of the final proof lends credence to Platonic intermediates. (shrink)

In this paper, we introduce a system, Sentence Planning Using Description, which generates collocations within the paradigm of sentence planning. SPUD simultaneously constructs the semantics and syntax of a sentence using a Lexicalized Tree Adjoining Grammar (LTAG). This approach captures naturally and elegantly the interaction between pragmatic and syntactic constraints on descriptions in a sentence, and the inferential and lexical interactions between multiple descriptions in a sentence. At the same time, it exploits linguistically motivated, declarative speci- fications of the discourse (...) functions of syntactic constructions to make contextually appropriate syntactic choices. Alison Stone offers a feminist defence of the idea that sexual difference is natural, providing a new interpretation of the later philosophy of Luce Irigaray. She defends Irigaray's unique form of essentialism and her rethinking of the relationship between nature and culture, showing how Irigaray's ideas can be reconciled with Judith Butler's performative conception of gender, through rethinking sexual difference in relation to German Romantic philosophies of nature. This is the first sustained attempt to connect feminist conceptions of embodiment (...) to German idealist and Romantic accounts of nature. Not merely an interpretation of Irigaray, this book also presents an original feminist perspective on nature and the body. In “The Logic of Deep Disagreements,” Robert Fogelin claims that parties to a deep disagreement lack the common ground needed for arguments to work, making the disagreement impervious to rational resolution. Although Fogelin’s article received numerous responses, there has been no attempt to elucidate the epistemological theory behind Fogelin’s theses. In this article, I examine Fogelin’s theory of deep disagreements in light of his broader philosophy. The picture that emerges is that of relativism of distance, à la Bernard Williams. We study prefixed tableaux for first-order multi-modal logic, providing proofs for soundness and completeness theorems, a Herbrand theorem on deductions describing the use of Herbrand or Skolem terms in place of parameters in proofs, and a lifting theorem describing the use of variables and constraints to describe instantiation. The theatre actor’s process in a rehearsal hall is reality and metaphor. It can be a rehearsal for justice, where we can live freely. In this laboratory the actor becomes all of us. Like the actor, we inhabit our bodies and our sexualities, sometimes as spiritual practice, or as sacred and creative, even as incarnations. In particular, women’s bodies remember what it is like to be no-body and what it is like to be a some-body. The texts of women’s bodies (...) contain their history of pain, wellness and illness. In creating a character, the actor creates a biography, an inner life, and the actor’s imagination aligns with the character’s situation. This is the creation of a character’s ‘living story’. Similarly, for all of us, this is akin to self knowledge. When women and sexual minorities tell their stories and listen to each others’ self knowledge, they are reading their bodies as texts. This paper is about the contemporary debate concerning folk psychology – the debate between the proponents of the theory theory of folk psychology and the friends of the simulation alternative.¹ At the outset, we need to ask: What should we mean by this term ‘folk psychology’?

This article engages with the work of Scotland-based artist Kate Davis (b.1977). The discussion begins to articulate a framework for understanding Davis's work within a feminist logic of re-visioning and re-citing, strategies that are explicated and suggested as paradigmatic to feminist art production since 1970. Fundamentally, the article explores Davis's complex strategies for adopting and adapting motifs from within the archives of art history, arguing that her work constitutes a mode of visual research and historiography.

Two recent collections of papers—Social Equality: On What It Means to Be Equals, edited by Carina Fourie, Fabian Schuppert, and Ivo Wallimann-Helmer and The Equal Society: Essays on Equality in Theory and Practice, edited by George Hull —demonstrate well the wide diversity of perspectives on egalitarianism within political theory today. But there are unifying themes amidst all this diversity. In particular, these collections make plain the extent to which contemporary egalitarianism in all forms is indebted to Rawls. This debt is (...) reflected, for example, in the luck egalitarianism/social egalitarian debate which plays a central role in both books. It is also reflected in the concern so many contemporary egalitarians have for respect and its social basis. But while egalitarianism today owes much to Rawls, this does not mean that Rawls has nothing left to contribute to the conversation. This essay will argue that a return to Rawls can help contemporary egalitarians avoid taking their debates in certain unproductive directions. (shrink)

In this empirical paper, Jay, Stone, Meksin, Merck, Gordon and Hirst examine whether jury deliberations, in which individuals collaboratively recall and discuss evidence of a trial, shape the jurors’ memories. In doing so, Jay and colleagues provide a highly ecologically valid baseline for future investigation into why, how and when selective recall either facilitates remembering or leads to forgetting during jury deliberations.
