North Korea references gender equality in its socialist constitution, but the de facto social and legal circumstances that women face in the country are far below the de jure status they are purported to enjoy. North Korean women endure extremely low public health standards and pervasive harassment. Yet their growing market power and social influence are underestimated. Women account for the majority of North Korean border crossers, and their informal economic activities are supporting families while modernizing the economy. This (...) essay examines the dangers of exploitation that North Korean women face and highlights the ethical and legal imperatives of supporting their roles in marketizing the economy and liberalizing the society in one of the worst human rights–violating states. The essay addresses contemporary discussions on women?s transnationalism and women?s agency by looking at the first conference of the UN Decade for Women held in Mexico City in 1975, and at its specific embedding in Cold War geopolitics. The article examines the emergence in the 1990s of the issue of “Comfort women” and the conditions that led to the holding of The Women’s International War Crimes Tribunal for the Trial of Japan’s Military Sexual Slavery. It argues that it was a response both to victims’ needs and to the prevailing revisionism concerning the violence committed during the Asian-Pacific war by the Japanese army, which had been the subject of the Tokyo war crimes trials of 1946-1948. The (...) women’s tribunal represents a significant moment in the recognition and condemnation of the specific violence perpetrated against women in wartime and during armed conflicts: it is both the result of of new paradigms in women’s history and oral history, and the starting point for active support for women victims of violence. L’article examine les conditions qui ont permis la tenue du Tribunal international des femmes de Tokyo pour juger du système de l’esclavage sexuel institué par l’armée impériale japonaise pendant la guerre d’Asie-Pacifique (1937-1945). Il considère qu’il a été à la fois une réponse aux besoins des victimes et au révisionnisme ambiant sur les questions des violences commises pendant la guerre d’Asie-Pacifique et jugées lors du procès militaire de Tokyo en 1946-1948. Despite some significant advances in the creation and protection of rights affecting women's health, these do not always translate into actual health benefits for women. This collection asks: 'What is an effective law and what influences law's effectiveness or ineffectiveness? What dynamics, elements, and conditions come together to limit law's capacity to achieve instrumental goals for women's health and the advancement of women's health rights?' The book presents an integrated, co-referential and sustained critical discussion of the normative and constitutive reasons (...) for law's limited effectiveness in the field of women's health. It offers comprehensive and cohesive explanatory accounts of law's limits and for the first time in the field, introduces a distinction between formal and substantive effectiveness of laws. Nationalisms are polymorphous and often internally contradictory, unleashing emancipatory as well as repressive ideas and forces. This article explores the ideologies and mobilization strategies of two organizations over a 10-year period in the occupied Palestinian territories: a leftist-nationalist party in which women became unusually powerful and its affiliated and remarkably successful nationalist-feminist women's organization. Two factors allowed women to become powerful and facilitated a fruitful coexistence between nationalism and feminism: a commitment to a variant of modernist ideology that was marked (...) by grassroots as opposed to military mobilization and a concern with proving the cultural worth of Palestinian society to the West, a project that was symbolized by women's status in important ways. By comparing international and indigenous feminist discourses, the study also demonstrates how narratives about gender status in the Third World are implicated in, and inextricable from, international economic and political inequalities. Research in diverse populations has often found that thin media images negatively affect women’s state body image, with many women reporting lower body satisfaction after exposure to pictures of thin models than before exposure. However, there is evidence that theistic affirmations might buffer against the negative effect of media on body image. Furthermore, based on cross-sectional and correlation analyses, religiosity and the Islamic body covering are discussed as protective factors against a negative trait body image. However, there is no (...) experimental research on veiled Muslim women’s state body image. Therefore, the current study experimentally investigated whether the body satisfaction of veiled Muslim women (n = 66) decreased after exposure to thin media images compared to pictures of furniture as a control condition. Christian women (n = 90) and atheist women (n = 74) were included as control groups, and participants were randomly assigned to the two conditions. Prior to the experimental session, participants’ trait body image was assessed using an online questionnaire comprising questions about body satisfaction, thin-ideal internalization, pressure to be thin, and physical appearance comparisons. The results showed that body satisfaction decreased in the experimental condition and not in the control condition, but no significant differences in pre-post changes were found between the three groups. However, in the experimental condition, veiled Muslim women reported a more positive state body image than did Christian women. Moreover, veiled Muslim women had a more positive trait body image than did Christian women and atheist women. Thus, veiled Muslim women reported lower levels of thin-ideal internalization, pressure to be thin, and physical appearance comparisons than did Christian women and atheist women. As the pre-post changes in body satisfaction did not differ between the three groups, veiling might not buffer against the negative effect of thin media images on state body image. Nevertheless, given the more positive trait body image of veiled Muslim women compared to Christian and atheist women, veiling might positively influence body image in the longer term. (shrink)

Romano Guardini was one of the most important intellectuals of German Catholicism in the twentieth century. He influenced nearly an entire generation of German Catholic theologians and was the leading figure of the German Catholic youth movement as it grew exponentially in the 1920s. Yet there are many open questions about his early intellectual development and his academic contribution to religious, cultural, social and political questions in the Weimar Republic and in National Socialist Germany. This article draws upon Guardini’s (...) publications, the secondary literature on Guardini and on some archival material, seeking to outline his early development and his engagement with the ideological context following World War I and in National Socialist Germany. Here Guardini’s criticisms of the modern age are presented. Besides this many other issues are addressed, such as his criticism of the women’s movement, his understanding of the youth movement, reception of Carl Schmitt, views of race, interpretation of the controversial Volk-concept, contribution to a Jewish journal in 1933, and his basic positions on the issues of obedience, order and authority. While Guardini was viewed critically by some National Socialists in the Third Reich, the administrative correspondences on him in the 1940s actually show that there was an internal debate about him among the National Socialist officials. This involved different figures, including a diplomat who came to Guardini’s defense. The internal disagreements were made more complicated because Guardini’s brothers were apparently members of the Fascist Party in Italy at this time. (shrink)

How best to realize international human rights law in practice has proved a vexing problem. The challenge is compounded in the USA, which has not ratified several treaties including the Convention on the Elimination of All Forms of Discrimination against Women. The Cities for CEDAW movement addresses this deficit by encouraging cities to endorse and implement CEDAW norms. In doing so, it seeks to catalyze a local boomerang effect, whereby progressive political momentum at the local level generates internal pressure (...) from below to improve gender equity outcomes across the country and eventually, at the national level. In this article, we trace the diffusion of Cities for CEDAW activism with attention to the case of Cincinnati and analyze its implications for advancing women’s rights principles. We argue that while Cities for CEDAW has potential to enhance respect for women’s rights in local jurisdictions, its impact on national policy remains limited. (shrink)

Procuraremos demonstrar que o Dia Internacional da Mulher foi (...) uma iniciativa da Internacional Socialista da Mulher no âmbito da luta pelo sufrágio universal feminino e pela obtenção de melhores condições de trabalho e de vida para as mulheres trabalhadoras. A celebração desta data articulava-se como instância de agitação e propaganda de um trabalho político de longa data que as mulheres socialistas desenvolviam entre as trabalhadoras desde finais do século XIX no quadro da Segunda Internacional. Marietta Kies and Lucia Ames Mead were two late nineteenth-century thinkers who anticipated the late twentieth-century feminist "ethic of care." Kies drew on Hegel's philosophy to develop a political theory of altruism. Ames Mead adopted Kant's theory of peace and established a pacifist theory based on international cooperation. Both Kies and Mead insisted that the prototypically "feminine" ideals they espoused are rational, not emotional, responses to modern political life, and are essential to good political practice. Kies was a member (...) of the early Hegelian movement and Christian Socialist movement. Ames Mead was a member of the Woman's Peace Party and the Women's International League for Peace and Freedom, and an early proponent of the League of Nations. (shrink)

Contrary to the accepted Cold War stereotypes about state socialist mass women’s organizations, we will show that Communist leaders were attentive to the construction of gender roles and used women’s magazines as a forum to discuss openly the changing ideals of masculinity and femininity. Through a discourse analysis of articles in Vlasta and Zhenata Dnes, our article will interrogate the categories of “man” and “woman” and their negotiation during the Communist era on the pages of official state (...) magazines. In the Bulgarian case, we will discuss key articles that explicitly dealt with the importance of fathers and fatherhood, as for the case of Czechoslovakia, we will examine a series of articles and letters in which women’s union leaders and ordinary citizens discuss women’s entry into the workforce that had previously been the purview of men. Transition to the market economy in post-socialist Ukraine, followed by the destruction of the ‘working mother’ gender contract, has led to the emergence of new forms of women’s identities. But the formation of new identities in the transformational period appeared to be mediated by free market ideology, linked to the development of consumer capitalism and dissemination of western consumer standards and lifestyles. The seeming diversity of the new identities promised by the ‘free market’ turned out to be reduced (...) to two models: housewife and businesswoman. Imported along with western mass culture, they can easily be inscribed onto the Ukrainian cultural context. At the same time, the everyday practice of economic survival through informal business and the difficulties of adaptation to the market economy have a profound impact on women’s identity formation. Populist-nationalist ideologies pose a threat to women’s rights. This article examines to what extent national institutionalisation of international frameworks promoting women’s rights can weather the misogynistic political climate accompanying the global rise of populist nationalism. The post-2016 situation in the Philippines offers a testing ground for this problem due to the co-existence of President Duterte’s hypermasculinist national leadership with a strong history of institutionalisation of the UN’s Women, Peace and Security (WPS) agenda. Drawing from an analysis of (...) WPS policy and institutions in the Philippines between 2009 and 2019 and from field research and interviews with government agencies, local civil society organisations and international partners, this article argues that the WPS agenda will likely survive in the hostile environment. But it also finds that institutionalisation alone does not guarantee successful implementation. While the WPS agenda may ostensibly remain a national priority under populist-nationalist regimes, its progression has been halted. (shrink)

This chapter would have liked to invite its readers on an exciting but breath-taking journey through the historical landscapes of international law, since ‘time immemorial’ a male-centred and, until the 1990s, almost exclusively male intellectual tradition and professional practice – at least in the eyes of the currently dominating historiography. Helas, the ambition had to be downscaled into a few rapid zooms, touristic snapshots in an impressionistic mode, on seven contexts in time and space in a hasty timeline from (...) the eighteenth century to 2021. They reflect, merely as examples, women’s status in international law in diverse political, social and legal transformations or crisis. Some are representing moments of codification or the break-through of certain interpretations of women’s rights. Others are selected for their role in enabling women’s participation in decision-making or entry to international legal positions, or because they provide an example of women’s international activism for women’s rights. All of them might have preceded, followed, or in fact themselves constituted ‘Grotian Moments’ for ‘women’s rights’ – did they, and if not, why? Should they have? If yes, which ones and how, to what effect for ‘women’? (shrink)

This article draws on archival research to recover the legacy of Luise Kautsky – journalist, editor, translator, politician and wife of Karl Kautsky – who has been overlooked as a leading member of the socialist movement. First, by adopting a feminist historical lens to reveal the unacknowledged intellectual labour of women, the article reassesses Luise Kautsky’s relationship to Karl Kautsky and his writings. The evidence suggests that Luise Kautsky was essential to the development, editing and dissemination of the work (...) of Karl Kautsky. Second, the article claims Luise Kautsky played an invaluable practical role as the hub of an international network of socialist scholars and activists, acting as mediator, translator and middle point through her extensive correspondence and by hosting members of this network at her house. Finally, the article recovers her labour as a writer, editor and translator and calls for renewed attention to her as an independent figure of historical analysis. (shrink)

Australia is witnessing a political, social and cultural renaissance of public debate regarding violence against women, particularly in relation to domestic and family violence (DFV), sexual assault and sexual harassment. Women's voices calling for law reform are central to that renaissance, as they have been to feminist law reform dating back to nineteenth-century campaigns for property and suffrage rights. Although feminist research has explored women’s voices, speaking out and storytelling to highlight the exclusions and limitations of the legal and (...) criminal justice systems in responding to women’s experience, less attention has been paid to how women's voices are elicited, received and listened to, and the forms of response they have received. We argue that three recent public inquiries in Australia reveal an urgent need for a victim-survivor-centred theory of listening to women’s voices in law reform seeking to address violence against women. We offer a nascent theory of a victim-survivor-centred approach grounded in openness, receptivity, attentiveness and responsiveness, and argue that in each of our case studies, law reform actors failed to adequately listen to women by silencing and refusing to listen to them; by hearing them but failing to be open, receptive and attentive; and by selectively hearing and resisting transformation. We argue that these inquiries signal an acute need for attention to the dynamics of listening in law reform processes, and conclude that a victim-survivor-centred theory of listening is a critical foundation for meaningful change to address violence against women. There has been much recent debate about women's rights and their relation to human rights. Debates about domestic violence in Vanuatu are situated in this global frame but also in a regional and historical context dominated by the relation between kastom (tradition) and Christianity. This article depicts the dynamics of a conference on Violence and the Family in Vanuatu held in Port Vila in 1994, in terms of the competing claims of universal human rights and cultural relativism. The allegedly western (...) character of human rights which focus on the individual and civil and political rights is often contrasted with the non-western stress on collectivities and the rights to economic development and self-determination. These sorts of ideological oppositions in international politics reverberate in domestic politics as well, and especially in those which situate women and men as subjects in conflict, as they are in many domestic disputes. In recent years, more and more Chinese women have joined the legal profession and have made remarkable achievements in this field. Gender stereotypes, however, which involve a deep-rooted social concept, have seriously hindered Chinese women’s development in the legal profession and have had a profound and adverse impact on women’s career progression. Based on the statistical data in the public domain as well as the ethnographic data drawn from interviews with legal professionals and informal conversations with lawyers known (...) to the principal author, this paper focuses on women in the Chinese legal profession, identifies the causes of women’s dilemmas in their career development as well as the impact of gender stereotyping on them within the legal profession in order to provide some insights on improving gender equality in China. According to the authors, the causes of gender stereotypes in China are diverse: Existing legal institutions promote and maintain such stereotyping practices; traditional gender concepts enter into and disseminated in people’s thoughts; the theory of biological determinism in the field of science misleads the general public; and the legal system constructs women’s status as workers and mothers. In view of this, it is necessary to achieve substantive equality in China’s legal profession by weakening men’s domination of the legal profession, improving the structure and ideology of relevant institutions and policies in offering women more incentives for career development, and also changing women’s understanding of and efforts against biased gender stereotypes. This will help break down China’s gender stereotypes, promote gender equality in the legal profession, and address the dilemma of women’s legal career development. (shrink)

This article discusses some current research claims on gender and state socialism in Eastern Europe from 1945 to 1989. It raises questions about claims by Revisionist Feminist Scholars that official state socialist women’s organizations were ‘agents’ on behalf of women, or women’s movements, perhaps feminist, and not ‘transmission belts’ of communist parties. State socialist policies are described as ‘friendly towards women’ and ‘pro-women’. In contrast, the author claims that these organizations both were and were not agents (...) on behalf of women, and also prevented women’s agency. Meaningful women’s agency is not actually shown to occur intermittently throughout their history, but in two contexts – before 1955 or in moments of political rupture. Scholars do not distinguish the who, when, and what – Who could be agents? When could they be agents? And what kind of agents could they be? State policies, the author claims, were also at one and the same time ‘friendly’ and ‘unfriendly’ towards women, sometimes harming women. The author explores why this research is happening now, discussing research on Bulgaria, Czechoslovakia, the Democratic Women’s Organization of Germany, the Democratic Association of Hungarian Women, later renamed MNOT, the Romanian National Council of Women and the Yugoslav Anti-Fascist Women’s Organization. Across the African continent, women's rights have become integral to international declarations, regional treaties, national legislation, and grassroots activism. Yet there is little research on how African men have understood these shifts and how African masculinities are implicated in such changes. Drawing on a year of ethnographic research in the Ugandan capital Kampala, this article investigates how ordinary men and women in Uganda understand women's rights and how their attitudes are tied to local conceptions of masculinity. The author argues (...) that a new configuration of gender relations is evident in urban Uganda—one that accommodates some aspects of women's rights while retaining previous notions of innate male authority. This article therefore illustrates the complex and often contradictory engagements with human rights that occur in local contexts and how such engagements are shaped by—and are shaping—gender relations, including conceptions of masculinity. Women’s legal rights are one of the most significant determinants of their status. In Bangladesh, a series of laws ensuring women’s rights have proven largely ineffective in promoting their positions. The prime reasons for this are: dirtier politics, the ineffective implementation of women rights laws, the traditional and cultural negative views about women’s rights, the absence of an accountable and transparent government, the expensive and time consuming judicial process, the lack of an efficient judiciary, and other socio-economic (...) reasons. The core theme of this essay concentrates on the ineffective enforcement of laws with the objective to promote protection of women’s rights by recommending remedies to flaws in prevailing laws in Bangladesh. Recommendations are made by reference to comparative and international practices. The primary arguments developed throughout this essay are: the protection of women’s rights is imperative to improve their status the legislative, administrative and judicial efforts dealing with women’s rights; and improvements in those effortsto better protect women’s rights. This study examines laws regarding women’s employment and political participation and the laws on dowry. It also explores the ways laws have been structured and enforced in Bangladesh, and how law can be an effective means of women’s pursuit of rights. (shrink)

This essay examines why the recent recognition of human rights violations against women, as exemplified by Amnesty International's 1995 report on women, remains bound to the limitations of traditional approaches to human rights. The essay argues that despite Amnesty International's commitment to incorporating violations against women into its activities, it nevertheless upholds questionable assumptions about the gendered subject, gender relations within the family, and the relationship between the family and the state.

This paper describes the Gender Equity Project at Hunter College of the City University of New York, funded by the U. S. NSF ADVANCE Institutional Transformation Award program. ADVANCE supports system-level strategies to promote gender equity in the social and natural sciences, but has supported very few teaching-intensive institutions. Hunter College is a teaching-intensive institution in which research productivity among faculty is highly valued and counts toward tenure and promotion. We created the GEP to address the particular challenges that faculty, (...) especially White women and faculty of color, face in maintaining research programs and advancing in their careers at teaching-intensive institutions. During the course of the ADVANCE award, its centerpiece was the Sponsorship Program, a multifaceted paid mentorship/sponsorship program that paired each participant with a successful scholar in her discipline. It offered extensive professional development opportunities, including interactive workshops and internal grants to support research. The GEP helped change key policies and practices by ensuring that all faculty were treated fairly in areas like provision of research start-up funds and access to guidance on how to prepare for tenure and promotion. Qualitative and quantitative evidence suggests that participation in the Sponsorship Program boosted research productivity and advanced the careers of many of the women who participated; the Program was highly rated by all participants. Some of the policy and practice changes that the GEP helped bring about were sustained at Hunter beyond the award period and some were adopted and disseminated by the central office of CUNY. However, we were not able to sustain the relatively expensive Sponsorship Program. We share the lessons we learned, including that creating a diverse, successful social and natural scientific workforce requires sustained support of female faculty employed at teaching-intensive colleges. We acknowledge the difficulties of sustaining gains, and offer ideas about how to make the case for gender equity when women seem to be doing “well enough.” We underscore the imperative of building support for women’s research in teaching-intensive institutions, where most women scientists are employed, and well over 90% of all college students—a disproportionate percentage of whom are female, minoritized, or both—are educated. This article compares Honneth’s attempt to revise socialist thinking on women’s subordination in the family with feminist work on the topic. Both identify economism as the reason why socialism has historically failed to come up with an adequate account of women’s oppression in the family. However, their attempts to overcome economism proceed in different directions. Feminists overcome economism by expanding and enriching ideas of the economic and value producing activity and applying these reworked categories to women’s (...) reproductive labour. Honneth overcomes economism by suspending materialist explanation and focussing on emancipatory ethical dynamics implicit in the family. In comparison to feminist work, Honneth’s ethicised account of gender and family is as reductive as the economism it aims to surmount. First, his progressive historiography engenders a Whiggish narrative of the steady expansion of women’s social freedom in the family that downplays ambiguous and negative historical developments related to the changing nature of patriarchy. Second, his reified archetype of the family obscures the systemic causes of persistent gendered asymmetries within households. Finally, his Hegelian endorsement of institutionally expressed normativity leads in a reformist political direction and away from the radical, deep-democratic options that socialist feminists deem necessary to counteract women’s subordination. This paper attempts to describe the present situation in the women's movement in Serbia and Montenegro and to tackle questions about its future, on the basis of a sociological study of newly formed women's groups. In the past, the women's movement in these societies has surged several times, only to be completely annulled, and its proponents falling to oblivion. Now, for the first time ever, the seeds of the movement originating from the long gone period of the socialist regime (...) in Yugoslavia have survived the turmoil of disintegration and wars, and are germinating as women's groups and networks spring up alongside are being formed. The crucial task for the future will be strengthening this fragile and diffused network structure and laying down solid foundations for a movement with proper institutional mechanisms on a nation/state level. This investigation examined the prerequisites for this: firstly by examining the visibility and distinguishing features of women's groups and their activities in their current local environment; and secondly, by assessing activists’ clear acceptance of feminist (and their groups’) self-determination, which confront existing social attitudes towards feminist identities. In both respects, considerable advances towards a broader and clearer recognition of the aims and essence of women's groups’ activities are identified, in spite of the ever-present traditional and ideological resistance to this type of women's engagement. In her essays and speeches, Clara Zetkin argues that the workers’ movement and the women’s movement are co-dependent, and that it is only if male and female workers cooperate that they will be able to overcome economic and social injustices and inequalities. Furthermore, she analyzes different forms of oppression, explains how they relate to and enable one another, and makes appeals for international solidarity with oppressed people everywhere.

The color of the book’s cover alludes to the time and context in which this critical volume originated: the 3rd Interdisciplinary Conference Celebrating International Women’s Day at the New School for Social Research in New York City. At that time, ‘orange alerts’ were issued by the United States to create a climate of fear and thereby stifle any critical debate of its foreign and domestic policy. It is learning how to stand alone, unpopular and sometimes reviled, and how to make common cause with those others identified as outside the structures in order to define and seek a world in which we can all flourish.--Audre Lorde, Sister Outsider 112Fifty years ago, in 1949, Simone de Beauvoir's book entitled The Second Sex was published in France. She did not consider herself a philosopher because, to her, a philosopher was "someone who has built a great system" (Simons and Benjamin 1979, 338). Her book, nonetheless, became a milestone in feminist philosophy, for it synthesizes elements of existentialism, phenomenology, and socialism in an account of women's situation in society. Central to this account is Beauvoir's concentration upon representations of "self" and "other." For example, Beauvoir affirmed, "The category of the Other is as primordial as consciousness itself. In most primitive societies, in the most ancient mythologies, one finds the expression of a duality--that of the Self and the Other. This duality was not originally attached to the division of the sexes; it was not dependent upon any empirical facts" (1993, xl). In an interview, Beauvoir stressed, "I believe that the Other is not simply an idealist relationship, it is a materialist relationship" (Simons and Benjamin 1979, 345). To develop her analysis, Beauvoir drew upon another binary, "master" and "slave." However, she concentrated on how women, as a category, had been subordinated as men's "other."Twenty years ago, in 1979, Audre Lorde delivered her best-known speech, "The Master's Tools Will Never Dismantle the Master's House," at an international conference held in honor of the thirtieth anniversary of [End Page 259] Beauvoir's book. According to conference organizer Jessica Benjamin and reporter Lilly Rivlin, writing together in Ms. magazine, "[M]ore than 800 women from all over the world gathered at a conference on feminist theory, 'The Second Sex--Thirty Years Later,' sponsored by the New York Institute for the Humanities" (1980, 48). Like most of the conference participants, Lorde was a woman, a feminist, a socialist, a public intellectual, and an activist scholar. Lorde may have participated in the conference as a "consultant," a poet at a public reading, and a speaker at a plenary session 2 because her feminist philosophy is of resonance to Beauvoir's. Both women rejected biology as the basis for women's situation, believing instead that material conditions are most fundamental. Both commented upon the power of symbolism, especially myths about others, in perpetuating social inequalities and failing to differentiate categories for others. Both saw the relationship between "self" and "other" as a vital and creative tension.To understand this tension, Beauvoir drew explicitly on Hegel's ideas as they were treated in Sartre's oeuvre (Lloyd 1983). In contrast, Lorde may have drawn upon conceptions of double consciousness among black public intellectuals in the United States (Henderson 1989, 17-21). Unlike Beauvoir, Lorde was a lesbian, a mother, and a black woman for whom Beauvoir's analogies between the status of women and the status of "Negroes" were problematic. Confronting the conference participants on the last day, during the last panel entitled "The Personal and the Political," Lorde condemned the conference for its limited range of speakers, its substance, its very structure. Lorde examined the ramifications of failing to include others as equals. For in failing to do so, the conference had employed the same tools of oppression over others that the participants deplored in the politics of patriarchy.
