How can the European Union comprehend and receive millions of persons without losing its identity? An identity that, moreover, is itself multiple, expansive, clustered. The European Community has recently been enriched by twelve new members – ten eastern and central European and two Mediterranean states. This enlargement, on the one hand, will serve to heal a historical wound, closing the rift that divided the soil of Europe with the so-called “Iron Curtain”; on the other, it will open (...) even more intense relations with the Mediterranean. With its 470 million citizens and its extension from the Arctic Circle to Malta and from the Azores to Cyprus, the European Union now represents an economic and, potentially, a political power of the first order, also in virtue of its effort to strengthen within its borders that “meek” regime which is democracy, entering into more active relations with other parts of the world and shouldering responsibility for global crises and difficulties. It will be argued that the values of liberalism and peace are essential elements of the moral identity of Europe, as well as universal moral values. They will be contrasted to Europe’s history of warfare. An essential point of reference for the moral identity of Europe is going to be sought in Kant’s notions of the “ethical commonwealth” and “perpetual peace”. The link between this identity and cosmopolitanism will be established. In addition to that, (...) the moral superiority of cosmopolitanism vis-à-vis its alternatives will be asserted on the basis of the concept of the “normative will”. This concept is going to be situated in the framework of four paradigmatic formulations of cosmopolitanism. The primary conclusion will be that a pre-condition for the preservation of the moral identity of Europe is a redefinition of the concept of “being European” in the direction of increasing cultural inclusiveness. Usual narratives among prehistoric archaeologists consider typological approaches as part of a past and outdated episode in the history of research, subsequently replaced by technological, functional, chemical, and cognitive approaches. From a historical and conceptual perspective, this paper addresses several limits of these narratives, which (1) assume a linear, exclusive, and additive conception of scientific change, neglecting the persistence of typological problems; (2) reduce collective developments to personal work (e.g. the “Bordes’” and “Laplace’s” methods in France); and (3) presuppose the (...) coherence and identity of these “methods” over time. It explores the case of the “Structural and analytical typology” method, developed in France, Spain, and Italy from the 1950s to the 2000s by Georges Laplace and his collaborators for lithic implements. This paper (1) provides a detailed historical account of the evolving content of this collective endeavour over five decades; (2) it addresses the epistemological question of what makes the identity and unity of a scientific method, demonstrating that the core component of the “analytical typology” lies in its particular way to represent real-world phenomena through its notation system; and (3) it reveals how this little known but significant episode of advances in the methods and theory of archaeology, contemporary but independent of the “New Archaeology” trend in English-speaking archaeology, was instrumental in the continuation of evolutionary perspectives in France and in the development of quantitative and formal methods in archaeology in southwestern Europe, foreseeing crucial knowledge representation issues raised today by digital methods in archaeology and data curation. Territorial borders just like other boundaries are involved in a politics of belonging, a politics of “us” and “them”. Border management regimes are thus part of processes of othering. In this article, we use the management of borders and populations in Europe as an empirical example to make a theoretical claim about race. We introduce the notion of the phenotypic other to argue that race is a topological object, an object that is spatially and temporally folded in distributed technologies (...) of governance. To elaborate on these notions, we first examine a number of border management technologies through which both race and Europe are brought into being. More specifically we focus on how various such technologies aimed at monitoring the movement of individuals together with the management of populations have come to play crucial roles in Europe. Different border management regimes, we argue, do not only enact different versions of Europe but also different phenotypic others. We then shift the focus from border regimes to internal practices of governance, examining forensic DNA databanks to unravel articulations of race in the traffic between databases and societies. The religious borders of Europe, which are more evident and controversial than ever, challenge established forms of political legitimacy and the legal requirements for citizenship. Perhaps covertly rather than overtly, they shape politics and policies. While scholars have once again resorted to Edward Said’s Orientalism to describe the dynamic at play, this article argues that the Orientalism narrative of East and West is too simple to capture the actual complexity of Europe’s borders. There are four religious and thus (...) four cultural-symbolic borders, which are increasingly defining the continent: north-western Europe is Protestant, southern Europe is Catholic, the East is Orthodox and increasingly nationalist, and the South and Near East are Muslim. The cultural purity and the values that Europe craves in search of identity and order are simply not available in a world of global interconnectedness and social diversity. (shrink)

Eighty years ago, in his Vienna lecture, Husserl wrote: “The European nations are sick; Europe itself, they say, is in critical condition.” Asserting the “obvious difference … between health and sickness … for societies, for peoples, for states,” he turned his questioning to Europe. How do we distinguish between its “healthy growth and decline”? Can we find within Europe a recognizable shape, an identifying characteristic whose loss would be a symptom of illness? Then as now, such questions (...) turn on the objective identity of Europe and the disturbances that rend this. Such disturbances recall the most basic sense of crisis, which is that of a dividing or separating. In what follows, I shall analyze the crisis of Europe in this fundamental sense. The context of my remarks will be its current division. This is the divide between economic and political senses of its identity as a monetary union, I shall begin with a psychological and phenomenological description of the splitting of self-identity and then attempt to apply this to Europe’s current situation. In this article, the author discusses two aspects of the representation of “Europe” as a historical subject that are bound to prove controversial: its relationship to universality, and the conditions of its becoming democratic as a polity. The paradox of “European identity” is that it conceived of itself as the particular site of the invention of the universal and its revelation to the world. A dialectics of recognition through the confrontation with the Other was always involved (above all (...) in the colonial form), but it must pass now from projection to exposure to alterity. In that way a planetary construction of the universal can include a decisive contribution from Europe as one of its “provinces.” Democratizing democracy itself via the invention of a trans-national “co-citizenship” would be an element of this contribution. This is the object of a “material constitution” of Europe already on its way, but still lacking a clear representation of its “constituent power.” Debates on the absence of a European demos and the positive conditions for a federal government have shown that it will require a deconstruction of the notion of “sovereignty of the people,” separating its insurgent dimension from its function as a legitimation of the monopoly of violence, which was closely associated in nation-states with the legal guarantee of individual subjective rights. This article explores some of the ways in which ideas about and attempts to construct a European identity and sense of belonging inscribe an imaginary of Europe that is exclusionary and elitist. It suggests that the symbolic figure of ‘the immigrant woman’ is a container category that simultaneously signifies the non-European and tests and destabilizes claims to Europe's essential characteristics. It also argues that traces of this imaginary of Europe can be found in feminist scholarship on (...) global care chains and that the spatial category of ‘the domestic’ is the invisible seam that ties this scholarship to the hegemonic imaginary of Europe. In We, the People of Europe?, he expands on themes raised in his previous works to offer a trenchant and eloquently written analysis of "transnational citizenship" from the perspective of contemporary Europe. Balibar moves deftly from state theory, national sovereignty, and debates on (...) multiculturalism and European racism, toward imagining a more democratic and less state-centered European citizenship.Although European unification has progressively divorced the concepts of citizenship and nationhood, this process has met with formidable obstacles. While Balibar seeks a deep understanding of this critical conjuncture, he goes beyond theoretical issues. For example, he examines the emergence, alongside the formal aspects of European citizenship, of a "European apartheid," or the reduplication of external borders in the form of "internal borders" nurtured by dubious notions of national and racial identity. He argues for the democratization of how immigrants and minorities in general are treated by the modern democratic state, and the need to reinvent what it means to be a citizen in an increasingly multicultural, diversified world. Among scholars and intellectuals, Europe is often celebrated as a postnational space, i.e. a space built around cosmopolitan values rather than culturally and/or ethnically specific factors. This view is also often sketched in normative terms, being rarely based on what people actually think of this post-national Europe. The present article essays to fill this gap, by focusing on two post-national questions: is European identity constructed in the absence of an Other? Does Europe stand for the separation (...) of the `cultural' from the `political'? Relying on qualitative information collected in four regional case studies in Western Europe, this article maintains that the `postnational' view finds expression also among people. Yet, it coexists with a `national' view, which continues to shape how people see themselves and the world, Europe included. The article argues that it is exactly in the interaction, at times contradictory, between these two views that the normative idea of Europe as a post-national space should be analysed. (shrink)

The presence of increasing percentages of immigrants in the European social landscape is not only a quantitative fact, with consequences on several social and cultural dynamics and indicators. It produces an important qualitative change. From being a pathology, plurality is becoming physiology. Religion is a key factor in this process. There is a synchronic pluralization going on: the level of pluralization of the religious and cultural offer is increasing, making society a kaleidoscope of cultures, whose pieces are in constant movement. (...) Islam – and in particular Islam in Europe – is often considered the most problematic and ‘problematized’ expression of this process. It is what we could call exceptionalism: the tendency to see Islam and Muslims as an exceptional rather than standard case. Even the mediatic perception of Islam in conflictual terms can be considered a form of exceptionalism and conflict a specific way of understanding Islam. Islamophobia is part of this phenomenon. Exceptionalism explains why Islam has become a discursive substitute of the main transformation, which is the much higher degree of cultural and religious pluralization of European societies. The EU has recently introduced a cultural policy. This includes symbolic initiatives, among which is the creation of the `European Cities of Culture' (ECC), that are a primary example of EU attempts at awakening European consciousness by promoting its symbols, while respecting the content of national cultures. This goes together with the realization that the idea of `Europe' as the foundation of an identity is key for the legitimization of the EU. This article addresses the question of European (...) cultural identity as it is appropriated and shaped by the EU in the process of becoming an `imagined community'. It is grounded on a critical systematization of current ideas of Europe as a cultural identity and on a fieldwork analysis of the nine ECCs in 2000. The article argues that if we are to appreciate how Europe is imagined, it is important both to take EU symbolic initiatives seriously, and to try and grasp the specificity of these symbols and the peculiar conditions of their use. Nations usually define themselves in positive terms; they proclaim themselves strong and victorious, or developed and prosperous. But what does it mean when the opposite is true - when negative feelings like regret, nostalgia, melancholy and fatalism are said to be the true essence of a culture? And what does it mean when these feelings are encapsulated in a single, untranslatable word?Bringing together three such word-concepts from Europe's periphery - saudade in Portugal, the Czech litost of Milan Kundera and (...) ABSTRACTThis article pursues the question of the essence of Europe. It does not lie in the religious, cultural and geographical demarcations, but in the openness towards the other. The particular contribution of religion in this could lay in its apocalyptic tradition. This must not be understood as a violent end of history beset by fear. Rather it means the end of all virtual images and identities which serve to mask the fundamental vulnerability of man.

During the last thirty three years which elapsed from General Franco’s death there disappeared cleared divisions into two camps which saw relationships between Spain and Europe as well as Europe itself from disparate perspectives. For the sake of social peace and normalizing the political situation which ensued after the fascist coup on 18 July 1936 and which continued till the death of caudillo in 1975, or even a bit longer till funding the new constitution in 1978, the Spanish (...) left behind clear exposition of their political visions and their aggressive imposition on their adversaries. This common agreement resulted in, what is important, Spain’s access to the European Union in 1986. It can be seen as an unambiguous sign of its citizens’ agreement to subject their country to the processes of Europeanization (since such an opportunity appeared the Spanish saw EU accession as a solution to their homeland’s problems). Thus even the slogan from the 1960s aimed at tourists and saying: España es diferente (“Spain is different”, “eccentric”, different than other European countries) was forgotten. Undoubtedly, the modern Spain is in all the aspects of life a fully European country, and even, as it is often proudly emphasized by the Spanish authors, in many spheres of political, economic, cultural or social life it belongs to the European avant-garde. Of course, Spain has kept its national identity, its national culture (which, despite all this, has become cosmopolitan to a certain degree, as it is in the case of other European national cultures in the era of globalization) and its political, economic, social and other structures are the ones which characterize a modern, liberal, secular, democratic European state. This volume aimed to highlight narrative identities of European cities or city neighbourhoods that have been overlooked, such as mid-sized cities. These cities are neither small towns nor metropolises, cities that are now unveiling their appeal or specificity. The present special issue thus covers a range of representations of cities. The articles investigate more systematically how different texts deal with various cities from different experiential and fictional perspectives. The issue covers the geographical scope across Europe, from east to west (...) or vice versa, as well as a range of different works of national literature(s), but with a clear emphasis on mid-sized European cities that have until now been deemed as lesser-known, secondary, peripheral, ‘other’ cities that are in the focus of the research of the COST project Writing Urban Places. This article analyses strategies of perception of Europe that fit into a triple structure. The traditional division into philosophical, cultural, and political Europe is intersected with more fundamental European perceptions determined by different ways of thinking. In this article, these ways are referred to as the closed, the open and the hollow ones. Thus, three different conceptions of Europe arise: the closed Europe characterized by essentialism, ethnocentrism, and monologic consciousness; the open Europe based on the (...) standpoint that protection of one’s own identity and maturity depend on a dialogic relationship with representatives of other identities; and the hollow Europe that makes absolute the imperative of moral self-criticism, as well as identity’s deconstruction and its relativism. The discussion of all three strategies of perception of Europe is followed by the analysis of how they were received in Lithuania. The conclusion highlights the necessity to further research the relationship between all three conceptions of European identity. (shrink)

From Herder to Benedict Anderson, language and nation have been at the centre of ideas about community. This hypothesis, however, poses a problem for analysing ideas about Europe. How can we understand “Europe” as a concept or form of identity when language and nationality are considered the foundation of imagined communities and loyalties? This article addresses this difficulty. It uses J. G. A. Pocock’s definition of “sub-languages” to suggest that one can investigate the rhetorical strategies, images and (...) vocabularies with which texts articulate ideas about Europe. These sub-languages evoke imagined communities, most obviously when texts name and identify particular groups of people as “Europeans.” But by using images and rhetorics about Europe, these texts also appeal to a readership that comprehends—even if it does not fully accept—certain assumptions about the continent. In this way, texts evoke an imagined community of readers who purportedly share a similar way of understanding Europe, or who can perhaps be persuaded to think about it in similar terms. These processes are historically particular, and so the article concludes with concrete examples. It focuses on how early-nineteenth-century philhellenes evoked a European imagined community to solicit support for the Greek Revolution. (shrink)

This article puts forward a critical investigation and comparative assessment of Julia Kristeva's political writing on Europe and cosmopolitanism. Kristeva's reflections on the status of the stranger in the European religious and secular traditions, and her persistent argument on the need to constructively reformulate what is most conducive to a present and future cosmopolitanism from within those traditions and discourses, have already been recognized. What this article addresses is the need for a constructive critical dialogue with the themes and (...) arguments of Kristeva's writing on these issues in the context of recent writing on cosmopolitanism. The article is concerned with ethical cosmopolitanism, as Kristeva's thought mostly bears on the subjective, interpersonal and communal dimensions of cosmopolitanism. Two main problems are identified that crucially undermine Kristeva's thinking on Europe. First, Kristeva's views on the present and future of Europe repeatedly confine the idea of Europe to the representation of a very particular history of French modernity that is only tempered by occasional, comparative yet complementary, references to the USA. The second problem concerns the use of psychoanalytic theories of questionable validity to support cultural analyses and theoretical propositions of dubious value for a cosmopolitan ethos or politics. Constructing Race on the Borders of Europe investigates the visual imagery (in painting, photography, prints, film, and design) of race construction primarily in Scandinavia and the empires of Austro-Hungary, Germany, and Russia at a time when the disciplines of ethnography and anthropology were expanding and publications on race were debating competing theories of biological, geographic, linguistic, and cultural determinants. These regions, while on the periphery of continental Europe, largely marginalized in the scholarship of nineteenth-century art history, and ignored (...) by Edward Said (Orientalism 1978), have been central locations for theorizing white identity and for containing diverse ethnic populations that have generated substantive ethnographic study and regional conflicts since the eighteenth century. This anthology explores art that engaged with ethnography and anthropology to shape visual representations of subordinate ethnic populations and material cultures, both indigenous (Roma, Sámi, Inuit, and Celts) and migrant or colonial (Muslims and Blacks), chiefly between 1850 and 1930, but extending into the early twenty-first century. The essays in this book contribute to postcolonial research by documenting colonial-style treatment of minority groups and by seeking to qualify binary systems through explorations of anomalies, complexities, and contradictions that emerge when seen from the perspective of the fine and applied arts. This book presents a range of different artistic voices that responded to ethnographic and anthropological information by producing images or objects that adopted, altered, or critiqued that information. The authors seek to uncover instances of connections and variability, to establish the fabricated nature of ethnic identity, and to challenge the certainties of racial categorization. (shrink)

This article uses the current ‘refugees/migrants crisis’ and Brexit as illustrative of the numerous challenges the European Union faces today when it comes to its identity and the construction of a ‘European citizenship’. By discussing the proliferation of borders on the European continent and by analysing the sociological significance of such proliferation, the article argues that Europe is experiencing an ontological and epistemological rather than an existential crisis that relates to its incapacity to acknowledge, and critically engage with, (...) its fundamental neo-colonial and neo-liberal matrix. The article argues that the stalemate experienced by the European Union with respect to its regional and global relevance can only be overcome by bringing to the surface buried or disqualified knowledges about ‘who counts as European’ beyond whiteness. _Europe Thirty Years After 1989_ explores what happened in the former socialist countries during the last thirty years and the reasons behind these events. The authors examine how values, memory, and identity have been transforming these countries since the year 1989.

The interrelationschip of culture, nation and communication is one of the key themes in the study of collective identities and nationalism. In this opening article to this special issue this interrelationship is being assessed. The article aims to contribute to a discussion ofthe assumptions on which the above interrelationship is built.It is argued that nationhood is at the point of intersection with a plurality of discourses related to geography, history, culture, polities, ideology, ethnicity, religion, matriality, economics, and the social. The (...) discourse of nationhood can best be understood in relation to boundedness, continuities and discontinuities, unnity and plurality, the authority of the past, and the imperative of the present.Contributions of a number of contemporary thinkers are incorporated in this article in order to underline the complex and contested discursive terrain that nationhood undoubtedly is. This article discusses the idea of Europe, its values and identity from a Central European perspective. It uses the concept of Central Europe as a discursive framework in which ideas of Europe are shaped. Analysing the writings of the Polish-born sociologist and philosopher Zygmunt Bauman, the Hungarian writer Imre Kertész and the Slovenian philosopher and psychoanalyst Slavoj Žižek, the paper explores what Europe means after the twentieth century placed such heavy burdens on the European idea (...) and how the experience of living under communist rule has influenced that idea. Ultimately, the goal is to reveal how these three intellectuals attempt to restore an intellectual and cultural road towards an alternative Europe. (shrink)

The article argues that the ‘crisis of Europe’, triggered by market and governance dysfunctionalities (summarized as the Euro crisis), represents a ‘critical moment’ in the evolution of a European society. This society so far does not offer much resistance to such critical moments which is due to its incapacity to form a demos capable of acting together. The existing European society – and this is the basic claim – is nothing but the sum of individuals living in ‘sub-European’ (mainly (...) national) groups. The evolution triggered by this critical situation opens pathways to turn these peoples of Europe into something more than being a sum of peoples governed by supranational bureaucracies. To decipher such processes a model is presented using Hirschman’s idea of exit, voice and loyalty as mechanisms to generate social ties. Two points arise as crucial. The first is the observation that national societies which continue to provide foundational claims for people have turned into interest groups in the context of the European Union. This undermines not only the ontological nationalism still dominating the self-presentation of national societies in Europe, but it also offers evolutionary paths towards a society beyond national foundational claims in Europe. Yet it also provokes reactive processes such as the return to the self-contained nation (or even ethnic group). This is the core of the crisis of Europe. The systemic crises of the state and the market in Europe are speeding up an evolutionary process of people-making, the outcome of which could be either the regression to a people with foundational identities or to a people without foundational identities. The latter will be described as a postnational society, which would make an emerging European society the first really modern society. (shrink)

The paper reviews the foundational ideals that gave “Europe”, an integration project with continental ambitions, its initial meaning or identity. “Europe” meant reconciliation and peace, reconstruction and widespread prosperity, and the mitigation of nationalism through the creation of supranational communities. A broad cultural consensus made it easier to trust each other and work together. The enterprise received a tacit approval from Europeans throughout the initial stages. More than 60 years and 20 member states later the project is (...) under strain in the social, economic, political and cultural fields. Today, as Europeans (now continental citizens) experience not only the advantages, but also the sacrifices of belonging to “Europe” (in the form of a Union), their allegiance to, and indeed the identity of the whole project are in question. I will submit that the original identity of “Europe” should be revived, and revisited for it to evolve in response to the present challenges. If its future identity is that of an intercultural, inclusive, flexible, and analogical polity, Europe will be still worth fighting for. (shrink)

En el presente artículo se presenta, desde la filosofía, primeramente la tesis de L. Zea, según el cual la universidad del hombre americano, se halla en la aceptación de la diversidad concreta de las pluriformes maneras de ser de los americanos. Europa recién ahora se pone filosóficamente el problema de la pluralidad cultural. Se analiza luego la forma de considerar el gobierno y las leyes tanto de los americanos sajones como de los americanos latinos, cuando construyen sus propias formas de (...) ser. Se considera el intento y el fracaso al querer éstos imitar a aquéllos. Trata, además, la hipótesis de L. Zea según el cual la identidad de los pueblos latinoamericanos está en no tener ninguna que lo marque como pueblo y hombre común a toda América Latina, salvo ciertos rasgos de conducta común, derivados del talante conquistador español. Ortega y Gasset prolonga este análisis y lo centra en las influencias de la inmigración en Argentina, de lo que -entre otras causas- surge una explicación para ciertas conductas que dan forma a la identidad de los argentinos. Algo no ha cambiado en el modo de ser argentino: éste no se dedica primeramente a vivir la vida, sino a hacer fortuna y defenderse. Se identifica por lo que posee o desea poseer.This article presents, from a philosophical stand, firstly Leopoldo Zea's thesis according to which the American man's universality resides in his acceptance of the concrete diversity of the various ways of being American. Only now Europe is starting to consider philosophically the problem of cultural pluralism. Secondly, we analyze the way the Saxon Americans and the Latin Americans consider government and laws during their respective processes of becoming their own selves. We examine the intent and subsequent failure of the latter at trying to imitate the former; also, Zea's thesis according to which the identity of Latin American peoples lies precisely in not having a unique identity that define them as a man and people common to all Latin America, except for some behavioral traits deriving from the Spanish conqueror temper. Ortega y Gasset extends this analysis focusing on Argentina's immigration and concluding that this partially accounts for the Argentinean behavior and identity, their priority being to make a fortune and to defend themselves. ABSTRACTDespite the growing research on the emergence of the term ‘Europe’ in the Early Modern Period and its implications, concepts and conceptualizations, most studies rely on vernacular sources exclusively. The vast and even unclear amount of Neo-Latin literature processing the discourse on Europe and European identity has yet attracted only little interest. With its proper investigation starting now, the following article aims to make a corresponding contribution by examining a treatise of one of the most prominent Neo-Latin (...) writers of the seventeenth century, John Barclay. The treatise in question, entitled Icon animorum, has received scant attention in modern Neo-Latin scholarship so far, notwithstanding its early modern popularity, its excellent Latin and its famous author. The article will thus atone for the lack of both the work’s literary and historical credit. The argument will show that with his Icon, Barclay has not just created a description of European nations typical of his time, but that he has, in fact, reached out to a supranational concept of Europe according to the principle of ‘unity in diversity’. U tekstu je rec o pokusaju da se pronadje odgovarajuci koncept za moguce rekonstruisanje i integrisanje razlicitih kulturnih identiteta koji su i unutar sebe razliciti i slojeviti. Pogled na problematiku identiteta koji je moguc iz Srbije - zemlje u 'tranziciji' kroz razlicita iskusenja u traganjima za odgovarajucim identitetom koji bi znacio mogucnost integriteta u procesima identitetskih preobrazaja - jeste specifican po tome sto moze da posmatra sebe i kao subjekt istorije, a ne samo kroz 'drugost' koju su joj drugi namenili.

Political and cultural diversity in contemporary Europe can be encountered on many levels and in a variety of forms. The significance of such political and cultural diversity is, however, differently understood, and conceptualized, and not always sufficiently appreciated in distinct perceptions of Europe. A variety of perceptions of Europe have played a role in the project of Eastern enlargement, even if a communitarian/unitarian vision of a single European identity seemed to prevail. Such a vision was not (...) only promoted by Western European political forces, but also actively endorsed by some of the new-comers themselves, who, in a way, embedded the unitarian understanding of European identity in their local self-identification as `Central Europe'. A unitary vision of Europe was, however, at odds with a number of connotations associated with the myth of a distinct Central European identity as it had emerged in the 1980s. The article identifies three understandings of the idea of Central Europe as they have historically emerged, and suggests their contemporary relevance for the European integration project. Subsequently, the usage and understanding of Central Europe will be briefly looked at in the context of the fifth enlargement project. Finally, the future of political and cultural integration in the post-enlargement era is hypothesized. While the unitary vision of European identity remains an important marker, a diversity-sensitive, post-national, and deliberative understanding of European identity seems increasingly important, an identity that can significantly build on an emancipatory reading of Central Europe. In Imagining Europe, Chiara Bottici and Benoît Challand explore the formation of modern European identity. Europe has not always been there, although we have been imagining it for quite some time. Even after the birth of a polity called the European Union, the meaning of Europe remained a very much contested topic. What is Europe? What are its boundaries? Is there a specific European identity or is the EU just the name for a group (...) of institutions? This book answers these questions, showing that in Europe's formation, myth and memory, although distinct, are often merged in a common attempt to construct an identity for its present and its future. In a time when Europe is facing an existential crisis, when its meaning is being questioned, Imagining Europe explores a vital and often unacknowledged aspect of the European project. (shrink)

This article argues that the social construction of the borders of Europe is the combined effect of a historical trajectory in which the construction of its outer and its inner boundaries interact. These boundaries make sense to the people because they have a narrative plausibility. On such narrative resonance, real hard borders are grounded. The idea of narrative boundary construction is embedded in a minimalist theory of identity that claims that anything can serve as a boundary within a (...) historically specific situation. The only restriction regarding boundary construction is that a new boundary continues the narrative – either in a continuous or a discontinuous way, either as conservative caring for a tradition or as a revolutionary break with a tradition. This radical break with substantialist notions of Europe's borders and identity implies that such trajectories do not imply any necessity. Whether the European integration process is continuing an old narrative or whether it points towards a specific discontinuity in the further telling of Europe's story, is historically contingent. Europe has just to continue to tell a story about itself that makes narrative sense. (shrink)

Muslims living in England are living in a predicament. On the onehand, they have to face the reality that the laws governing the family institutionare secular in nature. This poses a threat to their identity and freedom ofreligion. On the other hand, they are commanded by Islam to settle theirdisputes according to its laws and principles. However, this is unrealistic,simply due to the fact that the only recognized legal system in England isthe English Law. To circumvent this situation, certain (...) Muslim scholars andcommunities have established quasi-judicial courts, acting in the capacity ofmediators, counsellors, arbitrators and even judges, in order to settle maritaldisputes. These courts, known as Shariah councils, provide a modern approachto alternative dispute resolution, whereby Muslim families and individualscan have their disputes resolved amicably. It was also set up as a response forMuslims to adapt to life under the English secular laws in which they live in,that do not afford them the right of having a Sharʑah-based institution. Onesuch Shariah council offering a modern approach to settling marital disputesamicably is the Islamic Council of Europe. The researcher conducted anin-depth interview with the said council and was able to collect a couple ofarbitrational cases and analysed them in order to give a better understandinginto its inner workings, its structural set-up and operation. Hence, this paperaims to critically and juristically analyse them from an Islamic legal maximperspective while taking the Muslim minority context into consideration. (shrink)
