Recent advancements in neuroengineering research have prompted neuroethicists to propose a variety of “ethical guidance” frameworks (e.g., principles, guidelines, framing questions, responsible research innovation frameworks, and ethical priorities) to inform this work. In this chapter, we offer a comparative analysis of five recently proposed ethical guidance frameworks (NIH neuroethics guiding principles, Nuffield Council on Bioethics, Global Neuroethics Summit Delegates, the Center for Neurotechnology’s neuroethical principles and guidelines, and the Neurotechnology Ethics Taskforce’s ethical priorities). We identify some common themes among these (...) frameworks, making explicit significant areas of convergence. We also highlight three areas of ethical consideration that have not received sufficient attention across these frameworks (extended care for research participants, cultural salience, and stakeholder input). Further attention and analysis of these three areas would improve the breadth and scope of ethical considerations for neuroengineering research. (shrink)

Among contemporary liberal political theorists in the West, there appears to be a standoff between two camps. One camp promotes tighter social bonds through collective responsibility and patriotic fellow-feeling while the other insists on the need for relaxed social bonds through respect for individual freedom. This essay shows how two Vietnamese thinkers—Ho Chi Minh (1872–1969) and Nguyen Manh Tuong (1909–1997)—can help move this intractable debate about collective responsibility and individual freedom beyond statements of principle to a more pragmatic discussion of (...) what should be done to maintain a healthy polity. They present an alternative to the static standoff, arguing that dynamic oscillation between two activities can forge national fraternal solidarity while also respecting individual freedom when the needs arise: ‘criticism and self-criticism' which tightens social bonds, and ‘liberal self-exploration' which relaxes social bonds. Motivated by exploitation concerns, we argue for the importance of participant engagement in basic human intracranial electrophysiology research. This research takes advantage of unique neurosurgical opportunities to better understand complex systems of the human brain, but it also exposes participants to additional risks without immediate therapeutic intent. We argue that understanding participant values and incorporating their perspectives into the research process may help determine whether and to what extent research practices and the resulting distributions of risks and benefits constitute exploitation (...) and contribute to building a brain research paradigm that is genuinely responsive to participant values. The 4.0 industrial revolution, driven by advancements in artificial intelligence, demands that people innovate their thinking, acquire new experiences, and adapt to emerging professions. Consequently, countries are actively reforming their education systems to cultivate creative capacities and foster adaptability to innovation. Educational programs must provide learners with new professional experiences and ensure equal access to education. John Dewey articulated these principles in his educational philosophy. Today, Dewey’s philosophy and pragmatism continue to influence global education profoundly. However, the international context requires (...) countries to develop educational philosophies aligned with worldwide educational goals. This article employs the dialectical materialist method, incorporating comprehensive and historical principles, to argue that education should focus on learners’ experiences and foster democratic education. The study emphasizes Dewey’s focus on practical applications, student engagement, and social responsibility as vital for educational reform. In Vietnam, educational reform based on Dewey’s principles is essential for improving educational quality, meeting labor market demands, and promoting well-rounded individuals who can contribute to socioeconomic progress. The study suggests that integrating Dewey’s educational philosophy can significantly enhance Vietnam’s efforts to modernize its education system and address contemporary needs. (shrink)

Purpose Citizen engagement (CE) in public policy is increasingly considered to be an important feature of governance worldwide. The aim of this study is to explore the impact of e-government usage (EGU) on citizens’ engagement. In addition, the study investigates the mediating effect of government reputation (GR) and the moderating role of digital divide (DD) in EGU and citizens' engagement relationship. Design/methodology/approach Data were collected from 938 respondents in Vietnam with a random method. This study used the partial least squares (...) – structural equation modeling method to examine hypotheses. Findings The results show that e-government and GR are critical determinants of CE. Furthermore, GR plays a mediating role in the relationship between e-government and CE. The results also show how DD moderates this nexus. Practical implications The findings of this study provide valuable evidence and implications. Public officials must improve the GR and administrative capacity as the determination for the CE. Moreover, the government should continually carry out policies to reduce the DD. Originality/value By investigating the mediating and moderating effects of GR and DD, this study has significantly contributed to advancing the body knowledge of e-government. (shrink)

Confucian ethics, being adopted in Vietnam, lost its originality and was adapted and supplemented in accordance with the historical practice of the people in order to meet their needs and correspond to changes in the feudal society of Vietnam. In other words, Confucian ethics was “Vietnamized”. The article analyzes the process of implementing and developing Confucian ethics in Vietnam and defines its specifics. A common theme conspicuously emerges from the few translated and published narratives of Vietnamese who participated in resistance against French colonialism in the 1950s. These narratives tend to identify moments of being an audience member to theater as having significant roles in these individuals’ political awakening and desire to sacrifice themselves for anticolonial struggle. Drawing on these narratives, this essay shows how some audience members engage in an empowering kind of political theorizing that elicits cross-cultural revelation, is progressive, generates feelings (...) of solidarity, and inspires them to engage in political action. In showing how being an audience member can lead to revolutionary action, these cases exceed the expectations of theorists of revolutionary theater such as Bertolt Brecht and Augusto Boal. They also offer a direct refutation of Jean-Jacques Rousseau’s famous claim that being an audience member at a theatrical performance is politically and morally enervating. (shrink)

This study examines the hypothesis that the stopping rule-a traditional postnatal sex selection method where couples decide to cease childbearing once they bear a son-plays a role in high sex ratio of last births (SRLB). The study develops a theoretical framework to demonstrate the operation of the stopping rule in a context of son preference. This framework was used to demonstrate the impact of the stopping rule on the SRLB in Vietnam, using data from the Population Change Survey 2006. The (...) SRLB of Vietnam was high at the level of 130 in the period 1970-2006, and particularly in the period 1986-1995, when sex-selective abortion was not available. Women were 21% more likely to stop childbearing after a male birth compared with a female birth. The SRLB was highest at parity 2 (138.7), particularly in rural areas (153.5), and extremely high (181.9) when the previous birth was female. Given the declining fertility, the stopping rule has a potential synergistic effect with sex-selective abortion to accentuate a trend of one-son families in the population. (shrink)

Confucianism in general, and Confucian ideals in particular, which arrived in Vietnam in the first cen- turies of our era, were accepted by our Vietnamese dynasties and have served as ideological functions for a long time. Furthermore, Confucian morality has played a significant role in Vietnamese tradi- tional life. Additionally, Confucian virtues have had a long-standing influence on Vietnamese society. It has had a beneficial and detrimental impact on public life since its inception. The purpose of the article is to (...) examine the tactics of Confucian politics’ influence on modern Viet- namese society and our societal problems. The rel- evance of customs, traditions, and beliefs, as well as the cult of ancestor worship, is highlighted; the value of moral education in the family is empha- sized; and the influence of public opinion is being highly considered. Along with that, the impact of Confucian principles on Vietnamese society is ex- amined, both through the institutions of communal self-government in villages and communes and through policy implementation. The author points out various inconsistencies between Confucian principles and modern Vietnamese society. Further modernization, according to the author, should be accomplished not by shattering the ideals embod- ied in Vietnamese society or by Confucianism’s standards, but by adapting their individual provi- sions to the needs of the present. The article focuses on the study of workplace learning for hospital’s staff to become mortuary care agents. It is based on the analysis of verbalizations obtained from self-confrontations interviews made with the mortuary care trainees. These interviews are extracted from video recordings taken while trainees carry out their normal task. The goal is to identify, within the context of the interaction between trainees and tutors, signs of learning progress in the trainees’ verbalizations, which could be linked to existing hospital standards. As demonstrated by the activity clinic methodology, these verbalizations are not just a simple depiction of the work activity as it happened but serve as an experiment to underline the learning benefits for the trainees. Beyond the benefits of better understanding the trainees work tasks, the resulting analyses indeed support the formative aspect of self-confrontation interviews. In this perspective, the article focuses on a methodological aspect, the data analysis to account for signs of learning such as verbalized and recognized by the trainees in their interactions with tutors. On the occasion, we question the formative dimension of this methodological setting in the prospect of designing training devices for these professionals. (shrink)

A decrease in cortical excitability tends to be easily followed by an increase induced by external stimuli via a mechanism aimed at restoring it; this phenomenon is called “homeostatic plasticity.” In recent years, although intervention methods aimed at promoting motor learning using this phenomenon have been studied, an optimal intervention method has not been established. In the present study, we examined whether subsequent motor learning can be promoted further by a repetitive passive movement, which reduces the excitability of the primary (...) motor cortex before motor learning tasks. We also examined the relationship between motor learning and the brain-derived neurotrophic factor. Forty healthy subjects participated. Subjects were divided into two groups of 20 individuals each. The first group was assigned to perform the motor learning task after an intervention consisting in the passive adduction–abduction movement of the right index finger at 5 Hz for 10 min, while the second group was assigned to perform the task without the passive movement. The motor learning task consisted in the visual tracking of the right index finger. The results showed that the corticospinal excitability was transiently reduced after the passive movement in the RPM condition, whereas it was increased to the level detected in the control condition after the motor learning task. Furthermore, the motor learning ability was decreased immediately after the passive movement; however, the motor performance finally improved to the level observed in the control condition. In individuals carrying the Val/Val genotype, higher motor learning was also found to be related to the more remarkable changes in corticospinal excitability caused by the RPM condition. This study revealed that the implementation of a passive movement before a motor learning tasks did not affect M1 excitatory changes and motor learning efficiency; in contrast, in subjects carrying the Val/Val polymorphism, the more significant excitatory changes in the M1 induced by the passive movement and motor learning task led to the improvement of motor learning efficiency. Our results also suggest that homeostatic plasticity occurring in the M1 is involved in this improvement. (shrink)

Men who spend a greater proportion of time apart from their female partner since the couple’s last copulation are at greater “objective” sperm competition risk. We propose a novel cue to sperm competition risk: the time she spends with her male friends. Four hundred and twenty men in a committed, heterosexual, sexual relationship completed a questionnaire. The results indicate that men at greater objective sperm competition risk report less time desired until the couple’s next copulation, greater interest in copulating with (...) their partner, and greater anger, frustration, and upset in response to their partner’s sexual rejection, but only among men whose partner spends more time with her male friends. These results remain after controlling statistically for the participant’s age and their partner’s age. We discuss limitations of the current research, and discuss how research in human sperm competition can inform social issues, including men’s partner-directed sexual coercion. (shrink)

Brain-computer Interface (BCI) research is rapidly expanding, and it engages domains of human experience that many find central to our current understanding of ourselves. Ethical principles or guidelines can provide researchers with tools to engage in ethical reflection and to address practical problems in research. Though researchers have called for clearer ethical principles or guidelines, there is little existing data on what form these should take. We developed a prospective set of ethical principles for BCI research with specific guidelines and (...) shared them, via a survey, to participants at the 6th International BCI Meeting at the Asilomar Conference Center in 2016. Respondents were broadly supportive of principles of Care for Subjects, Modesty, Participation, Inclusivity, Relationality, Justice, and Social Impact. Principles more traditionally aligned with responsible conduct of research showed higher levels of endorsement. Researcher support for specific principle-based ethical guidelines varied with respect to stringency of researcher obligations. (shrink)

A growing amount of media is paid for by its consumers through their very consumption of it. Typically, this new media is web-based and paid for by advertising. It includes the services offered by Facebook, Instagram, Snapchat, and YouTube. We offer an ethical assessment of the attention economy, the market where attention is exchanged for new media. We argue that the assessment has ethical implications for how the attention economy should be regulated. To conduct the assessment, we employ two heuristics (...) for evaluating markets. One is the “harm” criterion, which relates to whether the market tends to engender extremely harmful outcomes for individuals or society as a whole. The other is the “agency” criterion, which relates not to the outcomes of the market, but rather, to whether it somehow reflects or has its source in weakened agency. We argue that the attention economy animates concerns with respect to both criteria and that new media should be subject to the same sort of regulation as other harmful, addictive products. (shrink)

In ‘Discrimination Against the Dying’, Phillip Reed argues that terminally ill patients are subjected to a distinct form of discrimination called ‘terminalism’. One of Reed’s primary examples of terminalism is right to try laws, which offer terminally ill patients the option to request medications that are not FDA-approved and without IRB involvement. In this analysis, we consider additional contextual factors about right to try, suggesting that it may not neatly count as an exemplar of terminalism. When pursued with appropriate protocols (...) and oversight, right to try has the potential to broaden treatment opportunities for the terminally ill by bypassing FDA and IRB restrictions, functioning as a less stringent alternative to expanded access for patients with limited time and dwindling options. Reed acknowledges that differential treatment of patients is not inherently unjust. For instance, Reed praises expanded access laws that grant patients with severe or life-threatening diseases access to treatment options otherwise unavailable. Patients not afflicted by severe illness or who have found success with standard treatment options are unlikely to face discrimination for inability to access nonessential treatment. The article uses the methodology of dialectical materialism as a general principle and a specific historical principle to evaluate Nguyen Trai’s benevolence (...) and righteousness in terms of compassion, justice, and management, associated with the interests of the people, the community, and society. The article also uses analytical and synthesis methods to highlight the content of benevolence and righteousness in the cultural tradition of the Vietnamese nation today. The Covid-19 pandemic had affected the world in general and Vietnam in particular. So Nguyen Trai’s thought culture is powerfully and effectively prompt in responding to the Covid-19 pandemic in Vietnam and other countries today. In this article, Nguyen Trai’s benevolence and righteousness fairness clearly define the responsibility of the state and the obligation of citizens to promote the traditional cultural values of the nation. Resumo: Nguyen Trai foi um grande filósofo patriótico vietnamita, uma das maiores personalidades de todos os tempos. Ele viveu no século XV; seus pensamentos se tornaram um grande exemplo de ética, cultura, alma e sabedoria vietnamitas. O artigo estudou os pensamentos filosóficos de Nguyen Trai, para ajudar a desenvolver um país próspero e feliz, usando os valores culturais tradicionais da nação. O texto utiliza a metodologia do materialismo dialético como princípio geral e como princípio histórico específico, a fim de avaliar a benevolência e a retidão de Nguyen Trai, em termos de compaixão, justiça e gestão, associadas aos interesses do povo, da comunidade e da sociedade. O artigo também usa métodos analíticos e de síntese, para destacar o conteúdo de benevolência e retidão, na tradição cultural da nação vietnamita hoje. A pandemia de Covid-19 afetou o mundo, em geral, e o Vietnã, em particular. Portanto, a cultura de pensamento de Nguyen Trai é poderosa e eficaz na resposta à pandemia de Covid19, no Vietnã e em outros países, na atualidade. In recent years Vietnam has experienced a high sex ratio at birth SRB) amidst rapid socioeconomic and demographic changes. However, little is known about the differentials in SRB between maternal socioeconomic and demographic groups. The paper uses data from the annual Population Change Survey (PCS) in 2006 to examine the relationship of the sex ratio of the most recent birth with maternal socioeconomic and demographic characteristics and the number of previous female births. The SRB of Vietnam was significantly high at (...) 111.4 (95% CI 109.7–113.1) for the period 1st April 2000 to 31st March 2006. Multivariate analysis reveals that sex of the most recent birth is strongly related with the number of previous female births. This association is consistent across different socioeconomic and demographic groups of women. Given the high SRB in Vietnam, further research into the reasons for high SRB in these groups is required, as are intervention programmes such as those raising the public awareness of its negative consequences. © Cambridge University Press, 2010. This paper investigates whether the impact of PCAOB Rule 3211 on the quality and cost of audit services differs between female and male audit partners. We find that the improvement of audit quality is more pronounced for female audit partners than male partners after Rule 3211 adoption. Female audit partners are also associated with higher increases in fees and report lags than male counterparts after the adoption of Rule 3211. Further, we find that the presence of female CFOs attenuate the (...) audit fees and report lag increases in the post-adoption periods. Overall, our findings confirm the importance of the gender effect on audit outcomes, which needs further consideration by standard setters. Our study also provides empirical evidence of the benefits of gender equality in the workplace. (shrink)

Conspecific violence has been pervasive throughout evolutionary history. The current research tested the hypotheses that individuals implicitly categorize combative contexts (i.e., play fighting, status contests, warfare, and anti-exploitative violence) and use the associated contextual information to guide expectations of combative tactics. Using U.S. and non-U.S. samples, Study 1 demonstrated consistent classification of combative contexts from scenarios for which little information was given and predictable shifts in the acceptability of combative tactics across contexts. Whereas severe tactics (e.g., eye-gouging) were acceptable in (...) warfare and anti-exploitative violence, they were unacceptable in status contests and play fights. These results suggest the existence of implicit rules governing the contexts of combat. In Study 2, we explored the reputational consequences of violating these implicit rules. Results suggest that rule violators (e.g., those who use severe tactics in a status contest) are given less respect. These are the first studies to implicate specialized mechanisms for aggression that use contextual cues of violence to guide expectations and behavior. (shrink)

Writing The History of the Sevarambians in the 1670s, the Huguenot Denis Veiras borrowed many ideas from Garcilaso de la Vega, also known as El Inca, whose Royal Commentaries of the Incas was published in 1609. Both works describe the history of an empire and justify it on the ground that it brought peace and unity. While Garcilaso’s book purported to be a history, his selection of facts reflected his goal of improving the treatment of the Incas by the Spanish. (...) Veiras’s story also claimed to be a history, but it was transparently a fiction, even to the point of lifting many elements from Garcilaso’s book. What both works equally emphasized was that empires could aim at, and could be justified by, the benefits they provided their subjects. Both tell stories of benevolent and paternalistic rulers who founded nearly ideal societies in the countries they conquered. These were models of empire for peace and unity rather than merely promoting toleration of differences or concord among differing parties. Veiras’s utopia thus offers an instructive case study of the effects of cross-cultural borrowings of literary and political ideas. (shrink)

A recent project at the University of Denver Libraries used handwritten text recognition (HTR) software to create transcriptions of records from the Jewish Consumptives’ Relief Society (JCRS), a tuberculosis sanatorium located in Denver, Colorado from 1904 to 1954. Among a great many other potential uses, these type- and hand-written records give insight into the human experience of disease and epidemic, its treatment, its effect on cultures, and of Jewish immigration to and early life in the American West. Our intent is (...) to provide these transcripts as data so the text may be computationally analyzed, pursuant to a larger effort in developing capacity in services and infrastructure to support digital humanities as a library, and to contribute to the emerging HTR ecosystem in archival work. Just because we can, however, doesn’t always mean we should: the realities of publishing large datasets online that contain medical and personal histories of potentially vulnerable people and communities introduce serious ethical considerations. This paper both underscores the value of HTR and frames ethical considerations related to protecting data derived from it. It suggests a terms-of-use intervention perhaps valuable to similar projects, one that balances meeting the research needs of digital scholars with the care and respect of persons, their communities and inheritors, who lives produced the very data now valuable to those researchers. Relationships with international students can be beneficial to higher education in terms of financial and human resources. For this reason, establishing and maintaining such relationships are usually pre-eminent concerns. In this study, we extended the application of the disconfirmation expectation model by incorporating components from subjective task value to predict the loyalty of international students toward their host countries. On a sample of 410 Vietnamese students enrolled in establishments of higher education in over 15 countries across the globe, we employed (...) structural equation model to construct the conceptual model. Our empirical findings revealed that while the roles of satisfaction and disconfirmation are still important as direct and indirect antecedents of international student loyalty, its most powerful predictors are the three components of subjective task value: attainment, utility and intrinsic. These insights result in a number of implications for actors on the higher ducation scene, such as heads of institutions and policy makers. (shrink)
