This book tries to answer two key questions. The first is why certain periods are more prone to war than others. The other is why certain wars that involve polar powers end with their territorial expansion whereas other wars end in their contraction or maintaining their territorial status. In conclusion, it is asked whether the polarity of the system affects these two outcomes, and if so, how.

Drawing on my qualitative and quantitative research I show that the motives for war have changed in the course of the last four centuries, and that the causes of war and the responses of others to the use of force are shaped by society. Leaders who start wars rarely behave with the substantive and instrumental rationality assumed by realist and rationalist approaches. For this reason, historically they lose more than half wars than they start. After 1945, the frequency of failure (...) rises to over 80 percent. Rationalists allow for miscalculation but attribute it to lack of information. In most wars, information was available beforehand that indicated, or certainly suggested, that the venture would not succeed militarily or fail to achieve its political goals. Realism and constructivism, two key contemporary theoretical approaches to the study of international relations, are commonly taught as mutually exclusive ways of understanding the subject. Realist Constructivism explores the common ground between the two, and demonstrates that, rather than being in simple opposition, they have areas of both tension and overlap. There is indeed space to engage in a realist constructivism. But at the same time, there are important distinctions between them, and there remains a need for a (...) constructivism that is not realist, and a realism that is not constructivist. Samuel Barkin argues more broadly for a different way of thinking about theories of international relations, that focuses on the corresponding elements within various approaches rather than on a small set of mutually exclusive paradigms. In this introduction to the Special Issue, we undertake a little ground clearing in order to make room in International Relations for thinking differently about anarchy and world politics. Anarchy’s roots in, and association with, social contract theory and the state of nature has unduly narrowed how we might understand the concept and its potential in International Relations. Indeed, such is the consensus in this regard that anarchy is remarkably uncontested, considering its centrality to the field. (...) In this collected volume, the authors analyze the deficiencies of existing theory and present alternate explanations of Third World foreign policy behavior. The essays show how examining Third World experience can broaden our understanding of how and why states and non-state actors interact in the international system.

Semiotics constitutes an untapped and interdisciplinary source of enrichment for the discipline of International Relations theory. We propose two visual metaphors to that effect to interpret the figure depicting the central claim of structural realism offered by late Kenneth Waltz who is one of the most disputed, read, and inspiring IR theorists. The figure is the tenor of both metaphors. The vehicles are two paintings by Mark Rothko, namely, “Green and Tangerine on Red” and the “Number 14.” The (...) metaphors generate innumerable meanings for the tenor and eliminate the criticism that SR is a static and an ahistorical theory. The goal of this paper is examine the recent literature on the intersection between philosophical pragmatism and International Relations (IR), including IR theory and IR research methodology. One of the obstacles to motivating pragmatist IR theories and research methodologies, I contend, is the difficulty of defining pragmatism, particularly whether there is a need for a more generic definition of pragmatism or one narrowly tailored to the goals of IR theorists and researchers.

The category of a national interest is one of the most popular notions used in international relations. It has a polysemic character and is differently interpreted by various scientific perspectives. The purpose of this article is to provide a brief analysis of selected approaches of the theory of international relations to defining interests and correlating the interpretations of national interests of the Russian Federation performed on their bases. The choice of case study concerning the foreign policy (...) of the Russian Federation is not accidental because in countries aspiring to gain world power the concept of national interest is raised while explaining the motives of decisions taken by their leaders exceptionally often. In this article, Russia’s interests will be discussed in reference to the annexation of the Crimea and Russia’s actions towards Ukraine. Those events vividly show the specificity of defining the national interests, based on one hand on the pursue to being a powerhouse and understanding the interests in the category of power and, on the other hand, resulting from the political identity of Russian elites. As a result, an assessment of the scientific utility of selected theoretical paradigms and their use in the analyses of Russia’s foreign policy will be outlined. (shrink)

In Emanuel Adler's distinctive constructivist approach to international relations theory, international practices evolve in tandem with collective knowledge of the material and social worlds. This book - comprising a selection of his journal publications, a new introduction and three previously unpublished articles - points IR constructivism in a novel direction, characterized as 'communitarian'. Adler's synthesis does not herald the end of the nation-state; nor does it suggest that agency is unimportant in international life. Rather, it argues (...) that what mediates between individual and state agency and social structures are communities of practice, which are the wellspring and repositories of collective meanings and social practices. The concept of communities of practice casts new light on epistemic communities and security communities, helping to explain why certain ideas congeal into human practices and others do not, and which social mechanisms can facilitate the emergence of normatively better communities. [On Diogenes, who coined the term ‘cosmopolitan’] ‘If only more contemporary self-styled cosmopolitans drank water from their hands, ate human flesh, hugged statues and masturbated in public. … Diogenes's “cosmopolitanism” is much more of an anti-political stance than some sort of banal internationalism’.

The commitment to the rational actor model of state behavior is said to be a core assumption of realist theory. This assumption is listed in most textbook accounts of realism. Yet is rationality a core supposition of realist theory, and if so, what kind of rationality is implied in these claims? Debate on the relationship between realism, and what is often labeled as rationality is replete with misunderstandings. Authors deploy terms such as rationality, rationalism, and rational actor in diverse and (...) contradictory ways. This article aims to cut through this confusion and provide an account of the different ways in which these terms are used in the field of International Relations (IR). We argue that much of the confusion surrounding rationalism/rationality in IR arises due to a failure to distinguish between rationalism as an epistemological position (the observer rationality assumption) and rationality as an ontological position (the rational actor assumption). We use this distinction to examine carefully the relationship between the concepts of rationalism/rationality in realist theory. (shrink)

Most questions commonly asked about international politics are ethical ones. Should the international community intervene in Bosnia? What do we owe the starving in Somalia? What should be done about the genocide in Rwanda? Yet, Mervyn Frost argues, ethics is accorded a marginal position within the academic study of international relations. Challenges the traditional portrayal of Hobbes as an extreme ‘Realist’ in international relations theory—i.e. as someone who regarded the international arena as a pure anarchy in which law could have no meaning and aggression could always be justified by the dictates of self‐interest. It argues that his theory did have a place for international law, and did supply reasons for international cooperation of various kinds. In many ways his theory was closer to the ameliorism of (...) the ‘Rationalist’ tradition than to the changeless pessimism of the Realists; but, on the other hand, the peculiar nature of his natural law theory did set him apart from the Rationalist tradition. Reinhold Niebuhr (1892-1971) may have been the most influential and insightful American thinker of the twentieth century. In dealing with the intricacies of human nature, society, politics, ethics, theology, racism and international relations, Niebuhr the teacher, preacher, philosopher, social critic and ethicist, was highly influential and difficult to ignore during the Second World War and Cold War eras because of his intellectual heft and the novel manner in which he addressed the economic, spiritual, social and political problems of (...) his time. This book distils Niebuhr's disparate and now difficult to access work into one volume, making it more easily accessible than ever before, at the same time bringing his work into the twenty first century. It argues that if he were alive today Niebuhr would be a champion of the U.N, a supporter of globalization, a fierce opponent of America's 2003 Iraq War (for all the reasons he opposed the Vietnam War), an advocate of the Responsibility to Protect, and a pragmatic hawk on China as it rises today. It also highlights his many contributions to international relations theory, from Realism to Liberalism to existentialism to the English School to constructivism. This is the first book that focuses exclusively on the international relations thought of Reinhold Niebuhr, one of Classical Realism's most important figures, one whom diplomat and Realist George Kennan called, "the father of us all.". This book presents a posthumous collection of previously uncollected works of political theory written by Whittle Johnston. Johnston believed that both the liberal tradition of political thought and the realist tradition of international thought had contributed much to humanity's store of political wisdom, but that each had limitations that could most easily be recognized by its encounter with the other. His method of accomplishing this task was to examine the liberal conception of political life in general and international (...) political life in particular and then to explore the realist critique of the liberal view, particularly as it was expressed by three great twentieth-century realist thinkers, all of whom were, in their various ways, skeptical of liberal assumptions: Reinhold Niebuhr, Hans Morgenthau, and E. H. Carr. In doing so, Johnston reveals the power of the realist outlook, but also the areas in which it remains insufficient, and insufficient particularly where it underestimates the complexity and prudence that liberalism is capable of displaying.
