The liver is the human body’s mandatory organ, but detecting liver disease at an early stage is very difficult due to the hiddenness of symptoms. Liver diseases may cause loss of energy or weakness when some irregularities in the working of the liver get visible. Cancer is one of the most common diseases of the liver and also the most fatal of all. Uncontrolled growth of harmful cells is developed inside the liver. If diagnosed late, it may cause death. Treatment (...) of liver diseases at an early stage is, therefore, an important issue as is designing a model to diagnose early disease. Firstly, an appropriate feature should be identified which plays a more significant part in the detection of liver cancer at an early stage. Therefore, it is essential to extract some essential features from thousands of unwanted features. So, these features will be mined using data mining and soft computing techniques. These techniques give optimized results that will be helpful in disease diagnosis at an early stage. In these techniques, we use feature selection methods to reduce the dataset’s feature, which include Filter, Wrapper, and Embedded methods. Different Regression algorithms are then applied to these methods individually to evaluate the result. Regression algorithms include Linear Regression, Ridge Regression, LASSO Regression, Support Vector Regression, Decision Tree Regression, Multilayer Perceptron Regression, and Random Forest Regression. Based on the accuracy and error rates generated by these Regression algorithms, we have evaluated our results. The result shows that Random Forest Regression with the Wrapper Method from all the deployed Regression techniques is the best and gives the highest R2-Score of 0.8923 and lowest MSE of 0.0618. Mitochondrial DNA (mtDNA) diseases are a group of neuromuscular diseases that often cause suffering and premature death. New mitochondrial replacement techniques (MRTs) may offer women with mtDNA diseases the opportunity to have healthy offspring to whom they are genetically related. MRTs will likely be ready to license for clinical use in the near future and a discussion of the ethics of the clinical introduction ofMRTs is needed. This paper begins by evaluating three concerns about the safety of MRTs for (...) clinical use on humans: (1) Is it ethical to use MRTs if safe alternatives exist? (2) Would persons with three genetic contributors be at risk of suffering? and (3) Can society trust that MRTs will be made available for humans only once adequate safety testing has taken place, and that MRTs will only be licensed for clinical use in a way that minimises risks? It is then argued that the ethics debate about MRTs should be reoriented towards recommendingways to reduce the possible risks of MRT use on humans. Two recommendations are made: (1) licensed clinical access to MRTs should only be granted to prospective parents if they intend to tell their children about their MRT conception by adulthood; and (2) sex selection should be used in conjunction with the clinical use ofMRTs, in order to reduce transgenerational health risks. In this article I argue that the proper subjects of intangible property claims include medical records, genetic profiles, and gene enhancement techniques. Coupled with a right to privacy these intangible property rights allow individuals a zone of control that will, in most cases, justifiably exclude governmental or societal invasions into private domains. I argue that the threshold for overriding privacy rights and intangible property rights is higher, in relation to genetic enhancement techniques and sensitive personal information, than is (...) commonly suggested. Once the bar is raised, so‐to‐speak, the burden of overriding it is formidable. Thus many policy decisions that have been recently proposed or enacted – citywide audio and video surveillance, law enforcement DNA sweeps, genetic profiling, national bans on genetic testing and enhancement of humans, to name a few – will have to be backed by very strong arguments. Der Beitrag analysiert Techniken öffentlicher Gesundheitskommunikation und skizziert im Ausblick Minimalbedingungen für ihre ethische Vertretbarkeit. Dazu wird erstens an einem aktuellen Beispiel veranschaulicht, wie mittels Text und Bild die Öffentlichkeit überzeugt werden soll, ein bestimmtes Gesundheitsverhalten an den Tag zu legen. Zweitens werden anhand der internationalen Ethik-Debatte fünf Grundtypen von Techniken in der Gesundheitskommunikation (Information, Argumentation, Persuasion, Manipulation und Zwang) rekonstruiert und entlang von Mittel, Zweck, Folgen für Adressaten sowie Implikationen für Autonomie aus ethischer Sicht unterschieden. Am besonders ambivalenten Beispiel (...) der Persuasion wird dann drittens diskutiert, welche ethischen Fallstricke es bei Gesundheitskommunikation zu bedenken gibt. Schließlich zeigen wir argumentativ auf, dass es in sensiblen bioethischen Themenfeldern wichtig ist, zwischen verschiedenen Techniken der Gesundheitskommunikation analytisch zu differenzieren. The method of materialist dialectics, as a tool for the acquisition of scientific knowledge, undergoes continuous development and improvement as science develops and society progresses. Among the pressing problems to which Marxist thought is giving increasing attention is the development of the theory and logic of cognition of social processes.

This paper offers a brief introduction and interpretation of recent research on cultural techniques (or Kulturtechnikforschung) in German media studies. The analysis considers three sites of conceptual dislocations that have shaped the development and legacy of media research often associated with theorist Friedrich Kittler: first, the displacement of 1980s and 1990s Kittlerian media theory towards a more praxeological style of analysis in the early 2000s; second, the philological background that allowed the antiquated German appellation for agricultural engineering, Kulturtechniken, to (...) migrate into media and cultural studies; and third, the role of these conceptual dislocations in enriching media-genealogical inquiries into topics such as life, biopolitics, and practice. Fallait-il inventer l'agriculture? Que se passe-t-il quand une région d'Afrique est totalement administrée par des médecins coloniaux? Qui a inventé la pisciculture? Et les SMS? Comment les animaux identifient-ils les plantes qui les soignent? Que savent les agriculteurs sur les semences? La guerre de 1914-1918 a-t-elle été une guerre des sciences? En partant de situations exemplaires mais peu connues, les cinquante-deux auteurs, tous spécialistes de leur domaine, qui ont participé à ce livre foisonnant, montrent comment se réapproprier les sciences et (...) les techniques. À travers ces petites histoires toujours surprenantes et très accessibles, les auteurs révèlent en effet que la production des institutions scientifiques et techniques fonctionne bien autrement que l'image qu'elles veulent donner d'elles-mêmes, celles de savoirs inaccessibles au commun des mortels. On découvrira, au contraire, que les productions et les savoirs scientifiques transforment en permanence la société et l'environnement via les brevets, la consommation et les usages. C'est bien la raison pour laquelle les sciences nous concernent. En bref, un livre aussi instructif que démystificateur, pour en finir avec le rapport "magique" à la science dans lequel scientifiques et ingénieurs tendent à enfermer les citoyens que leurs productions concernent pourtant au premier chef. Remettre la science en démocratie, en somme : c'est précisément l'objectif que s'est donné l'association d'éducation populaire Les Petits Débrouillards, promoteur et porteur de cet ouvrage. (shrink)

To maintain the competitive edge and evaluating the needs of the quality app is in the mobile application market. The user’s feedback on these applications plays an essential role in the mobile application development industry. The rapid growth of web technology gave people an opportunity to interact and express their review, rate and share their feedback about applications. In this paper we have scrapped 506259 of user reviews and applications rate from Google Play Store from 14 different categories. The statistical (...) information was measured in the results using different of common machine learning algorithms such as the Logistic Regression, Random Forest Classifier, and Multinomial Naïve Bayes. Different parameters including the accuracy, precision, recall, and F1 score were used to evaluate Bigram, Trigram, and N-gram, and the statistical result of these algorithms was compared. The analysis of each algorithm, one by one, is performed, and the result has been evaluated. It is concluded that logistic regression is the best algorithm for review analysis of the Google Play Store applications. The results have been checked scientifically, and it is found that the accuracy of the logistic regression algorithm for analyzing different reviews based on three classes, i.e., positive, negative, and neutral. Air pollution is a current concern of people and government entities. Therefore, in urban scenarios, its monitoring and subsequent analysis is a remarkable and challenging issue due mainly to the variability of polluting-related factors. For this reason, the present work shows the development of a wireless sensor network that, through machine learning techniques, can be classified into three different types of environments: high pollution levels, medium pollution and no noticeable contamination into the Ibarra City. To achieve this goal, signal (...) smoothing stages, prototype selection, feature analysis and a comparison of classification algorithms are performed. As relevant results, there is a classification performance of 95% with a significant noisy data reduction. (shrink)

Optogenetics and DREADDs (Designer Receptors Exclusively Activated by Designer Drugs) are important research tools in recent neurobiology. These tools allow unprecedented control over activity in specifically targeted neurons in behaving animals. Two approaches in philosophy of neuroscience, mechanism and ruthless reductionism, provide explicit accounts of experiments and results using tools like these, but each offers a different picture about how levels of mechanisms relate. I argue here that the ruthless reductionist’s direct mind‐to‐cellular/molecular activities linkages “in a single bound” better fits (...) with both the experimental designs using these tools and some of the scientists’ own judgments about their results than does the mechanist’s “nested hierarchies of mechanisms‐within‐mechanisms.” So at least some important work in current neuroscience appears to be ruthlessly reductive. Mechanism may not correctly characterize all current work in neuroscience, despite its recent popularity. (shrink)

Recent developments in public economics have largely been in the direction of reaffirming the limits of the market and of establishing new ones. The possible existence of fundamental non-convexities, imperfect and asymmetric information, incentive compatibility, imperfect competition, strategic complementarity, and scale economies led to the conclusion that a large set of market failures exist; such situations also imply government failure. Acocella, considers this complicated picture and provides a discussion of the different approaches to establishing social 'rankings' of the possible situations (...) and the underlying principles. The arguments for and against different institutions are then analysed at a micro and macroeconomic level. The market and the government are recognised as imperfect, and thus complementary, institutions. Specific policy targets and instruments are considered in the areas of micro and macro-economic policy. Special attention is devoted to questions of policy management in an open economy. Finally, problems of domestic and international policy co-ordination are considered. (shrink)
