The paper conceptualizes five basic developmental paths the post-Soviet republics followed. The conceptual framework of this paper is expanded theory of real socialism in non-Marxian historical materialism, namely proposed the model of secession from socialist empire. The first developmental path was followed by societies in which an independent civil revolution took place. This path of development bifurcates into two furhter sub-variants. Namely civil revolutions in the Baltic republics (Latvia, Lithuania, Estonia) resulted in the independence and stable democracies. Civil revolution in (...) Caucasus republics (Armenia, Gergia) were partially succesfull because civil movement in these societies were unable to build stable democracies. Countries such as Azerbaijan, Belarus, Moldova and Ukraine followed next developmental path. Its characteristic feauture is active participation of republican communist nomenclatures in seceding from the Soviet Union and gaining state independence. In this variant of development, democratization - characteristic for the first period of independence was counterbalanced by the growing autocratization of political system. This path of development was divided into two developmental variants: in one group of countries (Ukraine) the growth of autocratization caused civil resistance (Ukraine), in the rest societies of this group (Azerbaijan, Belarus, Moldova) - not. Finally the countries of Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan) followed the fith developmental path. In these societies, independence permitted to preserve dictatorship of local communist nomenclatures. (shrink)

The paper reviews the military policy of a new independent Republic of Tajikistan over 1991-2011. The smallest by territory Central Asian republic lived through a five-year civil war on its way to an independent sovereign democratic state which seven million people were wise enough to reach national reconciliation in 1997. The majority of Tajikistan population is on the verge of poverty, which is indicative of the inadequate social policy. The country is rich in Pamir water which (...) is drawn from eleven glaciers as well as cotton, electric energy and aluminum. Tajikistan secures its military power owing to cooperation with the CIS, the Collective Security Treaty Organization and the Shanghai Cooperation Organization. The Republic develops all-embracing cooperation with such Asian countries as India, Pakistan, Turkey, China and Iran. Among European countries it is Germany that allocated funds for strengthening the border with Afghanistan, which notably stands out. Cooperation with the NATO within the Partnership for Peace Program helps the military of the Republic to dispose of outdated ammunition as well as take part in NATO peacekeeping operations in accordance with resolutions of the United Nations Security Council. The Russian Federation having the largest foreign military alignment in the territory of the Republic remains the main strategic partner and guarantor of the national sovereignty of Tajikistan. The Republic still faces the problems of energy resources, terrorism and international drug trafficking. The internal political situation requires continuous international monitoring. UN observers left the country in 2000. The authoritarian government does not contribute to development of the democratic foundation of civil society. Today's Armed Forces of Tajikistan are of insignificant numerical strength and poorly-armed. The Army needs modernization and adaptation to a present-day environment. (shrink)

The significance of the ‘Republic of Letters’ as a Pan-European and cross-national concept is often addressed in scholarship on early modern intel­lectual history. Focusing on an extensive digital epistolary corpus of authors of East Central European descent from c. 1600 to c. 1800, this article aims to readdress this argument by analyzing the currency of the most frequently used terms in Latin that denote a sense of scholarly community (viz. respu­blica literaria and orbis literatus) from a combined quantitative and (...) qualitative approach. Based on the results of this analysis, it is argued that with respect to this geography, terms referring to the Republic of Letters were not as vital and ubiquitous as modern scholarship may perhaps lead one to believe. As the supposed increasing geographical spread and frequency of these terms are oftentimes mentioned as signs of the growing currency of their underlying concept, it is important to realize that their continental occurrence seems, in fact, limited at best and erratic at worst. Consequently, it is argued that concerning the analysis of individual authors, the methodology adopted in this study can only yield a meaningful discussion in the case of a relatively large number of occurrences, as the absence of these terms could be regarded as the default ‘standard’ in the regions under discussion—and possibly beyond. The expression “République des lettress” is still used today. It appears in most recent dictionaries of the French language, and it even occasionally occurs in ordinary conversation or in the press, a pompous and ironic circumlocution to designate the Parisian literary “milieu.” This archaistic and pejorative survival masks (somewhat similarly to the word “rhetoric”) the attention that researchers are now according to the older meaning of this surviving expression, and to the concept of an international exchange of ideas that it (...) represented for scholars of the Ancien Régime. As proof that this scientific interest is recent, Paul Hazard, in the famous Crise de la conscience européenne (1936), devotes not a single line to the “Republic of Letters,” while in the chapter dealing with Pierre Bayle he cites the “Nouvelles de la République des Lettres” (1684), the learned periodical published in Amsterdam by this erudite Calvinist, apparently without feeling a need to explain a title that seemed self-evident. For the history of ideas, this notion was not a subject for history. It resided outside the field of perception of a discipline that was completely devoted to a sort of chemistry of pure ideas, removed from the literary form that carried them, and a fortiori from institutional circuits, and forms of sociability and dialogue that “invent” and spread them, and even more so from the awareness that “scholars” might have had of the solidarity that united them and of the meaning they might be able to attribute to it. Summary During the French Revolution, Jean-Baptiste ?Anacharsis? Cloots (1755?1794) developed a theory of the world state as the means to guarantee perpetual peace for mankind. Though his ideas have largely been misunderstood, Cloots's political writings were in fact an extensive plea for a more cosmopolitan understanding of the French Revolution. His system adapted institutions and concepts of the French revolutionary republic for a world state, the republic of mankind. This essay recovers his political vision and connects it both (...) to the heritage of eighteenth-century political thought, especially Rousseau, and to revolutionary political culture. The goal is to retrieve the meaning of Cloots's universal republic, and with it a chapter in the history of cosmopolitan thought. (shrink)

While the story of Stanislav Petrov – the Soviet Lieutenant Colonel who likely saved the world from nuclear holocaust in 1983 – is often trotted out to advocate for the view that human beings ought to be kept “in the loop” of automated weapons’ responses, I argue that the episode in fact belies this reading. By attending more closely to the features of this event – to Petrov’s professional background, to his familiarity with the warning system, and to his decisions (...) to defy his protocol – it becomes clear that Petrov was not seamlessly working “in his loop,” but reassessing it entirely. I claim that this exhibits a paradox intrinsic to all automated loops: namely, that their optimum function in fact rests on unforeseen human interventions that cannot be reliably codified ex ante, that is, that good judgment cannot simply be “programmed into” their protocols. This dependence, moreover, reveals automation’s ineluctable need for virtue ethics – not in the usual sense (whereby ethics deliberates about, say, possible damages and loss of life), but in the sense that ethical judgment, rightly understood, entails the reassessment of all of the conditions surrounding a decision, including whether a protocol should be followed at all. The attention of historians is attracted solely to the exceptional cases in which the financial powers happen to play a direct political role—Colbert, Jacques Coeur, Fugger, Bardi, or Buonsignori. The great expansion of the (...) northern cities during the thirteenth century inspired the researches of Henri Pirenne and his disciples; the high point in the development of Italian cities was studied by the Sapori-Luzzatto school, but the sum of this evolution has not been synthesized. In the discussion of global ethics, philosophical ethics risks losing its distinct theoretical horizons. This predicament arises primarily from philosophy's failure to anchor its own object and to provide a rational basis for global justice from within its current confined theoretical paradigm. Vādanyāya is one of the representative works of Dharmakīrti. It is concerned with debate logic and deals with win-or-lose reasoning rules in the broad sense of logic. In this paper, we will concentrate our discussion on Dharmakīrti’s theory of nigrahasthāna (fault) in his debate logic, a key issue in Vādanyāya. First, we point out that the justification of three logical reasons as proof conditions of debate constitutes the rational point of departure for Dharmakīrti’s debate logic. Second, we analyze the differences (...) between Dharmakīrti’s and the Naiyāyika’s notion of debate and point out that Dharmakīrti’s ‘debate’ involves two parties (the disputant and the opponent) attempting to rationally refute the other’s opinion to persuade the other to change their wrong ideas. Last, based on the discussion of Dharmakīrti’s concept of debate logic, we identify seven types of nigrahasthāna in Vādanyāya with regard to the two parties of a debate (the disputant and the opponent). Jarvie’s Popper’s social view of science from Logik der Forschung to The Open Society and Its Enemies is used to discuss whether the “proto-constitution” of science that, according to Jarvie, Popper formulated is a sound justification of a falsificationist methodology, and whether the view of society and of social science grounding Popper’s views could be substituted for some more updated insights from contemporary social science. In particular, I defend that a game-theoretic view to the choice of norms, one that takes (...) into account the large variety of real goals and real agents having some role in the scientific process, would be a more appropriate approach to understand the “constitution of science.”. Anglo-Swedish scholarly correspondence from the mid-eighteenth century contains repeated mentions of two merchants, Abraham Spalding and Gustavus Brander. The letters describe how these men facilitated the exchange of knowledge over the Baltic Sea and the North Sea by shipping letters, books and other scientific objects, as well as by enabling long-distance financial transactions. Through the case of Spalding and Brander, this article examines the material basis for early modern scholarly exchange. Using the concept of logistics to highlight and relate several (...) mercantile practices, it examines ways of making scholarly knowledge move, and analyses merchants’ potential motives for offering their services to scholarly communities. As logisticians in the Republic of Letters, these merchants could turn their commercial infrastructure into a generator of cultural status valid in both London and Stockholm. Using mercantile services, scholarly knowledge could in turn traverse the region in reliable, cost-effective and secure ways. The case of Spalding and Brander thus highlights how contacts between scholarly communities intersected with other contemporary modes of transnational exchange, and it shows how scholarly exchange relied on relationships based on norms different from the communalism often used to characterize the early modern Republic of Letters. Thus the article suggests new ways of studying early modern scholarly exchange in practice. (shrink)

This paper sketches the antilogism of Christine Ladd-Franklin and historical advancement about antilogism, mainly constructs an axiomatic system Atl based on first-order logic with equality and the wholly-exclusion and not-wholly-exclusion relations abstracted from the algebra of Ladd-Franklin, with soundness and completeness of Atl proved, providing a simple and convenient tool on syllogistic reasoning. Atl depicts the empty class and the whole class differently from normal set theories, e.g. ZFC, revealing another perspective on sets and set theories. Two series of Dotterer (...) and the theorem proved by Russinoff are re-characterized in antilogistic formulas corresponding to the square of opposition and twenty-four moods of syllogism. Then the restricted equivalence between two forms of antilogism and minimal inconsistency is built up, implying the internal connection between antilogisms and minimal inconsistency and leaving two related conjectures not proved. Besides, this paper provides a new explanation for the reason why contrariety, subcontrariety, and subalternation and the nine special moods require the non-empty assumption. (shrink)

A multi-faceted study of intellectual transformation in early modern Europe as seen through the eyes of a leading French scholar and cleric, Pierre-Daniel Huet (1630-1721).

This essay investigates technical aspects of the history of aviation in the Republic of China, focusing on the period between 1920 and 1937. It suggests that Chinese authors and administrators came to see the establishment of technical infrastructure as dependent on the education of personnel who could assume responsibility for maintaining and expanding Chinese aviation ventures, rather than on specific technologies or practices. Magazines and journals in the 1920s reflected concerns with the establishment of weather observation and reporting, radio (...) communications, and technical education in service of aviation; the last of these was critical for the first two. Provisions for technical work and training were reflected in contracts that were drawn up in the years around 1930 to establish three aviation projects in the Republic: the China National Aviation Corporation (CNAC), the Eurasia Aviation Corporation, and Southwest Airlines. Subsequent contracts and reports for CNAC and Eurasia in the years before the 1937 outbreak of war with Japan suggested a particular emphasis on the technical education of personnel as an important step in building Chinese aviation infrastructures. Literature and philosophy have a sometimes prickly relationship. And let's be blunt: it is all philosophy's fault. Specifically, it is all Plato's fault. In The Republic, he laid out the rationalist's basic suspicions of literary practice. Literature, he argued, corrupts reason by appealing to the emotions. It trades in appearances and not reality, fiction rather than truth. Not only does it fail to encourage good behaviour, it glamorises bad behaviour, making immorality appealing to the young and impressionable. James Adam was a Scottish classics scholar who taught at Emmanuel College, Cambridge. A strong defender of the importance of Greek philosophy in a well-rounded education, Adam published a number of Plato's works including Protagoras and Crito. This two-volume critical edition of the Republic was another major contribution to the field. Though his preface claims 'an editor cannot pretend to have exhausted its significance by means of a commentary,' Adam's depth of knowledge and erudite analysis of the Greek text (...) ensured that his edition remained the standard reference for decades to follow, and it remains a thought-provoking evaluation of one of the great works of Western thought. This paper sketches how late seventeenth-century Dutch anatomists used printed publications to advertise their anatomical preparations, inventions and instructional technologies to an international clientele. It focuses on anatomists Frederik Ruysch and Lodewijk de Bils , inventors of two separate anatomical preparation methods for preserving cadavers and body parts in a lifelike state for decades or centuries. Ruysch's and de Bils's publications functioned as an ‘advertisement’ for their preparations. These printed volumes informed potential customers that anatomical preparations were aesthetically pleasing and (...) scientifically important but did not divulge the trade secrets of the method of production. Thanks to this strategy of non-disclosure and advertisement, de Bils and Ruysch could create a well-working monopoly market of anatomical preparations. The ‘advertising’ rhetorics of anatomical publications highlight the potential dangers of equating the growth of print culture with the development of an open system of knowledge exchange. (shrink)

Ramism was the most innovative and disruptive educational reform movement to sweep through the international Protestant world in the latter sixteenth and early seventeenth centuries. During the 1620s, the Thirty Years' War destroyed the network of central European academies and universities which had generated most of this innovation. Students and teachers, fleeing the conflict in all directions, transplanted that tradition into many different geographical and cultural contexts in which it bore are wide variety of interrelated fruit. Within the Dutch (...) class='Hi'>Republic, post-Ramist method played a crucial role in the rapid assimilation of Cartesianism into a network of thriving young academies and universities. From England to east-central Europe, the tradition was no less important in accelerating the reception of Baconianism. In the easternmost outpost of the Reformed world in Transylvania, the displaced tradition generated a final flourishing of philosophical innovation which exercised a formative influence on the young Leibniz. The failure of all of these efforts to assemble the fruits of this tradition into an encyclopaedic synthesis marks a major watershed in Western intellectual history. The Reformation of Common Learning brings together all of these aspects of the tradition in a manner which roots them in deeper historical developments and relates a series of far-flung and poorly understood developments together in new ways. Plato’s Menexenus is a persistent puzzle for interpreters, in the main because of its obscurity of purpose and apparent lack of philosophical matter. This article argues that, while no doubt an elusive piece, it can be counted quite definitely a sdialogue of philosophical import, as well as one of its author’s most subtly accomplished works. The article focuses on two portions of Aspasia’s oration—the account of the earliest Athenians and the exhortation to the living in the voice of the dead—to (...) demonstrate the radical nature of the speech. Close attention to its subtle internal dynamic reveals not only the range of philosophical themes touched upon, but also its outrageous aspects and the strength of its indictment of the Athenian democracy. The article also affirms the consistency of this critique with Plato’s reservations regarding that regime as expressed with most force and clarity in Republic and Gorgias. (shrink)

This article describes two heuristic strategies for problem solving: the use of false assumption strategy and the use of double false assumption strategy. Both of these strategies have their roots deep in history. In this article, we define these two strategies and illustrate their use in a problem developed by Frances Pellos. The article provides an overview of occurrences of these two strategies in various mathematical and educational texts. The texts show clearly that both of these strategies played a significant (...) role in mathematics education in the past. We present some examples from concrete historical documents, which we use later for the preparation of a teaching experiment. We also present the conclusions of an experiment conducted on three lower secondary schools in the Czech Republic, the goal of which was to test the applicability of the use of false assumption strategy as a propaedeutic to solving word problems using equations. Although natural philosophers of Enlightenment Europe shared common ideals, like reliance on reason and natural philosophy, to promote what they deemed to be progress; there were national differences in attitude and disciplinary focus. This paper takes various eligibility criteria as a starting point from which to define a Nordic Enlightenment science; and situates endeavours in climate science within visions of useful science and international conventions for scientific practice. Two perspectives are explored: the make-up of the Nordic Enlightenment science; and the (...) Nordic natural philosopher’s various platforms for work and knowledge transfer. While historians differ as to what constitutes Enlightenment thought and spirit, I establish the existence of a Nordic Enlightenment science by identifying and examining several of its indicators. The paper concludes with a more specific discussion of climate science in Norway in which I show how climate observations performed during the eighteenth century by a sample of Norway’s clergymen and civil servants bear testimony to an internationally-oriented science, through articles produced for science journals and conventions followed for data presentation and instrumentation. The findings corroborate existing knowledge of a progress-driven, Enlightenment science in Nordic countries; reveal differences between countries, and present Norway’s early-modern climate science in an international light. In Machiavelli’s Prince there appears to be a link between Chap.IX on the civil principality and the hope for a unification of Italy by a new prince – a theme presented in the final Exhortation. In both sections, Machiavelli’s unusual lack of historical illustrations suggests the hypothesis that the civil principality and the new prince play a symbolic function. The reading here proposed argues that there is an ideal relation between Machiavelli’s Prince and the Discourses on Livy regarding the opportunity (...) of a regime change from popular principality to Republic. The possibility to switch from one form of government to the other is due to Machiavelli’s idealizations of the civil principality and the new prince. Accordingly, it is argued that Machiavelli’s method follows a strategy of mythologizing realism. In the civil principality the tension between the new prince and his people is not resolved, nor that between the plebs and the nobles. The paper concludes that Machiavelli emphasis on ‘the solitude’ of the prince is what ultimately justifies a transition from the civil principality to the Republic. (shrink)

Recent scholarship on the philosophy of time in pre-Qin Daoist thought has not yet produced a thorough examination of dao’s relationship to time. This essay resolves this omission through a systematic study of the concept heng 恒 in pre-Qin Daoist literature. While principally expressing the ‘constancy’ of dao, heng also significantly presupposes dao’s ability to change. This change is characterized in the texts as a cyclical movement of ‘return’ and identified with the universe’s circular metanarrative of generation and reintegration. The (...) essay turns to examine pre-Qin Daoist literature’s use of primal wu 無 metaphors to describe dao. It concludes that they present dao as undifferentiated infinitude, liberating dao as heng from the tense structure of past-present-future that divides life in time. These metaphors further associate the movement of dao with the flow of time, reformulating time’s relentless ever-greater advancement into an endless cycle of creative transformation. (shrink)

Shifts to structurally new political formations or at times even governmental changes usually engender new representations of the past. This process generally involves the creation of official national histories or revisions to the existing narratives. These histories are ultimately tied to collective memory engineering and identity building to legitimize the new political formations and to ensure loyalty to them. Public education mostly provides a vital channel for the dissemination and the validation of the collective memory sanctioned by the ruling elite. (...) The rise of the Turkish Republic as a nation-state and the national historiography and educational system it established during the 1930s exemplify one of such cases. The consensus opinion in current scholarship argues that the early official historiography virtually circumvented the Ottoman and Islamic eras by curbing or even repealing their role by favoring strong accent on a remote pre-Islamic Turkish past. Although this view is warranted with regard to the state’s primary ideological emphasis on Turkishness, this approach at the same time misses the intricate subtleties involved in the official national narrative and potentially indicates a total exclusion or denunciation of these subjects. This article aims to assess the new national historical narrative reproduced in the new history textbooks in a more nuanced way with an exclusive concentration on the ideology, religion and history education triangulum. It aspires to unveil what it articulated about the supposedly avoided topic of the Islamic past and especially focus on the officially endorsed view of Islam as a religion. (shrink)

This article argues for the significance of Euripides’ Bacchae to what Socrates, in Book X of the Republic, refers to as the ‘ancient quarrel between philosophy and poetry’. I argue that the play’s presentation of Dionysus – the god of tragic theatre – amounts to a metapoetic treatment of tragic poetry; it is a tragedy about tragedy. The Bacchae can thus be read as a statement of tragic poetry’s self-understanding of its pedagogical and political goals as well as of (...) its possible limitations. I conclude by arguing that there is in fact a deep kinship between tragic poetry (as presented by Euripides) and Socratic political philosophy (as presented by Plato), especially with respect to their relation to, and understanding of, the polis. Ultimately, through analyzing the Bacchae’s presentation of Dionysus, I aim to allow tragic poetry to speak for itself as well as to clarify its relation to Platonic/Socratic political philosophy.
