The Common Rule originally issued in 1991 and last amended in 2005 is scheduled to be replaced on January 19, 2018 by a revised Common Rule. The goal of the revisions is to modernize and improve applicability of the rule to a research landscape that has dramatically changed since 1991. Translating these changes into action will require comprehensive understanding of the final rule and detailed implementation planning by Human Research Protection Programs. The discussion will cover the ethical use of technology, the replacement of human labor by machines, the need to retrain employees, and the possibility of new forms of inequality in the workplace. The final part of the article offers reflections on the future of AI in the context of the labor market, including recommendations for adapting to these technological changes. Thus, we aim to provide a comprehensive view of the role of artificial intelligence in the modern world of work and its impact on the future of jobs and working conditions. The purpose of the article is to analyze the benefits of using artificial intelligence and algorithms to improve working conditions. On the other hand, the author identifies a number of challenges that states, businesses, and individuals may face in the event of AI implementation. The advancement in technology has changed the workflow and the role of human translator in recent years. The impact from the trend of technology-mediated translation prompted the ratification of technology literacy as a major competence for modern translators. Consequently, teaching of translation technology including but not limited to Computer-aided Translation and Machine Translation became part of comprehensive curricula for translation training programs. However, in many institutions, the teaching of translation technology was haunted by issues such as: narrow scope of (...) curriculum design, outdated technologies, and unbalance between theories and practices in teaching. The study was the pilot evaluation of a tailored course to foster translation trainees’ knowledge and abilities of data science. The course was designed to be a fundamental step toward sophisticated translation technologies. During the pilot evaluation of the 8-week course, 85 students were recruited as participants. The study adopted a mix-method design by employing a survey to investigate student’s level of satisfaction toward the course and focus group discussion to understand students’ attitudes and perceptions of key aspects of the course. By interpreting the results from statistical analysis of the survey and thematic analysis of the focus group discussion, the course of data science for translators was well received among participants. The evaluation project manifested the feasibility and effectiveness of a translator-oriented data science course. (shrink)

This paper concerns the development and use of ontologies for electronically supporting and structuring the highest-level function of government: the design, implementation and evaluation of public policies for the big and complex problems that modern societies face. This critical government function usually necessitates extensive interaction and collaboration among many heterogeneous government organizations (G2G collaboration) with different backgrounds, mentalities, values, interests and expectations, so it can greatly benefit from the use of ontologies. In this direction initially an ontology of public policy (...) making, implementation and evaluation is described, which has been developed as part of the project ICTE-PAN of the Information Society Technologies (IST) Programme of the European Commission, based on sound theoretical foundations mainly from the public policy analysis domain and contributions of experts from the public administrations of four European Union countries (Denmark, Germany, Greece and Italy). It is a ‘horizontal’ ontology that can be used for electronically supporting and structuring the whole lifecycle of a public policy in any vertical (thematic) area of government activity; it can also be combined with ‘vertical’ ontologies of the specific vertical (thematic) area of government activity we are dealing with. In this paper is also described the use of this ontology for electronically supporting and structuring the collaborative public policy making, implementation and evaluation through ‘structured electronic forums’, ‘extended workflows’, ‘public policy stages with specific sub-ontologies’, etc., and also for the semantic annotation, organization, indexing and integration of the contributions of the participants of these forums, which enable the development of advanced semantic web capabilities in this area. In 2014, the worldwide context is that the population is increasingly both expanding and aging in industrial countries. In contrast, the personal health levels of individuals could decrease. Although retirement homes and health-care centers assume most of the demand, they will most probably overflow in the next few years. One of the current solutions is e-Health, which involves biomedical monitoring but also home automation functions to compensate for disabilities that tend to increase with age. In this context, several domains have (...) to be merged while respecting the entire ecosystem: the users, their needs and environment, but also all the various actors/experts involved in this process. The issue, however, is that enormous effort is required to combine the multiple expert domains because these can be antinomic. Hence, this paper proposes a collaborative workflow that brings together these different actors and generates the control/command application. Applying model-driven engineering, this workflow makes a clear distinction between people’s health requirements, the home automation functions, and the user interface points of view. Thus, it allows experts in each field to adapt their system in terms of the user’s needs, disability, and health state. (shrink)

The relationship between knowledge and values, experts and lay people, represents a major issue of the debate involving environment and technology. There is a growing awareness that the connection between value commitments and technical solutions, scientific expertise and lay competence, is much more entangled than once was believed. The article deals with this issue by analysing Robert Dahl's `minipopulus' and Silvio Funtowicz and Jerry Ravetz's `extended peer communities' arguments. They are subsequently inserted into the sociological debate which is, at present, (...) considerably influenced by the reflexive modernization framework. As a result, Ulrich Beck's and Anthony Giddens' theories appear as one of four ideal-typical approaches to the social construction of the issues that can be outlined, according to the priority assigned to knowledge versus power and nature versus society. The idea of an `extended peer review' of problems and solutions is remarkably close to the deliberative democracy concept. However, the high level of uncertainty characterizing major environmental and technological questions suggests that a `strong' version of deliberative democracy, such as the Discourse Ethics proposed by Habermas, is untenable in its search for a universal, rational consensus on the normative grounds of action. Thus it is necessary to develop a `weak' interpretation of the extended peer review, exploring the possibility of fair and stable agreements on bounded, practical solutions to bounded, practical problems. Over 40 years ago, Daniel Bell made the provocative claim that ideological polarization was diminishing in Western democracies, but new ideologies were emerging and driving politics in developing nations. This article tests the EndofIdeology thesis with a new wave of public opinion data from the World Values Survey (WVS) that covers over 70 nations representing more than 80 per cent of the world's population. We find that polarization along the Left/Right dimension is substantially greater in the less affluent and less (...) democratic societies than in advanced industrial democracies. The correlates of Left/Right orientations also vary systematically across regions. The twin pillars of economic and religious cleavages remain important in European states; cultural values and nationalism provide stronger bases of ideology in Asia and the Middle East. As Bell suggested, social modernization does seem to transform the extent and bases of ideological polarization within contemporary societies. (shrink)
