In light of the complex notions ofidentity, this paper attempts to consider howto perceive the notion of world citizenship.The paper looks to discussions on the self andidentity; focusing on the writing of CharlesTaylor and Alasdair MacIntyre, with particularattention given to the notion of an integratedself.

A resurgence of national and international interest in citizenship education, citizenship and social cohesion has been coupled with an apparent emergence of a language of crisis (Sears & Hyslop‐Margison, 2006). Given this background, how can or should one consider a subjective sense of membership in a single political community? What this article hopes to show is that confining the subject of citizenship or patriotism to a national framework is inadequate in as much as there are grounds to (...) argue for a more expansive and, at the same time, integrated outlook. Patriotism, like Citizenship, is still open to interpretation and potentially in danger of falling short of a richer conception. Education, therefore, needs to incorporate inclusive practices and encourage an integrative mindset in order to accommodate: increasingly complex identities, associations, experiences and continuing changes in the political landscape. In this article, the author argues for the importance of learning ways in which to value and respect diversity while working towards a principle of unity in diversity. Cultivating a subjective sense of membership in a single world polity is vital in matters pertaining to sustainability and justice. In response to considering possible ways of sharing a subjective sense of membership in a single community and some implications for Citizenship, Patriotism and Citizenship Education, this article looks to three areas: ways in which to understand the notion of citizenship and patriotism, cultural crises and the notion of a cosmopolitan nation and, finally, the personal dimension to education for world citizenship. Kant's unduly neglected concept of cosmopolitan law suggests a third sphere of public law -- in addition to constitutional law and international law -- in which both states and individuals have rights, and where individuals have these rights as ‛citizens of the earth' rather than as citizens of particular states. I critically examine Kant's view of cosmopolitan law, discussing its addressees, content, justification, and institutionalization. I argue that Kant's conception of ‛world citizenship' is neither merely metaphorical nor dependent (...) on an ideal of a world-government. Kant's views are particularly relevant in light of recent shifts in international law, shifts that lead away from the view that individuals can only be subjects of international law insofar as they are citizens of particular states. Thereby, a category of rights has emerged that comes close to what Kant understands by cosmopolitan law. (shrink)

Lwhich sought to put the world on guard against the hydrogen bomb’s dangers. The last surviving signatory to the manifesto was Joseph Rotblat, who died on 31 August 2005. In 1995, Rotblat and the Pugwash Conferences were awarded the Nobel Prize for Peace. During World War ii, Joseph Rotblat participated in the Manhattan Project to develop an atomic bomb. An Encyclopaedia Britannica article on his Nobel prize explains that “Although he was uncomfortable about participating in the creation of an atomic bomb, Rotblat initially believed that the weapon would be used only to deter a German threat. After learning in 1944 that it would be used to contain the Soviet Union, a World War ii ally, he left the project….” Upon returning to England in 1945, Rotblat left defence work for medical research. He served as founding secretary-general and later as president of the Pugwash Conferences on Science and World Affairs, which began in 1957 and at which key scientists and others from different countries could confer about the peril of nuclear weapons facing the world. As a medical physicist at London University’s St. Bartholomew’s Hospital Medical College (1950–76), Rotblat directed attention toward the biological hazards of nuclear radiation and the severity of fallout from atmospheric testing. He worked closely with Russell in the 1950s and early ’60s and still visited him in his last years. (See his “Personal Reminiscences”, Russell, 18 [1998]: 5–24.) The book’s co-author, Robert Hinde, is the author of numerous books and articles in psychology. The book addresses the planet’s current state in terms of weapons of mass destruction. It features many tables and charts on matters ranging from the varying levels of the super-powers’ nuclear warhead stockpiles to the principal nuclear arms control treaties to estimates of military deaths in individual wars during the last 60 years. In War No More the authors opt to err in the direction of moral truisms as a small price to pay if there is a chance of contributing to a discussion eventually compelling the world’s political leaders to heed such moral considerations. In the prevention of conflict, “Often the success of such efforts may be unknown to the wider world just because the criterion of success is simply that nothing happens” (p. 198). Hinde and Rotblat urge their readers to understand the absolute need to abolish war if humanity is to endure in this nuclear age. Their position is that “the very possession of nuclear weapons is immoral. Their enormous destructive power, inflicted on civilians even more than on the military, would make their use unforgiveable” (p. 139). The authors expressly credit Bertrand Russell and Albert Einstein with having taken the initiative for international action on this front (p. 189). And as was the view of Russell and Einstein 50 years earlier, Hinde and Rotblat proclaim in their book that “The only solution is international agreement on the total abolition of nuclear weapons” (p. 139). Hinde and Rotblat concede the ease with which people can be pessimistic about the prospects of abolishing war. Against the traditional reading of Cynic cosmopolitanism, this essay advances the thesis that Diogenes’ world citizenship is a positive claim supported by philosophical argument and philosophical example. Evidence in favor of this thesis is a new interpretation of Diogenes’ syllogistic argument concerning law (nomos) (D.L. 6.72). Important to the argument are an understanding of Diogenes’ philanthropic character and his moral imperative to ‘re-stamp the currency’. Whereas Socrates understands his care as attached specially to Athens, Diogenes’ philosophical mission and (...) form of care attach not to his native Sinope but to all humanity. An important result is that Diogenes’ Cynicism provides an ancient example of cosmopolitanism that is philanthropic, minimalistic, experimental, and utopian. (shrink)

This is the first comprehensive account of Kant’s cosmopolitanism, highlighting its moral, political, legal, economic, cultural, and psychological aspects. Contrasting Kant’s views with those of his German contemporaries, and relating them to current debates, Pauline Kleingeld sheds new light on texts that have been hitherto neglected or underestimated. In clear and carefully argued discussions, she shows that Kant’s philosophical cosmopolitanism underwent a radical transformation in the mid 1790s and that the resulting theory is philosophically stronger than is usually thought. In this paper I argue that Kant's concept of cosmopolitan right is the philosophical basis for contemporary international human rights. The law of world citizenship or cosmopolitan right is necessary in order to secure hospitable interactions between individuals and states. Such interactions in turn create an international civil culture or "cosmopolitan condition" which 1 is the source of the further specification and eventual codification of human rights. From climate change, debt, and refugee crises, to energy security, environmental disasters, and terrorism, the events that lead nightly newscasts and drive public policy demand a global perspective. In the twentieth century the world sought solutions through formal institutions of international governance such as like the United Nations, the International Criminal Court, and the World Bank, but present-day our responses to global realities are often more provisional, improvisational, and contingent. Tracing this uneven history in order to identify principal (...) actors, contesting ideologies, and competing rhetoric, Negative Cosmopolitanism challenges the Kantian ideal of cosmopolitanism as the precondition for a perpetual global peace. Migrants invariably and unavoidably experience domination under the nation-state centered concepts, categories, and institutions that structure our political thinking. In response, we need to build new forms of citizenship, including local, regional, transnational, and supranational forms of belonging, accompanied by meaningful, democratic, political power. In this paper, I examine historical and present-day alternative models of political organization as possible viable alternatives to state-centric liberal democracy. It begins the task of assessing these models using radical republican theory that grounds non-domination (...) in the active and equal participation of people subject to power.I have three broad aims. First, we need to break down the native-migrant dichotomy to highlight commonalities and search for solidarities among migrants and other marginalized and oppressed groups, including indigenous groups. Second, I seek to awaken the political imagination. Many people do not believe there are viable alternatives to liberal democracy centered around the nation-state. In response, we should draw attention to the ways in which the nation-state’s hegemony is fragile and fragmented and the ways in which sovereignty is complex and contested. Most importantly, we need to consider alternative models for inspiration. Third, we need tools for assessing the desirability of alternatives and for building new forms of citizenship.In what follows, first I explain why the dominant, nation-state centered model of political organization is unable to deliver justice in today’s world, or, indeed, address the collective dangers that humanity faces. I next provide a sketch of a radical republican vision that provides normative guidance our thinking about alternative institutions. I end by using this radical republic vision to reflect on possibilities to guide efforts to remake the world. (shrink)

In today’s world, one’s place of birth and one’s parentage are — by law — relevant to, and often conclusive of, one’s access to membership in a particular political community. Birthright citizenship largely shapes the allocation of membership entitlement itself. But no less significantly, it also distributes opportunity unequally. This makes citizenship a matter of inherited entitlement. In a world in which membership in different political communities translates into very different starting points in life, upholding this (...) legal connection between birth, political membership, and life opportunities raises important questions of distributive justice. These questions are particularly pressing given that the vast majority of the world’s population — 97 out of every 100 people — acquire political membership via circumstances beyond their control, that is, according to where and to whom they were born. While we find vibrant debates in the literature about the legitimacy of citizenship’s demos-demarcation function, the perpetuation of unequal starting points through intergenerational transmission of membership has largely escaped scrutiny. This international collection forms a response from 22 educators to our changing political environment and to the reassessment they provoke of the principles shaping educational thought and practice. The philosophical discussion, however, remains clearly rooted in the world of educational practice and its political content.

This article employs postcolonial perspectives to examine the possibilities and limitations of drawing on Pan-African ideas to establish practices and meanings for global citizenship education at an elite secondary school in Ghana. In this examination, the authors explore the ways in which the school’s interventions to reinforce sameness/unity produce different understandings of global citizenship between students from different social class backgrounds. The article addresses how the school attempts to dissociate students from their native cultures for the purpose of (...) teaching them the ways of knowing and doing necessary to live and work/study in the West. The authors illustrate the ways in which the lessons students are being taught about what it means to be a global citizen reinscribe hegemonic discourse through Pan-African rhetoric. The article concludes by calling for alternative forms of global citizenship education that emphasize critical consciousness. (shrink)

This paper argues that international citizens can retain their obligations to past states and societies, and that this obligation has implications for their state of residence. While some people remain in the same state for their entire lives, international individuals generate relationships with more than one state. The paper presents the argument that individuals are obligated to their state for at least one reason. One particularly relevant implication of this obligation is the duty to pay taxes. In regard to international (...) individuals, these considerations apply to states with which they had historic relationships as well as the state in which they currently reside. The paper offers a rough proposal as to how to calculate the relative relationship that an international individual has with their past and present states and societies. This can be used to determine what proportion of a person’s total lifetime tax revenue should be shared. Although the analysis here is presented in terms of the duty of the individual towards past states, the individual need not change their behaviour to discharge the duty. The duty impacts on current states, which should acknowledge the duty of their international resident, and make sure that this is discharged appropriately to the other relevant states. (shrink)

Corporate citizenship, social responsibility and sustainability reports could be analyzed from a philosophical viewpoint. In this article, we will use Paul Ricoeur’s hermeneutic philosophy to assess the narrativity of such reports. Out of a philosophical viewpoint, our exploratory study analyzes the contents of ten reports: two corporate citizenship reports, three corporate social responsibility reports, and five sustainability reports. Those reports are arising in-time and are thus referring to past corporate events and phenomena. Sometimes such reports introduce a corporate (...) world-dream that could emphasize various issues such as human dignity and inclusiveness/diversity, global health, and planetary stewardship. They could even convey a subversive ideal that could strongly shake the foundations of business. The way business corporations are understanding corporate citizenship and sustainability could, more or less radically, change the way we are doing business. However, those corporate citizenship, social responsibility and sustainability reports do not have any emplotment. They are thus stories that cannot be considered as narratives. We could call them “would-be” narratives. (shrink)

Many people think that citizenship should not be for sale. On their view, it is morally wrong for states to sell citizenship to foreigners. In this article, I challenge this view. I argue that it is in principle permissible for states to sell citizenship. I contend that, if states can permissibly deny foreigners access to citizenship in some cases, then states can permissibly give foreigners the option of buying citizenship in these cases. Furthermore, I defend (...) the permissibility of selling citizenship against the objections that selling citizenship values citizenship in the wrong way, corrupts civic norms, and unfairly discriminates against poor foreigners. I conclude by noting that, although selling citizenship is not intrinsically wrong, it could still be wrong for states to sell citizenship in practice. If existent immigration restrictions are unjust, then it may be impermissible for states to sell citizenship in the real world. (shrink)

People are not just isolated individuals but are connected in diverse ways with other persons within our natural and social environment which is part of the whole universe. The African philosophy of uBuntu or humaneness is re-emerging for its timely relevance and potential as (...) indispensable in our quest for global citizenship, peace, and mutual understanding in securing sustainable human development in the broader ecosystem. Comparative educationists have the challenge to devise theoretical frameworks, epistemological and pedagogical constructs as well as pragmatic, useful and effective ways of promoting the virtues of compassion and recognition of our common humanity in eliminating the ills of domination and control that are guided by greed, hatred, jealousy, and intolerance. Comparative Education for Global Citizenship, Peace and Shared Living through Ubuntu paves the way for a better understanding of the critical importance of the collective search and endeavor towards achieving the virtues of nonviolence, peace, shared values of living together, global citizenship, improved quality of life for all and a better appreciation of the positive implications of interdependence. Prior to the pandemic of 2020, global tourism accounted for over ten percent of global GDP, for a total of $9.6 trillion USD; one in every four jobs created that year, across the globe, was in the travel and tourism sector. And yet the figure of the international tourist is often regarded with an attitude ranging from bemusement to outright contempt so much so that a series of books exists to guide tourists on how to avoid looking or acting like (...) tourists. Why, though, is the figure of the tourist —especially the international tourist— so disreputable? Given the sheer number of such tourists (over 1.4 billion, in 2018 alone) it seems odd to think that there is something shameful or problematic about tourism as a practice. What accounts for our seeming disdain for the tourist, even as so many of us engage in tourism ourselves?There are, of course, many obvious answers to this question. The tourist —especially the international tourist— is often a figure of some wealth and privilege; that tourist is likely to be clumsy, at best, in his or her navigating of a foreign society; and he or she is often likely to be less careful in her caretaking of the physical and social spaces into which she travels, given the fact that she is as it were on vacation. These facts may be enough to engender some antipathy towards the tourist especially one who, as Jarvis Cocker noted thirty years ago, regards the local inhabitants as somehow amusing. Tourists are likely to be —as the British aphorism had it about American GIs— oversexed, overpaid, and over here. In this paper, though, I want to suggest a slightly different story for our ethical disquiet with the figure of the tourist. I will argue that the practice of international tourism raises two distinct sorts of ethical worries —both of which reflect the fact that international tourism requires a local industry in which cultural difference is curated and made consumable by the foreign tourist—. This fact may lead to ethical disquiet, I argue, because it can represent a site at which there is a maldistribution of the benefits and burdens of intercultural conversation; the local who works in the tourism industry must become adept at performing his or her culture for the outsider, while that outsider gains the benefits of intercultural conversation without bearing a similar burden of epistemic labor. A second reason for concern, however, stems from the ways in which this demand for epistemic labor can end up deforming and destabilizing local forms of citizenship and political agency. Those who spend their days performing a debased and simplified version of their cultural identity for outsiders may be, I believe, marked by that effort and their own ability to engage in political conversations with fellow local members may be made more difficult as a result. International tourism, in short, may be a site from which both distributive and political injustices might emerge. These concerns, I should note, may exacerbate already objectionable relationships reflecting colonial legacies of oppression; but they may exist even in the absence of any history of colonialism. The mere fact of a market in the curated experience of cultural difference may be enough to raise these worries; and international tourism, I believe, often involves exactly this form of market. This article examines changing modalities of citizenship in a fast-moving, informationalized and connected world. The argument here is that, in an increasingly globalized economic, social and cultural environment, forms and practices of citizenship inevitably – and increasingly – fragment across space and time. While this tendency for citizenship to ‘shape-shift’ politically and socially is not new – and indeed while the spatial fragmentation of belonging has been frequently commented upon, particularly in relation to the claimed decline (...) of the bordered nation-state – the dimension of time in relationship to citizenship has been rather less well explored. By examining the interplay of space and time in contemporary citizenship, understood here in terms of civic and political engagement, identity and belonging, it becomes possible to understand how citizenship practices operate differentially according to degrees of spatial embeddedness, on the one hand, and degrees of temporal ‘thickness’, on the other.
