This work discusses the role of culture in diplomacy. Dialogue is indispensable for diplomacy, which, in order to be fruitful, cannot do without culture. In the case of Ibero-America, culture is shown as a clear opportunity for stable bonding and lasting peace. What has been the role assigned to culture at the Ibero-American Summits of Heads of State and Government? To answer this question, the research method we have followed has been threefold: bibliographic sources, expert interviews and text analysis of (...) the Declarations resulting from the aforementioned Ibero-American Summits have been used. Este artigo recorda os principais aspectos e motivações da Expedição Langsdorff, missão de reconhecimento do interior do Brasil iniciada em 1821, composta pelo cônsul russo barão Langsdorff, o pintor alemão Moritz Rugendas, Aimé-Adrien Taunay, Nicolas-Antoine Taunay, o polígrafo Hercules Florence e o especialista em mapas Néster G. Rubtsov. Busca diferenças entre esta expedição e iniciativas outras, a título de exemplo, as dos bandeirantes e jesuítas, bem como a expedição indigenista de Rondon, e propõe o aprofundamento das investiga­ções. Apresenta atributos resgatados (...) pela poesia brasileira contemporânea e elementos cons­titutivos da identidade cultural brasileira presentes na Expedição Langsdorff, os quais os auto­res sugerem ser relevantes para pesquisadores do tema e para a inserção do Brasil no contexto internacional político, diplomático e econômico nos tempos hodiernos. A linguagem visual e o pensamento cultural são dois diferentes conceitos, cada um com seus próprios métodos de pesquisa e seus referenciais teóricos. Entretanto, pesquisadores vêm percebendo que combinar a linguagem visual com o pensamento cultural pode oferecer compreensões e análises mais amplas e profundas. O propósito deste trabalho é ampliar o entendimento das pessoas sobre a linguagem visual e o pensamento cultural. Através da exploração interdisciplinar, as (...) conotações e os significados culturais, por trás das imagens, podem ser profundamente examinados, a fim de revelar as diferenças e semelhanças entre as diferentes culturas, o que ajuda a aumentar a conscientização da diversidade cultural e a promover a troca e o entendimento entre as diferentes culturas. Esta pesquisa pode ser usada como um recurso para o desenvolvimento social e ter um impacto significativo no desenvolvimento da economia, resultando em um novo pensamento cultural. Ao mesmo tempo, ela também é um fator central de poder tecnológico. Como um elemento e símbolo de soft culture, a linguagem pode desempenhar um papel na diplomacia pública e participar do pensamento cultural e da competição. Las políticas estatales e internacionales que se derivan de la concepción china de “civilización ecológica” (shengtai wénmíng) representan una variante filosófico-política que, en nuestro momento posindustrial, resurge como vía para intentar “corregir” la relación de extrañamiento entre el ser humano y la naturaleza. La noción se entiende, pues, como una alternativa –filosófica y gubernamental– que aboga por la coexistencia armónica entre la humanidad y la naturaleza, estableciendo su visión en una perspectiva más amplia que la de la mera “protección medioambiental” (...) al incluir expresamente la dimensión cultural. -/- En lo que sigue, primeramente, se expondrá la historia conceptual de la noción. Esta es necesaria para conocer su génesis y comprender algunos de los motivos para su recuperación en la actualidad, desde su adopción a partir de postulados filosóficos soviéticos a su adaptación y regeneración en la política interna y externa de China del siglo veintiuno. Luego, se repasarán los motivos por los cuales, hoy en día, el gobierno chino promueve su propia agenda nacional alrededor de la “civilización ecológica” y de qué modo opera como agenda contrincante a la del “desarrollo sostenible”. A continuación, se subrayará la importancia de comprender a la “civilización ecológica” en su doble filiación con respecto al pensamiento antiguo chino y al marxismo ecológico, pues ambas raíces filosóficas coinciden en la defensa de una relación simbiótica entre ser humano y naturaleza. Se finalizará exponiendo algunas reacciones a la idea de “civilización ecológica”, como las que ven en ella una herramienta de diplomacia cultural para rivalizar con el modelo europeo medioambientalista o como una tópica ideológico-culturalista dirigida contra Occidente. Resumo: Do ponto de vista da filosofia diplomática pragmática, o Corpo da Paz pode beneficiar os Estados Unidos. É uma importante razão pela qual conseguiu receber apoio doméstico, nos Estados Unidos. Por meio da experiência de aculturação de voluntários, promove intercâmbios culturais entre os Estados Unidos e os países anfitriões, e aumenta a conscientização da sociedade americana sobre os países do Terceiro Mundo, que é o verdadeiro valor do Corpo da Paz, na perspectiva dos interesses americanos. Como membros da sociedade (...) americana, os voluntários do Corpo de Paz obtêm, no país anfitrião, uma compreensão abrangente e profunda do Terceiro Mundo, o que não é apenas uma parte importante para melhorar a conscientização da sociedade americana sobre o Terceiro Mundo, mas também uma importante ponte para difundir essa consciência, nos Estados Unidos. Quando os voluntários retornarem aos Estados Unidos, depois de terminarem seu serviço, eles levarão sua compreensão do Terceiro Mundo para diferentes indústrias e campos da sociedade doméstica americana. Entre eles, a educação e a diplomacia americanas são as mais afetadas. Estes são de grande importância para melhorar a visão internacional e a conscientização da educação americana e a confiabilidade da política externa americana. (shrink)

La lutte contre le terrorisme constitue un des axes de la politique étrangère des États. La France mène, ces vingt dernières années, une politique correspondant aux recommandations officielles élaborées par les hauts fonctionnaires du Quai d’Orsay. Or, loin d’une culture commune partagée par tous, la vision du terrorisme des diplomates français révèle plusieurs temporalités subjectives fondées sur des interactions qui les structurent et dépendent de processus de reconnaissance et de son déni entre acteurs sur la scène internationale. Les croyances philosophiques (...) permettent de repérer les temporalités subjectives à travers des systèmes de croyances concurrents parmi les diplomates français. Ils permettent également de cerner la césure suivante : un temps de « longue durée », propre à l’État et ses représentants ; un temps cyclique et court, propre au terroriste qui est mis à l’écart de la longue durée. Cette césure temporelle se traduit ainsi par l’esquisse d’une typologie entre temporalités « hubristique » et « civilisatrice », qu’on attribue aux catégories des énarques et des cadres d’Orient. Elle révèle enfin l’influence de ces conceptions temporelles sur les orientations stratégiques de l’État pour répondre à la violence terroriste. (shrink)

This article reconstructs the forgotten friendship between Georges Bataille and the Russian émigré poet and philosopher Boris Poplavsky. Comparing their solar metaphysics, I focus on conceptions of friendship, sacrifice and depersonalisation. First, I retrace Bataille’s relationship to early Surrealis and Russian circles in interwar Paris, with a focus on his friendship with Irina Odoevtseva. I then offer a novel reading of Poplavsky’s poetry through the lens of Bataille’s philosophy, analysing a recurring motif that I call ‘dark solarity’. Uncovering a hidden (...) intertextual dialogue between Poplavsky and Bataille, I argue for Poplavsky’s lasting impact on Bataille’s anti-Icarian sun cult. Finally, my paper demonstrates how Poplavsky’s writings on solar sacrifice, excess and friendship left marks on Bataille’s vision of a solar community, embodied in the secret society Acéphale. The dialogue between Poplavsky and Bataille, I finally suggest, is a missing piece in the entangled history of Russian and French philosophy, as well as an original contribution to discourses on friendship in twentieth-century continental thought. Through the lens of the informational entropy-based notion of value, I attempt to provide explanations for the aspects of cultural additivity that I could not explain previously: the additivity limit and the drawbacks of cultural additivity.

In this paper, I present an outline of the oppression account of cultural appropriation and argue that it offers the best explanation for the wrongfulness of the varied and complex cases of appropriation to which people often object. I then compare the oppression account with the intimacy account defended by C. Thi Nguyen and Matt Strohl. Though I believe that Nguyen and Strohl’s account offers important insight into an essential dimension of the cultural appropriation debate, I argue that (...) justified objections to cultural appropriation must ultimately be grounded in considerations of oppression as opposed to group intimacy. I present three primary objections to the intimacy account. First, I suggest that in its effort to explain expressive appropriation claims (those that purportedly lack an independent ground), the intimacy account doubles down on the boundary problem. Second, I question whether group intimacy possess the kind of bare normativity that Nguyen and Strohl claim for it. Finally, I argue that these objections give us reason to accept the importance of group intimacy to the cultural appropriation debate, but question the source of its significance as identified by Nguyen and Strohl. What could ground normative restrictions concerning cultural appropriation which are not grounded by independent considerations such as property rights or harm? We propose that such restrictions can be grounded by considerations of intimacy. Consider the familiar phenomenon of interpersonal intimacy. Certain aspects of personal life and interpersonal relationships are afforded various protections in virtue of being intimate. We argue that an analogous phenomenon exists at the level of large groups. In many cases, members of a group engage in shared (...) practices that contribute to a sense of common identity, such as wearing certain hair or clothing styles or performing a certain style of music. Participation in such practices can generate relations of group intimacy, which can ground certain prerogatives in much the same way that interpersonal intimacy can. One such prerogative is making what we call an appropriation claim. An appropriation claim is a request from a group member that non-members refrain from appropriating a given element of the group’s culture. Ignoring appropriation claims can constitute a breach of intimacy. But, we argue, just as for the prerogatives of interpersonal intimacy, in many cases there is no prior fact of the matter about whether the appropriation of a given cultural practice constitutes a breach of intimacy. What makes fast, cumulative cultural evolution work? Where did it come from? Why is it the sole preserve of humans? We set out a self-assembly hypothesis: cultural evolution evolved culturally. We present an evolutionary account that shows this hypothesis to be coherent, plausible, and worthy of further investigation. It has the following steps: (0) in common with other animals, early hominins had significant capacity for social learning; (1) knowledge and skills learned by offspring from their parents began to (...) spread because bearers had more offspring, a process we call CS1 (or Cultural Selection 1); (2) CS1 shaped attentional learning biases; (3) these attentional biases were augmented by explicit learning biases (judgements about what should be copied from whom). Explicit learning biases enabled (4) the high-fidelity, exclusive copying required for fast cultural accumulation of knowledge and skills by a process we call CS2 (or Cultural Selection 2), and (5) the emergence of cognitive processes such as imitation, mindreading and metacognition – ‘cognitive gadgets’ specialised for cultural learning. This self-assembly hypothesis is consistent with archaeological evidence that the stone tools used by early hominins were not dependent on fast, cumulative cultural evolution, and suggests new priorities for research on ‘animal culture’. Tim Lewens aims to understand what it means to take an evolutionary approach to cultural change, and why it is that these approaches are sometimes treated with suspicion. While making a case for the value of evolutionary thinking for students of culture, he shows why the concerns of sceptics should not dismissed as mere prejudice, confusion, or ignorance. Indeed, confusions about what evolutionary approaches entail are propagated by their proponents, as well as by their detractors. By taking seriously the (...) problems faced by these approaches to culture, he shows how such approaches can be better formulated, where their most significant limitations lie, and how the tools of cultural evolutionary thinking might become more widely accepted. The Russian invasion of Ukraine in 2022 inflicted severe damage on the country’s cultural heritage, triggering an upsurge in attempts to export cultural property across its borders. This paper deals with relevant issues related to the policy of Ukraine regarding the prevention of the export of cultural property abroad and the expertise of confiscated cultural property, as well as underscores the significance of enhancing state policy in this sphere in response to the challenges caused by Russian (...) invasion. The notable increase in illegal attempts to export antiquities abroad requires a revision of the procedure for appointing and conducting the expertise of confiscated objects. This primarily applies to excessively prolonged periods of expertise, the lack of uniform rules applicable to all art experts regardless of their affiliations, and the ambiguous criteria defining “cultural property” in Ukrainian legislation. The paper proposes measures to resolve these difficulties, including introducing preliminary expertise at customs control, unifying the requirements for experts’ conclusions, and clarifying definitions in legislation. Everybody knows that humans are cultural animals. Although this fact is universally acknowledged, many opportunities to exploit it are overlooked. In this article, I propose shifting our attention from local examples of extended mind to the cultural-cognitive ecosystems within which human cognition is embedded. I conclude by offering a set of conjectures about the features of cultural-cognitive ecosystems.

Is there something morally wrong with cultural appropriation in the arts? I argue that the little philosophical work on this topic has been overly dismissive of moral objections to cultural appropriation. Nevertheless, I argue that philosophers working on epistemic injustice have developed powerful conceptual tools that can aid in our understanding of objections that have been levied by other scholars and artists. I then consider the relationship between these objections and the harms of cultural essentialism. I argue (...) that focusing on the systematic nature of appropriative harms may allow us to sidestep the problem of essentialism, but not without cost. (shrink)

Niche construction is the process whereby organisms, through their activities and choices, modify their own and each other’s niches. By transforming natural-selection pressures, niche construction generates feedback in evolution at various different levels. Niche-constructing species play important ecological roles by creating habitats and resources used by other species and thereby affecting the flow of energy and matter through ecosystems—a process often referred to as “ecosystem engineering.” An important emphasis of niche construction theory (NCT) is that acquired characters play an evolutionary (...) role through transforming selective environments. This is particularly relevant to human evolution, where our species has engaged in extensive environmental modification through cultural practices. Humans can construct developmental environments that feed back to affect how individuals learn and develop and the diseases to which they are exposed. Here we provide an introduction to NCT and illustrate some of its more important implications for the human sciences. (shrink)

In this paper I refute the chief arguments for cultural relativism, meaning the moral (not the descriptive) theory that goes by that name. In doing this I walk some oft-trodden paths, but I also break new ones. For instance, I take unusual pains to produce an adequate formulation of cultural relativism, and I distinguish that thesis from the relativism of present-day anthropologists, with which it is often conflated. In addition, I address not one or two, but eleven arguments (...) for cultural relativism, many of which contribute to its popularity but receive scant attention from its critics. To elicit the failings of these arguments I deploy a host of pertinent but often neglected distinctions. (shrink)

Although it is a common claim in the ecological psychology literature that our perception of the environment’s affordances is influenced by socio-cultural norms, an explanation of how this is possible remains to be offered. In this paper, I outline an account of this phenomenon by focusing on the ecological theory of perceptual learning. Two main theses are defended. First, I argue that to account for how socio-cultural norms can influence perception, we must pay attention not only to the (...) education of attention but to the education of intention too. Consequently, I offer some ideas about how intention can be socio-normatively educated. Secondly, I hold that the education of intention occurs via the acquisition of habit-based preferences for particular actions. I claim that once we understand how these habit-based preferences relate to socio-cultural norms, the hypothesis that norms must be represented in the individual’s mind for them to influence affordance perception is no longer needed. If this hypothesis is on the right track, we can have an explanation for how perception can be normatively shaped and direct (non-mediated by internal representations and inferences) at the same time. Fitness is a central concept in evolutionary theory. Just as it is central to biological evolution, so, it seems, it should be central to cultural evolutionary theory. But importing the biological fitness concept to CET is no straightforward task—there are many features unique to cultural evolution that make this difficult. This has led some theorists to argue that there are fundamental problems with cultural fitness that render it hopelessly confused. The present research is the first part of econometric study of the so called sponsored goods and looks at one of the most common types of such goods namely art products created by theaters, concert organizations and museums. The aim of the paper is to analyse the performance of Russian art organizations to find out to what extend the conditions of their functioning in post Soviet times under the development of market economy, democratization of leisure and changes in consumer preferences (...) influence their economic results. Could Russian theaters, museums and concert organizations be self- sufficient in market economy established in Russian in 1991-2010?The set up task determined the object of the study and the statistical data to be used-40 years time series performance indicators that include equal time intervals-1971-1990 for performing arts organizations and 1991-2010-for theaters, concert organizations and museums. The specifics of calculations presented in the article result from the very approach to the testing of cost disease. Its essence is to reveal the symptoms of this disease in art organizations taken as an element of economy as a whole rather than only as a part of cultural activities. Accordingly a new method of diagnostics of the cost disease is suggested that is based on development of specific indexes measuring the lag of labor productivity, advancing dynamics of wages and priority growth in prices for tickets in relation to the corresponding indexes of macroeconomic dynamics as well as determination of cost disease consequences-the deficit of income of providers of cultural goods. The implementation of such an approach allowed to construct three-dimensional space which coordinates describe the dynamics of performance results of art organizations. (shrink)

Niche construction theory (NCT) is distinctive for being explicit in recognizing environmental modification by organisms—niche construction—and its legacy—ecological inheritance—to be evolutionary processes in their own right. Humans are widely regarded as champion niche constructors, largely as a direct result of our capacity for the cultural transmission of knowledge and its expression in human behavior, engineering, and technology. This raises the question of how human ecological inheritance relates to human cultural inheritance. If NCT is to provide a conceptual framework (...) for the human sciences, then it is important that the relationship between these two legacies is clear. We suggest that cultural processes and cultural inheritance can be viewed as the primary means by which humans engage in the universal process of niche construction. (shrink)

Evolutionary theory relevant to the question of human cooperation is reviewed and compared to other theoretical perspectives. A compound explanation is distilled as a plausible account of human cooperation and selfishness. This account leans heavily on group selection on cultural variation but also includes lower-level forces driven by both micro-scale cooperation and purely selfish motives. It is proposed that innate aspects of human social psychology coevolved with group-selected cultural institutions to produce just the kinds of social and moral (...) faculties originally proposed by Darwin. This is termed the “tribal social instincts” hypothesis. The account is systemic in the sense that human social systems are functionally differentiated, conflicted, and diverse. A successful explanation of human cooperation has to account for these complexities. For example, a tribal-scale cultural group selection process alone cannot account for human patterns of cooperation because, on one hand, much conflict exists within tribes and, on the other, people have proven able to organize cooperation on a much larger scale than tribes. Multilevel selection and gene-culture coevolution effects are included to account for some of these complexities and empirical tests of the resulting hypotheses are discussed. In particular, it is argued that strong support for the tribal social instincts hypothesis comes from the structure of modern social institutions. These institutions have conspicuous “work-arounds” that shed light on the underlying instincts. (shrink)
