Following aluminum as part of a material culture of speed and lightness, this article examines how assemblages of energy and metals connect built environments, ways of life, and ideologies of acceleration. Aluminum can be theorized as a circulatory matrix that forms an energy culture. Through a discussion of speed and social justice, the history of aluminium-based socioecologies reveals how the materiality of energy forms assemblages of objects, infrastructures, and practices. The article then traces the aluminum industry’s involvement (...) in the production and distribution of energy itself both at the national scale of power grids and in the emergence of transnational transfers of energy, such as hydropowered smelters in Iceland. Finally, this analysis of deeply embedded energy cultures calls for a transnational approach to the accelerated socioecologies of aluminum production and consumption; and for energy transition theories to pay closer attention to the figured worlds and figuring work of the military-industrial complex. Mobile ad hoc network is a network composed of mobile terminals without infrastructure. Due to its fast-networking ability, it is widely used in smart cities, car networking, military, agriculture, medicine, and other fields. Routing technology is a key technology in the field of MANET. The energy consumption is optimized through the technical network simulator NS-3, and the nodes in the MANET routing protocol can accurately simulate the problem, thereby optimizing the MAC layer of important research tools. This article combines (...) the advantages of the lithium-ion battery model. Compared with the KiBaM battery model, the effective charge in the KiBaM model simulates the output voltage well, which can reflect the battery capacity effect rate and the recovery effect of the lithium-ion-KiBaM battery model. The model can respond to the characteristics of the output voltage as the society gets lower and lower. In order to solve the problem that the analytic solution of differential equations cannot be obtained in the model, a numerical solution of the optimization algorithm is proposed based on the implicit Runge–Kutta method. The MAC layer energy consumption and routing protocol optimization algorithm proposed in this paper can be applied well in various fields. (shrink)

Energy forms and their extensive scale are remarkably significant for the ways that societies are organized. This article shows the importance of how societies are ‘energized’ and especially the global growth of ‘fossil fuel societies’. Much social thought remains oblivious to the energy revolution realized over the past two to three centuries which set the ‘West’ onto a distinct trajectory. Energy is troubling for social thought because different energy systems with their ‘lock-ins’ are not subject to (...) simple human intervention and control. Analyses are provided here of different fossil fuel societies, of coal and oil, with the latter enabling the liquid, mobilized 20th century. Consideration is paid to the possibilities of reducing fossil fuel dependence but it is shown how unlikely such a ‘powering down’ will be. The author demonstrates how energy is a massive problem for social theory and for 21st-century societies. Developing post-carbon theory and especially practice is far away but is especially urgent. India’s energy demand is predicted to rise by 135% within a span of 20 years. Coping up with surging energy demands requires several reforms in both renewable and non-renewable sectors. Factors such as rising population, reduction in the cost of renewable energy technology and their effect on the nation’s GDP, can make policy making a herculean task and the justification for such policies, quite opaque to the public. Artificial Intelligence technology can help decision makers to quickly draw (...) conclusions from voluminous datasets under different heads. However, AI results need to be post-processed so that they are easily understood by the layperson. This paper focuses on using Sankey diagrams as a post-processing tool for AI systems. Policy formulation often requires an overall assessment of energy sources, production pathways, end used destinations and wastage encountered—these can be easily visualized with a Sankey diagram. For this work, a Sankey protocol was written out in a form where a prompt asks the user to supply information through a spreadsheet interfaced with a customized mobile app—a first anywhere in the subcontinent. India’s mobile sector is vibrant, and the paper presents a enabling the user to have a handle on the dynamics of energy distribution locally. The app gives an instant feel of the apportioned energy across grids, the projected changes for the next decade, the efficiency and feasibility of each sector and lastly a telling visual representation showing the main strengths and weaknesses in the energy sector. The concept of ‘political energy’ is often treated as merely a rhetorical synonym for enthusiasm and active engagement. However, as Bruce Clarke’s Energy Forms argues there is an allegorical traffic of ideas between politics and science that reaches an apotheosis in the early-twentieth century interest in energy. In the field of the ‘energy-humanities’ inaugurated by Clarke, the work of George Sorel remains largely overlooked. Situating itself in this field, my paper investigates the interplay of science and (...) politics in Sorel’s work. I contend that Sorel, influenced by Vico’s ideogeneitic law anticipates Clarke’s allegorical framework. Paralleling Henri Bergson’s attempts to rethink the novelty of life in the post-thermodynamic framework of energy, I argue that models from science (Brownian motion and friction) underlie Sorel’s conceptions of political myth and class antagonism. While these remain inchoate in Sorel’s works, I conclude with the suggestion that these traces are completed in Ernst Jünger’s conception of ‘total mobilization’. (shrink)

Tradition wireless sensor networks transmit data by single or multiple hops. However, some sensor nodes close to a static base station forward data more frequently than others, which results in the problem of energy holes and makes networks fragile. One promising solution is to use a mobile node as a mobile sink, which is especially useful in energy-constrained networks. In these applications, the tour planning of MS is a key to guarantee the network performance. In this paper, a (...) novel strategy is proposed to reduce the latency of mobile data gathering in a WSN while the routing strategies and tour planning of MS are jointly optimized. First, the issue of network coverage is discussed before the appropriate number of clusters being calculated. A dynamic clustering scheme is then developed where a virtual cluster center is defined as the MS sojourn for data collection. Afterwards, a tour planning of MS based on prediction is proposed subject to minimizing the traveling distance to collect data. The proposed method is simulated in a MATLAB platform to show the overall performance of the developed system. Furthermore, the physical tests on a test rig are also carried out where a small WSN based on an unmanned aerial vehicle is developed in our laboratory. In a market economy, the latter is strong ly influenced by the level and structure of prices, wages, and exchange rates, by the price and avail abitity of credit, raw materials, and energy, by patterns of income distribution, and by the degree of competition among different producers. Though grassroots organizations have mobilized against US environmental injustices since; the 1980s, academic definitions of environmental justice (EJ) remain limited in important ways, including: a tendency to privilege cases where activists achieve a successful, ‘tidy’ outcome; inattention to roles natural resource dependence and free market systems play in structuring environmental inequality; and a tendency to under-analyze alternative notions of EJ that result, utilized by activists who prioritize local autonomy and procedural justice in land-use decision making. Here, I argue that these (...) alternative notions of EJ help mobilize divergent forms of EJ activism-‘sites of resistance’ to industrial production systems and their risks, and ‘sites of acceptance’ to those same practices. To illustrate, I explore extensive mixed method data in the context of energy development and sites of acceptance related to uranium production in the southwestern United States. I show how alternative notions of EJ are shaped by identification with uranium production, persistent poverty and economic insecurity, and faith that increased uranium production will fuel US nuclear power production and help combat global climate change. The need for services in the world of telecommunications and the prosperity and rapid development of this sector around the world has led mobile phone companies to compete to provide the best services to customers. One of these devices used for communications is the mobile phone. The mobile phone is simply an electronic device that is mainly serving unwired telecommunications through a cellular network of particular base stations known as cell sites. There are many obstacles or problems in the telecommunication (...) field, and the relevant institutions and companies should find solutions to these obstacles and problems. One of these obstacles in telecommunications is the coverage holes. Coverage holes occur when the location of the mobile phone is set in midway between the two base transceiver stations (BTSs). This causes an abnormal interruption in communication until the user crosses the coverage holes area. This paper presents an intelligent algorithm as a set of technical steps that can be used to improve the communication services of the mobile phone network and to solve the communication problems via the reduction of the coverage holes between two BTSs. It suggests a method that could alleviate this problem using a strategy that reduces the coverage holes by developing an intelligent algorithm system to receive signal strength indicators and use AT command “+CREG” to disconnect and reconnect to available BTS within an acceptable energy level. The essential biological processes that sustain life are catalyzed by protein nano-engines, which maintain living systems in far-from-equilibrium ordered states. To investigate energetic processes in proteins, we have analyzed the system of generalized Davydov equations that govern the quantum dynamics of multiple amide I exciton quanta propagating along the hydrogen-bonded peptide groups in α-helices. Computational simulations have confirmed the generation of moving Davydov solitons by applied pulses of amide I energy for protein α-helices of varying length. The stability and (...) mobility of these solitons depended on the uniformity of dipole-dipole coupling between amide I oscillators, and the isotropy of the exciton-phonon interaction. Davydov solitons were also able to quantum tunnel through massive barriers, or to quantum interfere at collision sites. The results presented here support a nontrivial role of quantum effects in biological systems that lies beyond the mechanistic support of covalent bonds as binding agents of macromolecular structures. Quantum tunneling and interference of Davydov solitons provide catalytically active macromolecular protein complexes with a physical mechanism allowing highly efficient transport, delivery, and utilization of free energy, besides the evolutionary mandate of biological order that supports the existence of such genuine quantum phenomena, and may indeed demarcate the quantum boundaries of life. The guide dog robot (GDR) is a low-speed companion robot that serves visually impaired people and is used to guide blind people to walk steadily, carrying a variety of intelligent technologies and needing to have the ability to guide with optimal energy consumption in specific scenarios. This paper proposes an innovative technique for virtual-real collaborative path planning and navigation of the GDR specific indoor scenarios, and designs an experimental method for virtual-real collaborative path planning of the GDR specific scenarios. The energy consumption integral equation is used to solve for the energy consumption of the GDR with virtual-real synergy, and the difference in energy consumption is compared for three different navigation directions: horizontal, vertical and oblique obstacle avoidance. The results show that the optimized GDR saves 6.91% in rectilinear movement and 10.60% in curved movement. The efficiency of planning and navigating the GDR in specific domestic scenarios is verified by a virtual-real cooperative. The realization of optimal path planning for energy consumption is instrumental in exploring many of the most significant thought in the path planning and navigation of mobile robots in indoor specific scenarios. An empirical interaction potential has been developed primarily to simulate displacement cascades in a UO 2 matrix. After a bibliographical survey revealed that the potentials discussed in the literature are not entirely suitable for describing point defects and their migration, we decided to adapt the most representative of the existing potentials. Our objective was specifically to reproduce transport phenomena, which are fundamental to a satisfactory description of atomic displacement cascades. The modified potential more correctly describes the experimental energies of formation (...) and migration of point defects as well as the oxygen diffusion coefficients in the superionic phase. Thermal expansion, heat capacity and enthalpy are also better modelled over a wide temperature range. The new potential is much more transferable than earlier potentials fitted mainly to the properties of perfect crystals. The initial simulated atomic displacement cascades showed that this potential is well suited to the description of structural effects created by decelerating recoil nuclei in a UO 2 matrix. (shrink)

Between the second half of the 2000s and the first half of the 2010s, the prospect of shale gas extraction in Europe at first prompted fervent political support, then met with local and national opposition, and was finally rendered moot by a global collapse in the oil price. In the Europe-wide protests against shale gas and the main technique employed to extract it, hydraulic fracturing, counter-expertise played a crucial role. This kind of expertise is one of the main elements of (...) “energy citizenship,” a concept recently developed in the field of energy humanities which describes the empowerment of citizens in decision-making processes related to energy issues. This paper provides a socio-historical analysis of the co-production of counter-expertise and energy citizenship in the two European countries endowed with the largest shale gas reserves: Poland and France. In my analysis, concerns over the disruption of the food-water-energy nexus due to possible pollution emerge as particularly important. I argue that the exchange of information between activist groups and NGOs, as well as between activist groups from distant European locations, allowed for the creation of a genuinely transnational and science-based anti-fracking movement.ZuammenfassungZwischen der zweiten Hälfte der 2000er und der ersten Hälfte der 2010er Jahre, löste die Aussicht auf die Förderung von Schiefergas in Europa zuerst weitreichende politische Begeisterung aus, dann Gegeninitiativen auf der lokalen und nationalen Ebene, und schließlich Resignation, als ein weltweiter Einbruch des Ölpreises die Gewinnannahmen des Unternehmens in Frage stellte. Diese Art von Expertise ist eines der Hauptelemente von „energy citizenship“, ein Konzept das kürzlich im Bereich der „Energy Humanities“ entwickelt wurde und für die Befähigung des Bürgers zur Entscheidungsfindung in energiebezogenen Fragen steht. Die vorliegende Studie analysiert die kooperative Produktion von Gegenexpertise und die Schaffung von „energy citizenship“ in den beiden europäischen Ländern, die mutmaßlich über die größten Schiefergasvorkommen verfügen: Polen und Frankreich. A sustainable system has all the essential characteristics of an organism?an irreducible whole that develops, maintains and reproduces, or renews, itself by mobilizing material and energy captured from the environment. What is the nature of the material and energy mobilization that makes an organism? I begin with a brief description of a tentative theory of the organism?developed in detail elsewhere (Ho, 1993; 1994a; 1995a,b; 1996b,c)?as a dynamically and energetically closed domain of cyclic non?dissipative processes coupled to irreversible (...) dissipative processes, which effectively frees the organism from thermodynamic constraints so that it is poised for rapid, specific intercommunication, enabling it to function as a coherent whole. I shall then show how this novel theoretical framework may begin to provide normative criteria for sustainable economic systems, thereby also exposing some of the inadequacies of current models and assumptions. The EU has launched targets for energy efficiency and the reduction in pollutant emissions in the transport sector. It establishes a framework to foster the promotion and development of a market for clean vehicles. In 2011 the EU passed a “Roadmap to a single European transport area—Towards a competitive and resource efficient transport system”. This roadmap includes 40 concrete initiatives for the next decade to build a competitive transport system that will increase mobility, remove major barriers in key areas (...) and fuel growth and employment. The objectives concern well-functioning passenger and freight links that are vital for European undertakings and citizens. At the same time, the proposals will dramatically reduce Europe’s dependence on imported oil. All in all the EU transport policies aim at fostering clean, safe and efficient travel throughout Europe, which requires innovations in many areas—like safe electric cars—and needs to engage not just the users but the entire transport industry facing drastic structural changes. The organization of the mobile atomic exhibition, Mostra Atomica, designed by the United States Information Service to travel through Italy in 1954–55, had to meet technical, scientific, artistic, and political challenges. The head of the group in charge of the exhibition was architect Peter G. Harnden whose pedigree in the intelligence and training in architecture were an ideal match for leading the unit dedicated to exhibitions. The political sensitivity of the Mostra Atomica also required the intervention of the Italian Ministry (...) of the Interior to guarantee safe mobility and secure shows. In every major town, American and British diplomats attended the local opening ceremony, while the very symbol of science diplomacy was Enrico Fermi, whose recorded message praised international cooperation. All in all, the USIS campaign promoting peaceful applications of nuclear physics was successful in reaching and involving Italian society. Visual and spatial aesthetics were particularly relevant: the geometrical design of the exposition rooms conveyed a strong sense of modernity that contrasted with the artistic heritage of Italian cities. The present article is based on archival files, newspaper reports, and photographs that document who was responsible for planning, setting up, and reporting this Cold War propaganda event. (shrink)

As part of current energy transitions in the Global North, households have begun adopting renewable energy technologies, such as heat pumps and solar power systems, in significant numbers. These changes give rise to the following question: how are technology and gender configured when new technologies enter everyday life? Based upon ethnographic fieldwork on interactions between households, technologies, and technicians and interviews with sales technicians, installers, and service mechanics, I demonstrate how both stable and fragile variants of renewable (...) class='Hi'>energy technologies are enacted during prepurchase consultations and postpurchase installations, respectively. I employ science and technology studies scholarship, feminist ethics, and repair and maintenance studies—captured through the analytical lens of care—to analyze how technicians mobilize and tinker with gendered affection, knowledge, and action in households to effectuate adoption of renewable energy technologies. I clarify how, in this process, openings are created to configure both hegemonic and heterogeneous gender–technology relations. Finally, I advance discussion beyond gender issues by arguing that acknowledging the role of maintainability and the repair of user–technology relations in current energy transitions opens pathways not only for exploring gender in new and exciting ways in relation to technology but technician–user relationships as well. The nuclear energy decision-making process is a clear example of the difficulty the Belgian political system has in making decisions. An explanation for this incapability has to be sought among the political elite, which allows the Belgian economy to be directed by special interests.This admission fits into an «elitist consensus», an unwritten agreement among top-political leaders. Threats to this elitist consensus are subtly neutralized, leaving the power of these economie groups unaffected. The power of the private producers of electricity (...) is to a large extent consolidated by the inertia of the political system. This passivity is instrumental in maintaining the elitist consensus. The power of the anti-nuclear groups, measured in its mobilizing effects, is relatively small. As producers of energy, the electricity companies have a privileged position in the Belgian economic system, because energy is thought to be the motor of economic growth. A thorough parliamentary debate on energy could change the elitist consensus but for this, a political majority would have to be found. (shrink)

In a context where individuals are increasingly more sensitive to corporate social responsibility (CSR) practices and where mobilization of savings for the energy transition is essential, our article is the first to study the drivers of online green bank adoption. By analyzing 1075 questionnaires from a panel of French individuals in charge of financial decisions in their households, we show that altruism and green consumption values are significant drivers of individuals' green banking adoption and reveal that willingness to (...) adopt a green bank is mediated by the preference for green savings. These results extend the nascent literature dealing with the link between responsible consumption and saving behaviors. Briefly speaking, green banks (and associated savings products) have the potential to enable households to express their consumption values through their investments. That said, our results suggest that households' financial well-being and financial literacy can be barriers to the mobilization of green savings. Our results also demonstrate the significant influence of information system variables, such as personal innovativeness and trust, on willingness to adopt green banking. By shedding light on the drivers of individuals' green bank adoption, our results provide valuable insights for the banking industry. (shrink)

In a wide range of contemporary debates on Japanese cultures of technological practice, brief reference is often made to distinct Shinto legacies, as forming an animist substratum of indigenous spiritual beliefs and cosmological imaginations. Japan has been described as a land of Shinto-infused ‘techno-animism’: exhibiting a ‘polymorphous perversity’ that resolutely ignores boundaries between human, animal, spiritual and mechanical beings. In this article, we deploy instances of Japanese techno-animism as sites of theoretical experimentation on what Bruno Latour calls a symmetrical anthropology (...) of nature-cultures. In staging a dialogue between actor-network theory and Japanese techno-animism, we show how Shinto cosmograms provide an enlivening and alternative diffraction device on several of the ontological motifs manifested in Latour’s work. In particular, by mobilizing the territory of a ‘new’ animism debate in anthropology – manifested in the work of Philippe Descola and Eduardo Viveiros de Castro – we attempt to infuse Latourian ‘multinaturalism’ with new, other-than-western analytical energy. Extending actor-network theory, we argue, Shinto cosmograms offer an interesting vantage point for interpreting the immanent, affective, enchanting and enabling powers of non-humans in contributing to collective life. By thus broadening the ‘cosmopolitical’ imagination beyond Latour’s own European-Catholic frame of reference, Shinto techno-animism offers up a wider reflection on contemporary entanglements of science, politics, ecology and cosmos. This reflection, we conclude, opens up a new intellectual territory, allowing us to trace techno-animist streams of thinking both ‘East’ and ‘West’, beyond the confines of the scientific naturalism indigenous to European thinking. Nowadays, batteries play an important role in a lot of different applications like energy storage, electro-mobility, consumer electronic and so on. All the battery types have a common factor that is their complexity, independently of its nature. Usually, the batteries have an electrochemical nature. Several different test are accomplished to check the batteries performance, and commonly, it is predictable how they work depending of their technology. The present research describes the hybrid intelligent system created to accomplish fault detection over (...) a Lithium Iron Phosphate—LiFePO4 power cell type, commonly used in electro-mobility applications. The approach is based on the cell temperatures behaviour for voltage and current specific values. Taken into account the operating range of a real system based on a LiFePO4 cell, a large set of points of operation have been used to achieve the dataset. The different behaviour zones have been obtained by clustering as a first step. Then, different regression techniques have been used over each cluster. Polynomial regression, artificial neural networks and support vector regression were the combined techniques to develop the hybrid intelligent model proposed. The intelligent system gives very good results over the operating range, detecting all the faults tested during the validation. (shrink)

Atomic-scale computer simulation has been used to study the thermally activated atomic transport of self-interstitial atoms in the form of planar clusters in pure Cu and f -Fe. There is strong evidence that such clusters are commonly formed in metals during irradiation with high-energy particles and play an important role in accumulation and spatial distribution of surviving defects. An extensive study of the mobility of SIA clusters containing two to 331 interstitials has been carried out using the molecular dynamics (...) simulation technique for the temperature range from 180 to 1200 K. The results obtained show that clusters larger than three to four SIAs are one-dimensionally mobile in both Cu and Fe. Large clusters of more than 100 SIAs in Cu and 300 SIAs in Fe have significantly reduced mobility. The problem of describing one-dimensional motion in three-dimensional space is discussed. An attempt is made to describe the mobility of SIA clusters within the approximation of 1D diffusion. For clusters in both metals the effective migration energy of 1D diffusion as estimated via the jump frequency of the cluster centre of mass is found to be independent of the number of SIAs in the clusters, although the cluster jump frequency decreases with increasing cluster size. Mechanisms of 1D mobility of interstitial clusters are discussed. (shrink)

To approach philosophy as a way of working on the self means to begin not with the experience it clarifies and the subject it discovers, but with the acts of self‐transformation it requires and the subjectivity it seeks to fashion. Commenting on the variety of spiritual exercises to be found in the ancient schools, Pierre Hadot remarks that: Some, like Plutarch’s ethismoi, designed to curb curiosity, anger or gossip, were only practices intended to ensure good moral habits. Others, particularly the (...) meditations of the Platonic tradition, demanded a high degree of mental concentration. Some, like the contemplation of nature as practiced in all philosophical schools, turned the soul toward the cosmos, while still others—rare and exceptional—led to a transfiguration of the personality, as in the experiences of Plotinus. We also saw that the emotional tone and notional content of these exercises varied widely from one philosophical school to another: from the mobilization of energy and consent to destiny of the Stoics, to the relaxation and detachment of the Epicureans, to the mental concentration and renunciation of the sensible world among the Platonists.1 While successfully applied to ancient philosophy,2 this approach has not been widely exploited in the history of philosophy more broadly. There is, however, at least one study of medieval metaphysics in these terms,3 and there are some important discussions of early modern Stoicism and Epicureanism.4 And a recent study of Hume shows the fruitfulness of the approach for Enlightenment philosophy.5 It is all the more surprising then that there seems to have been no serious attempt to approach Kant’s moral philosophy in this way. This commentary explores the potential consequence of latent racial formation in emergent climate finance data projects and draws from ethnographic research on climate finance governance conducted in Fiji. Climate finance data projects emerging in the Pacific aim to ease the flow of finance from the Global North to the South. These emergent data projects, such as renewable energy resource availability and investment mapping, are imbedded in the climate finance organizations that fund, develop, and use them. Thus, the commentary explores (...) climate finance organizations through the lens of Ray’s theory of racial organizations, highlighting the ways in which important climate-related resources are mediated through racial and colonial schemas. The racial mediation of two key resources are spotlighted in this discussion: the finance itself and knowledge. Given that the Pacific region is at the coalface of climate change’s existential effects, the just allocation of resources is imperative. In interrogating the ways in which emergent data projects may deny these resources based on hidden racial schemas, the paper cautions against new and old forms of colonization that may be mobilized through even well-meaning techno-benevolent fixes. The global production of radioactive wastes is expected to increase in the coming years as more countries have resorted to adopting nuclear power to decrease their reliance on fossil-fuel-generated energy. Discoveries of remediation methods that can remove radionuclides from radioactive wastes, including those discharged to the environment, are therefore vital to reduce risks-upon-exposure radionuclides posed to humans and wildlife. Among various remediation approaches available, microbe-mediated radionuclide remediation have limited reviews regarding their advances. This review provides an overview of the (...) sources and existing classification of radioactive wastes, followed by a brief introduction to existing radionuclide remediation (physical, chemical, and electrochemical) approaches. Microbe-mediated radionuclide remediation (bacterial, myco-, and phycoremediation) is then extensively discussed. Bacterial remediation involves biological processes like bioreduction, biosorption, and bioprecipitation. Bioreduction involves the reduction of water-soluble, mobile radionuclides to water-insoluble, immobile lower oxidation states by ferric iron-reducing, sulfate-reducing, and certain extremophilic bacteria, and in situ remediation has become possible by adding electron donors to contaminated waters to enrich indigenous iron- and sulfate-reducing bacteria populations. In biosorption, radionuclides are associated with functional groups on the microbial cell surface, followed by getting reduced to immobilized forms or precipitated intracellularly or extracellularly. Myco- and phycoremediation often involve processes like biosorption and bioaccumulation, where the former is influenced by pH and cell concentration. A Strengths, Weaknesses, Opportunities, and Threats (SWOT) analysis on microbial remediation is also performed. It is suggested that two research directions: genetic engineering of radiation-resistant microorganisms and co-application of microbe-mediated remediation with other remediation methods could potentially result in the discovery of in situ or ex situ microbe-involving radioactive waste remediation applications with high practicability. Finally, a comparison between the strengths and weaknesses of each approach is provided. (shrink)

ObjectivePhysical and mental well-being are threatened by climate change. Since hospitals in high-income countries contribute significantly to climate change through their greenhouse gas (GHG) emissions, the medical ethics imperative of ‘do no harm’ imposes a responsibility on hospitals to decarbonise. We investigated hospital stakeholders’ perceptions of hospitals’ GHG emissions sources and the sense of responsibility for reducing GHG emissions in a hospital.MethodsWe conducted 29 semistructured qualitative expert interviews at one of Germany’s largest hospitals, Heidelberg University Hospital. Five patients, 12 clinical (...) and 12 administrative employees on different levels were selected using purposive maximum variation sampling. Interviews were transcribed verbatim and analysed using the framework approach.ResultsConcerning GHG emissions, hospital stakeholders perceived energy and waste as most relevant emission sources followed by mobility. Climate change mitigation in general was considered as important. However, in their role as patients or employees, hospital stakeholders felt less responsible for climate change mitigation. They saw providing best possible medical care to be the top priority in hospitals and were often concerned that patients’ health could be jeopardised by climate change mitigation measures.ConclusionPerceptions of most important emission sources did not coincide with those in literature, highlighting the need to inform stakeholders, for instance, about pharmaceuticals as important emission source. A frequently perceived conflict between reducing emissions and providing high-quality medical care could be eased, if reducing emissions would not only be justified as a contribution to mitigation, but also as a contribution to preventing ill health—a basic principle of medical ethics. Tirana, immediately after it was declared the capital of Albania on 11 February 1920, has undergone many changes in its morphology and city context. The capital is located in the heart of the country. During its lifespan, Tirana has adopted four important regulatory plans starting from 1923. The Western ideologies of the time influenced drastically the city development. The influence of such ideologies was stopped immediately though the imposition of communist ideas, after the Second World War. Rational building forms were (...) created which could be standardized in order to reduce construction costs. Meanwhile, in Western Europe, this current was implemented during the 1920s, as a response to social problems. The communist regime established strict anti-urbanization policy that aims to foster the development of rural areas and the suburban industrial districts in order to control urban growth and demographic mobility. All the regulatory master plans of Tirana, climate data of the city, the actual situation of the specific neighborhood, its orientation toward north, are considered in order to gather information and to implement the correct bioclimatic eco-renovation in the area. A special attention will be given to the underground tunnels which were constructed during the communist regime all over the city (1945–1983) as a response to a hypothetic nuclear attack, in order to shelter the inhabitance against bombing. These reinforced concrete tunnels will serve not only as an area for water collection and recycling strategies but also for cooling with zero energy expenditure for the inhabitants as a consequence of differences in temperature and air pressure. This strategy benefits from the underground air temperature in both seasons (winter and summer). It envisages the handover of these tunnels by the community. Nowadays, such structures are abandoned and denigrated. The realization of these structures required large amounts of money from the state budget. Considering that fact they need to be vitalized and reused, using different methodologies and strategies as part of the city. After the communist regime in the city of Tirana, two other regulatory plans were implemented which observe the city from another perspective, determining and evaluating Tirana’s real values as a city of the future, but not defining yet Tirana as an Ecocity. The ecological potential of Tirana including its outskirts is to be considered. Its flora and fauna are very rich, containing a mixt of species and plants. Regardless, the city of Tirana is suffering from different kinds of pollution such as air and noise pollution which are above EU and WHO norms. Tirana benefits from a Temperate Mediterranean climate. Furthermore, the benefits of the solar radiation are enormous. Unfortunately, nowadays, the city of Tirana is not profiting much from it. This chapter is in search of an overall view of the city of Tirana, and its great potential discovering its underground and upper ground historical secrets. (shrink)

In recent years, scholars have identified a political formation that mobilizes the emancipatory energies of feminism in the service of the expansion of the carceral state. ‘Carceral feminism,’ as it has come to be known, is often portrayed by these scholars as a product of feminist-conservative convergence. Here, I argue that the rise of the SlutWalk movement suggests a more complex genealogy for carceral feminism. By situating SlutWalk in the historico-theoretical context of feminism’s sex wars, I reveal the carceral–feminist impulses (...) roiling beneath its progressive ‘sex-positive’ surface. With its tendency to reduce sexual freedom to expressive freedom, valorize conventional forms of femininity and sexuality, and promote a fundamentally carceral paradigm of sexual freedom, the SlutWalk movement, I argue, is descended from anti-censorship/pro-sex feminism, a liberal-feminist hybrid that emerged out of the convergence of sex-radical feminism and liberalism during the sex wars. When viewed in this light, SlutWalk no longer appears as a sign that feminism’s ‘pleasure’ and ‘danger’ factions have negotiated a long-awaited ‘sex-détente.’ Rather, it stands as a testament to the extent to which feminism’s once radical aspirations in the domain of sexual politics have been supplanted by a tepid, heteronormative, and disquietingly carceral liberal project. By exercising their (imperfect) capacity to discriminate, people try to recognize and to understand some important differences between things that make them prefer some things to other. In this article I will use my ability to discriminate between people and societies according to a principle which plays the role of attractor, both at individual and societal levels, namely the principle of peaceable conduct. This principle allows us to discriminate at the civic level between the people who have a civilized conduct (...) and those who manifest an aggressive conduct. The category of civilized people includes individuals who (a) respect the life and bodily integrity of their fellows, (b) practice self-control, not control over others and (c) do not claim, through coercive means, the goods that their fellows have obtained by making free and peaceful use of their own faculties and capabilities. The category of aggressive people reunites (a) murderers (those who endanger the lives of their fellow), (b) tyrants (those who beslave their fellows by taking control of some of their faculties) and (c) thieves (those who claim the goods of their fellows without their consent). The civilized conduct requires high standards of action of the people who embrace it and, implicitly, considerable physical and psychical costs. The primary impulses originating in our lower Self blatantly contradict the respect for life, liberty and property of our fellows, so that it seems impossible for them to be controlled only by personal effort. Therefore, it is vital that the energy allotted to peaceable conduct by our higher Self be superior to the energy which it spontaneously mobilizes in support of the primary impulses of our lower Self. This can be achieved by feeding the people with the social energy of certain social emotions in the process of internalizing the norms of peaceable conduct. Among these emotions, contempt and shame, respectively anger and guilt stand out through the predominance of the moral dimension and force of shaping human conduct. They underlie two different moral systems – “shame morality”, and “guilt morality” respectively – that support our peaceable conduct and, ipso facto, our civilized life. (shrink)

Technology- and product-oriented movements are mobilizations of civil society organizations that generally include alliances with private-sector firms, for which the target of social change is support for an alternative technology and/or product, as well as the policies with which they are associated. TPMs generally involve “private-sector symbiosis,” that is, a mixture of advocacy organizations/networks and private-sector firms. Case studies of nutritional therapeutics, wind energy, and open-source software are used to explore the tendency for large corporations in established industries to (...) incorporate the products and technologies advocated by the TPM. As the incorporation process proceeds, the alternative technologies undergo design transformations that make them more compatible with existing products and technological systems. As the technological/product field undergoes diversification, “object conflicts” erupt over a range of design possibilities, from those advocated by the more social movement–oriented organizations to those advocated by the established industries. While financial institutions have not figured prominently in utopian thinking, the democratization of finance is central to any vision of bringing contemporary economies under democratic control. This paper is an initial effort to conceptualize a series of feasible reforms that could incrementally weaken the power of incumbent financial institutions while helping to facilitate economic development that is more egalitarian and sustainable. While the focus is on the US economy, the specific ideas have relevance in other national contexts. The core of (...) the reform idea is to mobilize a combination of governmental supports and grassroots entrepreneurialism to create an expanding network of nonprofit financial institutions that would redirect household savings to finance clean energy, growth of small and medium-sized enterprises, and infrastructure. In the present paper we formulate the hypothesis that brain glycogen is a critical determinant in the modulation of carbohydrate supply at the cellular level. Specifically, we propose that mobilization of astrocytic glycogen after an increase in AMP levels during enhanced neuronal activity controls the concentration of glucose phosphates in astrocytes. This would result in modulation of glucose phosphorylation by hexokinase and upstream cell glucose uptake. This mechanism would favor glucose channeling to activated neurons, supplementing the already rich neuron‐astrocyte (...) metabolic and functional partnership with important implications for the energy compounds used to sustain neuronal activity. The hypothesis is based on recent modeling evidence suggesting that rapid glycogen breakdown can profoundly alter the short‐term kinetics of glucose delivery to neurons and astrocytes. It is also based on review of the literature relevant to glycogen metabolism during physiological brain activity, with an emphasis on the metabolic pathways identifying both the origin and the fate of this glucose reserve. From the multifarious subdivisions of semiotics, be they naturalistic or culturalistic, the realm of semiotics of value is a ?eld that is getting more and more attention these days. Our entire political and economic systems are based upon structures of symbolic representation that many times seem not only to embody monetary value but also to determine it. The connection between monetary (...) and linguistic exchanges is self-evident: the former requires the latter and develops in direct relation to it. Creative experimentation and design of digital systems of value exchange are blossoming on the web. Dr. Gilson Schwartz, an economist turned media theorist and professor at the University of São Paulo, adopted the concept of Iconomics, originally created by Michael Kaplan, an author concerned with the linguistics of economic value. Empowering local communities and unlocking new levels of value creation and representation via digital technologies are the main goals of Dr. Schwartz’s projects, aiming at the re-designing of our relationship to the economic value of imagination and the social control of property. Renata Lemos-Morais: You have recently produced and directed a short documentary about Creative Currencies in Latin America. Could you tell us a bit about its process and its findings? Gilson Schwartz: The “Creative Currencies” project is a work-in-progress platform which unfolds as an action research agenda connected both to the production of audiovisual content and the development of social currency software. The initiative dates back to 2003 when I led an experimental project supported by the Presidency of Brazil. At that time, we issued paper currency in a small, touristic village in the Northeast Region which stimulated local cultural projects. But it was only in 2009 that the Central Bank of Brazil acknowledged “social currencies” as a legitimate economic agenda, calling for more debate at the I Financial Inclusion Forum. This year, the monetary authorities organized a second forum that also opened the room to discussions on mobile payment systems and new perspectives on poverty alleviation via State subsidies. The Ministry of Culture funded the “Creative Currencies” project in 2009-2010 and our next stage in this discovery process is to be supported by the National Social and Economic Development Bank (BNDES). In short, there is genuine interest among public officials in different areas and public funding for social currencies is on the rise in Brazil. However, after all these years we are still at a very early stage of research and practice. Some of the most successful initiatives (such as Banco Palmas) actually evolved out of local monetary creation to become correspondent banking operations for commercial banks and other financial groups. After eight years of price stability and social inclusion, Brazil stands out as a major opportunity for social experimentation, even the Grameen Bank is now entering the Brazilian market and many NGOs are geared towards different forms of entrepreneurialism in the base of the pyramid, riding solidarity economic models, microfinance and microcredit for local development. It is yet to be seen, however, whether these developments are just one more stage of “bankarization”, that is to say, an extension of regular banking services or actually a new form of social and symbolic self-determination at the local level. So far, the Central Bank of Brazil is open to new forms of credit and local finance as long as they are strictly territorial and very close to barter among the poor. In other words, whether the process of monetary creation could be made to fit an open source paradigm is yet to be seen. Community banking and social currencies might as well end up as just another channel for access to and use of banking services. The “Creative Currencies” project aims at promoting the discussion of more fundamental issues, such as the limits of central banking, the prospects for local financial development and the possibility of creating and managing financial icons as cultural assets. The purpose of this project is to produce short documentaries that will bear testimony to this evolving regulatory framework while inducing more discussion about the fundamental iconomic issues concealed in the process of money and wealth creation. RLM: What new potential is there in applying digital technologies to currency creation? GS: Globalization is a result of the virtualization of money, that is, the overcoming of illusions such as the “gold standard”. Money is an icon created by institutions, not on supposedly natural or material foundations but out of political and financial interests. The “dollar standard” is an outstanding evidence of this phenomenon and Kaplan´s paper, the first to use the expression “iconomics”, insists on the rhetoric and semiotic effects associated to a supposedly scientific model of money creation and management. This is a fundamental change that was perceived and discussed much before the digitalization of the world by unorthodox economists such as John Maynard Keynes since the early 20th century. The digitalization of global financial flows accelerated this immateriality and the creation of the Euro was yet another evidence of the political foundations of currencies. The banking establishment, however, is keen on the idea that scientific formulae hold the key to sound money creation. Keynesianism has been repeatedly associated to “inflationism” while the supposedly sound monetary policies of the Orthodoxy serve well the political and financial interests of a technocratic elite. Corporate media also serve this fictitious depiction of the monetary process despite the cyclical bust of monetary rules and financial regulations. The internet, however, has created numerous opportunities for the disintermediation in industries such as film, music and commodities. There is no reason to doubt that the financial industry can also be transformed by Peer-to-Peer (P2P) infrastructures. Money is media as well. Credit is but confidence. Once people realize that the distributed computing power of networks can also be the platform to weave new monetary and credit operations, there is room for grassroots emancipation out of the established owners of monetary institutions. So far, however, there has been a privatization of monetary management and there is not a clear path or model for the emergent (P2P) property democratization that is inherent to the internet. Digital assets, however, clearly have an inherent potential to escape central control and proprietary regulatory frameworks. RLM: How are social networks transforming the ways in which we exchange value? Do you believe that online influence and reputation might be translated into a new kind of currency? GS: The foundation for social currencies as envisaged by solidarity economics is the territory. Authorities are willing to concede local monetary creation as long as it is restricted to poor neighborhoods, as a proxy to barter. In this relevant but limited context, reputation, personal knowledge and informal ties form the matrix of local or “proximity” finance which are expected to keep credit and leverage to a sustainable level. Anything beyond that should and would lead to an integration of local finance into the established banking system. However, inasmuch as the internet promotes virtual territories and reputation is now subject to all sorts of digital manipulation and stardom becomes an everyday cultural process among teenagers and elders alike, the territorial “foundation” is substituted for more complex patterns of solidarity, cooperation and exchange that reach beyond the physical territory and even the “human.” Digital assets embody knowledge, technology, cultural and educational values that are exchanged at a global scale beyond the control of democratic States (Chinese-like intervention is the exception, not the rule). Hacktivism is unstoppable and so is monetary hacktivism. Especially in the Third World, mobile communications fast became conveyors of money transfers and other appropriation strategies. Banking and telecom sectors already battle for the control of these emerging markets and, as a matter of fact, have so far contributed to the containment of these processes. Governments serve these moguls and have usually adopted a wait-and-see attitude. If open source hardware and grassroots social movements combine to challenge these proprietary battles, then social networks may evolve into new forms of social capital and thus form the ground on which to design and implement social currencies. The global financial crisis, as well as the dollar demise, are an event of such a proportion that social networks may open the path for emancipator subjects to seize the opportunity. RLM: What are some of the social experiments that you think are revolutionizing the way in which value is exchanged? GS: There is a broad evolution of economic systems towards the valuation of intangible assets such as knowledge, reputation and sustainability. There are many examples of local as well as global events that call the traditional systems of exchange into question, from carbon credits to educational bonuses, digital barter frameworks and locally based solidarity and fair trade networks. These emerging examples, no matter how different in nature or scale, represent a challenge to the traditional value creation schemes and theories which are based on use and exchange value, supply and demand. This is not to say that utility and labour or scarcity are to be totally dismissed, but there is now an emerging perception that value is also a function of behavioral codes, symbolic patterns and the energy of institutional frameworks. The plasticity of digital platforms is relevant insofar as intellectual property becomes the central source of value creation. But when you discuss the property rights of public goods such as the environment or basic social rights (of minorities or localities), then a new paradigm seems to emerge. RLM: Are gaming and online storytelling digital practices that might have an impact on the way new currencies are created and developed? GS: “Play money” has been one of the early and most intriguing phenomena associated to the diffusion of virtual worlds. These virtual currencies have also been prone to “boom and bust” dynamics, speculation and pure theft (Second Life scams were common and led to “intervention” by the owners of the game). Storytelling is a major source of value, that is, the value of attention and the markets for audience. There are plenty of private monies created and managed by corporate entertainment groups, telecom operators (via mobile virtual network operators) and marketing frameworks. The casino economy, as already depicted by Keynes and other unorthodox economists, is always storytelling about future states of the world, confidence building and leverage of animal spirits. The novelty of current events is not the fictitious nature of any form of capital, but the potential for digital democratization of controls over the imaginary nature of value creation. But this is just a potential, a possibility, a figment that more often than not is appropriated by centralized and opaque private powers. The game industry is a testbed for new connections between storytelling and money creation. RLM: Monetary value was originally connected to the scarcity of precious metals, such as gold. Our entire monetary system seems therefore to function according to a logic of scarcity. Do you believe it is possible to reverse this logic into a logic of abundance? GS: The gold standard was a fiction itself, the “scarcity” is always produced by institutions that regulate confidence and access to credit. The key issue is not to fabricate abundance, but to question the institutions which produce scarcity out of any standard, gold or whatever. Central banks are at the service of private banks in the creation and management of scarcity. RLM: The promise that nanotechnology holds for our future is one of radical abundance (or so say transhumanists). The possibility of creating any kind of material substance through nanoengineering seems each day more feasible. What would this possibility entail in terms of systems of value exchange? GS: Nanotechnology, environmental concerns and grassroots appropriation of distributed knowledge are the frontiers of a new horizon of energy creation and management. Social groups in charge of managing scarcity for the sake of wealth and power concentration must be held accountable for the destruction of our future. Once this key political conundrum is accounted for, new systems of value exchange and even a non-mercantile society will come into existence. Revolutionary theorists such as Marx envisaged transformation via the extreme clash of contradictions between capital and labour. This approach has never led to a change in the systemic logic of scarcity for the sake of social control. We are once again facing the threshold of large scale societal change, but the outcome of the current crisis should come from our imagination, not from yet another paradox of abundance and scarcity. As long as we remain attached to the materiality of value, the illusion of freedom will but reinforce the massive manipulation of necessity. RLM: What do you think is the role of crowdfunding in this context? GS: Crowdsourcing as well as crowdfunding are examples of the peer to peer opportunities that come along with distributed computer power. However, the power structure behind wealth and scarcity creation may or may not be changed by crowd management. But it should not be taken at face value, so to speak. The stock market of course is an early form of crowdfunding without calling into question the proprietary framework of the companies offering their investment projects to the market. Any market is a form of crowdsourcing, that is to say, of distributed forms of supply and demand matchmaking. The wealth of networks, however, depends on the contractual ecosystem, the institutional framework, the channeling of social imagination, not on the purely quantitative distribution of bids and offers. I see economics as supply, demand and code. Once you have access to the code, once openness becomes part of the game, then there is a chance of crowd behavior becoming collective intelligence and sustainable imagination. RLM: Is the development of digital currencies headed towards a pluralistic ecology in which many micro currency systems co-exist, or is it penetrating the mainstream monetary system? If it is affecting the mainstream financial system, what would be its effect in the long-term? GS: The same issue is at stake both at local and global levels. The global system is, as a matter of fact, an unstable ecosystem of “micro currencies” whereas the dollar has so far exerted an overwhelming influence. Local currencies and private monies coexist with national currencies only to the extent that the Central Bank admits, for instance, that grassroots monetary emissions remain territorial and strictly connected to poverty. However, the question of how new developments in digital technologies and nanotechnologies might alter not only our current monetary systems but also our understanding of value in itself, is still an open question. English-speaking readers might be surprised to learn that Alain Badiou writes fiction and plays along with his philosophical works and that they are just as important to understanding his larger intellectual project. In _Ahmed the Philosopher_, Badiou's most entertaining and accessible play, translated into English here for the first time, readers are introduced to Badiou's philosophy through a theatrical tour de force that has met with much success in France. _Ahmed the Philosoph_er presents its comic hero, the "treacherous servant" Ahmed, (...) as a seductively trenchant philosopher even as it casts philosophy itself as a comic performance. The comedy unfolds as a series of lessons, with each "short play" or sketch illuminating a different Badiousian concept. Yet Ahmed does more than illustrate philosophical abstractions; he embodies and vivifies the theatrical and performative aspects of philosophy, mobilizing a comic energy that exposes the emptiness and pomp of the world. The problem advanced societies have tried to answer since the last part of the twentieth century can be ascribed to a fundamental question: how to go beyond the constitutive (and unsustainable) limit of nation-state capitalism, constrained by an excessively circumscribed and univocal idea of social organization, without losing the ability to govern? Or, expressed in other terms, how can you dismantle the center (the state) without losing the power to control? The answer to this (difficult) question has been sought for (...) along two main axes. The first has concerned the seizing of new opportunities distributed over a space larger than the national space. As historians have shown (Arrighi 1996), if global projection is a constant of capitalism only the disastrous politico-military vicissitudes of the first half of the twentieth century created the conditions according to which the nation-state capitalism model could be born, in the form that dominated the fifty years following the Second World War. But first the exhaustion of colonialism, then the urgency of the energy question, the signs of a possible demise of Anglo-Saxon hegemony and, subsequently, the collapse of the Soviet empire, have changed the rules of the game. Within a rapidly transforming international framework, the recovery of a global outlook promised the exploitation of important opportunities with the opening of new markets, the valorization of investment possibilities, the displacement and utilization of low-wage labor, financial speculation, the acquisition and control of energy resources and raw materials. It is a promise that Anglo-Saxon elites have contemplated since the early 1980s, the moment in which?to counter the increasingly worrying signs of decline of their hegemony?they abandoned the Keynesian doctrine to embrace the neoliberal doctrine. The second axis along which a new growth cycle has been developed has to do with the increased manipulation of meanings available individually and collectively. Such a process is formed from the combination of two rationales, the subjectivist imperative, which inscribes into social life some of the philosophical developments of the twentieth century, and the formation of De-territorialized Aesthetic Space, which makes technically possible, a degree of cultural mobility hitherto unthinkable. Both these factors facilitate the insertion of the immaterial dimension into the cycle of capitalist valorization, making it more readily available for exploitation by economic forces on a global scale. The Powers of the Sacred is an opportunity for Hans Joas to return to the dynamogenic character of religion highlighted by William James and Émile Durkheim, in order to propose a reflection on the process of sacralisation of values. The present contribution enters into a pragmatist dialogue with Joas’s proposals, based on investigations carried out in an evangelical context. The aim is to show how certain spiritual practices encouraged on the horizon of collective celebrations participate in the creation of values (...) configured by religious entrepreneurs anxious to capture the religious energy of the faithful for the benefit of conservative political mobilizations. These empirical cases shed new light on the notion of the sacred proposed by Joas, and allow us to identify certain methodological knots, notably in the relationship between Joasian concepts and the notions through which social actors confer meaning on their individual or collective experiences. Environmental influences on the experiences of people with Parkinson’s diseaseThis study elucidates environmental influences on lived illness experiences. For two consecutive years, persons with Parkinson’s disease (PD) participated in 1 week of daily walking in the Swedish mountains. Daily, low‐intensive walking that is free of intense effort or time pressures associated with group interaction characterized the week. Participants were interviewed 3 months after the mountain stay regarding experiences in the mountains, daily living, and how their experience in the mountains influenced (...) their daily living after returning home. A phenomenological method was used for data analysis. Results point to the close connection between mind, body, and environment. The connection becomes highlighted when people are afflicted with sickness, such as PD, which causes impaired control of body language, impaired voluntary mobility, and lowered energy levels. The results also show how a social context in an environment with suitable physical challenges led to a change in individuals’ perceptions of the manageability of their experienced sicknesses. These results provide a deepened understanding of how individuals with PD experience illness, its influences on daily life, and how a suitable environment opens opportunities for managing daily issues. ExcerptThe French political theorist George Sorel repeatedly prophesied that Europe would provide the future soil of armed cataclysms.1 Furthermore, he claimed that the catalyzing factors for the conflicts of political power that lay behind such eruptions of violence and anarchy were myths, conceived not in the anthropological sense but as a series of images formed into a dramatic narrative capable of mobilizing social movements and inspiring violence to change the status quo. Thomas Mann lent weight to such an analysis when (...) he predicted that “in the era of the masses, parliamentary discussion would necessarily prove utterly inadequate as a means of shaping political will.” Thus, “in the future what was needed in its place were mythic fictions, which would be fed to the masses as the primitive battle cries necessary for unleashing and activating political energies.” Henceforth “popular myths, or better, myths trimmed for the masses, would be the vehicle of political action—fables, chimeras, phantasms that needed to have nothing whatever to do with truth, reason, or science in order to be productive nonetheless.”. À la lumière de l’épidémie du Sars-coV-19, l’article montre que, là encore, le principe de précaution n’a été d’aucune utilité pour prévenir l’épidémie et limiter ses effets. La raison est simple : s’il est déjà difficile de prévoir un évènement incertain, quand il survient, il est toujours impossible de prendre des mesures proportionnées pour parer à la réalisation des dommages éventuels causés par cet évènement. Proportionnées à quoi quand on ignore l’essentiel? Non seulement ce principe est inutile, mais il est (...) à l’origine de coûteuses dérives en matière de téléphonie mobile, d’agriculture, d’énergie et de santé, notamment depuis que les tribunaux ont accepté d’étendre son champ d’application. Pouvait-il d’ailleurs en être autrement d’un principe qui tire ses racines intellectuelles des écrits d’Hans Jonas qui recommande de « prêter l’oreille aux prophéties de malheur » plus qu’à la raison? Enfin, analysant les travaux de la Convention citoyenne sur le climat, cet article montre qu’en banalisant l’expertise, le principe de précaution permet de brillantes manipulations. C’est un principe de peur qui conduit à des dépenses inutiles mais aussi à des drames et à la paralysie sociale. Combien de démonstrations de son inutilité seront-elles nécessaires pour le retirer de la charte de l’environnement? (shrink)
