A characteristic feature of the EU's current foreign policy course is its stepping up its policy towards relations with Islamic countries, especially the Middle East and Middle East, and enhancing its role in addressing key issues in the region. To date, the region has been identified in the Council of Europe and European Commission documents as a "key foreign policy priority".

In a large Colombian teaching hospital, a fifty-five-year-old woman complaining of stomach pain is examined by a foreign-exchange medical student from the United States. Speaking in Spanish, the student elicits a medical history that suggests a possible recurrence of gallstones, but nothing further. Upon discussing the patient's case in private with the attending physician, the student is shocked to learn that the patient is suffering from terminal, metastatic gastric cancer but is unaware of her diagnosis. The attending physician explains (...) that the patient's husband instructed the health care providers not to tell the patient what her diagnosis is. The medical student feels uncomfortable withholding the diagnosis from the patient. The thought of disclosure feels equally uncomfortable, however, as it would mean contradicting the instructions of the attending physician at the host hospital as well as violating what the student suspects, but is not sure, may be acceptable medical practice in Colombia. This paper is based on the Isaac and Tamara Deutscher Memorial-Prize Lecture given at SOAS in London, on 27 November 2009. It claims that Marxism remains built around a critique of political economy but lacks a parallel critique of international relations. IR naturalises the organisation of inter-state relations along lines comparable to the naturalisation of the capitalist economy by economics. The paper argues that the disciplinary organisation of Western academia is part of the class-discipline in society at large. (...) It was triggered by the abstraction of economics from the field of the broader social sciences. IR, in turn, was codified in the slipstream of Woodrow Wilson’s response to the Russian Revolution that followed on from the US-intervention in World-War I. The discipline was built around a founding myth of global liberalism and national self-determination. It served, among other things, to disqualify the claims of the theory of imperialism on disciplinary grounds, and its initial connections with Western hegemony, capital, and the national-security state remain in place today. Distinguishing modes of foreign relations, and specifying the occupation of space, protection, and exchange for tribal and empire/nomad foreign relations, as well as sovereign equality and global governance, on the other hand make it possible to understand the rise and continuing hegemony of the West in its own right, rather than as a superstructure of the transnationalisation of capital. The U.S. Foreign Corrupt Practices Act has gained significant popularity in recent years across borders due to the increased investigation and penalties under the law. The following case is a real-life case that highlights the main provisions of the FCPA. Using cases in teaching an auditing or ethics course is much needed to develop students’ professional judgment, critical and analytical thinking skills and communication skills. Presently, there are a few cases that address the Foreign Corrupt Practices Act and (...) its effect on financial reporting and auditor responsibilities about illegal acts. The Armor Holdings case is interesting and information is publicly available regarding the circumstances that describe the bribery act, lack of whistle-blower protection, the tone at the top, and the accounting treatment. In addition, the increase in actions brought by the Securities and Exchange Commission under the FCPA since 2010 heightens the relevance of this case and underscores the need for students to learn the skills necessary to ensure compliance with FCPA and related key regulations such as the Sarbanes Oxley and the Dodd Frank Act. Therefore, cases like this one provide a rich tool to navigate topics and enforce students’ learning of client’s illegal actions and their consequences. These skills are invaluable in practice. The aggressive foreign policy of the Soviet Union and insufficient dynamic development of Soviet culture of the late 70's of XX century led to a slowdown in the British-Soviet cultural relations, including the prohibition of exchange visits between Ministers of Culture of both countries and bilateral tours of theatre, ballet and opera groups. In order to otrengthen cultural relations between the UK and the Soviet Union, the leadership of both countries established centers of cultural developments like the (...) British Association "Great Britain - USSR" and the Soviet Society "USSR - United Kingdom ". Top priority areas of bilateral relations between the leadership of the United Kingdom and the Soviet Union were literary industry which included publishing scientific literature, expansion of book exchange between Soviet and British libraries, exhibitions of works of literature, such as the exhibition of the works of British authors, published on the territory of the Soviet Union in 1984; theatrical sphere, which included exchange visits of the UK and the USSR theater personalities to study the trends of Performing Arts and review of countries' repertoire; contacts in the field of historical sciences by creating among States bilateral commission of historians of the USSR and the UK; research work done by Soviet specialists in the territorial waters of the United Kingdom with the permission of the British government; cooperation in the field of cinema presented directors and actors exchange visits of both countries carrying out the Soviet television Week in 1984 in the National theater of Great Britain; and constructive cooperation in the field of music, which demonstrated the International Music Festival in May 1981 in Moscow and performances of the Moscow Philharmonic, "Music of Russian rites and festivals" and "Tradition of ancient Russian music" in the early 1980's in UK. British-soviet system of contacts in the sphere of culture was a tool for establishing successful diplomatic relations between Great Britain and the Soviet Union. (shrink)

The Second World War offered an excellent opportunity for some U.S. think tanks to influence foreign-policy-making processes and get involved in transatlantic diplomacy. This study seeks to demonstrate that the Council on Foreign Relations (CFR) challenged the stalemate between the U.S. and French authorities by gathering together U.S. experts and non-collaborationist French leaders. A first-hand reconstruction of this informal network is based on the unreleased Peace Aims Group’s records. This was a unique CFR exchange programme for European (...) governments-in-exile’s representatives. In the first part, a general reconstruction of Council on Foreign Relations’ planning introduces an original assessment of the meetings with some prominent French intellectuals and politicians. It is argued that these conferences can be interpreted as rare examples of wartime public diplomacy. The second part discloses new historical evidence demonstrating the participation of Jean Monnet in a Peace Aims session. This discovery proves the existence of a long-term partnership between one of the key protagonists of the European integration process and the most authoritative foreign-policy think tank working for the Roosevelt administration. Overall, the analysis of Peace Aims Group’s off-the-record discussions sheds new light on the WWII transatlantic debate on postwar Europe and France. (shrink)

The extraction of natural resources is a controversial business practice that has profound ethical and economic risk implications for both firms involved in extractive activities and society at large. In response to these implications, the Dodd–Frank Act of 2010 directed the Securities and Exchange Commission to create the first ever rules requiring annual corporate responsibility disclosures. The two proposed rules, requiring disclosure of the source of “conflict minerals” and of payments to foreign governments by extractive firms, conjured intense (...) debate among stakeholders, largely related to the risks of firms providing the information. These risks span from required disclosures increasing compliance costs for firms to non-disclosure threatening human rights. In this study, we seek to understand the way in which stakeholders perceive the risks associated with corporate responsibility disclosures. We analyze comment letters submitted to the SEC related to the two disclosure rules through the lens of Douglas’s cultural perspectives of risk. We find consistencies across the two proposed disclosures with regard to the presence of three risk perspectives within the comment letter discourse for each proposal. We find inconsistencies, however, in the underlying nature of risk perceived across the two rules, which we argue reveals an aspect of risk that incorporates ethicality and is ultimately linked to reputational considerations. We complement these insights by analyzing the market reaction to the proposed regulations. Overall, our analysis suggests that stakeholders’ perceptions of risk have consequences for how risk is perceived and acted upon in the market. (shrink)

From ancient times, Iran’s boundaries were formed by Iranian kings’ struggles. From that time, an imagination about these boundaries was formed in Iranian minds and has been continued until now. So, one of the important duties of Iranian kings was to expand Iran’s boundaries to that of ancient times. The aim of this research is to investigate Iran’s relations with European countries and the role of these relations in forming the Iran’s boundaries from 1789 to 1828. In this (...) research, a descriptive-analytic method is used. The findings of this research show that in Qajar dynasty, Agha Muhammad Khan and Fath Ali shah made some great attempts to expand Iran’s boundaries to that of ancient times in order to, through which, can legitimate their rule on Iran. These actions made Iran to enter European countries’ politics widely. Russia advanced in Caucasus and the Britain entered Iran’s affairs widely to protect its realms in India, and France set a relationship with Iran in order to access India. Entrance of the unknowledgeable Iranians in international politics led to Iranian amazement, and European countries’ interference in forming the Iran’s boundaries, and, step by step, Iran lost some of its parts. This article examines the various layered concepts of foreignness constructed by ‘t Historiael Journael, a travel account of the first Dutch envoy to Ceylon from 1602 to 1604. It focuses on a map of Ceylon included in the account and positions it in relation to other cartographic projects commissioned by leaders of the early Dutch Republic. It is argued that the Dutch conceived of religious and cartographic images as opposing types of representation and used the stylistic conventions and ideological concepts (...) underpinning these different modes of picturing to construct divergent religious and political identities. It is also suggested that Johann Theodor De Bry’s popular India Orientalis, in which an abridged version of the travel account appears, smooths out the complex layers of political, religious and geographic difference constructed in the original text. ABSTRACT Politics, religion and legal argumentation were inextricably intertwined in the reception of John Selden’s Mare Clausum/The Closed Sea (1635). The work’s writing and printing history is closely tied to Stuart foreign policy, particularly James I’s and Charles I’s attempts to tax the Dutch herring fisheries. Mare Clausum’s immediate impact on European international relations has received little attention from historians so far. It is clear, however, that government authorities in London, The Hague and Venice expected an official reply (...) from Hugo Grotius, author of Mare Liberum/the Free Sea (1609) and Swedish ambassador in Paris. Yet the latter declined to assist the Dutch authorities in this matter, blaming them for his imprisonment in 1618–1621 and his second banishment from Holland in 1632. The antipathy was mutual. The Dutch authorities abhorred Grotius’ pleas for religious tolerance and commissioned his Calvinist kinsman Dirk Graswinckel to respond to Selden instead. Graswinckel had already published Libertas Veneta/venetian Liberty (1634), a learned defense of the Republic of Venice’s political interests. In ‘Vindiciae maris liberi’/vindication of the Free Sea (written 1636–1637), he tried –but arguably failed – to reconcile Dutch claims to freedom of navigation, trade and fishing with Venetian claims to the Adriatic. This article deals with questions concerning the nature of representation of the female body within the so-called `oriental' discourse in Serbian art: Who is the painter? For whom is the work painted? With whom is the work identified? With what other possibilities of identification does the work leave us? In the context of the historical codes, a stance towards a body is seen as a projection of the social, cultural and power impulses. In the first case studied, the artist was (...) a male commissioned by the Serbian court to paint a series of paintings for the indigenous population and foreigners. In the second case, the artist was also male, a Serb working in Vienna, who painted for the audience of the `real Europe' from the position of an identity alteration. The third case focuses on a female artist, Babett Bachmayer Vukanovic, who was born in Germany but after marrying a Serb moved to her husband's homeland. Visual constructions of female bodies are used as the starting point for the deconstruction of ignored gender-related questions in analysing époque. (shrink)

While there had still been an increasing flow of foreign direct investment (FDI) into China during the 2002 downturn in FDI globally, such investments have historically been only sporadically successful. Much writing has detailed and discussed problems associated with China FDI but several costs remain dangerously overlooked. One such cost is that of micro-monitoring plants for work conditions and employee treatment in violation of local Chinese laws and possible home country ethics. Further, a more personal cost is presented – (...) the personal cost associated with maintaining an investment in a facility that violates standards of ethical employee treatment. (Oxford Monographs on Classical Archaeology)Although long recognized as a distinct genre, the reliefs on documents have not been collected comprehensively and studied for their own sake. They are set above the texts of honorary (...) decrees, alliances and documents concerning [End Page 465] foreign affairs, decrees concerning cults, accounts and inventories, public dedications, and other inscriptions. Previous work on the subject (Binnebössel 1932; Meyer 1989) sought to relate the reliefs to other genres of art. Lawton notes that the document relief is “the only genre of Greek art that explicitly and consistently refers to contemporary events in the political sphere” (4). The style of the sculpture of the reliefs is shown to be conservative, “following rather than setting the sculptural trends of their own day” (73).The aim of illustrating documents with reliefs seems to be the desire to highlight certain relations to the text (deities as representative of cities; heroes, personifications of Demos, Boule, and Demokratia; individuals honored set amid the appropriate divinities, etc.). Expenses for inscribing were sometimes shared, as by cities of the empire or by individuals who received honorary decrees, but the cost of inscribing probably also included the reliefs (23–24). They would have been commissioned by authority of the secretaries of the assembly (or other political group such as deme or tribe) in consultation with sculptors and masons. Thus the relief contributes to the artistic display, just as certain features of the layout of the text on the stone (stoichedon style, intentional use of vacat, chequer pattern) serve to articulate the elements of the text and create an attractive monument. Lawton asserts that most of the document reliefs had a votive function, as they were set up in sanctuaries (29).Lawton presents a catalogue of 187 reliefs, arranged in two parts (dated and undated) and listed in chronological order within each part. Each item is accompanied by a lemma giving its most accessible publication, location, measurements, iconographical description, and bibliography. Thus 62 are classified as dated and 125 as undated. Although they range from the middle of the fifth to the second half of the second century B.C., the overwhelming preponderance fall in the fifth and fourth centuries. Statistics make the point effectively: fifth century, 28 total (12 dated, 16 undated); fourth century, 148 total (46 dated, 102 undated). Five are classified “late 5th-early 4th century,” bringing the grand total to 181. Of the dated group in the fourth century, only 9 can be put after 323 and only 4 after 318/17. One might justifiably conclude that the document relief is a phenomenon of the classical period, continued occasionally after it.Lawton offers excellent analyses, with concise discussion of relevant interpretations, in terms of type of inscription, iconography, style, and chronology. Where problems in interpretation still persist, she is careful to note the probabilities.Possibly the earliest surviving document with a relief is the Miletos decree (no. 63 = IG I3 21), which is put by Meritt and others about 450 because it uses the three-bar sigma, but in the 420s by H.B. Mattingly. Lawton summarizes fairly the arguments for both datings but does not insist on either. Rather, she notes the frequency of document reliefs from the 420s onward.IG I3 68 (no. 1), on the collection of tribute, is presented as the earliest securely dated inscription. The Twelve Member States agreed in December 1991 in Maastricht on an EconomicMonetary Union, including a single currency and an autonomous European central bank by the turn of the century, and on "an ever closer union among the peoples of Europe". The structure of the European Political Union resembles a temple with three pillars : more powers for the European Parliament on a wider ranger of policy issues, a separate framework for a common foreign and security policy, and intergovernmental (...) cooperation on justice and internal aff airs. The new Treaty wilt replace the Treaty of Rome only after ratification in all twelve member states. White EMU and EPU dominated the public agenda, the internal market programme was drawing to a close with nearly all White paper measures adopted. Emphasis shifted to implementation problems. The prolonged conflict between Commission, Parliament and Council on the 1992 budget gave a taste of increasing tensions on budgetary issues, especially between "northern" and "southern" interests. That divide wilt deepen with or without ratification of the Maastricht Treaty. The budgetary battle of 1991 was partly on external relations. The external activities of the EC were all but successful in 1991: disparate conduct in the Gulf War, failure to contain conflict in Yugoslavia, near-collapse of negotiations with the EFTA countries, deadlock in Gatt-talks and the threat of a trade war between the three trade blocks. Ibe European Common Agricultural Policy remained a major stumblingblock in the Gatt-talks. The establishment of the Common European Asylum System by 2012 remains a key policy objective for the European Union. According to the Council of the European Union, the development of a Common Asylum Policy should be based on a full and inclusive application of the 1951 Geneva Convention Relating to the Status of Refugees and other relevant international treaties. In the European Pact on Immigration and Asylum attention is brought to the persistence of wide disparities amongst Member States in the (...) granting of protection and the form of protection granted. This is seen as one of the main problems to be addressed in building the CEAS. It is fairly obvious that existing divergences in policy have a substantial impact upon the aims of the CEAS. It can be assumed that the difference in governmental practices involving recognizing asylum seekers on refugee grounds or subsidiary protection grounds may be a substantial factor in the decision-making process on where to apply for international protection. The European Commission stressed the importance, during the second phase of the CEAS, of paying particular attention to subsidiary and other forms of protection. (shrink)

Nigeria, as a geographical entity is replete with various ethnic and cultural identities that have continued to evolve from pre-colonial times to recenttimes. Granted that civilizations from Europe and Arabia have dictated almost all spheres of living, both in the Northern and Southern geographies of the country and eroded nearly all traditional values that would have assisted in curbing social and filial tensions; it is pertinent to inquire into the social relations before this ‘encounter.’ This is important as this (...) research seeks to invoke some aspects of the past that can be relevant for contemporary utility. Hence, through the method of critical analysis, this study takes a look at the socio-economic norms among the pre-colonial cultures that eventually evolved into Nigeria, paying attention to the place of slaves and women and laying emphasis on the filial and communal nature which allowed for a not too wide the gap between the rich and the poor. Even when this study is not unaware of the positive roles of foreign influence, it recounts the deficits of this presence and suggests that aproper way is to explore some indigenous ideas and apply them for contemporary living. The article testsfour theoretical models that have been used todescribe Rockefeller initiatives. It concludesthat a Gramscian analysis provides the mosthelpful way of understanding the Foundation'srole in American foreign affairs.

Reinhold Niebuhr (1892-1971) may have been the most influential and insightful American thinker of the twentieth century. In dealing with the intricacies of human nature, society, politics, ethics, theology, racism and international relations, Niebuhr the teacher, preacher, philosopher, social critic and ethicist, was highly influential and difficult to ignore during the Second World War and Cold War eras because of his intellectual heft and the novel manner in which he addressed the economic, spiritual, social and political problems of his (...) time. This book distils Niebuhr's disparate and now difficult to access work into one volume, making it more easily accessible than ever before, at the same time bringing his work into the twenty first century. It argues that if he were alive today Niebuhr would be a champion of the U.N, a supporter of globalization, a fierce opponent of America's 2003 Iraq War (for all the reasons he opposed the Vietnam War), an advocate of the Responsibility to Protect, and a pragmatic hawk on China as it rises today. It also highlights his many contributions to international relations theory, from Realism to Liberalism to existentialism to the English School to constructivism. This is the first book that focuses exclusively on the international relations thought of Reinhold Niebuhr, one of Classical Realism's most important figures, one whom diplomat and Realist George Kennan called, "the father of us all.". Previous studies have found the effect of cognitive skills on reading ability, but the role of different reading-related skills in acquisition of Chinese as a second/foreign language remains unexplored. Prior meta-analyses on the relationship between cognitive skills and reading have been conducted primarily in native English-speaking or Mandarin-speaking children. The purpose of the present meta-analysis was to examine the relationship between Chinese reading-related skills and Chinese word reading of CSL/CFL learners. A search of English and Chinese databases yielded 42 (...) effect sizes, comprising 1103 subjects met the criteria for meta-analysis and were included in the final meta-analysis. Results revealed a moderate relationship between phonological awareness, morphological awareness, orthographic awareness, rapid automatized naming and Chinese word reading in CSL/CFL learners. In addition, a moderating effect of length of study on the relationship between phonological awareness and Chinese word reading : phonological awareness and Chinese word reading correlated more strongly for beginning learners than for advanced learners. These results suggest importance of cognitive factors in the acquisition of Chinese word reading as a second language. Results also shed light on the impact of length of study on the influence from phonological awareness to the sensitive period of phonological learning for CSL/CFL learners. (shrink)

The paper argues that while the Serbian society and political elite are known for treating their country’s accession to the EU in terms of pragmatic utility maximisation, they generally conceive of Serbian relations with Russia, contrariwise, as an identity-laden issue. To prove it, the author analyses Serbia’s behaviour toward Russia along the features of emotion-driven cooperation, found in the literature on identity and emotions in foreign policy. Finally, the author ponders over the implications of the existent configuration of emotional and pragmatic forces in Serbian politics for the country’s current and future conduct toward Russia and the EU. The current state of bilateral relations between the Russian Federation and the People’s Republic of China is described by many international relations experts as the best in history. After taking the president office by Donald Trump, the bilateral relations between America and abovementioned powers are cooling down. Current foreign policy of the People’s Republic of China and the Russian Federation focuses on holding a common position in the international political arena, which is in fact an attempt (...) to counter-weight political influence of the US administration and their allies. The dimension of the strategic partnership between China and Russia is also determining the mutual economic dependence, which is now crucial for both powers to build a strong position on the international forum. In addition, Russia is one of the crucial partners for the Chinese-led Belt and Road Initiative (BRI) – by many recognized as the Chinese attempt to break the American economic domination. The collisional course of the American foreign policy towards Russia and China forces the latter to look for Central and Eastern European allies as well as to gain influence in the region of Central Asia which is leading to a constant increase in tensions between China and Russia. We examined the “othering” of Asian Americans in the context of the COVID-19 pandemic. Given past evidence that pathogen-related threat perceptions can exacerbate intergroup biases, as well as salient public narratives blaming the Chinese for the pandemic, we assessed whether individuals experiencing a greater sense of threat during the pandemic were more likely to apply the “perpetual foreigner” stereotype to Asian Americans. Over a seven-week period, we recruited 1,323 White Americans to complete a measure of the perceived Americanness of Asian, (...) Black, and White targets. Asian targets were consistently perceived as less American than White targets, across variations in subjective health threat and regional case counts. The direct and indirect connections of political ideology to the observed patterns were examined, revealing that White participants who blamed China for the pandemic were more likely to apply the perpetual foreigner stereotype to Asian Americans. These results indicate that the othering of Asian Americans is pervasive among White Americans and that variables related to social conditions surrounding the COVID-19 pandemic can predict the potency of this association. One Road One Belt has made a drastic change not only to the lives of people but also to their minds and future prospective. This initiative has connected not only countries but has consolidated trading patterns. It has not only impacted physical trade but has also boosted the e-commerce of China. Therefore, this study has tried to find the major patterns of trading across the globe and digital commerce considering the factors of production. China, being the cheapest country for manufacturing, (...) has excelled in the e-commerce as well. The targeted population for this study was contractors, marketers, logistic service providers, and engineers. The sample size in this study was 329. Data collection was done through a survey developed on the Likert scale. The software used for the data analysis was Smart-PLS for structural equation modeling. Findings of the study show that factors of production and international trade have an impact on e-commerce. Moreover, the foreign policy and international relations have also been found to have a significant role in e-commerce. (shrink)

The disclosure of corporate environmental performance is an increasingly important element of a firm’s ethical behavior. We analyze how the legal origin of foreign institutional investors affects a firm’s voluntary greenhouse gas emissions disclosure. Using a large sample of firms from 36 countries, we show that foreign institutional ownership from civil law countries improves the scope and quality of a firm’s greenhouse gas emissions reporting. This relation is robust to addressing endogeneity and selection biases. The effect is more (...) pronounced in firms from non-climate-sensitized countries, for which the gap between firms’ environmental standards and investors’ environmental targets is potentially larger, and in less international firms. Firms with a higher level of voluntary greenhouse gas emissions disclosure also exhibit higher valuations. (shrink)

Although the Lisbon Treaty maintained the general exclusion of Common Foreign and Security Policy (CFSP) matters from ECJ jurisdiction, it introduced a number of changes into this area, including an explicit statement that the Court is competent to review the legality of the Council decisions imposing restraining measures on persons. The article analyzes the nature and origin of those changes and considers the legal implications for the level of the protection of fundamental rights in the European Union. For this (...) purpose the author firstly considers the context of the exclusion of CFSP matters from the ECJ jurisdiction, including discussions on the issue at the European Convention, and, secondly, takes a closer look at the separate heads of jurisdiction over which the Court is competent to act after the entry into force of the Lisbon Treaty. A conclusion is made that the Lisbon Treaty did not introduce significant changes to ECJ jurisdiction. Similarly to the pattern of previous amendment treaties, the Lisbon Treaty again gave recognition to the practice of the ECJ on relevant questions. Nonetheless, the amendments made by the Lisbon Treaty should be welcome for introducing more clarity into the legal regulation of the matter, thus boosting the legal certainty and protection of fundamental rights in the European Union. The paper relates the concept of a European political identity to the development of the European Community's foreign policy. After a brief review of the idea of political identity as it developed in Europe over the last five centuries, the paper relates this concept to that of liberal democracy. It then turns to the European Community and the growth of its foreign policy. It addresses two questions: Could the concept of political loyalty to a territorially defined identity be (...) replaced by that of institutional loyalty to not one, but a variety of overlapping institutions? Secondly, can the development of the European Community's foreign policy contribute to the development of a European sense of identity? Two short case studies, one on Yugoslavia, and one on economic aid to Eastern Europe, illustrate recent European Community foreign policy. The paper concludes with some speculations as to the future European political system and its applicability to other parts of the world. (shrink)

This Article deals with legal transfer during the first decades after the foundation of the Bulgarian state in 1878, starting from the premise that law is based on communicative distinction rather than separation from society. Foreign law may therefore affect not only the native law, but also the form in which the latter is related to society. Thus legal transfer can also stimulate the evolution of law. The verification of this hypothesis is the aim of a greater project of (...) which the present Article is a part. The Bulgarian state relied a great deal at first on traditional practices of self-government and partly upon the modern Ottoman law, both of which were acknowledged by the Provisional Russian Rule in Bulgaria. Subsequently, Western law was eclectically imported at the expense of local traditions. It seems, however, that the "precious cargo" of modern Western law was relegated at first to the periphery of society, and the courts, for the most part consisting of elected laymen, experienced great difficulties in dealing with it, when it came to their knowledge at all. This is evidenced by customary law, and by some examples related to legal reasoning and legal critique, which may suggest both the persistence of traditional structures and their irritation through the transfer of foreign law. Arguably, the modern missionary movement’s foundational text, the ‘Great Commission’ of Matthew 28:18–20 has been criticized for its use in legitimizing colonial oppression. Focusing on reception history in South Asian polycolonial contexts, this article uses ‘Saidian’ contrapuntal reading to explore whether and for whom the commission is ‘great’? William Carey used it as a proof-text in his ‘Enquiry’ for Christians to engage in foreign mission. RS Sugirtharajah brings a postcolonial critique to Carey, but Saugata Bhaduri appreciates the (...) unintended de-colonizing consequences of Carey’s vernacular literature. Jayachitra Lalitha questions why women were absent in Matthew 28:18–20 and why Dalit women still struggle. George Soares-Prabhu’s reading alongside a Buddhist text suggests more integral mission and liberation. Despite colonialism’s distorting affect, there is historical irony in Matthew 28’s influence in South India. Contrapuntal conversations helpfully focus on the well-being of overlooked groups and recover some of the resistance implicit in Matthew’s composition. (shrink)

Johnson charts his evolution from enthusiastic, left-leaning Africanist to political realist, relating the episodes that influenced his intellectual worldview, including time (...) spent among the exiled liberation movements in London during the 1960s, a sojourn in newly independent Guinea and more recent forays into Zimbabwe. There are wonderful stories, some hilarious, others filled with pathos, about the multitude of characters Harold Strachan, Tom Sharpe, Ronnie Kasrils, Helen Suzman, Frederik van zyl Slabbert, among many others that he met along the way. Political discourse is primarily identified as political action, the discourse of deliberating which course of action to follow in accordance with specific political goals. A pragmatic analysis of various sub-genres of political discourse can identify the preference for particular speech acts. The first aim of this paper is to analyze commissive and expressive illocutionary acts in political speeches, as indicators of personal involvement of political speakers, notorious for vagueness and avoiding commitment. A corpus of Serbian, American and British political speeches (...) that address the issue of economic standard of living has been examined to identify commissive illocutionary acts as indicators of politicians’ explicit commitment to a chosen course of action, and expressive illocutionary acts as indicators of politicians’ explicit attitudes to their own or other politicians’ chosen practices. The analysis classifies subtypes of commissives and expressives in the corpus and identifies illocutionary force indicating devices that constitute them in English and in Serbian, after which the resulting classifications are compared and contrasted. The research results are aimed at explaining the hypothesis that a specific use/lack of commissives and expressives can be the politician’s strategy for adding credibility to their speeches, and in that way, swaying public opinion to serve the politician’s interest; conversely, establishing the relation between the use/lack of these illocutionary acts and the politician’s commitment to actions can be a method for exposing the politician’s lack of credibility and accountability. Scholars have debated the meaning of the foreign-relations clauses in the U.S. Constitution. This essay attempts to outline the foreign-relations clauses that an ideal constitution should have. A liberal constitution must enable the government to implement a morally defensible foreign policy. The first priority is the defense of liberty. The constitution must allow the government to effectively defend persons, territory, and liberal institutions themselves. The liberal government should also contribute to the advancement of global freedom, (...) subject to a number of conditions, especially cost. The essay recommends improved methods to incorporate treaties and customary international law into the constitutional structure. Treaties should be approved by the whole legislature and should generally be self-executing. Customary law should be genuine, not fake, and consistent with liberal principles. Finally, based on economic theory and evidence, the essay recommends that liberal constitutions prohibit the government from erecting trade barriers. Background More than one in 10 of all prisoners in England and Wales are Foreign Nationals. This article discusses whether the research applications to one London prison are aimed at understanding a prisoner population characterised by significant multinational and multilingual complexity. Methods We studied all accessible documents relating to research undertaken at a women's prison between 2005 and 2009 to assess the involvement of Foreign National prisoners and women with limited English. The source of information was prison research (...) applications and protocols. We also looked at available final research reports and journal articles. Results Two key findings emerged from this study. First, studies at this prison frequently excluded Foreign National prisoners and women with limited English. Second, Foreign National prisoners were often clustered as a homogeneous category in the research reports reviewed. This is despite their diverse cultural backgrounds, their variable immigration status and their differing competence in English, all of which affect their lives. Conclusions The failure to include and/or identify social subgroups of the population can undermine the value of research, including, in the case of the study prison, funded health research. This can compromise associated needs assessments and service delivery, particularly important in already disadvantaged populations; this may encourage and/or perpetuate a range of health inequalities. There is a pressing need to examine cultural exclusion in other health and criminal justice settings, to assess the ways in which—and the extent to which—such exclusion may compromise the merit of proposed and completed health and social research. This article addresses three questions: How can we define and measure what constitutes a foreign policy in human rights? How is it possible to explain both the activism of a state and its ideological orientation in the international promotion of human rights? What is the empirical evidence found when we try to answer these questions in intermediate states? Research done on four cases (Argentina, Australia, Brazil and South Africa) suggests a correlation between domestic efforts in the promotion of human (...) rights and international advocacy. It also shows that the greater the power of intermediate states, the greater their activism in human rights. Further, as development grows states show less support for economic, social and cultural rights. Last, the strategic relation with the USA shapes how states vote regarding human rights violators states. (shrink)

At least some of your beliefs are commitments. When you believe that P as a commitment, your stance on P is such that you believe it on the basis of your considered judgement. Sometimes, you also believe that you believe P. Such self‐beliefs can also be commissive in a sense, as when they are reflective endorsements of your lower‐order commissive beliefs. In this paper I argue that one's commissive self‐beliefs ontologically constitute one's lower‐order commissive beliefs because one's commissive self‐beliefs instantiate (...) the same inferential dispositions that are constitutive of one's lower‐order commissive beliefs. Constitutive relations between commissive self‐beliefs and first‐order commissive beliefs are maximally epistemically secure because they do not result from any epistemic procedure by which one must try (and possibly fail) to detect one's first‐order commissive beliefs. This maximal epistemic security suffices to warrant one's commissive self‐beliefs, such that one possesses commissive self‐knowledge of an especially privileged sort. (shrink)

Inbound tourism as defined by the WTO is obviously the aspect of a nation’s tourism industry to which foreign languages are directly relevant: this aspect involves foreign tourists visiting the country of reference. This paper uses Leiper’s conceptualisation of the tourism system to examine the role of foreign languages in the operations of Nigerian inbound tourism from TGR and TDR perspectives. Among the most significant revelations of this examination are the facts that: i) tourism destinations in Nigeria (...) are to be advertised on the web and in print in the TGR countries using the languages of those countries; and ii) tour guides in Nigeria are to be trained in foreign languages to facilitate travels, stay and related transactions and activities of foreign tourists in Nigeria. We examine whether and how CEO foreign experience affects firm’s green innovation. Using a sample of Chinese public companies and hand-collected CEO foreign experience data, we document a positive association between CEO foreign experience and corporate green innovation. Furthermore, consistent with the view that CEOs with foreign experience would play a more significant role when provided with more resources, we find that the positive relationship is more pronounced in less financially constrained firms, in state-owned enterprises, and (...) in less competitive industries. Additional analyses indicate that enhanced environmental ethics and general competency are two potential mechanisms through which CEO foreign experience affects corporate green innovation. Finally, we find that CEO foreign experience is positively related to green innovation quality and internationalization. Collectively, these findings suggest that CEO foreign experience is a significant factor for corporate green innovation in emerging markets. (shrink)

Whatever its other effects, the Soviet-American Cold War helped launch and sustain an era of feverish intellectual activity in the linked fields of international relations theory and foreign policy analysis. One sign of the importance of more recent phenomena with all their resonant impacts may be the continuing ferment in theorizing about international relations, foreign policy and public international law years after the war’s conclusion, a ferment which the 9/11/01 terrorist attack on the United States and (...) its aftermath have intensified. Comprehending the scholarly inquiries and debates in these fields should be important to intellectuals regardless of their professional interests, not only because those inquiries and debates concern profound epistemological and ontological issues, but primarily because they have influenced and continue to influence the trajectory of United States foreign policy.
