Can we rely on the altruism of professionals or the public service ethos to deliver good quality health and education services? How should patients, parents and pupils behave - as grateful recipients or active consumers? The book provides new answers to these questions, and evaluates recent government policies in health services, education, social security and taxation, and puts forward proposals for policy reform: universal capital or 'demogrants', discriminating vouchers, matching grants for pensions and for long-term care and hypothecated taxes.

Publicly funded services such as health care and education often offer their users little by way of choice of provider. Partly in consequence they often create substantial inequities, with the less well off utilizing those services less relative to their needs than the better off. Contrary to popular perception, policies that offer choice of provider within these services can increase equity — provided that those policies are properly designed.

Offering a new answer to an age-old problem: the meaning of a just or equitable distribution of resources, Julian Le Grand examines the principal interpretations of equity used by economists and political philosophers. He argues that none captures the essence of the term as well as an alternative conception relating equity to the existence or otherwise of individual choice. Le Grand shows that this conception is not only philosophically well-grounded but is also directly relevant to key areas of (...) distributional policy. His theoretical argument is complemented by detailed discussion of the application of the central idea to specific areas of policy, including the distribution of health and health care, central government grants to local governments and the measurement of income for tax purposes. Equity and Choice is written by an economist, but is intended for political philosophers and social policy analysts as well as economists. Hence the key chapters are written in a non-technical fashion, with specialized material relegated to appendices. The vertiginous rise of right-wing populism, especially in its “nationalist, xenophobic and conservative form”, and some “racist, anti-Semitic, homophobic and sexist” drifts associated with this phenomenon – whether real or perceived as such – make the mainstream media play a double role. On the one hand, the mainstream media reflect the struggle for political hegemony between different vested interests; on the other hand, they engage in the fight against right-wing populism blasting both right-wing populist candidates and their voters or supporters. (...) Many mainstream journalists ask citizens to realize a “sanitary cordon”, a “wall” or a “republican front” to block far-right populism and preserve liberal democracy. Moreover, they urge people to be wary of all attempts to “dediabolize” or “normalize” some tokens of right-wing populism. The main idea of this article is that right-wing populism is more harmless than is generally believed and, if excessive, negative media coverage doesn’t baffle but feed it. Populism is essentially a latent side effect of liberal democracy. Populism rises and becomes obtrusive only if a significant part of society perceives a regime of illiberal majoritarianism instead of one of liberal democracy. Right-wing populists are chiefly frustrated “ci-devants” who feel dispossessed of their past, identity, properties, qualities, privileges or titles. Inasmuch as the causes of collective frustration are many and varied (e.g. the real or just perceived corruption of the elites, the “system”, the deep state, the relocation of jobs, immigration, national sovereignty, national identity, communitarianism, radical Islamism, the status of some traditional institutions, some chapters of official history, etc.), there will always be right-wing populists, whether they are self-declared or covert. By adopting David G. Hackett’s thesis that the media are “agents of hegemony”, we applied the critical analysis of discourse to a set of 346 media articles in order to reveal the discursive sources of power, domination, inequality and partiality. The articles appeared in The New York Times and Le Monde during the period 2016-2017, at the time when the presidential elections took place in the United States and France. The articles were selected according to the occurrence of the keywords “Donald Trump” – “populism” and “Marine Le Pen” – “populisme” within the titles. The analysis of these articles reveals a divisive discursive structure that correspond to a real political cleavage in society. It is true that populism presents a “Manichean outlook”, in which there are only friends and foes” and no compromise is possible. It is also true that mainstream media reinforce this Manichean perspective on society and make populists feel marginalized and politically disempowered. The mainstream media may appease right-wing populism if they treat its followers as legitimate and equal political actors. For this, they have to give up the narrative structures that underscore insurmountable divergences and irreconcilable interests. In a liberal democracy, mass media should chiefly play the role of mediator. They may not aim to defeat or re-educate certain categories of citizens just because they advocate “wrong” political solutions. (shrink)

What are the consequences of globalization for the structure of political conflicts in Western Europe? How are political conflicts organized and articulated in the twenty-first century? While today it is universally acknowledged that COVID-19 has generated immense challenges for businesses and societies worldwide, public perceptions varied significantly at the time of the pandemic’s initial appearance, even among democratic societies with comparable media systems. The growing scholarship on grand societal challenges in management and organization studies, however, tends to neglect the initial social construction of issues as complex, uncertain, evaluative, and widespread. We address this shortcoming by exploring the initial communicative enactment of COVID-19 in the (...) media-based public discourse in Switzerland, Germany, and the United Kingdom. By applying a social problem work lens, we identify three mechanisms that explain the maturation of COVID-19 into a grand challenge, further showing how these are contextually dependent on differences in discourse quality. We add to research on grand challenges, issue maturation, and framing dynamics by theorizing how issues become constructed and acknowledged as grand challenges in the first place. (shrink)

Considering the urgency of addressing grand challenges that affect human health and achieving the ambitious health targets set by the United Nations’ Sustainable Development Goals, the role of business in improving health has become critical. Yet, our systematic review of the business–health literature reveals that business research focuses primarily on occupational health and safety, health care organizations, and health regulations. To embrace the health externalities generated by business activities, we propose that future research should investigate the conditions under which (...) business articulates and participates in health challenges, engages in multilevel actions toward tackling health challenges, and improves health outcomes and its impact on the health of external stakeholders, including customers and local communities. Auger (bio)Popular films about the environment and related human and material resource issues, particularly colonialism, tend to enhance the appeal of their subject matter by aesthetically transforming it according to audience preferences and tastes. Such mediating strategies are perhaps too familiar to contemporary artists of all types who would prefer to work beyond the limits of what their readers (...) or viewers are prepared to tolerate as entertainment, but the particular emphases and accommodations made by film artists to convey messages about the environment are little changed from those strategies used by painters over the past three centuries to a similar end. The methods by which environmental issues are aestheticized in late-twentieth-century film is directly and historically related to those established for grand manner painters by Nicholas Poussin (1594-1665) and taught at the French academy from the seventeenth through the nineteenth centuries. That these fundamentals were part of the training of artists who would be willing and able to enhance the glory of Louis XIV's absolutist monarchy seems not to have undermined the popular enthusiasm their association with the "classical" past generated outside of France. Thus, the grand manner ideal was repeated, elaborated, and adapted by subsequent British and American artists, teachers, and aestheticians, both amateur and professional, including Joshua Reynolds (1723-92), president of the British academy; theoretician Edmund Burke (1729-97); and such American painters as Benjamin West (1738-1820), Thomas Cole (1801-48), Frederic Church (1826-1900), and Albert Bierstadt (1830-1902).Examples of filmic adaptations of grand manner aesthetics considered here include English director John Boorman's The Emerald Forest (1985) and Anglo-French director Roland Joffé's The Mission (1986), both British productions; Kevin Costner's Dances with Wolves (1990) and John McTiernan's [End Page 96] Medicine Man (1992), both American productions with American directors; and Australian director Bruce Beresford's Black Robe (1991), a Canadian/Australian production based on Irish-born, Canadian novelist Brian Moore's best-selling novel of the same title (1985). While it might be argued that these films merely show the adaptation of academy-based grand manner ideals and principles to new imperialist interests, this article demonstrates how they educate and draw public sympathy to global environmental concerns, albeit with reference to a recognizably Western aesthetic tradition. Thus, the interest of this study to educators and students of the visual arts is twofold: first, it demonstrates the continued adaptation and application of aesthetic principles originally developed in the seventeenth century to a technology-based medium; and second, it shows how those aesthetic principles are currently applied in film to direct and modulate public opinion on matters well beyond the domain of pure or theoretical aesthetics.The grand manner aesthetic, first defined with reference to seventeenth-century painting and still apparent in twentieth-century film, is largely attributable to Poussin since he was an artist who wrote—and wrote well—about his understanding of artistic quality and priorities. He was deeply committed to classicism; he thought the elements of a painting should be idealized rather than realistic and particularized, that those elements should be clearly delineated in a linear manner, that exotic subjects and excessive color should be avoided as both appeal too much to the senses and not enough to the mind, and that figures should always predominate over landscape. Poussin's ideals became the model for students training at the French Academy, an institution officially formed in 1648 under the direct control of the government. Aspiring academicians were exhorted to produce images that were usually composites of the better, and sometimes imagined, aspects of the appearance, character, and deeds of the fictional and historical people, events, and locations that were their subjects. They were never allowed to forgot the hierarchy of value that placed genre painting forever below history painting, yet it cannot have escaped their notice that a certain number of well-executed examples of the lowly still life, domestic interior, and picturesque landscape on the exhibition walls made the "grandness" of more ambitious works more apparent by contrast.The French Academy soon became the envy of foreign upper-level bureaucrats cognizant... While dynamic epistemic logics with common knowledge have been extensively studied, dynamic epistemic logics with distributed knowledge have so far received far less attention. In this paper we study extensions of public announcement logic ( $\mathcal{PAL }$ ) with distributed knowledge, in particular their expressivity, axiomatisations and complexity. $\mathcal{PAL }$ extended only with distributed knowledge is not more expressive than standard epistemic logic with distributed knowledge. Our focus is therefore on $\mathcal{PACD }$ , the result of adding both common (...) and distributed knowledge to $\mathcal{PAL }$ , which is more expressive than each of its component logics. We introduce an axiomatisation of $\mathcal{PACD }$ , which is not surprising: it is the combination of well-known axioms. The completeness proof, however, is not trivial, and requires novel combinations and extensions of techniques for dealing with $S5$ knowledge, distributed knowledge, common knowledge and public announcements at the same time. We furthermore show that $\mathcal{PACD }$ is decidable, more precisely that it is $\textsc {exptime}$ -complete. This result also carries over to $\mathcal{S 5\mathcal CD }$ with common and distributed knowledge operators for all coalitions (and not only the grand coalition). Finally, we propose a notion of a trans-bisimulation to generalise certain results and give deeper insight into the proofs. (shrink)

Following the 2018 Pennsylvania grand jury report, which detailed the sexual abuse of clergy members, many have questioned the value of personal institutional commitment to the Catholic Church, preferring instead more individualistic expressions of faith. Alongside the sex abuse crisis, the age of free information makes the Church’s epistemology appear antiquated. This article explores the individualistic versus community-based practice of Catholicism, drawing a distinction between private conversion versus public conversion. The article offers a defense of public conversion, (...) arguing it explains the rationality of conversion and offers a solution to the problem of divine hiddenness. Using details from her own faith journey, Sullivan explores why God graces us with less perspicuous knowledge, causing subluminous conversions, as opposed to the more glaring, which leads to luminous conversions. Sullivan suggests that we obtain knowledge of God by loving one another, which takes place in the framework of the institutional Church. She subsequently uses this Church-making theodicy to offer five ideas about how we might engage the Church institutionally as Catholic philosophers. (shrink)

ABSTRACT This paper questions the current construction of a 54 metres statue of Maitreya against a 108 metres stupa in the steppe south of Ulaanbaatar, that will stand at the edge of a new ‘eco-city,’ Maidar City. The Grand Maitreya Project was initiated in 2009 by H. Battulga, businessman and MP. The project aims to be ‘one of the largest Buddhist complex in the world,’ and now is a ‘National project for reviving traditional Buddhist education and culture.’ I propose (...) to use religious and art-historical approaches in order to document the ‘birth’ of a Buddhist project, with a special interest in the long process of conception, fundraising and promotional programme. RESUMO:O artigo discute a noção de esfera pública tematizada nos trabalhos habermasianos, defendendo que a íntima associação entre esfera pública e democracia permite pensar um modelo de política radical, no qual a aproximação entre Estado burocrático e partidos políticos profissionais com os movimentos sociais e as iniciativas cidadãs poderia superar a redução da práxis política a política partidária, concedendo a devida importância aos impulsos normativos e aos interesses generalizáveis advindos da sociedade civil rumo ao político, recuperando também uma concepção de (...) esfera pública não desvirtuada por formas de comunicação ideológicas ou distorcidas, inclusiva e crítica do poder. Para isso, entretanto, a práxis política necessitaria, correlatamente àquela aproximação, dar um passo além da própria esfera pública concentrada na mídia corporativa, adentrando nas esferas públicas informais desenvolvidas pelos movimentos sociais e pelas iniciativas cidadãs. Com efeito, as acusações, por Habermas, de subversão da esfera pública das democracias de massa contemporâneas somente poderiam ser superadas a partir de uma maior ênfase em tais esferas públicas informais, que também poderiam dinamizar uma organização administrativo-partidária atualmente marcada pelo distanciamento e pela sobreposição em relação à sociedade civil – situação possibilitada, em grande medida, pela mídia corporativa e pela burocracia e elitismo partidários. ABSTRACT:This paper discusses the Habermasian notion of public sphere. It is argued that the intrinsic association between the public sphere and democracy allows for the development of a model of radical politics in which the approximation between the bureaucratic state and professional political parties, along with social movements and citizen initiatives, could overcome the reduction of political praxis to partisan politics. This would include giving basic importance to normative impulses and universalistic claims coming from civil society. It would also involve regenerating a conception of the public sphere that is not undermined by ideological or distorted forms of communication, including the critique of power. For this, however, political praxis needs, along with such that approximation, to take a step beyond the public sphere concentrated in corporate media, focusing instead on the informal public spheres developed by social movements and citizen initiatives. In fact, Habermas’ claimed degeneration of the public sphere of contemporary mass democracies can only be overcome by a major emphasis on informal public spheres. This could energize administrative-party organizations, currently characterized by detachment and overlap in relation to civil society – a situation largely enabled by corporate media, the bureaucracy, and party elitism. While multi-stakeholder partnerships are emerging as an increasingly popular approach to address grand challenges, they are not well studied or understood. Such partnerships are rife with difficulties arising from the fact that actors in the partnership have different understandings of the grand challenge based on meaning systems which have distinct and often opposing assumptions, values, and practices. Each partnership actor brings with them their individual values as well as the values and work practices of their home organization’s culture, (...) alongside the wider meaning systems present within the sectoral spaces in which each organization is situated—public, private, or nonprofit. Yet, there is little understanding of how actors in multi-stakeholder partnerships negotiate multi-level meaning systems to reach partnership goals. In this 16-month ethnographic study, we take up a negotiated culture perspective to holistically examine the negotiation of multi-level meaning related to a focal grand challenge in a multi-stakeholder partnership established to end homelessness in Western Canada. Based on our findings, we contribute a process model to explain the ongoing negotiation of multi-level meanings in multi-stakeholder partnerships working to address grand challenges. (shrink)

This inquiry analyzes the concept of ‘European public sphere’ within the European public discourse. In particular, it explores the European Communication Strategy for creating active European citizenship and European public sphere. The European Commission’s Plan D for Democracy, Dialogue and Debate failed, because it employed homogeneous and static concepts of public sphere and European values. In this way it reduced deliberation to a mere debate. The European Year of Citizens was not sufficiently successful for the same (...) reason. It involved citizens debated about EU rights, but it did not produce deliberation. The purpose of this inquiry is to show the dialectical relation between ideas of European values, European identity and European public sphere. This paper emphasizes performative nature of European public sphere, European identity and European values. These concepts may be perceived as grand narratives which aim at producing universal truths. (shrink)

Au cours des années 1910 et 1920, les effets conjugués des idées savantes sur la spécificité des anticorps, de la croyance profane à l’existence d’un sang syphilitique et de l’importance attribuée à la détection de la syphilis par les autorités sanitaires ont permis de transformer un test diagnostique peu efficace, la réaction de Wassermann, en «fait scientifique» incontestable. Ce fait scientifique établit l’équivalence« individu Wassermann positif= personne infectée par l’agent étiologique de la syphilis, la bactérie Treponema pallidum ». Il a (...) ainsi modifié les contours de l’entité nosologique «syphilis», les pratiques professionnelles, les représentations profanes de la syphilis et les politiques de santé. Tenu pour solide pendant une trentaine d’années, ce «fait scientifique» fut toutefois déstabilisé dans les années 1950 en raison du hiatus croissant entre les résultats accumulés grâce à la diffusion massive du test de Wassermann et les données épidémiologiques sur la prévalence de la syphilis, et de la comparaison entre les résultats de la réaction de Wassermann et ceux des nouveaux tests diagnostiques spécifiques du tréponème. Un pourcentage élevé de personnes «Wassermann positives» fut alors redéfini comme des « faux positifs biologiques », soit des individus souffrant de pathologies autres que la syphilis, mais cependant capables d’induire une réaction Wassermann positive. L’équivalence « personne Wassermann positive = individu infecté par Treponema pallidum » fut remplacée par l’équation« personne Wassermann positive = individu infecté par le tréponème ou faux positif biologique ». La nouvelle vision de la réaction de Wassermann modifia à son tour les pratiques des professionnels et les représentations que le grand public se fait de la maladie. L’histoire de la détection de la syphilis illustre les interactions complexes entre « faits scientifiques » et « faits sociaux» et l’interdépendance de leur évolution. (shrink)

Cet article vise à éclairer le contexte universitaire et éditorial qui favorisa la publication du Treatise on electricity and magnetism de James Clerk Maxwell afin de mieux cerner la nature de cette entreprise scientifique. Le projet fut formé en 1867 à l'occasion d'une réforme introduisant l'étude de l'électricité et du magnétisme dans l'enseignement délivré à Cambridge et s'inscrivait dans un mouvement plus vaste qui développait l'enseignement de ces disciplines dans les universités britanniques. L'étude des relations entre le projet de Maxwell (...) et d'autres ouvrages contemporains indique que le Treatise était en situation de devenir un ouvrage de référence en Grande-Bretagne. Ainsi, le livre de Maxwell était-il l'instrument d'une très ambitieuse tentative de transformation de l'électromagnétisme, indissociable de son contexte et conforme à sa fonction pédagogique. Contrairement à ce qu’ont affirmé un certain nombre d’historiens et d’historiennes, les femmes ont une place dans l’espace social vénitien aux xve et xvie siècles. Elles appartiennent à l’espace domestique, mais elles sont aussi présentes à l’extérieur, dans les rues et sur les places. Cette étude s’appuie sur des sources picturales pour discuter la présence féminine dans l’espace extérieur et l’espace domestique vénitiens. Due to the increasing concern about gender equity in the U.S., song lyrics with political activism are receiving more attention. As reflected through lyrics and the artist’s tumultuous life events, ‘thank u, next,’ Ariana Grande’s fifth album, has been reviewed by media outlets, such as Billboard as mirroring Grande’s public persona of self-empowerment. iTunes (2019) describes the album as Grande’s embraced position of – ‘complex, independent, tenacious and flawed.’ This study investigates how these claims came about by adopting Fairclough’s (...) Critical Discourse Analysis three-dimensional framework. It examines how the discourse of self-empowerment is portrayed in her lyrics, and what linguistic strategies are deployed to portray the discourse. This study hopes to add texture to existing literature by examining the production of young women’s empowerment ideology and the meanings of neoliberal feminism in relations to the use of language in song lyrics. Linguistic strategies such as the use of metaphors, overstatements and presupposition manipulation have been investigated through textual, and social analyses of the songs to demonstrate the ideological concepts of a ‘self-empowered woman’. The concepts found include independence, self-love/growth, owning of sexuality, and being needy. The concepts also revealed that Grande’s lyrics mostly support ideals of gender equity and female empowerment. (shrink)

Amidst the ideology, efficiency and bitter contention of international economy, the importance of leadership or public administration had long been under-stressed as an avenue for any better solution. Nonetheless, within a changing mode of interaction in the global community, an increasing ethos for the kind of common basis of ethics or agreement, at least in the level of class administrators or noble citizenry including the academicians, business leaders, bureaucrats and so, could be congruent for the public good on (...) the national and international plane. A rapid transformation for the informative society or sharing and humanity or social justice generally is seen to enable the possibility of new openness against the divergences from various reasons. Typically, I consider the public administration other than law, inter alia, could have strands to leap for any grand promise or for any cosmopolitan public value since it tends progressive and less ideological. At the core of ambition underlie the ethics of public administrators or their responsibility for the constituents and global public. The paper deals with two illustrative cases from the experience of South Korea which matters at the negative and positive concept of liberty. They will be investigated, empirically at some extent and in view of the ethics of congressmen and public officers. I, then, turn to explore the western theories and tenets often associated with their moral standard. Finally, the context could be revisited for the global scale of transformation expanded to cover the Orient and West. (shrink)

Dans le contexte actuel de nombreuses contestations de grands projets au Québec, le rôle de l’État au regard de l’acceptabilité sociale de tels projets doit être examiné. Or, les interventions de l’État et leur influence sur les réponses du public sont le plus souvent considérées à la pièce, sans perspective globale ni référence à une certaine conduite ou posture attendue de l’État dans la société, rendant la discussion difficile. Cet article propose des repères pour un tel examen. Nous appuyant (...) sur une analyse critique de la littérature afférente à l’acceptabilité sociale, sur l’observation participante au cœur de plusieurs débats récents au Québec et l’analyse d’ouvrages multidisciplinaires sur le rôle de l’État, nous proposons une synthèse des mécanismes par lesquels l’État influence la réponse du public à un projet, une grille classifiant les différentes approches du rôle de l’État comme conduite sociale organisée et, enfin, six critères génériques pour examiner ce rôle tant comme influence que comme conduite sociale.
