The purpose of this volume is to explore the medieval inheritance of modern international relations. Recent years have seen a flourishing of work on the history of international political thought, but the bulk of this has focused on the early modern and modern periods, leaving continuities with the medieval world largely ignored. The medieval is often used as a synonym for the barbaric and obsolete, yet this picture does not match that found in relevant work (...) in the history of political thought. The book thus offers a chance to correct this misconception of the evolution of Western international thought, highlighting that the history of international thought should be regarded as an important dimension of thinking about the international and one that should not be consigned to history departments. Questions addressed include: what is the medieval influence on modern conception of rights, law, and community? how have medieval ideas shaped modern conceptions of self-determination, consent, and legitimacy? are there 'medieval' answers to 'modern' questions? is the modern world still working its way through the Middle Ages? to what extent is the 'modern outlook' genuinely secular? is there a 'theology' of international relations? what are the implications of continuity for predominant historical narrative of the emergence and expansion of international society? The different responses in Great Britain and the United States to Martin Wight as a thinker of international relations reveal something about the contrasting academic cultures of the two countries. Wight was pre-eminently an arts man, regarding history and philosophy as essential prerequisites for understanding the world. Above all he was concerned with the moral dimension in politics, whether domestic or international. His pacifism in the Second World War, curiously linked to his profound sense of realism, (...) reflected deep religious convictions' indeed theology, and particularly eschatology, underlay much of his thinking. His career centers upon first Chatham House and Nuffield College, Oxford, then the London School of Economics and Political Science, and finally the University of Sussex. His lectures at the LSE on international theory achieved legendary fame, but he did not publish much in his lifetime. The appearance since 1977 of four notable posthumous works has enhanced his already high reputation, as has the increasing scholarly interest in the English School, of which he is now seen as a founding father. Ian Hall's book is a brilliant piece of analysis in which Wight's theological world view which was not obtrusive in his teaching and writing is investigated with a sureness that is probably rare among scholars in the international relations field. Since the terrorist attacks of September 11, 2001, the concept of 'evil' has enjoyed renewed popularity in both international political rhetoric and scholarly writing. World leaders, politicians, and intellectuals have increasingly turned to 'evil' to describe the very worst humanitarian atrocities that continue to mark international affairs. However, precisely what 'evil' actually entails is not well understood. Little consensus exists as to what 'evil' is, how it is manifested in the international sphere, and what we ought to (...) do about it. With this in mind, this work seeks to ascertain precisely what is meant by 'evil' when it is used to describe actors and events in international politics. Focusing on the history of evil in western secular and religious thought, it reintroduces a classical understanding of evil as the means according to which we seek to understand otherwise meaningless human suffering. Pragmatism is ever more popular amongst those who study international relations. Its emphasis on practice is generally acknowledged as a defining characteristic. There is, however, a general tension within pragmatist thought concerning practice, for pragmatism may emphasize the theorizing of practice. It is, then, distinguished from other theories in International Relations (IR) such as neo-realism or constructivism as a contender in their midst. We delineate a pragmatist theory of IR in the first part of this (...) article, but insist on going beyond merely establishing the next paradigm, for pragmatism may also emphasize the practice of theorizing. Theories are, then, considered different tools useful for dealing with the social world. This will be corroborated in the second part by a close reading of William James. Finally, we submit that instead of a paradigm war, a metaphor such as that of the Papini hotel is needed in IR — a metaphor that accounts for theory competition without neglecting the limitations set by the practice of theorizing itself. In Beyond Tragedy and Eternal Peace, Jean-François Drolet provides a synoptic interpretation of Nietzsche's reflections on politics and international relations in the context of the late nineteenth century. Revolving around questions concerning conflict and political violence, the study examines the symbiotic relationship between Nietzsche's critique of Western metaphysics and his analyses of the political processes, institutions and dominant ideologies shaping public life in Germany and Europe during the 1870s and 1880s. This includes the Franco-Prussian War and the unification (...) of Germany under Bismarck, the advent of mass democracy and the rise and transformation of European nationalism. In the German-speaking world, these developments were also central to the emergence of what would come to be known as "Geopolitik" (geopolitics)--a distinct set of intellectual and political initiatives driven by growing anxieties over the more permanent aspects of German political geography and the destabilizing consequences of techno-scientific innovations for world order. Drolet exposes and analyses Nietzsche's account of these developments against the backdrop of Nietzsche's engagement with Kantian thought and "European nihilism"--an all-consuming crisis of meaning triggered by the dissolution of the structuring ideals which had connected the exercise of power with purpose and determined questions of human co-existence under Christianity. Through this reconstructive exegesis, he shows that Nietzsche's philosophy channels a powerful and still greatly under-appreciated account of the changing political processes and agencies that culminated in the momentous collapse of the European society of states during the first half of the twentieth century. This paper explores Mencius' political theory of international relations and the morality of war from the perspective of Confucian moralpolitik. It argues that while acknowledging the possibility of international justice among the feudal, yet de facto, independent states during the Warring States period, Mencius subscribed to the idea that international morality (and justice) can be best maintained under what I call 'Confucian international moral hierarchy' among the states. By upholding international moral hierarchy, Mencius attempted (...) to achieve an international community in which big/strong and small/weak states are mutually connected to each other for the common welfare of the people. The paper then turns to Mencius' ideas on just war and investigates how Mencius rationalized the punitive expedition in the virtual absence of a symbolic institutional authority representing the Mandate of Heaven, the metaphysical ground for the morality of war, by presenting its visible alternatives. It closes by critically revisiting Daniel Bell's interpretation of Mencius's ideas of a just war. (shrink)

Classical political theorists such as Thucydides, Kant, Rousseau, Smith, Hegel, Grotius, Mill, Locke and Clausewitz are often employed to explain and justify contemporary international politics and are seen to constitute the different schools of thought in the discipline. However, traditional interpretations frequently ignore the intellectual and historical context in which these thinkers were writing as well as the lineages through which they came to be appropriated in International Relations. This collection of essays provides alternative interpretations sensitive (...) to these political and intellectual contexts and to the trajectory of their appropriation. The political, sociological, anthropological, legal, economic, philosophical and normative dimensions are shown to be constitutive, not just of classical theories, but of international thought and practice in the contemporary world. Journal of International Political Theory, Ahead of Print. Harmony is a generally agreed-upon idea in international and diplomatic discourse. A common theme in multiple traditions of thought, Platonist and Confucian among others, it underlies today’s significant investments in musical activism, cultural diplomacy, conflict resolution and peace building. Yet despite this wide currency and long history, the idea of harmony seldom receives more than liminal attention in political theory. In the context of Western thought, an essay (...) written in the 1830s by the French philosopher Jean Reynaud offers a striking point of departure: Reynaud defines diplomacy as ‘the science of harmony among states’. This article, drawing from Reynaud’s text as well from the wider history of music, art and political thought, maps a series of conceptual fault lines that touch on the concept’s function in international thought; the inscription of difference, dissonance, conflict and even war within the idea of harmony; the hegemonic and imperial temptations harmony encompasses and legitimizes; and the theoretical sources of harmony in nature and artifice. Language and thought are intimately related: philosophers have long debated how a given language may condition the oral and written expression of thought. The language chosen to communicate scientific discoveries may facilitate or impede international access to such knowledge. Vector and message may become intertwined in ways not yet fully understood: comparing and contrasting dictionary definitions of key terms, such as the Humboldtian Weltansicht, may provide useful insights into this process. Semantic prosody, a linguistic phenomenon brought to (...) light by corpus linguistics through the analysis of ever vaster corpora, may have unsuspected and even unconscious impacts on the perception of a message. A case study of data from WebsTerre, a diachronic corpus of geological English, explores a twentieth-century Kuhnian paradigm shift in Earth Science, from continental drift to plate tectonics, to demonstrate how interactions between semantic prosody and translation have the potential to alter the history of science. The aim of this article is to explore in what respects Thomas Hobbes may be regarded as foundational in international thought. It is evident that in contemporary international relations theory he has become emblematic of a realist tradition, but as David Armitage suggests this was not always the case. I want to suggest that it is only in a very limited sense that he may be regarded as a foundational thinker in international relations, and (...) for reasons very different from those for which he has become infamous. In the early histories of international thought Hobbes is a cameo figure completely eclipsed by Grotius. In early histories of political literature, the classic jurists were often acknowledged for their remarkable contributions to international relations, but Hobbes is referred to exclusively as a philosopher of a positvist ethics and absolute sovereignty. It is among the jurists themselves that Hobbes is believed to have made important conceptual moves which set the problems for international thought for the next three centuries. He conflates natural law and the law of nations, arguing that they differ only in their subjects—the former individuals, the latter nations or states. This entailed transforming the sovereign into an artificial man, not in the Roman Law sense of an entity capable of suing and being sued; rather, as a subject not party to a contract, but created by a contract among individuals who confer upon it authority. This subject is not constrained by the contractors, but is, as individuals were in the state of nature, constrained by the equivalent of natural law, the law of nations in the international context. Throughout, the methodological implications are drawn for modern historians of political thought and political philosophers who venture to theorise about international relations. (shrink)

It can be argued that political philosophy begins with the question “What is justice?” raised by Socrates in Plato’s Republic. The debate about justice that takes place in the dialogue leads to two opposing positions: the position represented by Socrates, according to which justice is a universal and timeless moral value that provides the foundation for order in any human society, and the position represented by Thrasymachus, according to which justice is purely conventional and relative to human laws that vary (...) according to times and customs: “nothing else than the interest of the stronger.” This debate, initiated by Plato, continues throughout the history of political thought. Already in the Republic, it inspires additional questions: Do moral values hold in politics? What is human nature? What are the origins and the end of the state? Can a war be just? What are the limits of governmental power? How much liberty should citizens enjoy? Who should rule? What is the best form of government? This paper assesses the development of Niebuhr's thinking on the realist outlook in international relations and his attempt to link this as far as possible to ethical goals in world affairs. It will examine in particular Niebuhr's relevance to contemporary debate by focusing on Niebuhr's writings during and after the Second World War. The paper argues that it would be incorrect to perceive Niebuhr as simply a figure defined by the Cold War, for his writings contain a vision (...) extending beyond issues of bipolar rivalry. It was this vision which led him to attack what he saw as the misuse of American power in South East Asia in the 1960s. Niebuhr should not be seen only as an apostle of naked realpolitik, important though this element is to his thinking. The earlier radicalism of the inter-war years left an important legacy of concern for social and economic justice that makes him a figure of continuing interest for scholars. (shrink)

Philosophy cannot be pursued in an historical vacuum.... For this reason, in these volumes the chief architectural principle has been to place philosophy as firmly as possible in the cultural context, seeing it in this living relation to all interests of culture and the hfe of the spirit. Introduction, p. xiii. Such history is so evidently needed and so generally welcome that all will surely join in urging the publisher to make these volumes available in paperback for textbook use as soon as possible. About all we can attempt here is to call attention to a few features of this history that are usually neglected in less detailed, less comprehensive histories. Vol. I foUows the usual pattern of Ancient History. Plato and Aristotle dominate, as they must. Plato's Dialogues are analyzed in considerable detail and are arranged around "the crisis in Plato's thought" as a convenient way to separate the Socratic [1071 10S HISTORY OF PHILOSOPHY dialogues from the varied compositions that seem to get away from both Socrates and Plato. Aristotle is treated well but tersely in view of the encyclopedic range of his interests and ideas. His "first philosophy" is properly so called here instead of by the unfortunate name, "metaphysics." At the end of the volume there are a few pages on Neoplatonism after Plotinus, chiefly to indicate that it wandered from philosophy. Vol. II is especially noteworthy for its description of philosophy in a great variety of distracting environments. Augustine, for example, is presented here primarily as a philosopher, even in terms of his faith and theology. For example: At the same time I was preparing for baptism at Milan, I tried to write books on the arts (disciplinae).... I was able to finish only a work on grammar.... six volumes on music... I had only begun them at Milan. Of the other five arts begun in Africa... on dialectic, on rhetoric, on geometry, on arithmetic, on philosophy. Retractationes. The passage certainly assumes that there are seven such arts, but it is noteworthy that "philosophy" takes the place usually occupied by astronomy. It has been plausibly suggested that this is a quite conscious substitute by Augustine prompted by his abhorrence of what we would nowadays call astrology (pp. 13-14). In his concluding remarks on Augustine, Professor McInerny says: Augustine's influence on subsequent ages is due entirely to the force of his thought.... The influence he had on the thought of his own times is as nothing compared with the undiminishinginfluence he has had through the centuries, even to our own day (p. 47). Another comment by Professor McInerny is worth noting here: "Our lack of sympathy with the latter-day notion of Christian philosophy." Raymond Aron's vision of liberalism reflects the paradox that ideologies both fuel and restrict democratic debate. This may be related to the history of French liberalism developed by Albert Thibaudet in the inter-war period. This article considers Aron's use of Thibaudet's ideas in his wartime writings. It suggests that these represented a significant step forward from his pre-war approach to pluralism and set certain parameters for his post-war political thought. It is also suggested that Thibaudet's writings led Aron (...) to study the ideas of the nineteenth-century intellectual Ernest Renan. Classical realism is enjoying a renaissance in the study of international relations. It is well known that the analytical and normative international-political thought of early 20th-century classical realists is based on assumptions about human nature. Yet current knowledge of these assumptions remains limited. This article therefore revisits and examines the nature and intellectual roots of the human nature assumptions of three truly consequential classical realists. The analysis shows — similar to the causa Hans J. Morgenthau — (...) that the human nature assumptions of George F. Kennan, Walter Lippmann and E. H. Carr are — to varying degrees — Freudian. Unless this hitherto neglected dimension is recognized, an understanding of their international-political thought and of the political philosophy of realism remains incomplete. Two conclusions are presented. First, current criticism of classical realism’s human nature assumptions is unjustified. Second, any (re-) engagement with classical realism must recognize its human nature baggage. This article assesses to what extent the future of democratic liberty depends upon its citizens employing a proper approach to the past, by analyzing Tocqueville’s views of three kinds of historical consciousness—aristocratic, revolutionary, and democratic. It is argued that democracies require certain aristocratic assumptions about historical dynamics to cultivate a historical consciousness that fosters liberty. Key to this is the belief in the human capacity to influence the trajectory of history. Tocqueville’s historical approach, which blends aristocratic and democratic elements, (...) is identified as the most effective method for tempering the fatalistic tendencies of the democratic point of view. Thus, for democracies to maintain liberty, citizens should recognize the dual role of general causes and human agency in directing the course of historical events. Tocqueville’s insights on the effects of historical consciousness on the future of democratic liberty remain particularly relevant today when Western democracies confront internal polarization and external anti-democratic challenges, whether neoliberal, illiberal, populist, or fascist. This book is a synthetic historiography of present-day international relations theory, a critical analysis of the continuing diversity and complexity of enduring themes through a sustained focus on the analysis of the empirical evidence accumulated by social scientists. Special attention is given to key historical changes in theoretical approaches over the past half-century with full recognition of the contestation over state-based theory, and the changing fortunes of contemporary approaches. Toleration, freedom of thought and liberation from social and intellectual convention have long been recognised as the basic tenets of Enlightenment thought and social morality. In the political sphere, the response of radical social criticism to these ideals led to the emergence of revolutionary claims of egalitarian social justice - the Enlightenment as forerunner of the Revolution. But do we need revise our understanding of Enlightenment political thought? Modern philosophical accounts of faith and reason have often been characterized by the idea that faith in God should be epistemically grounded in the belief that God exists. This idea only partially characterizes the Christian view of faith, at least if we consider Aquinas’s thought, which has often been taken as an exemplary way of handling the relationship between faith and reason. I argue that, even though evidence for God’s existence plays a significant role in Aquinas’s reflections, this is (...) only part of his view of the relation between faith and reason. Unlike many modern interpreters of his works, Aquinas sees not only the role played by reason in arguing for faith, but also the autonomy of faith—the fact that faith stands by itself—and the influence that it can exert on the use of reason, including his discussion of the preambles of faith. It demonstrates how such phenomena have been understood in very different ways. First, the reader is alerted to how the use of concepts is an integrated part of politics. Following the reading of a statement from Prof. Masao Abe in which he stated his regret at not being able to attend this important gathering and his hope that the encounter would begin (...) to address the global crises facing humankind today, John Cobb provided a brief history of the encounter for the new participants.First Paper: “Buddhism and Ecological Ethics,” by Chatsumarn KabilsinghProf. Kabilsingh began the morning discussion by focusing on the Buddhist doctrine of dependent origination, which reveals the interconnectedness of all life, as the starting place for fashioning a response to the environmental crisis. Suggesting that the inner and outer worlds are necessarily related (“As the king is, so are the sun and the moon”), she recommended adopting certain monastic practices to create a more harmonious relationship with nature. This provoked a discussion about the need for concrete action in addressing the behaviors not so much of individuals as of institutions. Institutions are uniquely human, embodying human imperfection even as they shape who we are. Noting that both traditions tended to focus on individual awakening or redemption, the question was asked how the principles of individual enlightenment or salvation could be applied to a community or institution. Further, there needs to be some practical balance between the two traditions’ extreme views of civilization, one of which places it in the heart of the forest (the East) and the other that finds it in the marbled city (the West). This balance, which must restore the tree of life to the heart of the city, will require a new model of institutions as living organisms rather than lifeless monoliths or random encounters. The balance of the morning’s discussion addressed the relationship between community and institutions and the “eschatological hope” of both Christianity and Buddhism. Chatsumarn concluded the session by highlighting the principle of interrelationship as the common ground between Christianity and Buddhism. [End Page 193]Second Paper: “Self and Nature in Christianity (and Buddhism),” by Sallie McfagueMcFague’s paper generated a spirited discussion about a series of paired concepts: Self-other, individual-community, sacramental-prophetic, absolute-relative, commonality-distinctiveness, vertical-horizontal, thinking-feeling, and scientific-aesthetic. The observation that ethics must be based on empirical data led to an exploration of the relationship of the relative (concrete reality that can be described) and the absolute (that which cannot be described, but may or may not be expressed through that which is particular) levels of truth. Interdependence, in the Buddhist model, includes an appreciation of the particularity of each thing while also recognizing the sameness of all. Speakers agreed that we must think both relatively and absolutely (although a new way of applying language to these concepts is needed). Meaningful environmental ethics must be grounded in the sacramental, in scientific particularity as perceived through the heart of the aesthete in intimate relationship with the natural world. But how could we move from these theoretical reflections into a closer encounter with that world? Stephanie Kaza would provide the needed vehicle in her comprehensive overview of the environmental crisis in the next session.Third Paper: “Overcoming the Grip of Consumerism,” by Stephanie KazaIt is fair to say that Kaza’s paper catalyzed provocative directions for thought during the three-day encounter, both because it provided the factual data from which an ethical discussion might proceed and because it focused the conversation on the role of consumerism in the environmental crisis. Prof. Kaza provided a telling comparison of consumerism and liberation practice as paths to self-realization and fulfillment, showing how the twelve links of dependent origination are integral to both paths. Breaking the grip of consumerism requires breaking any one of these links, like an addiction. This generated a spirited discussion about the relationship between enlightenment—whether “sudden” or otherwise—and consumerism and the relationship between consumerism and the more fundamental human tendency toward the acceptance of suffering over practices that promote liberation. The development of modern Chinese thought involves an ongoing interaction between internal processes and impacts of foreign ideas. Several intellectual controversies are interwoven into its history and among these one of the more philosophical ones began some 90 years ago, in 1923. In this controversy, supporters of science or scientism and supporters of metaphysics or Confucian tradition debated issues of what both sides referred to as "the view of life." The study of the view of life controversy by (...) Gad C. Isay discusses the positions of the view of life supporters who upheld metaphysics against scientism. It focuses on both the philosophical merit of their views and the relevance of these views to the question of culture in modern China. Considering the sources of the view of life problem in traditional Chinese thought and the discussions that followed after the controversy, it is argued that the view of life question was a central theme in Chinese thought from its beginning. In this respect, modern discussions of this problem indicate continuity with the past. However, these discussions demonstrate too, the dynamics of changing conceptions regarding the context of human relationships that are related directly to the meeting with the West. Isay's study traces the development of these discussions from their beginning up to our days giving a comprehensive survey of the philosophy of the view of life in modern Chinese thought. (shrink)

Ukrainian lands in the twentieth and twenty-first centuries have been in proximity of great geopolitical changes several times. During that time the Ukrainian nation – due to various factors – encountered a number of “windows of opportunity” for achieving the realization of dreams about independence and national sovereignty. The author identified in the period considered four “general moments,” of which two have been completed successfully. The first of these occurred in 1990–1991, when for the first time in modern history, (...) Ukrainians managed to achieve a lasting and relatively stable independence. The second of the “moments” – still unresolved – are events that began in the late autumn of 2013. The process, called “Revolution of Dignity”, represents a new quality in the history of the Ukrainian nation, therefore, that the Ukrainians have to defend the status quo but not to seek to achieve an independent being. The analysis leads to the conclusion that the ability of Ukrainians to achieve and maintain independence is largely a function of the relative power of the Russian state as measured with respect to the shape and quality of international relations. The article unveils the intellectual indebtedness of Hans J. Morgenthau's realist theory of international power politics to Freudian meta- and group psychology. It examines an unpublished Morgenthau essay about Freudian anthropology written in 1930, placing this work within the context of Morgenthau's magna opera, the 1946 Scientific Man vs. Power Politics and the 1948 Politics among Nations. The article concludes that Morgenthau's international theory is ultimately based on the early instinct theory of Sigmund Freud. Freud is thus to (...) be seen as one of Morgenthau's intellectual fathers. A second main argument refers to the theoretical tradition that Morgenthau has founded within International Relations (IR), namely: political realism. By investigating its core principles, it is argued that realism also may be rooted in Freudian thought. Throughout, the article calls upon IR, Morgenthau scholarship, and international-political theory to take Freud seriously. (shrink)
