International Mindedness (IM) has become an underpinning philosophy of the International Baccalaureate and schools which adopt its programmes. However, the concept of IM is relevant to any school that offers international education given its potential and importance to drive the school’s mindset and mission. The international school market has grown significantly in terms of the number of schools and their diversity. Increasing in popularity are schools that follow the British-based International General Certificate of Secondary Education (IGCSE) (...) and A-level programmes. Moreover, the dgreatest expansion of international schools is now occurring in local markets, in which students are no longer predominantly expatriates but come from the host countries. This study explores the concept of international mindedness in six international schools in Cyprus. Based on data collected from headteachers and teachers, we argue that international mindedness is applicable in various contexts of international schooling and that factors other than the curriculum can affect its development within a school. The number of International Baccalaureate Diploma Programme (IBDP) schools has increased rapidly in China in recent years. However, access to schools offering the IBDP remains restricted to a relatively elite minority of China’s population due to enrolment barriers for Chinese nationals and relatively high school fees. An implication is that students potentially remain in physical, cultural and socio-economic isolation from host communities. Within this context, this study explored how, and the extent to which, two core components of the (...) IBDP – namely, the Learner Profile and Creativity, Action, Service – help foster inter-cultural understanding between students and other communities within Chinese society. To this end, in mid 2013 interview data were gathered from IBDP teachers, IBDP administrators, and IBDP students from five elite IBDP schools in Beijing and Shanghai. Findings revealed a perception that the Learner Profile could provide a strong theoretical appreciation of the norms and values of other cultures, while Creativity, Action, Service could break down physical divides by offering students an opportunity to interact with people of different cultures and socio-economic groups. Nevertheless, interviewees also noted tensions with the implementation of these components in the context of results-oriented elite IBDP schools in China. (shrink)

There is a growing literature studying the ‘non-traditional’ type of international schools. However, a less explored and under-theorised area is the changing dynamics of the global-local interactions in the way these international schools are being redefined and shaped by local processes, regimes of control, and mechanisms. Drawing on empirical evidence from sixteen ‘non-traditional’ international schools in urban China, our paper contributes to the literature in three ways. Theoretically, we developed the notion of ‘reining in the international’ to (...) draw analytic attention to the state power and social agency in controlling and directing the global flows of international schooling. Empirically, our paper provides concrete evidence to show the disjuncture occurring when the global/international is interrupted and transformed by local/national conditions. Third, we argue that in the case of China, the local has taken charge as the ‘content supplier and negotiator’ in the global-local confluence of forms adopted by international schools. (shrink)

The paper explores the perceptions of host national teachers in China’s international school sector, focusing on their views of expatriate teachers. It addresses two main research questions: how do host national teachers perceive the professional status and ability of foreign teachers working in internationalised schools, and what do these perceptions tell us about China’s international school sector in an era of education regulation? The study utilised semi-structured interviews with experienced host national teachers to gain insights into the changing dynamics (...) of the internationalised school sector and the role of the expatriate teacher. The findings suggest that expatriate teachers are now perceived to play a marginal or auxiliary role, and highlight growing isomorphism between private internationalised and public schools in China. The paper also discusses the implications of the growing dominance of host national teachers and the evolving demographics of expatriate teachers in China, highlighting the need for further research to understand the implications of these changes and the future role of expatriate teachers in China’s international education sector. Internationally, over the last 20-30 years, changing the procedures and processes of assessment has come to be seen, by many educators as well as policy-makers, as a way to frame the curriculum and drive the reform of schooling. Such developments have often been manifested in large scale, high stakes testing programmes. At the same time educational arguments have been made about the need to provide students with good quality formative feedback, and informative reports about what they have achieved. The (...) chimera of a perfectly integrated and functioning curriculum and assessment system has been pursued, but such ambition far outstretches systemic capacity; it is neither feasible nor desirable. The national testing and examination system in England is an exemplar case. As national results have improved, much evidence suggests that, if anything, actual standards of achievement are falling, and grade inflation is undermining public confidence in the whole system. The paper will review these issues and tensions, and argue that a different model for developing curriculum and assessment is urgently needed. (shrink)

This article highlights the participation of the Ukrainian scientist, Professor Vitaly Mikhailovich Grigorevsky, doctor of physical and mathematical sciences, and representative of the scientific school of Vladimir Platonovich Tsesevich, in the organization and development of international cooperative partnership in the field of satellite astronomy and photometric studies of artificial satellites of the Earth. The activity of the scientist in the coordination of scientific research of the countries of Eastern Europe in 1965–1973 under the SPIN program, carried out under the auspices (...) of the Astronomical Council of the USSR Academy of Sciences, is discussed. The article explores the main forms of Grigorevsky’s scientific cooperation with the world’s leading experts in the field of satellite astronomy—the British scientist Desmond King-Hele, the Czech astronomer František Link, Hungarian researchers Iván Almár and D. Toth, and others. Also, the achievements of the Latvian researchers Māris Ābele and Kasimirs Lapushka in the creation of photographic cameras of surveillance of satellites are analysed. (shrink)

This article examines as a critical case how newspapers reported the grant maintained schools policy. It argues that claims that press reporting of educational issues is frequently unfair are only partially substantiated. The quality press is more likely to be internally inconsistent and contradictory in its reportage of education policy and, on occasion, to inhibit debate through discourses of omision.

This e-book written in Hungarian seeks to reconstruct “the aesthetic” in the modern sense of the word, from the mid-17th century to the 1730s, through the texts of mainly British authors such as John Dennis, Lord Shaftesbury, Joseph Addison, Richard Steele, Francis Hutcheson, George Berkeley, sometimes using their Spanish and French predecessors for contextualization. It assumes that “the aesthetic” is an unprecedented type of experience that had to be discovered, or rather invented; it is therefore more than a discussion (...) of some old, always existing quality or sensibility in a new theoretical guise. If the words “(school) philosophy”, “art” and “criticism” can be associated with the mostly systematic theories of aesthetics that emerged in the wake of Alexander G. Baumgarten as a loose characterisation, then the words “(popular) theology”, “nature” and “exercise” are even more so with the earlier texts that are on the table here, which played a role in the formation of “the aesthetic”. It seems that in this period, “the aesthetic” is understood above all as a new and intimate link between the sensual and the supernatural or spiritual, in which the former is not just an apropos or disposable means to the latter, but an indispensable and ever-present component that provides a constitutive framework for experience. Its unprecedented modernity lies in its nisus to capture the divine in the sensual and to make it present as sensual. In this new experiential form, both the “nature” of the transcendence and the spiritual economics of the beholder are reconfigured. The new “aesthetic” is connected to and associated with the full experience of life, the joy of existence, the openness to the transcendent through the sensuality of the natural or everyday world, the interplay of external determination and internal spontaneity, the enchanted state of mind experienced in a waking dream, the reinterpretation of the relationship between reality and fiction, the intense existential experience of spiritual and emotional movement provided by walking, wandering, boating or cheerful imagination. This paper will discuss the introduction of Restorative Approaches (RA) in schools, contextualising this within a discussion of international concerns about school safety, (in)discipline and school violence. It will explore questions about the compatibility of RA with zero tolerance and positive/assertive discipline approaches and the use of disciplinary exclusion in a ‘risk society’.

The prestigious French publisher Presses Universitaires de France has recently brought out (November 1995) a new French edition of Elie Halévy's well known book "The Growth of Philosophical Radicalism", first published in France in three volumes as "La formation du radicalisme philosophique" (1901-1904) and translated into English in 1926. The prevailing opinion on this book is that it gives an excellent account of English utilitarianism. Thus, in the International Encyclopedia of Social Sciences, Talcott Parsons speaks of it as the ‘virtually (...) definitive analysis of utilitarianism’. More recently Donald Winch, in his introduction to the Penguin edition of John Stuart Mill's Principles of Political Economy, describes Halévy's book as: ‘Still the best study of the ideas and activities of the school taken as a whole’. In this short essay I express a very different opinion. I show that Halévy, who qualifies utilitarianism (with obvious disgust) as ‘a plebeian or rather bourgeois morality’, as ‘much too simple’, completely misunderstood the writings of the English and Scottish utilitarian philosophers. There is an increasing emphasis internationally on better understanding the links between inequalities and processes within school systems. In England there has been a particular focus on rates of school exclusion because the national data has consistently highlighted troubling patterns of over-representation. This paper argues that a move away from recorded exclusion to other forms of sanction and provision makes more contextualised readings of these data key to better understanding their association with inequalities. It also explores the challenges faced (...) by key stakeholders working to reduce inequalities within an increasingly marketised system. It concludes that embedding consistent good practice across the system remains a critical challenge. (shrink)

This article questions the effectiveness of “engagement teaching” when dealing with controversial subjects by exploring the role of fear in contemporary education about the Holocaust in the United Kingdom. It begins by assessing a governmental report about education and a series of related press reports and chain emails, whose assumption that secondary school teachers are afraid of teaching controversial subjects (in particular the Holocaust) triggered an international scandal about Holocaust education in the UK in April 2007. The author argues that (...) three forms of respectful fear or deference are undermined in Holocaust teaching: epistemological (towards historical knowledge); political (towards curricula); and intergenerational (towards teachers). The article further demonstrates that the object of fear expressed by journalists and the public was not the Holocaust itself, but the reversal of deferential relations between teachers and pupils in the school classroom and the supposition that we may not learn from history. Whereas history education is held up by policy-makers as a safeguard of social stability and of the transmission of values, the application of “engagement teaching” to controversial subjects may in fact undermine the authority of historical education and the enlightenment principles on which it is founded. Young people are facing an ever-increasing array of online dangers. One of the most common is receipt of a phishing email. This paper presents new evidence on the characteristics of young people most likely to respond to such emails. I find approximately one-in-seven 15-year-olds are at risk of responding to a phishing email, rising to one-in-five amongst those from disadvantaged socio-economic backgrounds. Such risks are particularly high amongst young people with low levels of cognitive skill. Unfortunately, students who are taught (...) about the dangers posed by phishing emails at school are just as likely to take inappropriate actions following their receipt as their peers who have not. I thus conclude that greater emphasis and higher quality instruction needs to be provided to young people about the online risks they face, particularly to those from disadvantaged socio-economic backgrounds and low academic achievers. The aftermath of the Second World War represented a major turning point in the history of French and European physical sciences. The physicist's profession was profoundly restructured, and in this transition the role of internationalism changed tremendously. Transnational circulation became a major part of research training. This article examines the conditions of possibility for this transformation, by focusing on the case of the summer school for theoretical physics created in 1951 by the young Cécile Morette (1922–2017), just in front of (...) Mont Blanc, at Les Houches. First I show that ultimately it was only thanks to extremely specific and intertwined social positions and dispositions, in terms of class and gender (derived from her socialization as an expecteddame de la bourgeoisie), and through the interactions between such social attributes and a dramatic life event, that Morette managed to gather a network diverse, powerful and transnational enough to create this institution. Then, following the first years of this school, I show how it became an international model, paving the way to new articulations between the local, the national and the global scales, even beyond the Cold War oppositions. The U.S. military is developing augmented reality (AR) capabilities for use on the battlefield as a means of achieving greater situational awareness. The superimposition of digital data—designed to expand surveillance, enhance geospatial understanding, and facilitate target identification—onto a live view of the battlefield has important implications for virtuous conduct in war: Can the soldier exercise practical wisdom while integrated into a system of militarized legibility? Adopting a virtue ethics perspective, I argue that AR disrupts the soldier’s immersion in the scene (...) such that he is blinded to features beyond those identified in advance by the military’s system of cybernetic judgment. I turn to Michael Walzer’s classic account of the “naked soldier” dilemma to illustrate how AR capabilities radically shrink the bounds within which the soldier can cultivate the capacity for right conduct. By transforming the ambiguous ethical matter of killing an enemy combatant into the straightforward application of a rule, AR hollows out the soldier’s potential for virtuous action. The “smart battlefield” leaves no space for deliberative judgments that transcend the technical and legal determinations already written into the soldier’s view of the scene. (shrink)

How should patriotism be handled in schools? We argue that schools cannot afford to ignore the topic, but nor are they justified in either promoting or discouraging patriotic feeling in students. The only defensible policy is for schools to adopt a stance of neutrality and teach the topic as a controversial issue. We go on to show that there is general support among British teachers and students for school neutrality on patriotism and that the currently preferred (...) classroom practice is to address patriotic ideas in the context of open discussion. In the 1970s and the 1980s, multicultural education spread in many countries. However, in the mid-1980s the golden age of multiculturalism came to an end. Neo-conservative political forces attacked multicultural policies and progressively a neo-liberal discourse pervaded economic and social policies, also affecting national education systems. In contrast, multicultural approaches have emerged with tremendous vigour in the field of business management. Juxtaposing cognitive, emotional and socio-communicative multiculturalism found in organisational studies onto multiculturalism in the International Baccalaureate (IB) curriculum indicates whether (...) multiculturalism in international schools aims to respond to the needs of global capitalism. The findings show that emotional, cognitive and socio-communicative multiculturalism are seen as essential traits for good performance in transnational corporations, and they are strongly encouraged in the IB curriculum. The relevance of multicultural skills in global management alongside the decay of multiculturalism in public education systems entails a growing educational disparity between lower class and higher class children. A new educational structure in which two differentiated systems – a national system and an international system – emerges and redefines the terms of inequality of opportunities. (shrink)

Formal ontology combines two ideas, one originating with Husserl, the other with Frege: that of ontology of the formal aspects of all objects, irrespective of their particular nature, and ontology pursued by employing the tools of modern formal disciplines, notably logic and semantics. These two traditions have converged in recent years and this is the first collection to encompass them as a whole in a single volume. This article investigates elite young people’s transitions from the Leysin American School in Switzerland, an elite secondary school, to international higher education. These young people often moved to the UK or the US for higher education – locations associated with global status in the education market. However, I argue, new configurations of race and racism in those spaces may challenge some students’ elite status, despite their wealth. This article demonstrates that to navigate such issues in their transition to higher education, (...) these young people leaned on their diasporic networks. By doing so, they strategically and pre-emptively ascertained whether their power and privilege would travel with them when they became mobile. Significantly, then, this article attends to the differential experiences of members of the transnational elite and highlights the racial discrimination that they may face in mobility. It thereby complicates the notion of mobility as an effective strategy for elite status maintenance. (shrink)

This paper examines two moments in the globalization of human genetics, focusing on the American University of Beirut as a site of interaction between American, European and Middle Eastern scientific actors and research subjects. In the interwar period, the establishment of clinical laboratories at AUB's medical school enabled the development of an informal large-scale programme to study human heredity through anthropometry and sero-anthropology. AUB's Middle Eastern students were trained in these techniques, and research results were disseminated locally in Arabic as (...) well as in international scientific journals. In the post-war period, new technologies transformed human genetics into an internationally coordinated science with specialized laboratories. However, an attempt to establish such a lab at AUB during the 1960s ended in failure: the Anthropological Blood Grouping Laboratory functioned for only four years before closing. The American and British personalities who promoted the ABGL in Lebanon aimed to collect blood samples from across the region without committing to long-term relationships with local scientists and research subjects. As an ‘outpost’ for Western scientists, the ABGL embodied the neo-colonial structure of post-war human population genetics, both in its unfulfilled aspirations to serve metropolitan research agendas and in its marginalization of Middle Eastern scientists.
