Successful entrepreneurs of a large retail chain for clothing—the Lojas Renner, decided to address gender, as well as job and income generation issues, in a challenging experience that involved several stakeholders in the new markets where they established their business. In 2007 they launched the ‘Mais Eu’ social campaign aligned with the business, aiming to increase women’s professional qualifications, job and income generation. The key concern relied upon the content of the communication, in order to promote a deep adaptation to (...) regional tastes and habits, respecting the different lifestyles. The institutional advertising campaign focused on the concept of woman and her relationship with important symbols such as family, considering different phases of her life-cycle and different women’s styles. This approach nationalized the concept and the importance of women from all Brazilian regions, enabling identification and awareness. The objectives of this paper are: to present the campaign, as it could serve as a model to be replicated by other companies, in emergent or developing countries; and to analyze the campaign using the theoretical framework of the Ethics of Care. This study examines whether the chief executive officer’s poverty experience has an impact on firms’ corporate social responsibility. We find that firms’ CSR performance increases with CEOs’ poverty experience; specifically, firms with CEOs who experienced early-life poverty are associated with more socially responsible activities and fewer socially irresponsible activities, such as on-the-job consumption, and are more associated with key stakeholder-related rather than community-related CSR. We further find that the positive relationship between the CEO’s poverty experience and (...) CSR strengthens for well-educated or powerful CEOs. Our evidence is consistent with our conjecture that CEOs who experienced early-life poverty have stronger compassion and prosocial psychology. Consequently, these CEOs are more willing to make long-term investments in socially beneficial activities, leading to better CSR performance, which further confirms the altruistic motivation of CSR. Food poverty and food waste are two major contemporary food system problems, which have gained prominence amongst both scholars and policy-makers, due to recent economic and environmental concerns. In this context, the culturally dominant perspective portrays charitable food redistribution as a “win–win solution” to confront food poverty and food waste in affluent societies, although this view is contested by many scholars. This paper applies the notions of framings and flat/sharp keyings to unpack the different narratives entailed by public (...) discourses on food waste and food poverty in Italy. The aim is to problematize the representation of the recent anti-waste/pro-donations law as the optimal policy measure to effectively rectify both food poverty and food waste. The paper argues that the widespread public support for the law reflects the interpretation of charitable food redistribution as a consensus frame, standing for the convergence between flat positions and is reinforced by confusion on terms and responsibilities. Indeed, the strength of the law lies in the capacity to reconcile different positions and bring actors together around a short-term objective, whose foundations have deep roots in the common ethics. However, if the debate is to be moved forward, trade-offs between different framings of problems at stake should be explicitly navigated when designing policy instruments. (shrink)

Children are affected by poverty more often than adults, and growing up in poverty has severe and long-lasting negative consequences for a child’s well-being. How-ever, children are also in a very weak position, both to escape poverty on their own and to publicly and politically enforce their claims to a better life. Accordingly, children living in poverty are victims of two intersecting forms of powerlessness: they are children and they are poor. In this article, we analyze (...) this particular type of powerlessness from a children’s rights perspective and argue that, in order to effectively restore justice to children in pov-erty, the State has to implement a comprehensive children’s rights regime. We argue that the State is obliged to consider children’s best interests in all its policies – even those that are not directly related to children – in order to compensate for the lack of political agency during childhood. This demand reflects the particular social and political status of children, namely: that they are dependent on others for their well-being, that childhood is a phase of particular vulnerability and that (young) children lack certain competencies that are needed to enforce their claims. The reluctance to eradicate poverty shown by citizens and governments of many modern constitutional democracies is puzzling. If poverty threatens societies in various ways, why would many countries with a strongly agreed upon system of democratic governance fail so painfully to find the commitment and appropriate action to eradicate poverty? In this essay I want to investigate the discordance between poverty and democracy. I will first briefly articulate the broad underlying values of modern constitutional democracies. Then (...) I will analyze the ways in which poverty violates the underlying values of democracy. Next I will try to explain why poverty is still widespread in democracies, despite the multiple ways it violates democratic values. What are the ethical implications of global poverty for immigration policy? This article finds substantial evidence that migration is effective at reducing poverty. There is every indication that the adoption of a fairly open immigration policy by rich countries, coupled with selective use of immigration restrictions in cases of deleterious brain drain, could be of significant assistance to people living in poor countries. Empirically there is nothing wrong with using immigration policy to address poverty. The reason we (...) have to reject such an approach is not empirical but normative. People have human rights to stay in their home country and to migrate elsewhere. Counter poverty measures that require people to move or to stay are likely to violate these rights. Everyone should be free to migrate but no one should be forced to migrate. Using immigration policy to address global poverty, in place of alternatives, fails on both these counts. (shrink)

Poverty can be an ephemeral life stage of a young person whose skill sets will become more valuable with training and experience, a personal setback such as losing a job, or a systemic affliction that puts a whole community in danger of widespread famine. A common theme of this volume’s essays is that we cannot understand poverty and famine unless we acknowledge that poor people are not mouths to be fed but agents. In this article I respond to the thoughtful criticisms of my book articulated by Gillian Brock, Thaddeus Metz, and Darrel Moellendorf. Their critical questioning offers me an opportunity to reformulate aspects of the book so that I more accurately say exactly what I had in mind when writing the book. The first section contains a reworking of my definition of poverty to eliminate any ambiguity and demonstrate what kind of comparative judgements the definition allows us to make. The second (...) section looks anew at the multiple moral sources for our obligation to eradicate poverty. In the third section I focus on issues that could hinder attempts at eradicating poverty. One is the lack of accessible knowledge that might be too demanding to acquire. The other is the possibility that all attempts to eradicate poverty might have to be put on hold until oppressive capitalist development has prepared the circumstances for a more socialist distribution of resources. I argue that neither of these concerns should hinder the eradication of poverty. (shrink)

Poverty is a complex, embodied reality comprising the existential, social, material, and spiritual. This paper draws from liberation theologies from North and South America, defining poverty as a religio-historical realidad. Martin Luther King Jr. observed a disembodied spirituality in many American churches who remained apathetic or antagonistic during the Civil Rights Movement. Conversely, James Cone reversed the issue by providing a theological system which utilizes hyper-materialistic presuppositions. By examining the broader Liberation tradition, a more robust theological definition of (...) poverty can be construed. Systems of poverty are systems of death, whereas enrichment are processes of life. Embodiment was used during colonial Christianity as a market identity in order to justify conquest. Liberation theologians reclaim creatureliness in their fight against poverty, and fight for restored identity. Each section of the paper addresses major trajectories within the broad Liberation tradition. North American liberationists analyze poverty from the perspective of racial oppression enforced through visible bodies. South American liberationists created a systematic, biblical definition of poverty while primarily addressing economic exploitation. Feminists addressed their male-dominated worlds addressing quality and quantity of life issues. Both North American and South American theologians agree that Christ identifies with the poor and understands their plight. In the end, Christ is understood as a liberator who is Lord over the material, spiritual, personal, and social. (shrink)

ABSTRACT This paper focuses on poverty and inequality in the world today. First, it points out how this topic is a main concern for the IAB. Second, it proposes ‘new’ theoretical tools in order to analyze global justice and our obligations towards the needy. I present John Rawls's denial that the egalitarian principle can be applied to the global sphere, his proposed weak duty of assistance, and his consideration of endemic poverty as essentially homegrown. In opposition, I focus (...) on Thomas Pogge as representative of a cosmopolitan view who also holds a critical position towards the international systems which allow and cause poverty. I endorse the general normative proposal that defends every human being as an ultimate unit of moral concern, as well as the strategy of moving away from the charity model of bilateral aid to the realm of rights and duties. These ideas should redesign and broaden the normative and practical roles of institutions, and should also help provide a new approach on bioethical issues such as drug patenting or the imbalance in global research and neglected diseases. Adolescents as agents of global justice have so far played no role in philosophy. They are not taken seriously as active subjects, instead mostly only as passive objects in need of support and guidance from adults. However, adolescents are quite capable of assuming responsibility and being agents of justice, including with regard to global poverty.

This multi-authored book explores the ways that many influential ethical traditions - secular and religious, Western and non-Western - wrestle with the moral dimensions of poverty and the needs of the poor. These traditions include Buddhism, Christianity, Confucianism, Hinduism, Islam, and Judaism, among the religious perspectives; classical liberalism, feminism, liberal-egalitarianism, and Marxism, among the secular; and natural law, which might be claimed by both. Noam Chomsky's Poverty of the Stimulus Argument is one of the most famous and controversial arguments in the study of language and the mind. Though widely endorsed by linguists, the argument has met with much resistance in philosophy. Unfortunately, philosophical critics have often failed to fully appreciate the power of the argument. In this paper, we provide a systematic presentation of the Poverty of the Stimulus Argument, clarifying its structure, content, and evidential base. In this chapter we argue that poverty should be seen as a violation of dignity, drawing on two of Kant’s formulations of the Categorical Imperative – the formula of humanity and the formula of the kingdom of ends. In our view, poverty should not be seen primarily in terms of exploitation, nor of failures to help people in need. A Kantian perspective should give proper weight to the actual and potential agency of those who suffer poverty. This (...) is a question about power, not just the distribution of material resources. Theoretically, we will place particular emphasis on the rarely remarked reference to “ends and means” in the formula of the kingdom of ends. People are sometimes treated merely as means, which is one sort of disrespect for their equal moral status. Another form of disrespect, deeper and more general in form, is the denial of decent opportunities to act as means for others. The resulting powerlessness, we suggest, should be central to an adequate understanding of poverty and its violations of dignity. (shrink)

Civil society initiatives played a key role in the increasing academic focus on poverty in mid-1960s Europe. The first generation of academic poverty researchers were able to draw on the expertise of civil society actors who, since the 1950s, had been carrying out their own research to counter a lack of scholarly interest. While the ‘rediscovery’ of poverty as a research topic in academic circles has received scholarly attention, the research efforts of their non-academic counterparts have been (...) overlooked. Building on recent work in the history of knowledge, this article focuses on poverty-related research in Belgium by both academic and non-academic knowledge producers. We assess whether and how both types of knowledge co-existed and possibly interacted. We also demonstrate how, due to a lack of academic interest in the 1950s, research on poverty in Belgium became crucial for civil society actors. From the mid-1960s onwards, the renewed academic interest in poverty facilitated interactions between established civil society researchers and academic scholars, but these interactions were complicated by a growing divergence in methods and goals. Through the lens of poverty, this article expands on our understanding of the development of research in the social sciences. (shrink)

We consider the concept of poverty from the asset-accumulation approach and propose an integrated framework, building upon existing theories, to describe how the interconnected factors of trust (or lack thereof) and social distance can reinforce poverty traps. Social distance is influenced by choice, while trust is the symptom that defines the strength of social ties on a group. We look at how an absence of trust influences how households make decisions about the use and accumulation of assets in (...) ways that could perpetuate poverty. Weak trust also affects how groups interact with each other in a society, creating “trust clusters” within homogeneous groups and antagonism across groups, which in turn affects aspirations and leads to an erosion of the basis of a social contract. For more effective and sustainable poverty reduction, we need to understand these linkages and address them systematically. (shrink)

Effective vaccines for COVID‐19 are already available to humankind. In Peru, 86 million doses were administered to cover the demand for 33 million Peruvian people. Hence, vaccination has been prioritized in groups: health personnel, subjects with pre‐existing health conditions and those over 65 years of age. However, given the social problems and the public health situation in Peru, this work defends that the priority of vaccination should be focused on the population living in extreme poverty. The method used was (...) an ethical argumentation on the distribution of scarce antiSARS‐CoV2 vaccine in Peru. This argument is based on the analysis of the Peruvian population living in extreme poverty, which presents different layers of vulnerability, and that, in the face of an eventual SARS‐CoV2 infection, these would be exacerbated one after the other, through a cascade effect. This scenario would give rise to new vulnerabilities to those already existing, causing greater damage. Vaccination efforts on this key population would give them the opportunity to continue to find ways to bring food to their homes, significantly reducing the risk of contagion in their environment and mitigating the devastating effect of the local diseases to which they are already exposed. Four objections related to this argument are raised with their corresponding responses. Priority access to the vaccine would significantly reduce the humanitarian harm to people living in extreme poverty, prevailing the principles of justice and equity. (shrink)

Background: Poverty and social deprivation have adverse effects on health outcomes and place a significant burden on healthcare systems. There are some actions that can be taken to tackle them from within healthcare institutions, but clinicians who seek to make frontline services more responsive to the social determinants of health and the social context of people’s lives can face a range of ethical challenges. We summarise and consider a case in which clinicians introduced a poverty screening initiative into (...) paediatric practice using the discourse and methodology of healthcare quality improvement. -/- Discussion: Whilst suggesting that interventions like the PSI are a potentially valuable extension of clinical roles, which take advantage of the unique affordances of clinical settings, we argue that there is a tendency for such settings to continuously reproduce a narrower set of norms. We illustrate how the framing of an initiative as QI can help legitimate and secure funding for practical efforts to help address social ends from within clinical service, but also how it can constrain and disguise the value of this work. A combination of methodological emphases within QI and managerialism within healthcare institutions leads to the prioritisation, often implicitly, of a limited set of aims and governing values for healthcare. This can act as an obstacle to a genuine broadening of the clinical agenda, reinforcing norms of clinical practice that effectively push poverty ‘off limits.’ We set out the ethical dilemmas facing clinicians who seek to navigate this landscape in order to address poverty and the social determinants of health. -/- Conclusions: We suggest that reclaiming QI as a more deliberative tool that is sensitive to these ethical dilemmas can enable managers, clinicians and patients to pursue health-related values and ends, broadly conceived, as part of an expansive range of social and personal goods. This book first gives an in depth moral analysis and evaluation of the complex manifestations of poverty. It then offers a series of ethical reasons to motivate everyone to engage in the struggle to eradicate poverty. -/- Social science research results are synthesized into a definition and explanation of poverty that provide proper background for (...) moral evaluation. Poverty is defined as a many-faceted phenomenon consisting of tightly interwoven characteristics that play out in a complexity of manners depending on the unique circumstances in individual situations. -/- The following series of claims are defended in the book: (1) Poverty is a complex phenomenon that can have a wide ranging series of negative impacts on individuals and societies; (2) Poverty must be understood from a variety of ethical perspectives and through different metaphors; (3) Poverty and its consequences undermine the dignity of its sufferers and thus must be eradicated for its inhuman consequences; (4) Poverty affects all the networks humans are involved in and thus diminishes the quality of life of all human beings; (5) We must evaluate all possible dimensions of the phenomenon of poverty in terms of values of ethics and justice generally shared in contemporary liberal democracies. This paper is principally devoted to comparing and contrasting poverty of stimulus arguments for innate cognitive apparatus in relation to language and in relation to folk psychology. These days one is no longer allowed to use the term ‘innate’ without saying what one means by it. So I will begin by saying what I mean by ‘innate’. This book, now open-access from OUP, develops a normative theory of political responsibility for solidarity with poor populations by engaging closely with empirical studies of poor-led social movements in the Global South. Monique Deveaux rejects familiar ethical framings of problems of poverty and inequality by arguing that normative thinking about antipoverty remedies needs to engage closely with the aims, insights, and actions of “pro-poor,” poor-led social movements. Defending the idea of a political responsibility for solidarity, nonpoor outsiders—individuals, institutions, and (...) states—can help to advance a transformative anti-poverty agenda only by supporting the efforts of these movements. In the Ancient world poverty was a visible and common phenomenon. According to estimations 9 out of 10 persons lived close to the subsistence level or below it. There was no middle class. The state did not show much concern for the poor. Inequality and disability to improve one's social status were based on honour and shame, culture and religion. In order to understand the activity of Jesus and the early Jesus movement in Galilee, it is essential to know (...) the social and economic context where he and his followers came. The principal literary source in first-century Galilee is Josephus, who provides a very incomplete glimpse of the political and economic character of the Galilee and his account is both tendentious and self-serving. There is no consensus among the scholars on the conditions of ordinary people in Galilee at the time of Jesus and the early Jesus movement. The evidence can be interpreted either so that first-century Galilee was peaceful and people had somewhat better times economically because of the large building projects, or just the opposite - the building projects demanded a lot more taxes and forced labour and made life even more difficult. In this article it is argued that the latter conditions explain better the birth and rapid increase of the early Jesus movement in Galilee. (shrink)

Philosophers have postulated the existence of God to explain (I) why any contingent objects exist at all rather than nothing contingent, and (II) why the fundamental laws of nature and basic facts of the world are exactly what they are. Therefore, we ask: (a) Does (I) pose a well-conceived question which calls for an answer? and (b) Can God's presumed will (or intention) provide a cogent explanation of the basic laws and facts of the world, as claimed by (II)? We (...) shall address both (a) and (b). To the extent that they yield an unfavourable verdict, the afore-stated reasons for postulating the existence of God are undermined. As for question (I), in 1714, G. W. Leibniz posed the Primordial Existential Question (hereafter 'PEQ'): 'Why is there something contingent at all, rather than just nothing contingent?' This question has two major presuppositions: (1) A state of affairs in which nothing contingent exists is indeed genuinely possible ('the Null Possibility'), the notion of nothingness being both intelligible and free from contradiction; and (2) De jure, there should be nothing contingent at all, and indeed there would be nothing contingent in the absence of an overriding external cause (or reason), because that state of affairs is 'most natural' or 'normal'. The putative world containing nothing contingent is the so-called 'Null World'. As for (1), the logical robustness of the Null Possibility of there being nothing contingent needs to be demonstrated. But even if the Null Possibility is demonstrably genuine, there is an issue: Does that possibility require us to explain why it is not actualized by the Null World, which contains nothing contingent? And, as for (2), it originated as a corollary of the distinctly Christian precept (going back to the second century) that the very existence of any and every contingent entity is utterly dependent on God at any and all times. Like (1), (2) calls for scrutiny. Clearly, if either of these presuppositions of Leibniz's PEQ is ill founded or demonstrably false, then PEQ is aborted as a non-starter, because in that case, it is posing an ill-conceived question. In earlier writings (Grünbaum [2000], p. 5), I have introduced the designation 'SoN' for the ontological 'spontaneity of nothingness' asserted in presupposition (2) of PEQ. Clearly, in response to PEQ, (2) can be challenged by asking the counter-question, 'But why should there be nothing contingent, rather than something contingent?' Leibniz offered an a priori argument for SoN. Yet it will emerge that a priori defences of it fail, and that it has no empirical legitimacy either. Indeed physical cosmology spells an important relevant moral: As against any a priori dictum on what is the 'natural' status of the universe, the verdict on that status depends crucially on empirical evidence. Thus PEQ turns out to be a non-starter, because its presupposed SoN is ill founded! Hence PEQ cannot serve as a springboard for creationist theism. Yet Leibniz and the English theist Richard Swinburne offered divine creation ex nihilo as their answer to the ill-conceived PEQ. But being predicated on SoN, their cosmological arguments for the existence of God are fundamentally unsuccessful. The axiomatically topmost laws of nature (the 'nomology') in a scientific theory are themselves unexplained explainors, and are thus thought to be true as a matter of brute fact. But theists have offered a theological explanation of the specifics of these laws as having been willed or intended by God in the mode of agent causation to be exactly what they are. A whole array of considerations are offered in Section 2 to show that the proposed theistic explanation of the nomology fails multiply to transform scientific brute facts into specifically explained regularities. Thus, I argue for The Poverty of Theistic Cosmology in two major respects. (shrink)

A free world is one in which human beings can live free, self-directed lives. A great obstacle to such a world is severe poverty, still blighting the lives of half of humankind. We have the resources, technologies, and administrative capacities to eradicate severe poverty, but doing so requires some restructuring of existing social arrangements. We might begin with the current regime governing innovation, which has monopoly markups as its key funding source. Such monopoly rents encourage the quest for (...) innovations, but also greatly impede their diffusion. This headwind harms the poor, who cannot afford monopoly prices and whose specific needs innovators thus tend to ignore. It also works against potential innovations whose benefits would mostly go to third parties whom buyers care little about. Both problems can be much alleviated through a supplementary alternative reward mechanism that would enable innovators to exchange their monopoly privileges on any patentable technology for impact rewards based on the social benefits achieved with it. By promoting innovations and their diffusion together, international impact funds would bring substantial gains in justice and cost-effectiveness, especially in the pharmaceutical and green-technology sectors.
