En este texto quiero hacer un análisis de las propuestas de paz del gobierno de Uribe Vélez y sus efectos en las instituciones y la cultura democrática colombiana. El análisis no pretende evaluar directamente si las propuestas de paz fueron efectivas para dar por terminado el conflicto, sino mostrar el vínculo que existe entre una democracia débil, como la colombiana, la gran influencia de la personalidad de Uribe Vélez en el imaginario político y sus proyectos de seguridad democrática (...) y de estado comunitario, en la medida en que estos proyectos hicieron parte de sus propuestas de paz. La tesis central que defiendo en este artículo es que precisamente la debilidad democrática colombiana permitió que una propuesta como la de Álvaro Uribe frente a la paz fuera apoyada por una inmensa mayoría, aunque esta propuesta en vez de profundizar la democracia hubiese debilitado más sus instituciones y la cultura ciudadana. In 2017, the National Prosecution Bureau of Chile created the Special Unit for Human Rights, Gender-Based Violence, and Sex Crimes, becoming a milestone for criminal prosecution policies as the first time a state institution in Chile used the term ‘gender-based violence’ explicitly in its title. There was no law in the country that addressed and sanctioned this behaviour—recognising it as a social phenomenon—at the time of the Unit's creation. What does the creation of this new Unit mean for access (...) to justice from a gender perspective? To answer this question, we have critically analysed the creation of this Unit as a case study from a feminist institutionalist standpoint. We found that this institutional change might bring a broadening in access to justice for women, girls and LGBTQI+ persons by implementing a gender perspective. (shrink)

This paper explores the effects of performativity on the culture of a Scottish secondary school, Lochview High School. This is set against a backdrop of the Scottish education policy context which in recent years has been heavily focused on reducing the poverty-related attainment gap, namely through the Scottish Attainment Challenge (SAC). The analysis of the empirical data is supported by a cultural and ecological framework which emphasises the interwoven and complex nature of the school system. In particular, the paper provides (...) a critique of accountability and performative agendas which often run counter to other national agendas, such as the SAC. Through observations, staff interviews (teachers and senior management), and student interviews, task-based activities and group discussions, the data suggests performative and accountability measures are inextricably woven through the education system within which Lochview is situated. Despite this, Lochview provides a case study of a school which successfully navigates competing agendas. However, it is not without its struggles, but the school community often finds rewards and benefits in the positive school culture which develops as a result of responding to the local community’s needs. Marcus William Hunt argues that when co-parents disagree over whether to raise their child (or children) as a vegan, they should reach a compromise as a gift given by one parent to the other out of respect for his or her authority. Josh Millburn contends that Hunt’s proposal of parental compromise over veganism is unacceptable on the ground that it overlooks respect for animal rights, which bars compromising. However, he contemplates the possibility of parental compromise over ‘unusual eating,’ of animal-based (...) foods obtained without the violation of animal rights. I argue for zero parental compromise, rejecting a rights-oriented approach, and propose a policy that an ethical vegan parent and a non-vegan co-parent should follow to determine how to raise their children. Background: This research explores how public awareness and attitudes toward donation and transplantation policies may contribute to Spain's success in cadaveric organ donation. Materials and Methods: A representative sample of 813 people residing in Andalusia (Southern Spain) were surveyed by telephone or via Internet between October and December 2018. Results: Most participants trust Spain's donation and transplantation system (93%) and wish to donate their organs after death (76%). Among donors, a majority have expressed their consent (59%), and few nondonors (...) have expressed their refusal (14%). Only a minority are aware of the presumed consent system in force (28%) and feel sufficiently informed regarding the requirements needed to be an organ donor (16%). Participants mainly consider that relatives should represent the deceased's preferences and be consulted when the deceased's wishes are unknown, as is the case in Spain. Conclusion: Public trust in the transplant system may contribute to Spain's high performance in organ donation. High levels of societal support toward organ donation and transplantation do not correspond with similar levels of public awareness of donation and transplantation policies in Spain. (shrink)

This paper maps and systematizes the different discourses around peace in the public sphere in Colombia during the context of the latest peace negotiations between the government and the guerrilla group FARC-EP. The analysis of the discourses of peace is boiled down to four main approaches: a. Peace is understood as a relational dynamic that allows for the deconstruction of the binary friend-enemy and the recognition of the other; b. peace is seen as a condition (...) that enables security and the deepening of economic development through neoliberal policies; c. peace is re-signified through the signifier ‘territory’, to refer to the need of local involvement to define and implement peace policies in order to take into account the needs from those living and being in the territories; and d. peace is proposed as the consecution of social and environmental justice, accompanied of an alternative development that ensures the autonomy of indigenous, black communities, and peasants to decide how they want to live, how they want to exist. The ultimate goal of this paper is to explore the power-resistance dynamics at play in the re-definition of peace during the window of opportunity that the peace dialogues represented. (shrink)

Dissatisfaction with Thucydides' account of the years of confusion and inconclusive action that followed the Peace of Nicias has perhaps been too strong a stimulus to modern scholars. In their eagerness to repair the historian's omissions and illuminate his obscurities they have sometimes offered answers to questions of policy and motive that seem needlessly elaborate, complex, and farfetched, often basing their views of the foreign policy of cities on assumptions about internal political dissensions as unnecessary as they are implausible.

The purpose of this article is to discuss at greater length two problems raised by Mr. D. J. Mosley towards the end of his discussion of the Athenian Embassy to Sparta in 371 published in Proceedings of the Cambridge Philological Society N.s. viii, 41 ff. The first of these problems concerns the policy pursued by Callistratus at this peace-conference, the second the effect on their audience of the divergent speeches of three of the Athenian ambassadors, Callias, Autocles, and Callistratus, (...) which Xenophon reports. China, a lofty nation of 5000 years of uninterrupted civilization, world’s second largest economy, a nation of huge land mass and vibrant 1.3 billion populations with permanent seat in United Nation’s Security Council is steadfast on the road of peaceful development. Despite foreign aggressions, humiliations and occupations, Chinese nation never demonstrated revengeful attitude and instead adopted a submissive and non- confrontational approach to buy time for national cohesion, economic and infrastructure development and making the country stronger. The consistent and rapid (...) industrialization has enabled China to maintain over 9% growth rate which brought rich dividends for China and is now termed as economic super power and world’s manufacturing industry. This all can be attributed to consistent pragmatic foreign policy and unique blend of relevant to all and friend of all with mutual accommodation and peaceful coexistence. Pakistan and China are termed as Iron Brothers, therefore, Pakistan can accrue many dividends from rising status of China. This research article critically examines evolution of China’s foreign policy and draws relevance for Pakistan with suggested course of actions to make more dynamic and pragmatic foreign policy. Our goal was to explore self‐care practices among men who have sex with men in the context of Mpox in Brazil. This study used qualitative research methods, including interviews and thematic analysis, to collect and analyze data from male participants across the Brazilian territory. The narratives unveil men's perspectives on self‐care, risk reduction, and health beliefs during the Mpox pandemic. Our findings highlight a multifaceted approach to self‐care among men, encompassing hygiene, physical contact management, mask usage, skin lesion vigilance, and (...) adherence to official guidelines. Men's attitudes toward sexual behaviors emphasize the importance of reducing sexual partners, practicing safe sex, and combating misinformation through accurate information dissemination. The development of these behaviors and self‐care practices can be facilitated by nurses guided by Dorothea Orem's Self‐Care Theory, supported by patient‐centered care, with strategies to address and confront the stigma associated with the disease and provide emotional support. Thus, the study underscores the pivotal role of self‐care in mitigating infection risks, especially in the context of emerging infectious diseases. It acknowledges the impact of socio‐cultural factors and healthcare policies on men's preventive measures. However, it also recognizes limitations, such as potential bias due to stigma concerns and a nonrepresentative sample. Ultimately, the research advocates for tailored education, promotion of gender equity, and healthcare empowerment to effectively manage health risks in such contexts. (shrink)

The analysis of the operation of tourism companies will provide valid information for the design of policies to reactivate the tourism industry, which has been strongly affected during the pandemic generated by COVID-19. The objective of this paper is to use soft computing techniques to analyse tourism companies in Ecuador. First of all, dimensionality reduction methods are applied: principal component analysis, isometric feature mapping and locally linear embedding, on data of tourism enterprises in Ecuador for the year 2015. In (...) addition, to verify the trend of operational variables, the data of tourism companies in Ecuador in 2019 and 2020 are analysed with dimensionality reduction methods that improve the interpretation by minimizing the loss of information. The data sets are analysed with k-means, k-medoids and Hierarchical Clustering, generating groups according to similar characteristics. The optimal number of clusters is determined with the following: Elbow Method, Silhouette Coefficient, Davies-Bouldin Index and Dunn Index. In addition, an analysis of the operation of tourism companies in the year 2020 concerning previous years is included. The study allows exploring Soft Computing techniques to identify important information for the definition of strategies that contribute to an effective reactivation of the tourist industry of Ecuador. In addition, he turns to the early church fathers to contend that, prior to Constantine, “without exception, the church strongly condemned the taking of human life in any form whatsoever”—thus rejecting abortion and infanticide, the blood sport of the Roman games, suicide, and killing in war (120). This was because the New Testament witness to Jesus and his death on the cross required early Christians to view “the means as just as important, if not more important, than the ends” (xiii).Arner supplements this deontological argument for Christian pacifism, which he learned from John Howard Yoder, with a brief consideration of the virtue of patience cultivated in the early churches, reflecting the influence of Stanley Hauerwas on his thought. This “cardinal virtue” connoting “longsuffering, forbearance, patient endurance”—as found in Jesus’s teaching in the Sermon on the Mount (Mt 5:38–48)—enabled early Christians to practice non-violent resistance “deferring personal revenge in favor of God’s vindicating justice” (98). It was in recognition of the country’s commitment to the UnitedNations’ objectives of maintaining peace and security that made itcontribute troops to the UN Operation in the Congo for the first timein 1960. For more than fifty years, Nigeria has continued to make giant stridesand commitment in this regard. This paper examines the benefits it derivesfrom participating in PKOs in Africa (...) under the UN, OAU and theECOMOG. Using both primary and secondary data, the paper argues that anormative anxiety was the primary motivating factor for Nigeria’s involvementin PKOs in Africa. This is driven by the idiosyncrasies of the country’s leaderssince its independence in 1960. Nigeria’s decision-makers are confident that itsparticipation in PKOs serves a number of foreign policy goals and provides forthe nation’s interests. Through an historical-conceptual analysis of Utopia, the essay examines several features of More’s international political thought, drawing attention to the analogies that permit to compare his work to contemporary theories and practices of justifying war. From this perspective, More’s conceptualisation of just war constitutes an early modern attempt to legitimise states’ policies aimed at exporting specific political and cultural models to other states, relying on the assumption that such models are intrinsically valuable or constitute optimal solutions for the life (...) of any political community. This article examines some arguments in favor of taking peace as a political obligation that can be found in one of the most important founders of the pacifist movement, Jane Addams. The main focus is on her 1907 book Newer Ideals of Peace, which has often been read as idealistic and outdated, and above all, as more of an activist’s manifesto than a serious contribution to either political philosophy or political theory. I point out that this owes much (...) to an ambiguity of Addams’ criticisms of the traditional and Kantian cosmopolitan defense of peace as a political ideal, the ambiguity between practical-political and conceptual problems. However, Addam’s succeeds in identifying one profound problem for traditional, even enlightended institution-centered ideals of peace, the collapse of the very ideal in cases of breaches of explicit peace-agreements among nations, because breaches of agreements are tantamount to the loss of all commitment to the other nation’s rights. It reveals that the conditions imposed by such ideals are at most necessary, but not sufficient for peace, and hence that the concept based on them is not a complete concept of lasting peaceful conditions among humans. Once it is seen as dedicated to resolving the problems entailed by this fundamental problem, Addams’ work, and in particular her focus on resources of solidarity and right-granting practices beyond and outside explicit agreements between governments can be understood as the development of a more adequate, coherent and comprehensive, while also a more actionable conception of peace. In the course of this development, Addams can also be observed to make use of crucial epistemological and more technical philosophical tools that are most closely associated with classical pragmatism, but which partly appear (albeit largely obliquely in the course of their application to a particular case) for the first time Addams’ treatise. Addams’ work is therefore of more than merely political activist interest for philosophers. Nonetheless, the article also explains her status as an important contributor to proper conceptions of world peace and the understanding of certain phenomena in the organization of public will formation precisely by pointing out that without some of her future-oriented proposals, like the inseparability of peace-policies and development, or the need to institutionally protect and foster spontaneous solidary action, the best contemporary work on peace would not have been possible. Today's sports commerce not only expands the number of international mega-sports events but also increases their value in effecting social change and promoting world peace. As athletes and spectators come together in ever-larger numbers, governments must collaborate with non-governmental, private, and non-profit sectors to develop and implement the business of sports commerce benefiting host nations and local communities. This research identifies the relationship between sports commerce and peace as worthy of greater study. This article examines the role of (...) international sporting events in contributing to social change in host countries and how these competitions may be able to create greater understanding among athletes and related individuals and increase knowledge exchange on a larger scale. The research analyzes several mega-sports events, including the Olympics and the role of the Special Olympics (SO) -the largest amateur sports organization in the world -dedicated to bringing sports experiences to intellectually disabled athletes. This article highlights the transformative power of SO worldwide competitions and finds peace through commerce principles in SO innovative policies and programs. Over four decades, the SO, and particularly its World Games, have led to global initiatives for increasing self-confidence, self-esteem, social acceptance, health and general well-being among intellectually disabled persons. This research offers insights into the ways in which other mega-sporting events could adopt what is unique to SO. An Appendix outlines mega-sports events for future research on sports commerce and peace. (shrink)

Mental health generally refers to an individual’s thoughts, feelings and actions, particularly when he faced with life challenges and stresses. A good mental health isn’t just the absence of mental health problems. It is the achievement and the maintenance of psychological well-being. Mental Health is the state of one’s peace of mind, happiness and harmony brought out by one’s level of adjustment with himself and his environment. In describing mental health, Anwar said, “…mental health is the health of one’s (...) mind which can prove a potent determinant of one’s integrated personality and balanced behavour identified on the basis of the level of his adjustment to himself, others and with the environment. A mentally healthy individual possesses a number of characteristics which influence his life positively and help him in achieving his goals of life effectively. He has adequate ability to make adjustments in the changed circumstances and situations. His intellectual powers are adequately developed. He is able to think independently and take proper decision at the proper time. He tries to accomplish his work as effectively as possible but he does not prove to be an extremist by becoming a perfectionist. Though these characteristics are expected from a mentally healthy individual, but these should be taken as essential and necessary conditions for the maintenance of proper mental health and thus absence of one or the other characteristic does not necessarily mean negation of mental health. Good mental health is not just the absence of mental problems. Being mentally healthy is much more than free of depression, anxiety or other psychological issues.”1 In this paper an attempt is made to discuss about the mental health policies and issues in India. As is well known, marriage was frequently employed as an instrument of diplomatic policy in premodern Europe. Dynastic leaders used the marriages of their own family members to create or confirm alliances with other ruling houses. Peace was often the aim and the outcome of such agreements, but the reality of marital politics was far more complicated. Arranging a marriage could be a statement of enmity by two families toward a third party. Attempts to dissolve or prevent marriages already (...) arranged by one's rivals amounted to viable political tactics. During the twelfth century, as rules around the formation and dissolution of Christian marriage were in flux, opportunities for manipulation of accepted practices abounded. This article examines a series of marriages between members of the Anglo-Norman and Angevin ruling families, focusing especially on the reign of Henry I, to demonstrate the complexity of marital practices and their links to peace and war. Literary works of the age, notably Geoffrey of Monmouth's Historia Regum Britanniae, offer further cultural perspectives on the nature of political marriages. Whereas short-term tactical considerations meant that marriages were often tied to episodes of conflict and rivalry, from a longer-term perspective the usefulness of marriage as a means of securing and maintaining peace remained an important element of premodern diplomacy. The present paper is rooted in an older concern, regarding Augustine’s contradictions[1]. In the history of ideas there is a common place that authors contradict themselves and that their ideas migrate from one pole to another. This paper aims to present the case study regarding Augustine’s contradictions. I propose to focus on an issue that interfered later with the Church’s politics, namely the subject of peace and war, as we find them in De Civitate Dei and Epistola 185. Even (...) though the issue of peace and war appears in several of his writings, those mentioned before seem more relevant for the topic, as they were also approached previously by other authors. I equally propose to highlight that Augustine echoes some ideas on war that can be read under Plato’s pen, although he was more of a Plotinus’s follower. But, as a personal touch, I would try to incorporate it within the entire dual thought of Augustine, that was echoed in the following centuries in the thought of the scholastics and the policy of The Catholic Church. The contemporary Chinese intellectual Kang Xiaoguang has argued that Chinese soft power should be based on Confucian culture, the most influential Chinese political tradition. But which Confucian values should form the core of China’s soft power? This paper first explores the coexistence of state sovereignty and utopian cosmopolitanism through an analysis of Confucian tradition up to contemporary Chinese nationalism. It insists on the exogenous roots of the cosmopolitan ideal and its relations with the ideal of a harmonious political order and (...) a global peace. Then, it compares the philosophy of ‘all-under-heaven’ in its classical and contemporary forms, with Mencius’ theory of a ‘hegemon’, a theory that still informs the moral language that Chinese intellectuals use to evaluate foreign policy, especially regarding morally-justified warfare. It ends on a reflection on the role that Mencius’s theory of just and unjust war can play in the contemporary Chinese context and to help understanding and defining the stance of China in the international geo-political context. Populist-nationalist ideologies pose a threat to women’s rights. This article examines to what extent national institutionalisation of international frameworks promoting women’s rights can weather the misogynistic political climate accompanying the global rise of populist nationalism. The post-2016 situation in the Philippines offers a testing ground for this problem due to the co-existence of President Duterte’s hypermasculinist national leadership with a strong history of institutionalisation of the UN’s Women, Peace and Security (WPS) agenda. Drawing from an analysis of WPS policy (...) and institutions in the Philippines between 2009 and 2019 and from field research and interviews with government agencies, local civil society organisations and international partners, this article argues that the WPS agenda will likely survive in the hostile environment. But it also finds that institutionalisation alone does not guarantee successful implementation. While the WPS agenda may ostensibly remain a national priority under populist-nationalist regimes, its progression has been halted. (shrink)

Although Emmanuel-Joseph Sieyès remains amongst the most studied thinkers of the French Revolution, his views on international politics remain largely unexplored, despite his significant role in shaping the foreign policy of the French republic after 1794. This article provides a new account of Sieyès as an international political thinker and actor, drawing on published and archival materials to reconstruct Sieyès' diplomatic programme and its intellectual roots. In so doing, it challenges both the notion that Sieyès was a committed practitioner of (...) an unideological realopolitik and the common assertion that Sieyès was a follower of Immanuel Kant's famous project for perpetual peace. Instead, this article shows that Sieyès charted a distinct course, based on a plan for the ‘republicanisation’ of Europe and its reorganisation into a league of militarily and economically linked states under French hegemony, oriented towards the preservation of republicanism in a hostile world. On this basis it re-evaluates the relationship between Sieyès' and Kant's conceptions of a confederation of republican states, presenting a new account of Kant's Perpetual Peace as a curtailment of his earlier cosmopolitan and pacifist idealism in response to the international situation of the 1790s and the foreign policy pursued by Sieyès and his allies. As part of the roundtable “International Institutions and Peaceful Change,” this essay focuses on the “Kindleberger trap,” a term coined by Joseph Nye Jr. referring to the situation in which no country takes the lead to maintain international institutions in the international system. President Trump's destructive policies toward many international institutions seem to push the current international order to the brink of the Kindleberger trap. Ironically, China has pledged, at least rhetorically, to support and even save these existing international (...) institutions. Based on an institutional-balancing perspective, we suggest that the worry about the Kindleberger trap is unwarranted because the international institutional order will not easily collapse after the decline of U.S. hegemony. Institutional competition among great powers and institutional changes within the institutional order have become two remedies to maintain international institutions and to avoid the Kindleberger trap during the international order transition. What states, including the United States and China, should do is to reembrace and reinvigorate the role of multilateralism in world politics so that the dynamics of institutional balancing and consequential institutional changes in the context of U.S.-China competition do not deprive international society of the public goods and normative values of international institutions. The future international order should not be led by a single country, but by dynamic and balanced international institutions. (shrink)

Kant’s critical project has been understood as a description of the functioning of knowledge. Such an understanding of the first Critique seems however limited, especially if we consider Kant’s frequent use of political analogies. These analogies suggest another reading in which Kant’s critical project emerges as an attempt to overcome a state of nature in reason through the institution of a legal state in and by reason itself. Seen in this perspective, Kant’s critical metaphysics can be considered revolutionary, because it (...) assumes the issues of the two revolutions of modernity, the political and the scientific one: from the former, Kant adopts the conviction that a conflict can be settled only through the separation and reciprocal limitation of powers, as theorized by Locke and Montesquieu - and thus neither by force nor by the establishment of an absolute power; from the latter, he acquires a model of proof, which is based, not on description, but on the elaboration of an explicative hypothesis. Benne’s book is a polemic aimed at the leadership of the mainline Protestant denominations and their mode of engagement with the American political process. In Benne’s account, these denominations draw too direct and exclusive a line between Christian faith and liberal political commitments; conversely, he sees greater agreement between core Christian norms and conservative political concerns. By contrast, Childs’s book provides an exegetical development of Christian norms of peace and peacemaking, followed by direct applications of Christian norms to public issues of economic justice and war that parallel the positions of secular liberals.Benne seeks to explore anew the issue of how Christians should interact with the political process. Unlike H. Richard Niebuhr, who undertook a similar project in Christ and Culture, Benne engages contemporary secular interpretations and critiques of religious engagement in politics. Benne rejects the strict separationist positions of the new atheists such as Richard Dawkins and the fusionist positions he attributes to Paul Tillich and the leadership of the contemporary mainline denominations in favor of a critical engagement model based on the Lutheran two kingdoms doctrine. Benne’s passion is not matched by the strength of his arguments. There is a straw man quality to his characterization of his antagonists. For example, Benne describes Tillich as seeing no difference between the demands of the Christian faith and democratic socialism. But Tillich explicitly recognizes the limitations of democratic [End Page 195] socialism in expressing Christian ideals and makes clear that his preference for this form of government is conditioned on a historical situation in which the alternatives are laissez-faire capitalism, fascism, and communism. Benne displays epistemological hubris when he questions mainstream scientific judgments. For example, he mocks the “alleged global warming consensus” (35) without offering any evidence that he possesses the necessary evidence or expertise to judge that consensus. He adds questionable historical claims, exaggerating Nazi persecution of Christians and minimizing the religious motivation of the European wars following the Reformation.Childs’s treatment of the question of how Christians are to engage in the US political process is even more problematic than Benne’s. His political prescriptions are written as if the problem did not exist, as if there existed a unified Christian polity fully faithful to its ideals that could express those ideals directly in the nation’s public policies. In this, there is a lack of the moral realism that Lutherans traditionally express through the doctrine that Christians are simul justus et peccator (at the same time justified and sinner). It is telling that the only sins that Childs acknowledges in the church are those that correspond to secular liberal norms: “racism, sexism, classism, and other forms of discrimination” (110). Childs’s representations of the church as holy, a community of peacemakers, and a sign of peace are normative not descriptive, effacing the traditional Lutheran distinction between the visible and invisible church. Childs also demonstrates a lack of political realism with respect to the influence of Christians in the American political process. In proposing that public policy be directed by Christian ideals, Childs either presupposes a significant conversion of our pluralistic society or he imagines that those not presently acting in the political process according to Christian moral principles can be persuaded to selflessness without conversion. The former position is not an empirical reality, and the latter contradicts the traditional Lutheran understanding of original sin, which holds that in the absence of faith human beings are curvatus in se, curved in upon themselves.Benne makes a... MacMillan provides that history, with period illustrations and asides to our day about substituting “prestige” for “honour”, preventive war (a term that isn’t indexed), and even George Kennan’s long telegram. Russell claimed Grey misled Parliament repeatedly about Britain’s commitments (see FO, pp. 501–2). Yet Russell’s 1948 essay “Democracy and Foreign Policy” almost excuses Grey’s covert actions as due to the fear of populist hostility to Germany preventing “the last possibility of general pacification”. It is astonishing how much popular hatred of Germany is revealed in MacMillan’s book. These analogies suggest another reading in which Kant’s critical project emerges as an attempt to overcome a state of nature in reason through the institution of a legal state in and by reason itself. René Girard has developed a theory of the origin and perpetuation of violence that is well known to scholars in literature, anthropology, and theology. Girard’s theory can be adapted to the LDPT in order (...) to provide a causal explanation for the empirical evidence that finds democracies do not go to war with one another. Without understanding why democracies do not fight one another, the LDPT is only an empirical artifact. Uncovering a causal explanation, if one exists, can help lead researchers to unravel the paradox of why democracies do not go to war with one another but are just as war prone as nondemocracies. In addition to unraveling this paradox, understanding the causal link between peace and democracy will help us find out whether more democracies will lead to more peace.Girard poses a challenge to the democratization for peace thesis, a thesis that serves as the basis for much of the foreign policy of the United States.1 For Girard, violence originates in desire. A subject desires what others desire and [End Page 45] therefore others are seen as roadblocks to that desire. This can turn violent. But the violence does not have to occur between the two subjects who have the same desire; it can be redirected to a surrogate victim who ends up being a scapegoat. If Girard’s theory is applied to the LDPT, the conclusion would be that nondemocracies are merely scapegoats for democracies so that order can be maintained in communities of democracies. Therefore, if the world becomes composed entirely of democracies, there will be no scapegoats left and democracies will fight one another.Such a theory of violence, and such a critique of the LDPT, is unfamiliar to mainstream political scientists.2 I do not suggest that Girard’s theory holds the answer to the problem of achieving perpetual peace, but the base assumption of Girard’s theory should be addressed by those who favor the LDPT. Girard begins from the idea that to achieve peace one must first understand the origin of violence. The LDPT, on the other hand, looks only at the conditions in which peace occurs, ignoring the origins of violence, thus potentially arriving at misleading conclusions.3 Applying Girard’s theory to the LDPT, and deriving alternative hypotheses from that application, will benefit all those who study war, as Girard provides a fresh perspective in the search for the causal mechanism underlying the empirical findings.Fortunately this article is not the first to apply Girard’s theory outside its traditional arenas. John Steele explains that expressive punishment can be explained in Girardian terms; R. G. Hamerton-Kelly argues that nuclear deterrence can be understood in Girardian terms; and Scott Thomas examines the current state of international affairs in a Girardian context.4 These studies can be used as a template by scholars trying to apply Girard’s theory to a field of study that has not previously used it. I will follow this template by first providing a critical examination of the current state of LDPT scholarship and then moving on to a discussion of Girard’s theory of violence. Section III contrasts Girard’s theory with other alternative explanations of war and peace in order to distinguish Girard’s theory from these explanations and to help clarify Girard’s theory.I. In this context, the theme of Mindful Leadership and Sustainable Development provides a point of reference and pathway for understanding the contemporary chaotic situations. These disruptive changes challenge our understanding and meaning of humanity and truly question whether or not, we are able to live in a society where justice, equality, peace, and prosperity abound. In the Buddhist (...) light, a focus is placed on understanding the Buddhist teachings to develop solutions for dealing with these wide-ranging problems. Both the scope of change and the response from a Buddhist approach are core to the content of this volume. It is of paramount importance that any investigation and development of solutions for the changes taking place, require guidance from the Buddhist philosophy. As a starting point for discussion, an initial focus is placed on providing a thorough and critical understanding of the character and context of change. In doing so, we also seek to clarify and outline the nature of a Buddhist approach. In completing this review, it is productive to see that given the complex issues being dealt with, the papers do generate different frameworks and viewpoints within the broad term of “approach.” The frameworks based on the Buddha´s teachings are not fully fixed and agreed upon by all. Therefore, our term “approach” refers to a set of arrangements and viewpoints that act to inspire further discussion and development. Given the above context, this volume is a collection of conference papers presented and published for the panel on the first sub-theme of UNDV 2019 on Mindful Leadership for Sustainable Peace on 13 May 2019 at the Tam Chuc International Convention Center, Ha Nam, Vietnam. The panel commemorates the occasion of the 16th United Nations Day of Vesak Celebrations 2019. Through the contributions of participants and their papers at this workshop, this volume provides a diverse and rich range of thinking and wisdom rather than more traditional mainstream thinking or conventional wisdom. Treating the Buddha’s teachings as a basic theoretical reconstruction, we examine the relationships between societies and Buddhism. We combine the analyses of the conflicts, trends and dynamics affecting future global development with focused studies on a range of policy areas for improving societies. In recent years an uneasy peace has descended in U.S. academe between those who feel research universities have done too little to advance the representation of minority groups and women and those who feel that the administrative policies developed to improve representation can and sometimes do come into conflict with core intellectual commitments of universities. Using quantitative and qualitative evidence from interviews with 47 natural sciences, engineering, and mathematics faculty members at a U.S. research university, the paper examines (...) the background characteristics of three sets of protagonists - academic progressives, academic traditionalists, and those whose views bridge the divide - and the way respondents discussed and justified their viewpoints. The paper draws on the theory of strategic action fields to illuminate the structure and dynamics of the conflict and suggests modifications to the theory that would improve its explanatory power for this case. Peace is a cultural achievement, requiring advances in social organization and control, including leaders who can implement policies to benefit the group, third-party mediation, and intergroup cooperation. The book is an accurate and accessible introduction to the complex and dynamic field of transitional and post-conflict justice, providing an overview of its recurring concepts and debated issues. Particular attention is reserved to how these concepts and issues have been addressed, both theoretically and literally, by lawyers, policy-makers, international bodies, and other actors informing the practice. In 2015, the world's first self-defined feminist government was formed in Sweden with the explicit ambition of pursuing a feminist foreign policy. This essay seeks to unpack and highlight some of the substance and plausible future directions of a feminist foreign policy. The overarching ambition is three-fold: to probe the normative contents of feminist foreign policy in theory and in practice; to identify a number of potential challenges and ethical dilemmas that are detrimental to gender-sensitive global politics; and to advance (...) a research agenda that can deepen the normative and ethical notions of a feminist foreign policy. Sweden's feminist foreign policy is still in the making. Its conduct is mostly incremental and focused on international agenda setting and normative entrepreneurship, which is guided by an ethically informed framework of cosmopolitanism and human rights. Yet, this essay argues that this reorientation is distinct for two reasons: First, by adopting the “F-word” it elevates politics from a broadly consensual orientation of gender mainstreaming towards more controversial politics, which explicitly seeks to renegotiate and challenge power hierarchies and gendered institutions that hitherto defined global institutions and foreign and security policies. Second, it contains a normative reorientation of foreign policy, which is guided by an ethically informed framework based on broad cosmopolitan norms of global justice and peace. The article concludes by advancing a research agenda that draws upon feminist IR theory and enhances the ethical and transformative contents of the English School by making it more gender-sensitive and appropriate for the study of feminist foreign policy. Understanding people’s attitudes toward conciliatory policies in territorial interethnic conflicts is important for a peaceful conflict resolution. We argue that ingroup identification in combination with the largely understudied territorial ownership perceptions can help us explain attitudes toward conciliatory policies. We consider two different aspects of ingroup identification—attachment to one’s ethnic ingroup as well as ingroup superiority. Furthermore, we suggest that perceptions of ingroup and outgroup ownership of the territory can serve as important mechanisms that link the different forms (...) of ingroup identification with conciliatory policies. In the context of the Israeli-Palestinian conflict, among Israeli Jews, we found that ingroup superiority, but not attachment, was negatively related to conciliatory policies. This relationship was explained by lower outgroup ownership perceptions of the territory. Our findings highlight the relevance of studying ingroup superiority as a particularly relevant dimension of identification that represents a barrier to acknowledging outgroup’s territorial ownership, and is thus indirectly related to less support for conciliatory policies in intergroup conflict settings. The Soviet Union's successful test of an atomic bomb in 1949 altered Russell's outlook on international politics. But there was a considerable delay between this critical juncture of the Cold War and any perceptible softening of Russell's anti-Communism. Even after a muted optimism about the possibility of improvement in the foreign and domestic policies of the Soviet Union entered Russell's writing, he remained apprehensive about campaigning for peace alongside western Communists and fellow-travellers. He disliked the central thrust of (...) pro-Soviet peace propaganda but regarded ideological diversity as a vital prerequisite for meaningful peace work. Russell also understood that such an approach carried with it a risk that his efforts might be tarnished by association with the Communist-aligned peace movement. His dilemma was eased not by a shift in his own tactics, but by external factors: a crisis within western Communism and the emergence of broadly based movements for peace that could not easily be tainted by their critics as "pro-Soviet". The case of post-Dayton Bosnia and Herzegovina (BiH) provides an interesting lens through which to reflect on the interconnected and often conflicting challenges of implementation of internationally brokered peace agreements, external support to democratic transition and consolidation, and contemporary notions of sovereignty and state building. This chapter suggests that in the case of BiH, certain contradictions and tradeoffs have been and may still be necessary to ensure a foundation for future stability and democratic consolidation. The situation in post-Dayton BiH (...) can be described as a frozen conflict that has remained frozen in large part due to an international presence that ensures that an imperfect peace prevails while also providing a basis for incremental reform. The peace implementation process in BiH is briefly reviewed by looking at two reform strategies: the “soft” protectorate strategy used in BiH as a whole and the “hard” protectorate option exercised in the District of Brčko. The aim is to demonstrate that while a democratic end-state remains the goal in such transitions, the means toward getting there can include a number of contradictory policy options. (shrink)

The speech of the Armenian embassy to Khusrow in the opening of Book 2 of Procopius'Warshas received little scholarly attention. Historians propose that this embassy, along with those sent by the Goths and Lazi, provided Khusrow with a pretext for violating the Eternal Peace in 540. As for the speeches themselves, they have been considered formulaic set pieces, requirements of the genre in which Procopius was writing. However, Anthony Kaldellis has argued that Procopius uses the Armenians as a mouthpiece (...) for his own criticisms of Justinian, namely that the emperor is to blame for ending the Eternal Peace and that he behaved like an oriental despot. While these literary and historical readings are not incompatible, none fully explicates the mechanics and function of the Armenians' speech. (shrink)

Kant claimed that we have a duty to seek peace, and encouraged a hope for peace to support that duty. To encourage that hope he argued that peace was reasonably likely. He thought that peace was reasonably likely because he believed that historical trends would create opportunities to implement his plan for peace. But authorities claim that globalization is undermining such opportunities. Consequently Kant's arguments can no longer sustain our hope for peace. We can (...) sustain that hope by devising a new plan for peace that globalization will give us opportunities to implement. But in order to devise such a plan we need to sustain our hope for peace. We can sustain such a hope by reflecting on the value of peace because hope is sustained not only by the belief that the object of hope is likely, but also by the conviction that it is valuable. In this way we can perhaps sustain a hope for peace that will support our duty to seek peace. But the fear of war and compassion for the victims of war may also support the duty to seek peace. Kant ignored these opportunities to support the duty to seek peace because they could support only the duty to avoid war. But Kant never showed that the duty to seek peace—as he saw it—outweighed the duty to avoid war. I conclude that Kant's arguments lead us to endless war rather than to peace. (shrink)

It deals with the theology, public policy, psychological and social theory, and social policy implementation of forgiveness. The first section of the book explores how ideas like "forgiveness" and "reconciliation" are moving out from the seminary and academy into the world of public policy, and how these terms have been used and defined in the (...) past. The 20th century was a bloody one, full of armed clashes which destroyed Europe, withered an entire generation’s hope of European-level peace. After the Versailles Treaty, the famous economist John Maynard Keynes uttered this prophecy: ”With such a peace treaty, you’ll be at war again within 20 years”. John Maxwell Coetzee, an important South-African novelist, called the 20th century “Satan’s century”. A tough statement yet extremely true unfortunately. Besides war, the past one hundred years also witnessed terrible totalitarian (...) regimes occur, such as the Nazi and fascism. The hardness of those regimes at least equaled the suffering caused by the world wars. One wouldn’t be wrong to call such regimes state terrorism: a leader suppressing his own citizens just to satisfy his own fantasy. The hugeness of their deeds goes beyond human imagination according to the number of victims. A classical word of wisdom describes terrorism as follows: ”It kills a few, but terrifies more”. This article is part of a Symposium that examines the legal and policy issues raised by the Schwarzenegger bobblehead doll litigation, in which a Hollywood star-turned-governor sued under California's right of publicity laws and under federal copyright law to stop a small Ohio company from selling a bobblehead doll depicting Schwarzenegger in a business suit, with a bandolier of bullets, and brandishing an assault rifle. The article contends that defendants' unauthorized use of the Schwarzenegger image on dolls and their accompanying (...) packaging was permissible as First Amendment-protected free speech under California's right of publicity laws and also constituted fair use under federal copyright law. The article rejects the argument that a First Amendment defense to plaintiff's right of publicity claims was unavailable because a bobblehead doll is not a "traditional" medium of expression for ideas. The article recognizes that overly expansive assertions of rights of publicity and other intellectual property rights threaten to stifle creative expression and diminish the cultural commons. The article also calls for clearer and more consistent recognition of defenses to right of publicity claims, particularly for cases where a defendant's unauthorized appropriation of another's image or likeness is for purposes of caricature, parody, or satire¿especially where the image is that of a politician. It concludes that the settlement of the Schwarzenegger bobblehead doll case illustrates how "strategic" assertions of even objectively non-meritorious rights of publicity can allow powerful plaintiffs to censor unflattering depictions of them and to unduly expand intellectual property rights without full adjudication on the merits of such claims.This insight is critical, because while other scholars have suggested that the "over-protection" of intellectual property rights (including rights of publicity) has a deleterious effect on freedom of expression and the public domain, these criticisms focus almost exclusively on published appellate cases. Yet, as this article reminds us, most cases settle and never become litigated cases, much less published appellate decisions. And most disputes - including intellectual property disputes - never result in formal litigation in the first instance. As with most other areas of the civil disputing process, intellectual property disputes are processed in the "shadow of the law", where repeat players have strategic advantages to shape the outcomes of disputes in their favor. Thus, if we want to know whether intellectual property rights are over-protected, we need to know what happens (and why) in the shadow of intellectual property law. This insight is the basis for the author's empirical research-in-progress focusing on "strategic intellectual property enforcement" by owners of trademarks, copyrights, and patents, including enforcement that never results in litigation and is thus under the radar of what most legal scholars in this area of law examine. Is it ethical for the prosecutor at the International Criminal Court to consider political factors, such as peace processes, in selecting situations to investigate or cases to prosecute? During the early years of the court, a number of documents and statements from the Office of the Prosecutor suggested that there were occasions when it was. Two OTP policy papers issued in 2003 recommended that the prosecutor assess “all circumstances prevailing in the country or region concerned, including the nature and (...) stage of the conflict and any intervention by the international community,” and whether prosecution might “exacerbate or otherwise destabilize a conflict situation.” In the same spirit, the ICC's chief prosecutor, Luis Moreno-Ocampo, referred to his decision-making as a “dialogue between many actors” with a “strategic dimension... [that] involves all stakeholders.” This language suggested a process of consultation and coordination with local and international actors involved in conflict resolution to adapt international criminal justice to on-the-ground political realities.
