The strengths and weaknesses of federalism have been debated for centuries. But one major possible advantage of building decentralization and limited government into a constitution has been largely ignored in the debate so far: its potential for reducing the costs of widespread political ignorance. The argument of this paper is simple, but has potentially important implications: Constitutional federalism enables citizens to “vote with their feet,” and foot voters have much stronger incentives to make well-informed decisions than more conventional ballot box (...) voters. The informational advantage of foot voting over ballot box voting suggests that decentralized federalism can increase citizen welfare and democratic accountability relative to policymaking in a centralized unitary state.Ballot box voters have strong incentives to be “rationally ignorant” about the candidates and policies they vote on because the chance that any one vote will have a decisive impact on an electoral outcome is vanishingly small. For the same reason, they also have little or no incentive to make good use of the information they do possess. By contrast, “foot voters” choosing a jurisdiction in which to reside have much stronger incentives to acquire information and use it rationally; the decisions they make are individually decisive. How partners encounter each other plays a role in whether they will be able to sustain their interaction. How partners go about maintaining their interaction reveals features of their epistemological system, particularly with respect to factors like what they know, what they take to be relevant to the interpretation, and what they value. In this way, the value system (what partners want) and the epistemological system (what partners know) intersect. By focusing on the role of reasoning and understanding, I believe (...) we stand to gain a clearer picture of how expectations about interactions inform the dynamics between partners. This, in turn, affords a picture of what partners can actually achieve in and through their connection. I am particularly interested in considering what features of interaction are necessary for maximizing the affordances of the partnership. I say this not as a utilitarian interested in maximizing good simpliciter, but as a social epistemologist thinking about the contingent goods that are present in relation (e.g. care). The epistemic picture assumes that there are things that are knowable in dancing together, while the ethical picture assumes that partners are responsible for the things they ought to know. (shrink)

Abstract If voters do not understand the programs of rival candidates or their likely consequences, they cannot rationally exercise control over government. An ignorant electorate cannot achieve true democratic control over public policy. The immense size and scope of modern government makes it virtually impossible for voters to acquire sufficient knowledge to exercise such control. The problem is exacerbated by voters? strong incentive to be ?rationally ignorant? of politics. This danger to democracy cannot readily be circumvented through ?shortcut? methods of (...) economizing on voter knowledge costs. A truly democratic government must, therefore, be strictly limited in scope. (shrink)

ABSTRACTHélène Landemore's Democratic Reason effectively demonstrates how cognitive diversity may potentially improve the quality of democratic decisions. But in setting out the preconditions that democracy must meet in order for the many to make collectively well-informed decisions, Landemore undermines the case for voter competence more than she strengthens it. The conditions she specifies are highly unlikely to be achieved by any real-world democracy. Widespread voter ignorance and the size and complexity of modern government are severe obstacles to any effort to (...) implement Landemore's vision. Better-informed decision making is more likely to be achieved by allowing a wider range of issues to be decided by “voting with your feet” instead of at the ballot box. (shrink)

In this book, after discussing the fundamental problems of current science and other philosophic concepts, beginning with controversies between Heraclitus and Parmenides, Ilya Prigogine launches into a message of great hope: the future has not been determined. Contrary to globalisation and the apparent contemporary mass culture society, individual behaviour is beginning to increasingly become the key factor which governs the evolution of both the world and society as a whole. It is a message that challenges existing widespread views, implicitly or (...) explicitly, through mass communication, moreover the importance of the individual's actions implies a reflection of each person on the responsibilities that each one assumes when taking or acting upon a decision. This responsibility is associated with the freedom of thought as well as a critical analysis of fashions, customs, preconceived ideas, and ideologies, externally imposed: exactly contrary to the ideas of those who wish us to be "perfect consumers" in a world dominated only by monetary wealth. Challenging this drive towards the elimination of freedom of though in the individual is now imperative if we are to save man and his planet from catastrophe which seems to be ever imminent and (unfortunately) irreversible. This last book of Ilya Prigogine provides a small, disputable, but nonetheless valuable contribution towards that end. (shrink)

The paper introduces mathematical encoding for subjective experience and meaning in natural cognition. The code is based on a quantum-theoretic qubit structure supplementing classical bit with circular dimension, functioning as a process-causal template for representation of contexts relative to the basis decision. The qubit state space is demarcated in categories of emotional experience of animals and humans. Features of the resulting spherical map align with major theoreties in cognitive and emotion science, modeling of natural language, and semiotics, suggesting several generalizations (...) and improvements. The developed model bridges psychological, quantum-theoretic, and semiotic perspectives, allowing for an integrative account of subjectivity, agency, and meaning in living Nature.Graphical abstract. Philosophy of science as a scholarly discipline exists today side by side with other disciplines within an interdisciplinary framework of the history and philosophy of science or science and technology studies. The rationale for this “joint venture” is commonly seen in the division of labor. The history of science focuses on the rise and development of scientific theories in the past; the sociology of science deals with science as a social institution; the psychology of science investigates the mechanisms of creativity (...) and one’s personal impact upon scientific discoveries; and finally, the philosophy of science is responsible for the logical and methodological analysis of the structure and growth of the scientific knowledge, mostly within the context of justification. This allegedly fruitful division of labor presumes an independent existence of social, personal and cognitive domains, and the desired interdisciplinary communication between the correspondent disciplines aims to account for the complementary understanding of science. But in fact no sufficient exchange of meanings takes place for every discipline insists upon its independence and prior significance. Under these conditions, neither a consistent picture of science appears to be possible nor might science policy be construed and justified basing on this disintegrated conglomerate of knowledge. A way out of the situation is as follows: to acknowledge non-independent character of the philosophy of science; to learn more from social philosophy; to revisit the epistemological status of the natural sciences as the only cognitive ideal; to focus on the social and the human sciences in search of a new methodological experience; to cease considering concrete case studies as a new version of the “neutral language of observation”, which gives a “crucial justification” of a theory, and to view new philosophical interpretations a necessary feature of any case study. Muhammad Iqbal sees each person as the “self” with an independent identity, and God as the “Absolute Self”. The human experience of the self is a constantly changing experience. This change develops around a center and eventually forms an organic unity. The independence of the self does not mean that it is closed to other-selves. It is wrong to see the essence of the self as an unchanging substance or to conceive it as an unstable flow. According to Iqbal, the (...) real personality of man is not a "thing" but an "action", a "sum of behaviors". Social epistemology balances neoclassic and nonclassic, normative and descriptive, and veritistic and constructionist approaches. Among these approaches exist two terminologically different though (in fact) similar proposals: naturalization and socialization. Both proposals lead to a kind of interdisciplinary imperialism reducing epistemology to a ?positive science? like sociology of knowledge, social history of science, and science and technology studies. I call this attitude the ?strong version? of naturalism. How, then, can we save epistemology without indulging in purely transcendental contemplations while simultaneously securing (...) its connections to the empirical sciences that analyze knowledge in a social context? Can social epistemology be reduced to any one or to a set of special approaches to knowledge as a completely naturalizing program? If not, is social epistemology a kind of philosophical epistemology and what is its differencia specifica? And how is the social epistemology related to special approaches to knowledge? In proposing a ?weak version? of naturalism?an idea of the social epistemology based on interdisciplinary interaction?a reimagining of the concepts of ?interdisciplinarity? and ?context? is required. The article deals with finding finite total equivalence systems for formulas based on an arbitrary closed class of functions of several variables defined on the set {0, 1, 2} and taking values in the set {0,1} with the property that the restrictions of its functions to the set {0, 1} constitutes a closed class of Boolean functions. We consider all classes whose restriction closure is either the set of all functions of two-valued logic or the set T a of functions (...) preserving \. In each of these cases, we find a finite total equivalence system, construct a canonical type for formulas, and present a complete algorithm for determining whether any two formulas are equivalent. Abstact. Although it is generally known that M.M. Bakhtin viewed himself as primarily a philosopher and not a philologist, the overwhelming majority of studies of his work belong to literary criticism. The purpose of this article, relying on the oral testimony of Bakhtin himself and his philosophical texts written in the Nevel-Vitebsk period, is to restore the origin of his philosophical sources and the content of his philosophical ideas of this period. The main idea is the concept of moral philosophy (...) as a philosophical system, whose main subject is participative thinking and an answerable act as an event of being. One of the most important sources of these ideas was probably the philosophy of Neo-Kantianism represented by the teachings of H. Cohen. The article provides four examples of Bakhtin's continuity in relation to the Marburg philosopher - the idea of an answerable act concerning another person as the source of a human's self-consciousness and personal integrity, the idea of a correlative relationship between a person and his neighbor as an expression of a caring participatory being, the idea of distinguishing a moral attitude from an ethical-legal one and the idea of the philosophical system, whose subject is the process of interpersonal relations. In this case, the system consists not only in the integrity of the object but also in its openness. Revealing the continuity of Bakhtin's philosophical ideas regarding Cohen leads to a better understanding of these ideas and Bakhtin's originality of their development. It is also fruitful to compare the perception of Cohen's ideas by Bakhtin and their reception by another philosopher of dialogue, F. Rosenzweig. (shrink)

The paper describes an algorithm for semantic representation of behavioral contexts relative to a dichotomic decision alternative. The contexts are represented as quantum qubit states in two-dimensional Hilbert space visualized as points on the Bloch sphere. The azimuthal coordinate of this sphere functions as a one-dimensional semantic space in which the contexts are accommodated according to their subjective relevance to the considered uncertainty. The contexts are processed in triples defined by knowledge of a subject about a binary situational factor. The (...) obtained triads of context representations function as stable cognitive structure at the same time allowing a subject to model probabilistically-variative behavior. The developed algorithm illustrates an approach for quantitative subjectively-semantic modeling of behavior based on conceptual and mathematical apparatus of quantum theory. (shrink)

Advocates of ?deliberative democracy? want citizens to actively participate in serious dialogue over political issues, not merely go to the polls every few years. Unfortunately, these ideals don't take into account widespread political ignorance and irrationality. Most voters neither attain the level of knowledge needed to make deliberative democracy work, nor do they rationally evaluate the political information they do possess. The vast size and complexity of modern government make it unlikely that most citizens can ever reach the levels of (...) knowledge and rationality required by deliberative democracy, even if they were better informed than they are at present. ABSTRACTThe participants in this symposium raise many insightful criticisms and reservations about my book Democracy and Political Ignorance: Why Smaller Government Is Smarter. But none substantially undermine its main thesis: that rational political ignorance and rational irrationality are major problems for democracy that are best addressed by limiting and decentralizing government power. Part I of this reply addresses criticisms of my analysis of the problem of political ignorance and its causes. Part II assesses challenges to my proposed solution.

In the first case, each event is conceived of as having a "before" and an "after": it is categorized as part of a sequence and distinguished from other events by its position in that sequence. In the second case, there is no "before" and (...) "after": events are conceived of as occupying different time-scales and distinguished from one another by being associated with durations of greater or lesser magnitude.1 Thus, the same situation may be categorized alternatively as an unfolding succession of events (event 1, event 2, event 3...) or as a progression of overlapping events on expanding time-scales (the second-event, the minute-event, the hour-event...). In what follows, I will argue that this distinction can shed light on narrative structure—as well as musical form—and that it has particularly interesting implications for literary realism.It may be claimed that this distinction between two ways of approaching time has been an explicit theme in the arts over the course of their history. Different musical forms, for instance, may be seen as being oriented toward one paradigm or the other. Thus, melody aesthetically suggests a sequential conception of time. Melodic forms are supposed to take listeners on a journey from point A to point B, by way of a succession of points in between. By contrast, a form such as the fugue addresses itself to discovering different degrees of density and intensity within the [End Page 173] same event, as it were. It adds layer upon layer, aesthetically dilating the event without moving away from it. The ideology of melody, we might say, thus leans toward a conception of time as a sequence, while the ideology of the fugue suggests a scaling notion of time.Echoes of the distinction between these two aesthetic alternatives may also be found in literature, as embodied in different approaches to narrative. Narrative, conceived of as a succession of episodes, suggests a sequential conception of time, oriented around a "before" and an "after." Yet within these parameters, a spectrum of tendencies may be identified. In some literary forms, the succession of episodes is organized to suggest the idea of a passage from one event to the next (Shakespearean drama, the realist novel), as the notions of "before" and "after" are projected onto ideas of past and future. In others, the succession of episodes represents the layer-by-layer assembly of some larger imaginative or conceptual construct (as is true, in different ways, of such texts as Plato's dialogues, the Divine Comedy, and any number of religious, philosophical, or allegorical narratives): "before" and "after" are interpreted not so much in terms of a past and a future, as in terms of premises and conclusions.Within this spectrum, the novel—and perhaps the realist novel in particular—would appear to be the literary form par excellence that embodies a sequential conception of time. For all the differences in the teachings and fate of Franz Rosenzweig and Mikhail Bakhtin, comparing them with one another is extremely instructive and reveals important and often lost meanings of 20th-century philosophy. Bakhtin made his debut in 1929 as the author of Problems of Dostoevsky’s Creative Art, but then went into exile for sufficient years and emerged from oblivion only in the 1960s. Rosenzweig died in 1929 and was almost forgotten for many years. Now, almost a century later, we (...) see in Bakhtin’s philosophy, especially in his early works, and in Rosenzweig’s philosophy very much in common. Both sought to create a new philosophical system that radically rethinks the subject of philosophy. Both went beyond the traditional New European ontology, both recognized the fundamentality of language and language arts in the philosophy of the future, and, finally, both became the creators of the philosophy of dialogue as an important trend in 20th-century thought. For all that, there were many cultural, religious, and intellectual differences between Bakhtin and Rosenzweig. However, consideration of both the commonalities and differences in their philosophical systems is extremely fruitful not only for the cultural history of the 20th century but also for philosophical studies of the future. The subject of the study is the ontological nature of the phenomenon of creativity in the context of conceptual constructions of the most important nominal layers of non-classical philosophy. The aim of the work is to reveal the ontological essence of creativity in the context of European philosophy of the XIX–XX centuries based on the works of A. Schopenhauer, A. Bergson, J.-P. Sartre, A. Camus and M. Heidegger. The theoretical and methodological basis of the research is the works of representatives (...) of the non-classical period of the development of philosophical thought, as well as the works of modern domestic and foreign researchers, in their works directly or indirectly touching on the problem of the ontological determinant of creativity. The central research methods are comparative and complex methods for establishing connections and relationships between phenomena that are part of the sphere of creative being, as well as an analytical and interpretive method for analyzing existing interpretations of the phenomenon under study and presenting the author's position. The scientific novelty of the research consists in the identification and systematization of philosophical ideas regarding the ontological determinant of creativity in the conceptual field of Western European non–classical philosophy of the XIX-XX centuries. As a result of the conducted research, the author comes to the conclusion that within the framework of non-classical philosophy, the ontological nature of creativity is revealed both at the level of objective reality and in the existential-personal space of the subject. Unlike the classical tradition of philosophizing, which absolutizes the epistemological component of the subject's creativity, in the subject field of non-classical philosophy, creativity regains its ontological rootedness, since it acts as the general existential of human existence, revealing itself through the prism of such concepts as the Will to live, pure duration, creative evolution, Vital impulse, imaginative consciousness, rebellion against the absurd, the promotion of truth and the way out of inauthenticity. This study investigated 204 doctors' and nurses' perceived knowledge of bloodborne pathogens and their attitudes towards bloodborne pathogen-infected health care workers. A structured questionnaire examined: (1) their perceived knowledge of bloodborne pathogens; (2) their attitudes towards bloodborne pathogen-infected personnel; and (3) their opinions on limitation of employment of bloodborne pathogen-infected personnel and restrictions on performing clinical procedures. The levels of HIV-related knowledge were significantly higher than for hepatitis C and B viruses. Although the participants demonstrated more positive attitudes towards hepatitis (...) C- and B-infected health care workers, 64% recommended restricting infected personnel from performing invasive procedures. Attitudes were negatively correlated with opinions on restricting infected personnel from health care work or limiting their involvement in clinical activities. This study highlights the need to formulate a policy to cope with the professional and moral dilemmas related to infected health care workers employed in hospitals, especially for those involved in invasive procedures. Die Hinwendung zur Sozialität ordnet die Wissenschaftsforschung keiner Doktrin unter; sie ist vielmehr ein ökumenischer Appell zur Maximierung philosophischer Sensibilität und Offenheit. (shrink)

In the modern knowledge society there is a high need for highly qualified scientists and engineers. At the same time the conditions of the consumer society reduce the prestige of intellectual activity, which becomes one of many ordinary goods. There is also a sharp contradiction between the growing specialization and differentiation in the sciences, on the one hand, and everyday consciousness, on the other, which falls behind the scientific advances. One of the urgent tasks of scientific policy, therefore, is to (...) eliminate dangerous gaps between science as a social institution and the modern society. This policy must be directed towards the integration of science into a cultural society and ensuring personnel reproduction in science by creating new tools (social and human technologies) – special types of transdisciplinary and interdisciplinary trading zones. Currently, this type of social technology is not developed in Russia; underdeveloped are the scientific methods of their design as well. It is expected that scientific and techno-social filling of the gaps will take place by developing methods of research, modeling and design of trading zones on the basis of critical social epistemology (S. Fuller, I. Kasavin), history and sociology of science (P. Galison, H. Collins). (shrink)

In the article, there proposed an original idea of the collective agent of cognition (CAC) that overcomes the controversy of individualism and collectivism. In the history of philosophy a clear conceptualization of has been offered by I. Kant (the notion of transcendental agent and scheme of imagination). This was interpretedby, among others, G.W.F. Hegel ("Zeitgeist") and K. Marx (the concept of the total and joint labor). A critical analysis of analytic social epistemology (A. Goldman, J. Lackey) helps clarify the tacit (...) presuppositions of the "individual-collective" dualism. In reducing the CAC to the cognizing individual, Lackey fails to interpret adequately the phenomenon of distributed knowledge widely spread in modern science and social practice (F. Hayek, H. Collins). As an alternative to reductionism, the article proposes a typological approach to CAC. It aims to understand its structure as consisting of four main levels (transcendental, imbedded, contract and distributed agent of cognition), each of which being illustrated by a paradigm example. In conclusion, the duality of collective and individual agents of cognition is unmasked as based on the mixture of everyday and philosophical discourses. (shrink)

The discussion is devoted to the notion of context and its use in connection to the notion of interdisciplinarity. These two notions are claimed to be crucial for understanding how “naturalization of social epistemology” can be possible and whether it can be exhausted by an interpretation of knowledge in social context and whether it has its own philosophical importance. These questions were initially raised in the works of I.Kasavin.

Posner's “pragmatic” defense of broad judicial deference to legislative power still reflects the shortcomings noted in my review of his Law, Pragmatism, and Democracy. His pragmatism still fails to provide meaningful criteria for decision making that do not collapse into an indeterminate relativism; and his argument that strict constraints on judicial power are required by respect for democracy underestimates the importance of two serious interconnected weaknesses of the modern state: widespread voter ignorance, and interest‐group exploitation of that ignorance.

We review the evidence for the concept of the “initial” or prototype brain. We outline four possible modes of brain evolution suggested by our new findings on the evolutionary status of the dolphin brain. The four modes involve various forms of deviation from and conformity to the hypothesized initial brain type. These include examples of conservative evolution, progressive evolution, and combinations of the two in which features of one or the other become dominant. The four types of neocortical organization in (...) extant mammals may be the result of selective pressures on sensory/motor systems resulting in divergent patterns of brain phylogenesis. A modular “modification/multiplication” hypothesis is proposed as a mechanism of neocortical evolution in eutherians. Representative models of the initial ancestral group of mammals include not only extant basal Insectivora but also Chiroptera; we have found that dolphins and large whales have also retained many features of the archetypal or initial brain. This group evolved from the initial mammalian stock and returned to the aquatic environment some 50 million years ago. This unique experiment of nature shows the effects of radical changes in environment on brain-body adaptations and specializations. Although the dolphin brain has certain quantitative characteristics of the evolutionary changes seen in the higher terrestrial mammals, it has also retained many of the conservative structural features of the initial brain. Its neocortical organization is accordingly different, largely in a quantitative sense, from that of terrestrial models of the initial brain such as the hedgehog. (shrink)

This article aims at a critical reevaluation of the trading zone concept. It starts from a case study of the Faraday–Whewell collaboration in coming to terms with electrolysis experiments. The case is supposed to be an example of a trade zone of science/philosophy interaction though it demonstrates the unequal nature of the “trade.” This requires the analysis to log in some details concerning Galison’s metaphor of trading zones, which reveals its market-oriented connotations. The following criticism of the market metaphor for (...) science applies a revised version of Boris Hessen’s argument against misinterpretation of technology by some British scientists. A closer look at the ancient trade rituals in Marcel Mauss’ seminal work enables discovering another cultural pattern for describing scientific communication as opposed to trade—gift. This helps picture science as a distribution of social roles and statuses and uncovers the normative and value dimension of gift zones language. (shrink)

En virtud de ello, la exclusión de uno —no como exclusión del otro, sino como elevación de la exclusión de sí a condición de libertad para los otros— se convierte (...) en el verdadero paradigma del entusiasmo del espíritu. La formación o Bildung de un individuo refiere esta tensión entre la operación de autoenajenación y el esfuerzo por forjar comunidad, en la base de todo el proceso. Intento aquí exponer la manera en que Hegel se interrogó acerca de la inteligibilidad universal de la ciencia como conclusión de la lucha entre estos dos polos. Assessment in ethics education faces a challenge. From the perspectives of teachers, students, and third-party evaluators like the Accreditation Board for Engineering and Technology and the National Institutes of Health, assessment of student performance is essential. Because of the complexity of ethical case analysis, however, it is difficult to formulate assessment criteria, and to recognize when students fulfill them. Improvement in students’ moral reasoning skills can serve as the focus of assessment. In previous work, Rosa Lynn Pinkus and Claire Gloeckner (...) developed a novel instrument for assessing moral reasoning skills in bioengineering ethics. In this paper, we compare that approach to existing assessment techniques, and evaluate its validity and reliability. We find that it is sensitive to knowledge gain and that independent coders agree on how to apply it. (shrink)

When we say that we understand the language of God with the language of the universe, we mean that we can understand the language of God with the language of the universe and in other ways as well. Therefore, what we really want to say is that when we look at the event from our own point of view, that is, from our own factuality, we must necessarily understand the universe in order to understand the language of God, and for (...) us to understand it can only be possible by understanding the language of the universe. We will present this with some examples. At the same time, we will talk about some styles of understanding in the history of philosophy. Since understanding the language of God is also understanding the language of religion, we will try to briefly show how the language of God or the language of the universe is understood through the language of religion, how this is wrong in Judaism, Christianity, especially in the idea of medieval Christian priests and a number of styles of understanding in the Islamic world. Based on the study of the works of domestic and foreign authors, the article presents a decompositional model of value creation when conducting business acquisition transactions with the involvement of debt capital, discloses the content of its main elements. Clarification of direct and indirect sources of value creation for debt financing transactions, as well as factors affecting their value, creates a theoretical basis for improving financial analysis and evaluating the effectiveness of LBO transactions, contributing to their development.
