Functional information means an encoded network of functions in living organisms from molecular signaling pathways to an organism’s behavior. It is represented by two components: code and an interpretation system, which together form a self-sustaining semantic closure. Semantic closure allows some freedom between components because small variations of the code are still interpretable. The interpretation system consists of inference rules that control the correspondence between the code and the function (phenotype) and determines the shape of the fitness landscape. The utility (...) factor operates at multiple time scales: short-term selection drives evolution towards higher survival and reproduction rate within a given fitness landscape, and long-term selection favors those fitness landscapes that support adaptability and lead to evolutionary expansion of certain lineages. Inference rules make short-term selection possible by shaping the fitness landscape and defining possible directions of evolution, but they are under control of the long-term selection of lineages. Communication normally occurs within a set of agents with compatible interpretation systems, which I call communication system. Functional information cannot be directly transferred between communication systems with incompatible inference rules. Each biological species is a genetic communication system that carries unique functional information together with inference rules that determine evolutionary directions and constraints. This view of the relation between utility and inference can resolve the conflict between realism/positivism and pragmatism. Realism overemphasizes the role of inference in evolution of human knowledge because it assumes that logic is embedded in reality. Pragmatism substitutes usefulness for truth and therefore ignores the advantage of inference. The proposed concept of evolutionary pragmatism rejects the idea that logic is embedded in reality; instead, inference rules are constructed within each communication system to represent reality, and they evolve towards higher adaptability on a long time scale. The major merit of Rose's book is the elaboration of the idea of multilevel causation in different explanatory languages. Yet Rose's critique of “ultra-Darwinism” is not convincing. Rose argues that activity and self-replication are properties of organisms rather than genes, which contradicts his idea of multilevel causation. Also, Rose fails to develop the concept of multilevel selection.

We argue that constructive approaches in epistemology and systems science, which are focused on normativity, knowledge, and communication of organisms and emphasize the primacy of activity, self-construction, and niche-construction in the cognitive agents, fit naturally to the both methodology and theory of biosemiotics. In particular, constructive view was already present in the works of the major precursors of biosemiotics: von Uexküll and Bateson, and to some extent Peirce. Biosemiotics has a chance to function as a mediating field in the theoretical (...) integration of semiotics with its construction-related sister disciplines (e.g., second order cybernetics, autopoiesis, constructivism, enactivism, and interactivism) because of its explicit assumption of the semiotic nature of life and agency and its objectified “first person” view to biosemiotic agents, the view that nevertheless avoids the agnostic attitude towards reality. Critical study of of the addresses of Sir Muhammad Iqbal, 1877-1938 from philosophical and religious point of view.

The Infectious Diseases Act entered into force officially on 14 November 2018 in Bangladesh. The Act is designed to raise awareness of, prevent, control, and eradicate infectious or communicable diseases to address public health emergencies and reduce health risks. A novel coronavirus disease was first identified in Bangladesh on 8 March 2020, and the Ministry of Health and Family Welfare issued a gazette on 23 March, listing COVID-19 as an infectious disease and addressing COVID-19 as a public health emergency. The (...) gazette empowers the government to monitor the spread of infection. Despite there being an infrastructure of research ethics committees in almost all hospitals in Bangladesh, a lack of such committees in the clinical setting often forces healthcare professionals to allocate scarce healthcare resources to the task. These personnel are often either influenced by materialistic matters or guided by the emergency policies, without reaching a consensus on how to allocate scarce resources in times of need, especially in the time of the COVID-19 pandemic. Ethical dilemmas often arise when a number of patients with COVID-19, especially in poor and middle-class areas, are denied care while elites are prioritized to receive such scarce resources. Resource allocation in healthcare during the COVID-19 pandemic in Bangladesh appears to be unethical and in direct conflict with the biomedical principles of non-maleficence and procedural justice. The findings of this study suggest that the Act needs substantive changes in the stipulation of policy directing hospitals in the provision of resource allocation framework. Furthermore, parliament should produce guidance outlining how to successfully implement the law with the aim of protecting public health in times of emergency, especially the COVID-19 pandemic. PurposeThe information technology related ethical issues will only increase in frequency and complexity with the increasing diffusion of IT in economies and societies. The purpose of this paper is to explore Egyptian students' attitudes towards the information ethics issues of privacy, access, property, and accuracy, and it evaluates the possible impact of a number of personal characteristics on such attitudes.Design/methodology/approachThis research utilized a cross‐sectional sample and data set to test five hypotheses. It adopted an instrument to collect the respondents' background (...) information and assess their attitudes towards the information ethics issues of privacy, property, accuracy, and access. Egyptian business students at Alexandria University were asked to participate in the survey. A total of 305 responses were collected and analyzed.FindingsThe analysis revealed that students are sensitive to the ethicality of information privacy, information accuracy, and information access. However, students are insensitive to the ethicality of property right. In addition, years of education have a main effect on students' attitudes towards property, and gender and age have an interaction effect on students' attitudes towards access.Research limitations/implicationsThe findings of this research are based on a cross‐sectional data set collected from a sample of business students at a public university. Students, however, may make poor surrogates for business or IT professionals. Future similar research designs that employ large samples from Egyptian working professionals and students in other private and public universities are needed to verify the findings of this research.Practical implicationsThe findings suggest that the investigated university as well as the other similar Egyptian universities should consider integrating ethics education into their curricula. Teaching information ethics, especially from an Islamic perspective, is expected to positively influence students' information ethical attitudes. The enforcement of the existing property right protection laws should also curb software piracy in the Egyptian market.Originality/valueIt is vital to expand the ethical research currently being performed in IT in order to help bridge the gap between behavior and IT. The findings of this research extend the understanding of students' attitudes towards the information ethics issues in Egyptian culture and contribute to the growing body of knowledge on global information ethics. Health workers and support staff at Malawi’s major referral hospital, the Queen Elizabeth Central Hospital, Blantyre, were on strike between 5th and 19th October 2001. The health workers’ grievances included: lack of risk allowances; poor professional allowances; low salaries; and low housing allowances. The strike resulted in almost total closure of the 1500-bed hospital; only the burns and orthopaedic wards continued to serve patients. Volunteer staff, comprising the Red Cross, and nursing and medical students provided services. Verbal and written threats (...) by the authorities had minimal effect on terminating the strike; rather, they encouraged the resolve to continue with the industrial action. We report aspects of the genesis, progress and resolution of the strike. Although not much seems to have been achieved, both the employer and the workers need to draw lessons from the experience. The crisis of the theory of socioeconomic formations has recently become clearly apparent in our social philosophy. Earlier as well, the "formational" approach, with its presumption that the new order has "decisive advantages," caused perceptible epistemological difficulties associated with the effect of "inverted perspective." It followed from the theory that socialist Mongolia, Vietnam, and Cuba were a "whole epoch" ahead of the USA and other developed countries of the West that had preserved the outmoded capitalist order.

I would like to begin with the role of philosophy in solving ecological problems, emphasizing two aspects of its role: the struggle against hostile ideology and the organizing and guiding of activity in the sphere of the development of science and the shaping of its problems. This role of Marxist-Leninist philosophy clearly appears in the complex interdisciplinary problem of the interaction between nature and society.

Rudolf Pfeiffer believed that, as a young man, Callimachus wrote four books of Aetia. To these the poet added in his old age a Reply to his Critics , and a slightly revised version of his recent occasional elegy, the Lock of Berenice ; this revised Coma became the last poem in Aetia book 4, to be followed by an Epilogue which may mark a transition to the Iambi. Pfeiffer's theory generally held the field until the brilliant article of P. (...) J. Parsons, in ZPE 25 , 1–50. With the help of newly recovered papyrus fragments Parsons showed that a previously unplaced elegy celebrating a Nemean victory was connected to the story of Molorchus , who entertained Heracles before that hero killed the Nemean lion and instituted the Nemean Games; thus the poem belonged to Aetia book 3. Furthermore, various pieces of evidence converge to make it probable, if not wholly certain, that this substantial poem stood first in its book. So it appears that, at least in the final form of the Aetia, books 3–4 were framed by two poems honouring the wife of Ptolemy III Euergetes, namely Victoria Berenices and Coma Berenices. Soon afterwards a further important advance was made by E. Livrea , who perceived, on grounds of subject-matter as well as papyrology, that the poor man who sets a mousetrap in fr. 177 Pf. must be none other than Molorchus; note particularly the probable mention of Cleonae in fr. 177.37 Pf. = Supplementum Hellenisticum 259.37. Thus a new fragment of 38 lines accrued to the poem. These discoveries have some implications for the composition of the Aetia. Addition of a Coma Berenices to a pre-existent Aetia book 4 could be countenanced easily enough, but, as Parsons says , it would have required a much more radical, and therefore less plausible, revision for Callimachus to have added Victoria Berenices to a pre-existent Aetia book 3. Accordingly Parsons suggested that the original Aetia contained only books 1–2, united by the conversation with the Muses; then in his old age Callimachus compiled two more books, partly at least from poems already composed, and gave them a frame of two poems honouring Queen Berenice. Parsons' view has, I think, been widely accepted; Professor Lloyd-Jones wrote in SIFC 77 , 56 ‘No-one has yet argued against the simple modification of Pfeiffer's theory of the two editions of the Aetia which Mr. Parsons based on this discovery. Traditionally, people were recognized as being dead using cardio-respiratory criteria: individuals who had permanently stopped breathing and whose heart had permanently stopped beating were dead. Technological developments in the middle of the twentieth century and the advent of the intensive care unit made it possible to sustain cardio-respiratory and other functions in patients with severe brain injury who previously would have lost such functions permanently shortly after sustaining a brain injury. What could and should physicians caring for such patients do? (...) Significant advances in human organ transplantation also played direct and indirect roles in discussions regarding the care of such patients. Because successful transplantation requires that organs be removed from cadavers shortly after death to avoid organ damage due to loss of oxygen, there has been keen interest in knowing precisely when people are dead so that organs could be removed. Criteria for declaring death using neurological criteria developed, and today a whole brain definition of death is widely used and recognized by all 50 states in the United States as an acceptable way to determine death. We explore the ongoing debate over definitions of death, particularly over brain death or death determined using neurological criteria, and the relationship between definitions of death and organ transplantation.
