A common narrative among some behavioural economists and policy makers is that experimental psychology highlights that individuals are more like Homer Simpson than the Mr Spock imagined by neoclassical economics, and that this justifies policies aiming to ‘correct’ individual behaviours. This narrative is central to nudging policies and suggests that a better understanding of individual cognition will lead to better policy prescriptions. I argue that this Homer economicus narrative is methodologically flawed, and that its emphasis on cognition advances a distorted (...) view of public policies consisting in fixing malfunctioning individuals, while ignoring the characteristics of the socio-economic environment that influence individuals’ behaviours. First, it makes it possible to reconcile the Misesian, Rothbardian, and hermeneutical approaches to methodology; second, it provides a way of defending a stateless legal order against the charge that such an order lacks, yet needs, a final arbiter.

Cet article plaide pour une révolution marginale en éthique appliquée, suivant la révolution marginale qui a marqué le début de l’économie néoclassique. L’éthique est situationnelle en ce sens qu’elle concerne les incréments de valeurs. Nous ne choisissons pas entre toute la liberté ou toute l’égalité du monde. Nous choisissons plutôt entre des incréments, par exemple, de liberté ou d’égalité. Cet article introduit donc les bases d’une théorie de l’éthique marginale : (1) nous devrions préférer les échelles cardinales aux échelles ordinales, (...) (2) les valeurs devraient être évaluées à travers leur taux marginal de substitution, (3) nous devrions rejeter l’idée de valeur absolue ou intrinsèque, (4) quelque chose est juste dans la mesure où le dernier desideratum réalisable qui lui est attaché à la marge est satisfait. L’objectif de cette approche est de nous permettre de mieux classer les desiderata, conceptualisées à la marge, et d’introduire dans le domaine de l’éthique certaines notions issues de la théorie économique moderne. Notre travail se donne pour objectif de montrer que le point de rupture entre l’économie néoclassique et l’économie comportementale réside dans la manière dont chacune définit la rationalité. Cette dernière était parfaitement unifiée par la maximisation. Mais Simon pose les fondements de l’économie comportementale en critiquant précisément le concept néoclassique de rationalité et en suggérant que l’agent suit des modes de raisonnement alternatifs. Bien que Kahneman et Tversky proposent une typologie de ces modes de raisonnements, ils les réunifient ultimement dans (...) la théorie des perspectives cumulative. It is widely appreciated that establishment and maintenance of coordination are among the key evolutionary promoters and stabilizers of human language. In consequence, it is also generally recognized that game theory is an important tool for studying these phenomena. However, the best known game theoretic applications to date tend to assimilate linguistic communication with signaling. The individualistic philosophical bias in Western social ontology makes signaling seem more challenging than it really is, and thus focuses attention on theoretical problems - for (...) example, coordination on lexical meaning - that actual evolution did not need to solve by improving humans' strategic or social intelligence relative to the endowments of other primates. At the same time, issues of genuine evolutionary significance related to language, especially those around the tensions between individual and collective agency, and around intergenerational accumulation of knowledge, are obscured. This in turn leads to underestimation of the potential contribution that game theory can make to enlightening models of the evolution of human language. À la fin des années 1990, plusieurs tendances convergentes en économie, psychologie et neuroscience ont préparé le terrain pour la naissance d’un nouveau champ scientifique qualifié de « neuroéconomie ». Comme pour toute discipline émergente – pensons par exemple à l’économie mathématique, l’économétrie ou l’économie expérimentale en d’autres temps – la neuroéconomie est plutôt controversée en économie. Elle soulève un grand nombre de questions d’ordre empirique, méthodologique et philosophiques donnant lieu à des débats et controverses que l’article identifie et discute (...) à travers trois questions majeures relatives aux connaissances produites : Sont-elles fiables? Sont-elles scientifiquement légitimes? Sont-elles utiles pour les économistes? Sans prétendre à l’exhaustivité, ce cadre analytique permet de comprendre l’essence des principales critiques adressées à la neuroéconomie. Dans le même temps, l’article éclaire la nature des réponses susceptibles d’être apportées à ces critiques au vu des progrès conceptuels et empiriques qu’a connus ce champ de recherche depuis son émergence et à la lumière du tournant apparu dans l’agenda de la neuroéconomie au cours de la dernière décennie. ArgumentIn this paper we comparatively explore three claims concerning the disciplinary character of economics by means of citation analysis. The three claims under study are: (1) economics exhibits strong forms of institutional stratification and, as a byproduct, a rather pronounced internal hierarchy; (2) economists strongly conform to institutional incentives; and (3) modern mainstream economics is a largely self-referential intellectual project mostly inaccessible to disciplinary or paradigmatic outsiders. The validity of these claims is assessed by means of an interdisciplinary comparison of (...) citation patterns aiming to identify peculiar characteristics of economic discourse. In doing so, we emphasize that citation data can always be interpreted in different ways, thereby focusing on the contrast between a “cognitive” and an “evaluative” approach towards citation data. Cet article propose une lecture critique du Despotisme de la Chine, un texte riche mais peu commenté, où Quesnay expose explicitement le contenu de sa pensée politique. Par l’analyse de Despotisme de la Chine nous voudrions défendre trois idées qui font sens autour de la représentation de la Chine qui est faite par Quesnay. La première est naturellement de montrer en quoi ce texte est représentatif de la pensée de Quesnay (et, plus largement, de l’école des physiocrates). La deuxième est (...) de souligner que le cas de la Chine, tel qu’il est vu par Quesnay, permet de penser l’économie en tant qu’activité, discipline, ou même science qui se situe au cœur du fondement de la philosophie politique qu’il avance. La troisième est d’indiquer comment la compréhension des logiques économiques d’après Quesnay relève finalement d’une observation intelligente du réel, de lier la loi positive (le politique fondé par l’économique, pour ce qui est alors connu de la Chine) et la loi naturelle (en somme : ce qui est et ce qui doit être). Au cœur de ces trois vues se trouve une réflexion sur ce pays lointain et nul autre (sinon la France). Loin d’être un simple prétexte pour avancer ses arguments, la Chine est surtout une façon de voir, de révéler, de saisir la nature d’une pensée (la physiocratie), d’une discipline (l’économie), et de sa portée (la science et le politique). Un nouveau type de paternalisme s’est développé ces dix dernières années sous l’impulsion de travaux innovateurs de certains économistes comportementaux. Ce nouveau type de paternalisme, que j’appelle ici paternalisme comportemental, s’est popularisé grâce à la théorie du « coup de pouce » de Richard Thaler et Cass Sunstein et remet en question l’idée selon laquelle le paternalisme serait inacceptable dans nos sociétés. L’objet de cet article est d’évaluer sa légitimité morale sans, néanmoins, se limiter à son supposé libertarianisme. Les résultats (...) de mon investigation peuvent se résumer ainsi : bien que le paternalisme comportemental soit généralement reconnu pour son caractère libéral, il ne satisfait pas en fait les conditions de ce que Joel Feinberg nomme le « paternalisme mou ». Néanmoins, il possède des qualités morales sous-estimées par ses partisans. Il résiste d’abord très bien à la critique égalitariste d’Elizabeth Anderson. A la différence des formes traditionnelles de paternalisme, le paternalisme comportemental n’est pas dégradant et n’est pas ostracisant. Le paternalisme comportemental, enfin, peut se targuer d’être véritablement altruiste, à la condition, cependant, d’abandonner les hypothèses principales de Sunstein et Thaler. I had to think about it, to think about Just Us, Claudia Rankine’s powerful, generous, sharp, and profound book. In it, she makes an urgent request for “an American conversation” on whiteness. Rankine teaches us: “Universalized whiteness, that racial imaginary, lives in every moment” (2020, 329).I pace around the house, make some tea, and pick up the New York Times, scanning the headlines. There it is, front-page news this very day: “Sights Set on School Districts as G.O.P. Targets Race Theory” (Saul 2021, A1). Scarlett Johnson, profiled in the article, is a dirty-blond “just a mom” from Mequon-Thiensville, a school district in Wisconsin. Johnson has made it her mission to refuse the conversation; she is buttressed by a set of powerful and wealthy behind-the-scenes interest groups. Rankine writes, “I have only lived as me, a person who regularly has to negotiate dismissal, erasure, disrespect, and abuse” (2020, 23).The news article goes on: “Republicans say critical race theory has invaded classrooms.” Then, Wisconsin senator Ron Johnson implores, “take back our school boards, our county boards, our city councils” (Saul 2021, A12; emphases [End Page 141] mine). Rankine observes, “Among white people, black people... are not allowed to implicate the present company in [their] precariousness. They are not allowed to point out its causes” (2020, 155). She explains “the narrative of white privilege that secures white spaces,” then quotes legal scholar Cheryl Harris on “the set of assumptions, privileges, and benefits that accompany the status of being white... a valuable asset that whites sought [and seek] to protect” (Rankine 2020, 25). The rise of behavioral economics since the 1980s led to richer mutual influence between economic and psychological theory and experimentation. However, as behavioral economics has become increasingly integrated into the main stream in economics, and as psychology has remained damagingly methodologically conservative, this convergence has recently gone into reverse. At the same time, growing appreciation among economists of the limitations of atomistic individualism, along with advantages in econometric modeling flexibility by comparison with psychometrics, is leading economists to become more pluralistic (...) than psychologists about the ontology of behavioral causation and structures.
