U.S. immigration policies and enforcement can make immigrants fearful of accessing healthcare. Although current immigration policies restrict enforcement in “sensitive locations” including healthcare facilities, there are reports of enforcement actions in such settings.

Empowerment, an already central concept in public health, has gained additional relevance through the expansion of mobile health (mHealth). Especially direct-to-consumer self-testing app companies mobilise the term to advertise their products, which allow users to self-test for various medical conditions independent of healthcare professionals. This article first demonstrates the absence of empowerment conceptualisations in the context of self-testing apps by engaging with empowerment literature. It then contrasts the service these apps provide with two widely cited empowerment definitions by the WHO, (...) which describe the term as a process that, broadly, leads to knowledge and control of health decisions. We conclude that self-testing apps can only partly empower their users, as they, we argue, do not provide the type of knowledge and control the WHO definitions describe. More importantly, we observe that this shortcoming stems from the fact that in the literature on mHealth and in self-testing marketing, empowerment is understood as a goal rather than a process. This characterises a shift in the meaning of empowerment in the context of self-testing and mHealth, one that reveals a lack of awareness for relational and contextual factors that contribute to empowerment. We argue that returning to a process-understanding of empowerment helps to identify these apps’ deficits, and we conclude the article by briefly suggesting several strategies to increase self-testing apps’ empowerment function. A standard view in philosophy is that knowledge entails justification. Yet recent research suggests otherwise. We argue that this admirable and striking research suffers from an important limitation: participants were asked about knowledge but not justification. Thus it is possible that people attributed knowledge partly because they thought the belief was justified. Perhaps though, if given the opportunity, people would deny justification while still attributing knowledge. It is also possible that earlier findings were due to perspective taking. Self-transcendence has been characterized as a decrease in self-saliency (ego disillusionment) and increased connection, and has been growing in research interest in the past decade. Several measures have been developed and published with some degree of psychometric validity and reliability. However, to date, there has been no review systematically describing, contrasting, and evaluating the different methodological approaches toward measuring self-transcendence including questionnaires, neurological and physiological measures, and qualitative methods. To address this gap, we conducted a review to describe existing methods (...) of measuring self-transcendence, evaluate the strengths and weaknesses of these methods, and discuss research avenues to advance assessment of self-transcendence, including recommendations for suitability of methods given research contexts. This paper offers a defense of ‘publishing without belief’ (PWB) – the view that authors are not required to believe what they publish. I address objections to the view ranging from outright denial and advocacy of a belief norm for publication, to a modified version that allows for some cases of PWB but not others. I reject these modifications. In doing so, I offer both an alternative story about the motivations for PWB and a diagnosis of the disagreement over its (...) permissibility. The original defense focused on consequentialist reasons for allowing PWB, offering mostly defensive arguments against potential criticisms. But I argue that once we shift our focus to the reasons why authors might be prone to PWB, we see a difference in two types of motivation: whereas I imagine PWB as arising from underconfident agents, critics point to cagey or nefarious authorial practices, or authors’ failure to clarify their own degrees of belief. Underlying the debate over norms of philosophical publishing, we find two different conceptions of philosophy itself. (shrink)

Case-based reasoning has long been used to facilitate instructional effectiveness. Although much remains to be known concerning the most beneficial way to present case material, recent literature suggests that simplifying case material is favorable. Accordingly, the current study manipulated two instructional techniques, incremental case presentation and forecasting outcomes, in a training environment in an attempt to better understand the utility of simplified versus complicated case presentation for learning. Findings suggest that pairing these two cognitively demanding techniques reduces satisfaction and detracts (...) from the effectiveness of the learning approach. This paper argues for Kantian “universalism,” according to which the subject of empirical cognition is not merely individual, but universal. In the first section, I consider the limitations of Hume’s individualist view of the subject of judgment, which is able to explain how another person exerts power over my judgments, but cannot explain how what she says can challenge or support my judgments. In the second section, I argue that Kant’s universalism accounts for the possibility of rational support both among (...) different judgments in me, and among judgments of different subjects. The third section looks at the consequences of universalism for Kant’s account of testimony. I argue that on Kant’s view, it does not matter whether I learn something from my own experience or from your experience. Testimony thus does not emerge in Kant’s philosophy as a significant topic. In the fourth section, I argue that the enlightenment project of overcoming prejudice and acquiring wisdom makes it imperative that knowledge be not only universally shareable, but also actually shared among members of an epistemic community. It is uncontroversial that something goes wrong with the blaming practices of hypocrites. However, it is more difficult to pinpoint exactly what is objectionable about their blaming practices. I contend that, just as epistemologists have recently done with blame, we can constructively treat hypocrisy as admitting of an epistemic species. This paper has two objectives: first, to identify the epistemic fault in epistemically hypocritical blame, and second, to explain why epistemically hypocritical blamers lose their standing to epistemically blame. I tackle (...) the first problem by appealing to an epistemic norm of consistency. I address the second by arguing that the epistemically hypocritical blamer commits to an opting-out of the set of shared epistemic standards that importantly underlies our standing to epistemically blame. I argue further that being epistemically hypocritical undermines a blamer’s standing even to judge epistemically blameworthy. (shrink)

This article explores the strategies followed by the International Olympic Committee for the achievement of gender equality. It is argued that this international body can go beyond simply adopting an equality of opportunities approach to gender equality. It suggests which other strategies can be incorporated for which it draws on the different ways of understanding gender equality in gender political theory.

Practices such as mindfulness, introspection, and self-reflection are known to have positive short and long-term effects on health and well-being. However, in today's modern, fast-paced, technological world tempted by distractions these practices are often hard to access and relate to a broader audience. Consequently, technologies have emerged that mediate personal experiences, which is reflected in the high number of available applications designed to elicit positive changes. These technologies elicit positive changes by bringing users' attention to the self—from technologies that show (...) representation of quantified personal data, to technologies that provide experiences that guide the user closer in understanding the self. However, while many designs available today are either built to support or are informed by these aforementioned practices, the question remains: how can we most effectively employ different design elements and interaction strategies to support positive change? Moreover, what types of input and output modalities contribute to eliciting positive states? To address these questions, we present here a state of the art scoping review of immersive interactive technologies that serve in a role of a mediator for positive change in users. We performed a literature search using ACM Digital Library, Web of Science, IEEE Xplore, and Design and Applied Arts Index (beginning of literature—January 1, 2018). We retrieved English-language articles for review, and we searched for published and unpublished studies. Risk of bias was assessed with Downs and Black 26-item QAT scale. We included 34 articles as relevant to the literature, and the analysis of the articles resulted in 38 instances of 33 immersive, interactive experiences relating to positive human functioning. Our contribution is three-fold: First we provide a scoping review of immersive interactive technologies for positive change; Second, we propose both a framework for future designs of positive interactive technologies and design consideration informed by the comparative analysis of the designs; Third, we provide design considerations for immersive, interactive technologies to elicit positive states and support positive change. Regulatory agencies vary widely in their classification of FMT, with significant impact on patient access. This article conducts a global survey of national regulations and collates existing FMT classification statuses, ultimately suggesting that the human cell and tissue product designation best fits FMT's characteristics and that definitional objectives to that classification may be overcome.

Even as public health ethics was developing as a field, major incidents such as 9/11 and the SARS epidemic propelled discourse around public health emergency preparedness and response. Policy and practice shifted to a multidisciplinary approach, recognizing the broad range of potential threats to public health, including biological, physical, radiological, and chemical threats. This propelled the development of surveillance systems to detect incidents, laboratory capacities to rapidly test for potential threats, and therapeutic and social countermeasures to prepare for and respond (...) to a range of hazards. In bringing public health ethics and emergency preparedness together, Emergency Ethics: Public Health Preparedness and Response adds depth and complexity to both fields. As global threats continue to emerge, the book, edited by Bruce Jennings, John D. Arras, Drue H. Barrett, and Barbara A. Ellis, will offer a vital compass. (shrink)

This paper surveys the recent developments in the area that grew out of attempts to solve an analog of Hilbert's Tenth Problem for the field of rational numbers and the rings of integers of number fields. It is based on a plenary talk the author gave at the annual North American meeting of ASL at the University of Notre Dame in May of 2009.

The present study analyzes specific traits of Lysenkoism dogmas as they were reflected in Soviet hydrobiology. As a case study, I use the now-forgotten productivity theory of bodies of water developed in 1940 by the Soviet hydrobiologist Vladimir I. Zhadin. Zhadin’s views on production relied on his observations of changes in the communities of riverine faunas caused by the construction of water reservoirs. The theory is of particular interest because it attempts to address the unresolved problems of that period. Some (...) of these unsettled problems provided the foundation for the ideological debates during the dialectization period in Soviet biology of the early 1920s to mid-1930s and were influenced by Lysenkoism. Zhadin’s theory thus serves as a suitable model for identifying cognitive and ideological components in science and for the analysis of the influence of ideology on science. The analysis of Zhadin’s works shows that an attempt to separate ideologically imposed perceptions and the author’s own scientific views presents a challenging task. This can be explained by a highly efficient behavioral pattern of “protective coloration” employed by the scientist and by Zhadin’s sincere acceptance of some Lysenkoist ideas. Furthermore, I argue that the system of Lysenkoist dogmas concerning the association between an organism and its environment are in fact entirely sensible scientific principles which were taken to an extreme. The results of the study suggest a need for more careful and deeper evaluation of scientific works published during the period of the personality cult in the USSR. The “Lysenko affair” in branches of biology other than genetics is more complicated and needs further examination. (shrink)

This paper provides the first examples of rings of algebraic numbers containing the rings of algebraic integers of the infinite algebraic extensions of where Hilbert's Tenth Problem is undecidable.

According to a consensus view in philosophy, “deciding” and “intending” are synonymous expressions. Researchers have recently challenged this view with the discovery of a counterexample in which ordinary speakers attribute deciding without intending. The aim of this paper is to investigate the strengths and limits of this discovery. The result of this investigation revealed that the evidence challenging the consensus view is strong. We replicate the initial finding against consensus and extend it by utilizing several new measures, materials, and procedures. (...) Together this evidence strongly suggests that “deciding” is not synonymous with “intending” in ordinary language and that the consensus view should be rejected. (shrink)

Over the last twenty years, wildlife biologists and transportation planners have worked with environmental groups and state and tribal governments to mitigate the effects of human transportation arteries on animal habitats and movements. This paper draws connections between this growing field of road ecology and feminist science studies in order to accomplish two things. First, it aims to highlight the often unacknowledged roots that the interdisciplinary field of animal studies has in feminist theory. Second, it seeks to contribute to conversations (...) in the humanities and social sciences on roadkill and on wildlife biology by steering us into a world of practice that foregrounds mundane details. I approach this topic through interdisciplinary methods, including interviews with tribal and state wildlife biologists and participation in fieldwork on a western painted turtle tagging project. Although engaging in science and formulating policy are often understandably regarded by nonspecialists as practices that distance observers from their topic, in the world of roadkill prevention, I argue that the opposite is the case. What I call “intimate bureaucracies” are formed: arrangements of papers, policies, and people that bring a world of counting, and accountability, into being. (shrink)

In metaethics, empirical approaches are not just complementary to, but continuous with, traditional approaches to the subject. This chapter addresses traditional and empirical approaches to metaethics. It discusses how empirical approaches have been brought to bear on some central metaethical questions. The chapter illustrates not just the diversity of topics within metaethics itself but also the diversity of empirical methods and approaches that philosophers and psychologists working on these topics are using. The debate between internalists and externalists is a debate (...) concerning the psychology of moral judgment, but also a debate about our concept of moral judgment. As such, it has implications for other metaethical debates. Antirealists such as relativists and noncognitivists often defend internalism, and argue that their views are best equipped to explain the link between moral judgment and motivation. (shrink)

This thesis concerns our standing to epistemically blame. We have reason to think three claims hold true: we only have the standing to epistemically blame when it’s our epistemic business, other people’s epistemic errors are rarely our epistemic business, and we often have the standing to epistemically blame. These jointly inconsistent claims generate the puzzle which motivates this thesis. I begin in Chapter II by offering a novel account of epistemic blame. Chapters III and IV represent my argument against the (...) second of the above claims. I argue for two standing conditions on epistemic blame in order to demonstrate that others’ epistemic errors are often our epistemic business. Finally, in Chapter V, I examine a distinctly epistemic conception of hypocrisy to clarify one way in which we can lose the standing to epistemically blame. In sum, this thesis is meant to explain and defend our entitlement to epistemically blame. (shrink)

This article addresses theoretical problems around the notion of ‘choice’, using empirical data from a three-year, ESRC-funded study of identity, transition and footwear among both women and men. With a focus on female participants who wore, or had worn high-heeled shoes, it draws on Budgeon’s argument for viewing the body as event, as becoming, and Finch’s use of the concept of display, to explore the temporalities of high-heeled shoe wear, particularly as an aspect of ‘dressing up’. Data from both focus (...) groups and year-long case studies allowed everyday and life course patterns of high-heeled shoe wear to be explored – in many cases, as they unfolded. This material has led us to critique the linear, goal-oriented nature of a modernist ‘project of the self’, and to argue that identification, as a dynamic process, may often be erratic, partial and temporary. Emphasized femininity, it is suggested, can be ‘displayed’ episodically, as an aspect of ‘doing gender’, a perspective that problematizes notions of a ‘post-feminist masquerade’ that inevitably secures gender retrenchment. Through an examination of the occasions and non-occasions that pattern the temporalities of women’s lives, therefore, the article demonstrates a distinction between displaying femininity and doing gender, one that simultaneously sheds light on their relationship with one another. In the debate over the ontological structures of the entity that exists as being-in-the-world, the French philosopher Henri Maldiney focuses his theoretical developments on the unintentional and pre-predicative dimension of experience, where sensing (sentir) takes its origin, and based on which the Existentials of “encounter”, “surprise” and “rhythm”, that are key to understanding the aesthetic-artistic experience, are explained in the horizon of transpassibility and transpossibility. Given that that dimension is the privileged field of encounter with art, this paper will raise (...) the question of the nexus of the articulation between art and image. This question will be developed through the opposition of form and image, of the reality of image and the image of reality, and the aesthetic vision and imaginative vision. In this analysis, we will rely upon the Heideggerian conception of Existence, as well as some of Husserl’s and the neuro-psychiatrist Erwin Straus’s researches into the passive dimension of experience, with the purpose of showing how Maldiney, starting from them, contributed in a singular and significant way to the deepening of that unintentional dimension of existence which he calls “pathic”. The first mentions of “social engineering” and “social technologies” concepts started from the 19th century. Until the present moment, different lines of this story have been left neglected and insufficiently researched. In the article, initial meanings and authentic contexts of their usage are explained in more details. The investigation reaches the 1920s−1930s and is finished at the intersection of the Soviet and the American contexts concerned with scientific organization of labor, business optimization and economic planning. In conclusion, recent modifications of (...) social engineering are briefly characterized. They are connected with development of information technologies and automation of smart cities. The research appeals toward histories of scientific management in North America and Western Europe, its industrial roots and unexplained foundations. Meanwhile, it is philosophically substantial due to conceptual analysis and explication of presuppositions of our thinking in respect of society and ways of changing social reality. After Sir Karl Popper, social engineering has been associated with the Soviet methods of planning and centralized governance. However, one can be assured that until now this concept has evolved by different, alternative trajectories within the context of industrial modernization of Europe and America. Within post-industrial world, the vision of social engineering has been enriched by IT-analogies, and social practice is interpreted in light of organizational, cultural, mental, or historical algorithms, which are the subject of purposeful manipulation and modification. This article treats ambiguous heterosexual experiences—not quite rape, but not quite “just sex” either—as a form of domination, distinct from both coercion and productive power. It argues that if we wish to make sense of the power dynamics involved in these experiences, it may be useful to view the domination that takes place as a kind of interpellation, understood in the Althusserian sense as a mutually constitutive dynamic in which ideologies create “good subjects,” and subjects reproduce ideology. Considering heterosexual domination (...) as a form of Althusserian interpellation enables us to see the power in question as an embodied, intersubjective relation that demands the complicity of dominated persons, with lasting effects on their subjectivity. This approach avoids positing the dominated as helpless victims or passive objects, while bearing witness to and shedding light on their experiences. (shrink)

Worry proneness is a transdiagnostic trait that predicts increased negative affect (NA), potentially in the service of preventing negative emotional contrasts. Although discrete types of NA vary along the dimension of arousal, the extent to which trait worry predicts high vs. low arousal forms of NA in daily life is unclear. This distinction has important implications for conceptualising how worry may perturb adaptive emotionality in various disorders. The present study (not pre-registered) aimed to isolate the effects of trait worry on (...) high (N = 88) and low (N = 122) arousal NA in daily life using ecological momentary assessment while controlling for potential physical and psychological confounds. Participants were assessed for trait worry and depressive symptoms at baseline then reported their affect, heart rate, and exercise three times per day for one week. Multilevel models revealed that trait worry predicted both increased high and low arousal NA after controlling for momentary heart rate, daily exercise, and depression. In contrast, baseline depressive symptoms only predicted low arousal NA in daily life. Findings support the contrast avoidance model of worry and suggest that worry is linked to increased state NA in daily life, independent of arousal. (shrink)

This paper explores the nature of, and justification for, copyright in academic texts in the light of recent developments in information technology, in particular the growth of electronic publication on the internet. Copyright, like other forms of property, is best thought of as a cluster of rights. A distinction is drawn within this cluster between first order `control rights' and higher order `commodity rights'. It is argued that copyright in academic texts is founded on its role as a means to (...) allow academics to fulfil their role responsibilities. While the possession and exercise by academics of commodity rights can be thus justified in the case of mechanical print-based publication, since this helps make possible the reproduction and dissemination of academic texts, they cannot be so justified in the case of electronic publication. Feminist scholars have long been concerned with privileged women’s activism and engagement with feminist politics and how acts of resistance from privileged subjects might best be understood. In the current moment, we are seeing a reinvigoration of interest in feminist activism particularly from young women, but not necessarily focusing on young women who are positioned as privileged. Simultaneously, there is attention in the sociology of elite schooling to the question of social justice politics in privileged spaces. In this article, we (...) contribute to both of these scholarly conversations by reporting on the feminist activism of three young women attending an elite school in Australia. We argue that these young women’s activism/feminist politics need to be understood as a complex entanglement of resistance and reproduction with regard to gender, race and class, and that drawing on recent theorisations influenced by post-humanism in feminist educational research produces fresh insights into researching gender/race/class reproduction by young women in elite educational settings. Résumé La présente étude aborde la notion de « changement » dans le cadre de la cité grecque de l’époque classique, mais du côté opposé, celui de la continuité historique. Pour ce faire, elle examine les mots et expressions désignant le passé ancestral d’un peuple : elle étudie les significations du terme patrios et des termes apparentés dans la littérature grecque des Ve et IVe siècles, présente le cadre politique dans lequel les générations qui vivent à l’époque classique font appel (...) à leurs ancêtres et recherche, enfin, les éléments qui construisent l’identité de la cité classique. D’abord, il en ressort que les notions d’« ancestral » et de « traditionnel » sont floues et que leur connotation dépend des individus qui en font usage, ainsi que du moment historique dans lequel vivent les intéressés. Ensuite, il apparaît qu’elles sont le moyen qui permet aux Anciens d’exprimer leur réaction – positive ou négative – face aux transformations multiples que subissent les sociétés classiques. This article explores the networking activities of Count Nikolai Rumiantsev and Adam von Krusenstern, his close collaborator. The visionary Russian statesman and the celebrated navigator were deeply involved in northern exploration. They funded and organized a circumnavigating voyage by the brigRurikin 1815–18, with the explicit goals of searching for a northern passage between Eurasia and North America and conducting a series of scientific investigations in the Bering Strait region. This private exploratory enterprise profoundly influenced the exchange of information and reconfigured (...) both local and global networks of knowledge. Based on an analysis of private correspondence, printed accounts and journal articles related to theRurik's expedition, this study sheds light on how this transnational network of actors emerged and functioned, and how it promoted a lively circulation of information about exploration in the Bering Strait region in the 1810s–1820s. I argue that a complex interplay of geopolitical and intellectual competition, with exchanges, collaborations and coordination among various actors (e.g. patrons, navigators, scholars, entrepreneurs and publishers), stimulated further research on the global ocean's northern spaces and laid the foundations of marine science.
