Progress towards Universal Health Coverage (UHC) requires making difficult trade-offs. In this journal, Dr. Margaret Chan, the WHO Director-General, has endorsed the principles for making such decisions put forward by the WHO Consultative Group on Equity and UHC. These principles include maximizing population health, priority for the worse off, and shielding people from health-related financial risks. But how should one apply these principles in particular cases and how should one adjudicate between them when their demands conflict? This paper by some (...) members of the Consultative Group and a diverse group of health policy professionals addresses these questions. It considers three stylized versions of actual policy dilemmas. Each of these cases pertains to one of the three principal dimensions of progress towards UHC: which services to cover first, which populations to prioritize for coverage, and how to move from out-of-pocket expenditures to pre-payment with pooling of funds. Our cases are simplified to highlight common trade-offs. While we make specific recommendations, our primary aim is to demonstrate both the form and substance of the reasoning involved in striking a fair balance between competing interests on the road to UHC. The goal of achieving Universal Health Coverage (UHC) can generally be realized only in stages. Moreover, resource, capacity and political constraints mean governments often face difficult trade-offs on the path to UHC. In a 2014 report, Making fair choices on the path to UHC, the WHO Consultative Group on Equity and Universal Health Coverage articulated principles for making such trade-offs in an equitable manner. We present three case studies which illustrate how these principles can guide practical decision-making. These case studies (...) show how progressive realization of the right to health can be effectively guided by priority-setting principles, including generating the greatest total health gain, priority for the worse off, and financial risk protection. It is possible that the world contains infinitely many agents that have positive and negative levels of well-being. Theories have been developed to ethically rank such worlds based on the well-being levels of the agents in those worlds or other qualitative properties of the worlds in question, such as the distribution of agents across spacetime. In this thesis I argue that such ethical rankings ought to be consistent with the Pareto principle, which says that if two worlds contain the same (...) agents and some agents are better off in the first world than they are in the second and no agents are worse off than they are in the second, then the first world is better than the second. I show that if we accept four axioms – the Pareto principle, transitivity, an axiom stating that populations of worlds can be permuted, and the claim that if the ‘at least as good as’ relation holds between two worlds then it holds between qualitative duplicates of this world pair – then we must conclude that there is ubiquitous incomparability between infinite worlds. I show that this is true even if the populations of infinite worlds are disjoint or overlapping, and that we cannot use any qualitative properties of world pairs to rank these worlds. Finally, I argue that this incomparability result generates puzzles for both consequentialist and non-consequentialist theories of objective and subjective permissibility. (shrink)

Drawing on insights from social learning and social cognitive perspectives and research on the multilevel reality of leadership influences, we developed and tested a multilevel model that examines mechanisms and conditions through which ethical leadership deters work unit- and individual-level ostracism. Based on two field studies using multiple measurement points, we found that at the work unit level of analysis, relational climate partially mediates the negative relationship between ethical leadership and work unit-level ostracism whereas state mindfulness partially mediates the cross-level (...) influence of ethical leadership on individual-level ostracism. Contrary to our hypothesis, we found that the relationship between ethical leadership and relational climate was stronger when work units had a more mechanistic structure, and not when it had an organic work unit structure. Finally, we found that relational climate not only moderates the relationship between state mindfulness and individual-level ostracism, but also moderates the indirect influence of ethical leadership on individual-level ostracism through state mindfulness such that the indirect effect is stronger when relational climate is high as opposed to low. These findings highlight the individual- and work unit-level conditions and mechanisms through which ethical leadership relates to decreased ostracism at work, and thus extends theory and research on ethical leadership and ostracism. In this paper, we show that it is not a conceptual truth about laws of nature that they are immutable (though we are happy to leave it as an open empirical question whether they do actually change once in a while). In order to do so, we survey three popular accounts of lawhood—(Armstrong-style) necessitarianism, (Bird-style) dispositionalism and (Lewis-style) ‘best system analysis’—and expose the extent, as well as the philosophical cost, of the amendments that should be enforced in order to leave (...) room for the possibility of changing laws. Children and adults commonly produce more generic noun phrases (e.g., birds fly) about animals than artifacts. This may reflect differences in participants’ generic knowledge about specific animals/artifacts (e.g., dogs/chairs), or it may reflect a more general distinction. To test this, the current experiments asked adults and preschoolers to generate properties about novel animals and artifacts (Experiment 1: real animals/artifacts; Experiments 2 and 3: matched pairs of maximally similar, novel animals/artifacts). Data demonstrate that even without prior knowledge about these items, the (...) likelihood of producing a generic is significantly greater for animals than artifacts. These results leave open the question of whether this pattern is the product of experience and learned associations or instead a set of early-developing theories about animals and artifacts. Research integrity is core to the mission of higher education. In undergraduate student samples, self-reported rates of data fabrication have been troublingly high. Despite this, no research has investigated undergraduate data fabrication in a more systematic manner. We applied duplication screening techniques to 18 data sets submitted by psychology honors students for assessment. Although we did not identify any completely duplicated cases, there were numerous partial duplicates. Rather than indicating fabrication, however, these partial duplicates are likely a consequence of poor (...) measure selection, insufficient data screening, and/or participant characteristics. Implications for the teaching and supervision of honors students are discussed. (shrink)

We study shared intentions in what we call “loose groups”. These are groups that lack a codified organizational structure, and where the communication channels between group members are either unreliable or not completely open. We start by formulating two desiderata for shared intentions in such groups. We then argue that no existing account meets these two desiderata, because they assume either too strong or too weak an epistemic condition, that is, a condition on what the group members know and believe (...) about what the others intend, know, and believe. We propose an alternative, pooled knowledge, and argue that it allows formulating conditions on shared intentions that meet the two desiderata. (shrink)

Animal pain and suffering is mostly caused by humans, particularly by the human use of domestic animals. This calls for the recognition of animal pain and suffering. My focus is on pain-related suffering. I argue for recognition in the phenomenological sense of giving adequate regard to pain experience in animals and their capacity to express it in their own species-specific terms, in a way that will motivate us to prevent it. Urban agriculture is an important source of food and income throughout Africa. The majority of cultivators on the continent are women who use urban agriculture to provide for their family. Much research on urban agriculture in Africa focuses on the material benefits of urban agriculture for women, but a smaller body of literature considers its social and psychological empowering effects. The present study seeks to contribute to this debate by looking at the ways in which urban agriculture empowers women on (...) the Cape Flats, a region of Cape Town where urban agriculture is supported by nongovernmental organisations. Based on interviews with cultivators, the findings show that NGO-run urban agriculture projects not only aid food security, but also help women to develop supportive networks that unlock benefits across the personal, social and economic spectrum. In this paper we study substantive assumptions in social interaction. By substantive assumptions we mean contingent assumptions about what the players know and believe about each other’s choices and information. We first explain why substantive assumptions are fundamental for the analysis of games and, more generally, social interaction. Then we show that they can be compared formally, and that there exist contexts where no substantive assumptions are being made. Mental timing studies may be influenced by powerful cognitive illusions that can produce an asymmetry in their rate of progress relative to neuronal timing studies. Both types of timing research are also governed by a temporal asymmetry, expressed by the fact that the direction of causation must follow time's arrow. Here we refresh our earlier suggestion that the temporal asymmetry offers promise as a means of timing mental activities. We update our earlier analysis of Libet's data within this framework. Then (...) we consider the surprises which often occur on those rare occasions when neural timing experiments parallel mental timing work exactly. Together, these surprises and asymmetries prescribe a relentlessly meticulous and fully transparent exposition of timing methods, terms, and concepts which shuns plausible narratives, even when buttressed by rigorous formal models, unless guided by apposite empirical evidence. La investigación descriptiva muestra los pasivos ambientales que generan de la actividad minera en la ciudad de Bogotá Colombia. El enfoque cualitativo, permite identificar las zonas dedicadas a la actividad minera de extracción, explotación y producción de materiales para la construcción en la ciudad; para ello se realizó revisión documental y trabajo de observación para conocer el estado actual del impacto ambiental que genera esta actividad en el sur de la ciudad. This paper was motivated by the following two questions which arise in the theory of complexity for computation over ordered rings in the now famous computational model introduced by Blum, Shub and Smale: 1. is the answer to the question P = ?NP the same in every real-closed field?2. if P ≠ NP for , does there exist a problem of which is NP but neither P nor NP-complete ?Some unclassical complexity classes arise naturally in the study of these questions. (...) They are still open, but we could obtain unconditional results of independent interest.Michaux introduced/const complexity classes in an effort to attack question . We show that , answering a question of his. Here A is the class of real problems which are algorithmic in bounded time. We also prove the stronger result: , where PAR stands for parallel polynomial time. In our terminology, we say that is A-saturated and PAR-saturated. We also prove, at the nonuniform level, the above results for every real-closed field. It is not known whether is P-saturated. In the case of the reals with addition and order we obtain P-saturation ). More generally, we show that an ordered -vector space is P-saturated at the nonuniform level ).We also study a stronger notion that we call P-stability. Blum, Cucker, Shub and Smale have shown that fields of characteristic 0 are P-stable. We show that the reals with addition and order are P-stable, but real-closed fields are not.Questions and and the/const complexity classes have some model theoretic flavor. This leads to the theory of complexity over “arbitrary” structures as introduced by Poizat. We give a summary of this theory with a special emphasis on the connections with model theory and we study/const complexity classes from this point of view. Depuis 2001, MédiaCabSat est l'outil spécifique de la mesure d'audience des chaînes diffusées par câble et satellite, mis en place par Médiamétrie pour répondre à l'enjeu de la multiplication des chaînes thématiques. L'audimétrie, qui permet l'enregistrement de l'écoute sur l'année entière, avec identification automatique des chaînes, a été adoptée. À l'origine, le panel est constitué de 830 foyers, dont les 480 foyers du panel Médiamat qui reçoivent l'offre élargie. L'échantillon, qui doit être représentatif des différentes offres élargies reçues, a été (...) construit à partir d'une enquête nationale de cadrage . Pour assurer une fiabilité statistique satisfaisante, malgré la faiblesse de l'échantillon et le grand nombre de chaînes suivies , le choix a été fait de fournir des résultats cumulés sur six mois. Les principales caractéristiques de la population disposant d'une offre élargie sont maintenant connues avec précision.In 2001 the “Médiamétrie” organization introduced the “MédiaCabSat” tool specifically to obtain audience ratings for cable and satellite channels as a response to the important demands represented by the growing number of theme-based channels. TV metering was introduced which records viewing habits and figures for the whole year, with an automatic identification of the channels watched. At first, the panel was made up of 830 homes including the 480 homes of the Mediamat panel which receive the larger choice of channels. The sample audience has to be representative of the various channel packages on offer and was defined using a national audience survey study involving over 75 000 respondents. To ensure statistic reliability even though the sample audience was relatively small and a large number of channels were covered by the survey , the choice was made to produce cumulated results over a six-month period. Comment interpréter le regain d'intérêt pour les réflexions sur la transcendance, la quête de sens, la morale et l'éthique dans nos sociétés contemporaines? Abstract:This article addresses the geospeculation of Kuannersuit, a mountain in southwest Greenland that holds a major deposit of rare earth minerals, including uranium. Through the concepts of “geofetishism” and “tender violence,” we consider the history of mineral speculation in Greenland, and how its colonial history bears on the now independent (Inuit) Greenlandic government, and the township of Narsaq. With a focus on the anti-uranium activist group, Urani? Naamik!, we show the challenges posed to Greenlanders in their resistance to the mobilization (...) of their mineral resources by the Australian mining company, Greenland Minerals and Energy (now renamed Energy Transition Minerals). A highlight of this resistance, in our view, is Urani Naamik’s counter-analysis of GME’s environmental assessment report. (shrink)
