The article offers forecasts of the geopolitical and geo-economic development of the world in the forthcoming decades. One of the main accusations directed toward globalization is that it deepens the gap between the developed and developing countries dooming them to eternal backwardness. The article demonstrates that the actual situation is very different. It is shown that this is due to the globalization that the developing countries are generally growing much faster than the developed states, the World System core (...) starts weakening and its periphery begins to strengthen. At the same time there is a continuing divergence between the main bulk of developing countries and the group of the poorest developing states. The article also explains why the globalization was bound to lead to the explosive rise of many developing countries and the relative weakening of the developed economies. In the forthcoming decades this trend is likely to continue (though, of course, not without certain interruptions). It is also demonstrated that this convergence constitutes a necessary condition for the next technological breakthrough. (shrink)

What do we mean by globalization? The president of Nabisco once defined it as "a world of homogeneous consumption." 2 It is a world in which everyone, no matter what latitude or longitude, eats the same food, wears the same clothing, and derives pleasure from the same entertainment. It is the world of McDonald's, Holiday Inn, James Bond movies, Nike shoes, and Coca-Cola. Noam Chomsky, in a lecture at Boston College, described globalization as the "new face of capitalism." 3 It is a network of power centered in corporate interests and financial institutions that controls the flow of capital in order to promote the financial interests of those in power to the detriment of all others. The strategies of globalization have to do with centralizing all power in financial interest, reducing all value to money, and subsuming governments to the interests of the corporations. According to Chomsky, the strategies employed by the transnational network are designed to consolidate this control:Buy the executive branch of the states involved;Own the legislative branch through lobbyists, campaign contributions, and term extensions, or whatever else may work; [End Page 31]Set the conditions in which policy is determined, asserting the power of global capital;Control the doctrine and information systems, especially to invent new needs in order to bolster a culture of fashionable consumption. 4The players in this transnational network reside in the wealthy countries of the world, especially the governments of the G8, and most especially the United States. The global dominance of the International Monetary Fund and the World Trade Organization is funded by U.S. dollars funneled to them by the network. Yet this capital is not really exchange of cash; instead, it is speculation. Chomsky commented: In the last twenty-five years, there has been a huge explosion of financial institutions and financial capital, most of it speculative, with little actual capital in the economy. The flow of capital is $1.5 trillion per day, very little of it productive. Ninety-five percent of it is destructive and speculative. The return time on investments is very rapid; eighty percent has a return time of a week, and often it is less than a day. This daily flow of capital in international markets is twice the total foreign exchange of all states together. This book conceives of globalization processes as neither uniform nor merely economic and political, but also technological, scientific, and cultural and, along lines analogous—but not identical—to those of diffusion theory, formulates a catalytic diffusion conception of globalization. In addition, the book provides a taxonomy of globalization processes, investigates the social and personal consequences of a number of them, and formulates a comprehensive approach for dealing with them.

Common goods and political sovereignty of nation-states are intertwined, since without government the orderly treatment of common goods would be unlikely. But large corporations, especially global multinationals, reshape and restrict national sovereignty through economic forces. Consequently, corporations have specific social responsibilities. This article articulates those responsibilities as they pertain to managing common goods.

Globalization and cosmopolitanism, on the one hand, and autarchy and nationalism, on the other, are two extremes between which humankind is destined to balance constantly, due to diversity and the natural confrontation of various cultural and civilizational systems by which it is represented. At the same time, globalization and cosmopolitanism are natural phenomena and are the most important characteristics of social development. That is why we should not put obstacles in the way of their dissemination and rooting in (...) social life, but to aim at deeper understanding of their essence and what is hidden behind them in order, preventing ourselves from rash evaluations and one-sided conclusions, to contribute to the formation of a stable and just global world. From the end of the XX century academic community has been extensively discussing globalization issues affecting economy, politics and culture. First and foremost there grew anticipations of an ecological disaster on a global scale associated with environmental pollution. Solution of these problems on a global scale is based on a sustainable development strategy. The sustainable development is a balance between natural environment (biosphere) and artificial environment (technosphere). Russian thinkers of the early XX century introduced a notion of noosphere. One (...) of the landmarks of sustainable developmentmust become ecosophy. Asian civilization has been developing in the spirit of ecosophy. It shows that one can live in equilibrium with natural surroundings and scientific progress, preserving spiritual culture and maintaining high spiritual standard. The authors study U.S. stockbrokers, workers directly affected by the technological and economic forces of globalization. Drawing on interviews with 61 brokers and managers in four firms, they find that competition from electronic communication networks and international markets has increased the pace of work for stockbrokers, spurred online and after-hours trading, and may prompt the major stock exchanges to establish later trading sessions known as extended-hours trading. These events are lengthening already long working days for brokers and contributing to (...) a deficit of the time and energy they have to care for their families. These developments also reinforce gender inequality at home and in the workplace. The authors also find an alternative response to this globalization: The discount firm model, which creates the conditions for more gender balance in jobs and careers and thus the possibility for greater gender balance in the provision of care. The global spread of corporate social responsibility (CSR) practices is widely explained in institutional-isomorphic terms: Corporations worldwide adopt CSR in reaction to isomorphic pressures exerted on them by a pro-CSR global environment, including normative calls for CSR, activist targeting, civil regulation frameworks, and educational activities. By contrast, this article considers the proactive agency of corporations in CSR diffusion, which is informed by nonmarket strategies that seek to instrumentally reshape the political and social environment of corporations. Applying a “channels-of-diffusion” perspective, we (...) show that in the initial phase of CSR’s transnational diffusion—as exemplified by the cases of Venezuela (1962-1967) and Britain (1977-1981)—CSR traveled through learning exchanges between business elite “exporters” and “importers” whose engagement in diffusion addressed crisis-enhanced political threats and opportunities in the receiving country. The focal agents established national CSR business associations, which disseminated among local corporations CSR practices adapted to confront the challenges at hand. We identify the features of such “business-led cross-national diffusions of CSR”; formulate propositions regarding their conditions, dynamics, and effects; and suggest that further research of this mode of diffusion would advance a more nuanced and balanced understanding of CSR’s globalization. The language of balancing is pervasive in constitutional rights jurisprudence around the world. In this book, Jacco Bomhoff offers a comparative and historical account of the origins and meanings of this talismanic form of language, and of the legal discourse to which it is central. Contemporary discussion has tended to see the increasing use of balancing as the manifestation of a globalization of constitutional law. This book is the first to argue that 'balancing' has always meant radically different things (...) in different settings. Bomhoff uses detailed case studies of early post-war US and German constitutional jurisprudence to show that the same unique language expresses both biting scepticism and profound faith in law and adjudication, and both deep pessimism and high aspirations for constitutional rights. In this article, the foundations of a new principle of international relations are discussed. They are traced back to the idea of the human being as a culturally living being (homo culturalis). The new principle of harmonic power is conceptualized in the first segment by way of contrasting it with the original meaning of the concept of ‘soft power’ by Joseph S. Nye Jr. In the next part, a portion of the intension of a new concept of culture is established. (...) It serves as a conceptual background and context for the idea of harmonic power. This foundation for a new and more comprehensive concept of culture is inspired by ancient Chinese elements of thought but also by comparable elements of Indian and Graeco-Roman philosophy. In the following step, a conceptual extension of culture in four major areas, respec-tively, mutually permeable “focus fields” is outlined. The accompanying discussion in view of ancient Chinese philosophy and elements of other traditions then leads to a completion of the intension of the concept of culture. This is achieved in view of the aspect of morality in relation to the Golden Rule. In a final step, further reflec-tions are provided regarding the interrelation of the advanced concepts of harmonic power and culture discussed in the this article. Harmonic power means the essential prerequisite for the shift away from the conflict-ridden desire for monopolar world hegemony—a yearning that has revealed itself as an impasse over and over again—towards a peace-bearing, transformative future of multipolar world participation. Harmonic power is the foundation of the cultivation of a mutually beneficial socio-cultural co-evolution on a global scale. (shrink)

Chinese painting has always been a unique product of our ancient civilization, which has survived to the present day. During its 2000-year development, Chinese painting has gradually turned into a unique and non-reproducible art form capable of expressing the thoughts and feelings of the artist. Over time, Chinese painting also demonstrates a new trend of inheritance and innovative development. Changes in Chinese painting occur simultaneously with the processes of globalization. This gives rise to new research on the trends of (...) diversification of artistic creativity. The focus of artistic expression has shifted from the depiction of direct natural objects towards the spiritual plane, which is a direct result of the creative activity of artists whose aspirations are manifested in the use of traditional Chinese ink painting in combination with new methods of figurative representation and deep understanding of spiritual content. Since ancient times, artists have actively sought to harmonize and balance the subjective and objective, as well as to achieve their organic combination. This article examines traditional Chinese painting as a source and driving force of the transformation of Chinese painting、prints of the era and integration in the content of paintings、attempts to introduce the Western concept of frontal composition, as well as updating the language of painting and artistic concepts. It is argued that the fundamental driving force and the main support for the development of Chinese painting in the context of globalization should be traditions integrated with new creative elements and techniques, thus it is possible to better promote Chinese culture and inherit the essence of traditional Chinese painting. The authors acknowledge that there can be naive troublemakers in NGOs and greedy people in business as well as socially concerned people in both groups.The book is divided into three parts. Part 1 deals with the philosophical foundations for addressing ethical issues in business within the context of globalization. Here the authors advocate for a limited, carefully defined notion of rights, properly noting that not everything of ethical significance falls under the notion of rights. The important distinction they make is between negative rights (the rights to life and freedom), which oblige us never to harm others, and positive rights (rights of entitlement, such as education, medical care, housing), which depend upon the various types of relationships, voluntary or involuntary, in which people find themselves. The former apply universally to neighbors near and far; the latter, because they are defined by relationships, apply primarily to neighbors near to us. With globalization distant neighbors often become near neighbors—for example, when a company builds a production facility in another country. In view of this, the authors argue that the Enlightenment’s individualistic understanding of rights is incomplete. A fuller version of rights (rooted in Aristotle) situates all humans in social communities where mutual charitable treatment is better suited to promoting human flourishing. With this in mind, the authors use the second form of Kant’s categorical imperative (“Always treat others as ends”) to map out some helpful practical guidelines for multinational corporations that are conducive to human well-being. The author takes this ambiguity of the doctrine in meaning and purpose to cast light on the reality of globalization and the global village.

Rituals in dying and mourning have a social and a psychic aspect: they have the twin function of diminishing the danger of succumbing to intense emotions (fear, despair, powerlessness and grief) by evoking a feeling of solidarity, and of enhancing the sense of being connected to a larger community, on which basis these emotions are acknowledged as well as dimmed and kept under control. As the changes in mourning ritual of the last half of the 20th century demonstrate, the relation (...) or balance between these social and psychic functions of mourning rituals has been changing. From the 1960s onward, many traditional rituals came under suspicion and were pushed aside. Since the 1980s, a quest for new rituals has emerged. The article will address the question of what has changed in the social and individual regulation of these feelings by comparing old, mostly religious rituals, to more recent ones. The latter will be interpreted as part of a highly individualized quest for societal recognition and solidarity, demonstrating how processes of individualization, `solidarization' and globalization are interconnected. Due to the innovative nature of the world economy and the continuity of scientific and technological progress, intellectualization becomes one of the world's leading trends. The article is aimed to evaluate the state of intellectualization of the national economy of Ukraine in the context of globalization. In the article the existing approaches are considered, which are used by international organizations and expert agencies to evaluate the intellectualization level of the countries around the world. The indicators of the state of (...) intellectualization, available in the publications of the State statistics service of Ukraine have been researched. The author's deductive description of the intellectualization state of the regions (on the basis of twenty four indicators) and of types of economic activity (three indicators) of the national economy has been presented. It has been determined, that in the today's circumstances, an increasing of intellectualization level of the Ukrainian economy could happen, on the one hand, by means of getting balanced the status of intellectualization of the regions, given their natural resource potential, the socio-economic situation and the international human resources movement. On the other hand, this can happen due to introduction of new forms of national economic policies for human resources development in the fields of IT-technologies, information services, sports, education, space industry, tourism. The scientific novelty and practical importance, as well as originality of the obtained results is represented by an elaborated methodological framework for evaluating the state of the intellectualization of the national economy plus a further projecting of mechanisms of intellectualization of Ukraine in the worldwide context. The contemporary confluence of globalization and ethical pluralism is at the origin of many ethical challenges that confront business nowadays, both in practice and in theory. One of the challenges arising from the development of globalization has to do with respect for cultural diversity. It is often said that the success of economic globalization tends towards social and cultural homogeneity. To the extent that cultural diversity is usually seen as a valuable reality, that global trend seems to (...) contradict our efforts to respect ethical pluralism, both personal and cultural, within society. In this paper I argue that (a) ethical minimalism, despite its emphasis on tolerance and justice, does not take pluralism seriously into account in present-day society, and (b) ethical minimalism is not suited to balancing the homogenizing trend of globalization. Certainly ethical norms are necessary, but by no means are they sufficient in themselves to encourage either justice or tolerance; nor are they sufficient to inspire and encourage good practices and sound regulations. Instead, virtue-based ethics has the capacity of inspiring and encouraging good practices. Particularly, virtue-based ethics is able to inspire a serious dialogue about ethical and legal issues both in the public arena and within organizations. (shrink)

Thirty years after the demise of the Soviet bloc, there still persists a rhetoric of differentiation and a discursive polarisation between the Western and the non-Western educational thinking and practices. This rhetoric overshadows a potential similarity, or homogeneity, between the dominant and several marginalised contexts. Regional, local and personal variations are prematurely attributed to fundamental, if often poorly argued, cultural differences. We seek to introduce and to preliminarily summarise the existing understandings of refraction in education and social research. Sporadically used (...) but seldom defined, the refraction metaphor appears to feature: (a) a multiplicity of viewpoints as an incentive for social research, (b) non-relativistic, scientific progress as an end value for understanding social reality, (c) a balanced approach towards homogeneity and heterogeneity in social research, and (d) a substantially historical orientation towards analysing homogeneity and heterogeneity. Education in the former socialist European countries demonstrates how heterogeneity is rhetorically overstated and how variations can be more adequately addressed by analysing refractions. (shrink)

Globalization and rapid information processes that are inherent in today's post-pandemic society, contributing to the reorganization of the authorities of many countries and their contacts with regions, local territorial units or civil society. Such changes, first of all, provide for delegation of authority at the level of regional and local authorities. However, many developing and today position their own society as post-modern, continue to be in a state of disunity of the branches of government, with a high level of (...) corruption and abuse of official position, improper distribution of resources, inappropriate tax system and incompetent provision of services by relevant authorities. This affects the relevance of studying foreign experience in building a rational, effective, balanced public administration system, the leading place in which in almost all developed countries is the decentralization of the state and, above all, the executive branch. The foreign experience of the successful implementation of decentralization reforms is investigated. The main characteristics inherent in the decentralization of power in European countries are given, including in the context of the existence of a pandemic. The features of decentralization of power in France, the UK, Germany and other countries are highlighted. It is substantiated that the experience of decentralization reforms in each country is unique and reflects the specifics of the development of a particular country, and therefore it is impractical to introduce foreign experience without taking into account the particular economic and political development of a particular country. The urgency of the study is that today the creation of a well-balanced information and communication infrastructure for the management of a state capable of ensuring the formation, distribution, efficient use and protection of resources, largely depends on a clear legal definition of the system of views on the implementation the government of information and communication function. The purpose of the research - the theoretical and practical aspects of new approaches to the analysis of information and communication activities in (...) the context of modern globalization challenges. Objectives of the study: using the methodology of system analysis and system synthesis to determine the problem of the need for a clear legislative definition of the purpose of further action; analyze the problems of forming of global information and communication space. The scientific novelty of the research is the identification of the problems of information and communication activities in the context of modern globalization challenges and the achievement of sustainable development of society. The results of the study: the problems of the legal language were explored and new approaches to the issues of information and communication activities were revealed; also were revealed the human rights problems and the need to systematize the law; information activity of modern Ukraine in the context of globalization challenges is disclosed; the alternatives to innovation and identify ways to achieve information and communication security are researched. Conclusion - the modern state should respond timely to the challenges of scientific and technological progress, adequately respond to key issues of identifying the problems of information and communication activities in the context of modern globalization challenges. The globalization of and technological challenge to the world's workers generate profound ethical problems. Suitable solutions will require governments and civil societies to move beyond the modern tendencies to divinize property rights and base people's income eligibility almost exclusively on their work. Some attention is being paid to the issues involved therein so as to achieve better work/life balance. In some places, in fact, resource-based wealth has been distributed to all citizens, even to those not directly involved in generating (...) the wealth. To maintain and grow such arrangements will be difficult so long as traditional capitalist values like property rights and the work ethic remain dominant. Until this worldview is modified, only the independently wealthy will be able to live decent lives without engaging in wage work. But wageworkers' ability to find such work indefinitely is not assured. (shrink)

The process of economic globalization has over the years accelerated the pace of labour policy convergence. In the Indian context, labour law since 1991 has witnessed a paradigm shift while embracing a policy of global integration. The ambit of labour relations is now being related with private practice or the informal settings, leading to multiple concerns over labour justice and security. In compliance with global standards, the continuous emphasis upon labour flexibility characterised by flexible labour employment, performance based remuneration, (...) increasing portion of casual labour, has raised several concerns. This paper is an attempt to highlight the attempted and achieved labour law policy convergence in India, coupled with a few suggestions for balance in global national comittments towards labour welfare. Increasing globalization of the nursing workforce and the desire for migrants to realize their full potential in their host country is an important public policy and management issue. Several studies have examined the challenges migrant nurses face as they seek licensure and access to international work. However, fewer studies examine the barriers and challenges internationally educated nurses (IEN) experience transitioning into the workforces after they achieve initial registration in their adopted country. In this article, the authors report findings from (...) an empirically grounded study that examines the experience of IENs who entered Ontario’s workforce between 2003 and 2005. We found that migrant nurses unanimously described nursing as ‘different’ from that in their country of origin. Specifically, IENs reported differences in the expectations of professional nursing practice and the role of patients and families in decision‐making. In addition, problems with English language fluency cause work‐related stress and cognitive fatigue. Finally, the experience of being the outsider is a reality for many IENs. This study provides important insights as policy and management decision‐makers balance the tension between increasing the IEN workforce and the delivery of safe patient care. (shrink)

The proliferation, globalization, and fragmentation of law in world politics have fostered an attempt to re-integrate International Law and International Relations scholarship, but so far the contribution of realist theory to this interdisciplinary perspective has been meagre. Combining intellectual history, the jurisprudence of IL and IR theory, this article provides an analysis of John H. Herz’s classical realism and its perspective on international law. In retrieving this vision, the article emphasizes the political and intellectual context from which Herz’s realism (...) developed: the study of public law in Germany during the interwar period and in particular the contribution of Hans Kelsen and the pure theory of law to the study of international law. Herz was deeply inspired by Kelsen but he criticized the pure theory for ignoring the sociological foundations of law. Following his emigration to the United States, Herz embraced realism but without disregarding international law. Indeed, his mature, globally oriented realism offers a balanced, fruitful perspective for thinking about the relationship between politics and law that is deeply relevant for contemporary theory: it challenges modern, law-blind variants of realism and holds considerable potential for contributing to the approaches that have most successfully studied the law–politics nexus. When we talk about globalization, we tend to focus on its social and economic benefits. In Governance in the New Global Disorder, the political philosopher Daniel Innerarity considers its unsettling and largely unacknowledged consequences. The "opening" of different societies to new ideas, products, and forms of prosperity has introduced a persistent uncertainty, or disorder, into everyday life. Multinational corporations have weakened sovereignty. We no longer know who is in control or who is responsible. Economies can collapse without sufficient warning, (...) and the effort to rebuild can drag on for years. Piracy is everywhere. Is there any way to balance the interests of state, marketplace, and society in this new construct of power? Since national economies have become deterritorialized and political interdependencies aggravate our common vulnerabilities, Innerarity contends that there is no other solution except to move toward global governance and a denationalization of justice. Globalization tries to unify the world through technologies, the economy, and cultural products and styles, but it cannot articulate or regulate political and legal equivalents. Everyone faces the same risks to their security, food supply, health, financial stability, and environment, and these risks demand a new global politics of humanity. Given the evolution of the public health (PH) and the changes from the phenomenon of globalization, this area has encountered new ethical challenges. In order to find a coherent approach to address ethical issues in PH policy, this study aimed to identify the evolution of public health ethics (PHE) frameworks and the main moral values and norms in PH practice and policy. According to the research questions, a systematic search of the literature, in English, with no time limit was (...) performed using the main keywords in databases Web of Science (ISI) and PubMed. Finally, the full text of 56 papers was analyzed. Most of the frameworks have common underpinning assumptions and beliefs, and the need to balance PH moral obligation to prevent harm and health promotion with respect for individual autonomy has been specified. As such, a clear shift from liberal values in biomedical ethics is seen toward the community’s collective values in PHE. The main moral norms in PH practice and policy included protecting the population against harm and improving PH benefits, utility and evidenced-based effectiveness, distributive justice and fairness, respect for all, privacy and confidentiality, solidarity, social responsibility, community empowerment and participation, transparency, accountability and trust. Systematic review of PHE frameworks indicates utilization of the aforementioned moral norms through an practical framework as an ethical guide for action in the PH policy. The validity of this process requires a systematic approach including procedural conditions. (shrink)

The international trading system remains a locus of fierce social conflict. The protesters who besiege gatherings of its managers—most famously on the streets of Seattle at the turn of the millennium—regard it with suspicion and hostility, as a threat to their livelihoods, an enemy of global justice, and their grievances are exploited by populist statesmen peddling their own mercantilist agendas. If we are to support the trading system, we must first assure ourselves that it can withstand moral scrutiny. We must (...) ensure that it works for and not against those whom it envelops; that it serves to emancipate, not ensnare. While there is an extensive literature addressing the economic and legal aspects of trade, the ethical questions its raises have escaped close inspection. This book contributes to resetting the balance. It grapples with moral quandaries relating to world politics, globalization, and international commerce, and recognizes that resolving these problems is essential if we are to move toward a world in which trade justice is a reality. The previous chapters have provided a detailed overview of the variety of ethical challenges posed by the development of ICTs. By way of conclusion, in this epilogue I would like to invite the reader to look into the possible future of Information and Computer Ethics. More specifically, I shall try to forecast how the convergence of two fundamental trends of our times, globalization and the development of the information society, may interact with the ethical problems analysed in this book. (...) The exercise will not be based on some untenable technological determinism. Humanity is, and will remain, firmly in charge of its destiny and hence be responsible for it. Rather, it will mean adopting the farmer's view that, with enough intelligence, toil and a bit of luck, one might be able to tell today what one will probably reap tomorrow. Before trying to ‘look into the seeds of time, and say which grain will grow and which will not’ (Shakespeare, Macbeth, Act I, Scene III, 59–62), two clarifications might be in order. First, the future of globalization is a phenomenon too complex even to sketch in this brief epilogue. For a synthetic, well-balanced and informed overview, the reader may wish to consult Held and McGrew (2001) and consider that this chapter is written from what Held et al. The article gives grounds for a new paradigm of development - branding of the territory. The problem of region brand formation is actualized. The point of view of the author on the territorial branding as a technology of providing the balanced and stable socio-economic territory development in current conditions deserves particular attention. The analysis of territorial branding formation as independent marketing trend is given. The scientific interpretations of the category "territorial branding" are given. The proposition that branding is an (...) effective instrument of attracting attention to the territory is stressed. In conditions of informational and creative economy the existence of the city brand and its development strategies become the necessary factor of the effective realization of territorial potential. The conceptual framework of territorial branding and main characteristics of the utility of the territory are considered. The results of scientific research develop scientific knowledge in the field of branding territory theory, promote the development and use of intellectual and institutional resources of the territory for the growth of its marketing potential. This indicates, that the basic principles of territorial development, starting from the main concept to the specific project documents need updating, which is connected with the economic processes and also democratization and globalization processes. The cultural-economical planning gets priority, the foundation of it is the use of human and cultural capital of the city. The novelty is that material assets, traditionally considered being the basis of territorial economy development, lose their significance comparing to intangible assets, which are of various character: creative and cultural potential of the inhabitants, management professionalism, information environment saturation, the possibility to create the atmosphere of tranquility and comfort on the territory. Not the territory size and its economic base become the main success factors, but new unconventional management decisions, an energetic wish of the territory to formulate clearly its strategical interests in the country, in the region and in the world. This is the aim of the territorial branding. Currently the changing of territory development paradigm takes place. In this article we try to show how revolutionary the idea of sovereignty was and is in the Islamic world, preceding all nationalism. Sovereignty marks the very transition from empire to the central state that the nation state presupposes.Sovereignty made its entrance in the nineteenth century in the Ottoman Empire. It functioned in the centralization policy of the sultan, who needed this central position to realize a top down process of modernization. This policy took apart the Empire’s traditional system of (...) checks and balances. Thus, the nation state does not conserve traditional culture, but is the result and producer of cultural change, in fact, of a process of modernization that involves language and religion .This does not imply that all nation states are homogenized by a globalizing process of modernization. A civil society based on individual freedom and the application of human rights and democracy makes a real difference in the world of nation states. Those ideas prevent the return of empire in the disguise of globalization. In Europe, these liberal ideas mark the limits of sovereignty and preceed the emergence of nationalism; in the Ottoman Empire and the Islamic world, sovereignty and nationalism are used for a top-down process of modernization sometimes at odds with those liberal ideas. The implementation of these ideas in an specific cultural context is necessary and is at the same time a guarantee against cultural isomorphism. (shrink)

The article is devoted to the culturological analysis of the new model of the subject in the twenty first century. The methodology of work is based on the wave theory of social development. Modern society enters the state of the "fourth wave". The fourth wave comes in place of the agrarian, industrial and informational societies. This wave is called "new Industrialization" in contemporary economic context. The modern economy needs the revival of the industrial sector with the support of the national (...) state. New industrialization is countering the global control and fragmentation of the world. The national state is changing its concept from unitary to glocal and multi-polar. Consciousness of citizens should also change. The subject of the fourth wave is a cultural nomad. He makes travels to the global world and switches cultural codes in different contexts. The term "altermodern" is the word of curatorial practice of "zero". It means the nomadic consciousness, the ability to cultural wanderings. Nomadic consciousness is based on the model of transculture. Trans-national and trans-cultural view is a synchronization in the human minds of different cultural worlds. Man is at the point of their collision, belongs to all the worlds and does not apply to any one. It accumulates in its consciousness projections of different cultures, their possible alternatives and development. Nomadism, transculture and altermodern - is the gap between globalization and antiglobalism. Globalism causes unification of cultures. Anti-globalism leads to a revenge of fundamentalism and ethnic isolation. Nomadic consciousness of the altmodern balances between the universal and particular principles of human existence. Opposition to ideology is a distinctive feature of transcultural altmodern. The fourth wave is characterized by total radicalization of the world as a result of the revival of the neoliberalism of the right-wing dictatorships on the territory of the Third World countries. "The doctrine of shock" is the source of the formation of neo-totalitarianism. Art liberates him. Psychoanalysis is a means of liberation from ideologies. The procedure for dismissal is based on art therapy in the aesthetic cluster. Altermodern is an era of increasing role of artists in shaping the consciousness of a cultural subject. Art-galleries of the world use techniques of psychoanalytic work with the public. They provide rearrangement of the subject in the direction of an open dynamic consciousness without boundaries and prejudices. (shrink)

Broad comparisons of international relations across time—of the prospects for peace and of the possibilities for a new ethics for a connected world—typically focus on two dimensions: economic globalization and integration on the one hand, and the character of major interstate relations on the other. One of the most striking features of the pre-1914 world was precisely the coincidence of intensified globalization with a dramatic deterioration in major power relations, the downfall of concert-style approaches to international order, and (...) the descent into total war and ideological confrontation—what T. S. Eliot termed “the panorama of futility and anarchy which is contemporary history.” Today's optimists stress the degree to which globalization appears much more firmly institutionalized than it was a hundred years ago, the rather striking success of global economic governance in responding to the financial crisis of 2007–2008, and the longer-term trend within international society to move away from major-power war. Pessimists are less sure. They worry that we have had to re-learn just how unstable global capitalism can be, both in terms of the wrenching societal changes produced by economic success and of the political strains produced by slowdown and recession. And they point to the abiding or resurgent power of nationalism in all of the core countries in the system, the return of balance-of-power thinking, and the renewed salience of major power politics. Like other Arab countries, Jordan must find ways of responding to the rapid processes of change affecting many aspects of social life. This is particularly urgent in healthcare, where social and technical change is often manifested in tensions about ethical decision-making in the clinic. To explore the attitudes, beliefs and concerns relating to ethical decision-making among health professionals in Jordanian hospitals, a qualitative study was conducted involving face-to-face interviews with medical personnel in four hospitals in Amman, the capital of Jordan. (...) Data were analysed thematically in relation to a pre-existing set of ethical categories. Interviews were conducted with thirty-eight doctors covering most medical specialities. Five major themes emerged from the interviews: ethical awareness, ethical issues, the impact of religion on ethical decision-making, practical and theoretical resources for ethical decision-making, and challenges. While uncertainty was expressed about some aspects of Western approaches to ethics, participants strongly supported adoption of a range of Western bioethical principles, including cultural and ethical diversity, along with adherence to Islamic religious norms. A range of serious ethical challenges facing the Jordanian health system were identified, covering social, legal, managerial, and technical issues. Ethical decision-making in Jordan is complex, having to accommodate the needs of patients, the opinions of doctors and their families, the views of religious authorities, managerial considerations, and both local norms and international standards. Health professionals struggle with three sets of tensions that emerge out of the struggle between traditional, community-embedded forms of social organization and the demands generated by globalization and the influence of Western culture: the tensions between tradition and modernity, conservatism and pragmatism, and religion and secularism. Doctors in Jordan prefer approaches to ethical decision-making that realize a balance between the extremes, although the exact nature of where that balance should lie remains uncertain. (shrink)

A valuable special feature is a summary of the status of present-day science, starting with the classical phase, and ending with the developments in the last century comprising the Theory of Relativity, quantum physics, genetics, various aspects of human consciousness, modern astronomy, astrophysics and cosmology. Last but not least, the author critically reviews some of the presentday fashionable discourses on 'science as the best way to reach God' and leads the readers to an appraisal of the on-going researches on the unification of the four fundamental interactions of physical sciences. How can English language teachers contribute to peace locally and globally? Philosophers are uniquely qualified to negotiate a balance between the reflective potential of globalization and the great routine powers of nations, states, tribes, and families. Here's how we can do it: we can teach the difference between playing a game and choosing a game. From time immemorial people of all tribes and cultures have marked a sharp distinction between those individuals deemed qualified by age, expertise, or status to choose or write the rules, and those other, lesser individuals who (...) are obliged merely to obey those rules. This is the traditional difference between a person, on the one hand, and a utensil, on the other: persona est sui iuris; servus non est persona ("A person chooses its own laws; a slave is not a person"). Persons, but not utensils such as shoes, have, and deserve, good will. To a person, a culture is a means of creating a sustainable humane environment. To a culture, a person is a means for the culture to replicate itself. Placing culture first is a tradition we can no longer afford to maintain, because it makes enduring peace impossible. The purposes utensils can be made to serve have become too terrible (and, with the advent of global communication, too obvious) for the human race to endure, and the capacity of the voiceless to express themselves violently is increasing without limit. Hence we must create new traditions in which we teach all our children reflective thought, with which rules are pragmatically justified rather than unquestionable. To that end I propose to distinguish random, routine, and reflective thought and action. Each of these three levels of thought and action has its costs and its benefits; together they contain the entire range of human possibility. Three familiar philosophical concepts support my claim that reflective thought and action can and must be taught to and learned by all. (shrink)

The need to inscribe political analysis with a feeling of historical acceleration was nowhere as patent as in George W. Bush's New World Order. Although the "New World Order" quickly (...) gave way to the euphemism "globalization," it soon became obvious that political agendas would change considerably as would the terms of engagement with realities that had once seemed straightforward and now appeared riddled with theoretical problems.Nationalism was salient among those realities. Although it had driven decolonization in the fifties and sixties and throughout the Vietnam era, it seemed to flare up roughly at the time when Bush pronounced the bipolar order dead. As the political map was being redrawn after the breakdown of the Soviet empire, other foci of political struggle caught the world's attention. National struggles in other regions were interpreted as collateral of that breakdown rather than long-standing symptoms of similar tensions at different scales. Once more, the European continent was caught in the incongruity of its historical processes. While Western Europe was cautiously advancing toward economic and political integration, Eastern Europe found itself returning from a "posthistorical" experiment in supranationalism to the "historical" horizon of polities being reconfigured according to such social tangibles as a common language and religion, a traditional relation to place, and shared identifying memories.Until the 1990s the West smugly believed that it had consolidated state borders around seemingly homogeneous societies. Cultural integration was flaky in spots (Northern Ireland, the Basque Country, Corsica); those resistances, however, were looked on mostly as archaic irrelevances bound to disappear. But as nationalism began to haunt the cozy dream of a posthistorical balance of power, nonchalance gave way to a glut of intellectual exorcisms meant to conjure the evil that had caught at Europe's edges. In this new context, the Balkans represented for Europe, in Žižek's words, "the peculiar status of a ghost that haunts it." If the Balkans "are always somewhere else, a little bit more toward the southeast" [3], in the 1990s the danger of Balkanization seemed ubiquitous. At the time, a true Balkan hysteria rang out in the most self-satisfied European nations. In France and Spain, long-standing conflicts between center and periphery were recast in terms of the horror seen on CNN. Europe spatialized its fears, turning geographic distance into a metaphor for the racism directed against its internal others.Europe's internal others did not consist only of immigrants from non-EU countries, for whom liberals always had a soft spot, but also of those peoples and territorial units capable and culpable of tearing admirable nations apart. It was in those territorial units, which had been incorporated but not assimilated in the course of nation-state building, that nationalism was "raising its ugly head." It was here that "'reflexive' Politically Correct racism" (Žižek) applied the Balkans metaphor, projecting every conceivable horror into the intentions of unsuspecting citizens. As Žižek observed at the time, "[t]he [End Page 46] Balkans constitute a place of exception with regard to which the tolerant multiculturalist is allowed to act out his/her repressed racism" [6]. This perverse acting out was all the more acceptable, inasmuch as the peoples subjected to the logic of displaced racism were after all white and developed, and thus free game for the tolerant multiculturalist, who could always bring forward less-developed regions as potential victims of the centrifugal region's egotism. When the Balkans war broke out in May of 1991, the first Western European reactions were predominantly pro-Serbian. Never mind that Slovenia and Croatia were pro-Western and democratic. Western intelligentsias accused them of pettiness and lack of solidarity and began to restrain their large-state bias only when Serbian annexationists directed their all-out war against Bosnian Muslims, who, although white and no less developed than their attackers, were, by virtue of their religion, a patent instance of otherness. Having taken note of, and critically analyzed, Professor Maduabuchi Dukor’s epochal work entitled“Theistic Humanism of African philosophy-the great debate on substance and method of philosophy”(2010), I am much encouraged and rationally convinced that he has succeeded in building the core critical and essential foundational pillars of what can safely pass for professional African philosophy, though much remains to be done by way of further research from other scholars. Based upon that conviction and the great prospects that the African philosophy project (...) breakthrough holds for every African philosopher in the global village, I am also motivated to take a closer look at, and carry out a critical exposition of the concept of justice in the context of African cultural values, using the propositions of what he calls the canons of cultural values that are native to African philosophy. These cultural values define African identity and delineateAfrica’s contributions to the advancement of the global ideas of justice, axiology, gender and globalization. The essence and methodology of this article, therefore, will lift the relevant thematic thrusts and arguments made by the erudite Professor of African philosophy to“properly locate African philosophy in the context of globalism, cosmopolitanism, science and what it could contribute to emerging global culture”(Dukor,2010:p.ix). The central point of this critical exposition is that his theistic inspired cultural humanism has enhanced the global understanding of not only justice but feminist rights and the urgent needs for African philosophy to make its contributions towards the emancipation of and empowerment of women both in the continent and globally. The feminist search for justice, according to Dukor, is“the current global pool where the African is needed urgently to intervene”, since“feminism and women liberation has truncated the equilibrium and balance of relations between man and woman. African contribution to this class struggle between man and woman is a neutral one that absorbs the man and woman to their respective natural places in the nature’s womb”. Classical economics was oriented towards the advancement of the common interest as defined by the political institutions of the state, whereas neoclassicism is defined in a social and political vacuum. Furthermore, the former related realistically to an excess supply of labour, while the latter assumes full employment. These differences have significant implications for income distribution, accumulation, growth and development. Classical economists advocated free trade to increase domestic productivity and employment at stable or growing real wages. Contemporary globalization recreates the (...) classical surplus labour economy to reduce domestic wage levels through moving domestic production from high to low wage areas around the globe. Free trade becomes necessary so that the goods produced abroad can be imported into capital exporting countries. However, without a corresponding growth of exportables, the trade balance must be adversely affected. Furthermore, adverse changes in income distribution diminish domestic demand for goods.
