Democracy is commonly associated with political equality and/or majority rule. This essay shows that these three ideas are conceptually separate, so the transition from any one to another stands in need of further substantive argument, which is not always adequately given. It does this by offering an alternative decision-making mechanism, called lottery voting, in which all individuals cast votes for their preferred options but, instead of these being counted, one is randomly selected and that vote determines the outcome. This procedure (...) is democratic and egalitarian, since all have an equal chance to influence outcomes, but obviously not majoritarian. (shrink)

Proposals for increasing organ donation are often rejected as incompatible with altruistic motivation on the part of donors. This paper questions, on conceptual grounds, whether most organ donors really are altruistic. If we distinguish between altruism and solidarity – a more restricted form of other-concern, limited to members of a particular group – then most organ donors exhibit solidarity, rather than altruism. If organ donation really must be altruistic, then we have reasons to worry about the motives of existing donors. (...) However, I argue that altruism is not necessary, because organ donation supplies important goods, whatever the motivation, and we can reject certain dubious motivations, such as financial profit, without insisting on altruism.Once solidaristic donation is accepted, certain reforms for increasing donation rates seem permissible. This paper considers two proposals. Firstly, it has been suggested that registered donors should receive priority for transplants. While this proposal appears based on a solidaristic norm of reciprocity, it is argued that such a scheme would be undesirable, since non-donors may contribute to society in other ways. The second proposal is that donors should be able to direct their organs towards recipients that they feel solidarity with. This is often held to be inconsistent with altruistic motivation, but most donation is not entirely undirected in the first place (for instance, donor organs usually go to co-nationals). While allowing directed donation would create a number of practical problems, such as preventing discrimination, there appears to be no reason in principle to reject it. (shrink)

In Ursula Le Guin’s novella The Word for World Is Forest (1972), the indigenous inhabitants of the planet Athshe use the act of dreaming as a fundamental part of their anti-colonial praxis. Le Guin emphasizes the skill and responsibility involved in the process of translating dreams into language, and then into political action. In Le Guin’s near-future novel The Lathe of Heaven (1971), a man discovers the power of “effective dreaming,” and is able to change the course of world events (...) by narrativizing thoughts in the form of dreams. Approaching these two novels as self-reflexive texts about Le Guin’s process of writing socially engaged fiction, I explore the ways in which Le Guin treats dreams, imagination, and speculative fiction writing as interconnected political actions. I discuss the relationship between speculative fiction and activism, genealogies of narrative imagination, conflicting liberatory and nationalist deployments of speculative fiction, and the tension between individual and collective action. Further, I situate myself in this discussion as a leftist fiction writer, and consider the implications of Le Guin’s self-reflexive novels for my own writing practice. Ultimately, I read Le Guin’s two texts as models for the potential of speculative fiction writing to function as a form of activism. (shrink)

The three most common responses to Taurek’s ‘numbers problem’ are saving the greater number, equal chance lotteries and weighted lotteries. Weighted lotteries have perhaps received the least support, having been criticized by Scanlon What We Owe to Each Other ( 1998 ) and Hirose ‘Fairness in Life and Death Cases’ ( 2007 ). This article considers these objections in turn, and argues that they do not succeed in refuting the fairness of a weighted lottery, which remains a potential solution to (...) cases of conflict. Moreover, it shows how these responses actually lead to a new argument for weighted lotteries, appealing to fairness and Pareto-optimality. (shrink)

Recent works by feminist and social epistemologists have carefully mapped the contours of epistemic injustice, including gaslighting and prejudicial credibility deficits, prejudicial credibility excesses, willful hermeneutical ignorance, discursive injustices, contributory injustice, and epistemic exploitation. As we look at this burgeoning literature, attention has been concentrated mainly in four areas in descending order of emphasis: phenomena of epistemic injustice themselves, including the nature of wrongdoings involved, attendant consequences and repercussions, individual and structural changes for prevention or mitigation, and restorative, restitutive, or (...) retributive responses. This project urges greater attention to the last of these, and to that end offers a relational approach to epistemic justice drawing upon Margaret Walker’s work on moral repair and reparative justice. In developing and enacting better epistemic practices, how can such practices be made meaningfully restorative: not only recognizing the prospects for epistemic improvement, but responding to the perpetration and experience of epistemic injustice with effective epistemic amelioration? Fairness is a central, but under-theorized, notion in moral and political philosophy. This paper makes two contributions. Firstly, it criticizes Broome’s seminal account of fairness in Proc Aristotelian Soc 91:87–101, showing that there are problems with restricting fairness to a matter of relative satisfaction and holding that it does not itself require the satisfaction of the claims in question. Secondly, it considers the justification of lotteries to resolve cases of ties between competing claims, which Broome claims as support for his (...) theory, and contrasts random procedures to contests of skill, which may also be considered lotteries in a broader sense. I offer no alternative account of fairness of my own, but hope to point the way for future research on the nature of fairness. (shrink)

It is frequently claimed that panpsychism is unable in principle to generate evidence or predictions. After exploring how this impasse owes to panpsychism's commitment to brute physicalism, I argue that organismic panpsychism (OP) can retain this commitment and yet be empirical in principle. I then explore ways in which OP can be defended against a range of objections. These objections primarily relate to OP's metaphysics, its dependency on string theory, and its appeal to future states of science. Finally, OP's ability (...) to avert a worrying consequence of Russellian panpsychism is discussed. (shrink)

Mill's most famous departure from Bentham is his distinction between higher and lower pleasures. This article argues that quality and quantity are independent and irreducible properties of pleasures that may be traded off against each other higher pleasures’ lexically dominate lower ones, and that the distinction is compatible with hedonism. I show how this interpretation not only makes sense of Mill but allows him to respond to famous problems, such as Crisp's Haydn and the oyster and Nozick's experience machine.

Whilst certain verbs may appear in both the intransitive inchoative and the transitive causative constructions (The ball rolled/The man rolled the ball), others may appear in only the former (The man laughed/*The joke laughed the man). Some accounts argue that children acquire these restrictions using only (or mainly) statistical learning mechanisms such as entrenchment and pre-emption. Others have argued that verb semantics are also important. To test these competing accounts, adults (Experiment 1) and children aged 5–6 and 9–10 (Experiment 2) (...) were taught novel verbs designed to be construed — on the basis of their semantics — as either intransitive-only or alternating. In support of the latter claim, participants' grammaticality judgments revealed that even the youngest group respected these semantic constraints. Frequency (entrenchment) effects were observed for familiar, but not novel, verbs (Experiment 1). We interpret these findings in the light of a new theoretical account designed to yield effects of both verb semantics and entrenchment/pre-emption. (shrink)

Functionalists define a given mental state as a state that is apt to be the cause of specific effects and the effect of specific causes. Two tokens of the same belief, however, often cause and are caused by very different events: what makes them beliefs of the same type? Several answers, including the one relying on the identity of actual plus counterfactual causal relations, are considered and rejected. Functionalists did not notice that they have to specify how a state which (...) is to be identified as mental is to be individuated, but, given their theory, this cannot be done. (shrink)

In a series of publications I have claimed that by contrast to standard formal languages, quantifiers in natural language combine with a general term to form a quantified argument, in which the general term's role is to determine the domain or plurality over which the quantifier ranges. In a recent paper Zoltán Gendler Szabó tried to provide a counterexample to this analysis and derived from it various conclusions concerning quantification in natural language, claiming it is often ‘bare’. I show that (...) Szabó's example fails, and that even if it were successful his conclusions would not be supported by it. (shrink)

Committee decision making is examined in this study focusing on the role assigned to the committee members. In particular, we are concerned about the comparison between committee performance under specialization and non-specialization of the decision makers. Specialization (in the context of project or public policy selection) means that the decision of each committee member is based on a narrow area, which typically results in the acquirement and use of relatively high expertise in that area. When the committee members’ expertise is (...) already determined, specialization only means that the decision of each committee member is based solely on his/her relatively high expertise area. This form of specialization is potentially inferior relative to non-specialization under which the decision of each committee member is based on different areas, not just his/her relatively high expertise area. Given that the expertise of the committee members is already determined but unknown, our analysis focuses on non-specializing individuals whose decision is based on a decision rule that does not require information on the decision-making skills. Under these realistic assumptions, non-specialization is shown to be preferable over specialization, depending on the aggregation rule applied by the committee. The significance of our approach is not limited to the specific results that we obtain. Rather, it should be viewed as a first step toward a deeper examination of the role of individual decision makers in enhancing the performance of collective decision making. (shrink)

This essay defends duty-sensitive self-ownership, a view about the special authority people have over their bodies that is designed to capture what is attractive about self-ownership theories without the implausible stringency usually associated with them.

I show that the contemporary dominant analysis of natural language quantifiers that are one-place determiners by means of binary generalized quantifiers has failed to explain why they are, according to it, conservative. I then present an alternative, Geachean analysis, according to which common nouns in the grammatical subject position are plural logical subject-terms, and show how it does explain that fact and other features of natural language quantification.

In Naming and Necessity Kripke argued against the possible existence of fictional characters. I show that his argument is invalid, analyze the confusion it involves, and explain why the view that fictional characters could not have existed is implausible.
