Platon läßt in der Politeia seine Sokrates-Gestalt in Buch I und anderen früheren Büchern mit Voraussetzungen argumentieren, die für seine Beweisführung wesentlich sind, deren Berechtigung aber erst in einem späteren Zusammenhang erkennbar wird. Diese Antizipationen werden hier in Anlehnung an Ch.H. Kahn, der die von ihm beobachteten Bezüge zwischen früheren und späteren Büchern der Politeia "proleptic composition" genannt hat, als ‘proleptische Argumentation’ bezeichnet. Es läßt sich an der Konzeption der Gerechtigkeit erweisen, daß diese argumentativen Vorgriffe – so willkürlich sie an (...) Von der Herrschaftsbegründung verschiebt sich der Blick auf die Herrschaftspraxis (98). Entsprechend schwankt Rousseau zwischen einer Interpretation seiner volonté générale als bien commun(Économie Politique) und als volonté de tous (Du Contrat social). (104 ff.) Die Freiheit im Staat wird mit der Vernunft identifiziert und so der bloßen Willkür entgegengesetzt, der Gesellschaftsvertrag ist nicht mehr nur die Legitimationsgrundlage der Herrschaft, sondern "die Stunde Null" des Projekts der politischen Volkserziehung durch Institutionen. Es ist schwierig, Kant in der Frage der Willensfreiheit eine der heute üblichen philosophischen Sichtweisen zuzuordnen. Mithilfe des »transzendentalen Idealismus« meint Kant im Ergebnis die Vereinbarkeit von Freiheit und Naturnotwendigkeit begründen zu können. Zugleich hält er an einem Verständnis von Freiheit fest, demzufolge Freiheit »absolute Spontaneität« verlangt und deshalb nicht im Naturnotwendigen aufgehen kann. Seine Antwort verweist mit der Unterscheidung von »Ding an sich« und »Erscheinung« auf zwei verschiedene »Welten« oder »Standpunkte«, von denen aus unser Handeln beschrieben werden kann – (...) einerseits als absolut frei, andererseits als naturnotwendig. Wie wichtig Kant gerade dieses Ergebnis seiner Kritik war, wurde von ihm wiederholt unterstrichen und in der Vorrede zur zweiten Auflage der Kritik der reinen Vernunft sogar zum eigentlichen Ziel des kritischen Projekts erhoben. In this article, we explore questions about the culture of trustworthy artificial intelligence (AI) through the lens of ecosystems. We draw on the European Commission’s Guidelines for Trustworthy AI and its philosophical underpinnings. Based on the latter, the trustworthiness of an AI ecosystem can be conceived of as being grounded by both the so-called rational-choice and motivation-attributing accounts—i.e., trusting is rational because solution providers deliver expected services reliably, while trust also involves resigning control by attributing one’s motivation, and hence, goals, (...) onto another entity. Our research question is: What aspects contribute to a responsible AI ecosystem that can promote justifiable trustworthiness in a healthcare environment? We argue that especially within devising governance and support aspects of a medical AI ecosystem, considering the so-called motivation-attributing account of trust provides fruitful pointers. There can and should be specific ways and governance structures supporting and nurturing trustworthiness beyond mere reliability. After compiling a list of preliminary requirements for this, we describe the emergence of one particular medical AI ecosystem and assess its compliance with and future ways of improving its functioning as a responsible AI ecosystem that promotes trustworthiness. We demonstrate ways to incorporate nondeterminism in a system designed to formalize the reasoning of agents concerning their abilities and the results of the actions that they may perform. We distinguish between two kinds of nondeterministic choice operators: one that expresses an internal choice, in which the agent decides what action to take, and one that expresses an external choice, which cannot be influenced by the agent. The presence of abilities in our system is the reason why the usual approaches (...) towards nondeterminism cannot be used here. The semantics that we define for nondeterministic actions is based on the idea that composite actions are unravelled in the strings of atomic actions and tests that constitute them. The main notions used in defining this semantics are finite computation sequences and finite computation runs of actions. The results that we obtain meet our intuitions regarding events and abilities in the presence of nondeterminism. (shrink)

Trustful interaction serves the interests of those involved. Thus, one could reason that trust itself may be analyzed as part of rational, goaloriented action. In contrast, common sense tells us that trust is an emotion and is, therefore, independent of rational deliberation to some extent. I will argue that we are right in trusting our common sense. My argument is conceptual in nature, referring to the common distinction between trust and pure reliance. An emotional attitude may be understood as some (...) general pattern in the way the world or some part of the world is perceived by an individual. Trust may be characterized by such a pattern. I shall focus on two central features of a trusting attitude. First, trust involves a participant attitude (Strawson) toward the person being trusted. Second, a situation of trust is perceived by a trusting person as one in which shared values or norms motivate both his own actions as well as those of the person being trusted. As an emotional attitude, trust is, to some extent, independent of objective information. It determines what a trusting person will believe and how various outcomes are evaluated. Hence, trust is quite different from rational belief and the problem with trust is not adequately met in minimizing risk by supplying extensive information or some mechanism of sanctioning. Trust is an attitude that enables us to cope with risk in a certain way. If we want to promote trustful interaction, we must form our institutions in ways that allow individuals to experience their interest and values as shared and, thus, to develop a trusting attitude. This study investigates the ethical use of Big Data and Artificial Intelligence (AI) technologies (BD + AI)—using an empirical approach. The paper categorises the current literature and presents a multi-case study of 'on-the-ground' ethical issues that uses qualitative tools to analyse findings from ten targeted case-studies from a range of domains. The analysis coalesces identified singular ethical issues, (from the literature), into clusters to offer a comparison with the proposed classification in the literature. The results show that despite the variety (...) of different social domains, fields, and applications of AI, there is overlap and correlation between the organisations’ ethical concerns. This more detailed understanding of ethics in AI + BD is required to ensure that the multitude of suggested ways of addressing them can be targeted and succeed in mitigating the pertinent ethical issues that are often discussed in the literature. The increasing use of information and communication technologies (ICT) to help facilitate neuroscience adds a new level of complexity to the question of how ethical issues of such research can be identified and addressed. Current research ethics practice, based on ethics reviews by institutional review boards (IRB) and underpinned by ethical principalism, has been widely criticised and even called ‘imperialist’. In this paper, we develop an alternative way of approaching ethics in neuro-ICT research, based on discourse ethics, which implements responsible (...) research and innovation through dialogues. Kants Metaphysische Anfangsgründe der Rechtslehre galten seit ihrem Erscheinen 1797 als mehr oder weniger verunglücktes Alterswerk. Bernd Ludwigs Untersuchung beansprucht dagegen, in ihrem ersten Teil den Nachweis zu führen, daß der problematische Zustand der Schrift nicht etwa den nachlassen den Geisteskräften des Autors zuzuschreiben ist, sondern sich vielmehr einer verunglücken Drucklegung verdankt: Zum Druck gelangte ein Manuskript, in dem nicht nur einzelne Textpassagen falsch angeordnet waren, sondern das auch Vorarbeiten enthielt, die für den Druck gar nicht vorgesehen waren. Anhand (...) von philologischen Indikatoren läßt sich eine Version rekonstruieren, die der von Kant intendierten Textgestalt weitgehend entspricht, ihr zumindest aber wesentlich näher kommt als der Druck von 1797. Im zweiten Teil wird in Gestalt eines analytischen Kommentars feingliedrig die Kantische Argumentation rekonstruiert und auf diesem Wege aufgezeigt, daß das wiederhergestellte Werk tatsächlich die über dreißig Jahre währende Arbeit Kants an seiner Rechtsphilosophie erfolgreich zum Abschluß gebracht hat. Spuren nachlassender Geisteskräfte sind dabei nicht auszumachen. Vielmehr erweist sich Kant als Autor, der traditionelle Lehrstücke des Naturrechts souverän an seine kritische Grundlegung der praktischen Philosophie anschließt. (shrink)

The ethics of artificial intelligence is a widely discussed topic. There are numerous initiatives that aim to develop the principles and guidance to ensure that the development, deployment and use of AI are ethically acceptable. What is generally unclear is how organisations that make use of AI understand and address these ethical issues in practice. While there is an abundance of conceptual work on AI ethics, empirical insights are rare and often anecdotal. This paper fills the gap in our current (...) understanding of how organisations deal with AI ethics by presenting empirical findings collected using a set of ten case studies and providing an account of the cross-case analysis. The paper reviews the discussion of ethical issues of AI as well as mitigation strategies that have been proposed in the literature. Using this background, the cross-case analysis categorises the organisational responses that were observed in practice. The discussion shows that organisations are highly aware of the AI ethics debate and keen to engage with ethical issues proactively. However, they make use of only a relatively small subsection of the mitigation strategies proposed in the literature. These insights are of importance to organisations deploying or using AI, to the academic AI ethics debate, but maybe most valuable to policymakers involved in the current debate about suitable policy developments to address the ethical issues raised by AI. Information security can be of high moral value. It can equally be used for immoral purposes and have undesirable consequences. In this paper we suggest that critical theory can facilitate a better understanding of possible ethical issues and can provide support when finding ways of addressing them. The paper argues that critical theory has intrinsic links to ethics and that it is possible to identify concepts frequently used in critical theory to pinpoint ethical concerns. Using the example of UK electronic (...) medical records the paper demonstrates that a critical lens can highlight issues that traditional ethical theories tend to overlook. These are often linked to collective issues such as social and organisational structures, which philosophical ethics with its typical focus on the individual does not tend to emphasise. The paper suggests that this insight can help in developing ways of researching and innovating responsibly in the area of information security. (shrink)

Attempts to explain the origin of macroevolutionary innovations have been only partially successful. Here it is proposed that the patterns of major evolutionary transitions have to be understood first, before it is possible to further analyse the forces behind the process. The hypothesis is that major evolutionary innovations are characterized by an increase in organismal autonomy, in the sense of emancipation from the environment. After a brief overview of the literature on this subject, increasing autonomy is defined as the evolutionary (...) shift in the individual system–environment relationship, such that the direct influences of the environment are gradually reduced and a stabilization of self-referential, intrinsic functions within the system is generated. This is described as relative autonomy because numerous interconnections with the environment and dependencies upon it are retained. Features of increasing autonomy are spatial separations, an increase in homeostatic functions and in body size, internalizations and an increase in physiological and behavioral flexibility. It is described how these features are present in different combinations in the major evolutionary transitions of metazoans and, consequently, how they should be taken into consideration when evolutionary innovations are studied. The hypothesis contributes to a reconsideration of the relationship between organisms and their environment. (shrink)

This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

The term “synthetic biology” is a popular label of an emerging biotechnological field with strong claims to robustness, modularity, and controlled construction, finally enabling the creation of new organisms. Although the research community is heterogeneous, it advocates a common denominator that seems to define this field: the principles of rational engineering. However, it still remains unclear to what extent rational engineering—rather than “tinkering” or the usage of random based or non-rational processes—actually constitutes the basis for the techniques of synthetic biology. (...) In this article, we present the results of a quantitative bibliometric analysis of the realized extent of rational engineering in synthetic biology. In our analysis, we examine three issues: (1) We evaluate whether work at three levels of synthetic biology (parts, devices, and systems) is consistent with the principles of rational engineering. (2) We estimate the extent of rational engineering in synthetic biology laboratory practice by an evaluation of publications in synthetic biology. (3) We examine the methodological specialization in rational engineering of authors in synthetic biology. Our analysis demonstrates that rational engineering is prevalent in about half of the articles related to synthetic biology. Interestingly, in recent years the relative number of respective publications has decreased. Despite its prominent role among the claims of synthetic biology, rational engineering has not yet entirely replaced biotechnological methods based on “tinkering” and non-rational principles. Auf der Basis einer Klärung des Begriffs des Vertrauens zu klären werden mit dem Vertrauen verbundenen sozialen Probleme analysiert. Es wird argumentiert, dass Vertrauen emotionalen Charakter trägt, dass es eine gemeinsame normative Basis und eine teilnehmende Haltung der sozialen Akteure zueinander voraussetzt. Die Argumentation entwickelt sich ausgehend von einer entscheidungstheoretischen Analyse typischer Situationen, die Vertrauen erfordern, aber in kritischer Auseinandersetzung mit einer Position, die glaubt, Vertrauen sei in einer solchen entscheidungstheoretischen Analyse bereits vollständig zu erfassen. Vertrauen wird als eine emotionale (...) Haltung charakterisiert. Darunter wird ein mentaler Zustand verstanden, der seinem Träger ein besonderes Bild der Welt vermittelt. Auf der Basis einer genaueren Charakterisierung der Weise, in der ein Vertrauender grundsätzlich die Welt und seinen Partner wahrnimmt, werden unterschiedliche Formen des Vertrauens in verschiedenen sozialen Kontexten, vom Vertrauen in Wirtschaft und Politik bis zu Vertrauen in engen persönlichen Beziehungen, Selbstvertrauen und Gottvertrauen, genauer analysiert. Abschließend wird argumentiert, dass die Fähigkeit, Mitmenschen auf der Basis akzeptabler Werte im Vertrauen gerecht werden zu können, eine Tugend im aristotelischen Sinne ist. Sie ist mit rationalem Handeln nicht nur vereinbar, sondern fördert unter gewissen Bedingungen eine rationale Bewältigung des Lebens. (shrink)

These photographs of grain elevators in America, Germany, Belgium, and France are a major addition to the Bechers' ongoing documentation of the vanishing buildings that once defined the industrial landscape of Europe and America. Bernd and Hilla Becher's almost fifty-year collaboration constitutes the most important project in objective and conceptual photography today. With this volume, grain elevators join the list of building types documented by the Bechers in their book-length studies: water towers, blast furnaces, gas tanks, oil tanks, mineheads, (...) frame houses, and cooling towers. Grain elevators are towering structures in the flat, vast landscape of the world's granaries. Providing a fast and efficient method of loading and unloading grain to keep pace with the industrial production methods of the nineteenth century, they made possible a tremendous increase in the trafficking and processing of grain. Scooping, pouring, and spitting, they both illustrated and inspired Le Corbusier's idea of buildings as functioning machines. Monumental, essential, and visually arresting, grain elevators belong as much to the American imagination and landscape as to the European. The photographs of grain elevators in this volume were taken in Germany, Belgium, France, and America. But the specificity of time and place is erased in these photographs; the monolithic structures evoke the agricultural prosperity of a vanished era and the vacancy that replaces it today. (shrink)
