The market for kidneys offers a case study of Baptists and Bootleggers. In almost every country, sales are currently illegal and donated organs are allocated by a central planner. Thousands of people die every year, because of the shortage caused by the absence of markets. This paper starts by examining the free-market alternative, and shows that a market would solve the shortage. It then uses gains-from-trade analysis to explain why current vested interests oppose a move to a market, despite the (...) immense potential for saved lives. In a shift to a market, gains from trade would be distributed away from lucky patients and various industries that benefit from the shortage ; these “Bootleggers” form an alliance with “Baptists”. In this paper, we propose a new and simple method for image encryption. It uses an external secret key of 128 bits long and an internal secret key. The novelties of the proposed encryption process are the methods used to extract an internal key to apply the zigzag process, affine transformation, and substitution-diffusion process. Initially, an original gray-scale image is converted into binary images. An internal secret key is extracted from binary images. The two keys are combined to compute the (...) substitution-diffusion keys. The zigzag process is firstly applied on each binary image. Using an external key, every zigzag binary image is reflected or rotated and a new gray-scale image is reconstructed. The new image is divided into many nonoverlapping subblocks, and each subblock uses its own key to take out a substitution-diffusion process. We tested our algorithms on many biomedical and nonmedical images. It is seen from evaluation metrics that the proposed image encryption scheme provides good statistical and diffusion properties and can resist many kinds of attacks. It is an efficient and secure scheme for real-time encryption and transmission of biomedical images in telemedicine. (shrink)

Bertrand Russell may not have been aware of it, but he wrote part of the dossier that was submitted on his behalf for the Nobel Peace Prize. Before he had turned from the Campaign for Nuclear Disarmament to the Committee of 100 and subsequent campaigns of the 1960s, his wife, Edith, was asked by his publisher, Sir Stanley Unwin, for an account of his work for peace. This document was likely used a few months later in Joseph Rotblat's submission (...) of Russell's name to the Norwegian Nobel Peace Prize committee. (shrink)

Détente or Destruction, 1955-57 continues publication of Routledge's multi-volume critical edition of Bertrand Russell's shorter writings. Between September 1955 and November 1957 Russell published some sixty-one articles, reviews, statements, contributions to books and letters to editors, over fifty of which are contained in this volume. The texts, several of them hitherto unpublished, reveal the deepening of Russell's commitment to the anti-nuclear struggle, upon which he embarked in the previous volume of Collected Papers ( Man's Peril, 1954-55 ). Continuing with (...) the theme of nuclear peril, this volume contains discussion of nuclear weapons, world peace, prospects for disarmament and British-Soviet friendship against the backdrop of the Cold War. One of the key papers in this volume is Russell's message to the inaugural conference of the Pugwash movement, which Russell was instrumental in launching and which became an influential, independent forum of East-West scientific cooperation and counsel on issues as an internationally agreed nuclear test-ban. In addition to the issues of war and peace, Russell, now in his eighties, continued to take an interest in a wide variety of themes. How to Keep the Peace contains some of Russell’s best-known essays, such as the famous Auto-obituary and his treatment of The Superior Virtue of the Oppressed . Constructive Technology Assessment aims to involve a multitude of stakeholders in discussions involving technology. However, all technological assessment is mediated through concepts. Development of concepts regarding technology rich futures has been lively but confusing for many stakeholders. Utilizing bibliographic data from Web of Science, this article overviews and discusses ten influential concepts that have played an important role during the 2000s. It is argued that the lively and dynamic concept production leads to numerous problems for a CTA approach.

This volume of Bertrand Russell's Collected Papers finds Russell focused on writing Principia Mathematica during 1905–08. Eight previously unpublished papers shed light on his different versions of a substitutional theory of logic, with its elimination of classes and relations, during 1905-06. A recurring issue for him was whether a type hierarchy had to be part of a substitutional theory. In mid-1907 he began writing up the final version of Principia , now using a ramified theory of types, and eleven (...) unpublished drafts from 1907-08 deal with this. Numerous letters show his thoughts on the process. The volume's 80-page introduction covers the evolution of his logic from 1896 until 1909, when volume I of Principia went to the printer. (shrink)

This volume collects together Russell's philosophical writings during the period from 1947-68. For about half of this period Russell worked steadily at philosophy but after the publication of My Philosophical Development in 1959 he retired from academic philosophy for the second time. After that date, only the occasional philosophical piece appeared, as he was preoccupied with political writings. In this volume there are a handful of papers dated later than 1959, and all of these were certainly written by Russell himself. (...) The Collected Papers 28 signals reinvigoration of Russell the public campaigner. The title of the volume is taken from one of his most famous and eloquent short essays and probably the best known of his many broadcasts for the BBC. Man's Peril, 1954-55 not only captures the essence of Russell's thinking about nuclear weapons and the Cold War in the mid-1950s, its extraordinary impact served to jolt him into political protest once again. The activism of which we glimpse the initial (...) stirrings in this volume continued in various guises more or less without interruption until his death. In the writings assembled in this volume, however, he is looking towards the non-aligned states and world scientific opinion as possible brokers of détente . (The volume includes Russell's famous public statement, the declaration of scientists known as 'The Russell Einstein Manifesto'.) Although Russell was becoming increasingly immersed in work for peace, this was not to the exclusion of all other interests. For example, here we find also him reminiscing about his peace campaigning during the First World War, defending 'History as an Art', and attacking the obscurantism of obscenity legislation and the opponents of birth control. Exponential random graph modeling (ERGM) is used here to test hypotheses derived from human behavioral ecology about the adaptive nature of human food sharing. Respondents in all (n = 317) households in the fishing and sea-hunting village of Lamalera, Indonesia, were asked to name those households to whom they had more frequently given (and from whom they had more frequently received) food during the preceding sea-hunting season. The responses were used to construct a social network of between-household food-sharing relationships in (...) the village. The results show that kinship, proximity, and reciprocal sharing all strongly increase the probability of giving food to a household. The effects of kinship and distance are relatively independent of each other, although reciprocity is more common among residentially and genealogically close households. The results show support for reciprocal altruism as a motivation for food sharing, while kinship and distance appear to be important partner-choice criteria. (shrink)

This paper presents a comparison of social kinship (patrilineage) and biological kinship (genetic relatedness) in predicting cooperative relationships in two different economic contexts in the fishing and whaling village of Lamalera, Indonesia. A previous analysis (Alvard, Human Nature 14:129–163, 2003) of boat crew affiliation data collected in the village in 1999 found that social kinship (patrilineage) was a better predictor of crew affiliation than was genetic kinship. A replication of this analysis using similar data collected in 2006 finds the same (...) pattern: lineage is a better predictor than genetic kinship of crew affiliation, and the two together explain little additional variance over that explained by lineage alone. However, an analogous test on food-sharing relationships finds the opposite pattern: biological kinship is a better predictor of food-sharing relationships than is social kinship. The difference between these two cooperative contexts is interpreted in terms of kin preferences that shape partner choice, and the relative autonomy with which individuals can seek to satisfy those preferences. Drawing on stable matching theory, it is suggested that unilineal descent may serve as a stable compromise among multiple individuals’ incongruent partner preferences, with patriliny favored over matriliny in the crew-formation context because it leads to higher mean degrees of relatedness among male cooperators. In the context of food-sharing, kin preferences can be pursued relatively autonomously, without the necessity of coordinating preferences with those of other households through the institution of lineage. During the First World War, Bertrand Russell was political commentator for The Tribunal , the official weekly publication of the No-Conscription Fellowship, of which Russell was Action Chairman. This volume contains many short papers from that period, which reflect Russell's immediate reponses to developments in the conflict.
