Boris Kment takes a new approach to the study of modality that emphasises the origin of modal notions in everyday thought. He argues that the concepts of necessity and possibility originate in counterfactual reasoning, which allows us to investigate explanatory connections. Contrary to accepted views, explanation is more fundamental than modality.

From the comparison of time in inertial frames, possible types of transformations between inertial frames are deduced. This elementary deduction directly relates the properties of time with the type of transformations. When all inertial frames measure the same time (time is absolute), the transformations are Galilean. When each inertial frame has its own time, different from the times of other inertial frames (time is not invariant) the transformations are Lorentz-like with the same positive parameter k. The parameter k is the (...) supremum of possible velocities in an inertial frame, the same for all inertial frames. Einstein's postulate about the invariance of the speed of light says more: there is a uniform motion with the supremum k, which is exactly the motion of light in a vacuum. At the end of the article, attempts to reduce the special theory of relativity to the principle of relativity are criticized. (shrink)

If definitive evidence concerning treatment effectiveness becomes available from an ongoing randomized clinical trial, then the trial could be stopped early, with the public release of results benefiting current and future patients. However, stopping an ongoing trial based on accruing outcome data requires methodological rigor to preserve validity of the trial conclusions. This has led to the use of formal interim monitoring procedures, which include inefficacy monitoring that will stop a trial early when the experimental treatment appears not to be (...) working. For participants, inefficacy monitoring is especially important as it ensures that they are not being treated worse than if they had not enrolled on the trial. We discuss the importance of reporting with trial results the formal interim inefficacy monitoring guidelines that were utilized, and, if none were used, the reasons for their absence. A survey of two leading medical journals suggests that this is not current practice. (shrink)

Philosophy is traditionally understood as the search for universal truths, and philosophers are supposed to transmit those truths beyond the limits of their own culture. But, today, we have become skeptical about the ability of an individual philosopher to engage in "universal thinking," so philosophy seems to capitulate in the face of cultural relativism. In this paper we develop a general theory of algorithmic fairness. Drawing on Johnson King and Babic’s work on moral encroachment, on Gary Becker’s work on labor market discrimination, and on Strawson’s idea of resentment and indignation as responses to violations of the demand for goodwill toward oneself and others, we locate attitudes to fairness in an agent’s utility function. In particular, we first argue that fairness is a matter of a decision-maker’s relative concern for the plight of people from (...) different groups, rather than of the outcomes produced for different groups. We then show how an agent’s preferences, including in particular their attitudes to error, give rise to their decision thresholds. Tying these points together, we argue that the agent’s relative degrees of concern for different groups manifest in a difference in decision thresholds applied to these groups. (shrink)

The public generally regards the media with suspicion and distrust. Therefore, the media's primary concern is to regain that trust through the production of sincerity. Advancing the field of media studies in a truly innovative way, Boris Groys focuses on the media's affect of sincerity and its manufacture of trust to appease skeptics. Groys identifies forms of media sincerity and its effect on politics, culture, society, and conceptions of the self. He relies on different philosophical writings thematizing the gaze (...) of the other, from the theories of Heidegger, Sartre, Mauss, and Bataille to the poststructuralist formulations of Lacan and Derrida. He also considers media "states of exception" and their creation of effects of sincerity--a strategy that feeds the media's predilection for the extraordinary and the sensational, further fueling the public's suspicions. Emphasizing the media's production of emotion over the presentation (or lack thereof) of "facts," Groys launches a timely study boldly challenging the presumed authenticity of the media's worldview. We construct and study structures imitating the field of complex numbers with exponentiation. We give a natural, albeit non first-order, axiomatisation for the corresponding class of structures and prove that the class has a unique model in every uncountable cardinality. This gives grounds to conjecture that the unique model of cardinality continuum is isomorphic to the field of complex numbers with exponentiation.

The purpose of the study is to explicate the philosophical foundations of public policy. The article examines approaches to understanding public policy in the history of philosophy. The main emphasis is placed on clarifying the philosophical foundations of modern public policy. The author's integral understanding of public policy is offered. The main points that complicate the unambiguous perception of public policy are noted.

Neuroscience is a multidisciplinary effort to understand the structures and functions of the brain and brain-mind relations. This effort results in an increasing amount of data, generated by sophisticated technologies. However, these data enhance our descriptive knowledge, rather than improve our understanding of brain functions. This is caused by methodological gaps both within and between subdisciplines constituting neuroscience, and the atomistic approach that limits the study of macro- and mesoscopic issues. Whole-brain measurement technologies do not resolve these issues, but rather (...) aggravate them by the complexity problem. The present article is devoted to methodological and epistemic problems that obstruct the development of human neuroscience. We neither discuss ontological questions nor review data, except when it is necessary to demonstrate a methodological issue. As regards intradisciplinary methodological problems, we concentrate on those within neurobiology and psychology. As regards interdisciplinary problems, we suggest that core disciplines of neuroscience can be integrated using systemic concepts that also entail human-environment relations. We emphasize the necessity of a meta-discussion that should entail a closer cooperation with philosophy as a discipline of systematic reflection. The atomistic reduction should be complemented by the explicit consideration of the embodiedness of the brain and the embeddedness of humans. The discussion is aimed at the development of an explicit methodology of integrative human neuroscience, which will not only link different fields and levels, but also help in understanding clinical phenomena. The Swiss linguist Ferdinand de Saussure (1857-1913) revolutionized the study of language, signs, and discourse in the twentieth century. He successfully reconstructed the proto-Indo-European vowel system, advanced a conception of language as a system of arbitrary signs made meaningful through kinetic interrelationships, and developed a theory of the anagram so profound it gave rise to poststructural literary criticism. The roots of these disparate, even contradictory achievements lie in the thought of Early German Romanticism, which Saussure consulted for its insight into (...) the nature of meaning and discourse. Conducting the first comprehensive analysis of Saussure's intellectual heritage, Boris Gasparov links Sassurean notions of cognition, language, and history to early Romantic theories of cognition and the transmission of cultural memory. In particular, several fundamental categories of Saussure's philosophy of language, such as the differential nature of language, the mutability and immutability of semiotic values, and the duality of the signifier and the signified, are rooted in early Romantic theories of "progressive" cognition and child cognitive development. Consulting a wealth of sources only recently made available, Gasparov casts the seeming contradictions and paradoxes of Saussure's work as a genuine tension between the desire to bring linguistics and semiotics in line with modernist epistemology on the one hand, and Jena Romantics' awareness of language's dynamism and its transcendence of the boundaries of categorical reasoning on the other. Advancing a radical new understanding of Saussure, Gasparov reveals aspects of the intellectual's work previously overlooked by both his followers and his postmodern critics. (shrink)

Starting from the idea that functions are formally similar to actions in that they are described and explained in a similar way, so that both admit of an accordion effect, I turn to Anscombe’s insight that the point of practical reasoning is to render explicit the relation between the different descriptions of an action generated by the accordion effect. The upshot is, roughly, that an item has a function if what it does can be accounted for by functional reasoning. The current debate on artificial intelligence (AI) tends to associate AI imaginaries with the vision of a future technology capable of emulating or surpassing human intelligence. This article advocates for a more nuanced analysis of AI imaginaries, distinguishing “strong AI narratives,” i.e., narratives that envision futurable AI technologies that are virtually indistinguishable from humans, from "weak" AI narratives, i.e., narratives that discuss and make sense of the functioning and implications of existing AI technologies. Drawing on the academic literature on AI (...) narratives and imaginaries and examining examples drawn from the debate on Large Language Models and public policy, we underscore the critical role and interplay of weak and strong AI across public/private and fictional/non-fictional discourses. The resulting analytical framework aims to empower approaches that are more sensitive to the heterogeneity of AI narratives while also advocating normalising AI narratives, i.e., positioning weak AI narratives more firmly at the center stage of public debates about emerging technologies. In this handbook, I put into practice my philosophical views on children's mathematics. The handbook contains brief instructions and examples of mathematical activities. In the INSTRUCTIONS section, instructions are given on how, and in part why that way, to help preschool children in their mathematical development. In the ACTIVITIES section, there are examples of activities through which the child develops her mathematical abilities.

These concepts, though they claim a theoretical understanding of the processes involved in the “entry of these countries into the 20th century,” all boil down to the basic fact that the source, the foundation and the decisive sphere for the processes of self-determination in developing Asian and African countries in the present (...) day world must be their traditional cultures, as opposed to the industrial civilization of the West. Tako kot se slovenski prostor ne more pohvaliti z množico srednje­veških analov in kronik, bera teh tudi za zgodnji novi vek ni velika. Za mesta velja to zlasti, ko je govor o mestnih analih ali kronikah, ne o vseh tovrstnih dokumentih, ki so nastali v mestnih okoljih. Glede na to, kakšni razlogi so mestnim predstojništvom narekovali zapi­sovanje dogajanj, ne preseneča, da poznamo zelo malo sistematično nastalih zapisov o spomina vrednih dogodkih kot takih. Nastalo jih je vsekakor več, kot jih je (...) preživelo do časa, ko so postali predmet zanimanja ohranjevalcev pričevanj o preteklosti in njenih preuče­valcev, pri čemer je neugotovljivo količinsko razmerje med nastalim in ohranjenim gradivom. Na obstoj nekaterih (proto)analov lahko sklepamo iz njihove instrumentalizacije. Ko so mesta višjim oblastem poročala o svojih tegobah in nanje naslavljala prošnje, so naštevala z letnicami in deloma tudi datumi podprte nesreče in druge dogodke. Neke vrste analov oziroma zapisov lokalnozgodovinskih dogodkov sta prejkone premogli tudi tisti dve kranjski mesti, Novo mesto in Kamnik, ki sta se polihistorju J. V. Valvasorju leta 1680 edini odzvali na njegovo tiskano okrožnico. Ni dvoma, da je le redkokatero kranjsko mesto v njegovem času prakticiralo pisanje kronike ali analov, kot jih je poznal poznejši čas. Ohranil se ni noben tak zapis v obliki samostojnega dokumenta niti ni potrjen obstoj česa takega, na kar bi nedvoumno kazali viri. Tudi za Ljubljano imamo samo dve rokopisni kroniki, ki sta delo zasebnikov iz 17. in zgodnjega 18. stoletja. Tako poznamo od mestnih analov, nastalih v mestnih pisarnah, le anale mesta Krško (1601–1646), raztresene na več mestih po t. i. mestni knjigi, in izvlečke iz analov mesta Kostanjevica (1617–1686). V obeh primerih je šlo pretežno za osebno iniciativo in delo mestnih pisarjev, obakrat dolgoletnega pisarja. Krška mestna knjiga je nazoren primer postopnega nastajanja analov v knjigi, ki ni bila namenjena samo tej zvrsti zapisov, kostanjeviški izvlečki pa so primer instrumentalizacije tovrstnih pisnih pričevanj. Slednji so se ohranili v dveh različicah, namenjenih praktični rabi – nadrejeni oblasti prikazati razloge za slabo stanje mesteca. Tako krški kot kostanjeviški mestni anali so pritegnili pozornost že sredi 19. stoletja. V pričujočem prispevku so v integralni obliki objavljeni v slovenskem prevodu. (shrink)

The Internet of Things (IoT) applied to intelligent transport systems has become a key element for understanding the way traffic flow behaves in cities, which helps in decision-making to improve the management of the transport system by monitoring and analyzing network traffic in real time, all with the aim of daily benefiting users of the city’s road infrastructure. Traffic volume estimation in real time, with high effectiveness, may help mobility management and improve traffic flow. Moreover, machine-learning algorithms have shown effectiveness (...) in various scientific fields and have provided a significant platform for achieving intelligent applications. Therefore, we applied various machine learning algorithms to classify the vehicular traffic status in the traffic network of two cities with more than 2 million inhabitants. It was first necessary to establish, from the attributes provided by the datasets, the object class from the LOS (Level of Services) thresholds proposed by the National Academies of Sciences, Engineering, and Medicine, for the basic segments of highways in an urban area. We then selected the attributes of interest using the Recursive Feature Elimination Method (RFE) to reduce the dimensionality of the data, and applied the DT, RF, ET, KNN, and MLP algorithms to train and classify the level of vehicular congestion, defining various volumes of training and validation data. The results show the high effectiveness of the algorithms, highlighting the MLP algorithm as the one that provides the highest effectiveness on average for the evaluated datasets, with a mean precision of 99.5%. The aim of Modality and Explanatory Reasoning (MER) is to shed light on metaphysical necessity and the broader class of modal properties to which it belongs. This topic is approached with two goals: to develop a new and reductive analysis of modality, and to understand the purpose and origin of modal thought. I argue that a proper understanding of modality requires us to reconceptualize its relationship to causation and other forms of explanation such as grounding, a relation that connects metaphysically (...) fundamental facts to non-fundamental ones. While many philosophers have tried to give modal analyses of causation and explanation, often in counterfactual terms, I argue that we obtain a more plausible, explanatorily powerful and unified theory if we regard explanation as more fundamental than modality. The function of modal thought is to facilitate a common type of thought experiment – counterfactual reasoning – that allows us to investigate explanatory connections and which is closely related to the controlled experiments of empirical science. Necessity is defined in terms of explanation, and modal facts often reflect underlying facts about explanatory relationships. The study of modal facts is important for philosophy not because these facts are of much metaphysical interest in their own right, but largely because they provide evidence about explanatory connections. Amie Thomasson has argued against descriptivism about modality, which starts from the idea that modal statements serve to track features of the world and that these features explain the truth-values of modal claims. Thomasson objects that descriptivists cannot satisfactorily explain how modal features fit into the naturalistic picture of the world and that they cannot account for our apparent capacity to acquire modal knowledge. On Thomasson’s alternative to descriptivism (called ‘normativism’), the function of modal claims is to facilitate communication about (...) certain semantic rules. I argue that it is not obvious that the semantic rules that Thomasson takes to be expressed by modal truths really exist. Moreover, I defend a specific version of descriptivism – essentialism – against Thomasson’s objections. Essential truths play a central role in the best explanations of many facts about the world. That includes the explanations delivered by our best scientific theories once these theories are correctly interpreted philosophically. In this way, essences earn their keep in a naturalistic view of the world. Furthermore, the abductive methods by which we confirm our explanatory theories also support certain theses about essences. This allows essentialists to explain knowledge of essences and modal knowledge. (shrink)

Non-classical science gives a very specific answer to the question of scientific errors and their epistemological value. But for all the specificity of this answer, it casts light on a problem that remains with us century after century, the historically constant problem of truth and error—one of the most fundamental problems of knowledge. At first sight, these two poles have always stood opposite each other, like good and evil, beauty and ugliness. But moral and aesthetic theories have long since left (...) behind this initial conception, and shown that the two polar concepts are in fact inseparable. As regards truth and error, their indivisibility has only become apparent in the context of non-classical science. Truth has ceased to be the absolute contradiction of error. Contemporary science finds it to be something relative, inseparable from its opposite pole. But the non-classical, retrospective approach, a re-evaluation of the past of science in the light of its present, and indeed even more in the light of its prognosis, its future, allows one to see that scientific truths that are adequate for the object of knowledge always reflect only one side of the objective world, a world which has an infinite number of sides. The irreversible process that leads from relative error to relative truth has an absolute character: an irreversible process of generalization, concretization and complication of a Weltanschauung that more accurately reflects the infinite complexity of life. Since the early nineties, the term ‘civilization’ has undergone remarkable transformations and has assumed political and ideological functions it has not been fit for as a linchpin of the more than two-centuries-old academic discourse on ‘civilizations’. These transformations materialized in the political-ideological formations known as the ‘clash of civilizations’ and the ‘dialogue among civilizations’ which comprise a ‘civilizational discourse’ in many respects alternative to the academic one. This essay intends, firstly, to uncover the structural and thematic differences between the academic (...) ‘civilizational discourse’ and its trendy alternative. Secondly, the essay aspires to demonstrate how complementary, at their methodological and ideological bases, the ‘clash of civilizations’ and the ‘dialogue among civilizations’ are, despite their highly-publicized antagonism. Thirdly, the article aims to highlight the actual political processes underway in our world which manifest themselves through and make use of the alternative ‘civilizational discourse’ as part of their modus operandi. The essay ties these processes with the global triumph of capitalism at the closure of the 20th century, and with the rise of the projects of authoritarian hegemony. (shrink)
