Produzidas a partir de determinadas concepções e posicionamentos políticos e filosóficos, as tecnologias expressam intencionalidades que orientam as dinâmicas sociais e afetam os seus usos, design e desempenho. Neste artigo, partimos do pressuposto de que as tecnologias não são produzidas e disseminadas de modo neutro, sendo afetadas pelo modo como gênero e raça estruturam as relações sociais. A partir de informações obtidas na Plataforma Lattes, do CNPq, e em sites institucionais, realizamos um mapeamento das docentes universitárias afro-brasileiras e africanas dos (...) países africanos de língua oficial portuguesa que pesquisam sobre tecnologias digitais e são vinculadas aos cursos de Ciências da Computação, Comunicação, Pedagogia e Ciências Sociais de universidades públicas, no período compreendido entre 1989 e 2019. Por meio de uma abordagem interseccional, analisamos como o fenômeno da brecha digital posiciona as mulheres negras no campo da pesquisa sobre tecnologias digitais e concluímos que, apesar de ser identificada a presença de docentes negras nas universidades desenvolvendo pesquisas sobre tecnologias digitais, sua participação nesta área ainda é incipiente. No que se refere aos PALOP, as informações disponíveis na internet foram insuficientes para que pudéssemos reunir elementos que garantam uma análise segura do fenômeno nas universidades públicas investigadas. En el estudio de la participación política las variables relacionadas con las actitudes y las creencias hacia la política y las variables sociodemográficas son un lugar común. Nosotros tomamos estas dos tradiciones para estudiar la participación política digital. Sin embargo, no lo hacemos, como suele ser costumbre en los estudios políticos, para explicar el activismo, sino para explicar un tipo concreto de desigualdad en la sociedad de la información y el conocimiento; la brecha digital política. Dado que (...) la participación política digital se realiza a través de un medio que no es universalmente utilizado, Internet, es importante saber qué ciudadanos están en disposición de optar a las ventajas que supone la utilización política de este medio. Existen estudios que analizan la forma en que se presenta la brecha digital política respecto a variables sociodemográficas y actitudinales. Sin embargo, aquí tratamos de presentar un modelo que nos ayude a comprender cómo se relacionan estos dos grupos de variables en relación a la participación política digital. El sistema tecnológico TIC (tecnologías de la información y la comunicación) genera el espacio electrónico, los objetos digitales y una memoria distribuida. El desarrollo en la sociedad de la información implica el problema estructural de preservar esa memoria digital, en particular los objetos “de origen digital”, que sólo existen en red. Se analizan los principios promovidos por la UNESCO en su carta para la preservación de la memoria digital (2003) y se afirma que el patrimonio público debería (...) ser conservado en software libre, garantizando el acceso abierto y universal a esos nuevos bienes culturales. Asimismo se analiza el problema de la sostenibilidad del patrimonio digital, que corre el riesgo de desaparecer a causa del veloz ritmo de cambio tecnológico del sistema TIC. Ello da lugar a una nueva modalidad de brecha digital, la brecha mnemónica. (shrink)

Exploramos las actitudes de los españoles hacia las herramientas digitales propuestas por los actores políticos durante las elecciones generales españolas de 2008. Analizamos seis grupos de discusión organizados según las dimensiones de edad, identificación ideológica y nivel de institucionalización a la hora de participar en política. Exploramos hasta qué punto la brecha digital generacional de los usuarios de Internet, la auto-ubicación ideológica o la pertenencia a partidos políticos y movimientos sociales influye en la percepción de la ciberpolítica. Estamos siendo testigos, y a la vez actores, de un mundo en transformación, distinto del que procedemos e impredecible, cuya característica principal es su naturaleza compleja. Un mundo en transformación con un nivel de interconexión e interdependencia sin precedentes (causa de su complejidad), con nuevas estructuras (redes) y con nuevas tecnologías sociales, que configuran a Internet como infraestructura digital de transformación (disruptiva) y, también, de adecuación. Como resultado de todo ello, un “nuevo ENTORNO vital, expandido y complejo”, impacta notablemente (...) en la manera en que nos relacionamos, vivimos, trabajamos y aprendemos. Nos encontramos, pues, ante una nueva clase de situaciones o problemas (complejos) que, a la hora de enfrentarnos a los mismos, nos requiere no solo cambiar nuestra forma de pensar y percibir la realidad (pensamiento sistémico), sino también la adopción de una nueva cultura digital, de interdependencia y sostenibilidad. Denominamos como “brecha de la complejidad”, a la dificultad que conlleva la asimilación y práctica de dichos requerimientos y que, a su vez, constituye el principal reto al que nos enfrentamos en la actualidad. Por último, desde una perspectiva de desarrollo orgánico (“bottom- up”), y considerando a la persona como “sistema complejo adaptativo”, se propone el perfil “eAprendiz” como estrategia de adecuación y empoderamiento personal, y profesional, en el actual entorno global, “extendido y complejo”. El empleo de herramientas digitales está transformando los procesos de producción científica y sus impactos. En este trabajo evaluamos en qué medida la digitalización en ciencia ha alcanzado a la actividad científica en América Latina y cuáles han sido sus efectos. Para eso, utilizamos datos bibliométricos de tres países latinoamericanos de tamaño medio, Argentina, Chile y Colombia, que tienen una trayectoria científica importante y el análisis lo hemos centrado en cuatro disciplinas: ciencias biológicas y agrícolas, ciencias de la tierra y (...) planetarias, ciencias ambientales y ciencias decisionales. Encontramos que la digitalización ha ido creciendo durante los últimos 25 años, pero la brecha con los países líderes sólo se ha reducido levemente. Asimismo, la incidencia de la digitalización varía por disciplina. En términos de beneficios asociados a la digitalización, nuestros resultados muestran que los artículos que utilizan prácticas o herramientas de ciencia digital tienen mayor impacto académico, más colaboración y más internacionalización. Es decir, en estas disciplinas y en estos países, la digitalización ha logrado aumentar la visibilidad de la investigación, potencialmente su calidad y, así, los retornos sociales de los recursos invertidos. También se han ampliado las redes, propiciando de esta forma un mejor aprovechamiento de la inteligencia colectiva y la integración de los problemas de investigación locales a una agenda global, aumentando potencialmente los recursos que se destinan a la investigación en estos países. Las tecnologías digitales están transformando el ocio y la manera en la que se organiza. A pesar de su importancia, son escasos los trabajos que han abordado su estudio desde el mundo académico. En este artículo realizamos una revisión extensa de la literatura sobre ocio y tecnologías digitales con el objeto de contribuir al conocimiento elaborando un marco interpretativo del ocio digital. Proponemos que las tecnologías digitales aportan una nueva dimensión al ocio que altera sus propiedades dicotómicas tradicionales, situando (...) a individuos y empresas entre una comprensión holística o separada de los mundos naturales y los construidos digitalmente. En el primer caso se borran los límites entre las propiedades dicotómicas del ocio y el trabajo, no así en el segundo. Una u otra concepción se evidencia en los diferentes grados en los que las transformaciones tienen lugar entre los individuos y en cómo las empresas resuelven los retos que aparecen. (shrink)

Objetivo de este trabajo es avanzar en la comprensión de los determinantes que hacen que un internauta escriba comentarios en un blog político. Más en concreto, se ha decidido averiguar qué variables políticas influyen sobre este comportamiento y qué usos de Internet parecen favorecerlo. También se ha estudiado el efecto de algunas variables socio-demográficas de control. Para ello, se han utilizado los datos del estudio de 2007 “Internet y participación política” (ref. 2736) del Centro de Investigaciones Sociológicas. Se ha implementado (...) un análisis factorial exploratorio y, en un segundo momento, una regresión logística. La muestra elegida para el análisis ha coincido con los internautas españoles, para así descartar influencias en el modelo debidas a la brecha digital de primer nivel. (shrink)

La presencia de una brecha digital entre las personas mayores y el resto de ciudadanos puede convertirse también en un factor clave de exclusión social, que vendría a sumarse a otros problemas inherentes a este grupo de edad ya presentes en nuestra sociedad. En este sentido, las personas mayores es uno de los grupos sociales con un mayor riesgo de exclusión de la sociedad de la información.

Pese a los esfuerzos de las últimas décadas, la poca habilitación tecnológica dentro de las escuelas rurales de México ha quedado expuesta durante el cierre de escuelas por Covid-19. Se realizó un estudio exploratorio para identificar los niveles de brecha digital de acceso experimentados por los profesores de un centro educativo en una zona rural de México y explorar las estrategias de usos de las TIC desplegadas para dar continuidad académica durante la pandemia. El texto analiza los desafíos estructurales y propone acciones estratégicas hacia un sistema educativo inclusivo y de calidad en México, alineado con los Objetivos de Desarrollo Sostenible. Se abordan temas como calidad, equidad, formación docente, digitalización evaluación y gobernanza, destacando el impacto de la pandemia. Basado en propuestas de la UNESCO, el texto enfatiza la necesidad de un esfuerzo colectivo para transformar la educación en un motor de desarrollo sostenible y justicia social.

A fin del siglo XX, en Argentina, los procesos de reforma del Estado con la descentralización de competencias a provincias y municipios en áreas vinculadas a la salud, la educación y la vivienda, trajo consigo el problema de que la descentralización de las competencias no fue correspondida con el traslado de recursos. Hoy, se suman otros reclamos en los espacios locales relacionados con el acceso al suelo urbano y la vivienda digna, la sustentabilidad ambiental, la equidad de género, la disminución (...) de la brecha digital entre otras. La falta de planificación de políticas integrales de hábitat para pobladores de menores ingresos, desposeídos, migrantes, empleados en servicios en las familias consolidadas o en la ciudad, profundiza la desigualdad social y la degradación ambiental en la ciudad. Este trabajo propone el análisis de las nuevas dinámicas de acceso al suelo de manera legal implementadas desde el Estado en Pehuajó, Argentina y, para ello hace foco en el estudio crítico del uso de instrumentos normativos en relación a la incorporación de la tierra privada como políticas de inclusión de la población de bajo recursos de barrios populares. La propuesta se articula como interpretación afiliada con el discurso del Programa para América Latina y el Caribe del Instituto Lincoln de Políticas del Suelo. Desde una óptica autodefinida como progresista aplica nuevos instrumentos a la gestión del suelo urbano con la función de prevenir la informalidad y tener así una ciudad más inclusiva, mejor financiada, distribuir más equitativamente los servicios públicos y las cargas, y elegir las geotecnologías más apropiadas. La dataización de la vida, de la sociedad, en el siglo XXI se ha convertido en una realidad indiscutible, alcanzando igualmente a la algoritmización de la Justicia. Los retos y los riesgos son enormes y el panorama que se presenta es complejo. Asistimos a una cada vez mayor “hibridación” de la Justicia: las máquinas ylos humanos interaccionan, los algoritmos asisten a los operadores jurídicos, se crean sistemas complementarios de las decisiones de jueces, fiscales, abogados, notarios, etc., si bien, cada vez (...) más, caminamos hacia la sustitución progresiva del ser humano en la Justicia por las máquinas, por los robots. El dilema de la Justicia está presente. Hay que evitar el desequilibrio, las desigualdades, la brecha digital, la aminoración de garantías, la conversión de Justicia en el frío dato estadístico-matemático, que pervierta el modelo de Justicia humano; un modelo con falencias pero que ha venido construyéndose desde el respeto a los derechos y garantías. En la actualidad es de suma importancia tener habilidades digitales y acceso a dispositivos tecnológicos para seguir aprendiendo. El presente estudio analiza la percepción de exclusión digital por estudiantes inscritos en un programa de posgrado en línea. Los resultados muestran que los estudiantes cuentan con acceso a dispositivos digitales e Internet, y que la percepción de exclusión es mayormente por la falta de competencias digitales. Los sujetos de estudio que no se sienten excluidos consideran la existencia de una (...) class='Hi'>brecha escolar, debido a su mayor uso y conocimiento de herramientas digitales con respecto a la aplicación que hace la institución. El presente trabajo se construye alrededor de dos ejes centrales: el aprendizaje rizomático y la era posdigital. El aprendizaje rizomático asienta sus principios en la construcción del conocimiento a partir de las aportaciones del alumnado en tiempo real, con la finalidad de entender la comunidad como currículo. Por su parte, la era posdigital se entiende como la coyuntura en que la tecnología digital es una necesidad social impuesta. Partiendo de que la educación, pese a ser pública, no es gratuita, (...) la digitalización aumenta la brecha socioeconómica entre elalumnado con acceso a herramientas digitales y el que no. Así, se propone la posibilidad de contradigitalización:usar la tecnología digital como una herramienta emancipadora más. Esto es, cuando sea posible, utilizarla de manera competente y equitativa. Ahora bien, cuando esta situación no pueda darse debemos contar con una práctica posdigital que comprenda el sistema-mundo con las mismas o similares posibilidades. Para ello,aprendizaje rizomático y era posdigital serán presentados como núcleos inherentes a la producción de la propuesta pedagógica viniente: la posibilidad de establecimiento de una pedagogía posdigital. Como sustento filosófico se presenta una revisión de literatura de los dos ejes mencionados desde la obra de Deleuze y Guattari,exponiéndose un acercamiento rupturista con las posiciones digitalistas de la educación tecnocapitalista actual. En esta investigación analizamos los efectos que ha tenido la Covid-19 en la consecución de la Agenda 2030 y específicamente en el ODS4 sobre la educación como factor condicionante del desarrollo social y económico. La metodología utilizada ha sido una revisión sistemática de los textos de Naciones Unidas y otros organismos internacionales. Los resultados y discusión abordan el retroceso que la pandemia ha supuesto para la consecución de los ODS, siendo necesarios la implicación de los gobiernos y organismos con medidas (...) más efectivas para un mayor acceso a una educación de calidad y una reducción de la brecha de digitalización. I present results of recent work in the field of quantum optics and relate this work to discussions about the theory of quantum mechanics and God's divine action in the world. Experiments involving atomic decay, relevant to event uncertainty in quantum mechanics, as well as experiments aimed at elucidating the so–called Schrödinger’s–cat paradox, help clarify apparent ambiguities or paradoxes that I believe are at the heart of renewed attempts to locate God within our constructed physical theories and tend to narrow (...) the gaps proposed as an opening for divine action. This article explores the multifaceted endeavour of enhancing soldiers' capabilities, particularly in light of emerging disruptive technologies, and underscores the imperative to assess the ethical, legal, and strategic implications thereof. Specifically, the study delves into a theoretical scenario involving the administration of a fear-reducing pill, positing its potential to substantially diminish the risk of PTSD without harmful side effects. The author examines whether fear, despite its reduction, remains an intrinsic and beneficial aspect of armed conflict and the military profession. This (...) inquiry is evaluated through considerations of resourcefulness and strategy, unit cohesion, the proportionality test within the targeting cycle, and the impact of fear on criminal deterrence effectiveness. The article contends that the elimination of fear can yield diverse outcomes, underscoring the necessity for further exploration in the realm of law and emotions. Such research is pivotal for adequately preparing for the advent of novel technologies, mitigating mental harm, and fortifying compliance with IHL and military ethics. (shrink)

In this article, I engage with aesthetic experience as a central hermeneutic endeavour for theorising performing arts audiences in the Arab region. I argue that a critical engagement with Arab performing arts audiences’ aesthetic experiences necessitates both an archaeological manoeuver and a re-articulation of two keywords: ‘experience’ and ‘everyday’. The article advances, using evidence from research, that allowing the audiences of performing arts in the Arab region to speak may be a step towards democratising the triangular meaning making process among (...) the performer, the audience, and the art institution, and a means towards dislocating, if not liberating, the categories Arab culture, art, performance, and experience, from their teleological articulations. Proponemos confrontar el pensamiento de Gilles Deleuze y Leo Strauss a partir de las disímiles interpretaciones que estos dos influyentes filósofos del siglo XX han hecho de la ontología política de Spinoza. Ambos comparten una problemática común: cómo se relacionan la sustancia y los modos existentes. Pero donde Strauss realiza un llamado a la Revelación y el mandato de amar al prójimo para colmar la brecha y evitar que la sabiduría sea sinónimo de indiferencia ante el sufrimiento de la (...) multitud, Deleuze recurre a una propuesta de lectura de la teoría del modo finito que permite distinguir el punto de vista de la Eternidad de aquel de la Duración, sin por eso dejar a los modos finitos librados al azar de los encuentros, es decir, permitiéndoles encontrar su conatus en la potencia divina. Para Hegel, Asia señala el comienzo de la historia universal, mientras que Europa señala su consumación y final. La América precolombina, al igual que la África negra, están para Hegel fuera de la historia universal; en cuanto a la historia de América tras su descubrimiento por los europeos, Hegel sostiene que lo que ha sucedido desde entonces en el continente americano proviene, en rigor, del “principio de Europa”. Hegel contrapone a su vez la historia de América Latina a la de (...) los actuales Estados Unidos en términos del respectivo desarrollo económico y social. Hegel atribuye la brecha de desarrollo entre las dos Américas, por un lado, a que América Latina es católica y Estados Unidos es mayoritariamente protestante, y, por el otro, a que América Latina fue “conquistada”, mientras que Estados Unidos fue “colonizado”. Sobre la base del análisis de los textos pertinentes de la obra de Hegel, se reconstruirá su teoría sobre el desigual nivel de desarrollo socio-económico de América Latina y Estados Unidos y se evaluará la plausibilidad, actualidad y eventual deficiencia de la misma. Digital change is one of the most critical factors influencing social change in most societies. The Digital Evaluation Index 2017 (Chakravorti & Chaturvedi, 2017) showed based on 60 national economies that almost no digitally indifferent societies exist anymore. However, different speeds of development and, above all, different attitudes towards the challenges and opportunities of digitization can be observed. Primarily industrially, highly developed nations are also digitally highly developed. However, a "trust deficit" is prevalent in those nations as well; (...) that is, there is a rather reserved attitude on the side of policymakers and the population towards digital development. This "trust deficit" points to a changing attitude towards media and thus towards social change as a whole. According to the mediatization theory (Krotz, 2009), "digitization" can be understood as a factor of social change brought about by media-technical progress. This media-driven change is pedagogically and ethically relevant. Digitization does not only influence the ways we engage with one another (online vs. offline) but, more importantly, seems to influence the attitudes and feelings we have towards engaging with one another and also the attitudes and feelings towards how we engage with one another. Phenomena like cyberbullying, hate speech, digital addiction are examples of behaviors that are (seemingly) made possible through digitization. These negative examples might be considered to show the downsides of digitization, though, at the same time, the way these examples are portrayed generates a fear-based attitude around digitization that contributes to the "trust deficit." German teachers – as several international studies, especially the ICILS studies (cf. Fraillon et al. 2014; Fraillon et al. 2019), have shown – are rather critical and restorative media users. Research shows that ethically sound knowledge and easy use tools for reviewing and normatively evaluating media offerings and practices can have a positive impact on educational institutions (Marci-Boehncke & Vogel 2018). The interdisciplinary German research project DigitalDialog21 aims to contribute to a comprehensive evaluation of current and future technologies, practices, and ways of thinking of digital change. The task of an ethical reconstruction of the "trust deficit" is to make the attitudes of the population accessible and processable via a digital assessment of ethics (Rath, 2003). This task will set the theoretical framework for comprehensive digital literacy. One pedagogical goal of the project is to develop practical tools that help to arrive at a concrete, well-founded evaluation of digital offers at the individual level. (shrink)

Este artículo aborda el concepto de discriminación algorítmica desde una perspectiva conjunta de la filosofía y la ciencia de la computación, con el propósito de establecer un marco de discusión común para avanzar en el despliegue de las inteligencias artificiales en las sociedades democráticas. The purpose of the article is to reveal the scientific approach that substantiates the impact of the creation of strategic alliances (SA) on the digital transformation of business and the development of their innovative power based on identified success factors. The aim was achieved using the following methods: abstract logic and typification (for classification of SA's success factors), generalization (to determine the peculiarities of SA's influence on their innovation development), analytical and ranking method (to determine the relationship between the (...) dynamics creating of SA and the degree of acceleration of digital transformation), expert evaluation (to determine the degree of influence of SA success factors by business areas). Implementing a business-integrated approach to understanding digital transformation will accelerate implementation of innovation and organizational change, identifies future prospects for market, customer and business relationships, highlighting the importance of researching the factors that ensure their success. An alternative vision of SA’s success factors is suggested, which are determined by the possibilities the organization of partnerships and organizational culture, integration of business sectors, compatibility of management goals, external relevance, obtaining synergies. Innovation is considered by the authors as an integration factor that reconciles all groups of SA success factors, giving them the necessary focus to solve business problems. The results of the study show that the creation of SA has a significant impact on accelerating and changes priority of digital transformation of business areas involved in strategic partnerships, and the impact of SA on the development of their innovation power is crucial. The technological revolution and appropriation of internet tools began to reshape the material basis of society and the urban space in collaborative, grassroots, leaderless, and participatory actions. The protest squares’ representation on Television screens and mainstream media has been broad. Various health, governmental, societal, and urban challenges have marked the advent of the Covid-19 virus. Inequalities have become more salient as poor people and minorities are more affected by the virus. Social distancing makes the typical forms of protest impossible to (...) carry out. Under social distancing, some state-led policies took advantage of social media to focus on the Covid-19 pandemic to silence social and political activities, censor criticism, and control the press. However, during the pandemic era, the movements for social justice have been particularly active, focusing on defending workers’ rights, mutual aid and solidarity, monitoring policymakers, and popular education. These progressive movements combined concrete practices and experiences to confront the reactionary, capitalist, and governmental actors that sought to shape and envision the world. Through different case studies of protest movements during the pandemic in Europe, the UK, and Asia, this paper argues that at the time of rising racial, social, and economic inequalities, the social activities adapted to the circumstances determined by the social distancing and the impossibility of people gathering in physical spaces. Subsequently, the people in different countries had various individual and collective responses to the support of health workers, systemic inequalities, loss of jobs, and other societal and financial challenges imposed by the governments. It means that, rather than disappearing, the social movements have adapted to the unexpected situations during the pandemic outbreak. The pandemic broke the new digital global wave of protests in this sense. (shrink)

Digital health includes applications for smartphones and smart speakers as well as more traditional ways to access health information electronically, such as through your health care provider's online web‐based patient portal. As the number of digital health offerings—such as smartphone health trackers and web‐based patient portals—grows, what benefit do ethics, or bioethics, perspectives bring to digital health product development? For starters, the field of bioethics is concerned about issues of social justice, including equitable benefit and minimization and (...) fair distribution of the burden of harms. Researchers who employ user‐centered design methods should consider what digital health applications and products would look like if issues like equity and accessibility were foregrounded throughout design and development. One group whose needs are often neglected in the design of digital health products is older adults. Many people anticipate that the digital divide among older adults will close as the current generation of tech‐savvy consumers ages up. But since technology is constantly evolving, this divide may be constantly recreated. As bioethics moves ever further into the technology era, I want it to be mindful of the creation of digital health care disparities. (shrink)

As ever more advanced digital systems are created, it becomes increasingly likely that some of these systems will be digital minds, i.e. digital subjects of experience. With digital minds comes the risk of digital suffering. The problem of digital suffering is that of mitigating this risk. We argue that the problem of digital suffering is a high stakes moral problem and that formidable epistemic obstacles stand in the way of solving it. We then (...) propose a strategy for solving it: Access Monitor Prevent (AMP). AMP uses a ‘dancing qualia’ argument to link the functional states of certain digital systems to their experiences—this yields epistemic access to digital minds. With that access, we can prevent digital suffering by only creating advanced digital systems that we have such access to, monitoring their functional profiles, and preventing them from entering states with functional markers of suffering. After introducing and motivating AMP, we confront limitations it faces and identify some options for overcoming them. We argue that AMP fits especially well with—and so provides a moral reason to prioritize—one approach to creating such systems: whole brain emulation. Searle in the third chapter of his work Rationality in Action (2003) about the gap or distance that mediates between a decision and action, and how it intends to solve through the concept of the Self. We believe that this explanation is insufficient in some aspects and introduce the term Synderesis (Συντηρηοη in Greek) as argumentative line to defend the existence of decisions not contingent but free (...) from a Thomist perspective, in contrast to the proposal of the gap and the Self No-Humean. Throughout Iran and various countries, the recent calls of the “Zan, Zendegi, Azadi” (in Persian), “Jin, Jiyan, Azadi” (in Kurdish), or “Woman, Life, Freedom” (in English) movement call for change to acknowledge the importance of women. While these feminist protests and demonstrations have been met with brutality, systematic oppression, and internet blackouts within Iran, they have captured significant social media attention and coverage outside the country, especially among the Iranian diaspora and various international organizations. This article, grounded in feminist urban (...) theories of the Global South, analyzes the digital feminist placemaking movement in Iran. As the first counter‐revolution led by women, the movement utilizes digital art, graffiti, and protest movements to embody women’s solidarity groups and sympathy rallies. Our analysis employs various digital research methods, including social media scrutiny and the study of protest illustrations. Analyzing the digital feminist placemaking in Iran will enable us to compare the commonalities, differences, challenges, and opportunities between the minorities and majorities in the world’s countries. The outcomes of this research can help international organizations such as Amnesty International and the United Nations Agency for Gender Equality and Women’s Empowerment (UN Women), as well as policymakers, institutions, academics, and NGOs, to highlight the various ways in which broader public participation could be encouraged in the process of digital feminist insurgent placemaking. The power of the digital platforms and the increasing scope of their control over individuals and institutions have begun to generate societal concern. However, the ways in which digital platforms exercise power and organize immaturity—defined as the erosion of the individual’s capacity for public use of reason—have not yet been theorized sufficiently. Drawing on Bourdieu’s concepts of field, capitals, and habitus, we take a sociosymbolic perspective on platforms’ power dynamics, characterizing the digital habitus and identifying specific forms (...) of platform power and counterpower accumulation. We make two main contributions. First, we expand the concept of organized immaturity by adopting a sociological perspective, from which we develop a novel sociosymbolic view of platforms’ power dynamics. Our framework explains fundamental aspects of immaturity, such as self-infliction and emergence. Second, we contribute to the platform literature by developing a three-phase model of platform power dynamics over time. (shrink)

We live in a digital era, which can be described in various aspects: the digitalization of analogue information storage, the emergence of web society, the replacement of the vertical mass communication model with horizontal social networks, the decrease in the influence of traditional media. The article deals with the main characteristics of the digital era: interactivity, momentariness, hypertextuality, and convergence. The discussion of social network phenomenon and traditional media crisis serves in revealing the following relevant issues of the (...) information space: the information content creation, dissemination, economic models, and changes in consumer behaviour. The rapid growth of the Russian Internet offers great advantages, especially for geographical and cultural peripheries. Nevertheless, the locational inequality in Internet usage within the country has not yet been bridged. Meanwhile, some Russian villagers living in the countryside have started to ‘blog back’ to the metropolitan centres. How is the Russian village represented in these accounts by digital’nye derevenščiki ? What power relations are characteristic of villagers and townspeople, as they meet in online forums and blogs? The case (...) studies presented in this essay show that, although the traditional dichotomist opposition between centre and periphery has undergone substantial redefinition, the significance of these concepts as value-loaded, culturally coded discursive entities still prevails. The manifestation of hybrid identities, explored in recent research on transnational diasporic communities, has not yet affected the rather static conceptions of core and periphery at work within Russian borders and on the Russian Internet. The commodification of code demands two preconditions: a belief if the existence of code and a system of ownership for the code. An examination of these preconditions is helpful for resisting the further widening of digital divides. The ontological belief in the relatively independent existence of code is dependent on our understanding of what the “digital” is. Here it is claimed that the digital is not a natural kind, but a concept that is relative to our practices (...) of interpretation. An interpretative system that sees code as something that can or should always be owned implies an increase of social control and threatens vital processes of knowledge creation that are necessary for an open and egalitarian information society. The ontological belief in “digital code” thus provides the backdrop for an ethical view of the information society. Consequently, if we see digital code as an interpretative notion (in the nominalist way), the ethical questions appear in a different light. (shrink)

There is an ongoing debate about the ethics of research on lifespan extension: roughly, using medical technologies to extend biological human lives beyond the current “natural” limit of about 120 years. At the same time, there is an exploding interest in the use of artificial intelligence (AI) to create “digital twins” of persons, for example by fine-tuning large language models on data specific to particular individuals. In this paper, we consider whether digital twins (or digital doppelgängers, as (...) we refer to them) could be a path toward a kind of life extension—or more precisely, a kind of person extension—that does not rely on biological continuity. We discuss relevant accounts of consciousness and personal identity and argue that digital doppelgängers may at least help us achieve some of the aims or ostensible goods of person-span extension, even if they may not count as literal extensions of our personhood on dominant philosophical accounts. We also consider relational accounts of personhood and discuss how digital doppelgängers may be able to extend personhood in a relational sense, or at least secure some of the goods associated with relevant relationships. We conclude by suggesting that a research program to investigate such issues is relevant to ongoing debates about the ethics of extending the human lifespan. (shrink)

Background Healthcare leader support and facilitation for ethics work are of great importance for healthcare professionals’ handling of ethical issues, moral distress, and quality care provision. A digital tool for ethical reflection in long-term care was developed in response to the demand for appropriate tools. Research aim This study aimed to explore healthcare leaders’ expectations of using a digital tool for ethical reflection among their home nursing care staff. Research design A qualitative research design with vignettes and focus (...) group interviews was used. The data were analyzed using reflexive thematic analysis. Participants and Research Context The sample comprised ten healthcare leaders from municipal long-term care in Norway. Ethical Considerations Participation was voluntary and based on informed consent. The Norwegian Agency for Shared Services in Education and Research approved this study. Findings The analysis resulted in the development of three themes representing leaders’ expectations of the tool: (i) giving staff a voice, (ii) revealing ethics in practice, and (iii) keeping the pot boiling. Discussion Leaders must be informed about the ethical issues experienced to engage in supportive measures for their staff. Digital channels can increase the democratization, safety, and efficiency of communication between employees and leaders and increase awareness of ethical aspects in daily care work. The leaders had positive expectations of employees’ activities and benefits from using the tool for ethical reflection. However, they admitted that realizing the tool’s potential to ensure continuity in ethics work requires considerable organizational and leader involvement. Conclusions This study shows that healthcare leaders are open to digital solutions for managing ethics work in home nursing care. Both opportunities and important prerequisites for successfully implementing the digital tool were identified. (shrink)

Can digital pictures qualify as photographs? The commonsensical answer is that they can. We are happy to call a picture of a scene made with a digital camera a photograph. According to William Mitchell, however, we are wrong to do so. Pictures made with digital cameras would not qualify as photographs, because they lack a certain realism essential to classical, i.e. film-based, photography. In the following, I first present two ways in which film-based photographs are realistic . (...) Next, I discuss Mitchell’s position that pictures made with digital cameras are not realistic and, consequently, not truly photographic . Finally, I argue – against Mitchell – that pictures made with digital cameras are realistic and, thus, do qualify as photographs. (shrink)

Digital contact tracing, in combination with widespread testing, has been a focal point for many plans to “reopen” economies while containing the spread of Covid‐19. Most digital contact tracing projects in the United States and Europe have prioritized privacy protections in the form of local storage of data on smartphones and the deidentification of information. However, in the prioritization of privacy in this narrow form, there is not sufficient attention given to weighing ethical trade‐offs within the context of (...) a public health pandemic or to the need to evaluate safety and effectiveness of software‐based technology applied to public health. Digital duplicates reduce the scarcity of individuals and thus may impact their instrumental and intrinsic value. I here expand upon this idea by introducing the notion of collective scarcity, which pertains to the limitations faced by social groups in maintaining their size, cohesion, and function.
