DNA topoisomerases are enzymes that can modify, and may regulate, the topological state of DNA through concerted breaking and rejoining of the DNA strands. They have been believed to be directly involved in DNA excision repair, and perhaps to be required for the control of repair as well. The vicissitudes of this hypothesis provide a noteworthy example of the dangers of interpreting cellular phenomena without genetic information and vice versa.

Cornel West's reputation as a public and celebrity intellectual has overshadowed his important contributions to philosophy. Professor Clarence Shole Johnson provides a rectification of this situation in this benchmark, thought-provoking book. A distinctive characteristic of contemporary Hume scholarship is the attempt by scholars to read Hume both critically and sympathetically. This is itself quite encouraging, especially in view of the misinterpretations to which Hume's views have traditionally been subject. More positively, how-ever, we now have a systematic attempt, hitherto absent, to appreciate the richness and complexity of Hume's views and of the many positive things Hume has to say in philosophy.

But for a very recent exception, Hume has generally been thought to deny that cognitive reason plays a distinctive role in morality. The cornerstone of this view has been his notorious remark that reason is and ought only to be the slave of passion and can never pretend to any other office than to serve and obey passion. But, this remark notwithstanding, Hume’s view about the significance of intention in moral processes suggests that he does assign to cognitive reason a (...) very crucial role in morality. This essay examines Cornel West's position that social justice for the socially marginalized, especially African Americans, can only be obtained through, among other things, a synthesis of Marxian critique of capitalistic culture and hegemony, and Black prophetic theological outlook. I bring out certain limitations in West's position, in particular, what I construe as his tendency to reduce all forms of oppression to the economic. Furthermore, even as I agree with West that capitalism needs to be examined, I argue, on the (...) contrary, that social justice can still be effected within a reformed liberal capitalist system. This paper examines Paulin Hountondji's endeavor both to explode what he terms the myth about African philosophy and to elaborate what he deems the reality of African philosophy. Hountondji argues that it is a myth that African philosophy consists in the beliefs collectively held by various ethnic groups. Yet it is this myth that has gained currency in Western circles. Hountondji believes that this myth has been given currency largely by Western ethnographers and ethnophilosophers bent on promoting the idea that (...) Africans are incapable of individual rational thinking. Hountondji challenges this myth and then offers a reconceptualization of African philosophy. I argue in this study that while Hountondji's rejection of ethnophilosophy is plausible, his proposal for reconceptualizing African philosophy is fraught with some very serious problems. I close by suggesting a direction for contemporary African philosophy. (shrink)

One reaction to the theory of moral responsibility Hume presentsis that the theory cannot be reconciled with his remarks about the self in Treatise, Book One. Hume declared a self or person to be nothing but a bundle of transient perceptions, arguing further that there is no one perception that continues invariably the same at any two moments of time. It would follow from such a view that, since one and the same bundle cannot logically exist at two distinct moments, (...) and hence a person at t1 is distinct and different from a person at t2, it is logically impossible, even unjust, to ascribe responsibility to a person at a later time for, say, a moral crime committed at a previous time. The reason is that the individual to whom responsibility will be ascribed is the successor of the criminal and not the criminal himself. But since this runs counter to our moral practices of making accountable the perpetrators of crimes, Hume would therefore have to give up or at least revise his theory of the self if he is to discuss intelligibly the issue of individual moral responsibility. A One Health approach holds great promise for attenuating the risk and burdens of emerging infectious diseases (EIDs) in both human and animal populations. Because the course and costs of EID outbreaks are difficult to predict, One Health policies must deal with scientific uncertainty, whilst addressing the political, economic and ethical dimensions of communication and intervention strategies. Drawing on the outcomes of parallel Delphi surveys conducted with policymakers in Singapore and Australia, we explore the normative dimensions of two different precautionary (...) approaches to EID decision-making—which we call regimes of risk management and organizing uncertainty, respectively. The imperative to act cautiously can be seen as either an epistemic rule or as a decision rule, which has implications for how EID uncertainty is managed. The normative features of each regime, and their implications for One Health approaches to infectious disease risks and outbreaks, are described. As One Health attempts to move upstream to prevent rather than react to emergence of EIDs in humans, we show how the approaches to uncertainty, taken by experts and decision-makers, and their choices about the content and quality of evidence, have implications for who pays the price of precaution, and, thereby, social and global justice. Advancements in early diagnosis and novel treatments for children with complex and chronic needs have improved their chances of survival. But many survive with complex medical needs and ongoing medical management in the setting of prognostic uncertainty. Their medical care relies more and more on preference-sensitive decisions, requiring medical team and family engagement in ethically challenging situations. Many families are unprepared as they face these ethical challenges and struggle to access relevant ethical resources. In this paper, Timmy’s narrative, situated in (...) the context of what is known about ethical challenges in the care of children with chronic critical illness (CCI), serves as a case study of the gap in available ethical resources to guide families in their approach to difficult decision making for children with significant medical complexity and CCI. Our author group, inclusive of parents of children with complex medical needs and medical professionals, identifies domains of ethical challenges facing families of children with CCI and we highlight the development of family/caregiver-oriented ethics resources as an essential expansion of pediatric bioethics. Three visual habituation studies using abstract animations tested the claim that infants’ attachment behavior in the Strange Situation procedure corresponds to their expectations about caregiver–infant interactions. Three unique patterns of expectations were revealed. Securely attached infants expected infants to seek comfort from caregivers and expected caregivers to provide comfort. Insecure-resistant infants not only expected infants to seek comfort from caregivers but also expected caregivers to withhold comfort. Insecure-avoidant infants expected infants to avoid seeking comfort from caregivers and expected caregivers to (...) withhold comfort. These data support Bowlby’s (1958) original claims—that infants form internal working models of attachment that are expressed in infants’ own behavior. (shrink)

Annette Baier should have entitled her book A Progress of Reason and Sentiments instead of A Progress of Sentiments, because one of her chief concerns is the role and significance of reason in Hume's philosophy. She says in the Preface that her aim in the book is “to present Hume's work as exhibiting a progress of thought and sentiment, and acquiring ‘new force as it advances‘” (p. viii). Because the issue of reason in Hume's philosophy is central to her concern, (...) Baier initiates a discussion of it in Chapter 1 and relentlessly pursues the discussion throughout the book. I think it is fair to say that Baier wishes to answer the question “How, if at all, does cognitive reason function in Hume's philosophy?” To answer this question she begins by contrasting Hume's method of conducting philosophy with the method of the Cartesian or intellectualist tradition. She shows that solipsism is, to borrow Gilbert Ryle's expression, the “ineluctable destiny” of the kind of philosopher who glorifies the intellect while denigrating the other human capacities, the individual who indulges in abstract speculation over practical matters. According to Baier, this solipsistic predicament i s what Hume's protagonist articulates towards the end of his intellectual adventure in Book I, Part IV of the Treatise in saying: “Where am I or what? From what causes do I derive my existence?…” Here, Baier affirms, is pure (read unsociable) reason trapped in a miasma of self-doubt, perplexities, bewilderment and desolation from which it cannot extricate itself. The seminal 1993 article by LaFollette and Shanks “Animal Models in Biomedical Research: Some Epistemological Worries” introduced an influential taxonomy into the debate about the value of animal experimentation. The distinction they made between hypothetical and causal analog models served to highlight a concern regarding extrapolating results obtained in animal models to human subjects, which endures today. Although their taxonomy has made a significant contribution to the field, we maintain that it is flawed, and instead, we offer a new practice-oriented (...) taxonomy of animal models as a means to allow philosophers, modelers, and other interested parties to discuss the epistemic merits and shortcomings, purpose, and predictive capacities of specific modeling practices. This paper argues that the subsistence of the fundamental theorem of contemporary financial mathematics is the ethical concept ‘reciprocity’. The argument is based on identifying an equivalence between the contemporary, and ostensibly ‘value neutral’, Fundamental Theory of Asset Pricing with theories of mathematical probability that emerged in the seventeenth century in the context of the ethical assessment of commercial contracts in a framework of Aristotelian ethics. This observation, the main claim of the paper, is justified on the basis of results (...) from the Ultimatum Game and is analysed within a framework of Pragmatic philosophy. The analysis leads to the explanatory hypothesis that markets are centres of communicative action with reciprocity as a rule of discourse. The purpose of the paper is to reorientate financial economics to emphasise the objectives of cooperation and social cohesion and to this end, we offer specific policy advice. (shrink)

Analyzed F. Galton's data on the sensory, psychomotor, and physical attributes of 1,639 females and 4,849 males. The reliability of the measures, developmental trends in mean scores, correlations of the measures with age, correlations among measures, occupational differences in scores, and sibling correlations are described. Developmental trends during later childhood, adolescence, and early maturity are compared to those described in contemporary developmental psychological literature.

Research on corporate political activity has considered a number of antecedents to a firm’s engagement in politics. The majority of this research has focused on either industry or firm-level motivations that lead to corporate political activity, leaving the role of the firm’s leader noticeably absent in such scholarship. This article combines ideas from Upper Echelons Theory with research in corporate political activity to bridge this important gap. More specifically, this research utilizes CEO demographic characteristics to determine whether a firm will (...) invest in political activity and how these characteristics influence the particular approach to political activity the firm undertakes. Considering 27 years of data from large U.S. firms, we find that a CEO’s age, tenure, functional, and educational backgrounds influence whether and how the firm invests in political activity. Cells fine‐tune their DNA repair, selecting some regions of the genome in preference to others. In the paradigm case, excision of UV‐induced pyrimidine dimers in mammalian cells, repair is concentrated in transcribed genes, especially in the transcribed strand. This is due both to chromatin structure being looser in transcribing domains, allowing more rapid repair, and to repair enzymes being coupled to RNA polymerases stalled at damage sites; possibly other factors are also involved. Some repair‐defective diseases may involve repair‐transcription coupling: three (...) candidate genes have been suggested.However, preferential excision of pyrimidine dimers is not uniformly linked to transcription. In mammals it varies with species, and with cell differentiation. In Drosophila embryo cells it is absent, and in yeast, the determining factor is nucleosome stability rather than transcription.Repair of other damage departs further from the paradigm, even in some UV‐mimetic lesions. No selectivity is known for repair of the very frequent minor forms of base damage. And the most interesting consequence of selective repair, selective mutagenesis, normally occurs for UV‐induced, but not for spontaneous mutations. I take up the challenge of whyfalsebeliefs are better than “cautious actionpolicies” (target article, sect. 9) in navigating adaptive problems with asymmetric errors. I then suggest that there areinteractionsbetween supernatural beliefs, self-deception, and positive illusions, rendering elements of all such misbeliefs adaptive. Finally, I argue that supernatural beliefs cannot be rejected as adaptive simply because recent experiments are inconclusive. The great costs of religion betray its even greater adaptive benefits – we just have not yet nailed down exactly what they (...) are. (shrink)
