This volume consists of original essays by academic leaders and scholars connected to Clark Kerr’s life and work. He was arguably America’s most significant higher education thinker and public policy analyst in the last 50 years of the 20th century and renowned globally. However, little thoughtful attention has been devoted to assessing the whole of his work. Some commentators misunderstand the man as well as his ideas. The California Master Plan for Higher Education of 1960 was (...) one of his famous undertakings, as was his part in shaping the multi-campus University of California towards global eminence. He coined the word “multiversity” to describe what he called the “uses” of the university, but began to think it had become much too “multi”. Some of his most important work was as director of the Carnegie Commission on Higher Education and the Carnegie Council on Policy Studies in Higher Education, which laid the foundation for sophisticated policy-making. The contributors honor the achievements of a remarkable man and provide portraits of him, but of equal importance are their critical discussions of the sources of his thinking, his attempts to balance access and merit in mass higher education circumstances, the policy issues that he confronted and the success of their resolution. For many of the contributors, Kerr’s work is the starting point for understanding policy issues in varying regional and national contexts. Often thought to be a social scientist eager to keep abreast of trends, Kerr was actually au fond a moralist and surprisingly old-fashioned in his personal values. (shrink)

Higher education restructuring in South Africa has been heavily influenced by policy processes which culminated in the formulation of several documents, including: the National Commission on Higher Education (NCHE) Report (1996), the Education White Paper 3 (EWP, 1997) entitled "A Programme for the Transformation of Higher Education", the Council on Higher Education (CHE) Report entitled "Towards a New Higher Education Laindscape: meeting the Equity, Quality and Social Development Imperatives (...) of South Africa in the 21st Century" (2000) and the National Plan for Higher Education (2001). The National Plan for Higher Education in South Africa (2001) outlines the framework and mechanisms for implementing and realising the policy goals of the Education White Paper 3. With reference to the need of the higjier education system to develop the intellectual capacities of people by inculcating in them high quality skills and competences which, in turn, can lead to a heightened form of political accountability on the part of democratic South African citizens, my contention is that this can best be achieved if "outcomes" announced in the National Plan are implemented along the lines of deliberative democracy and citizenship. It is this position I wish to analyse and explore in this paper with reference to one specific "outcome": enhanced cognitive skills of graduates. (shrink)

The articles included in this issue represent some of the most recent thinking in the area of critical thinking in higher education. While the emphasis is on work being done in the Australasian region, there are also papers from the USA and UK that demonstrate the international interest in advancing research in the area. -/- ‘Critical thinking’ in the guise of the study of logic and rhetoric has, of course, been around since the days of the ancient Greeks (...) and the early beginnings of universities. In a narrower sense, critical thinking has been central to higher education as a desirable attribute of graduates since at least the beginning of the twentieth century. The work of John Dewey, and others, emphasised the importance of ‘good habits of thinking’ as early as 1916. In 1945, the Harvard Committee placed emphasis on the importance of ‘thinking effectively’ as one of three desirable educational abilities in their General education in a free society. This was later endorsed in 1961 by the US-based Educational Policies Commission: ‘The purpose which runs through and strengthens all other educational purposes … is the development of the ability to think’ (Kennedy, Fisher, & Ennis, 1991, pp. 11–12). -/- In recent times, universities have made a point of emphasising the importance of critical thinking as a ‘generic skill’ that is central to most, if not all, subjects. There is not a university today (in Australia at least) that does not proudly proclaim that their graduates will – as a result of a degree program in their institution – learn to think critically. Further, there is rarely a subject taught that does not offer the opportunity to acquire skills in critical thinking. However, where is the evidence that we teach critical thinking in higher education? Disturbingly, despite our best intentions, it appears we may be teaching very little of it. (shrink)

Almost a quarter-century after the Carnegie report, Scholarship Reconsidered, the scholarship of teaching remains a contested idea, celebrated by some and critiqued by others. This new book is particularly relevant now however as it explores the notion of the scholarship of teaching through the lens of authenticity, a complex, intriguing and particularly striking and distinctively helpful notion which has caught the attention of several authors in adult and higher education. However, those writing about authenticity do not always (...) make explicit what it is that they mean by this notion, nor are they clear about the philosophical foundations underpinning it. In developing the notion of the scholarship of teaching as an 'authentic practice', the author draws on several complementary philosophical ideas to explore the nature of this practice, why it is imperative for universities to engage in it, what meaningful engagement wold look like and the conditions under which it might qualify as 'authentic'. Core constructs employed include practice virtue communicative action 'being', 'power', critical reflection and transformationThe scholarship of teaching is described as a practice sustained through critical reflection and critical self-reflection. Being a scholar of teaching is viewed as an ongoing transformative learning process, a process of becoming authentic, the latter ultimately aimed at both helping students to become authentic and creating a better world in which to teach, learn and live. Although explored as a practice in its own right, the scholarship of teaching is seen to be strengthened by being situated within a wider integrated notion of academic practice. The book combines the author's previous research on authenticity with earlier work on the meaning of the scholarship of teaching, offering a provocative, fresh and timely perspective on the scholarship of teaching and professional learning in our times but also providing guidance on how to create a better world in which to learn, teach and live. The report of the Treadway Commission suggests that all public companies should establish effective written codes of conduct in promoting honorable behavior by corporations. The need for written "codes of conduct" for businesses is evident in the current literature. However, there is not sufficient evidence regarding the implication of codes of conduct in a college. Academic dishonesty has become an important issue in institutions of higher education. Codes of conduct can also provide a basis for ethical behavior (...) in colleges and universities. Survey respondents were generally supportive of the concept of codes of ethical conduct in colleges and universities. The results of this study indicate that college codes of conduct tend to follow a "low road" approach. The results also suggest the following needed improvements in college and university codes of conduct: (1) greater emphasis on preventing financial, scientific, and academic fraud; (2) more inclusion of the faculty in the process; and (3) establishment of a proper process for implementation of the code. The purpose of this study was to map the distribution of publications on plagiarism among higher educational institutions in sub-Saharan Africa (SSA). Studies reviewed were based on 171 plagiarism related publications within a decade (2012–2022). Findings revealed that most plagiarism related articles were published in 2016. Additionally, a majority of the studies (53) were from Nigeria and Ghana (23). Most of the articles focused on students’ and faculty’s awareness of plagiarism, and institutional prevention of plagiarism, but were rather marginal (...) on challenges involved in preventing plagiarism, as well as effects of plagiarism. Dominant forms of plagiarism were self-plagiarism, branded plagiarism and commission plagiarism. However, major causes of plagiarism comprised easy access to digital information and resources; poor supervision of students; pressure on academics to publish for promotion; and insufficient skills development regarding ethical academic writing. Additionally, plagiarism preventive software and policies on plagiarism were the main ways of preventing plagiarism. Finally, in fighting plagiarism, higher educational institutions in SSA encountered challenges such as lack of well-trained academic experts to detect and report plagiarism cases; reluctance on the part of technical administrative staff to investigate works for traces of plagiarism; and low plagiarism detection skills from project supervisors. Based on the findings, recommendations are made to stakeholders for future research, policy and practice. (shrink)

This study uses secondary data to examine Obiora’s education ethics vis-à-vis the higher education system in Nigeria. The discourse centered on government educational agencies such as the National Universities Commission (NUC); National Board for Technical Education (NBTE); National Commis-sion for Colleges of Education (NCCE) and Tertiary Education Trust Fund (TETFund) and their roles in the management of the educational system in Nigeria. The study further highlights the ethical lapses in the tertiary education (...) system in Nigeria. The researcher suggests that, the government should encourage private ownership of tertiary institutions, while the government through its agencies supervises them. (shrink)

Plagiarism may distress universities in the US, but there is little agreement as to exactly what constitutes plagiarism. While there is ample research on plagiarism, there is scant literature on the content of university policies regarding it. Using a systematic sample, we qualitatively analyzed 20 Carnegie-classified universities that are “Very High in Research.” This included 15 public state universities and five high-profile private universities. We uncovered highly varied and even contradictory policies at these institutions. Notable policy variations existed for (...) verbatim plagiarism, intentional plagiarism and unauthorized student collaboration at the studied institutions. We conclude by advising that the American Association of University Professors and other overarching academic bodies confer and come to accord on the disposition of these issues. (shrink)

Similar to ongoing discussions about the existence of Filipino philosophy, questions remain whether there is indeed a Filipino philosophy of education or not. Several scholars have sought an authentic Filipino philosophy of education that is untouched by colonization, while others have acknowledged that foreign influence cannot be taken away from the different aspects of being Filipino including their philosophy of education. Additionally, some scholars have criticized the coloniality that is evident in the nation-state’s perspectives on education, (...) whereas others have recognized the contributions of Western thoughts in shaping the discourse on Philippine education. The general education curriculum recently mandated by the Commission on Higher Education of the Philippines for undergraduate students, for instance, displays these opposing views. Its emphasis on progressive education and social reconstruction clearly shows the pervading influence of John Dewey on Philippine education. Such articulations on the purpose of Philippine higher education by the nation-state, on the one hand, can be construed as ‘un-Filipino.’ On the other hand, they can mean ‘Filipinization’ of the Philippine higher education, which involves appropriating Deweyan philosophy of education to suit the local context and to render the curriculum more responsive to the needs of the Filipino people amidst a rapidly globalizing world. Both viewpoints are relevant in offering a nuanced understanding of the Filipino philosophy of education. The former challenges us to reflect on what constitutes the Filipino identity, whereas the latter urges us to unravel the vestige of coloniality in the prescribed curriculum to bring out its ‘Filipino-ness.’. Universities and other research institutions are increasingly providing additional training in research integrity to improve the quality and reliability of research. Various training courses have been developed, with diverse learning goals and content. Despite the importance of training that focuses on moral character and professional virtues, there remains a lack of training that adopts a virtue ethics approach. To address this, we, a European Commission-funded consortium, have designed a train-the-trainer programme for research integrity. The programme is based on (1) (...) virtue ethics, (2) the ethos of science, (3) learning by doing and (4) learner-centred teaching. The blended learning programme combines e-learning modules with participatory group sessions. Trainers are taught how to guide researchers through a series of structured exercises for fostering reflection on scientific virtues, and how to promote understanding and application of the European Code of Conduct for Research Integrity. Trainers are provided with adaptable tools and resources that can be used and combined in different ways. The programme implementation began in Spring 2020 and 470 trainers have participated to date. When trainers were asked to grade – between 0 (very bad) and 10 (excellent) – the e-learning modules and the participatory exercises, 60% scored a grade 8 or higher (median = 8, IQR = 2) for the e-learning modules, whereas 80% scored a grade 8 or higher (median = 9, IQR = 1) for the participatory exercises. A majority felt that the training helped them as a trainer to learn about ways to organise and teach a research integrity course (82%) and would recommend the interactive exercises to others (92%). Trainers have educated over 3300 researchers in Europe using our virtue-based approach. The VIRT2UE train-the-trainer programme fosters research integrity by providing trainers with exercises and tools which enable them to stimulate the development of good researchers across Europe. In the past years, many students had problems with their finances, especially their expenses for education. Many of the students are affected by the crisis financially, emotionally, and by their wellbeing. That is why the government provides programs that will help the students with their problems with school expenses, and that is through the Tertiary Education Subsidy (TES) of the Commission on Higher Education (CHED). Further, the primary goal of this study is to explore the (...) TES Grantees' lived experiences, challenges, and coping mechanisms. Furthermore, these are the study's findings: (1) The grantees find the TES very helpful regarding finances that will tackle their academic needs, such as tuition fees and school learning materials. This article considers the proposals of the final report of the Commission on Religious Education (CoRE 2018) and its controversial conclusion that the law should require religious education to include teaching about non-religious worldviews alongside religions, presumably in equal measure. Attention is given both to Trevor Cooling’s recent defence of CoRE’s proposals against already expressed criticisms and to additional criticisms, that of the abstract nature of a worldview as a highly ramified, philosophical concept, which is educationally ill-suited (...) to the interests and intellectual capabilities of many pupils, and that of the failure of the proposals to indicate in what ways they overcome current systemic weaknesses. It is concluded that religious education should not be reconceptualised as the study of religious and non-religious worldviews nor should it adopt a framework that construes religions primarily as worldviews. In a recent article, L. Philip Barnes critiques the Commission on Religious Education (CoRE) Final Report by scrutinising its text and by responding to my interpretation of that text. His particular, but not exclusive, focus is CoRE’s proposal that the idea of worldview should be central to RE. His conclusion is that: ‘The collective force of these criticisms counsels against implementing the proposals of CoRE. Religious education needs to look elsewhere than to a worldview curriculum to overcome (...) its current travails’. This article responds by arguing that Barnes fails to justify his conclusion because his critique does not meet the standards of a fair and responsible treatment of his chosen focal texts. In particular, it misrepresents and misinterprets the CoRE Report and overlooks the alternative interpretation that I and others offered. (shrink)

The objective of this research was to determine the relationship between educational marketing and student satisfaction in Higher Education Institutions in the Tacna region, in order to analyse the characteristics that are related to the study variables. The methodology was carried out under a quantitative approach, with a correlational and transversal research design; sample was composed of 249 students. Pearson's statistical test was applied, showing that the educational marketing variable is significantly related to student satisfaction in higher (...) education institutions. Finally, it was demonstrated that the students evidenced effective characteristics of their respective institutions that differentiate them from others. (shrink)

This article is a contribution to the existing debate about the marketization of higher education and offers a detailed study of the way the practices of marketization manifest themselves at the level of discourse in higher education. Taking its point of departure in Critical Discourse Analysis and using a text-driven procedure for genre analysis, the article describes and analyses the international student prospectus as an instance of a highly promotional genre which clearly reflects the values and (...) forces of the free market. The article contains two analyses. The first analysis compares four instances of the international student prospectus genre from Finland, Scotland, Australia and Japan and tries to establish genre membership and genre characteristics by considering the overall text structure, and by looking for similarities in content and `rhetorical moves'. The second analysis is an in-depth analysis of the language use in the international student prospectus from the University of Stirling, Scotland. This analysis pays particular attention to the way the rhetorical moves and visual and lexico-grammatical features in the text are used to represent the two main participants in the text: the university and its students. Both analyses show that the student prospectus is trying to construct an image of the University of Stirling and its students which goes hand in hand with the new trend in higher education — namely that of offering innovative products to `demanding' clients on the look-out for the best possible `university experience'. For over half a century there have been concerns about increases in the occurrence of academic misconduct by higher education students and this is now claimed to have reached crisis proportions (e.g. Mostrous & Kenber, 2016a ). This study explores the extent to which multi-national faculty judge the effectiveness of higher education institutions in dealing with such misconduct. A survey of multi-national higher education faculty was conducted to explore the perceived barriers to the implementation (...) of academic integrity processes. It asked faculty how likely some hypothetical scenarios of failures of such processes were to occur in the real world of higher education institutions. 63% of our participants perceived there to be institutional and/or faculty barriers to effectively dealing with academic misconduct. Mostly, they blamed the higher education model for this which, in the interests of mass education, has come to prioritise the need for institutions to focus more on their quantity of output as corporate business enterprises than on the integrity of their output as educators. In discussing participants’ comments, about the relationship of faculty to their employing institutions, Schein and Scheins’ ( 2016 ) theory of three levels of organisational culture was used. Participants’ comments suggested that, at the deepest level of organisational culture i.e. basic underlying taken-for-granted assumptions about beliefs and values, inadequate integrity measures have tended to become normalised. Despite the often considerable, efforts of the institutions, organisational barriers were noted which mitigate against faculty behaving professionally i.e. from doing a ‘good job’ in respect of student academic misconduct. Some blame was also placed on faculty. We argue that apparent institutional inability to effectively manage the integrity process, has potentially significant consequences for wider society. We discuss ways in which this situation might be improved including a recommendation that governments regulate this aspect of the corporate social responsibility of higher education institutions as they do other aspects, requiring that it be managed effectively. This article addresses conceal and carry laws on higher education campuses as ethical and social dilemmas. The Second Amendment reads, “A well regulated Militia, being necessary to the security of a Free State, the right of the people to keep and bear Arms, shall not be infringed” (U. S. Const. amend. II 1791 ). Proponents for conceal and carry laws on college and university campuses often interpret the Second Amendment as an overarching right to have weapons, regardless of (...) location. Opponents of such legislation argue that allowing guns on campuses would be a mistake and student safety can be addressed in other ways. Throughout the 2010–2011 legislative sessions Arizona and Texas have been on the cusp of passing pro conceal and carry laws which would allow higher education students to carry weapons on campus. Over two decades states have increased access to weapons, while most in the U.S. have sentiments against their neighbors carrying arms (Kranz 2006 ). While the Second Amendment provides the right for individual to carry arms, higher education campuses are regarded as a subset of the population, a space for maturing adults and not a place for concealed weapons. This volume focuses on the question of whether it is appropriate and inevitable that higher education systems are becoming so large and so diverse that the only realistic way they can be analysed is as aggregates of market-like transactions.

Introduction. One of the drivers of the Russian regions’ development is traditionally considered to be local universities and the scientific activity development, in particular. However, such a belief is usually based on speculative conclusions and is not subjected to detailed empirical testing. The purpose of the study is to assess the relationship between the development of science in universities in Russian regions and indicators of regional development according to 2017—18 data. Methods. The authors use methods of generalization, grouping, assessment of (...) indicators of central tendency and variations, as well as methods of correlation analysis. The study is based on the data from regional statistics presented on the official website of Russian Statistics Agency, as well as data from monitoring the universities effectiveness, commissioned by the Ministry of Science and Higher Education of the Russian Federation. Scientific novelty of the research. For the first time, the authors present an empirical analysis of the relationship between indicators of socioeconomic development of Russian regions and indicators of scientific activity in universities in the region. The study is characterized by using a sample of homogeneous regions. The sample excluded regions that did not have significant scientific results, as well as regions that are leaders in economic development. As a result, a “core” of 57 Russian regions with similar characteristics of both economic development and the results of scientific activity was investigated. This increased the practical significance of the conclusions and their reliability. Results. As a result of the study, it was found out that there is a statistically significant relationship between all indicators of regional development and science in universities. However, a deeper analysis made it possible to establish that this relationship is indirect. In some cases, we can talk about the opposite influence - regional development on scientific results in universities. Conclusions. It was found that the indicators used in the public administration system for assessing the effectiveness and efficiency of scientific activity are not key in terms of their impact on regional development. It was revealed that publications in leading world databases and in the Russian Science Citation Index (RSCI) are equally related to regional development. It has been determined that in a number of cases, within the considered sample, it is possible to distinguish two groups of regions with a different nature of the relationship between regional development and science in universities. The COVID-19 pandemic has highlighted the inadequacies of Indonesia's digital infrastructure for higher education, presenting a significant challenge. This article not only discusses the potential of digitalization in enhancing higher education but also addresses how it could undermine education quality. It identifies potential strategies to mitigate these issues. Employing a qualitative-explorative approach, this study gathers primary data from interviews and focus group discussions, complemented by secondary data from desk research. It concludes that digital methods aimed (...) at lessening the pandemic's impact on higher education have inadvertently compromised educational quality. This is attributed partly to users' limited proficiency with necessary technologies and partly to infrastructure deficiencies, such as internet and cellular connectivity, leading to substantial obstacles in online learning. The article advocates for the creation of a dedicated institution to support the surge in demand for digital technology and infrastructure necessitated by the pandemic. (shrink)

Throughout his long and prolific career, Edward Shils brought an extraordinary knowledge of academic institutions to discussions about higher education. The Calling of Education features Shils's most illuminating and incisive writing on this topic from the last twenty-five years of his life. The first essay, "The Academic Ethic," articulates the unique ethical demands of the academic profession and directs special attention to the integration of teaching and research. Other pieces, including Shils's renowned Jefferson lectures, focus on perennial (...) issues in higher learning: the meaning of academic freedom, the connection between universities and the state, and the criteria for appointing individuals to academic positions. Edward Shils understood the university as a great symphonic conductor comprehends the value of each instrument and section, both separately and in cooperation. The Calling of Education offers Shils's insightful perspective on problems that are no less pressing than when he first confronted them. Edward Shils (1910-1995) was distinguished service professor in the Committee on Social Thought and the department of sociology at the University of Chicago. This collective article discusses the philosophy of modern higher education in Iran, which in this case, optimistically, its history dates back to the founding of Dār al-fonūn —if we consider Dār al-fonūn as a university. Otherwise, its origin can be traced back to the University of Tehran. Central to this article is the emphasis on the lack of philosophy of higher education in Iran. Therefore, most of the criticisms in front of us are related to the (...) internal inconsistency in the Iranian higher education system due to the lack of a national-indigenized-official philosophy of higher education in Iran. Furthermore, The Islamic Revolution of 1979 brought about fundamental changes in higher education. Accordingly, several controversial issues including the rapid growth of higher education, the Islamization of universities, cultural narratives in higher education, the increase in students, especially women and the low-income class of the country were also explored. We are living in an era of development and innovation through research and learning. The nation that has achieved its development goals, has done through education reforms and a keen focus on strengthening its National Innovation System. In Pakistan, this role has fallen to the Higher Education Commission, commonly known as HEC. The Higher Education Commission has attempted various activities for ceaseless improvement of the nature of advanced education as per the worldwide (...) norms and to patch up post-auxiliary instruction to improve the instructive guidelines at the alumni level. Public Academy for Higher Education has been built up with the mean to plan and convey nonexclusive and need-based limit building and preparing programs in instructing and exploration for personnel just as a spotlight on scholastic administration and authority for the workforce and the board. Education Testing Council has additionally been modified to normalize passage tests for the universities of Pakistan. The study focuses on the different programs run by HEC to develop the country’s formal learning program and education sector. Since its commencement, we investigate various projects created by HEC to encourage Higher Education Institutions and build up a superior staff for this reason. (shrink)

This monograph aims to uncover value-belief-systems underlying dominant narratives in modern IHEs, impacting the lives of many multidimensional adult learners. To do so, Eurocentrism and neoliberalism are used to analyze the socio-cultural-political movements of the U.S. and its influence on higher education trends. Then, models of adult consciousness and transformative approaches to adult learning are introduced to problematize dominant narratives and make the case for more complex epistemologies. With critical contemplation, acts of compassion for interdependence, self-compassion for intentionality, (...) authentic relationships for political consciousness, listening for non-duality, and mindfulness for impermanence (CALM) are introduced as ways to emphasize self-transformation and self-actualization. CALM practice is just one way to join others in the social justice work of wholeness and humanity to better support multidimensional adult learners. Along with this understanding comes the potential to disrupt dominant narratives with a moral stance, honoring innate human value and the diverse human condition. The future of institutions of higher education must be guided by a moral position in the name of healing and wellness. Together, we can transform higher education so that institutions are a place where adult learners create the conditions of freedom to actualize the right to self-worth, the liberty to connect with others, and the pursuit of personal fulfillment, honoring this nations guiding principles of life, liberty, and happiness. Driven and influenced by learning theory and information technology, the form of the classroom environment in higher education is constantly changing. While traditional lecture classrooms focus on efficient learning modes and economical space layouts, active learning classrooms focus more on active learning psychology and adaptive space perception. Although existing studies have explored the development of educational and technological domains in the classroom, a comparative study of these two classroom environments and students’ learning perceptions has not been conducted. Hence, (...) using a questionnaire, this study collected subjective perception reports from 316 students in traditional lecture classrooms versus active learning classrooms. By analyzing Likert scales of student satisfaction in two classroom environments, the study found the following: learning support dimensions in both classroom environments required improvements; space and furniture perception, physical and decorative environment are critical factors in improving students’ perceptions in the lecture classroom; space perception is the critical factor in enhancing students’ perception in the active learning classroom. These findings can serve as good references and useful insights for future classroom design and optimization to build enriched and inclusive learning environments to help students gain a more positive perception of learning. In an age of pressing global issues such as climate change, the necessity for countries to work together to resolve problems affecting multiple nations has never been more important. Interdisciplinarity in higher education is a key to meeting these challenges. Universities need to produce graduates, and leaders, who understand issues from different perspectives, and who can communicate with others outside the confines of their own disciplines. -/- Drawing on contributions from 37 scholars from Australia, New Zealand, Hong Kong, (...) Malaysia, the Netherlands and the United Kingdom, this volume examines issues inherent in providing interdisciplinary education within the structures of universities and proposes ways in which these issues might be best managed. -/- The book has a dual focus on perspectives and practicalities. The COVID-19 pandemic has drastically altered the education sector. Rather than the impact of COVID-19, many higher education institutions are on the verge of insolvency due to a lack of digital transformation readiness and poor business models. The bleak financial future many HEIs will face while others may be forced to close their doors completely will erode HEIs’ ability to fulfil their societal responsibilities. However, HEIs that have survived and maintained their operations anticipate the transition to online (...) learning or the effects of any economic crisis, including university closures in the short, medium, or long term. The entire educational ecosystem was forced to transform its operations quickly and entirely to an online teaching-learning scenario in just a few weeks. Notably, HEIs that have long offered online courses worldwide can easily transition to digital teaching and learning when necessary. The second roundtable session’s result of the International Higher Education Conference, organized by INTI International University on March 31 2022, was used to organize a Delphi method to identify further factors that positively impact HEIs by COVID-19. The importance of these factors was then determined using Kendall’s coefficient of concordance. Recommendations on how HEIs should move towards institutional sustainability during the endemic phase are presented accordingly. (shrink)

China's domestic labor market has limited demand for tertiary graduates due to an unbalanced industrial structure, with a weak contribution to economic performance over the past decade. This study estimates the asymmetric effects of higher education progress (highly educated employed workforce), higher education utilization (highly educated unemployed workforce), and the separate effects of higher education utilization interactions with high-tech industries on economic growth in China from 1980 to 2020. Using a Nonlinear Autoregressive Distributed Lag (...) (NARDL) model, this study finds that the expansion of higher education progress (the employed workforce with higher education) promotes economic growth, while contraction of higher education progress (employed workforce with higher education) reduces economic growth. Likewise, an increase in higher education utilization (the unemployed labor force with higher education) suppresses economic growth, while a decline in the higher education utilization (the unemployed labor force with higher education) promotes economic growth. The study also found that the expansion of high-tech industries and government spending on education significantly stimulate economic growth. The moderating role of higher education utilization (unemployed labor force with higher education) in the impact of high-tech industries on economic growth is significantly positive. This study strategically proposes that China's higher-educated unemployed labor force can be adjusted to high-tech industries, which need to be developed equally in all regions. Moreover, the country is required to invest more in higher education and the development of high technological industries across all regions, thus may lead to higher economic growth. (shrink)

I seek to answer the question of whether publicly funded higher education ought to aim intrinsically to promote certain kinds of ‘‘blue-sky’’ knowledge, knowledge that is unlikely to result in ‘‘tangible’’ or ‘‘concrete’’ social benefits such as health, wealth and liberty. I approach this question in light of an African moral theory, which contrasts with dominant Western philosophies and has not yet been applied to pedagogical issues. According to this communitarian theory, grounded on salient sub-Saharan beliefs and practices, (...) actions are right insofar as they respect relationships in which people both share a way of life, or identify with one another, and care for others’ quality of life, or are in solidarity with each other. I argue that while considerations of identity and solidarity each provide some reason for a state university to pursue blue-sky knowledge as a final end, they do not provide conclusive reason for it to do so. I abstain from drawing any further conclusion about whether this provides reason to reject the Afro-communitarian moral theory or the intuition that blue-sky knowledge is a proper final end of public higher education. I do point out, however, that the dominant Western moral theories on the face of it do no better than the African one at accounting for this intuition. (shrink)

The article explores major milestones in reforming higher education in Ukraine, applying the methodology of case studies. It analyzes political and social conditions that influenced the process of reform. The author pays particular attention to the concept of university autonomy, its development and implementation in Ukraine, considering legal and institutional efforts. The impact and experience of some leading institutions like Kyiv-Mohyla Academy is discussed. The author concludes that the task of ensuring comprehensive university autonomy is of a political (...) nature. This is the only reliable instrument for raising of quality of Ukrainian higher education. (shrink)

Previous studies have documented a positive association between college education and happiness. However, the endogeneity of college education attainment is rarely examined, and a more robust link between college education and happiness needs to be built. Based on the Chinese General Social Survey data of 2017, the present study used the quasi-experiment of China’s higher education expansion started in 1999 to construct a fuzzy regression discontinuity design to examine the causal association between college education (...) and happiness. It is observed that college education indeed improved Chinese happiness, but this positive association was stronger in males than in females. Further, college education was observed to improve happiness by improving individual political status, perceived personal status, health and family social status, but not by increasing personal income. Accordingly, the government should continue to promote the development of higher education, and the fairness of higher education development deserves more attention to reduce population disparities in happiness. The Council for Education in World Citizenship has been working with Kingston University and the UK National Commission for UNESCO, taking advantage of global information technology developments in order to build new programmes for global citizenship education. The paper reports on practical experience, inviting new network partners. The IST-Africa 2007 conference provided an opportunity to build on these foundations, with initiatives in primary, secondary, further, adult and higher education, and continuing professional development for teachers.

The paper gives an overview of the Russian higher education history, outlines its current state, the challenges and opportunities for its modernization in the nearest future. A special emphasis is made on the role of international cooperation in the higher education development and prospects for Russia’s integration into the global educational space. Academics using embodied approaches can be found across a wide variety of disciplines, fields and settings in the academy. Embodiment is however, a contested term and the literature is fragmented, particularly in the field of Higher Education. This has resulted in isolated silos of work that are not easily able to draw on previous or related knowledge in order to support and progress understanding. Embodiment in Higher Education brings a cohesive understanding to congruent approaches by drawing (...) on discussions between academic teachers, researchers and practitioners in order to explore how they have used embodiment in their work. Contributors to the volume hail from diverse subject areas, such as dance, drama, psychology, anthropology, physical education, philosophy and higher education research. Chapters question whether there is enough of a shared understanding of embodiment to inform Higher Education; whether an embodied approach can be accepted within the measured university; where difficulties and challenges lie in using embodied approaches for teaching, for research, in constructing an academic practice and identity; and how difficulties surrounding communication might be overcome. This book will appeal to academics, researchers and postgraduate students from a diverse range of disciplinary areas, as evidenced by the backgrounds of the contributors.
