Although there is a consensus about the representative parliamentary system throughout Europe, it is in a state of crisis.To renovate Parliament means to restore the essential functions of that institution : budgetary power, legislative action and control of the government.In the field of budget a reform to institute a general budget on expenditure and to impose stricter rules on the funds as well as a very tight budgetary schedule for the government, beside the budget on revenues, was passed by the (...) House at the end of March 1989.In the legislative sphere new approaches should be considered so as to enable Parliament to reduce the complexity of the legislation, to correct badly written texts and to get rid altogether of superfluous texts.The citizens' rights can only be fully safeguarded by a well functioning legislative assembly. A rationalisation of the control on governmental action is necessary in the field of parliamentary commissions and particularly the commissions of enquiry, petitions and the scrutiny of State expenditure.To conclude it should be noted that the renovation of Parliament must go hand in hand with better relations with the common citizen. The South African-Dutch research group responsible for this article started its activities in 2012 by looking at religious tolerance as a means of addressing the tendency for religious intolerance, extremism and fundamentalism. While tolerance seemed to be a promising way to counter religious intolerable behaviour, some shortcomings also became apparent. For example, the concept of tolerance includes an aspect of passivity towards others who adhere to another religion. The concept also does not appear to be able to respond to attitudes (...) and values such as respect, human rights and diversity. Accurate investigation of this problem, both conceptually and empirically, led to the understanding that hospitality is a concept that embodies more active adaptation to those who are different. Hospitality, therefore, seems to be a more promising concept than tolerance for reducing religious tension between individuals and groups. The inner contradiction discovered by Derrida in the notion of hospitality does not detract from the concept of being defined from a Biblical point of view. Hospitality can also be taught to young people. Although there are no formal provisions for hospitality in the national curricula, an analysis of the Dutch and South African national curricula shows that there is room for hospitality education. Academics and/or scholars increasingly feel that their academic voice (combined or individual) has been squelched by the demands of performativity in its various guises, and resultantly, that they have been caught up in a process of steady disempowerment. Rather, it should be their right to be free to use their positions in the pursuit of scholarship as their conscience and their expert knowledge of their subject dictate. Academics should be free to question for themselves the boundaries of their limitations, and (...) not have these i mposedon them by the state or government bureaucracy. In order to help empower academics to regain their academic voice and identity, this article transposes six of the philosophical ideas of Belgian philosopher Rudi Visker to the world of academia. It explores the possibilities of using these ideas as instruments for the promotion and maintenance of academic freedom. Christopher Columbus did not know, on October 12, 1492, that he had reached a new world. Rather he believed, along with his crew, that he had crossed the ocean separating western Europe from east Asia; or, at the very least, that they were nearing the rich lands described by Marco Polo, which the Genoan had read about and his crew knew of, at least by reputation. In short, Columbus's ideas about the land he had just reached were considerably more inexact (...) than those that Fernão d'Ulmo - that is to say, the Flemish explorer Ferdinand Van Olmen, Commander-Grantee in the service of João II, who presided at Terceira des Açores - had flaunted before the King. Indeed d'Ulmo was to play a more important role in the history of Portuguese discoveries than did Prince Henry the Navigator himself. In 1487, the year in which the great Portuguese sovereign was deciding between three possible routes to the Indies, d'Ulmo (as he is named in a royal diploma, dated July 24, 1486), or de Olmos as he is called in Las Casas's Historia de Indias, had proposed to the King that he “dar achada huûa grande ylha ou ylhas o terra firme per costa que se presume ser a ylha das Sete Cidades.” His proposal was thus to undertake a voyage to the Antilles, where the cartographers of that time placed the Isle of the Seven Cities, and where d'Ulmo conjectured that a neighboring continent (terra firme) might be located. Columbus himself returned from his voyage five years later. In the meantime, d'Ulmo had perished, perhaps having reached this continent whose existence he - but not Columbus - had foreseen. As to the history of the discovery of America: even if we don't know whether d'Ulmo reached it, we do know that Columbus was unaware that he himself had. (shrink)

Résumé En taxant le travail apologétique de Ferdinand Brunetière d’« accueillant et généreux», le théologien Edgar Janssens reprenait, en des termes moins dévalorisants, l’idée développée par Charles Maurras selon laquelle les constructions théoriques du directeur de la Revue des Deux Mondes étaient intellectuellement des plus fragiles. Du reste, la grande majorité des philosophes et théologiens qui évaluèrent l’apologétique de Brunetière restèrent dubitatifs devant cette tentative de convoquer la philosophie d’Auguste Comte pour la défense du catholicisme. Pourtant, Brunetière s’insérait dans (...) un mouvement plus vaste de rapprochement de certains courants intellectuels catholiques avec le positivisme dans les années 1890-1900. Des deux aspects essentiels de cette apologétique, l’un épistémologique et l’autre sociologique, c’est le premier qui suscita pour l’essentiel les réserves des intellectuels catholiques. En effet, en pleine crise moderniste, il était difficile, comme le faisait Brunetière, de mettre en avant une théorie relativiste de la connaissance et de baser les conditions de possibilité de la science sur l’Inconnaissable de Spencer. Mais la logique de Brunetière n’était pas celle des théologiens. Sa stratégie d’occupation de l’espace public, les modalités de sa gestion des polémiques ne pouvaient s’éloigner d’un certain nombre de références communes avec ceux-là mêmes qu’il entendait combattre. Charles W. Curtis is a prominent mathematician who has made important contributions to the field of representation theory. His textbooks in this field have been classics for a long time. In Pioneers of Representation Theory he has set out to present the historical development of the main ideas of the discipline, from the work of Georg Ferdinand Frobenius in the 1890s up to 1960. In addition to Frobenius, the book focuses mainly on three other “pioneers”: William Burnside, Issai Schur, (...) and Richard Brauer.Curtis states that his interest in the history of representation theory arose gradually, and jointly with that of Reiner, in the process of writing their textbooks. Thus, a main aim of the book is to show how the pioneers reached their important results while using only the mathematics then available to them. In order to do so, Curtis presents successive and thorough accounts of the works in which the new and seminal ideas of the pioneers were introduced and then developed. At the same time, however, he simplifies some of the original arguments by translating them into modern terminology.In an attempt to make the book appealing and accessible to a wider circle of potential readers, some of the necessary mathematics is explained. Thus Chapter 1 presents an introduction to the basic ideas and problems of nineteenth‐century algebra and number theory; later on, as the need arises, additional mathematical sections addressed to nonexperts are included. Of course, even this very clear presentation will be accessible only to readers with at least a graduate‐level knowledge of algebra.Curtis also attempts to provide some historical context. He is particularly concerned to clarify the main problems that the work of each of the mathematicians discussed here was originally meant to resolve. In a book of this kind this is surely one of the major benefits that the reader may expect to obtain.There are biographical sketches of the major figures involved, as well as additional information about other participants. Some illuminating documents are quoted, and Curtis supplies brief accounts of the mathematical traditions within which each of the pioneers was educated and worked. He acknowledges, however, that Pioneers of Representation Theory has only a limited claim as a work of historical research. He thus provides references to more historically oriented work that interested readers can consult. In particular, he mentions several articles by Thomas Hawkins; it should be stressed that much of Hawkins's work has recently been published in book form: Emergence of the Theory of Lie Groups: An Essay in the History of Mathematics, 1869–1926 . Curtis's and Hawkins's books complement each other in many important ways, and each should appeal to readers of the other.Charles Curtis has written an impressive, authoritative, and well‐informed book on a difficult subject. Mathematicians and historians of twentieth‐century mathematics with the relevant background will find it difficult but rewarding reading. Along the way, historiographical questions may arise. To what extent is it possible to translate, as Curtis does, the original proofs of the pioneers into more modern terminology and yet remain faithful to the sources? In most cases, however, it will require the technical expertise of the author himself to answer questions like this one properly. We can only hope that the firm starting point this book provides will lead Curtis to further historical research in this and related fields. (shrink)

Poetic influence—when it involves two strong, authentic poets—always proceeds by a misreading of the prior poet, an act of creative correction that is actually, and necessarily, a misinterpretation. By comparing some founding concepts underlying developing interest in the role of signs and symbols in social life, such as the nature of the sign in Charles Peirce and Ferdinand de Saussure and in Emile Durkheim and George Herbert Mead, and then exploring recent developments in structuralism and symbolic interactionism, a critical appraisal of their theories of meaning is made in the context of an emerging semiotic sociology.

Joyce's review of _Humanism, Philosophical Essays: A Collection of Essays on Pragmatism_, by Ferdinand Canning Scott Schiller, was written at a critical moment in the development of Joyce's fiction (before "The Sisters", before the essay "A Portrait of the Artist," and during Joyce's writing of his aesthetic theory. The review was published in the _Dublin Express_ on November 12, 1903. The diary entries at the end of _A Portrait of the Artist as a Young Man_ hint at the fallibilism (...) and reality of experience at the bedrock of Peircean semiotics and the revolutionary style of Joyce. Unfortunately the mocking style of Joyce's review may be why it has not received attention and perhaps why the review has not been included in a recent collection of Joyce's non-fiction writings. Joyce mocks Schiller’s style and thought, which is "prone to stylistic violations such as: vulgarity ... excessively ornate language ... pomposity ... exaggeration ... and avoiding the issue" as Joseph Porrovecchio states in a dissertation on Schiller's rhetoric. Schiller not only provoked Joyce to mock him, he also provoked Charles Peirce, the founder of pragmatism, to rename his philosophy "pragmaticism" adding an "ic" to it to differentiate it from Schiller’s use of the word. This essay shows Joyce knew about Charles Peirce, whose influence was extensive, continuing through Finnegans Wake, as discussed in Roy Benjamin’s The Triptych Vision: Joyce and Peirce. (shrink)

Ferdinand de Saussure and Charles Sanders Peirce are two founding fathers of modern semiotics but, up until fairly recently, their theories have fared differentlyon the mainland of China, with the former canonized in university textbooks and the latter banished from academic discussion for political reasons. What this article tries to show is that, thanks to its picto-phonetic origin, the Chinese language lends itself particularly well to theorization from the Peircean perspective, hence the importance of embracing his trichotomous approach to (...) language and other types of signs. Semiotics, the theory of sign and meaning, may help physicians complement the project of interpreting signs and symptoms into diagnoses. A sign stands for something. We communicate indirectly through signs, and make sense of our world by interpreting signs into meaning. Thus, through association and inference, we transform flowers into love, Othello into jealousy, and chest pain into heart attack. Medical semiotics is part of general semiotics, which means the study of life of signs within society. With special reference to (...) a case story, elements from general semiotics, together with two theoreticians of equal importance, the Swiss linguist Ferdinand de Saussure and the American logician Charles Sanders Peirce, are presented. Two different modes of understanding clinical medicine are contrasted to illustrate the external link between what we believe or suggest, on the one hand, and the external reality on the other hand. The object of research is to clarify the connections between non-anthropogenic mind and culture as sign systems. Investigation of such an object discloses the perspectives on construction of the generalized model of mind and can help to build the bridge between traditional and digital humanities. The subject of traditional humanities is natural human activity; the subject of digital humanities is computer-based forms of activity and communication. Finding signs created not only by human but also by natural circumstances helps to define (...) the sign system that unites the natural (non-anthropogenic) and artificial kinds of mind. Methodology of research includes the principles of semiotics previously developed by Charles Peirce and Ferdinand de Saussure and expanded by Yuri Lotman and Boris Uspensky. Semiotic interpretation of mind as the object of culture allows the building of a generalized model of mind as one of textual constructions, presenting the history of mankind as the replacement of natural events by secondary models. The author concludes that the revealing of a generalized model of mind opens new opportunities for the construction of the intelligent activity strictly interpreted as special sign systems. Semiotic studies interpret culture as a rationality making machine, and activity of mind is caused by the work of such a machine. Because of that, if traditional meaning sign systems were estimated as human-made kinds of complex of primary signs, then modern statements help to see the absence of an irresistible limit to interpret such complex as a nature-made but non-anthropogenic phenomenon. George Santayana (1863-1952), a Spanish-American philosopher, is an influential personage on the cultural stage in English- and Spanish-speaking countries. His numerous books and papers on topics as varied as epistemology, ontology, aesthetics, ethics, anthropology, value theory, and American studies, along with his best-selling novel, his sophisticated poetry, and his famous autobiography, make him a vivid and profound source of reflection on the history of American and European thought, as well as a stimulus for future work. Santayana's exceptionality was appreciated by (...) William James and Josiah Royce, his most eminent colleagues in Harvard University's Department of Philosophy, and has been discussed by such respected authors as John Dewey, Bertrand Russell, Charles Hartshorne, Eric Voegelin, Alfred Schutz, Richard Rorty, Hilary Putnam, Arthur Danto, and Ferdinand Savater, among others. This book aims to understand Santayana by considering his often provocative views on America. Other scholars have reconstructed his thought at various times and in a variety of ways, but no one has yet considered Santayana's approach toward America in a serious and profound way (at least not in the English language). This book attempts to convince the reader that the impartiality of Santayana's philosophy, its transcendence of cultural limits and mental borders, makes it a living philosophy, and that this is the strongest aspect of Santayana's thought. The chief motivation for undertaking this research comes from my encounter with Charles Taylor’s excellent work, “A Secular Age,” in which he not only analyzes the various historical manifestations of secularization in Western civilization, but also—and above all—tries to identify the newly emerging conditions in which forms of religious belief may develop on the threshold of the new millennium, in the context of what he himself describes as a secular age. My paper chiefly focuses on the fact that the routes (...) leading to, and attempts to bring about, a revival of Christian spirituality in the modern world, which Taylor describes in his book, were already a concern for many philosophers working at the start of the 20th century. One amongst these, the Austrian thinker Ferdinand Ebner, occupies a special position. Known to the philosophical world as one of the originators of dialogical thinking, Ebner uncovers the real key to the revitalization and consolidation of Christian spirituality in the form of the reality of the spoken word. First and foremost, his philosophy of the word constitutes a spectacular example of the intensive search for meaning in life: something not always easy for human beings in a secular age to discover and define for themselves. In this paper I also aim to present the basis for Ebner’s assertion of an inseparable link between the word and religious faith, and to show how this relationship founds a possibility for the renewal of Christian spirituality in the modern world. This volume answers the question: Why do we believe what we believe? It examines current research on the concept of beliefs, and the development in our understanding of the process of believing. It takes into account empirical findings in the field of neuroscience regarding the processes that underlie beliefs, and discusses the notion that beyond the interactive exploratory analysis of sensory information from the complex outside world, humans engage in an evaluative analysis by which they attribute personal meaning and relevance (...) to the probabilistic representations of objects and events. Beliefs exert a strong influence on behaviour, decision-making, and identifying and solving problems. Despite their importance, beliefs have until recently not been at the centre of scientific interest. In fact, "belief" is an ill-defined phenomenon. From a transdisciplinary perspective the actual approaches to understanding belief seem incompatible as they attempt to highlight such different topics as "belief - religion", "belief - spirituality", "belief - faith", "belief - knowledge", "belief - attitude", "belief - disbelief", "belief - illusion", and "believing - brain function". This situation contradicts the idea that belief is close to pathological phenomena and that it should be eliminated from scientific discussions. Rather, believing is fundamental for understanding the many problems of every-day life. In fact, the book shows that beliefs are relevant for politics, international affairs, economy, law, or religions also in modern societies. This book presents the increasing scientific interest in beliefs and believing, and reflects the change in focus from the content aspect of belief towards the fluid nature of believing. (shrink)

This book offers a collection of contemporary essays that explore philosophical themes at work in chess. This collection includes essays on the nature of a game, the appropriateness of chess as a metaphor for life, and even deigns to query whether Garry Kasparov might—just might—be a cyborg. In twelve unique essays, contributed by philosophers with a broad range of expertise in chess, this book poses both serious and playful questions about this centuries-old pastime. -/- Perhaps more interestingly, philosophers have often (...) used chess in discussions of their work. Walter Benjamin compares the marching of history to an automaton playing chess. John Dewey and Charles Sanders Peirce utilize chess to explain their pragmatism. The linguist Ferdinand de Saussure employs the analogy of chess to explain the exchange of signifiers. There are approximately 181 uses of the word chess or one of its cognates in the published works of Ludwig Wittgenstein. John Rawls explains that one might want to make a distinction between constitutive and regulative rules, which can best be understood by examining a game of chess. John Searle, deeply convinced of this distinction, explains further: "The rules of football or chess are given as an example of constitutive rules because they 'create the very possibility of playing such games.'" Hubert Dreyfus and Daniel Dennett have had extensive public discussions about the issue of artificial intelligence and chess. Dreyfus, utilizing chess examples, has written extensively on what computers still cannot do. Meanwhile, in spite of his protestations, chess-playing computers continue to fascinate those who work in the area of artificial intelligence. -/- The game of chess has endured since at least the sixth century. Its earliest variant, the Indian game of Chaturanga, was from the beginning a game for thinkers. Since its inception, scholars, statesmen, strategists, and warriors have been fascinated by the game and its variants. German philosopher Emmanuel Lasker and famed French artist Marcel Duchamp were both Grandmasters at chess. Karl Marx played chess avidly, as did Sir Bertrand Russell, Jean-Paul Sartre, and the logical positivist Max Black. Jean-Jacques Rousseau mentions in his Confessions that, at the time, he "had another expedient, not less solid, in the game of chess, to which I regularly dedicated, at Maugis's, the evenings on which I did not go to the theater. I became acquainted with M. de Legal, M. Husson, Philidor, and all the great chess players of the day, without making the least improvement in the game." The founder of modern linguistics, Ferdinand de Saussure inaugurated semiology, structuralism, and deconstruction and made possible the work of Jacques Derrida, Roland Barthes, Michel Foucault, and Jacques Lacan, thus enabling the development of French feminism, gender studies, New Historicism, and postcolonialism. Based on Saussure's lectures, _Course in General Linguistics_ (1916) traces the rise and fall of the historical linguistics in which Saussure was trained, the synchronic or structural linguistics with which he replaced it, and the new look of diachronic (...) linguistics that followed this change. Most important, Saussure presents the principles of a new linguistic science that includes the invention of semiology, or the theory of the "signifier," the "signified," and the "sign" that they combine to produce. This is the first critical edition of _Course in General Linguistics_ to appear in English and restores Wade Baskin's original translation of 1959, in which the terms "signifier" and "signified" are introduced into English in this precise way. Baskin renders Saussure clearly and accessibly, allowing readers to experience his shift of the theory of reference from mimesis to performance and his expansion of poetics to include all media, including the life sciences and environmentalism. It provides readers with a wealth of data and addresses the issues of under which circumstances modals are borrowed, from which linguistic materials they typically arise in these languages, and whether and how modals form a system which is separate from other word classes.

In this article, we explore the worldview of the pilgrim and how it relates to the drama of human existence. The worldview of the pilgrim is the starting point in our explorations of the postmodern conundrum and interrelated subjects such as epistemology, ethics, religious symbolism, hospitality and practical life strategies from a narrative and confessional perspective. These elaborations will serve the ultimate goal of this article, which is to contribute to the philosophy of education (including educators and educationists) and consequently (...) to equip individuals with skills and substantial knowledge that would allow them to understand, define and pursue their own life goals as well as to participate with integrity in their community as full-fledged, responsible citizens. The new concept of embodied cognition theories has been enthusiastically studied by the cognitive sciences, by as well as such disparate disciplines as philosophy, anthropology, neuroscience, and robotics. Embodiment theory provides the framework for ongoing discussions on the linkage between “low” cognitive processes as perception and “high” cognition as language processing and comprehension, respectively. This review gives an overview along the lines of argumentation in the ongoing debate on the embodiment of language and employs an ALE meta-analysis to illustrate and (...) weigh previous findings. The collected evidence on the somatotopic activation of motor areas, abstract and concrete word processing, as well as from reported patient and timing studies emphasizes the important role of sensorimotor areas in language processing and supports the hypothesis that the motor system is activated during language comprehension. Research Ethics, Volume 18, Issue 1, Page 13-23, January 2022. School-based research presents ethical challenges, especially with respect to informed consent. The manner in which pupils and their parents respond to an invitation to participate in research is likely to depend on several factors, including the level of trust between them and the researchers. This paper describes our recruitment and consent process for a school-based eye study in Nigeria. In the course of our study, a particular governmental incident helped to (...) fuel public mistrust in governmental programs and posed a potential threat to our recruitment efforts. The recruitment and consent process included series of advocacy visits to stakeholders in the education sector, highly interactive briefing and health talk sessions in schools, use of telephone services as a medium for information dissemination, age-appropriate study information, parental consent, and pupil assent. Of the 6598 pupils provided with study information, 5723 returned parental consent forms. There were 69 cases of pupils who dissented despite having parental consent. The two leading concerns for the parents/guardians were the rumors regarding a military/governmental-sponsored health campaign and the side-effects of the dilating eye-drops. Nevertheless, our high level of recruitment suggests our recruitment and consent process was successful in assuaging fears for the vast majority of pupils and their parents. (shrink)
