Against the background of Russia’s full-scale war against Ukraine, the question of an effective cultural policy that would support national identity, contribute to the purification of consciousness from propaganda myths and preserve the heritage of Ukrainian culture is becoming more acute. Since cultural policy is related to both aesthetic-artistic and cultural-anthropological dimensions of social life, in order to identify the effective influence of cultural policy on dominant social practices, it is necessary to find (...) out the universal principles of its functioning. The purpose of this article is to identify the relevant philosophical and methodological basis of cultural policy for modern Ukrainian realities. Based on the fundamental ideas of Richard Rorty’s pragmatic philosophy and his analysis of cultural policies, the generally accepted nature of the inferential approach to social reality on the part of individual social groups was ascertained. The variability of cultural policy depending on the type of social organization community/society is demonstrated. In small social groups of the authoritarian type, social epistemological authority is mediated by the individual preferences of the leader of this group, so the tools of cultural policy are weak (patriarchal family, religious or political sect). An authoritarian or totalitarian mass society shows a high propensity for linguistic practices of propaganda, which can be seen as an extreme distorted form of cultural politics. In democratic societies, cultural policy is able to harmonize social life, improving its practices and building a value-symbolic world that constitutes culture in a broad sense. The social institute of education has all the tools, including digital ones, to shape the necessary social practices and educate a critical thinker who is able to generate conceptual knowledge, i.e. see relationships and be aware. Openness in decision-making, interaction of expert groups, public discussions are necessary elements for an effective cultural policy, which should be different from “cultural management”. Creative cultural industries play an important role in modern popular culture societies, and these industries significantly strengthen the economic component of social life. Public projects and initiatives effectively help to preserve Ukrainian culture, influence the level of awareness of Ukrainians and the economic well-being of our country. (shrink)

Cultural heritage, which serves as a substratum of national identity, forms the right of the state to its own sovereignty. The substantiated proof of the possibility of independence from other cultures and nations has relatively recently entered the conceptual field of the philosophy of culture. In January 2023, significant changes made to the Foundations of the state Cultural Policy took into account the concept of cultural sovereignty and, to the necessary extent, justified its high importance for (...) the development of the state and society. The fundamental role of culture in the creation and development of the state has been repeatedly recognized as one of the priorities. It should be noted that even later this priority was not a Russian regulatory novel. The purpose of the study is to consider a range of concepts and legal novels reflecting the sphere of cultural heritage. The long-term work of an extensive circle of philosophers and culturologists has been crowned with the recognition of the value of culture in the system of state regulation of various spheres of human activity. As a result of the research, the conclusion is made about the relevance and timeliness of the implementation of the most important philosophical concepts in strategic planning documents and the high potential practical significance of the actualization of cultural heritage in order to achieve the results of the state cultural policy. In conclusion, it is noted that heritage as a cultural phenomenon has direct access to its semantic and value core. The preservation of cultural identity through the consistent building of cultural sovereignty is one of the most important priorities of modern state policy. (shrink)

This paper explores the philosophy of tertiary civic education in Hong Kong. It does not only investigate the role of tertiary education that can play in civic education, but also explores the way to achieve the aim of integrating liberal democratic citizenship and collective national identity in the context of persistent conflicts between two different identity politics in Hong Kong: politics of assimilation and politics of difference. As Hong Kong is part of China and is inevitably getting closer cooperation with (...) the mainland in the future, I argue that Hong Kong citizenship should affirm its own distinctiveness while also identifying with Chinese nationality. Thus, tertiary civic education should foster a trans-cultural political vision so that the two different horizons can be synthesized and the political framework and identity can be transformed in order to reduce conflicts between the two peoples. For over two centuries, Western scholars have discussed African philosophy and culture, often in disparaging, condescending terms, and always from an alien European perspective. Many Africans now share this perspective, having been trained in the western, empirical tradition. Makinde argues that, particularly in view of the costs and failings of western style culture, Africans must now mold their own modern culture by blending useful western practices with valuable indigenous African elements. Specifically, Makinde demonstrates the potential for the development of African (...) philosophy and even African traditional medicine. Following the lead of a number of countries with government policies of incorporating indigenous medicine with orthodox Western medicine, Makinde argues that traditional African practices should be taken seriously, both medically and scientifically. Further, he charges African scholars with the responsibility of investigating these and other elements of traditional African culture in order to dispel their mystery and secrecy through modern research and useful publications. They base on the political consensus that the memory of collective crimes committed in the past, especially of the Holocaust, and the honour to the victims, are a basic prerequisite for the protection of human rights. The manifestation of the significance of geographic specificity in the formation and development of society is the most crucial research vector in the study of socio-philosophical doctrines. The tradition of conceptualizing the meaning of geography in the history of Russia was significantly contributed by Sergey Solovyov and Vasily Klyuchevsky. Fyodor Stepun also correlated geographic conditions and social practices within the philosophy of landscape, which he successfully integrated into his socio-philosophical doctrine. This research paper is undertaken to reveal the essential principles (...) of Stepun's social philosophy and to determine the features of his argumentation, which he used to interpret the mechanism of the socio-cultural process. Comparing the landscapes of Europe and Russia is Stepun's favorite method to focus on entirely different systems of social practices formed in different natural conditions. The limited/unlimited opposition is the foundation of Stepun's landscape philosophy. Stepun emphasizes that religion plays a significant role in forming the existence of social beings. Religion creates and maintains the unity of society, without which it is impossible to include geographic space in social practices. Religion forms a collective social subject from a multitude of individuals and collective formations and from their various activities - a unity tradition: a culture that has its strategy for the social development of the landscape. Stepun believed that the loss of religion's functionality as an instrument of social cohesion leads, in the long term, to the death of culture. Orthodox politics will help in the conditions of Russia's infinite space to ensure social cohesion and thus incorporate the landscape into social area. This policy knows the unique role of religion in socio-cultural development. Thanks to the Orthodox policy, it is possible to integrate the Russian landscape into the economic system effectively. Purpose: A cursory look at the lives of most people living in the rural areas of Ghana suggests that they are poor as compared to their counterparts living in the urban areas. The study aimed at investigating into the culture, philosophy, lifestyles and factors that have impacted negatively on the socio-economic situation that make the people living in the rural areas poor. Methodology: In order to obtain data on the causes of poverty among the rural people, the qualitative research approach (...) was used for the study in which the observation method was employed to collect information from the elderly, youth, farmers, women, men, workers, illegal miners, traders, market women, etc. in some villages on their social lifestyles and economic activities. For effective and reliable outcome, unstructured interviews, surveys and investigations were used as tools to gather data. The use of unstructured interviews and conversations enabled majority of the sampled population who could not read nor write offer useful information. Findings: The study revealed that rural poverty is on the ascendency because most of the youth who serve as the work force migrate to the urban areas in search of jobs and better living conditions while a fraction of those who remained engage in illegal mining. The effect of this illegal activities has led to the degradation of arable lands, destruction of millions of acreages of cash/food crops and river bodies making agriculture, which is the backbone of the economy, very unsustainable. The attitude of majority of Ghanaians to time and work, especially in the public sector, leaves much to be desired. As a result, a lot of man-hours is rendered unproductive due to unpunctuality, religious and cultural activities. Unique contribution to theory and Practice and Policy: The outcome re-echoes the need for a policy direction on education that focuses on skill development and hands on experience to enable school leavers enter into entrepreneurship and be self-reliant so they will not be dependent on the limited government work. It will also make people come to the realization that only few people benefit from illegal mining but the harmful effects are universal and back government effort in fighting/curbing it. Government, Municipal/District Assemblies will see the need to provide amenities that rural communities lack, initiate intervention programmes for youth employment especially, in the rural areas to curtail rural-urban migration. This article argues that the equality versus difference dispute in feminism is not essentially a dispute about the basis of public policy as Georgia Warnke implies. Furthermore, rarely can public policy issues concerning women be resolved by direct appeal to interpretation. Interpretation should be understood as offering a model of cultural transformation rather than public policy adjudication. Who gets to decide what it means to live a healthy lifestyle, and how important a healthy lifestyle is to a good life? As more governments make preventing obesity and diet-related illness a priority, it's become more important to consider the ethics and acceptability of their efforts. When it comes to laws and policies that promote healthy eating--such as special taxes on sugary drinks and the banning of food deemed unhealthy--critics argue that these policies are paternalistic, and that they limit (...) individual autonomy over food choices. In Healthy Eating Policy and Political Philosophy: A Public Reason Approach, Anne Barnhill and Matteo Bonotti show that both paternalistic justifications for healthy eating efforts and anti-paternalistic arguments against them can be grounded in perfectionist views that overly prioritize some values over others. The authors therefore propose a more inclusive, public reason approach to healthy eating policy that will be appealing to those who take pluralism and cultural diversity seriously, by providing a framework through which different kinds of values, including but not limited to autonomy and health, can be factored into the public justification for healthy eating efforts. Additionally, the book adopts a 'farm to fork' approach to the ethics of healthy eating efforts: it engages with theories and debates in political philosophy, considers the implications of different theoretical positions for healthy eating efforts, and then develops a concrete tool for assessing policies that will be of interest to both scholars and policymakers. The paper is premised on the well-recorded fact that R.B. Haldane, throughout his working life, remained fascinated with German idealist philosophy. The paper unravels Haldane’s own perception of the relation between his philosophical interests and his diverse policy-orientated work at the beginning of the twentieth century. Many commentators have noted this relation but often pass over it as a curious detail of his biography. The most basic tool his philosophy gave him was a way of analysing problems. This philosophical (...) stance was not an ex post facto rationalisation but conversely was always his first thought on encountering a problem. To solve a policy problem one has to identify the leading ideas of that particular mode of human experience. Haldane believed that finding such rational principles underlying all forms of experience was the first duty of a politician, lawyer or civil servant. He contended that this painstaking ideational analysis would ultimately lead to the most effective policy solutions. The paper focuses first on Haldane’s initial encounter with German philosophical culture in both Edinburgh and Göttingen, second, it unpacks the key philosophical themes which characterize his approach, derived largely from his reading of Hegel’s Science of Logic. Thirdly, it turns - in the light of his philosophical beliefs - to his overt commitments to policy developments in the Edwardian new liberalism, military reform, administrative and civil service policy reorganisation, and finally his extensive work in education policy, particularly in the university sector. The paper discusses legal implications of the expansion of practical uses of mathematics in social life. Taking as a starting point the omnipresence of mathematical infrastructures underlying policies, technology and markets, the paper proceeds by attending to relevant materials offered by general philosophy, legal philosophy, and the history and philosophy of mathematics. The paper suggests that the modern transformation of mathematics and its practical applications have spurred the emergence of multiple useful technologies and forms of social interaction but have impoverished (...) access to meanings originating in the lifeworld. The paper also argues that, as part of devices of interest aggregation and expert networks, mathematical infrastructures can be scrutinized by a revised form of legal practice that subjects them to legal critique and reconstruction in order to overcome conditions that have eroded the moral self-awareness of individuals and communities and their existential meanings. Culturally diverse liberal democracies on both sides of the Atlantic are currently faced with serious questions about the education of their future citizens. What is the balance between the need for social cohesion, and at the same time dealing justly with the demands for exemptions and accommodations from cultural and religious minorities? In contemporary Britain, the importance of this question has been recently highlighted by the concern to develop political and educational strategies capable of countering the influence of extremist (...) voices, in both the majority and minority communities. Starting from recent debates in North America about possible accommodations to meet the concerns of non-liberal religious groups, the book goes on to examine several issues centered on education in culturally-diverse societies. Neil Burtonwood argues persuasively that the work of Isaiah Berlin, the British philosopher and historian of ideas, has considerable potential for illuminating questions about a properly liberal response to pluralism, and the education of cultural minority children in a liberal democracy. This is the first book to bring his writing to bear on education. Berlin's liberalism is distinctive in attending to the benefits that individuals gain from their memberships of cultural identity groups and religious communities, while remaining committed to Enlightenment values based on individual freedom. This article presents the results of the authors’ research on cosmological and philosophical narratives related to the personality of Lady Xian and her cultural heritage, and on their function in the contemporary cultural practices of Guangdong Province and the whole modern Chinese culture. The authors systematise Lady Xian’s corpus of cosmological and philosophical narratives, reconstruct Lady Xian’s main cosmological concepts and philosophical ideas, and reveal their specific features as well as their differences with Western cosmology and with cosmological (...) narratives in Western culture. The authors show that Lady Xian’s philosophical and cosmological ideas function as the masterplot of modern Chinese culture, which comprises such essential components of China’s international cultural policy as cultural identity, cooperative attitudes to other cultures, the dissemination of Chinese traditional culture in the world, peaceful coexistence, and soft power. The authors argue that Lady Xian’s cosmological concepts are an essential component of the implementation of the cultural aspects of China’s Belt and Road Initiative and that they can be used as an effective and helpful tool in the spread of modern Chinese culture in European countries. The article concludes that Lady Xian’s cosmological concepts are an essential method for deepening the understanding of China’s international cultural policy and China’s Belt and Road Initiative in European countries. In addition, Lady Xian’s culture can be used as a counter-narrative in overcoming some negative stereotypes about China’s international cultural policy and China’s Belt and Road Initiative present in the information space of European countries. Taking a look on Collingwood’s absolute presuppositions and Carnap’s external to linguistic frameworks questions, will help us investigate the possibility of a coherent framework for integrated Bioethics. Can we frame a transdisciplinary field, where science and humanities as collaborating social practices, or as a new ‘cultural policy’, will abstain from normative violence against each other? The worlds of private archives of memory often exist independently of political and administrative divisions, while dominant ideologies are often capable of re-defining national archives of memory through selective representation of the past. The way we remember our past and our heritage inscribes the space we live in: the places we remember and the places we wish to forget, the monuments we pull (...) down and erect and the museums we build are only some of the signposts on the landscape of our cultural memory. The issue of the policy of multiculturalism toward ethno-cultural minorities in contemporary Serbia has been reviewed within the project Regional and European Aspects of Integrative Processes in Serbia held by the Institute for Philosophy and Social Theory. The aim of this paper is directed toward examination of theoretical and empirical problems regarding the phenomenon of multiculturalism. In spite of the fact that multiculturalism is one of the striking characteristics of modern life in Serbia our social sciences pay a (...) little attention to this topic. Ethnicity as an important part of multicultural discourse is based on nonscientific knowledge and in this manner it presents basis for policy and practice for the protection of rights of minorities in the country. Problem politike multikulturalnosti prema etno-kulturnim manjinama u savremenoj Srbiji autor razmatra u okviru projekta Instituta za filozofiju i drustvenu teoriju "Regionalni i evropski aspekti integrativnih procesa u Srbiji: civilizacijske pretpostavke, stvarnost i izgledi za buducnost". Not for the academic value of some of the situational events, often with a comprehensive, decisive, Yan'an new philosophy will the home of its columns. Will establish a new philosophy, a lot of grand strategy is one of the actions in Yan'an. This paper examines a new philosophy will be the basic process, an analysis of its membership and the subsequent effects, assessing its characteristics in the formation of contemporary Chinese culture, the unique role, made ​​a number of issues need (...) to be further explored. This paper shows that the new philosophy will not academics, but the educational organization. It is the ideology of expert training, knowledge and control of legal rights, the implementation of the regulatory action of self-sufficiency and closed culture strategy. New philosophy will be mainly in the construction and maintenance of highly exclusive mode of thinking to make contributions, as the full value of its effect remains to be thorough and reasonable debate. Some situational events, which have been neglected by academics, may be of significant importance. The Yan'an New Philosophy Association is an example. Its establishment was one of the ambitious strategic actions of the CCP in Yan'an. This paper examines the process of the YNPA's establishment, analyses the composition of its membership, assesses its unique effect on the formation of contemporary Chinese ideology, and raises some issues that are in need of further research. This study shows that the YNPA was an educational institution instead of an academic society, and that the experts in ideology it produced had exclusive power in the cultural domain and implemented the party's cultural policies. We can see that the YNPA greatly contributed to the construction and maintenance of a high degree of cultural exclusivity. A full picture of this association, however, requires much more in-depth studies. (shrink)

The subject of this article is the conceptual core of early Soviet cultural policy in the field of nation-building, as indicated by the well-known Stalinist formulation “socialist in content, national in form.” In addition to being well recognizable, there are several reason to address this phrase: 1) an interest in the Soviet regime’s language of self-description, which not only “conceals” real social practices from us, but also gives us access to them; 2) the opportunity to extend its descriptive (...) power not only to the culture of socialist realism but also to the nature of production in the multinational socialist space; and 3) the formulation is not as vague and empty as it may seem, despite the manipulativeness so characteristic of the language of ideology that allows one to avoid any meaningful definition through multi-stage rhetorical moves.This article describes both the logical-rhetorical effects produced by the phrase and the sociocultural problems it was attempting to respond to. The main material for the present analysis is the work of Bolshevik leaders on the nationalities question and on issues of cultural construction. Its theoretical framework is contemporary research focused on the specific features of the Soviet multinational political project. (shrink)

Liberals often view religion chiefly as "a problem" for democratic discourse in modern pluralistic societies and propose an allegedly neutral solution in the form of philosophical distinctions between "the right" and "the good" or populist invocations of a "right to choose." Drawing on cultural theory and ethnographic research among activists in the Oregon debates over the legalization of physician-assisted suicide, I demonstrate that liberal "neutrality" harbors its own cultural bias, flattens the complexity of public debates, and undermines liberalism's (...) own commitments to equality. I conclude that the praiseworthy liberal goal of impartiality in policy decisions would best be met not by the inaccessible norm of neutrality but by a norm of inclusivity, which intentionally solicits multiple cultural perspectives. The purpose of this article is to establish a connection between key policy actorsand significant policy issues regarding religion in public discourse and peacebuildingwithin a broader context. The challenge lies in addressing the dilemmas surroundingwhether discussions about religion, its impact on younger generations, and its role inpeacemaking are solely influenced by religious factors, or if other social and political actorsplay a role as well. Through our research, we have identified ongoing political processesthat have the potential to enhance religious (...) dialogue and peacemaking on variouslevels. This mapping of actors and processes has been informed by literature, establishedacademic and social networks like Culturelink (a Network of Networks for Researchand Cooperation in Cultural Development, established by UNESCO and the Councilof Europe), web searches, and interviews with stakeholders. The result of this analysisis a comprehensive list of over 300 actors documented in the RETOPEA Horizon 2020project. We contend that current political processes offer opportunities to strengthendialogue, which is more robust in some European countries but lacking in others when itcomes to addressing issues related to the resurgence of religion in international politicsand peacebuilding efforts. Cultural diversity is an increasingly important phenomenon that affects not only social and political harmony but also the cohesion and efficiency of organisations. The problems that firms have with regard to managing cultural diversity have been abundantly studied in recent decades from the perspectives of management theory and moral philosophy, but there are still open questions that require deeper reflection and broader empirical analysis. Managing cultural diversity in organisations is of prime importance because it involves harmonising different (...) values, beliefs, credos and customs, and, in essence, human identity. Taking into consideration these cultural differences and harmonising them is a human rights issue and a central dimension of corporate social responsibility. Here we are going to focus on theoretical reflection about the ideas that lie behind corporate policies and organisational initiatives that deal with cultural diversity. The aim of our paper is twofold: to present a critical reflection on the ideology of tolerance, and propose an ideology of respect for dealing with cultural diversity. We start by presenting the plurality of interpretations of the concept of ideology, and justify its applicability to the field of cultural diversity. We then reflect on the differences between “tolerance” and “respect” and identifying the practical implications for managing cultural diversity. And finally, we propose a culture of respect that goes beyond tolerance and complements and legitimizes the “business case” perspective for managing cultural diversity in companies. The ideology of respect is based on the Kantian tradition and on the discursive approach where rational dialogue and argumentation are considered the legitimate process for creating a culture of intercultural respect. From this theoretical discussion of the key philosophical concepts we can suggest some general principles for managing cultural diversity in organisations. (shrink)

Recent years have seen the emergence of two interrelated trends in the arena of cultural politics. First, there has been a call for multiculturalism: for greater diversity in artistic and educational offerings, for a broadening of the spectrum of society's interest beyond the activities and experiences of dead or living white males. Thus, students demand courses in black, Hispanic, and women's studies; children's librarians clamor for more books about Native American and Asian youth; viewers of all races protest if (...) their stories are not told on television's nightly news and prime-time sitcoms. Second, there has been an insistence that those offering representations of previously unrepresented groups be themselves members of the group in question -- that courses in black studies be taught by black faculty, books about Native American youth be written by Native American writers, and reporters covering the Hispanic community be of Hispanic descent. It is this second and more controversial requirement that I wish to submit to examination here. (shrink)

This article begins from a consideration of this issue’s contention that ‘central to politicized academic projects … is a critique of the cultural power of institutions’ and in particular pedagogical institutions. It argues that is clear enough what the Editor is thinking of here: he names ‘cultural studies’ as his prime suspect and from here it is not too far a leap to imagine that the pedagogical institution at which his ‘politicized academic projects’ take aim is the university. (...) The article concedes that this might all appear to be superficially true, and that much of what is argued in it will up hold this hypothesis. However, the article does not wish to rush too quickly towards an unproblematic equation of cultural studies, or the ‘politicized academic project’ of a critical study of culture with something like a pedagogy of the popular. Equally, it proposes, we must distinguish rigorously between ‘a pedagogy of the popular’, pedagogy able to treat the popular, popular pedagogy, and popular culture as such. In this respect it argues that we would not wish to foreclose the impertinent question of ‘what is cultural studies?’ too early in an understanding of what it might mean to offer an institutional critique that takes the form of pedagogy. Much will depend upon what we mean by these vaguest of terms ‘culture’, ‘education’, ‘power’ and ‘pedagogy’ itself, none of which is at all straightforward even though a certain normative discourse renders such terms the cornerstone of national policy debates through which billions of human and financial capital are routed. The stakes in fact could not be higher in a ‘critique of the cultural power of [pedagogical] institutions’. Therefore, it is crucial that we make the effort to understand, or at least begin to unpack, a conjunction such as the one Bowman offers here that amalgamates ‘politicized academic projects such as cultural studies and politicized work in cultural theory and philosophy’. It argues that we will not be able to progress to a wider schema until we have some leverage on this relation. And this is what this article seeks to provide. (shrink)

The Aristotelian view that public institutions should aim at the good life is criticized on the grounds that it makes for an authoritarian politics that is incompatible with the pluralism of modem society. The criticism seems to have particular power against modem environmentalism, that it offers a local vision of the good life which fails to appreciate the variety of possible human relationships to the natural environment, andso, as a guide to public policy, it leads to green authoritarianism. This (...) paper argues to the contrary that an Aristotelian position which defends environmental goods as constitutive of the good life is consistent with recognition of the plurality of ways our relations to the natural world can be lived. It is compatible with the recognition of distinct cultural expressions of such relations and of the special place particular histories of individuals and social groups have in constraining environmental policy. An overview of the feminist theory literature on welfare policy and politics is presented. This introductory essay places a particular emphasis on the works that fall within the political sociology and normative political philosophy genres. In a lengthy digression, the article offers a tribute to the work of Iris Marion Young. It examines the centrality of her thinking about distribution, cultural marginalization, the welfare state bureaucracy, transnational responsibility and solidarity, and the pitfalls of maternalist discourse for this field. This article recognizes that linguistic prejudice (with its associated cultural biases) is a reality in any multilingual country, including South Africa. Prejudice is inherently human and the article suggests that it can be both positive and negative. In the case of the Senzo Meyiwa murder trial the article suggests that the linguistic prejudice experienced by witnesses and legal practitioners was largely negative. Even though the South African Constitution suggests an empowering multilingual environment where there are now twelve official languages, (...) in contrast to this, the article takes as a point of departure the monolingual language of record policy that has been in place in the South African legal system since 2017. This is contrary to the constitutional imperatives. It is argued that this policy negatively impacts witnesses and legal practitioners and that the Meyiwa trial is a case in point. It is found that in this trial there is linguistic prejudice (practiced by the presiding judge) where there are linguistic or cultural voids related to communicative inequality and where the speaker does not have sufficient English vocabulary to proceed. It is concluded that the interpretation process also has its challenges and that ideally the use of African languages as languages of record in courts could only aid the delivery of social justice and the implementation of language rights in a multilingual and multicultural country such as South Africa. In their 1969 so-called White Paper on Indian Policy,Pierre Trudeau's government argued that it was time to abolish the group-specific rights differentiating Aboriginal people from other Canadians, including, in some Aboriginal societies, the group-specific right to restrict voting, residency, public office, and other social goods, to their Aboriginal members. Given the negative impact the loss of such so-called collective or group rights would have on the security of their cultures, Aboriginal people were incensed, and, consequently, the federal liberals backed (...) down. More recently, Gordon Campbell maintained as a 1996 election promise that, were his provincial liberal party to be elected in British Columbia, he would oppose group-specific rights for Aboriginal people in British Columbia. Both Trudeau and Campbell argued that it is wrong for Aboriginal people to have group-specific rights by appeal to the idea that such collective rights are discriminatory because they assign opportunities to individuals on the basis of culture or race. Political elites are not alone in thinking that collective rights override individual rights. In fact, it has become a national motif that Section 15 of the Canadian Charter, which makes it illegal to discriminate on the grounds that citizens are to be guaranteed equal protection of the law, is incompatible with group-specific rights for Aboriginal people. This work examines Japanese government policies that impact on the environment in order to determine whether they incorporate a sufficient ethical substance. In the enquiry into the ethics of the policies, Kagawa-Fox explores how Western philosophers combined their theories to develop a 'Western environmental ethics code'; she also reveals the existence of a unique 'Japanese environmental ethics code' built on Japan's cultural traditions, religious practices, and empirical experiences. The discovery of the distinctive Japanese code is not only important for (...) what it discloses as a new philosophy, but most importantly how it can be used to analyse the ethical framework of the Japanese policies. In spite of the positive contributions that Japan has shown towards the global environment, the government has failed to show a corresponding moral obligation to the world ecology in its global environmental policy. The policies examined in the three case studies comprising whaling, nuclear energy, and forestry, have also been found wanting in ecological ethical considerations, both from a Western and Japanese perspective. The main reason for this is that the integrity of the policies has been compromised by Japanese vested interest groups; business and political interests ensure that the policies are primarily focused on maintaining sustainable economic growth. Whilst Japan's global environmental policy initiatives are the key to its economic survival into the 21st century, and these initiatives may achieve their aim, they do however fail the Japanese code of environmental ethics."--Publisher's description. Purpose. Based on the comparative analysis of the European and post-Soviet countries, the purpose of the article is to study one of the manifestations of gender discrimination, namely the problem of gender equality in the sphere of labor. It involves the consistent solution to the following tasks: a) to emphasize the basic principles of gender international and legal policy; b) to reflect the praxeological dimension of providing the equal social and economic opportunities for men and women at current level; (...) c) to emphasize the key criterion for ensuring the equality in socio-cultural sphere – equality in political life; d) to study the educational level of women and the possibility of self-realization in employment equal to men. Theoretical basis. The authors proceed from the standpoint that gender equality at the present stage has become a priority of legal policy and an important principle of the state of pro-European orientation. It is characterized in the legal plane, first of all, by the equality of the social roles of men and women, and the overcoming of the gender hierarchy of social ties, in which men are perceived as higher beings by their mental and physical abilities, and their activities are more significant and of priority in comparison with the activities of women. Originality. The authors have substantiated that in many economically developed countries the problem of providing a gender is still relevant, but most of the crisis problems in this area have found their legal regulation. The motivated position of the authors is that the level of education and professionalism of women cannot serve a reason for discrimination against women, which now exists in the economic and political sphere in the post-Soviet space. Conclusions. Gender stereotypes remain the priority in woman’s keeping family household, which creates significant inequalities of women and men at the labor market. Specialized regulatory acts in the field of gender declare the equality of men and women, while labor law defines a number of norms and guarantees that complicate the employment of women. In order to improve the situation we propose to implement a number of measures, such as, creation and financial support of the programs at the state level for supporting maternity, family and childhood; examination of all normative acts and concerning the issue of gender asymmetry, and especially the norms of labor law; introduction of state monitoring of employment and income of persons as to the complying with the principle of gender equality; introduction of quotas for women’s participation in political activities, in the work of the government and parliament, etc. (shrink)

According to the ‘fragmentation objection’ to multiculturalism, practices of cultural recognition undermine political stability, and this counts as a reason to be sceptical about the public recognition of minority cultures, as well as about multiculturalism construed more broadly as a public policy. Civic education programmes, designed to promote autonomy, toleration and patriotism, have been justified as a corrective to the fragmentary tendencies of multiculturalism. This paper distinguishes between two versions of the fragmentation objection, in order to evaluate this (...) particular justification of civic education. The cultural fragmentation version of the objection emphasises the importance of a common identity and a shared sense of belonging for political stability, whilst the value fragmentation version of the objection emphasises the importance of shared values for political stability. It is argued that neither version of the objection successfully demonstrates that multiculturalism is incompatible with political stability. However, narrow versions of each objection provide reasons to favour the promotion of toleration in public schooling, and reasons to be sceptical about the promotion of patriotism. Meanwhile, justifications of the cultivation of autonomy must appeal to values other than political stability. (shrink)

Cultural pluralism is both a fact and a norm. It is a fact that our world, and indeed our society, are marked by a large diversity of cultures delineated in terms of race, class, gender, ethnicity, religion, ideology, and other partly interpenetrating variables. This fact raises the normative question of whether, or to what extent, such diversities should be recognized or even encouraged in policies concerning government, law, education, employment, the family, immigration, and other important areas of social concern.

There is a growing literature in neuroethics dealing with the problem of cognitive neuroenhancement for healthy adults. However, discussions on this topic have tended to focus on abstract theoretical positions while concrete policy proposals and detailed models are scarce. Furthermore, discussions tend to rely solely on data from the US, while international perspectives are mostly neglected. Therefore, there is a need for a volume that deals with cognitive enhancement comprehensively in three important ways: a) with conceptual implications stemming from (...) different points of view; b) with ethical, social and legal perspectives that would not be limited to one part of the world but reflect on the current situation in countries in Africa, Asia, Australia, Europe, North America and South America; and c) with discussions of concrete law and policy options. Contributors for the conceptual implications section will elaborate an important general issue (e.g. ethical acceptability of direct-to-consumer-marketing in case of cognitive enhancement drugs). Contributors for international perspectives section will provide a clear discussion on normative issues and cultural values, along with an analysis of empirical data on public attitudes on cognitive enhancement and/or prevalence (specific to the country in question). Contributors for law and policy section will offer a justification for the general policy type they argue for (1. prohibition, 2. discourage use, 3. laissez-faire, 4. encourage use, and 5. mandatory use) in the case of specific cognitive enhancement measure. Furthermore, they would evaluate the possible impact of a detailed regulatory model on consumption and demand, fairness in competitive settings and the social pressure to enhance. (shrink)

This volume, the result of an ongoing bridge building effort among engineers and humanists, addresses a variety of philosophical, ethical, and policy issues emanating from engineering and technology. Interwoven through its chapters are two themes, often held in tension with one another: “Exploring Boundaries” and “Expanding Connections.” “Expanding Connections” highlights contributions that look to philosophy for insight into some of the challenges engineers face in working with policy makers, lay designers, and other members of the public. It also (...) speaks to reflections included in this volume on the connections between fact and value, reason and emotion, engineering practice and the social good, and, of course, between engineering and philosophy. “Exploring Boundaries” highlights contributions that focus on some type of demarcation. Public policy sets a boundary between what is regulated from what is not, academic disciplines delimit themselves by their subjects and methods of inquiry, and professions approach problems with unique goals and by using concepts and language in particular ways that create potential obstacles to collaboration with other fields. These and other forms of boundary setting are also addressed in this volume. Contributors explore these two themes in a variety of specific contexts, including engineering epistemology, engineers’ social responsibilities, engineering and public policy-making, engineering innovation, and the affective dimensions of engineering work. The book also includes analyses of social and ethical issues with emerging technologies such as 3-D printing and its use in medical applications, as well as social robots. Initial versions of the invited papers included in this book were first presented at the 2014 meeting of the Forum on Philosophy, Engineering, and Technology, held at Virginia Tech in Blacksburg, Virginia, USA. The volume furthers fPET’s intent of extending and developing the philosophy of engineering as an academic field, and encouraging conversation, promoting a sense of shared enterprise, and building community among philosophers and engineers across a diversity of cultural backgrounds and approaches to inquiry.
