Roughly, instrumentalism is the view that science is primarily, and should primarily be, an instrument for furthering our practical ends. It has fallen out of favour because historically influential variants of the view, such as logical positivism, suffered from serious defects. -/- In this book, however, Darrell P. Rowbottom develops a new form of instrumentalism, which is more sophisticated and resilient than its predecessors. This position—‘cognitive instrumentalism’—involves three core theses. First, science makes theoretical progress primarily when it furnishes us (...) with more predictive power or understanding concerning observable things. Second, scientific discourse concerning unobservable things should only be taken literally in so far as it involves observable properties or analogies with observable things. Third, scientific claims about unobservable things are probably neither approximately true nor liable to change in such a way as to increase in truthlikeness. -/- There are examples from science throughout the book, and Rowbottom demonstrates at length how cognitive instrumentalism fits with the development of late nineteenth- and early twentieth-century chemistry and physics, and especially atomic theory. Drawing upon this history, Rowbottom also argues that there is a kind of understanding, empirical understanding, which we can achieve without having true, or even approximately true, representations of unobservable things. In closing the book, he sets forth his view on how the distinction between the observable and unobservable may be drawn, and compares cognitive instrumentalism with key contemporary alternatives such as structural realism, constructive empiricism, and semirealism. -/- Overall, this book offers a strong defence of instrumentalism that will be of interest to scholars and students working on the debate about realism in philosophy of science. First, I argue that scientific progress is possible in the absence of increasing verisimilitude in science’s theories. Second, I argue that increasing theoretical verisimilitude is not the central, or primary, dimension of scientific progress. Third, I defend my previous argument that unjustified changes in scientific belief may be progressive. Fourth, I illustrate how false beliefs can promote scientific progress in ways that cannot be explicated by appeal to verisimilitude.

Increasing global economic integration and recent military interventions in the name of human rights have forced questions of global justice into political discussions. Is the unequal distribution of wealth across the globe just? What's wrong with imperialism? Are the most indebted countries obligated to pay back their loans to international financ.

In a recent article in the British Journal for the Philosophy of Science, Heesen and Bright argue that prepublication peer review should be abolished and replaced with postpublication peer review (provided the matter is judged purely on epistemic grounds). In this article, I show that there are three problems with their argument. First, it fails to consider the epistemic cost of implementing the change to postpublication peer review. Second, it fails to consider some potential epistemic benefits of prepublication peer review, (...) which involve avoiding bias. Third, it fails to consider some potential epistemic disadvantages of postpublication peer review, which stem from the greater number of papers that would be published under that system. (shrink)

This critical commentary on the three sections of the philosophy of subjective spirit as it appears in Hegel's final Berlin Encyclopedia uses them to come to a better understanding and evaluation of his general philosophical perspective. This is in contrast to two sorts of dangers which Hegel scholarship faces. One is getting so caught up in summarizing and interpreting the troublesome texts that no evaluation is provided. The other is to view Hegel unsympathetically through the criteria of contemporary Anglo-America philosophy, (...) so that very little is learned from him except that on most counts he falls short of the standards that this philosophy sets for itself. ;Contrary to these methods I present and evaluate the philosophy of subjective spirit in terms of its fulfillment of the aims of Hegel's system, and in terms of the questions that he suggests it is adequate to answer. There are three such questions. These concern the nature of the relationship between the mind and the body, the compatibility of free human will and natural determination, and the unity of the mind in light of its many activities. ;I also frequently compare Hegel to Kant for two reasons. One is pedagogical, the other intimately related to Hegel's project. We can gain greater understanding of Hegel by illuminating his departures from Kant, about whom much is known. What is more important philosophically, however, is Hegel's criticism of the limits which Kant's transcendental idealism places upon knowledge. The origins of these limits lie in Kant's view of the human mind, the forms of intuition and the spontaneity of understanding. However, if Hegel is to overcome the limits which Kant places upon knowledge, he must provide an account of the mind which circumvents what he considers to be the problems that arise out of Kant's account. ;On most of these counts Hegel's philosophy of subjective spirit is a failure, even if his vision is a captivating one. This analysis, however, does reveal certain advantages that Hegel's conception of freedom has over Kant's. (shrink)

With the significant disconnect between the collective aim of limiting warming to well below 2°C and the current means proposed to achieve such an aim, the goal of this paper is to offer a moral assessment of prominent alternatives to current international climate policy. To do so, we’ll outline five different policy routes that could potentially bring the means and goal in line. Those five policy routes are: (1) exceed 2°C; (2) limit warming to less than 2°C by economic de-growth; (...) (3) limit warming to less than 2°C by traditional mitigation only; (4) limit warming to less than 2°C by traditional mitigation and widespread deployment of Negative Emissions Technologies (NETs); and (5) limit warming to less than 2°C by traditional mitigation, NETs, and Solar Radiation Management as a fallback. In assessing these five policy routes, we rely primarily upon two moral considerations: the avoidance of catastrophic climate change and the right to sustainable development. We’ll conclude that we should continue to aim at the two-degree target, and that to get there we should use aggressive mitigation, pursue the deployment of NETs, and continue to research SRM. Ten years on from the first issue of the Journal of Global Ethics, Darrel Moellendorf and Heather Widdows reflect on the current state of research in global ethics. To do this, they summarise a recent comprehensive road map of the field and provide a map of research by delineating the topics and approaches of leading scholars of global ethics collected together in the recently published Routledge Handbook of Global Ethics which they have co-edited. Topics fall under issues of war, conflict (...) and violence; poverty and development; economic justice; bioethics and health justice; and environmental and climate justice. This book examines the threat that climate change poses to the projects of poverty eradication, sustainable development, and biodiversity preservation. This paper argues that talk of ‘the aim of science’ should be avoided in the philosophy of science, with special reference to the way that van Fraassen sets up the difference between scientific realism and constructive empiricism. It also argues that talking instead of ‘what counts as success in science as such’ is unsatisfactory. The paper concludes by showing what this talk may be profitably replaced with, namely specific claims concerning science that fall into the following categories: descriptive, evaluative, normative, (...) and definitional. There are two key advantages to this proposal. First, realism and its competitors may be understood to consist of highly nuanced variants. Second, scientific realism and its competitors may be understood as something other than ‘all or nothing’ theses about science. More particularly, one may accept that there are general claims concerning science in some of the identified categories, but deny that there are such claims in the others. (shrink)

Hepatitis B virus infects about 200 million people worldwide yearly. The consequences of the infection range from mild, self‐limiting hepatitis with full recovery and immunity to chronic infection with liver disease of varying severity, including fulminant hepatitis and death. Alternatively, individuals may become healthy carriers of the virus and thus serve as a reservoir of infection. In addition, all chronic carriers of the virus are also at risk for development of primary hepatocellular carcinoma later in life. Efforts to combat this (...) disease on a global scale require an inexpensive vaccine. Studies of the hepatitis B viral coat protein (HBsAg) have permitted the development of two generations of vaccine to date, and detailed structural studies of its antigenic sites may eventually allow the development of a completely synthetic (and therefore inexpensive) vaccine in the future. Both Popper and van Fraassen have used evolutionary analogies to defend their views on the aim of science, although these are diametrically opposed. By employing Price's equation in an illustrative capacity, this paper considers which view is better supported. It shows that even if our observations and experimental results are reliable, an evolutionary analogy fails to demonstrate why conjecture and refutation should result in: (1) the isolation of true theories; (2) successive generations of theories of increasing truth-likeness; (3) empirically adequate (...) theories; or (4) successive generations of theories of increasing proximity to empirical adequacy. Furthermore, it illustrates that appeals to induction do not appear to help. It concludes that an evolutionary analogy is only sufficient to defend the notion that the aim of science is to isolate a particular class of false theories, namely those that are empirically inadequate. This article discusses two doctrines of jus ex bello concerning whether and how to end wars. In Section I, I defend the claim that there is a distinct morality of ending wars. Section II rebuts a challenge that the account is too permissive of war. Section III rejects a forward-looking conception of proportionality for jus ex bello. This paper challenges a recent argument of Bird’s, which involves imagining that Réné Blondlot’s belief in N-rays was true, in favour of the view that scientific progress should be understood in terms of knowledge rather than truth. By considering several variants of Bird’s thought-experiment, it shows that the semantic account of progress cannot be so easily vanquished. A key possibility is that justification is only instrumental in, and not partly constitutive of, progress.

This paper challenges Bird’s view that scientific progress should be understood in terms of knowledge, by arguing that unjustified scientific beliefs (and/or changes in belief) may nevertheless be progressive. It also argues that false beliefs may promote progress.

After briefly surveying the mission and principles of the World Trade Organization (WTO), I argue that international trade may be assessed from the perspective of justice, and that the correct account of justice for these purposes is egalitarian in fundamental principle. I then consider the merits of the WTO's basic commitment to liberalized trade in the light of egalitarian considerations. Finally, I discuss the justice of several WTO policies. While noting the complexity of the empirical issues relating to the effects (...) of trade institutions and policies, I conclude that egalitarians have reasons to object to certain of the principles and policies of the WTO. Anthropogenic climate change is a global process affecting the lives and well-being of millions of people now and countless number of people in the future. For humans, the consequences may include significant threats to food security globally and regionally, increased risks of from food-borne and water-borne as well as vector-borne diseases, increased displacement of people due migrations, increased risks of violent conflicts, slowed economic growth and poverty eradication, and the creation of new poverty traps. Principles of justice are statements of (...) what persons are owed either by others or by institutions and policies. Climate change gives rise to many concern of justice. This article briefly summarizes some of the most important of these, including claims to have climate change mitigated, claims regarding the sharing of the costs of climate change mitigation, claims for investment into adaptation, and claims to be compensated. The term 'systems theory' is used to characterize a set of disparate yet related approaches to fields as varied as information theory, cybernetics, biology, sociology, history, literature, and philosophy. What unites each of these traditions of systems theory is a shared focus on general features of systems and their fundamental importance for diverse areas of life. Yet there are considerable differences among these traditions, and each tradition has developed its own methodologies, journals, and forms of anaylsis. Confronts the Janus-faced myth of technology as both the object of dread and the source of hope, which leads both to the demonic final solution and to the merciful, healing sacrifice.

Van Fraassen has recently argued that empiricism can be construed as a stance, involving commitments, attitudes, values, and goals, in addition to beliefs and opinions. But this characterisation emerges from his recognition that to be an empiricist can not be to believe, or decide to commit to belief in, a foundational proposition, without removing any basis for a non-dogmatic empiricist critique of other philosophical approaches, such as materialism. However, noticeable by its absence in Van Fraassen's discussions is any mention of (...) Bartley's ‘pancritical rationalism’, for Bartley offers a cohesive argument that genuine dogmatism lies precisely in the act of commitment to an idea. The consequence of denying this, he thinks, is an opening of the floodgates to irrationalism: if to rely on reasoned argument in decision-making is fundamentally an act of faith, then there is a tu quoque – “I simply have a different faith” – that may be employed by those who wish to shield their views from criticism. This raises the following question: why should it be any less dogmatic to adopt particular commitments, attitudes, values, and goals, rather than a particular belief or opinion, come what may? And if Bartley is right that there is only one non-dogmatic attitude – the critical attitude – then why might this not be adopted by an empiricist, a materialist, a metaphysician, or anyone else? This paper argues that representationalism of a Fodorian variety can accommodate the fact that beliefs come in degrees. First, it responds to two key arguments to the contrary. Second, it builds upon these responses and outlines a novel representationalist theory of degrees of beliefs. I call this theory dispositional representationalism, as it involves direct appeal to our dispositions to form representations and propositional attitudes concerning them.

In this paper I argue that hope is best understood as a compound psychological state. When we take hope according to the details of this account, we are in a good position to understand why it is a political virtue of persons. I also argue that securing the institutional bases of hope is a virtue of state institutions, particularly in states in transition from severe injustice. And, finally, when the bases are secure, a person who fails to hope for the (...) political future is in that regard prima facie blameworthy. (shrink)

We argue that the inference from dispositional essentialism about a property (in the broadest sense) to the metaphysical necessity of laws involving it is invalid. Let strict dispositional essentialism be any view according to which any given property’s dispositional character is precisely the same across all possible worlds. Clearly, any version of strict dispositional essentialism rules out worlds with different laws involving that property. Permissive dispositional essentialism is committed to a property’s identity being tied to its dispositional profile or causal (...) role, yet is compatible with moderate interworld variation in a property’s dispositional profile. This paper develops a new version of instrumentalism, in light of progress in the realism debate in recent decades, and thereby defends the view that instrumentalism remains a viable philosophical position on science. The key idea is that talk of unobservable objects should be taken literally only when those objects are assigned properties (or described in terms of analogies involving things) with which we are experientially (or otherwise) acquainted. This is derivative from the instrumentalist tradition in so far as the (...) distinction between unobservable and observable is taken to have significance with respect to meaning. (shrink)
