We have now processed the complete arχiv collection through 2006 consisting of more than 400,000 documents (a complete run is a processor-yearsize undertaking), continuously improving our success rate. We are now able to convert more (...) than 90% of these documents to XHTML+MathML. We consider over 60% to be successes, converted with no or minor warnings. WhartonRonald Syme first proposed that the style and vocabulary of some of the speeches attributed to Tiberius in the Annals were strongly influenced by those actually uttered by the Emperor, as preserved in the acta senatus. Syme said,Tacitus’ vocabulary was liable to be influenced. Certain “Tiberian” words occur in the speeches, recur in (...) the hexad and never again. Thus compello, diiudico, exsatio.... To render Tiberius, Tacitus made a careful choice of words, not only the rare and arresting, but also less obtrusive words, alien from his own manner. 1Syme also suggested (700) that the speeches of Tiberius display a higher frequency of abstract nouns of a Ciceronian type, and of compound verbs.Although Syme never actually tried to test his hypothesis, N. P. Miller did, and published her results in 1968’s American Journal of Philology. In “Tiberius Speaks” she compares the number of “solitaries” (that is, words that appear only once in the extant Tacitean corpus) occurring in the speeches, both recta and obliqua, attributed to Tiberius, with the number occurring in the speeches attributed to Nero. She concludes, “... we may... with some reason postulate that the high proportion of Tiberian solitaries indicates a connection with Tiberius’ [actual] speeches” (19).Although Syme’s and Miller’s hypothesis has not been universally accepted, neither has it ever been fully rejected, and it has continued to haunt a small corner of Tacitean scholarship. In the Tiberian books, using her own data, 8.5% of all the solitaries appear in Tiberius’ speeches, as opposed to a meager 2.7% appearing in Nero’s speeches. By either analysis, there is a roughly threefold difference in the frequency of solitaries.Unfortunately, Miller has failed to account for the difference in the total amount of speech attributed to each emperor. Tiberius has, in fact, nearly three times as many lines of speech, recta and obliqua, as does Nero. Using Miller’s own data, it is possible to devise a more accurate and straightforward frequency test, simply comparing the total number of lines spoken in the speeches to the number of solitaries occurring in them... Despite the supreme political and economic significance of boundaries--and ongoing challenges to existing national boundaries--scant attention has been paid to their ethics. This volume explores how diverse ethical traditions understand the political and property rights reflected in territorial and jurisdictional boundaries. It is the first book to bring together thinkers from a range of traditions, both religious and secular, to discuss the ethics of boundaries. Each contributor represents a tradition's views on questions surrounding the use of boundaries to delimit property (...) and political rights. What does it mean to own something? If the block universe view is correct, the future and the past have similar status and one would expect physical theories to involve final as well as initial boundary conditions. A plausible consistency condition between the initial and final boundary conditions in non-relativistic quantum mechanics leads to the idea that the properties of macroscopic quantum systems, relevantly measuring instruments, are uniquely determined by the boundary conditions. An important element in reaching that conclusion is that preparations and measurements belong in a (...) special class because they involve many subsystems, at least some of which do not form superpositions of their physical properties before the boundary conditions are imposed. It is suggested that the primary role of the formalism of standard quantum mechanics is to provide the consistency condition on the boundary conditions rather than the properties of quantum systems. Expressions are proposed for assigning a set of (unmeasured) physical properties to a quantum system at all times. The physical properties avoid the logical inconsistencies implied by the no-go theorems because they are assigned differently from standard quantum mechanics. Since measurement outcomes are determined by the boundary conditions, they help determine, rather than are determined by, the physical properties of quantum systems. (shrink)

This is my contribution to a symposium on David Wong’s paper, “Early Confucian Philosophy and the Development of Compassion.” I simply grant Wong his reading of the relevant texts and consider the merits of the ideas about ethical development on their own terms. In particular, my aim is to see how fruitful these ideas might be in the contemporary philosophical landscape.

This paper argues first that Armstrong is led to see natural resources primarily as objects of consumption. But many natural resources are better seen as objects of enjoyment, where one person’s access to a resource need not prevent others from enjoying equal access, or as objects of production, where granting control of a resource to one person may produce collateral benefits to others. Second, Armstrong’s approach to resource distribution, which requires that everyone must have equal access to welfare, conceals an (...) ambiguity as to whether this means equal opportunity for welfare, or simply equal welfare – the underlying issue being how far individuals should be held responsible for the use they make of the resources they are allocated. Third, when Armstrong attacks arguments that appeal to ‘improvement’ as a basis for claims to natural resources, he treats them as making comparative desert claims: if country A makes a claim to the improved resources on its territory, it must show that their comparative value accurately reflects the productive deserts of its members compared to those of countries B. But in fact, A needs only to make the much weaker claim that its members have done more than others to enhance the value of its resources. Overall, Armstrong’s welfarist approach fails to appreciate the dynamic advantages of allocating resources to those best able to use them productively. (shrink)

Karl Popper’s Objective Knowledge stands at the threshold of his last major philosophical phase, the period from his retirement from the London School of Economics in 1969 until his death in 1994. The two great books that he wrote before he came to London, Logik der Forschung (1934) and The Open Society and Its Enemies (1945), contain much more than the innovations in the theory of scientific method and the theory of democracy for which they are famous. Logik der Forschung, (...) translated into English as The Logic of Scientific Discovery (1959), is by no means just a tract, even a revolutionary one, on the methods of science, since about one third of the text is devoted to searchingly original treatments of the frequency theory of probability and of the interpretation of quantum mechanics, whilst the unpublished manuscript on which the book was based, Die beiden Grundprobleme der Erkenntnistheorie (1979), at whose content it often hints, presents a wealth of significant material on the psychology of human learning and its biological context. Popper had, after all, been a student of Karl B¨ uhler, and had absorbed the theories of problem solving developed within the W¨ urzburg School (Popper 1974a, § 15). The Open Society and Its Enemies, for its part, is not so much a book defending democratic liberalism as a defence of democratic liberalism nestling within a book that discusses every other topic under the sun. It offers profound and provocative studies of the thought of Plato and Marx (see Hacohen 2000, Chapter 9, for a critical appreciation), an abundance of scholarly, if often controversial, historical interpretations of the work of Heraclitus, Aristotle, Hegel, J. S. Mill, Wittgenstein, Mannheim, and others, the elements of a new theory of rationality, and many elucidations of the workings of science that go beyond what is explicit in Logik der Forschung. One insight worth mentioning, since it is little known, is the clear recognition in section II of Chapter 11 that the progress of science is typically revolutionary, not cumulative; a commonplace today perhaps, but one.... Our problem is that of extending p to a probability-like function q that is dened for all pairs A; B of deductive systems of that language.

The paper defends a combination of perdurantism with mereological universalism by developing semantics of temporary predications of the sort ’some P is/was/will be (a) Q’. We argue that, in addition to the usual application of causal and other restrictions on sortals, the grammatical form of such statements allows for rather different regimentations along three separate dimensions, according to: (a) whether ‘P’ and ‘Q’ are being used as phase or substance sortal terms, (b) whether ‘is’, ‘was’, and ‘will be’ are the (...) ‘is’, ‘was’, ‘will be’ of identity or of constitution, and (c) whether ‘Q’ is being used as a subject or predicate term. We conclude that this latitude is beneficial, as it conforms with linguistic reality (i.e., the multiple uses actually in place) and also enables one to turn what is ordinarily perceived as a problem for universalist perdurantism viz., a commitment to all sorts of weird and gerrymandered temporally extended entities, into an advantage, for the richness in questions allows us to make sense of. DBS Think Tank IX was held on August 25–27, 2021 in Orlando FL with US based participants largely in person and overseas participants joining by video conferencing technology. The DBS Think Tank was founded in 2012 and provides an open platform where clinicians, engineers and researchers can freely discuss current and emerging deep brain stimulation technologies as well as the logistical and ethical issues facing the field. The consensus among the DBS Think Tank IX speakers was that DBS expanded in (...) its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. After collectively sharing our experiences, it was estimated that globally more than 230,000 DBS devices have been implanted for neurological and neuropsychiatric disorders. As such, this year’s meeting was focused on advances in the following areas: neuromodulation in Europe, Asia and Australia; cutting-edge technologies, neuroethics, interventional psychiatry, adaptive DBS, neuromodulation for pain, network neuromodulation for epilepsy and neuromodulation for traumatic brain injury. In his 1974 paper “Popper’s qualitative theory of verisimilitude” published in the British Journal for the Philosophy of Science David Miller gave his so called ‘Weather Example’ to argue that the Hamming distance between constituents is flawed as a measure of proximity to truth since the former is not, unlike the latter, translation invariant. In this present paper we generalise David Miller’s Weather Example in both the unary and polyadic cases, characterising precisely which permutations of constituents/atoms (...) can be effected by translations. In turn this suggests a meta-principle of the rational assignment of subjective probabilities, that rational principles should be preserved under translations, which we formalise and give a particular characterisation of in the context of Unary Pure Inductive Logic. David Miller’s book is a comprehensive treatment of Mead’s philosophy based not only on his published works but also on his unpublished manuscripts and lecture notes. Miller portrays Mead as a systematic philosopher with well-developed views on epistemology, metaphysics, philosophy of science, philosophy of mind, aesthetics and ethics, giving separate chapter treatments of his theory of the self, language, the world, the physical thing, perception, thinking, creativity, aesthetics and ethics. Throughout these chapters, Miller’s description of Mead (...) as a "social behaviorist" is detailed. Mead is portrayed as one who holds that mind, while not reducible to overt behavior, is understood in relation to such behavior. For thinking is simply the internalization of a process in which the thinker evokes in himself by his own behavior as with a language gesture, the functionally identical behavioral response that this gesture evokes in another. Here and in his description of Mead’s theory of the self and the physical thing, the social character of Mead’s philosophy is emphasized. (shrink)

In this paper we describe the objectives of teaching medical ethics to undergraduates and the teaching methods used. We describe a workshop used in the University of Liverpool Department of Psychiatry, designed to enhance ethical sensitivity in psychiatry. The workshop reviews significant historical and current errors in the ethical practice of psychiatry and doctors' defence mechanisms against accepting responsibility for deficiencies in ethical practice. The workshop explores the student doctors' own group ethos in response to ethical dilemmas, and demonstrates how (...) the individual contributes to and is responsible for the group ethos through participation and also through nonparticipation. The student feedback about the workshop is reviewed. The Toronto Ethical Sensitivity Instrument was used to assess whether or not the workshop altered sensitivity. Compared to a control group the attenders' sensitivity was significantly increased (on Student's t-test p equals or is less than 0.002). (shrink)

Bioethics is currently witnessing unprecedented debate over the moral and legal norms governing the conduct of clinical research. At the center of this debate is the duty of care in clinical research, and its most widely accepted specification, clinical equipoise. In recent work, we have argued that equipoise and cognate concepts central to the ethics of clinical research have been left unnecessarily vulnerable to criticism. We have suggested that the vulnerability lies in the conspicuous absence of an articulated foundation in (...) moral and legal theory of the physician-researcher's duty of care to the patient-subject. We have repeatedly suggested that the requisite foundation is in the ethics of trust and the law of fiduciaries.Curiously, despite the absence of a published thorough exposition of our position, some have preemptively criticized our suggestion that the relationship between physician-researcher and patient-subject is fiduciary. Others have offered their own accounts of the implications of fiduciary law for the relationship. (shrink)

The central virtue at issue in recent philosophical discussions of the empirical adequacy of virtue ethics has been the virtue of compassion. Opponents of virtue ethics such as Gilbert Harman and John Doris argue that experimental results from social psychology concerning helping behavior are best explained not by appealing to so-called ‘global’ character traits like compassion, but rather by appealing to external situational forces or, at best, to highly individualized ‘local’ character traits. In response, a number of philosophers have argued (...) that virtue ethics can accommodate the empirical results in question. My own view is that neither side of this debate is looking in the right direction. For there is an impressive array of evidence from the social psychology literature which suggests that many people do possess one or more robust global character traits pertaining to helping others in need. But at the same time, such traits are noticeably different from a traditional virtue like compassion. (shrink)

Thanks largely to the work of Robert Adams and Philip Quinn, the second half of the twentieth century witnessed a resurgence of interest in divine command theory as a viable position in normative theory and meta-ethics. More recently, however, there has been some dissatisfaction with divine command theory even among those philosophers who claim that normative properties are grounded in God, and as a result alternative views have begun to emerge, most notably divine intention theory (Murphy, Quinn) and divine motivation (...) theory (Zagzebski). My goal here is to outline a distinct theory, divine desire theory, and suggest that, even if it is not clearly superior to these extant views, it is at least worthy of serious consideration.1 As far as this paper is concerned, the discussion will be limited just to the deontic status of actions (obligatory, permissible, forbidden), and so no attempt will be made to also account for axiological properties such as goodness or evil. This book is a selection of articles by David Zilberman, a prolific author, whose tragic untimely death did not allow to finish many of his undertakings. Zilberman’s work represents a fresh word in the way of philosophizing or philosophy-building and the technique of modal methodology. This book comprises of thirteen independent articles that are not related by content. The point of thematic convergence of these articles is the way they reflect the new way of methodological thinking through the application (...) and benefits of modalization or modal methodology that unfolds unbound possibilities of philosophic elaborations. By shifting constantly from one position to another, Zilberman disclosed the antinomicity of all types of thought. Such an approach led him to outline for the first time his major attempt to start creating not "systems" but "sums" of philosophies so that the philosophical activity would be able to re-emerge on the slopes of such "sums." The book can be used as a starting point of a discussion, especially in study of philosophy. We imagine it can be used in undergraduate classes on World Philosophies or Intercultural Philosophy courses. With that, it can serve as a useful resource for adding intercultural elements into Western-centered courses. (shrink)

The goal of this chapter is to offer the first detailed critical assessments of the CAPS model from a philosophical perspective. I will argue for the following claim: using technical language, the CAPS model re-describes and finds supporting evidence for basic platitudes of commonsense folk psychology.

This Element provides an overview of some of the central issues in contemporary moral psychology. It explores what moral psychology is, whether we are always motivated by self-interest, what good character looks like and whether anyone has it, whether moral judgments always motivate us to act, whether what motivates action is always a desire of some kind, and what the role is of reasoning and deliberation in moral judgment and action. Pragmatism is a distinctive approach to clinical research ethics that can guide bioethicists and members of institutional review boards (IRBs) as they struggle to balance the competing values of promoting medical research and protecting human subjects participating in it. After defining our understanding of pragmatism in the setting of clinical research ethics, we show how a pragmatic approach can provide guidance not only for the day-to-day functioning of the IRB, but also for evaluation of policy standards, such as the one (...) that addresses acceptable risks for healthy children in clinical research trials. We also show how pragmatic considerations might influence the debate about the use of deception in clinical research. Finally, we show how a pragmatic approach, by regarding the promotion of human research and the protection of human subjects as equally important values, helps to break down the false dichotomy between science and ethics in clinical research. The situationist movement in psychology and, more recently, in philosophy has been associated with a number of striking claims, including that most people do not have the moral virtues and vices, that any ethical theory which is wedded to such character traits is empirically inadequate, and that much of our behavior is causally influenced, to significant degrees, by psychological influences about which we are often unaware. David B. Wong proposes that there can be a plurality of true moralities, moralities that exist across different traditions and cultures, all of which address facets of the same problem: how we are to live well together. Wong examines a wide array of positions and texts within the Western canon as well as in Chinese philosophy, and draws on philosophy, psychology, evolutionary theory, history, and literature, to make a case for the importance of pluralism in moral life, and to (...) establish the virtues of acceptance and accommodation. Wong's point is that there is no single value or principle or ordering of values and principles that offers a uniquely true path for human living, but variations according to different contexts that carry within them a common core of human values. We should thus be modest about our own morality, learn from other approaches, and accommodate different practices in our pluralistic society. (shrink)

Background: Expanded newborn screening generates incidental results, notably carrier results. Yet newborn screening programmes typically restrict parental choice regarding receipt of this non-health serving genetic information. Healthcare providers play a key role in educating families or caring for screened infants and have strong beliefs about the management of incidental results. Methods: To inform policy on disclosure of infant sickle cell disorder (SCD) carrier results, a mixed-methods study of healthcare providers was conducted in Ontario, Canada, to understand attitudes regarding result management (...) using a cross-sectional survey (N = 1615) and semistructured interviews (N = 42). Results: Agreement to reasons favouring disclosure of SCD carrier results was high (65.1%–92.7%) and to reasons opposing disclosure was low (4.1%–18.1%). Genetics professionals expressed less support for arguments favouring disclosure (35.3%–78.8%), and more agreement with arguments opposing disclosure (15.7%–51.9%). A slim majority of genetics professionals (51.9%) agreed that a reason to avoid disclosure was the importance of allowing the child to decide to receive results. Qualitatively, there was a perceived “duty” to disclose, that if the clinician possessed the information, the clinician could not withhold it. Discussion: While a majority of respondents perceived a duty to disclose the incidental results of newborn screening, the policy implications of these attitudes are not obvious. In particular, policy must balance descriptive ethics (ie, what providers believe) and normative ethics (ie, what duty-based principles oblige), address dissenting opinion and consider the relevance of moral principles grounded in clinical obligations for public health initiatives. Analytically inclined philosphers of religion have commonly assumed that 1) “God” must be defined before arguments for or against his existence can be evaluated 2) the history of religious beliefs is irrelevant to their justification. In this paper I apply the causal theory of reference to “God” and challenge both assumptions. If, as Freud supposes, “God” originates in the delusions of the mentally ill then it does not refer.
