ABSTRACT: This article discusses, principally from an English perspective, globalisation, global citizenship and two forms of education relevant to those developments (global education and citizenship education). We describe what citizenship has meant inside one nation state and ask what citizenship means, and could mean, in a globalising world. By comparing the natures of citizenship education and global education, as experienced principally in England during, approxim-ately, the last three decades, we seek to develop a clearer understanding (...) of what has been done and what might be done in the future in order to develop education for global citizenship. We suggest that up to this point there have been significant differences between the characterisations that have been developed for global education and citizenship education. These differences are revealed through an examination of three areas: focus and origins; the attitude of the government and significant others; and the adoption of pedagogical approaches. We suggest that it would be useful to look beyond old barriers that have separated citizenship education and global education and to form a new global citizenship education. Their separation has in the past only perpetuated the old understandings of citizenship and constructed a constrained view of global education. (shrink)

A manifestation of globalisation as an economic imperative has occurred at the national level in Australia.This manifestation is in the form of political policies, administrative practices and funding distribution ostensibly aimed at creating a more competitive national economy.Philosophy of Education, as a practice and product of some employees in the higher education industry in Australia, is being influenced by this manifestation of globalisation.Reflection on ways in which established concepts are being reshaped to suit the agenda of globalising political (...) policies may assist those engaged in philosophising about education to enhance their practice in ways they desire.It is argued here that such reflection should lead many academics in Australian universities to the conclusion that they should not undertake research and that research should not be part of the job specification for most academics employed in Australian universities.The argument in this paper is based on a set of epistemological assumptions about the nature of academic practices or traditions .Philosophy of Education is one such academic tradition or practice.A university may be conceived of as a community of academics engaged in a range of traditions or practices.A university may also be conceived of as a quasi‐governmental administrative entity employing workers to value‐add to customers intending to maximise personal economic rewards from future engagement in a more competitive national economy. In an era increasingly characterized by pluralism and globalization, intercultural pedagogy represents a starting point for addressing the challenges that today’s society confronts us with daily. Throughout history, cultures have changed through interactions, exchanges, and hybridization, leading to the formation of an increasingly pluralistic and multicultural society. Against this background, it is crucial to develop approaches based on dialogue and mutual recognition. However, acceptance and willingness to encounter require an educational path that is promoted by schools from childhood, especially (...) in view of the monocultural mentality that too often characterizes more and more people and prevents the opening of a path that counteracts ethnocentrism in favor of a broader perspective. In this paper, I discuss globalisation as an empirical reality that is in a complex relation to its corresponding discourse and in a critical distance from the cosmopolitan ideal. I argue that failure to grasp the distinctions between globalisation, globalism, and cosmopolitanism derives from mistaken identifications of the Is with the Ought and leads to naïve and ethnocentric glorifications of the potentialities of globalisation. Conversely, drawing the appropriate distinctions helps us articulate a more critical approach to contemporary cultural phenomena, and (...) reconsider the current place and potential role of education within the context of global affairs. From this perspective, the antagonistic impulses cultivated by globalisation and some globalist discourse are singled out and targeted via a radicalization of educational orientations. Creativity: what might this mean for art and art educators in the creative economies of globalisation? The task of this discussion is to look at the state of creativity and its role in education, in particular art education, and to seek some understanding of the register of creativity, how it is shaped, and how legitimated in the globalised world dominated by input-output, means-end, economically driven thinking, expectations and demands. The article examines the social dimensions of poverty in the context of gender, dalit, tribal and Muslim minorities in the country. Reviewing the process of globalisation in the country, it notes that the largest section of workers continue to work in the unorganised sector. The shifting of global capital to the South and particularly to India has increased opportunities for women to work in the garment export industry. Characterised by low pay and poor working conditions, the industry exploits women. The (...) fear of job loss has led to new forms of resistance by women workers not only at the workplace but within the community linking with social movements for protection and advancement. Small and marginal farmers including women agricultural workers are impacted by global markets leading to destruction of rural livelihoods. Dalit women have demonstrated how to create household food security by internalising inputs and creating alternative markets. Policy planners need to learn from these experiences and upscale at a national level. Regenerating commons and promoting non-chemical agriculture are other means to restore ecological balance and economic health of the agriculture sector. Tribal, dalit and Muslim minority socio-economic rights are eroded further due to the process of globalisation. To move towards more inclusive growth, public spending on education and health has to increase. Responding to people's movements the state needs to implement pro-people policies and programmes. Mobilising women into SHGs is seen as a panacea to ensure women's development. Currently, it has created a debt burden on women. An alternative agenda for empowerment is outlined for action. Antonio Gramsci and his concept of hegemony are often invoked in current debates concerning cultural imperialism, globalisation and global English. However, these debates are rarely cognizant of Gramsci's own university training in linguistics, the centrality of language to his writings on education and hegemony, or his specific engagement with language politics in his own day. By paying much greater attention to Gramsci's writings on language and education, this article attempts to lay the groundwork for an adequate approach to (...) the current politics of global English.While Gramsci may have left formal education and his studies in linguistics at Turin University as a young man to become a full time journalist and political activist, he certainly did not ‘jettison’ his study of language as is commonly implied. It has been widely accepted that Gramsci had an expansive conception of education which would curtail any suggestion that ‘education’ must be limited to formal schooling or university. Likewise, this article demonstrates the importance of Gramsci's lifelong analysis of language, its role in education and the development of hegemony. It argues that Gramsci's writings on language policy in Italy, specifically la questione della lingua[the language question] and his concern with linguistics, are an integral part of his approach to education and hegemony. Thirty years after the demise of the Soviet bloc, there still persists a rhetoric of differentiation and a discursive polarisation between the Western and the non-Western educational thinking and practices. This rhetoric overshadows a potential similarity, or homogeneity, between the dominant and several marginalised contexts. Regional, local and personal variations are prematurely attributed to fundamental, if often poorly argued, cultural differences. We seek to introduce and to preliminarily summarise the existing understandings of refraction in education and social research. Sporadically (...) used but seldom defined, the refraction metaphor appears to feature: (a) a multiplicity of viewpoints as an incentive for social research, (b) non-relativistic, scientific progress as an end value for understanding social reality, (c) a balanced approach towards homogeneity and heterogeneity in social research, and (d) a substantially historical orientation towards analysing homogeneity and heterogeneity. Education in the former socialist European countries demonstrates how heterogeneity is rhetorically overstated and how variations can be more adequately addressed by analysing refractions. (shrink)

This article problematises the critical subject of the decolonisation of the university and theological education in South Africa from the neo-colonisation of commercialisation and commodification. The article, written from a decolonial perspective, serves as an epistemic critique of the cultures of corporatisation, rationalisation and entrepreneurship in higher education driven by the marketisation of society by the neoliberal institutions of globalisation. This chapter considers the “people” of any state as a manufactured homogenous entity and argues that the neo-liberal educational setup plays a cardinal role in their manufacture. As an alternative, I invoke Negri’s and Hardt’s conceptualization of “multitude” to both critique and look beyond the neo-liberal mechanizations of education. The multitude, I argue, sparks creativity and criticality owing to its emphasis on the immanent (rather than manufactured) forms of difference and divergence. I argue that critical pedagogy can play an (...) important philosophical role in sidelining the repressive regimentations of corporate globalization and education and help in the formation of a multitude instead of people. This article engages with Julian Culp’s Democratic Education in a Globalized World from the perspective of political philosophy in a global world. The focus is on liberalism. From this angle, Culp’s book entails three important claims. The first is that a right to basic education on the global level exists, i.e. a right to education for everybody independent of one’s nation state. The second claim is that the implementation of this right is not a task for each (...) nation state alone but of world society as a whole. This implies that countries that are able to provide more than basic education to its citizens have a duty to redistribute part of their excess resources to help poor countries secure basic education for their citizens. Culp’s third claim, relevant to the liberal project, is on the kind of education that is supposed to go global. This education should be free-standing, that is, based on political as opposed to perfectionist arguments. This contribution agrees with the first claim, is sceptical regarding the second one, and disagrees with the third one. (shrink)

The European Union policy is geared towards fostering the diversity of cultural expression in its member states. Globalisation, cosmopolitanism and increasing mobility of the population have been destroying the fundamental values of nation-based states. The preservation of the ethnicity of the nation is becoming an increasing challenge. In Lithuania, where ethnicity has deep roots, many prominent representatives of the Lithuanian national revival, cultural figures, philosophers and pedagogues have emphasised the importance of national culture and the development of national identity in (...) the educational space in order to preserve the foundations of the state and its future sovereignty. This is, therefore, becoming an important educational challenge. In 2009, the Ministry of Education, Science and Sport of the Republic of Lithuania adopted the “Strategy for the Development of Ethnic Culture in Educational Institutions”, which was specified in the action program in 2012. However, the modelling of civic education, especially the practical implementation process, faces challenges in the area of education, one of which is the lack of proper attention from participants in education and media. The empirical research reveals that the interest of Lithuanian youth in the history of the national and ethnic culture remains low. This shows that when implementing reforms in the country’s education system, it is appropriate to impart fundamental provisions of citizenship and nationality to the young generation in a consistent and attractive manner. The aim of the article is to present the expression of citizenship and nationality in the educational space of Lithuania and to provide guidelines for improvement of civic education based on research. Affecting many spheres of social life, globalization also inevitably affects the functioning of higher education and the legal status of individuals who intend to apply for admission in a country other than the one where they completed a previous stage of their education. The paper considers selected legal aspects of the access to higher education in Poland, primarily in the context of the internationalization of education, and, thus, the internationalization of the recruitment procedure where individual (...) candidates apply for admission to study on the basis of documents authorizing them to pursue higher education in different legal systems. The background for the reflections is the normative content of the right to education and one of its guarantees, namely the principle of equal access to education – in Poland having the status of a constitutional norm. Is moral evolution a mere illusion, as postmodern thinkers state or a more or less permanent feature of history though it can be thwarted by unfavorable conjunctures, as Weber or Durkheim thought? The question is tentatively answered by a reanalysis of data drawn from the World Values Survey conducted under the lead of the University of Michigan. The data on seven Western countries show, when comparing the answers of younger to older respondents and of more to less educated respondents, that (...) definite trends characterize the frequencies. On the questions regarding issues related notably to work, authority, morals, religion, politics and attitudes towards other people, the younger and the more educated appear as giving answers less inspired by tradition. On the whole, the data illustrate Weber’s notion of ratio­nalization. The same trends can be observed in countries outside the Western world as India, Russia and Turkey. Such trends may plausibly be reinforced by globalization. (shrink)

Over the last decade, there has been a growing consensus, including in Italy, that it makes sense to provide an objectively measurable empirical basis for educational policies and practices in order to escape from the uncertainty of practices based on individual experience or subjective values. The quantification of the social sphere, the “metric society” (Mau, 2019), and data-driven models of governance have led not only to “learnification”, a culture of performativity and standardised testing as the dominant model (Biesta, 2010), but (...) also to a loss of future-oriented visions as these latter are overwhelmed by statistical models of anticipation. The main aim of this paper is to critique the post-positivist epistemological assumptions of so-called Evidence Based Education as well as the neoliberal organisational models whose indiscriminate application to professionals in education robs these roles of professionalism. Secondly, based on the recent UNESCO report on the “Futures of Education”, it intends to discuss the dimension of the future as a key direction of meaning for educational policies and practices, held up as an alternative to anticipatory governance models (Robertson, 2022). Recognizing the multiplicity of meanings and views, the postmodern society is entering a state of crisis. It is because the Covid-19 pandemic and, consequently, new living conditions associated with it, require a new worldview. In this regard, education reforms are becoming a priority, given that the 21st century is the age of information and nanotechnologies. Information technology is a prerequisite for teacher training today. At the same time, informatization of education is impossible without creating, using and developing informational and educational environments, which in turn should enable the realization of an intellectually developed individual embodying the necessary professional qualities. The reality of globalisation is that it has knitted the world into a single time and place and has introduced the dominant force of consumerism. In adopting this framework, it has frayed the moral fabric of theological education and has short changed students who are configured as consumers to please rather than characters to build. While the demographic centre of faith has shifted southward, its ways of thinking and engaging culture have not yet caught up with that shift. Global (...) interconnectedness and the globalisation of knowledge together with homogenisation forces have shaped African theological education to the extent that it has absorbed the almost irreversible traits of the West. This paper highlights how transnational cultural forms have profoundly impacted the production of theological education and will attempt a response to the homogenising forces by the focus of African identity. Introduction. The development of legal culture and a culture of human rights in the modern world through media technologies, is acquiring special significance in connection with the processes of globalization and the spread of media in recent decades. The purpose of the article is to study the prospects for the use of media education in the formation of the legal social culture and a culture of human rights. Materials and methods. Based on a study of domestic and foreign (...) sources, issues of media education, media literacy, spiritual and moral education, the legal culture of society, the phenomenon of post-truth and ways of forming critical, creative thinking are considered. The use of general scientific, philosophical, and socio-pedagogical methods has made it possible to study media education as a dialogue of learning, stimulating the development of rational, critical thinking, focused on the search for the value foundations of intellectual and social activity. Results. The development of the field of information and communication technologies determines the principles for the formation of the content and orientation of modern education. Media education is interlinked with the development of democracy and human rights. It influences the formation of a culture of citizen participation, their active social position, civic and political culture. Media education plays a significant role in shaping the legal culture of society since critical media research and information research focuses on the analysis of power structures and structures of dominance in the media. A study of the interpretations of the concepts of "media education" and "media literacy" made it possible to show that media education focuses a person on a critical approach to media content. One of the main issues of media education is teaching a person the skills to critically study media and media technologies, which involves addressing the technological, cultural and historical specifics of specific media used at a specific time and place. Persuaded by the observed positive link between the flow of appropriately skilled and trained female talent and female presence at the upper echelons of management, this study has examined current trends on women’s uptake of graduate and executive education programs in the world’s top 100 business schools and explored the extent to which these business schools promote female studentship and career advancement. It contributes by providing pioneering research insight, albeit at an exploratory level, into the emerging best practice on (...) this important aspect of business school behavior, an area which is bound to become increasingly appreciated as more global economic actors wise up to the significant diseconomies inherent in the under-utilization of female talent, particularly in the developing world. Among the study’s main findings are that female graduate students averaged 30% in the sample business schools, a figure not achieved by a majority of the elite schools, including some of the highest ranked. Only 10% of these business schools have a specialist center for developing women business leaders, and only a third offered women-focused programs or executive education courses, including flextime options. A higher, and increasing, percentage of business schools, however, reported offering fellowships, scholarships or bursaries to prospective female students, and having affiliations with pro-women external organizations and networks that typically facilitate career-promoting on-campus events and activities. The implications of the foregoing are discussed, replete with a call on key stakeholder groups to more actively embrace the challenge of improving the supply of appropriately trained female talent, or top management prospects. In this article the role of comparative studies of music education within the globalized world is discussed by looking at a particular initiative in the general education field called “Didaktik and/or curriculum.” By drawing on the characteristics and issues of this particular initiative, as well as on some critical perspectives that those characteristics and issues entail, the potential of comparative studies in the field of music education is addressed. In the course of drawing on those connections, the (...) challenges of comparative studies that arise from globalization and “glocalization” are discussed, along with three levels of such studies that emerge when regarding them as meeting places for ideas, experiences, and competences. Studies among the several cosponsoring organizations. Other sponsoring and cosponsoring organizations included the United Board for Christian Higher Education in Asia, the International Network of Engaged Buddhists, the Christian Conference of Asia, and the Museum of World Religions. Prof. John Butt, convener of the conference and director of the Institute for the Study of Religion and Culture, with other officials of Payap University, welcomed the delegates at the opening ceremonies on 27 July in a program that included musical and cultural presentations from the riches of the northern Thai heritage.Plenary speakers included Dharma Master Hsin Tao, founder of the Museum of World Religions based in Taipei, Taiwan, who spoke on "Education for Interreligious Understanding in a Global Age." Donald Swearer, of Swarthmore College and Harvard University, spoke on "Religious Identity and Globalization," with a provocative subtitle: "Would Jesus, Buddha, or Mohammed Drive an SUV?" He addressed sociological aspects of religious living in a globalized age, with particular reference to Thai society. Phra Paisan Wisalo, a noted Thai forest monk and ecological activist, spoke on the "Reform of the Thai Sangha in the Light of Global Realities." Dr. Wesley Ariarajah, a Methodist theologian from Sri Lanka who has worked for many years with the World Council of Churches, spoke on "Religious Diversity and Interfaith Relations in a Global Age."The Venerable Dhammananda (formerly known as Dr. Chatsumarn Kabilsingh) was scheduled to give a plenary address on "Women's Experience in Theravada Buddhism," but could not attend due to the untimely death of her beloved mother, the Ven.Voramai Kabilsingh, one of the pioneering twentieth-century bhiksuni s in Thailand. Mae Chee Vimuttiya delivered an address titled "The Tripitaka Answer to the Extremes in the Modern World." Episcopal Bishop John Shelby Spong (ret.) presented an address titled "Transcending the Limits of Religion in Search of the Wonder [End Page 241] of God," and spoke of challenges to Christian faith and life in a postmodern society. Muslim scholar and activist Chandra Muzaffar described the challenges to and prospects for the religions in the wake of the globalizing process in a plenary address titled "Religion and Society in a Global Age." Dr. Muzaffar's presentation succeeded in highlighting key issues faced by those sincerely looking for ways in which religious traditions and communities can contribute to global healing, rather than continue to be part of the problem that divides the human family. Michael von Brueck gave the final plenary address, titled "An Ethics of Justice in a Cross-Cultural Context," suggesting pathways for a hopeful future.In addition to the plenary addresses, there were twelve plenary panels covering various topics. This paper presents a model of practice for analysing the internationalisation of higher education, and for better providing teaching service and support to both the internal and external other. It is derived from the theoretical analysis of the rationales, concepts and developments of the internationalisation of higher education, and from a New Zealand case study that exemplifies the current trend in the internationalisation of higher education—a shift from aid to trade. In the paper, the author examines the (...) impacts of globalisation and the knowledge economy on the shifting currency of the rationales. The paper concludes that, because of increasing numbers of resident immigrant students, ‘the international (other)’ is no longer beyond national borders but is within them. Therefore, universities would do well to revisit neglected social and cultural dimensions in the provision of higher education services. (shrink)

This introduction expounds educational problems that arise from transnational migration. It argues that it is high time to critically analyze normative issues of and in education under conditions of globalization because dominant approaches in normative philosophy of education tend to suffer from both a nationalist bias and a sedentary bias. The contributions to this special issue address normative problems pertaining to migration-related education from a variety of ethical and philosophical perspectives, including analytic applied ethics, continental philosophy, (...) care ethics, Hegelian philosophy, the capability approach and theories of distributive justice. The current legal accreditation requirements put pressure on the Neo-PentecostalCharismatic ministerial formation. The online courses come at a high price, as they alsopromote the popular literature that is not scholarly insightful. Complex, risk-generating and predicament-laden patterns of global interdependence pose significant imperatives for radically reframing the purposes and provision of higher education. Changes already ongoing in higher education reflect and respond to global dynamics that are intensifying interdependence and, at the same time, deepening inequalities both within and among societies. Recognizing this is to recognize the need to question whether the arcs of change in higher education should remain passively entrained with globalization-driven magnifications and multiplications of difference, (...) or whether higher education can and should play a unique and critical role in reorienting the dynamics of global interdependence. This paper argues that if current trends toward both institutional and epistemic differentiation can be inflected toward enhancing diversification—rather than mere variation—21st-century higher education can come to serve as a global relational commons crucial to realizing ever more deeply shared and equitable expressions of global flourishing and public good.
