The present paper analyzes the regularities referred to via the concept 'self.' This is important, for cognitive science traditionally models the self as a cognitive mediator between perceptual inputs and behavioral outputs. This leads to the assertion that the self causes action. Recent findings in social psychology indicate this is not the case and, as a consequence, certain cognitive scientists model the self as being epiphenomenal. In contrast, the present paper proposes an alternative approach (i.e., the event-control approach) that (...) is based on recently discovered regularities between perception and action. Specifically, these regularities indicate that perception and action planning utilize common neural resources. This leads to a coupling of perception, planning, and action in which the first two constitute aspects of a single system (i.e., the distal-event system) that is able to pre-specify and detect distal events. This distal-event system is then coupled with action (i.e., effector-control systems) in a constraining, as opposed to 'causal' manner. This model has implications for how we conceptualize the manner in which one infers the intentions of another, anticipates the intentions of another, and possibly even experiences another. In conclusion, it is argued that it may be possible to map the concept 'self' onto the regularities referred to in the event-control model, not in order to reify 'the self' as a causal mechanism, but to demonstrate its status as a useful concept that refers to regularities that are part of the natural order. ArgumentThis article examines how antimicrobial resistance (AMR) came to be constituted as a matter of public concern in Sweden in conjunction with the development of an inter-professional organization called Strama, founded to promote rational prescription of antibiotics. An outbreak of penicillin-resistant pneumococci in the mid-1990s was crucial for this development, because it brought attention to AMR as an urgent public threat. This outbreak fuelled the constitution of AMR as caused by consumption of antibiotics and as a matter of disease control. (...) As a consequence, Strama was able to mobilize the Swedish health officers responsible for disease control. The outbreak is conceptualized as a “transformative event” – an event that makes an issue and its associated risks concrete and urgent. Based on event history analysis, this study examined the survival distribution of the duration of online public opinions related to major health emergencies and its influencing factors. We analyzed the data of such emergencies that took place in China during a period of 10 years. The results of the Kaplan-Meier method and Cox proportional hazards regression analysis showed that the average duration of online public opinions regarding health emergencies is 43 days, and the median is 19 days, which dispels (...) the myth of the “Seven-day Law of Propagation.” Furthermore, the duration of online public opinions can be divided into three stages: the rapid decline stage, the slowdown stage, and the disappearing stage. In addition, the type of event, and the volume of both social media discussion and traditional media coverage all had significant impacts on the duration. Our findings provide practical implications for the carrying out of targeted and stage-based governance of public opinions. (shrink)

This paper will explore the possibility of a creative philosophy of history in the work of Gilles Deleuze. It will do so by focusing on Deleuze’s concepts of ‘intensity’ and ‘depth’, as discussed in his seminal work Difference and Repetition . By analysing these concepts in light of several historical thinkers whom Deleuze significantly draws upon (Bergson, Péguy and Braudel), I will show in this paper how Deleuze promotes a theory of history that is not opposed to his philosophy of (...) becoming and creativity, but in concert with it. We consider processes of emergence within the conceptual framework of the Information Loss principle and the concepts of systems conserving information; systems compressing information; and systems amplifying information. We deal with the supposed incompatibility between emergence and computability tout-court. We distinguish between computational emergence, when computation acquires properties, and emergent computation, when computation emerges as a property. The focus is on emergence processes occurring within computational processes. Violations of Turing-computability such as non-explicitness and incompleteness are intended to represent partially (...) the properties of phenomenological emergence, such as logical openness, given by the observer’s cognitive role; structural dynamics where change regards rules rather than only values; and multi-modelling where multiple non-equivalent models are required to model such structural dynamics. In this way, we validate, from an epistemological viewpoint, models and simulations of phenomenological emergence where the sequence of events constitutes the natural, analogical non-Turing computation which a cognitive complex system can reproduce through learning. Reproducibility through learning is different from Turing-like computational iteration. This paper aims to open a new, non-reductionist understanding of the conceptual relationship between emergence and computability. (shrink)

Background: Since 2010, the United States has experienced 228 disasters, affecting over 86 million people. Because of population shifts, the growing number of people living with chronic conditions or disabilities, and the growing number of older citizens living independently, access and service gaps often exist for those without money or other transferable resources. There is a lack of evidence regarding individual community members’ capacity to prepare for emergencies. Research objective: The purpose of this study is to highlight participant experiences in (...) becoming better prepared for emergencies and provide insight from a social justice perspective. Research design: This is a descriptive qualitative study, staying very close to the data as an end product rather than a beginning for interpretation. Participants and research context: A total of 13 low-income, uninsured, or under-insured attendees at a medical outreach clinic were interviewed. Ethical considerations: Institutional Review Board approval was obtained from the University of Texas at Tyler. Findings: Four themes emerged from the interview data: (a) evaluation of the emergency-preparedness education, (b) making emergency plans, (c) challenges in preparing for emergencies, and (d) facilitators of emergency preparedness. Discussion: Identifying the potential challenges to individual emergency preparedness among vulnerable populations is the first step in overcoming them. The capacity to comply with such measures, especially the ability of those with limited incomes and other vulnerable populations, must be considered. Conclusion: Synchronized, well-ordered assistance will close gaps in recovery and enhance efficiency in pre- and post-event aid. Theoretically, doing so will promote engaged and resilient members of society who are better able to withstand adverse events. The importance of the relationship between individual preparedness levels and the resiliency of nations supports the social justice imperative to address the needs of vulnerable populations in the mitigation and planning phase of the emergency management cycle. Languages are neither designed in classrooms nor drawn from dictionaries—they are products of human minds and human interactions. However, it is challenging to understand how structure grows in these circumstances because generations of use and transmission shape and reshape the structure of the languages themselves. Laboratory studies on language emergence investigate the origins of language structure by requiring participants, prevented from using their own natural language(s), to create a novel communication system and then transmit it to others. Because the participants (...) in these lab studies are already speakers of a language, it is easy to question the relevance of lab-based findings to the creation of natural language systems. Here, we take the findings from a lab-based language emergence paradigm and test whether the same pattern is also found in a new natural language: Nicaraguan Sign Language. We find evidence that signers of Nicaraguan Sign Language may show the same biases seen in lab-based language emergence studies: (1) they appear to condition word order based on the semantic dimension of intensionality and extensionality, and (2) they adjust this conditioning to satisfy language-internal order constraints. Our study adds to the small, but growing literature testing the relevance of lab-based studies to natural language birth, and provides convincing evidence that the biases seen in the lab play a role in shaping a brand new language. This article analyzes how the concept of symbolic reference arises from Whitehead's theory of perception. Perception is also the emergence of a new product in experience, an element of the self-creation of man, an individual synthesis, an exemplification of freedom. For Whitehead, it is the relationship between symbol and meaning, bidirectional and dual. The function of words involves enhancing the relevance of a meaning-event and making it communicable. The novelty emerging in the course of perception introduces a new intensity (...) of individual feeling that is emphasized even more by the forming of propositions and evaluating them before the background of alternatives. Language and philosophy face the same paradox in the emergent continuity: how to handle the contrast between many things and one world. For Whitehead, the final metaphysical principle of the emergence of novelty is universally valid, and human beings crave novelty and fear it at the same time, searching for novelty without loss. Creativity arises par excellence in the phenomenon of originality of life and is completed by the adventure of human discoveries. (shrink)

Although Jonathan Herington, Angus Dawson, and Heather Draper offer valuable insights on how to conceptualize health hazards and understand their effects on populations, I resist the label “public health emergency” for obesity, and here is why. It is important—politically and pragmatically—to be judicious with words that have legal and real‐world consequences. Once a concept is stretched to encompass a broad swath of events, it loses its power. The broader the application of the term “public health emergency,” the more it loses (...) the core idea of an emergent event. Thus, framing a long‐simmering health hazard such as obesity as an emergency would mute the voices of public health authorities seeking a surge response to a truly emergent event, such as a rapidly spreading novel disease or a natural or man‐made disaster. The period between the fall of the Umayyads of Cordoba and the emergence of the successor states in the Iberian peninsula is shadowy and unclear. In this article, I attempt to offer a micro-study of the process in one place. Using literary and numismatic sources, I attempt a reconstruction of events in and connected with Toledo, and of the list of rulers who were active there, in the first two decades of the fifth Islamic century. This list is much longer (...) than was previously suspected. Because of the importance of Toledo as a frontier city, it is particularly important to know something of the process of the transfer of authority there at this time. Most of the local leaders seem not to have atributed much importance to the city; the local population, on the other hand, seems to have been willing to accept virtually any ruler who might protect them against the threat of Christian encroachment. The study shows the potential value of micro-studies in illuminating broader issues, such as factional in-fighting in such cifies, but it also brings out the metropolitan bias and other limitations of our sources. In three appendices I look at numismatic evidence for two of these newly identified rulers, at a textual crux in the anonymous Fath al-Andalus, and at a difficult passage in the Naqt al-‛Arūs of Ibn Hazm. Explorations in Systems Phenomenology in Relation to Ontology, Hermeneutics and the Meta-dialectics of Design -/- SYNOPSIS A Phenomenological Analysis of Emergent Design is performed based on the foundations of General Schemas Theory. The concept of Sign Engineering is explored in terms of Hermeneutics, Dialectics, and Ontology in order to define Emergent Systems and Metasystems Engineering based on the concept of Meta-dialectics. -/- ABSTRACT Phenomenology, Ontology, Hermeneutics, and Dialectics will dominate our inquiry into the nature of the Emergent (...) Design of the System and its inverse dual, the Meta-system. This is an speculative dissertation that attempts to produce a philosophical, mathematical, and theoretical view of the nature of Systems Engineering Design. Emergent System Design, i.e., the design of yet unheard of and/or hitherto non-existent Systems and Metasystems is the focus. This study is a frontal assault on the hard problem of explaining how Engineering produces new things, rather than a repetition or reordering of concepts that already exist. In this work the philosophies of E. Husserl, A. Gurwitsch, M. Heidegger, J. Derrida, G. Deleuze, A. Badiou, G. Hegel, I. Kant and other Continental Philosophers are brought to bear on different aspects of how new technological systems come into existence through the midwifery of Systems Engineering. Sign Engineering is singled out as the most important aspect of Systems Engineering. We will build on the work of Pieter Wisse and extend his theory of Sign Engineering to define Meta-dialectics in the form of Quadralectics and then Pentalectics. Along the way the various ontological levels of Being are explored in conjunction with the discovery that the Quadralectic is related to the possibility of design primarily at the Third Meta-level of Being, called Hyper Being. Design Process is dependent upon the emergent possibilities that appear in Hyper Being. Hyper Being, termed by Heidegger as Being (Being crossed-out) and termed by Derrida as Differance, also appears as the widest space within the Design Field at the third meta-level of Being and therefore provides the most leverage that is needed to produce emergent effects. Hyper Being is where possibilities appear within our worldview. Possibility is necessary for emergent events to occur. Hyper Being possibilities are extended by Wild Being propensities to allow the embodiment of new things. We discuss how this philosophical background relates to meta-methods such as the Gurevich Abstract State Machine and the Wisse Metapattern methods, as well as real-time architectural design methods as described in the Integral Software Engineering Methodology. One aim of this research is to find the foundation for extending the ISEM methodology to become a general purpose Systems Design Methodology. Our purpose is also to bring these philosophical considerations into the practical realm by examining P. Bourdieu’s ideas on the relationship between theoretical and practical reason and M. de Certeau’s ideas on practice. The relationship between design and implementation is seen in terms of the Set/Mass conceptual opposition. General Schemas Theory is used as a way of critiquing the dependence of Set based mathematics as a basis for Design. The dissertation delineates a new foundation for Systems Engineering as Emergent Engineering based on General Schemas Theory, and provides an advanced theory of Design based on the understanding of the meta-levels of Being, particularly focusing upon the relationship between Hyper Being and Wild Being in the context of Pure and Process Being. Philosophy emerged for the first time in ancient Greece and, according to Gilles Deleuze and Félix Guattari, it arose decisively with Plato through a triple transformation. Even today, the thought and creation of philosophy still require a triple transformation, despite the fact that the historical preconditions under which a philosopher pursues his or her task have changed since Greek antiquity. In this article, I introduce the concept of the triple transformation, which ensues from my examination of What is Philosophy?, the (...) last jointly authored book of Deleuze and Guattari. In this paper I argue that many scholars involved in the contemporary free will debates have underappreciated the philosophical appeal of agent causation because the resources of contemporary emergentism have not been adequately introduced into the discussion. Whereas I agree that agent causation’s main problem has to do with its intelligibility, particularly with respect to the issue of how substances can be causally relevant, I argue that the notion of substance causation can be clearly articulated from an emergentist framework. According (...) to my proposal, a free agent is _a causally powerful substance that emerges in an anomic way from her constitutive mental events_, downwardly constraining, selecting and, in this way, having control on them. As we shall see, this particular concept of agent causation not only makes sense of the deep insight behind agent libertarianism, but it also provides us with the resources to solve some of the main objections that have been raised against it. It is true that here I cannot develop a complete defense of the evidential credentials of emergentism. Still, even if the considerations that follow do not serve to convince detractors of agent causal libertarian accounts of free will, they do suggest that libertarian agent causation is more promising than is typically acknowledged. This article addresses the rise of faith-based emergency relief by examining the US President’s Emergency Plan for HIV/AIDS (PEPFAR), a public health intervention focused on the AIDS epidemic in sub-Saharan Africa. It argues that the theological turn in humanitarian aid serves to amplify ongoing dynamics in the domestic politics of sub-Saharan African states, where social services have assumed the form of chronic emergency relief and religious organizations have come to play an increasingly prominent role in the provision of such services. In the context of an ongoing public health crisis, PEPFAR has institutionalized the social authority of the Pentecostal and charismatic churches, leading to a semantic confluence between the postcolonial politics of emergency and the Pentecostal/Pauline theology of kairos or event. Far from being confined to the space of foreign aid, however, the faith-based turn in humanitarianism is in keeping with ongoing reforms in domestic social policy in the United States. While on the one hand the sustained welfare programmes of the New Deal and Great Society have been dismantled in favour of a system of emergency relief, on the other hand the federal government has intensified its moral, pedagogical and punitive interventions into the lives of the poor. The wilful transfer of welfare services to overtly religious service providers has played a decisive role in this process. The article concludes with a critical appraisal of the links between African and North American Pentecostal-evangelical churches and questions the revolutionary mission ascribed to Pauline political theology in recent political theory. This article develops a notion of the ‘politics of time’ in order to analyse the effects that imaginations of future emergencies have in the fields of law and economy. Building on Niklas Luhmann’s theory of social time, it focuses on the multiplex temporalities in contemporary society, which are shown to interact differently with the ‘emergency imaginary’. We demonstrate that the apprehension of the future in terms of sudden, unpredictable and potentially catastrophic events reinforces current modes of producing financial futurity, while (...) it undermines the procedural rhythm and retroactive sentencing of liberal law. As a whole, the article supplements the analysis of the ‘politics of truth’ prevalent in the current debate about precaution and pre-emption with a theoretical perspective on social temporality. Beginning with the comments offered by Emmeche, Køppe, and Stjernfelt, which are criticized here, and partially based on those of Pattee, the paper puts forward an interpretation of the kind of relation that exists between the basal conditions for a given event and the event itself, and the relations between a given system as a whole and its parts making use of the concepts of community and internal purposiveness, concepts due to Kant. In this article I examine Skinner's objections to mentalism. I conclude that his only valid objections concern the "specious explanations" that mentalism might afford ? explanations that are incomplete, circular, or faulty in other ways. Unfortunately, the mere adoption of behavioristic terminology does not solve that problem. It camouflages the nature of "private events," while providing no protection from specious explanations. I argue that covert states and events are causally effective, and may be sufficiently different in their nature to deserve (...) a name other than "behavior."To call such events"mental"does not force a dualistic metaphysics: Such a distinction can be easily assimilated by an "emergent behaviorism." Emergent behaviorism would make explicit use of theories. It would be inductive and pragmatic, and would evaluate hypothetical constructs in terms of their utility in clarifying and solving the outstanding problems of the discipline. (shrink)

Prior research on corporate misconduct pays extensive attention to single misconduct behaviors. However, little research has addressed recidivism – the repeated behaviors of corporate misconduct. Based on institutional theory and using the context of emerging economies where recidivism plays a considerable role, we propose the path dependency of corporate recidivism and suggest that three influential factors exist: internal preconditioning, inter-organizational imitation, and the prevailing external evaluation. Our event history analysis of 1,036 listed companies in China over the period 2001–2008 (...) statistically confirms our hypotheses. What characterizes emergency today is the proliferation of the term. Any event or situation supposedly has the potential to become an emergency. Emergencies may happen anywhere and at any time. They are not contained within one functional sector or one domain of life. The substantive focus of the articles collected in this special issue reflects this proliferation: they explore ways of governing in, by and through emergencies across different types of emergencies and different domains of life. In response to (...) this proliferation, the issue opens up critical work on the politics of emergency beyond the ‘state of exception’ as dominant paradigm. Emergency is treated as a problem for government that calls for the invention of new techniques or the redeployment of existing techniques. Through this shift in emphasis, the articles in this issue disclose relations between modalities of power and emergency life that differ from the ‘lightening flash’ of a sovereign decision on the exception taken from outside of life, or the capacity to ‘mould’ an always-already emergent life from within life. A framework for representing a specific kind of emergent property instance is given. A solution to a generalized version of the exclusion argument is then provided and it is shown that upwards and downwards causation is unproblematical for that kind of emergence. One real example of this kind of emergence is briefly described and the suggestion made that emergence may be more common than current opinions allow.

Contract law doctrines can be ranged along various spectra. One of these spectra runs from the static to the dynamic. A contract law doctrine lies at the static pole of this spectrum if its application turns entirely on what occurred at the moment in time when a contract was formed. A contract law doctrine lies at the dynamic pole if its application turns in significant part on a moving stream of events that precede, follow, or constitute the formation of a (...) contract. Another spectrum runs from the binary to the multifaceted. Contract law doctrines are binary if they organize the experience within their scope into only two categories. Contract law doctrines are multifaceted if they organize the experience within their scope into several categories, including one or more intermediate categories. Classical contract law was a rigid, rather than a supple, instrument. Its rules were often responsive to neither the actual objectives of the parties, the actual facts and circumstances of the partiesâ transaction, nor the dynamic character of contracts. Instead, the rules of classical contract law were centered on a single moment in time, the moment of contract formation. accordingly, classical contract law doctrines were almost wholly static and also tended to be binary. The twentieth century witnessed the development of a modern contract law that has largely overthrown classical contract law. This overthrow has occurred in two ways. To begin with, in many cases modern contract law has reversed or fundamentally modified the rules of classical contract law. More important than the overthrow of specific rules of classical contract law, however, has been the overthrow of the deep structure of classical contract law. Where classical contract law had an overriding preference for rules that were objective and standardized, modern contract law has been highly flexible in adopting rules that are individualized and even subjective. Where classical contract law rules were typically binary, modern contract law rules are often multifaceted. Finally, where classical contract law was largely static, modern contact law is, in large part, dynamic. So, for example, static rules of interpretation have been replaced by dynamic rules that take into account events before and after the moment of contract formation; the static legal-duty rule has withered almost completely away, to be largely replaced by a dynamic modification regime that takes into account the value of ongoing reciprocity; a static judicial review of liquidated damages provisions is giving way to a dynamic review that takes account of the actual loss; and static offer-and-acceptance rules have been replaced by dynamic rules, such as the duty to negotiate in good faith. In previous work, I described several examples combining reduction and emergence: where reduction is understood a la Ernest Nagel, and emergence is understood as behaviour that is novel. Here, my aim is again to reconcile reduction and emergence, for a case which is apparently more problematic than those I treated before: renormalization. My main point is that renormalizability being a generic feature at accessible energies gives us a conceptually unified family of Nagelian reductions. That is worth saying since philosophers tend (...) to think of scientific explanation as only explaining an individual event, or perhaps a single law, or at most deducing one theory as a special case of another. Here we see a framework in which there is a space of theories endowed with enough structure that it provides a family of reductions. (shrink)

Several research groups have identified a network of regions of the adult cortex that are activated during social perception and cognition tasks. In this paper we focus on the development of components of this social brain network during early childhood and test aspects of a particular viewpoint on human functional brain development: “interactive specialization.” Specifically, we apply new data analysis techniques to a previously published data set of event-related potential ~ERP! studies involving 3-, 4-, and 12-month-old infants viewing faces (...) of different orientation and direction of eye gaze. Using source separation and localization methods, several likely generators of scalp recorded ERP are identified, and we describe how they are modulated by stimulus characteristics. We then review the results of a series of experiments concerned with perceiving and acting on eye gaze, before reporting on a new experiment involving young children with autism. How do cognitive biases and mechanisms from learning and use interact when a system of language conventions emerges? We investigate this question by focusing on how transitive events are conveyed in silent gesture production and interaction. Silent gesture experiments have been used to investigate cognitive biases that shape utterances produced in the absence of a conventional language system. In this mode of communication, participants do not follow the dominant order of their native language, and instead condition the structure on the (...) semantic properties of the events they are conveying. An important source of variability in structure in silent gesture is the property of reversibility. Reversible events typically have two animate participants whose roles can be reversed. Without a syntactic/conventional means of conveying who does what to whom, there is inherent unclarity about the agent and patient roles in the event. In experiment 1 we test a novel, fine-grained analysis of reversibility. Presenting a silent gesture production experiment, we show that the variability in word order depends on two factors that together determine how reversible an event is. We relate our experimental results to principles from information theory, showing that our data support the “noisy channel” account of constituent order. In experiment 2, we focus on the influence of interaction on word order variability for reversible and non-reversible events. We show that when participants use silent gesture for communicative interaction, they become more consistent in their usage of word order over time, however, this pattern less pronounced for events that are classified as strongly non-reversible. We conclude that full consistency in word order is theoretically a good strategy, but word order use in practice is a more complex phenomenon. (shrink)

Physicalist theories of mind are usually taken to imply causal closure in the physical domain, which implies that physical events are wholly determined by the physical principles governing the context in which they exist. This leads inevitably to some form of reductionism or epiphenomenalism when applied to the neurophysical correlates of conscious experience. If intentionality, characterized in terms of an operative consciousness, is to have any purchase on physical reality then its action must have distinctive and objective structural features that (...) are inconsistent with causal closure yet compatible with a non-trivial broadening of the concept of physical principle. The paper seeks to present such characteristics. Further, denial that conscious intentionality is ontologically fundamental is argued to be inconsistent with a basic assumption concerning the nature of scientific theory itself, the so-called scientific paradigm. In general, progress in these problems has suffered from an inadequate formulation of the concept of emergence which we attempt to rectify, defining a form of it appropriate to individual intentional acts. The structural features that must attend any manifestation of genuine mental causation can be characterized in terms of the time-coordinated excitations of diverse sites in the brain which resemble an extended time-reversal phenomenology. Microphysical laws are time reversible, but macrophysics, chemistry and biology are not. This paper explores how this asymmetry arises due to the cosmological context, where a non-local Direction of Time is imposed by the expansion of the universe. This situation is best represented by an Evolving Block Universe, where local arrows of time emerge in concordance with the Direction of Time because a global Past Condition results in the Second Law of Thermodynamics pointing to the future. The question of origins continues to captivate human thought and sentiment, despite the postmodern insistence that knowledge of origins is impossible since it must lie beyond the boundaries of the origin of knowledge. Knowledge cannot seek causes that precede its own existence, it is said. Still, theoretical narratives continue to arise accounting for such things as the origin of the universe, of our star and solar system, of Earth, of life on the planet, of the human species, of self-aware human (...) cultures, and so on down into the origins of the local and particular. This should not be surprising; we sense that knowing our origins will tell us who we are. With this in mind, this particular originary analysis of the origin of language will critically compare some of the foundational tenets of generative anthropology with the objective findings of palaeoanthropology and linguistics. Furthermore, an originary proposal of my own will be tendered. (shrink)

Hommel et al. (2001) try to explain the emergence of distal representations by an evolutionary account which includes their theory of event coding. A closer look at the way the terms “distal representations” and “representations of events” are defined reveals, however, that their hypothesis of a common code for perceived and to-be-produced events is in fact superfluous. Moreover, it shows that they mix up empirical facts with conceptual/definitional facts in the second assumption of their explanation.

The term “climate emergency” was employed in the 2008 book Climate Code Red as both a problem statement and a solutions strategy. The core propositions – that the biophysical circumstances were worse than generally understood, that the 2°C goal was dangerously high, and that the time for incremental change had expired – are re-examined in light of events over the last decade and the growing existential risk. The failure to recognise and respond to the climate emergency, and the incapacity of (...) markets to do so, means that widespread social, economic, and physical disruption is now inevitable. An emergency mode of response, characterised by decisive state leadership and market intervention which challenges the dominant economic paradigm, is now necessary to protect contemporary civilisation. In recent years we have seen a dramatic shift, in several different areas of communication studies, from an information-theoretic to a dynamic systems paradigm. In an information processing system, communication, whether between cells, mammals, apes, or humans, is said to occur when one organism encodes information into a signal that is transmitted to another organism that decodes the signal. In a dynamic system, all of the elements are continuously interacting with and changing in respect to one another, and an aggregate (...) pattern emerges from this mutual co-action. Whereas the information-processing paradigm looks at communication as a linear, binary sequence of events, the dynamic systems paradigm looks at the relation between behaviors and how the whole configuration changes over time. One of the most dramatic examples of the significance of shifting from an information processing to a dynamic systems paradigm can be found in the debate over the interpretation of recent advances in ape language research (ALR). To some extent, many of the early ALR studies reinforced the stereotype that animal communication is functional and stimulus bound, precisely because they were based on an information-processing paradigm that promoted a static model of communicative development. But Savage-Rumbaugh's recent results with bonobos has introduced an entirely new dimension into this debate. Shifting the terms of the discussion from an information-processing to a dynamic systems paradigm not only highlights the striking differences between Savage-Rumbaugh's research and earlier ALR studies, but further, it sheds illuminating light on the factors that underpin the development of communication skills in great apes and humans, and the relationship between communicative development and the development of language. This essay offers some lessons from the history of the United States Constitution for constitutions for emerging democracies in Eastern Europe. The United States Constitution declined in efficacy over time because special interests eroded its restraints on rent-seeking. This essay seeks to consider solutions to prevent constitutional decline. It suggests that since special interests will try to dissolve constitutional restraints, the original constitution should itself contain trigger rulers imposing new restraints when certain events occur that suggest the old restraints are (...) weakening. Thus in this essay I suggest creating constitutional provisions to spring into effect when the consequences of constitutional decline become apparent in the polity.Cet article met en avant quelques leçons puisées dans l’histoire de la constitution américaine pour les constitutions des démocraties naissantes de l’Europe Orientale. La constitution des Etats-Unis a perdu de son efficacité au fil du temps parce que les intérêts particuliers ont entamé les contraintes qui pesaient sur les activités de recherche de rente. Cet article essaye d’envisager des solutions pour contrecarrer le déclin constitutionnel. Il suggère que, puisque les intérêts particuliers essayent de dissoudre les contraintes constitutionnelles, la constitution devrait inclure, à l’origine même, des règles d’activation imposant de nouvelles contraintes quand certains évènements qui surviennent révèlent l’insuffisance des contraintes antérieures. Ainsi, dans cet article, l’auteur suggère la création de dispositions constitutionnelles qui sont activées quand les conséquences du déclin constitutionnel sont apparentes au niveau politique. We construct a world model consisting of a matter field living in 4 dimensional spacetime and a gravitational field living in 11 dimensional spacetime. The seven hidden dimensions are compactified within a radius estimated by reproducing the particle–wave characteristics of diffraction experiments. In the presence of matter fields the gravitational field develops localized modes with elementary excitations called gravonons which are induced by the sources. The final world model treated here contains only gravonons and a scalar matter field. The gravonons (...) are localized in the environment of the massive particles which generate them. The solution of the Schrödinger equation for the world model yields matter fields which are localized in the 4 dimensional subspace. The localization has the following properties: There is a chooser mechanism for the selection of the localization site. The chooser selects one site on the basis of minor energy differences and differences in the gravonon structure between the sites, which at present cannot be controlled experimentally and therefore let the choice appear statistical. The changes from one localization site to a neighbouring one take place in a telegraph-signal like manner. The times at which telegraph like jumps occur depend on subtleties of the gravonon structure which at present cannot be controlled experimentally and therefore let the telegraph-like jumps appear statistical. The fact that the dynamical law acts in the configuration space of fields living in 11 dimensional spacetime lets the events observed in 4 dimensional spacetime appear non-local. In this way the phenomenology of CQM is obtained without the need of introducing the process of collapse and a probabilistic interpretation of the wave function. Operators defining observables need not be introduced. All experimental findings are explained in a deterministic way as a consequence of the time development of the wave function in configuration space according to Schrödinger’s equation without the need of introducing a probabilistic interpretation. Recent progress in synthetic biology has enabled the development of novel therapeutic opportunities for the treatment of human disease. In the near future, first-in-human trials will be indicated. FIH trials mark a key milestone in the translation of medical SynBio applications into clinical practice. Fostered by uncertainty of possible adverse events for trial participants, a variety of ethical concerns emerge with regards to SynBio FIH trials, including ‘risk’ minimization. These concerns are associated with any FIH trial, however, due to the (...) novelty of the approach, they become more pronounced for medical applications of emerging technologies like SynBio. To minimize potential harm for trial participants, scholars, guidelines, regulations and policy makers alike suggest using ‘risk assessment’ as evaluation tool for such trials. Conversely, in the context of emTech FIH trials, we believe it to be at least questionable to contextualize uncertainty of potential adverse events as ‘risk’ and apply traditional risk assessment methods. Hence, this issue needs to be discussed to enable alterations of the evaluation process before the translational phase of SynBio applications begins. In this paper, we will take the opportunity to start the debate and highlight how a misunderstanding of the concept of risk, and the possibilities and limitations of risk assessment, respectively, might impair decision-making by the relevant regulatory authorities and research ethics committees, and discuss possible solutions to tackle the issue. In this paper we study the emergence of Minkowski space–time from a discrete causal network representing a classical information flow. Differently from previous approaches, we require the network to be topologically homogeneous, so that the metric is derived from pure event-counting. Emergence from events has an operational motivation in requiring that every physical quantity—including space–time—be defined through precise measurement procedures. Topological homogeneity is a requirement for having space–time metric emergent from the pure topology of causal connections, whereas physically (...) homogeneity corresponds to the universality of the physical law. We analyze in detail the case of 1+1 dimensions. If we consider the causal connections as an exchange of classical information, we can establish coordinate systems via an Einsteinian protocol, and this leads to a digital version of the Lorentz transformations. In a computational analogy, the foliation construction can be regarded as the synchronization with a global clock of the calls to independent subroutines in a parallel distributed computation. Thus the Lorentz time-dilation emerges as an increased density of leaves within a single tic-tac of a clock, whereas space-contraction results from the corresponding decrease of density of events per leaf. The operational procedure of building up the coordinate system introduces an in-principle indistinguishability between neighboring events, resulting in a network that is coarse-grained, the thickness of the event being a function of the observer's clock. The illustrated simple classical construction can be extended to space dimension greater than one, with the price of anisotropy of the maximal speed, due to the Weyl-tiling problem. This issue is cured if the causal network is quantum, as e.g. in a quantum cellular automaton, and isotropy is recovered by quantum coherence via superposition of causal paths. We thus argue that in a causal network description of space–time, the quantum nature of the network is crucial. (shrink)

This position paper discusses emerging behavioral, social, and economic dynamics related to the COVID-19 pandemic and puts particular emphasis on two emerging issues: First, delayed effects (or second strikes) of pandemics caused by dread risk effects are discussed whereby two factors which might influence the existence of such effects are identified, namely the accessibility of (mis-)information and the effects of policy decisions on adaptive behavior. Second, the issue of individual preparedness to hazardous events is discussed. As events such as the (...) COVID-19 pandemic unfolds complex behavioral patterns which are hard to predict, sophisticated models which account for behavioral, social, and economic dynamics are required to assess the effectivity and efficiency of decision-making. Prior to A Process Model, Gendlin’s theoretical and practical work focused on the interfacing of bodily-felt meaningfulness and symbolization. In A Process Model, Gendlin does something much wider and more philosophically primary. The hermeneutic and pragmatist distinction between the concept of experience, on the one hand, and actual experiential process, on the other, becomes for Gendlin the methodological basis for a radical reconceptualization of the body. Wittgenstein’s formulation of “meaning” as “language-use in situations” is spelled out by Gendlin in embodied (...) terms, yielding a profound new grasp of language, meaning, situation, language-use and culture as interactional body-process. Gendlin, in building his text, answers the pragmatist critique of a wrong progression of thinking where the results of an inquiry are read back to be its premises. With his central concept “eveving” Gendlin shows how the seeming determinacy of preceding structure is opened in the actual occurring. He thereby elaborates a new conception of continuity where the possibility for responsive novelty is emergent in the event itself. The conceptual development of the text itself instances this kind of emergent novelty. We will somewhat follow Gendlin’s own path in using language-in-situations as entry-point into his more fundamental process-thinking, thereby asking ourselves how to engage his new kind of model. In the last part, we introduce some of the philosophical roots of Gendlin’s A Process Model. (shrink)
