Many criticisms have been made of optimization theory (Laville, 1999a). These objections may be explained by the fact that human rationality is bounded – that decisions are constrained by cognitive limitations (Simon, 1982). In the present paper, I will show that if rationality is bounded, then we must study the processes of decision. My thesis is that cognitive limitations lead to procedural rationality. In its broadest sense, cohesion is an ultimate goal for Europe. In a study about long term future scenarios for Europe it appears that deepening of the integration process may induce decreasing cohesion, unless measures are taken to promote regional diversity as a vector of development. The widening of Europe also raises threats to cohesion, but a well prepared scenario for a Development Belt surrounding the EC may positively enhance the cohesion process.

Un foisonnement d'expériences associatives et coopératives s'est manifesté dans les différents pays européens depuis les années 1970, particulièrement dans le champ des initiatives locales et des nouveaux services relationnels. Selon la grille d'analyse adoptée qui privilégie le potentiel de démocratisation, ces pratiques peuvent être mieux comprises à travers une perspective d'économie solidaire que par les références habituelles au tiers secteur, à l'économie sociale et aux organisations non gouvernementales. Néanmoins, comme l'interdépendance entre actions collectives et publiques s'avère déterminante dans l'histoire européenne (...) pour organiser une résistance à l'utopie d'une « société de marché », le devenir de l'économie solidaire est étroitement lié à la reconnaissance par les pouvoirs publics. Tant au niveau national qu'international celle-ci reste partielle et la pertinence d'un soutien ne fait pas consensus comme le montre la position de l'Union européenne.A large amount of associative and cooperative experiments has arisen everywhere in Europe since the 1970s particularly in the fields of local initiatives and new “relational” services. Our framework of analysis shows these practices are better understood by a civil and solidarity-based economy perspective, emphasizing their potential of economic democratization, rather than by the usual references to third sector, social economy or non-governmental organizations. Nevertheless, since collective and public action has interacted decisively in European history to organize resistance against the utopic vision of the “market society”, the future of this solidarity-based economy appears to be closely linked to its recognition by public policies. But at the European and national levels, this still remains partial and the relevance of such an economy is a highly controversial subject as the European Union’s position demonstrates. (shrink)

L’auteure retrace les controverses qui ont émaillé l’histoire du principe de précaution en France dans les trente dernières années après son adoption au niveau international et européen. Elle montre que le principe de précaution constitue une dimension nouvelle de la rationalité adaptée aux défis de la société contemporaine.

The ageing society poses significant challenges to Europe’s economy and society. In coming to grips with these issues, we must be aware of their ethical dimensions. Values are the heart of the European Union, as Article 1a of the Lisbon Treaty makes clear: “The Union is founded on the values of respect for human dignity…”. The notion of Europe as a community of values has various important implications, including the development of inclusion policies. A special case of exclusion concerns the (...) gap between those people with effective access to digital and information technology and those without access to it, the “digital divide”, which in Europe is chiefly age-related. Policies to overcome the digital divide and, more generally speaking, e-inclusion policies addressing the ageing population raise some ethical problems. Among younger senior citizens, say those between 65 and 80 years old, the main issues are likely to be universal access to ICT and e-participation. Among the older senior citizens, say those more than 80 years old, the main issues are mental and physical deterioration and assistive technology. An approach geared towards the protection of human rights could match the different needs of senior citizens and provide concrete guidance to evaluate information technologies for them. (shrink)

It is argued that the long standing failure to show an uncontroversial, loophole-free, empirical violation of a Bell inequality should be interpreted as a support to local realism. After defining realism and locality, this as relativistic causality, the performed experimental tests of Bell’s inequalities are commented. It is pointed out that, without any essential modification of quantum mechanics, the theory might be compatible with local realism.

_Resumen_: Analizamos el papel asignado a los dispositivos espaciales en las utopías adoptando una perspectiva teórica amplia: cultural, social e histórica. Primero documentamos la tendencia de las utopías a plasmarse en proyectos espaciales y esbozamos posibles causas de este hecho: la impronta griega, la preeminencia de la forma socio-política “ciudad” y el influjo del _ars memoriae_ basado en tipos arquitectónicos. Después interpretamos la evolución histórica de la cuestión, reconociendo un punto de inflexión en el siglo XIX con el determinismo espacialista (...) e identificando dos planteamientos que denominamos terapéutica del espacio y poética del espacio. Uno ambiciona solucionar los problemas más urgentes de las ciudades industriales mediante la organización espacial. El segundo dispone los diseños espaciales para instaurar un modelo utópico de sociedad, que gracias a la extensión de la ciencia y a la idea de progreso, se consideraba realizable, siendo uno de sus modelos más emblemáticos el Familisterio de Guisa. ABSTRACT Between 1796 and 1814, two of late Enlightenment Germany's most prominent historians offered striking revisions to earlier accounts of European history. The renowned journalist, historian, and Slavicist August Ludwig Schlözer published a critical edition and translation of the Old Slavonic Primary Chronicle alongside a detailed historical commentary. This commentary presented Russia as an important protagonist in Europe's emergence from barbarism to Enlightened modernity. By contrast, his colleague Johann Gottfried Eichhorn published several historical works arguing that France had failed to (...) cultivate a mature bourgeoisie and, consequently, had not become a fully modern polity. Building on the work of J. G. A. Pocock and Michael Printy, this article examines the thought of Eichhorn and Schlözer as political responses to the crises of the Revolutionary and Napoleonic period. It thereby offers both a fresh assessment of the work of two major Enlightenment intellectuals and an analysis of how notions of European modernity were reconfigured in a period of profound political turmoil. In this article I show why investment practices matter for a property-owning democracy (POD) and how political philosophers can analyse them. I begin by documenting how investment practices influence income distribution. Empirical research suggests that investments that force corporations to maximise shareholder value, which I refer to as ‘shareholder value investing/ increase income inequality. By contrast, there is evidence that socially responsible investing (SRI) could bring society closer to a POD. Following that., I sketch how financial regulation fosters investment practices (...) and discuss how SRI could be boosted if regulation attempted to influence investment decisions, although many people in the public discourse would see this as exceedingly patronising. Finally, I outline how political philosophers can evaluate financial regulation. I argue that drawing on Hegel or Rawls helps to justify efforts to influence investment decisions and that proponents of a POD should therefore develop and support regulatory ideas which foster SRI. Post‐translational modifications regulate each step of DNA replication to ensure the faithful transmission of genetic information. In this context, we recently showed that deubiquitination of SUMO2/3 and SUMOylated proteins by USP7 helps to create a SUMO‐rich and ubiquitin‐low environment around replisomes that is necessary to maintain the activity of replication forks and for new origin firing. We propose that a two‐flag system mediates the collective concentration of factors at sites of DNA replication, whereby SUMO and Ubiquitinated‐SUMO would constitute “stay” or (...) “go” signals respectively for replisome and accessory factors. We here discuss the findings that led to this model, which have implications for the potential use of USP7 inhibitors as anticancer agents. (shrink)
