El objetivo del artículo es analizar las formas de articulación entre el presupuesto participativo y las instituciones político-representativas locales (gobierno y partidos) en las experiencias de las ciudades de Córdoba, Gualeguaychú, Paysandú y Montevideo. En primera instancia, se presenta un modelo teórico de análisis con tipos ideales, que expresan formas posibles de relacionamiento. Seguidamente, utilizando el modelo planteado, se analizan los cuatro casos, en dos momentos diferentes, separados por una elección de gobierno local. Finalmente, se señala, en función de los (...) casos estudiados, cómo en escenarios de participación plural y alcance restringido la mayor institucionalización generaría un estímulo para ir paulatinamente ampliando el alcance.The aim of the article is to analyze the forms of articulation between the participatory budget and the local political-representative institutions (government and parties) in the experiences of the cities of Córdoba, Gualeguaychú, Paysandú and Montevideo. A theoretical analysis model with ideal types expressing possible forms of articulation is presented in the first instance. The objective structured clinical examination is a method for assessment clinical competencies and skills. However, there is a need to improve its design in psychology programs. The aim of this study was to analyze the effect of the different scenario's presentation order with different complexity/difficulty on the autonomic stress response of undergraduate students undergoing a Psychology OSCE. A total of 32 students of Psychology Bachelor's Degree were randomly selected and assigned to two OSCE scenarios of different complexity. While undergoing the (...) scenarios, participants heart rate variability was analyzed as an indicator of participant's stress autonomic response. Results indicate that the order of presentation of different complexity/difficulty scenarios affects the autonomic stress response of undergraduate Psychology students undergoing an OSCE. Students who underwent the high-complexity scenario first, reported significantly higher autonomic stress response than students who began the OSCE with the low-complexity scenario. Highly complex or difficult scenarios require good executive functions or cognitive control, very sensitive to autonomic stress responses. Therefore, OSCE design will benefit from placing easy scenarios first. (shrink)

Se presenta un artículo acerca de los factores de riesgo asociados a la dermatitis atópica en niños, enfermedad con una incidencia significativa en el municipio Nuevitas. A partir de la revisión de Historias Clínicas en los Consultorios 4,5 y 6 del territorio, en el período comprendido de enero a septiembre del 2015, se constató como importantes los factores genéticos y los medioambientales en estos pacientes. Con el objetivo de disminuir los últimos se elaboró una estrategia educativa para la familia de (...) los infantes. Se aplicó una encuesta inicial y una final con una población de 60 familias y una muestra de 30 que representa el 50 % con el criterio de inclusión de tener algún o algunos de estos factores. Se concluye que la estrategia contribuyó a transformar los estilos de vida en las familias estudiadas. The article deals with risk factors associated to atopic dermatitis in children, a disease with a significant effect on Nuevitas municipality. Starting from the checking of clinical histories in doctors' offices 4, 5 and 6 in the municipality from January to September 2015, genetic and environmental factors were confirmed to be important. Aiming at lessening these risks, an educational strategy for the children's families was developed. An initial and a final survey of a population of 60 families and a sample of 30, make for a 50 % with inclusion criterion of having some or a lot of these factors. It was reached the conclusion that the strategy contributed to transforming lifestyles in the studied families. (shrink)

Relationships between degree/area of academic formation and religious and Darwinian views are controversial. This study aimed to compare the religious beliefs and acceptance of Darwinian evolution between two contrasting South American scientific communities (Chile and Colombia), accounting for different degrees and areas of academic formation. In 2018, 115 last year bachelor students (surveyed as freshmen in 2014 for a previous study) from Chile, and 283 first/last year bachelor students, graduate students, and professors from Colombia, all belonging to biology, chemistry, or (...) physics, were surveyed. Chilean students/faculty were significantly more agnostic/atheist, more accepting of Darwinian evolution, and less creationist than their Colombian counterparts. Academic degree and area differently affected these views in both countries, as only in Chile there was a clear tendency among biologists and physicists with higher degrees to hold less religious and creationist views. Marked differences between the history, socioeconomic contexts, and especially in high school and university curricula of both countries might explain these results. (shrink)

Por razones de eficacia (cohesión social, comunidad cívica) y, unidas a ellas, por razones éticas (valores de libertad, igualdad y solidaridad) la propuesta normativa de nuestro tiempo debe ser la universalización de la democracia. No hay futuro para nadie si no se avanza en ella, en la universalización de los derechos humanos, en su protección y realización efectiva en esa escala. Frente a los hechos que impone hoy el neoliberalismo conservador y la muy desigual globalización realmente existente, deben prevalecer los (...) derechos que derivan de la filosofía ética, política y jurídica de la democracia. Su expresión institucional -se estima aquí- es aquella que se concreta en la fórmula o paradigma del Estado social y democrático de Derecho: es decir, un Estado de importante intervención cualitativa; una sociedad civil más y mejor vertebrada, de trama más ajustada, más inclusiva de los nuevos movimientos sociales (feministas, ecologistas, antixenófobos, etc.); un sistema económico mixto, con sector público estatal y social donde el mercado y el sector privado encuentren coherente articulación; todo ello para la protección y realización de los derechos humanos civiles y políticos, económicos, sociales y culturales, así como los nuevos derechos fundamentales de las minorías, los derivados de las diferencias personales y sociales (étnicas, sexuales...), del medio ambiente, etc. En definitiva la razón de ser del Estado de Derecho es la protección y realización efectiva de los derechos humanos. La universalización de éstos y de la democracia exige, pues, la universalización del Estado social y democrático de Derecho. (shrink)

The progress of Mathematics during the nineteenth century was characterised both by an enormous acquisition of new knowledge and by the attempts to introduce rigour in reasoning patterns and mathematical writing. Cauchy’s presentation of Mathematical Analysis was not immediately accepted, and many writers, though aware of that new style, did not use it in their own mathematical production. This paper is devoted to an episode of this sort that took place in Spain during the first half of the century: It (...) deals with the presentation of a method for numerically solving algebraic equations by José Mariano Vallejo, a late Spanish follower of the Enlightenment ideas, politician, writer, and mathematician who published it in the fourth (1840) edition of his book Compendio de Matemáticas Puras y Mistas, claiming to have discovered it on his own. Vallejo’s main achievement was to write down the whole procedure in a very careful way taking into account the different types of roots, although he paid little attention to questions such as convergence checks and the fulfilment of the hypotheses of Rolle’s Theorem. For sure this lack of mathematical care prevented Vallejo to occupy a place among the forerunners of Computational Algebra. (shrink)

En el presente artículo, se describen y analizan las características de la metáfora como herramienta retórica y epistemológica desde la perspectiva de Mariano Iberico (1892-1974) en su _Estudio sobre la metáfora_ (1965). Para el filósofo peruano, la metáfora es una instancia mediadora entre lo que sucede fuera del hombre y lo que sucede dentro de él. Es este rasgo mediador el que se revela como posibilidad epistemológica con consecuencias éticas, ya que el conocimiento metafórico se produce a través de (...) mediaciones y aproximaciones que “postulan la existencia de una comunidad espiritual y anímica” entre las diversas esferas de la realidad. Para el análisis, serán útiles la noción de Paul Ricoeur del ser humano como ente mediador y las propuestas sobre la imaginación poética de Gastón Bachelard. (shrink)

Elias Baumgarten taught philosophy at the University of Michigan-Dearborn from 1972 to 2018. He was born in Brooklyn, grew up in California, and went to schools in Boston and Chicago. He was one of the first recipients of the campus’s “Distinguished Teaching Award.” He taught a wide variety of courses including Medical Ethics, Ethics of War and Peace, Ethics of Nationalism, and Darwinism and Philosophy. Most of his publications are in ethics, including “Zionism, Nationalism, and Morality” and “Curiosity as a (...) Moral Virtue.” Dr. Baumgarten also served for over 30 years on hospital ethics committees at the University of Michigan Health System in Ann Arbor. A child of immigrants, Prof. Baumgarten was passionate, both as teacher and citizen, in celebrating multicultural diversity both on our campus and in our country. This is the first volume in the much-anticipated Early Modern Catholic Sources Series edited by Ulrich Lehner and Trent Pomplun. Fr. Dylan Schrader has done (...) an admirable job, in quality of translation and notes, as well as in offering a concise yet robust historical introduction to the argument of the text. This is a seminal text on a topic of perennial interest, from a period of time too often neglected in contemporary theological discourse in general, and on the motive for the incarnation in particular. The translation spans the four dubia of the second disputatio (de motivo incarnationis) of tractatus 21 (de incarnatione) of the famous Cursus theologicus of the Discalced Carmelites of the College of San Elias at the University of Salamanca (the Salmanticenses). The Cursus itself occupied the Salmanticenses for nearly a century; the first volume was published in 1631, and the final in 1712. Tractatus 21 was produced by Juan de la Anunciación and published in 1687. It was reprinted in an editio nova, correcta in 1878, though Schrader tells us there are no substantial differences between the original and the new editions with respect to tract. 21, d. 2 (xiii).Schrader's translation is preceded by a 40-page introduction, including a brief synopsis of the historical origins of the text, an overview of the history of debates over the motive for the incarnation from its origins in Anselm's Cur Deus homo? down to the present, and notes on the translation. The extended history of debates is especially notable. Schrader covers the standard terrain accurately and efficiently (perhaps too efficiently with respect to the Summa Halensis), leading up to the seminal figures of Thomas Aquinas and John Duns Scotus. Most valuable, however, is Schrader's narration of the subsequent history of the debates over the motive for the incarnation. [End Page 241]Schrader's introduction is a welcome alternative to Juniper Carol's Why Jesus Christ? (Trinity Communications, 1987). Carol's study is a remarkably comprehensive analysis of the entire history of debates over the motive for the incarnation. While Carol is unparalleled in his analysis of the issues at stake, key conceptual developments, and the sheer volume of texts considered, his analysis tends to be shaped by his constructive arguments for the Scotist position, and the book struggles at times with the task of sorting hundreds of figures into Carol's typology. Schrader, in his even-handedness and concision, has produced a superb primer on the history of the same debates. It is a much crisper, briefer, and descriptive account of major moments in the debates over the reason for the incarnation between the High Middle Ages and the twentieth century, the standard periods treated by contemporary theologians. He shows the important contributions of familiar figures like Cajetan, Molina, and Suarez, but also the significance of lesser known (usually Franciscan) theologians like Juan de Rada and Francesco Lychetus. The introduction is both a helpful historical background for the translation that follows, in which the Salmanticenses develop several important "mitigated" Thomistic themes (e.g. Capreolus's distinction between the finis cuius gratia and the finis cui), as well as an instructive historical overview of the history of the question itself. Schrader extends beyond the Salmanticenses into the present, showing both important subsequent developments of the Salmanticenses arguments in figures like Billuart and Gotti, as well as transitions in emphasis and approach with figures like Scheeben and Barth. The result is a clear sense that there are many arguments awaiting recovery and reconsideration, and Schrader offers helpful direction to those who would pursue them. First published in 1917 and 1918, with a second edition in 1946, this is the first English translation of Santi Romano's classic work, L'ordinamento giuridico. The main focus of The Legal Order is the notion of institution, which Romano considers to be both the core and distinguishing feature of law. After criticising accounts of the nature of law centred on notions of rule, coercion or authority, he offers a compelling conception, not merely of law as an institution, but of the (...) institution as 'the first, original and essential manifestation of law'. Romano advances a definition of a legal institution as any group who share rules within a bounded context: for example, a family, a firm, a factory, a prison, an association, a church, an illegal organisation, a state, the community of states, and so on. Therefore, this understanding of legal institutionalism at the same time provides a ground-breaking theory of legal pluralism whereby 'there are as many legal orders as institutions'. The acme of a jurisprudential current long overlooked in the Anglophone environment, The Legal Order not only proposes what Carl Schmitt described as a 'very significant theory', but, more importantly, it offers precious insights for a thorough rethinking of the relationship between law and society in today's world. However, the detection of anomalies has turned out to be a great challenge in fields like industry, medicine or stock markets. The present work addresses anomaly detection on a control level plant. We propose the application of different intelligent techniques, which allow to obtain one-class classifiers using real data taken from the correct plant operation. In the recent literature on militant democracy, two claims are made on the relation between its most famous advocate, Karl Loewenstein, and German jurist Carl Schmitt. The first claim is that, although the latter came to support the Nazi regime, in the late 1920s he provided an early model of militant democracy that looks more robust and elaborated than Loewenstein’s. Schmitt’s constrained democracy is believed to cut deeper into that which militancy is supposed to safeguard. The second claim is that (...) this latter model underlies other versions of militant democracy, including Loewenstein’s. This article argues that the first claim is largely correct while the second is to be rejected. In doing so, it delves deep into Schmitt’s understanding of the materiality of law, that is, the social normativity that he believed the constitution was designed to protect, and casts light on the procedural orientation of Loewenstein’s militant democracy. The conclusion is that both these theories espouse a form of conservatism, though different from one another, and that in different ways both can be detrimental to democracy. (shrink)

This article problematizes the recent comeback of the exceptionalist jargon as it is conjured by both critics and sympathizers. While in the last decades governments across the globe had recourse to emergency measures to cope with far-reaching emergencies, from terrorism to the COVID-19 pandemic, the received view has it that political power takes advantage of states of emergency as they put themselves in the position to circumvent constitutional limitations. Carl Schmitt is claimed to be the major advocate of this conception (...) of emergency politics in that he elaborated on the concept of the state of exception as the heart of the state political power. This article contends that the received view is doubly wrong. First, soon after his espousal of exceptionalism, Schmitt realized that emergency legislation is an ineffective and costly governmental device that should be transitory and is as unstable as the crisis it is meant to overcome. Second, the received view neglects how Schmitt came to his model of ultraconservative substantive constitutionalism as he maintained that the main task of politics is to protect the normative life of a limited set of state-sponsored institutions as well as the substantive contents they produce. In this study, we examine the influence of senior leadership on firms’ corporate social responsibility. We integrate upper echelons research that has investigated either the influence of the CEO or the top management team on CSR. We contend that functional experience complementarity between CEOs and TMTs in formulating and implementing CSR strategy may underlie differentiated strategies in CSR. We find that when CEOs who have predominant experience in output functions are complemented by TMTs with a lower proportion of members who (...) have experience in output functions, there is a pronounced effect on the community, product, and diversity dimensions of CSR. In turn, when output-oriented CEOs are complemented by output-oriented TMTs, we observe an effect on the employee relations dimension of CSR. Interestingly, we find no influence of CEO-TMT complementarity on the environment dimension of CSR. In general, our empirical results support the relevance of the interaction between CEOs and their TMTs in defining their firms’ CSR profile. (shrink)

The Somatic Mutation Theory has been challenged on its fundamentals by the Tissue Organization Field Theory of Carcinogenesis. However, a recent publication has questioned whether TOFT could be a valid alternative theory of carcinogenesis to that presented by SMT. Herein we critically review arguments supporting the irreducible opposition between the two theoretical approaches by highlighting differences regarding the philosophical, methodological and experimental approaches on which they respectively rely. We conclude that SMT has not explained carcinogenesis due to severe epistemological and (...) empirical shortcomings, while TOFT is gaining momentum. The main issue is actually to submit SMT to rigorous testing. This concern includes the imperatives to seek evidence for disproving one’s hypothesis, and to consider the whole, and not just selective evidence. (shrink)

Transhumanism is a scientific and philosophical movement that proposes to overcome, through new technologies, the restrictions imposed on us by our biological condition. Some transhumanists assume that the struggle against natural limits could lead to a radical change in our body or even to its replacement. Other authors, such as Nicholas Agar, propose a moderate enhancement that does not exceed the framework of what we understand to be human. In this article, I will offer a plausible interpretation of the project (...) of human enhancement from a Thomistic perspective. To carry out my analysis, I will focus on three fundamental metaphysical and anthropological questions: How do advocates of radical enhancement understand the relationship between limits, imperfections and evils in human nature? How is this relationship understood from moderate positions? And Is any of these proposals compatible with Aquinas’ anthropology? I will conclude that the identification of limits with imperfections and evils assumed by radical positions is incompatible with Aquinas’ anthropology. Nevertheless, this does not entail that any bio-modification is unacceptable. Aquinas’ peculiar metaphysics, together with its anthropology in which the natural, the supernatural and the preternatural realms intertwine, can offer an interesting framework to assess the human enhancement project. Hegel inverted the Tantric Buddhist, Bönpo and Stoic view of human spiritual and social evolution by presenting it as a progressive perfecting rather than as a progressive degeneration impelled by the gradual development of the basic human delusion called avidya (unawareness). Since he cancelled the crucial map /territory distinction, he had to explain change in nature as the negation of the immediately preceding state, and since he wanted spiritual and social evolution to be a process of perfecting, he had to (...) invent a negation that, rather than canceling former negations, or incorporating them and thus increasing fragmentation and delusion, incorporated them and thereby produced an increase of wholeness and truth: the Aufhebung or sublation, not found in any existing process—whether logical or in phenomenological—and existing only in Hegel’s imagination. The only existing negation that incorporates the preceding negation, rather than canceling or annulling it (as logical negation does), is the phenomenological negation occurring in Sartre’s bad faith, which Laing illustrated with a “spiral of pretenses,” and Hegel’s sublation is a misrepresentation of this phenomenological negation that he fancied to make his inverted view of spiritual, social and political evolution possible. In the Tantric Buddhist, Bönpo and Stoic view what increases is fragmentation and delusion. When these reach their logical extreme,they achieve their reductio ad absurdum in ecological crisis. Nowadays, the quality standards of higher education institutions pay special attention to the performance and evaluation of the students. Then, having a complete academic record of each student, such as number of attempts, average grade and so on, plays a key role. In this context, the existence of missing data, which can happen for different reasons, leads to affect adversely interesting future analysis. Therefore, the use of imputation techniques is presented as a helpful tool to estimate the value of missing (...) data. This work deals with the academic records of engineering students, in which imputation techniques are applied. More specifically, it is assessed and compared to the performance of the multivariate imputation by chained equations methodology, the adaptive assignation algorithm based on multivariate adaptive regression splines and a hybridization based on self-organisation maps with Mahalanobis distances and AAA algorithm. The results show that proposed methods obtain successfully results regardless the number of missing values, in general terms. (shrink)
